RAILROAD GRANT-MDIERALS. RAILROAD GRANT-CLASSIFICATION, If any evidence of minerals is found upon lands within a railroad grant and the showing is sufficient in the opinion of prudent and qualified persons to warrant further exploration and expenditure, with reasonable prospects of success, then the land can not be classified as nonmineral and is not subject to the grant to a railroad company. But where there is no present indication of minerals nor any geological evidence upon which to base a mineral finding, land should not be classified as mineral, or held for further classification and reserved from the railroad's grant, upon the surmise that future prospects might disclose evidences of minerals. INDEMNITY SELECTION BY RAILWAY COMPANY, Under section 3 of the act of July 2, 1864 (13 Stat., 365), and the joint resolution of May 31, 1870 (16 Stat., 378), the Northern Pacific Railway Company could take coal and iron land within its primary or grant limits. It could not base an indemnity selection upon the claim that certain land was coal or iron in ;;haracter, as such land was not lost to it as part of the grant. But the company was authorized to select other lands in lieu of those lost because of their mineral character, but the word "mineral" did not include iron or coal, and, accordingly, the railroad company was entitled to take coal lands under its indemnity selection.

"INTRODUCTION Falls of ground cause the greatest number of accidents at underground metal mines. Statistics compiled by the Federal Bureau of Mines show that during a 13 - year period ended in 1943, falls of ground caused 35 percent of the fatalities and 16.8 percent of the nonfatal injuries at underground metal mines in the United States. 4/ Expressed on a basis of a million man-hours worked, the frequency rate was 0.355 for fatalities and 11.76 for nonfatal injuries. Although some progress has boon made in preventing rock-fall accidents over a 30- or 40-year period, the problem is still a major one requiring the diligent efforts of management and employees.In the Lake Superior district: where organized safety programs have been in effect for more than 30 years, the record is more favorable. Statistics compiled by the Lake Superior Mining Section of the National Safety Council reveal that over a 6-year period ended in 1945 the frequency rate of fatalities per million man-hours was 0.277, and the rate for nonfatal injuries was 2.38 from falls of ground.Although the above-given statistics do not cover equal or concurrent periods, the improvement in accident experience in the Lake Superior district over the national average, is obvious. This improvement is due to more effective methods of ground support or more rigid enforcement of the use of known methods.It is hoped that the following information about ground-support practices in the Lake Superior district will assist operators of other mines in their efforts to reduce accidents from falls of ground."

In 1910 the Richmond-Eureka Co. suspended all operations except small-scale leasing, but company and other geologists contended that the El Dorado dolomite would also carry ore in its continuation from fault block north and northeast of the productive old working. The company began to explore the fault block in 1923 by diamond drilling from the,900 level of the Locan shaft, but for various reasons the hole was drilled to a depth of only 2 feet and was then abandoned. Eureka Corporation, Ltd., planned an extensive diamond-drilling program, which included four deep diamond-drill holes, one designated ""A"" fig. if it is to be drilled from the surfaced, and three designated ""E"", ""C"" and ""D"" figs land to be drilled from the 900 level of the Locan shaft. Of these only B and C were completed by the company. Hole C was a contribution,of the hole started by the, started by the Richmond Eureka Co. The site for hole D (figs. 1 and 2) was prepared, but the hole was not drilled. Both B and C holes penetrated sulfide ore carrying good percentages of zinc, lead, gold, and silver. The ore bodies were 40 feet thick and were found approximately 1,400 feet below the 900 level of Locan shaft.On the basis of the very favorable results obtained from the drilling program, the Eureka Corporation planned extensive development of the property and in 1942 commenced sinking the Fad shaft (figs. 1 and 2). The shortage of equipment and materials brought on by the war and difficulties with water in the shaft greatly hindered progress. However, early in 1943 the Eureka Cor¬poration, Ltd., of Canada submitted to the War Production Board a proposal for developing the mine and milling 500 tons of zinc-lead ore a day. The proposal involved an expenditure of $2,890,750."

This paper describing the methods of ruining a sand, gravel, and bowlder deposit 20 miles east of Los Angeles, and the classification and preparation of these materials for market, is one of a series being prepared for and published by the United States Bureau of Mines on methods and cost of mining sand and gravel. These papers are designed to disseminate technical information regarding, the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion anti study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations stall ensue. The description contained herein is typical of this industry in Southern California. ACKNOWLEDGMENT The author acknowledges tine assistance of L. L. Petroleum technologists and progressive operators constantly are striving to increase the percentage of oil that may to recovered from reservoir rocks through wells. The exhaustive studies that have been made of the function of natural as in the production of oil, for example, have aided operators greatly in increasing the quantity of oil recovered from reservoirs. Natural gas dissolved in and otherwise associated under pressure with oil in reservoir rocks, however, is not the only source of energy available for moving oil through sands to wells. In becoming "reservoir—energy conscious" engineers have learned that in many petroleum reservoirs the edgewater flanking the oil accumulation constitutes a potential source of energy capable, through proper control, of increasing oil—recovery efficiencies materially. No longer is the encroachment of water into the oil— and gas—filled tart of the reservoir considered as an evil to be combatted by devious methods but rather a natural consequence, incident to the withdrawal of nil and as from the wells, that may be used advantageously in lengthening the flowing life of wells and increasing the economic recovery of oil and gas.

The difficulties associated with wet-processing fine size coal led the Bureau of Mines to investigate a dry process for removing pyrite from coal pulverized to powerplant fineness. The dry process that was investigated consists of two cleaning steps: First, centrifugal separation is used to remove a fine, pyrite-depleted portion as a product; second, the remaining coarser, pyrite-enriched portion is taken to electrostatic separation in which pyrite is concentrated and rejected. Ball milling and Hardgrove milling were used to pulverize the coal. Three coals from the Pittsburgh seam were treated by the dry-removal process. Over 55 pct of the pyrite, which amounted to 70 pct of the available pyrite, was removed in a reject of 10 to 20 pct from one of the coals. Similar treatment of the other two coals removed about 35 to 50 pct of the pyritic sulfur, which amounted to about 70 pct of the available pyritie, sulfur from these coals. Both centrifugal and electrostatic separations were more efficient when pyrite particles were as large as possible. Separation efficiency was improved by confining the particle size of the feed to a relatively narrow range and by avoiding excessive amounts (more than 10 pct) of dust in the electrostatic range. The removal efficiency was increased with the use of stage grinding.

Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. This paper describing the mining practices at a mine in the Southeast Missouri district is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The conditions, operating methods, and practice described in the following pages arc those obtaining at a property in the Southeastern Missouri lead belt, St. Francois County, Mo. This property is the eldest in the county and is a consolidation of a number of separate mines originally opened up as individual operations many years ago. Present-day operations have necessarily to be adapted to suit the older levels, stones, and pillars, and also the recovery of ore from worked over areas which was considered too low grade to mine in the earlier days constitutes a different problem than that of development and mining in virgin ground.

The purpose of this study is to develop designs to facilitate and accelerate auger rotation stoppage (and auger rotation start up so as to promote auger disengagement during auger miner repositioning) and to provide a time delay and warning signal prior to auger start up to permit any miner s near the augers to get away from the augers before they start rotating. In the underground coal mines in the U.S., there are four auger miners that are currently in use. They are the Jeffrey 100L (see Figure 1-1) and 100M (see Figure 1-2), and the Wilcox WCM and the MK20A (see Figure 1-3).

The explosive-anchored rockbolt was field tested in six mines where rock conditions varied from incompetent shale or mudstone through fairly soft sand-stone to firm sandy shales. The purpose of the testing was to document, under a wide variety of conditions and in comparison to other rockbolt anchors, the quality of the anchorage produced by the explosive-anchored bolt. In addition, the length, strength, and design of the explosive charge necessary to produce positive anchorage up to the yield strength of the weakest component of the bolt were determined. A l4-inch length beaded explosive charge was found to be suitable, in general, in relatively weak strata, and the length can be reduced in more competent strata. Of the 127 explosive?-anchored bolts tested, 118 bolts produced an evaluated anchorage in excess of 17,000 pounds. Only 4 of 43 expansion-shell bolts and 4 of 14 wedge bolts produced anchorage this good. In preliminary tests, properly coupled explosive-anchored bolts did not ignite an explosive gas mixture. Some minor phases included in the investigation were as follows: (1) effect of explosive-anchored rockbolt on surrounding rock; (2) effect of time on anchored bolts based on torque tests; (3) effect of submersion in water on rockbolt anchorage; (4) pull tests to higher loads; and (5) ignition tests.

Numerous investigators have studied grinding. Each has contributed his bit to a literature that is difficult to correlate. Too many of the results have been transformed into curves with so many "inflection points" and "counterflexures" that they obscure the issue. Some of the investigators have neglected the very essence of the problem, namely the power and the amount of material to which a known amount of work was applied. The purpose of this paper is to show the ease with which results can be interpreted when these quantities are duly recognized. Some grinding tests will be given for illustration. Grinding studies are of two kinds: (1) Study of the character of the ore and (2) study of the performance of the machines. Several ores may be crushed by a given machine, or several machines may be used on a given ore. The illustrations given in this report cover both objectives.

The purpose of this study was to determine mine workers' state of fire-fighting preparedness and the technology being used to detect and respond to underground coal mine fires. To investigate this problem, 214 underground coal miners were interviewed by U.S. Bureau of Mines researchers. Frequency distributions of workers ' responses are presented in this report, along with segments of narrative accounts, to profile miners' fire-fighting capabilities. The data indicated that much variability exists from mine to mine and that there are several important changes operators may undertake in order to make miners better prepared to deal with fire underground: select appropriate sensors, establish and test a warning and communication protocol, construct a system capable of delivering hundreds of gallons of water per minute for sustained periods, institute formal fire preparedness audits, develop case studies of events that occur at an operation to use as teaching and assessment tools, and provide structured practice that can be incorporated into fire drills.

Thermoelectric and metal alloying applications have changed the status of tellurium from oversupply to under supply . In a search for new sources of this element in Arizona , Colorado , New Mexico , Utah , and neighboring states , the Bureau of Mines analyzed more than 200 samples and obtained the results of tellurium determinations by private companies on more than 500 samples from a wide variety of mineral - bearing deposits . The About 40 minerals containing tellurium have been reported , mainly tellu- rides of gold , silver , bismuth , mercury , lead , copper , iron , and nickel . minerals usually occur in small quantities and identification in ores is extremely difficult . Samples containing more than 0.1 percent tellurium were taken from the Hilltop and Memphis properties in Dona Ana County , N. Mex . , and the Silver King property in White Pine County , Nev . , where development was chiefly for base metals . The Lone Pine mine in Catron County , N. Mex . , and the Bambolla mine near Moctezuma , Sonora , Mexico are potential sources of native tellurium occurring in small but high- grade pods . Much of the production of tellurium has come as a byproduct of electro- lytic refining of copper and lead- zinc ores in Arizona , Colorado , New Mexico , and Utah . Base -metal ore deposits will continue to be the most important pri- mary source of tellurium , although the concentration in ores is nearly always less than 10 parts per million . Any significant increase in output of tellu- rium probably will be related to production and improved efficiency in smelt- ing and refining base - metal ores .

(fig. 1). the history of the district and company This circular summarizos operations, describes physical features, labor and living conditions, the geology, ore deposits, and the ore. Prospecting and exploration methods are outlined, and shaft sinking, drifting and crosscutting, and raising are covered under development methods. In the soction on mining mothods, stoping and slushing are discussed, following which are descriptions of underground transportation, hoisting, ventilation, drainage and sampling, and surveying. The surface and crushing plants are described, and milling practices are presented in dotail with explanation of the filter plant and assay office. Safoty practices and the company organization are described in the concluding sections of the circular.

The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. "Wants" in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

Revolutionary changes in the organization of work have far outpaced our knowledge about the implications of these changes for the quality of working life and for safety and health on the job. This gap in knowledge is one of the 21 priority areas for research under the National Occupational Research Agenda (NORA)—a framework crafted by the National Institute for Occupational Safety and Health (NIOSH) and its partners to guide research into the next decade. This report was developed under NORA as the first attempt to develop a comprehensive research agenda for investigating and reducing occupational safety and health risks associated with the changing organization of work. Research and development needs identified in the agenda include (1) improved surveillance mechanisms to better track how the organization of work is changing, (2) accelerated research on safety and health implications of the changing organization of work, (3) increased research focus on organizational interventions to protect safety and health, and (4) steps to formalize and nurture organization of work as a distinctive field in occupational safety and health.

Graphite occurs in many places in the United States, but previous to 1914 the domestic production amounted to only 15 to 20 per cent of the natural graphite consumed in this country. Including artificial, graphite, the proportion was about 25 per cent. During the World War the production of both natural and artificial graphite increased until, in 1918 it, contributed more than one-half of the available supply, and since 1919 the proportion has not fallen below 40 per cent. Except during the war period, however, this apparently increasing independence has not been due to any large increase in production from domestic mines. It simply reflects a larger output of artificial graphite and reduced imports of Ceylon lung and chip, grades which have never been produced in substantial quantity in the United States. DOMESTIC DEPOSITS3 American graphite deposits, though numerous and often large, are characteristically low-grade. They constitute an abundant source of potential supply, but in normal times they have proved relatively costly to work, and even at the same price the various products have never been able wholly to displace certain imported qualities, notably crucible grades from Ceylon and pencil graphite from Mexico.

The Bureau of Mines estimated reclamation costs for 13 surface coal mines in nine States west of the Missisisppi River. With the exception of the Pacific Coast coal province, at least one mine in each of the western coal provinces was studied. Cost estimates were, made using standard estimating procedures from data obtained from company records, interviews with industry personnel, and onsite observations. Estimated costs are presented in four categories which represent the four phases of mined-land reclamation: (1) Design, engineering, and overhead; (2) bond and permit fees; (3) backfilling and grading; and (4) revegetation. Estimated costs as of the first quarter of 1976 are expressed as averages and ranges in terms of per acre, per ton of coal produced, and per million Btu. Total reclamation costs ranged from $860 to $7,200 per acre, from 6 to 84 cents per ton, and from 4 to 35.3 mills per million Btu. A mine in the Northern Great Plains coal province (Region D) showed the highest per acre cost whereas mines in part of the western region of the Interior coal province (Region A) experienced the greatest per ton and per million Btu cost. The high cost of reclamation in the Western United States is reflected in the backfill in and grading category, particularly in the cost of topsoil removal and subsequent replacement as required by individual State reclamation regulations.

The applicability of the "direct method" for determining the methane content of virgin coalbeds was tested. Preliminary results indicate that the direct method, when applied to exploration cores, can be successfully used to estimate coalbed gas content and also approximately predict the total gas emission from a prospective mine located in the coalbed at the exploration site.
