Since the various new techniques of automation and computing have enabled vast numbers of mineralogical observations of relatively small samples to be made cheaply and rapidly, the statistical assessment of these measurements has become of vital importance. Much of the theory and most of the procedures of sampling that are used in the mineral industry are based on Gaussian statistics, but modern measuring techniques show that many mineralogical parameters do not necessarily follow the Gaussian distribution function. Consequently, it has become necessary to examine the application of other, more suitable statistical methods in order to derive the maximum amount of useful information from the examination of mineralogical samples. Some of the errors that can be introduced by the use of incorrect distribution functions are discussed and the value of determining the function that is appropriate to the particular parameter that is being measured is shown. Examples are provided of non-Gaussian distribution functions in mineralogical materials that were encountered during prospecting and during mineral treatment operations: a Canadian uranium ore, a Thai tin ore, and gold ore tailings.

The change we are about to witness will overshadow the impact of the printed word, industrial revolution and physical transport. The next major wave of information technology (TT) development will focus on the delivery of information and experience on demand, in the right form, at the right time, at the right price, to fixed or mobile terminals anywhere, over networks of optical fibre, radio, satellite and optical wireless. Bandwidth, distance and time will no longer be significant cost elements as service and access become dominant.

The paper describes the discovery, location and events concerning three types of heating which have occurred in recent years: a) in a district being salvaged, b) in the shaft pillar at an air-crossing, and c) in the gate side of a production district, all of which have occurred in the Beeston Seam at collieries in the deeper eastern part of the area. The paper describes the precautions, air sampling arrangements, training methods and codes of practice which have been adopted at collieries where spontaneous combustion is, or is likely to be, a hazard. The air samples taken from behind the stoppings following the sealing off of the salvaging district are examined and interpreted. The problem of effectively sealing off where more than two stoppings are required is made apparent. Other lessons have been learned as a result of these heatings and are described in the paper.

The comminution circuit at the plant has experienced severe problems arising from a feed containing much larger amounts of clay and having a higher moisture content than expected. Three solutions were proposed: replacement of the crushing circuit by tooth roll-type crushers; using washing drums; and introducing primary autogenous/semi-autogenous millling instead of crushing. Computer simulations studied the effects of the first two solutions on the circuit capacity. Laboratory and industrial scale ball mill batch grinding tests were carried out. The parameters of a kinetic model were determined. The ball mill circuit was sampled and operating model parameters were calculated. The ability of batch grinding parameters to represent the operating conditions was studied. Tests failed to find acceptable model parameters, but parameters from an industrial size batch mill were found to be suitable for simulation studies. The simulations indicated that a continuous feed of -12 mm provided by tooth roll crushers would maintain the desired capacity. Increasing the feed size to -25 mm would reduce the capacity by 8-15%. The use of washing drums could also solve the capacity problem, but small fluctuations in water flow rates might result in problems of excess water in the grinding circuit.

After a brief description of the causes of spontaneous heating and of general preventative methods, a detailed account is given of occurrences of spontaneous heating in the Main Seam (locally known as the 5/4 Seam) at Westoe Colliery. This seam is about 12 feet thick consisting of hands of coal and shale, but only 4 feet 6 inches is worked because of the thickness os strata in water-bearing rocks and the worked section is selected on quality considerations. An advancing longwall face in this seam (2nd South) began to heat after working for six months and ultimately had to be abandoned. By adopting retreating methods and mining narrow panels it has been possible to extract this coal at an excellent rate of productivity. The system of goaf ventilation is important, because the use of a bleed road would have given rise to dangerous conditions in a goaf which of necessity would have contained fallen coal. Preparatory seals were prepared at selected sites so that, if necessary, a panel could be sealed off quickly; these seals are completed as soon as possible (within three weeks) of finishing a panel. A gas sampling system has been instituted which includes daily sampling on the face and in the goaf, and weekly sampling at the stoppings of all completed panels. The coal has now been extracted from this seam for three years without any further difficulties from spontaneous heating.

Fur a secure mineral supply position to be maintained in the Fiuropean Community there must be a supply of qualified people in the minerals industries. The education of the people required to run and develop these industries should be a priority in the community. This means that there should be a strong capability in mining engineering education. The mining engineering professors decided in 1990 to get together in a new Society to discuss the problems. The Society of Mining Professors/Societat der Berg-baukunde was formed at a meeting in Austria in October 1990. It is basically a F.uropean Society with a few member professors from outside Europe to keep the Society conversant with trends elsewhere. The objectives of the Society are to see that the mining universities in Fiurope maintain standards and produce enough mining engineers. The present membership of the Society and the work of developing a database of current courses is described. Working from the knowledge base developed, it will be possible to design a 'European' mining degree course. The problems which will have to be addressed have been identified and are described in detail.The paper finally goes on to discuss the other problems that universities are facing, the economic problems and above all the lack of students applying for mining courses across Europe. The help and active participation of the mining industry, if that industry still wishes to employ mining engineers, is identified as the only possible solution to those problems.

This paper outlines the the methods currently being used in the West Wales Area for preventing the occurrence of any outbreak of spontaneous combustion. Stress is placed on the importance of correlating the position of a Rider Seam which is prone to spontaneous combustion. The recent introduction of the UNOR Recorder has contributed to the ability to monitor the CO content of the general body of the air during any incident. The use of modern sealants and improved methods of applying them have enabled the few instances of spontaneous combustion in South Wales to be treated promptly and efficiently. The authors describe the current spontaneous combustion problems at two collieries.

Wheal Jane, situated between Truro and the Carnmenellis granite, is under development by Consolidated Gold Fields, Ltd., as a tin producer. The main or B lode comprises a complex cassiterite-sulphide ore located in shear zones along the footwall of the lowest of a series of porphyry dykes (elvans) which strike ENE and dip 35° north. Minor mineralisation follows other elvan contacts and sets of later steeply dipping fractures. The localisation and overall geometry of the deposit is explained in terms of the complex structural geology of the Lower Palaeozoic metasediments and the shape and manner of emplacement of the invading Hercynian granite of Cornwall. Variations in the thickness and grade of the orebody, and in the nature of the mineralisation, are shown to be structurally controlled by undulations of the footwall contact of the B elvan. Risk management is concerned with the whole spectrum of financial, geological, engineering, legal, governmental, social and occasionally ethnic issues, concerned with mining projects. The inherent risks in mining operations are well publicised, but new issues and hazards arrive on the scene and lake precedence, but the older risks still remain, while insurance cover may not he ‘full cover’ in the future. It has long been recognised that quantitative approaches to risk analysis can play a major role, but although these methods are capable of considerable theoretical precision, the lack of sound risk input data and experienced personnel limits the usefulness of theoretical analysis. It can, however, greatly assist in comparing cases, in identifying areas of risk and help in the investment decision process. Its major contribution to a mining project is that it imposes an investigative discipline that also assists in improving the quantitative approach to risk analysis and hence risk management. Risk analysis and risk management also requires sound common sense and major inputs from experienced geologists, mining, mechanical, electrical and mineral processing engineers. The Engineering Council, in 1992, issued a ten point code of professional practice entitled ‘Engineers and Risk Issues’ (The Engineering Council. 1992), covering our professional responsibilities, the law, our conduct, the need for a systematic approach to risk issues, the use of professional judgement, communications, risk management, evaluation of risk, our professional development in this field and the encouragement of public awareness of risk issues. This is a specific area of training perhaps long neglected by our industry and academic institutions (Atkinson. 1983).

There are two kinds of problems concerning the elements of a population : the first is to estimate the proportion of some specific kind of element in the population, e.g. the amount of gold in a block of ground (equals population) or the proportion of mercury in a sample; the second is to estimate the length, breadth, volume, etc., of a specific kind of element, e.g. the grain size of quartz grains in a beach sand or the size, shape and arrangement of lenses of ore in an ore deposit. Given a specific objective, a bounded population, identified elements and the element characteristics of interest, it is then necessary to select a sample of the elements from the population and the problem of sampling requires a decision on how to select the sample. It is also necessary to establish, either by heuristic analysis or empirically, based on long experience, the model frequency distribution of the desired element characteristics: in general, constant-probability models are used as models, the binomial or Poisson for count data and the normal distribution for measurements (or their transformed equivalents). The objective of sampling then becomes to obtain an appropriate statistical estimate of the desired population parameter: for example, the estimators may be the mean (X) and variance (a2): these should be unbiased sufficient estimators of their corresponding parameters (u, a2, respectively). Statistical tests are performed in order to determine that the estimators are of the appropriate kind: all statistical tests are designed to test against bias of a specific kind, although they are stated as tests against randomness. Given a random sample of some population, the estimators are usually stable and adequate to solve the sampling problem. Random samples are simple to define but exceedingly difficult to achieve in practice: in selecting a sample, if every element in the population has an equal chance of occurring, then the sample is a random sample. Interaction between the arrangement of elements in a population, i.e. its structure, and the sample selection process frequently introduces bias—that is, some elements have more chance than others of appearing in the sample and, hence, the sample is not random. An algorithm for dealing pragmatically with this aspect of the sampling problem offers one way of achieving random samples and, therefore, adequate estimators. Examples of the use of this algorithm on various kinds of geological populations, in both field and laboratory, illustrate the requirements for solving sampling problems and the achievement of appropriate estimators.

There has been considerable effort in the UK, and more widely in the European Community, to formulate the best ventilation practices and other means of minimising these incidents. Practices and procedures to prevent ignitions are discussed in the light of the risks from current mining methods.

The paper investigates the historical information relating to spontaneous heatings which have occurred within the area from 1955 to date. From this information the seams most liable are identified and the location within the workings is enumerated, together with the possible reason for the occurrence of the heatings. Details are given of the precautions taken during development, working and withdrawal. Sampling procedures are outlined and the interpretation of the results is discussed. Reference is made to the various types of material and techniques employed in both preventing and combating heatings and examples are given of their relative cost and the operational experience obtained. Special observations are made on the changes in mining techniques and their influence on spontaneous combustion.

The slow-speed compressor is giving place to the high-speed type, with its greater economy of material and space; and, where very large units are required, the turbo-compressor is supplying the need. In the very large air-supply stations on the Rand, turbocompressor units of a capacity of 20,000 and even 50,000 cubic feet, requiring 4,000 to 13,000 horsepower, are quite a commercial proposition, and have proved a practical success. Air-compressors of this size are, however, very exceptional, and the high-speed reciprocating compressor is quite capable of dealing with the highest outputs so far required in this country and, in the hands of manufacturers experienced in the design of high-speed steam-engines, a very high standard of reliability and efficiency in operation is obtained. The so-called “high-speed” or more correctly quick-revolution type of compressor is now extensively used in mines and collieries; for the air-pressures required for power purposes in mining work, two-stage compression, with an intercooler between stages, is the design usually adopted in best practice. It is not the writer’s intention to describe a variety of high-speed air-compressors but to select as an example of this type of compressor the one with which he is most familiar, and which is probably more largely used than any other, namely, the double-acting two-cylinder two-crank type with automatic light-plate air-valves, and with the working parts lubricated on the forced-lubrication principle. Attention is also drawn to the recent privatisation of the electric power and gas industries and the intention of the present Government to follow suit as regards coal mining. The subject of mining law is discussed under the headings: minerals or rights that have been nationalised or are vested in the Crown; ownership (of land and mineral rights); special customs; tracing of owners; right of support (arising from mining); ancillary rights and easements; obtaining prospecting and mining rights; planning permission; statutory aids to obtaining rights; notes on the history, law and practices of petroleum (onshore and offshore), gas, coal, prescribed substances, gold and silver; electricity; safety, health and welfare; and technical information and boreholes. A correction in the subsequent issue amends errors on p.A75 and A82 and regrets the publication of misinformation on the availability of grants
