This report describes a computer-based model for estimating the tangible costs of injuries and deaths from work-related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. The mathematical models developed for each tangible element of accident cost are presented in Volume I of the report. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II. Statistical distributions of mining family characteristics, data on 95 miners killed in underground accidents, and other basic data used to develop the model are presented in Volume III. Application of the model to a data base of 9,286 accidents which occured in underground bituminous coal mines during 1974 yielded a total of $56,900,000 in tangible costs to industry, mining families, and public agencies. Loss of income to the families of miners injured or killed in these accidents accounted for 47 percent of the total.

"The Riley tungsten property of the Northern Nevada Mining Co. was examined by the Bureau of Mines in August 1943, and from February 22 to August 22, 1945, the property was explored by the Bureau.Riley mine, which comprises 60 acres, is in sec. 9, T. 38 N., R. 42 E., Mount Diablo base and meridian, in the Potosi Mining District, on the east slope of the Osgood Range in eastern Humboldt County, Nevada. J. S. Riley is president of Northern Nevada Mining Co., the general offices of which are at 29 East First Street, Reno, Nev.Winnemucca, Nev., 42 miles southwest of the mine and on the main line of the Southern Pacific and Western Pacific Railroads and U. S. Highway 40, is the nearest supply center. The post office for the Potosi district is 15 miles south at Red House, Nev., a station on the Southern Pacific and Western Pacific Railroads. A good dirt road, which leaves U. S Highway 40 about 15 miles east of Winnemucca, extends northeast to the property.Tungsten occurs as scheelite in a characteristic Nevada contact-metamorphic tactite deposit between limestone and granodiorite Fifteen diamond-drill holes were completed for a total length of 2,630 feet.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Bastnasite is a natural fluocarbonate of the cerium group and affords an abundant and high-grade source of the lighter rare-earth elements. As part of a broad research program in rare-earth element technology, the Federal Bureau of Mines directed extensive experimental work to separating and purifying the rare-earth elements in bastnasite. By the use of a combination of techniques--classical chemical, ion exchange, and solvent extraction--the processing of a bastnasite concentrate to obtain the individual rare-earth elements, or groups of elements, was accomplished. A bastnasite concentrate, containing about 60 percent rare-earth oxides, was sulfated with concentrated sulfuric acid to eliminate the carbon dioxide, fluorine, and silica. Calcination at 1,200° F. made the gangue matter insoluble, thus permitting the separation of the soluble rare-earth sulfates. Essentially 100 percent of the rare-earth elements were recovered by this procedure. Since the rare-earth sulfate solution contained only trace amounts of nonrare-earth elements, subsequent separation procedures were simplified.

The operation of electric face equipment in underground coal mines has proven to be extremely hazardous to mining personnel, including equipment operators and others working in the vicinity of active equipment. Recent industrial engineering studies* of accidents and fatalities indicate that a major contributor to this hazardous situation is noncompliance with modern principles of human engineering, particularly lack of standardization of control configurations. Control configurations differ not only among different machine types, but also among the same machine types produced by different manufacturers. This lack of standardization can produce a high incidence of error in the operation of electric face equipment, thus creating a potential source of accidents. Other examples of non-compliance with human engineering principles are the widespread use of identical black, round control knobs (regardless of the function being performed), and the inappropriate location, spacing, and labeling of controls. Any or all of these factors may place the operator in a "negative transfer" situation, which means that control manipulations appropriate for one type of machine are different from (or even the reverse of) the control movements required to produce the same effect on other machine types. This situation increases the accident potential to the operator, as well as to others in the vicinity. Accident potential is further increased by circumstances which do not allow for large error tolerance-specifically, emergency procedures. Reports of accident statistics cite operator inexperience as a primary cause of most accidents involving underground electric face equipment. Several factors contribute to operator inexperience, including: 1. High personnel turnover 2. Employee absenteeism 3. Current union practice of bidding for jobs.

The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. The contract objectives are (1) to develop safe practice guidelines which will minimize the chance of fires in underground fueling areas and (2) to develop a low-cost, reliable, automatic fire protection system for underground fueling areas. The effort described by this report covers the period from 21 June 1976 to 30 September 1977 and accomplished the following tasks: ? Preparation of Data Plan and Data Acquisition, mainly through visits to sixteen mine sites and a literature survey. ? Analysis of the accumulated data, providing design inputs for (a) evaluation of the fire problem; (b) development of safe practice guidelines; and (c) development of recommended design concepts for automatic fire protection systems. ? Preparation of safe practice guidelines for underground fueling areas. ? Preparation of recommended design concepts for automatic fire protection systems for underground fueling areas. ? "INTRODUCTION AND OBJECT OF EXPERIMENTAn explosion in and rupture of a gas-tight switch box on an electric loader in a mine located near Pittsburgh indicated that the cause was an internally generated inflammable gas-air mixture. This led to the suspicion that moisture condensation or ""other unusual conditions might have caused a spark or are across the surface of the material and that the heat may have created a carbonized path across the synthetic plastic base which would then conduct a large current with the generation of considerable heat and thermal decomposition of the base materials base in the box which exploded gave every indication that this series of events had taken place, and accordingly it was desired to determine what explosive gases such a decomposition of these insulating materials would produce.ACKNOWNLEDGMENTSThe desirability of making this investigation was suggested to the authors by L. "The wetting behavior of coal has been determined in the presence of nonyl and octyl series of nonionic surfactants containing polyethoxy groups of different sizes. The wetting behavior was determined by a modified Walker technique and contact angle measurements. The results show that the wetting rate of coal varies with coal rank, structure of the hydrocarbon chain and number of ethoxy groups in the hydrophilic group of the surfactant. A close relationship has been observed between the wetting rates and the short-time advancing contact angles.INTRODUCTIONNonionic surfactants are used in many applications to improve wettability of solids. They can be used as dispersing agents [ 1 ] or dust suppressants [ 2-5] and to control the flotation, flocculation, filtration and, flowability of particulates. This study was undertaken to study the effect of a series of nonionic surfactants on the wetting behavior of coal. Two series of surfactants, namely, ethoxylated nonyl and octyl phenols were used. The nonyl phenol series con tains a linear hydrocarbon chain containing nine carbon atoms (CH3 ( CH2 )8-C6H4- ( OC2H4 ) n, where n is the number of ethoxy groups) . The octyl phenol series contains a branched hydrocarbon chain containing eight' carbon atoms ( ( CH3 ) 3CCH2C ( CH3) 2-C6H4- ( OC2H4 ) n ).Initial wetting rates — modified Walker techniqueWalker et al. [ 6 ] developed a sink test to determine the wettability of coal particles. In this technique, coal particles are dropped individually onto the surface of surfactant solutions of different concentrations, and the most dilute concentration in which coal would sink ""instantaneously"" is determine& This technique is a variation of a procedure initially developed by Draves and Clarkson [ 7 ] to determine the effect of surfactants on wettability of cotton fibers."

This document is the final report of a study aimed at defining the relative contributions of various sources of respirable airborne dust on longwall faces. In order to define the contribution of various primary sources, continuous dust level data were recorded on five longwalls for an average of five shifts at each. By analysis of these data with records of face activity, it was possible to determine the overall contribution of each of the major elements of the longwall system to overall respirable dust exposure at various face locations. Average levels were determined for roof support generated dust, conveyor and intake dust and for dust levels during various shearer activities. When average levels are compared between mines, a significant degree of consistency is noted. The next phase of the study was aimed at differentiating the various dust sources associated with the shearer. To this end 'fly cuts' varying from 6 in. to 30 in. were closely monitored as were dust levels at operators' positions over the various segments of longwall cycle. These data indicated that the clearance ring of the shearer drum as a disproportionately heavy contributor to shearer dust make. A statistical analysis of the effect of shearer haulage speed on dust make revealed that high haulage speeds are associated with low specific dust make.

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.

1. The 1952 Annual Report of the West Virginia Department of Mines lists nine beds that arc being mined in Logan County, of which the Cedar Grove and Chilton are the most important. The Cedar Grove group, No. 2 Gas, and Alma beds have the largest remaining reserves, in the order given. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 5,411 million tons as of January 1, 1954. Of this total, 3,939 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimate reserves.

The importance of Somerset County, Pa., as a coal producer is due in large measure to the presence reserves of low-volatile bituminous coals. Although many coal beds of minable thickness are present, the important reserves are to be found in those beds underlying the Pittsburgh bed. The Kittenning beds and Freeport beds, which are responsible for the bulk of the present coal production in Somerset County and contain the largest reserves to meet future coal requirements, are usually thin and entirely free from impurities. The Pittsburgh bed, which has been such an important coal deposit in the coal areas immediately west and south of Somerset County, is of secondary importance in this county. Although generally rather friable, Somerset County coals have enjoyed wide receptability as excellent coals and to some extent have been utilized in the metallurgical market.

Earth resistivity surveys using the Wenner electrode configuration were made in unmined areas and reclaimed spoils at three surface lignite mines in western North Dakota. The study sites were the Center, Indian Head, and Falkirk Mines. Automatic interpretation of the curves was accomplished with the method of Zohdy and Bisdorf (1975). Overburden materials become more homogeneous with respect to resistivity during the mining and reclamation process. The spoils curves show localized hetero-geneities probably related to discontinuous moisture content variations in the spoils. Consistent resistivity differences in spoils occur between mines with over-burdens of different mineralogic compositions. Groundwater chemical composition in terms of total-dissolved-solids (TDS) is inversely correlated (r=-0.61) with apparent resistivity at the 80-foot spacing from a survey centered at a piezometer screened near the base of the spoils. Better inverse correlation is probably pre-vented by high variability in TDS within the spoils groundwater. A useful predictive relationship may be the plot of mean apparent resistivity at the 80-foot spacing for ar. entire mine against mean TDS for all wells in spoils at that mine. Data from more mines are needed to test the hypothesis.

Foreign mining publications describing successful hydraulic mining installations, and successful domestic hydraulic mining in a gilsonite bed, have prompted the Federal Bureau of Mines to conduct a literature survey of foreign publications to determine if the hydraulic mining method can be applied to domestic coal mining. Most foreign publications do not give detailed data about the water pressures, water capacities, and production and manpower requirements for successful hydraulic mining, However, they do provide enough general data on mining conditions, manpower, and equipment used to show that conditions in many bituminous coal deposits in the United States may be favorable for economical coal extraction, using high-pressure water jets. Therefore, the Bureau proposes to conduct a field investigation to determine the most appropriate natural conditions, water pressures, and equipment for successful hydraulic mining of coal beds in the United States with variable dip, thickness, and hardness. In the past, technical personnel reviewing foreign mining reports assumed that a steeply pitching coal bed was necessary for successful hydraulic mining. Although the structure of the coal bed may be a factor in gaining assistance from overburden pressures or help in an integrated hydraulic mining and transportation system, the coal is broken mainly by the action of high-pressure, water-penetrating cracks, fissures, or cleats; therefore, the slope of the coal bed is not necessarily a determining factor in hydraulic mining.

This paper, which describes the milling practice at the Britannia concentrator, Britannia Beach, B. C., is one of a series being prepared by the Bureau of Mines. The concentrator treats copper ore at the present rate of 6,000 to 7,000 tons of dry ore daily and produces copper concentrate and pyrite concentrate by selective flotation methods. The copper concentrate is smelted and the pyrite product is utilized for acid manufacture.

Gamma ray, density, sonic and core logs obtained from two boreholes drilled over a longwall panel in Southwestern (SW) Pennsylvania were analyzed for formation boundaries, log-derived porosities and densities and for rock elastic properties from sonic transit times. Gamma ray (GR) and density logs (DL) were analyzed using univariate statistical techniques and fractal statistics for similarity and ordering of the log data in depth. A Fourier transformation with low-pass filter was used as a noise elimination (filtering) technique from the original logs. Filtered data was tested using basic univariate and fractal statistics, rescaled range (R/S) and power spectrum (PS) analysis to compare the information characteristics of the filtered logs with the original data. The randomness of log data in depth was analyzed for fractional Gaussian noise (fGn) or fractional Brownian motion (fBm) character. A new prediction technique using radial basis function (RBF) networks was developed to calculate shear and Young?s moduli of the formations when sonic logs are not available. For this approach, the filtered logs were used as input to an RBF based upon a combination of supervised and unsupervised learning. The network was trained and tested using rock elastic properties calculated from the sonic log of one of the boreholes. The network was used to predict the elastic and shear moduli of the coal-measure rocks over a longwall coal mine in SW Pennsylvania. This approach demonstrated that it could be used for prediction of elastic and shear moduli of coal-measure rocks with reasonable accuracy.
