"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

Multiple seam interactions are a major ground control hazard in many U.S. underground coal mines. The two most common types are: ? Undermining, where stress concentrations caused by previous full extraction in an overlying seam is the primary concern, and; ? Overmining, where previous full extraction in an underlying seam can result in stress concentrations and rock damage from subsidence. The National Institute for Occupational Safety and Health (NIOSH) has completed a major study aimed at helping to identify the location and likely severity of these interactions. In the course of field visits to mines throughout the U.S., more than 300 multiple seam case histories were assembled into the largest data base of multiple seam case histories ever collected. These data were analyzed with the multivariate statistical technique of logistic regression. The study also employed LaM2D to estimate the multiple seam stresses, ALPS and ARMPS to determine pillar stability factors, and the CMRR to measure roof quality. The study resulted in the development of a computer program, called Analysis of Multiple Seam Stability (AMSS), which can help mine planners to evaluate each potential interaction and take steps to reduce the risk of ground control failure. AMSS first evaluates pillar design by calculating the single seam Stability Factor (SFSS) using ALPS or ARMPS. It also automatically generates a LaM2D analysis that provides the additional multiple seam stress so that the final, multiple seam SFMS can be determined. The second part of the AMSS procedure builds upon the statistical findings that overmining is much more difficult than undermining, isolated remnant pillars cause more problems than gob-solid boundaries, and weaker roof significantly increases the risk of multiple seam interactions. AMSS quantifies these effects and predicts the outcome in terms of three levels of risk: GREEN (where a major multiple seam interaction is considered unlikely), YELLOW (where adding a pattern of cable bolts or other equivalent supplemental support could greatly reduce the probability of a major interaction.), or RED (a major interaction should be considered likely, and it may be desirable to avoid the area entirely).

THE following paragraphs comprise such information as the Secretary has been able to obtain concerning the members and associates whose deaths have been reported. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. [SECRETARY'S NOTE.-All of these notices have been revised, and some of then have been more or less completely prepared, by me. To those which contain more particularly the expression of my personal feeling, my initials have been appended. The labor of preparing or editing these paragraphs has been in many respects both welcome and interesting, on the one hand, and sorrowful, on the other. In going through the list, I have repeatedly felt like one who, visiting the Morgue, suddenly comes upon the pale face of a dear friend, of whose death lie was not aware ; and, even when this fact was known to me, the work of recording it has brought upon me a flood of recollections, almost preventing the discharge of that official duty. The list for 1907 seems to me to he peculiarly sad, comprising, as it does, so many sudden deaths by violence or accident, so many veterans, removed too soon, and so many young men whose early departure impoverishes the future, even more than the present. Probably, this feeling on my part is largely due to the circumstance that the increased membership of the Institute necessarily in¬volves an increase of the annual death-list. Probably, also, it is connected with the circumstance that during the first years of the history of the Institute-say from 1871 to 1880-it was joined by men of all ages, and that the death-rate is consequently now above the average which would result from the normal annual addition, principally of young men. And finally, I must admit that, as one of the original members of the Institute, and practically connected with it for nearly thirty-seven years as Acting President, President or Secretary, I am peculiarly impressed and depressed by the successive deaths of those who were my associates in the years of its early struggles and triumphs. I do not wish to inflict upon my younger colleagues the melancholy reflections of an increasingly lonesome old man. In fact, my prevailing mood concerning the Institute is not at all melancholy, but triumphant and hopeful. If I may be permitted to preach at all, I would enforce, from the texts given below, a moral which many of them declare so forcibly as to preclude the necessity of expository enforcements-namely, the duty of every one of us, old or young, to give to his brethren, as he goes along, and without waiting for some future occasion for a comprehensive and monumental contribution to technical literature, the results of his observation and experience. "Bumps in coal mines have been recognized as a major hazard for many years. These sudden violent failures around mine openings have compromised safety, ventilation and access to mine workings. Previous studies showed that the violence of coal specimen failure depends on both the interface friction and width-to-height (W/H) ratio of a coal specimen. The mode of failure for a uniaxially loaded coal specimen or a coal pillar is a combination of both shear failure along the interface and compressive failure in the coal. Unstable interface failures provide a sudden de-confinement to coal rib, thus triggering uns and compressive failure in the sidewalls. The compressive failure of a coal specimen or a coal pillar can be controlled by changing its W/H ratio. As the W/H ratio increases, the ultimate strength increases. With a proper combination of interface friction and the width-to-height (W/H) ratio of pillar or coal specimen, the mode of failure will change from sudden violent failure, which is brittle failure to non-violent failure, which is ductile failure. The main objective of this paper is to determine at what W/H ratio and interface friction the mode of failure changes from violent to non-violent. In this research, coal specimens of width-to-height ratio ranging from 1 to 10 were uniaxially tested under two interface frictions of 0.10 and 0.25. The results are presented and discussed.INTRODUCTIONCoal mine bumps are sudden, violent bursts of coal from a pillar or pillars or a block of coal, resulting in a section, the whole pillar, or the solid block of coal being thrown into an open entry. These bursts are accompanied by very loud noises (Peng, 2008). Several case histories in mining have long described coal pillars or coal faces failing violently with an accompanying ejection of debris and broken material into the working areas of the mines (Campoli et al., 1987; Osterwald, 1962; Peperakis, 1958; Garvey et al., 2013). Because of the catastrophic nature of these sudden failures, understanding the causes of coal mine bumps is essential to create a safe underground working environment. This phenomenon has motivated many ground control researchers to conduct extensive field investigations throughout the past century. Rashed and Peng (2014) compared the mechanical properties of two kinds of coal, one from bump and the other from non-bump-prone mines. They found that coal itself does not play any significant role in coal bumps and recommended that future research should focus more on the local variation of geological conditions such as the interface friction between pillar and roof and between pillar and floor."

The Internet and its related technologies will radically change the way that mines manage and control their maintenance, repair, and operating supply chains. The Internet is creating new distribution channels and offers new technology platforms with significant advantages over more traditional methods. Mines will have to re-evaluate both the strategies and the tactics employed in these areas. Mines will use e-commerce to integrate their maintenance, repair, and operating supply chains. The integration will extend beyond traditional trading partners to a worldwide network of communities with similar interests and goals. The changes will transform the way mines operate, lower mining costs, and thereby increase their chances of success in an increasingly competitive environment.

Two bored piles with base grouting are loaded axially and the results are used to compare with numerical analyses. One compressive pile with a diameter of 2 meters is drilled through clay deposit and into bedrock to a depth of 13.7 meters. One tensile pile with a diameter of 1.5 meters is drilled through the same clay deposit and into bedrock to a depth of 17 meters. Both piles are installed with monitoring system such as rebar strain meters, concrete strain gauges and extensometers. The monitored data during pile load test are used to obtain average frictional stress (t) a displacement (z) curve, pile tip bearing (q) as well as pile head load (p) and a displacement (s) curve. FLAC3D is used to simulate the pile loading and base grouting. The soil and bedrock are modeled with Mohr-Coulomb. The parameters of the constitutive law are established from soil biaxial tests and rock bore hole deformation tests. The pile is assumed as an elastic body. The interface element is used to simulate the pile/soil interface and pile/rock interface. The numerical results are compared with the pile load test in terms of t-z curve, q-z curve and p-s curve. Finally, the pile base grouting is simulated and the uplift is analyzed. The result from this study is promising and the numerical modeling is successful.

To investigate how deformation failure occurs in roadways surrounding rock, the relationship between cohesion and plastic shear strain of the strain softening model and the equation for calculating the shear strain of a rock mass in the ultimate elastic state are derived. On this basis, the equality relationship between the built-in maximum shear strain increment and cohesion of FLAC 3D was established to give a more intuitive picture of how the cohesion of the roadway surrounding rock changes. The cohesion attenuation and deformation of the surrounding rock are analysed. The results show that significant deformation in the roadway surrounding rock was caused primarily by the development of large areas of highly softened plastic rock masses towards residual strength. Taking the floor overhead-mining roadway under different rock pillar thicknesses (RPTs) in the Xinglongzhuang Coal Mine as an example, the results demonstrate that investigating the cohesion distribution inside the roadway during mining operation can provide a more intuitive, more accurate description of the degree of failure of the surrounding rock at any point of the roadway, as well as the overall failure range of the surrounding rock. The simulation agrees well with the field monitoring result and seems to be more practically useful than simply analysing the coverage of shear plastic zones. Based on the failure range and degree of roadway surrounding rock with different RPTs, three support schemes are designed. Classified support was implemented for roadways under different RPTs, which realizes the effective control of roadway surrounding rock.

Near-surface temperature measurements in two granite quarries show that diurnal temperature variations are significant to a depth of 1 or 2 feet, and annual temperature variations are significant to a depth of at least 25 feet. As a result, ground stress anomalies due to temperature exist near the surface, and their magnitude depends upon the time of day and the time of year. Rock stress and corresponding temperature measurements were made in one granite quarry over a rock temperature range of 33° to 81° F. Measured rock temperatures show good agreement with values predicted from one-dimensional heat flow theory. Calculated and measured stress-temperature coefficients for the two granites in this study are given. Thermally induced stress variations in near-surface rocks tested were as large as 1,690 psi from combined daily and seasonal temperature changes.

The objective of this investigation was to determine the feasibility of using a high-pressure roll mill (HPRM) to improve the separation efficiency of dolomite from apatite in downstream operations when treating high-dolomitic pebbles. High-dolomite samples from four phosphate mines were used for the test program. The research work plan included sample characterization studies; INSTRON tests to develop preliminary crushing data; high-pressure roll mill evaluations to determine crushing parameters, such as feed rates, rolls speed and gap, and applied torque, pressure and energy; and screen, microscopy, and flotation studies to assess dolomitelapatite separation efficiency. The results of the HPRM tests show that commercial products for all four mines can be obtained. Recoveries of 74-82% of the P2O5 and rejections of 46-83% of the MgO were reported with an specific energy consumption of 0.2-0.5 of that of a laboratory rod mill.

Electrolytic production of metallic neodymium is carried out in fused fluoride salts containing neodymium oxide. Two major challenges pertaining to neodymium production are (a) low oxide solubility and (b) possible fluorine gas evolution. A novel iron-based reactive anode is proposed and tested to overcome fluorine gas evolution during electrolysis of neodymium oxide in molten fluoride salts.

Missouri River Division (FORD), U.S. Army Corps of Engineers (COE), has completed (October 1982) a study for the U.S. Air Force Ballistic Missile Office, in which desireable and needed changes in contracting methods for underground construction were identified. Due to the importance of geotechnical considerations in such construction, a good number of the resulting recommendations relate to geotechnical considerations. Corps contracts have traditionally served as models for contract documentation by public agencies and in private enterprise. Several standard features of present-day contracting methods were Corps innovations. Corps officials are generally in agreement with the recommendations of the Better Contracting reports published by the U.S. National Research Council (NAS/NRC), through its U.S. National Committee on Tunneling Technology (USNCTT). However, the findings of the 1982 MRD study indicate that additional changes are warranted for underground construction contracting methods; changes that deal specifically with site geological conditions, both known and to be reasonably anticipated, as well as with their associated impacts on construction. The 1982 MRD report identifies the need for nine specific improvements in geotechnical aspects of contracting; improvements based on recognition of geological conditions.

Roasting, pressure oxidation, and bacterial oxidation all employ various degrees of temperature, pressure and catalysis to react the pyrite with oxygen to produce iron oxide and sulfur by-products. However all of these methods are economically impacted due to specific operational added requirements and emissions controls. Pressure and bacterial oxidation have very high capital and operating costs."

Mintek has been involved in numerous projects to remove Fe and Mn from dilute Co sulphate solutions by means of oxidative precipitation using air/SO2. Test work was done using a gas induction system, designed and supplied by Outotec. Various aspects, such as SO2 concentration, SO2 flowrate, impeller rotation speed and pH were investigated on a 2 m3 scale. Batch tests were performed using a residence time of 5 hours. San Francisco Public Utilities Commission is planning to replace 5 miles of pipeline under San Francisco Bay. The tunnel will be constructed using an Earth Pressure Balance (EPB) TBM and will be the first TBM-driven tunnel under the Bay. The alignment passes under environmentally sensitive habitats, through interbedded layers of sands and clays, and through a buried bedrock ridge. This paper discusses the geotechnical characterization and anticipated tunneling conditions and presents the analysis of various construction methods that resulted in the selection of an EPB TBM. Considerations related to tunneling with an EPB TBM are described in detail, including ground conditioners, TBM cutterhead wear, muck control, and squeezing ground.

"The notion of “value” has always been a subjective and contentious issue. Indeed, value is in the eye of the beholder. There are as varied methods and practices for valuing property, as there are industries in which they are applied. For example, there is replacement value, insurance value, salvage value, appraised value, book value, and fair market value, to name a few, although in the mining industry, valuations usually refer to fair market value.In the Canadian mining industry, at present, there are no comprehensive regulations or guidelines that specify which approaches or methods are appropriate for use in the valuation of mineral projects. In January 1999, The Mining Standards Task Force of the Toronto Stock Exchange and the Ontario Securities Commission recommended that the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) establish a committee to review and advise on approaches and methodologies for the valuation of mineral properties. Among the approaches to be considered are included the following: the discounted cash flow approach, the cost approach, the option pricing approach and the market comparables approach. In addition, methodologies differ depending on whether the project is at the exploration stage or the producing stage.The CIM Special Committee on the Valuation of Mineral Properties (CIMVal) expects that its final report will form the basis for a Canadian code or standard for the valuation of mineral properties."

A novel flash ironmaking process that directly reduces iron oxide concentrate particles by gas is under development. The goal of this work was to study the possibility of reoxidation of iron particles in various gas mixtures. As the product iron cools down in the lower part of the flash reactor, conditions may become favorable for reoxidation because of equilibrium and high reactivity of iron particles. The effects of temperature (823 – 973 K) and H2O partial pressure (40 – 100 pct., Ptotal = 86.1 kPa) on the reoxidation rate were examined. The pressure dependence was first order with respect to water vapor, and the activation energy was 146 kJ/mol. A complete rate equation that adequately represents the experimental data was developed. For oxidation in O2-N2 mixtures, the effects of temperature (673 – 873 K) and O2 partial pressure (5 – 21 pct., Ptotal = 86.1 kPa) were determined. Reoxidation in pure CO2 was also investigated at 873 – 1073 K for comparison.

"LocationThe Gibraltar mine is located in central British Columbia (NTS 93B/9W), 362 km north of Vancouver. Access is provided by 20 km of paved road from McLeese Lake, which lies 45 km north of Williams Lake on Highway 97. Latitude and longitude of the mine are 52° 30' and 122° 16', respectively.The total area of the McLeese Lake site is approximately 1700 ha (4200 acres). This includes the orebodies, dumps, surface drainage collection system, plant site, roads and tailings ponds.Brief Description of OperationOre is mined by open pit methods and is concentrated using conventional crushing, grinding and flotation processes. Copper and molybdenum flotation occurs at an average rate of 40 000 tons per day. Tailing is discharged to an impoundment area and the water recycled as process water. Additional copper is extracted from the waste dumps using sulphuric acid as a leach solution followed by solvent extraction and electrowinning.HistoryExploration by Gibraltar began in 1964, continuing until late 1970, at which time it was announced that the property would go into production. Construction started in early 1971, with initial production in March 1972. Target capacity of 30 000 tons per day was achieved by the end of March and is currently at 40 000 tons per day.Ore reserves as of January 1, 1998 were 184 384 000 tons grading 0.31% Cu and 0.010% MoS2."
