The Mine Safety and Health Administration (MSHA), U.S. Department of Labor, did a linear analysis for a new underground coal mine in Grant County, WV, through the interpretation of LANDSAT imagery and high-altitude, color-infrared aerial photography, to identify areas of potentially unstable roof in advance of mining. The Bureau of Mines included this mine in its ongoing study of the correlation between geologic features and linears. Three years after the analysis, after mining had progressed through the plotted linears, a cooperative Bureau-MSHA study evaluated the effectiveness of the linear plot in predicting areas of unstable roof and defined the geology associated with the linears. Adverse roof conditions at this mine include roof falls, potted-out roof, water inflow, and local areas requiring supplemental support. At the time of this study, 34 pct of the mine workings were within 200 ft of a plotted linear. Fifty percent of the adverse roof area in the mine occurred within this area. The primary geologic anomaly associated with the linears is an increased frequency of jointing. The majority of the plotted linears coincide with the prominent joint orientations. Additional features observed in the linear zones include roof rolls and a sandstone channel that cuts into the coal seam.

Subsurface disposal of oil-field brines was practiced in Oklahoma on a limited scale as early as 1925. The technique of subsurface injection has been improved immensely and has been applied with varying success in many oil-producing areas in Oklahoma, and elsewhere. This method of disposal, however, is only one of several methods available to operators of oil-producing properties, but, in contrast with usual methods of handling brines on the surface it eliminates the damaging effect of mineralized water on fresh-water supplies, vegetation, and aquatic and other animal life. Other methods of brine disposal approved by regulatory agencies in some States include (1) impounding in impervious ponds and solar evaporation, (2) controlled diversion into surface waters, and (3) recovery of the mineral salts of the brine. In most, States where oil is produced regulatory bodies authorize the use of one or more of these methods of brine disposal. In Oklahoma, for example, the Oklahoma Planning and Resources Board of the Conservation Commission has been authorized to adopt whatever methods or means may be necessary to prevent contamination by mineralization of all potable waters within the State.

The U.S. Bureau of Mines has prepared this report on strategies for maintaining high job attendance among underground coal miners because high absenteeism is a threat to miners safety and seriously hampers productivity. A substantial number of research studies on the effectiveness of various strategies for reducing absenteeism among the employees of nonmining industries have been reported in the literature. These strategies have aimed at improving job attendance through one or more of the following: (1) improving employment procedures, (2) overcoming problems that adversely affect one's ability to attend work, and (3) increasing miners motivation to attend work. Many of these strategies appear applicable to the mining industry, and are reviewed in the first half of this report. The second half of this report describes how one could develop and implement a program for maintaining high attendance at underground coal mines. The steps include: measuring and evaluating attendance levels; formulating attendance goals and an absenteeism policy; developing and implementing an attendance promotion program; and periodically going through the preceding steps known as recycling.

The Bureau of Mines has written a computer program for the design and cost of a shell and tube type heat exchanger, in which a change in phase occurs on the shell side. The total cost, which was minimized, includes the annual fixed charges and annual operating costs. The program was written to meet the following requirements: (1) Triangular pitch, (2) single or multiple pass, and (3) heating or cooling. Price optimum design was obtained for four standard tube diameters and pitch. Standard heat exchangers whose area equaled or exceeded the required area are also listed. The program was made adaptable to various fluids and to various tube dimensions by including many of the required data such as physical properties of the fluids, tube data, and standard shell data as input data.

This conference was attended by representatives of Belgium, France, Germany, Great Britain, and the United States ands by invitation, Czechoslovakia, Poland, Spain, and Russia. The first international conference of representatives of mine-safety, research stations was held the United States Bureau of Mines Pittsburgh Experiment station in 1912 .4/

Systematic leakage surveys of natural-gas transmission lines not only aid in the conservation of gas, but can be made to show direct financial returns of large magnitude. 1. Such surveys reveal the actual leakage from the lines, and indicate repairs to be made in order, to eliminate unnecessary waste. 2. Tests on lines, after repairs are made, show the actual saving that has been accomplished. 3. Tests on newly constructed lines reveal the presence of leakage that should be eliminated before the lines are put into service.

This summary appears in Minerals Year-book volumes I and III, which cover mineral production in the United States, its island possessions, the Canal Zone, and the Commonwealth of Puerto Rico, as well as the principal minerals imported into and exported from the United States. The several commodity and area chapters contain further details on production. A summary table comparing world and U.S. mineral production also is included. Mineral production may be measured at any of several stages of extraction and processing. The stage of measurement used in the chapter is normally what is termed "mine output." It usually refers to minerals in the form in which they are first extracted from the ground, but customarily includes for some minerals the product of auxiliary processing operations at or near mines.

This Bureau of Mines publication consists of an overview of the mine waste management research currently being conducted by the Bureau. The following papers, given at a Technology Transfer Workshop, emphasize the increasing importance of research related to the safety and environmental considerations of mine waste disposal In recent years. Current work related to legislation passed in the last 10 years and their subsequent standards includes the development of adequate monitoring systems, development of stability and seepage prediction and control techniques, control of runoff water, and control of leaching solutions. Selected topics are included here that cover coal mine waste disposal, embankment slope stability monitoring, flow failures of mine tailings impoundments, and controlled burnout of abandoned coal mine fires. The projects described provide a current documentation of problems being addressed.

Introduction MINING IS THE BRANCH OF INDUSTRY involving the exploration and removal of minerals from the earth (figure 1). Mining is one of the oldest and most important endeavors of humankind, because it provides the raw ingredients for most of the material world around us and, like agriculture, is the lifeblood of civilization. The main objective of any type of mining is to remove the valuable material economically and safely with minimum damage to the surrounding environment. The Earth has many natural resources on which we depend that must be mined. Coal, oil, gas, and other mineral fuels are used for heating electricity, and numerous industrial processes. Nonfuel minerals such as iron ore, precious metals, and industrial metals, and nonmetallic materials like sodium and potassium are used in chemical and agricultural applications. Even crushed stone used in road building and other construction projects must be mined. Mining affects our standard of living and impacts almost everything we do. A myriad of items that we use in our homes and offices and for transportation, communications, and national defense all require minerals (figure 2). For example, more than 30 different minerals are needed to make a television or telephone! Table 1 lists several commonly mined materials and some of the end uses in our daily lives.

Apparatus providing simultaneous differential thermal analysis, thermo-gravimetry, and evolved gas analysis, has been developed by the Bureau of Mines specifically for thermal study of oil shale and other solid, natural fuels. The apparatus is described in detail, and simultaneous analyses on a single sample of an oil shale mineral, nahcolite, and a thermal analysis demonstration compound, calcium oxalate monohydrate, are presented to demonstrate the instrument's capabilities.

"As part of a Nation-wide program of the United States Government to develop natural resources, funds were made available to the Bureau of Mines for the investigation of the ""Reduction of Iron Ores by Solid and Gaseous Fuels."" These investigations are concerned with the direct production of iron from its ores without the use of a blast furnace. Many processes have been proposed for the low-temperature reduction of iron oxides, but few have been developed to commercial use. High-quality sponge iron is produced com-mercially only in Sweden.The cost of iron production depends in part on the grade of the ore and increases with decrease in grade. The substitution of cheap natural gas in a sponge-iron process for expensive coke in smelting in the blast fry pace would partly compensate for the use of low-grade ores. If a process can be developed in which inexpensive natural gas can be used as fuel and reducing agent, the large deposits of low-grade iron ore and the natural-gas resources of east Texas may be utilized in the commercial production of sponge iron.Sponge iron may possibly be used to supplement scrap iron, pig iron, or, in special instances, wrought iron. Sponge iron will vary but slightly in composition and will contain little or no nickel, cobalt, manganese, copper, and other allowying metals. It is becoming increasingly difficult to obtain choice scrap iron of nonalloy composition. Pig iron contains 1.5 to 3.0 percent silicon and 3.0 to 4.5 percent carbon. Sponge iron generally contains less carbon than pig iron.The Madaras Steel Corp. in Longview, Tex., built a set commercial-scale sponge-iron plant which was intended to be operated in connection with a steel foundry. The process is based upon the reduction of preheated iron ore, with hot reducing gases under pulsating pressure. Although the Madaras Corp. had previously experimented with the production of sponge iron by reducing the ore with pure hydrogen, several attempts to use a re-formed natural gas as the reducing agent in this pilot plant were unsuccessful. The Bureau of Mines leased this plant and conducted an extensive investigation of the Madaras process on a semicommercial scale.The experiments were not entirely satisfactory, partly because of mechanical difficulties and partly because the reducing gas was not of the best quality. However, much information on the production of reducing gas by re-forming natural gas and on the reduction of iron ore with re-formed natural gas was obtained.The sponge iron produced contained approximately 0.1 percent phosphorus; and, after melting in an electric furnace, the iron contained approximately 0.15 percent phosphorus. The results of attempts to improve the ore by ore-dressing methods were not encouraging."

The U.S. Bureau of Mines (USBM) Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The USBM's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the USBM survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

A new instrumented cable bolt has been developed by the National Institute for Occupational Safety and Health at the Spokane Research Laboratory in Spokane, WA. Although various instruments are available to measure load distribution and magnitude along a grouted cable, this instrument is innovative in that it uses strain gauges internal to the cable as load-measuring sensors. The instrument has been successfully tested in the field at FMC’s Granger Mine, Meikle Mine, and Getchell Mine. A “split-pipe” laboratory pull test was performed on each of three cable bolts instrumented with the new device. Each test consisted of grouting a 1.83-m-long cable in two 0.91-m-long sections of schedule 80 pipe. A numerical analysis was then performed in which laboratory boundary conditions were simulated and model properties derived from textbook guidelines. The loads calculated by the model were then compared to the measured loads.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage bf measurement used in this chapter is what is normally termed "mine output." Miners, like many skilled blue-collar workers, are not traditional learners. They have not always been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. law requires that miners have a minimum of 8 hours of safety training annually, plus 40 hours for underground miners and 24 hours for surface miners when they enter the industry. However, miners rarely view this training time positively. In fact, it has been called “safety jail” by many, who regard it as a time to get a little extra sleep While mining has become far safer in the past 100 years, it is still a dangerous occupation. The Office for Mine Safety and Health Research, a part of the National Institute for Occupational Safety and Health (NIOSH), has funded a project for the past 4 years to address this challenge. The purpose of the research was to find a way to develop effective safety training for these people. Miners are born story tellers. They share “near miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environment, they also instruct listeners in the culture of mining and the values that it embraces. Stories, it seems, are a way to get safety messages across to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how a series of training videos was developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.

Coal seams form over millions of years by the biochemical decay and metamorphic transformation of plant materials. This coalification process produces large quantities of byproduct gases, such as methane and carbon dioxide. The amount of these byproducts increases with the rank of coal. It is the highest for anthracite, where for every ton of coal nearly 1,900 lb of water, 2,420 lb (20,000 ft3) of carbon dioxide, and 1,186 lb (27,000 ft3) of methane are produced [Hargraves 1973]. Most of these gases escape to the atmosphere during the coalification process, but a small fraction is retained in the coal. The amount of gas retained in the coal depends on a number of factors, such as the rank of coal, the depth of burial, the type of rock in the immediate roof and floor, local geologic anomalies, and the tectonic pressures and temperatures prevalent at that time. The gases are contained under pressure and mainly adsorbed on the surface of the coal matrix, but a small fraction of gases is also present in the fracture net-work of the coal. Methane is the major component of gases in coal, comprising 80%–90% or more of the total gas volume. The balance is made up of ethane, propane, butane, carbon dioxide, hydrogen, oxygen, and argon.

The National Institute for Occupational Safety and Health (NIOSH) and Northwest Barricade LLC (NWB) conducted a study to evaluate the effectiveness of a novel fire blocking gel for use in underground coal mines to extinguish or to retard the growth of a coal fire. The gel agent was subjected to controlled laboratory testing to assess its ability to delay coal ignition. It was then evaluated to determine if manual fire hose application could be used to apply the agent to mine roofs and ribs to provide a safe egress for mine rescue teams from a fire area. The gel agent was also evaluated in a water sprinkler system to determine its potential for use in conveyor belt fire suppression systems. The agent was then tested in live-fire exercises to examine its effectiveness in retarding and extinguishing a deep-seated coal fire and wood fire. Lastly, the ability of a Mine Rescue Team to quickly and safely apply the gel agent to a mine entry during a simulated mine fire exercise was determined.

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules, under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and. tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment.
