With the burgeoning development of precious metals heap leach mining projects throughout the country regulatory agencies are beginning to take a closer look at the short-and long-term environmental consequences of heap leach mining. This increase in regulatory review is occurring on federal, state and local levels, and is affecting both large- and small-scale mining developments. Small-scale mining developments are receiving especially critical regulatory scrutiny because in the eyes of some regulatory agencies, small developers lack the credibility automatically accorded to major mining companies. This is due in part to a bad image of small miners based upon past environmental problems and permit violations caused by a few, small operators. The proponent of a small mining development thus faces special problems during the project permitting process, and must convince the regulatory authorities of his company's ability and commitment to plan, develop, and decommission a mining operation in compliance with environmental regulations. Not only must the small developer have a thorough understanding of the regulatory requirements affecting his project, he must also devote considerable effort to careful internal planning in order to produce a well organized approach to project permitting. The importance of proper planning cannot be overstated. Project planning is key to convincing the regulatory agencies that the small miner is capable of developing a viable project. More- over, the economics of a small mining project demand permit acquisition at modest cost and in a timely fashion. A well planned permitting effort will thus ensure that permits are received within budget and on schedule. This paper will review the federal, state, and local permitting requirements for heap leach projects, and the variability of these requirements from state to state. The environmental assessment process for projects developed on public lands, and the acquisition of zero- discharge water quality permits, air quality permits, and local special use permits as they apply to small mining developments will be discussed. The paper will conclude with a review of project decommissioning and cyanide neutralization requirements and their implications for small-scale heap leach projects.

History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. Frictional ignitions (also called face ignitions) is defined as the rapid oxidation of a mixture of methane and air with a visible flame that could last from a few seconds to several minutes. These ignitions have a potential to turn into a mine explosion and eventually a large-scale mine fire. Over the last 22 years, U.S. coalmines have had 1566 frictional ignitions. There were no fatalities but serious injuries have occurred. Every effort, therefore, should be made to prevent frictional ignitions. The preventative measures fall under four categories: (a) degasification of coal seams prior to mining, (b) adequate ventilation, (c) wet cutting or water-jet assisted cutting and (d) machine design to minimize ignitions. The paper discusses each of these techniques in detail.

The Sarcheshmeh copper deposit contains 1 billion tones of ore averaging 0.7% copper and 0.025% molybdenum. It is located southeast of Iran and currently processes 41,000t/d. Molybdenite as a by-product is recovered in two separate stages. First, a bulk coppermolybdenum concentrate is produced and in the second stage these two are separated. The recovery of molybdenite in the first and second stages is 65% and 85-90%, respectively. The yearly production of molybdenite concentrate varies between 3500 and 4000 t. Sodium sulphide is used as the depressant of the copper and iron bearing minerals which due to a rather high consumption (17.7 kg/t) constitutes one of the major cost items of the plant (i.e., 58% of total reagents cost). A detailed laboratory scale study showed that replacing air with nitrogen could reduce the consumption of sodium sulphide (i.e., H2S or mineral origin). Nitrogen for the plant was supplied from an oxygen plant used for the smelter through a 1400 m long pipeline. The existence of the oxygen plant at the Sarcheshmeh complex was a key factor in the implementation and success of this project. After using nitrogen in the plant for a period of twenty one months, the consumption of sodium sulphide was reduced from 17.7 to 14.2 kg/t at constant metallurgy. The reduction was lower than expected which was mainly due to the type of sodium sulphide used and the lack of any automatic instrument to control the depressant (sodium sulphide) dosage. The latter in turn caused the operators to overuse sodium sulphide in order to reach and maintain the target metallurgy (i.e., higher molybdenite recovery along with lower copper content of the concentrate).

Effective tools are not only essential for the design of practical and efficient underground mine ventilation systems but must also play an integral part in the operation of the mine. One such tool is VUMA-coal ventilation simulation software. VUMA-coal is Windows-based and has been specially designed for the simulation of underground coal mines and includes user-friendly coal specific interfaces and three-dimensional graphics designed to facilitate in the construction and analysis of networks. VUMA-coal can be utilised during the design phase of new collieries, be used to conduct ?what-if? and optimisation studies, and be integrated into the ?day-to-day? ventilation related operations. In addition, VUMA-coal can be used to simulate dust and gas distribution in a ventilation network, as well as predict the impact of control measures. This paper describes the interactive VUMA-coal ventilation simulation software and its underlying design features and outlines a case study of how VUMA-coal has been integrated into Anglo Coal?s Ventilation and Occupational Hygiene Engineering [VOHE] department as part of the standard planning and evaluation process in their operational mines as well as long term planning and future mining operations.

This paper examines the recent trend towards sustainability reporting and the application of the Global Reporting Initiative (GRI) æSustainability Reporting GuidelinesÆ. It also reviews reporting in the context of the Australian Minerals Industry Code for Environmental Management, as well as the status of public sustainability reporting globally in the minerals industry. The public reporting of environmental, health and safety, social/community and economic performance has evolved over the past two decades. Initially, separate and to some degree disparate documents were produced to report performance in each distinct area. In the early to mid 1980Æs some organisations had begun to report their environmental performance through some minor commentary in their annual financial reports or through ætokenisticÆ leaflets, often used as public relations exercises. Due to more media coverage and an elevated level of public scrutiny, organisations are no longer merely reporting their good performance, but also their bad and indifferent performance. In recent years these once separate environment, health and safety and community public reports have further evolved to become more integrated, reflecting organisations embarking on the reporting of their progress towards sustainable development. The primary factor in driving the evolution of sustainability reporting has been the increasing influence of stakeholders. Two groups of external stakeholders that have had a significant influence over public sustainability reporting in recent years have been non government organisations (NGOs) and socially responsible investment funds. Significant expenditure is involved in the preparation and publication of a sustainability report however many organisations do not appear to have examined in detail what they are really trying to achieve from their public reporting process. It is important to establish objectives for the public reporting process to achieve maximum benefits. Without a framework of public reporting objectives, the benefits of the reporting process to the organisation will not be recognised and the considerable expenditure involved will be increasingly difficult to justify. We believe that by focussing on the process rather than the document, significant benefits to the organisation can be gained. Indeed, with a proper framework of objectives and targets, the reporting process can be used as a vehicle to drive organisational change, implement management systems and improve performance. An idealised framework for a public sustainability reporting process sees the organisationÆs sustainability policies drive the entire process and determine the sustainability objectives. Specific targets are then set to realise those objectives. The targets will govern performance indicators that should be used to measure the success of target achievement and which will also define what data need to be collected. Evaluation is a key component of the reporting process to measure the success of target achievement and progress in realising objectives, as well as review the need for new targets to be set. The actual production of a public document is only one, albeit important, component of the overall reporting process. The challenges that lie ahead for sustainability reporting primarily relate to the integration of environmental, social and economic performance reporting as organisations integrate their approach to these areas. This will only happen as the culture of an organisation changes to not only accept the principles of sustainable development but to implement those principles in daily operations. The reporting process has the potential to drive that cultural change by communicating the organisationÆs sustainability objectives and setting challenging targets for their realisation. Public sustainability reporting will only achieve its maximum value when it forms an integral part of an organisationÆs sustainability management system and culture.

"The Marconaflo slurry system was originally developed to reduce costs and solve technical problems in the marine transport of mineral cargoes. In the short time since its inception, it has been found to offer economies and advantages for land-based and in-plant materials handling. This efficient method of reclaiming and slurrying particulate materials at very high pulp densities can be directly utilized in a wide variety of mineral process systems. These include: storage-reclaim applications, where even cohesive, compacted materials can be reclaimed from settled storage ""on demand""; the growing number of hydrometallurgical operations wherein slurried materials are processed to extract or yield metals; certain applications associated with pyrometallurgical treatment; and as a means of augmenting the performance of conventional mineral dressing equipment, such as thickeners.INTRODUCTIONIn the continuing effort to lower costs of producing minerals and extracting metals, the field of handling and transportation often receives too little attention from those engaged in the mining and winning of ores and metals. This comment, which pertains to ferrous and non-ferrous as well as to non-metallic producers, is especially pertinent to products having relatively low value, where transport costs can be a major portion of the delivered selling price to the minerals receiver.One method which was developed recently for the purpose of reducing costs and solving technical problems in marine transport and handling of mineral cargoes is the MARCONAFLO slurry system. A notable feature of this system is its versatility; in addition to its use in marine transport1*, some of its diverse applications have included the mining and reclaiming of tailings2 and in-plant materials handling3. As the concept and fundamentals of this system have been well explained previously4,5, the mechanics of the system will not be elaborated upon here. Several drilling programs at Maldon have produced 7790 core samples, which were assayed for gold, with 2825 of the samples assayed for nine other metallic elements. There is a lack of correlation between gold and all other elements. The situation, however, changes dramatically when sorted according to the abundance of arsenic. In the populations where As >200 ppm, there are strong, positive correlations between gold and several elements. There is also a strong positive correlation of Au with the weighted sums and products of all elements with the elemental averages as a weighting factor, and Bi*Sb and Bi*As elemental products. In these populations, there is also a strong positive correlation between the logarithms of Au and logarithms of each element, as well as the elemental sums and products described above. The correlation coefficients increase with higher As cut-off values.All elemental distributions but especially gold show a high-nugget effect and display high skewness and dispersion, low kurtosis, and common outliers. The distributions of their logarithms are several magnitudes less scattered and without outliers. Thus, the logarithmical distribution correlations are best for practical use.Correlation coefficients were T-tested and are statistically significant. The elemental correlations, particularly those of logarithmic values of weighted sums and Bi, could be used as a gold path finding tool at Maldon. After a preliminary assay for gold and arsenic, only samples with As > 200 ppm should be assayed for other elements. Higher values of gold-correlated elements or elemental ratios, in samples with low gold grades, may increase confidence that gold is under reporting due to its highly nuggetty nature.CITATION:Krokowski de Vickerod, J and Ebsworth, G B, 2012. Jet-grouting method is a useful technique to reinforce foundations on relatively soft or vulnerable soil layers such as fractured zone and stratum with cavities. Although jet-grouting has been widely applied to various field works, a reliable design standard has not been established yet. A number of model tests were performed to investigate end bearing behaviors of piles reinforced by jet-grouting. It was concluded that end bearing capacity was increased in proportion to uniaxial compressive strength of grout column. Based on the test results, the design criteria for the end bearing capacity were suggested.

IAMGOLD?s Westwood project is the site for the largest, by volume, bored vent raise in North America. When completed, it will be the fifth largest bored worldwide in a single pass. This paper will review the highest capacity raise drill system ever built (Redbore 100); as well as the technical difficulties in a single pass boring a 2,773 ft x 20 ft to 22 ft diameter raise. The difficult ground conditions and associated problems will be reviewed, as well as the solutions to overcome them. Use of the RVDS drilling tool to achieve .04% accuracy (14.5?) and the Geotube® water filtration system will also be covered.

"Minerals processors can improve production by using the best available control technology to control their operations. Many mines use expert systems that can provide improved results over manual or basic control, but better results can be achieved using multivariable predictive control. Over the past few years, the application of multivariable predictive control has gained acceptance in many mining processes and has recently proven to be suitable for some of the most challenging processes. This advanced control technology has been successfully applied to a wide variety of processes; alumina digestion, ball mills, CCD/thickeners, kilns/calciners/roasters, heat exchangers/evaporators, and more demanding processes like SAG mills and flash smelters.This paper discusses the needs of advance control technologies in the mining industry, including the impact of these technologies on best practices for implementation and long term sustainability. Results of the multivariable predictive control applications in mineral processing are discussed, and in particular the application to the SAG mill. In addition, an example of the benefits improvement that can be achieved with this technology is presented.INTRODUCTIONThere has been a long term perception in the mainstream mineral processing industry that best advanced control solution is an expert system. There a numerous instances of expert systems used for control of SAG mills, as well as kilns or roasters, thickeners and more recently flotation circuits. Many of theses expert systems have been installed by small, independent companies or by OEMs of processing equipment. Undoubtedly these expert systems have provided millions in benefits to the owners of mineral processing plants.It is this author’s proposition that it is a misconception to believe that expert systems are the best solution for mineral processors, and that in many cases the best solution is Multivariable Predictive Control (MPC). Better control and optimal operations can be achieved through the use of MPC. Another important consideration when considering advanced control technologies is the implementation and support effort. These types of applications have been known to deteriorate, even to disuse, when they are not kept up to date with changes to the process or equipment. The audience is invited to listen to discussion and draw their own opinion. The author has been involved in installing control systems for over 20 years, advanced solutions for over 15 years, and has had privilege to consult with many miners concerning the selection and application of advanced controls over the past 6 years."

In 2009 China mined 2.695 billion metric tones (Gt) of raw coal. It is estimated that only 3-5% or roughly 135 million metric tones (Mt) of these were mined from 300 some surface operations. Except for a dozen or so large modern operations, most of China's surface coal operations are small by western standards, with annual production ranging from a few thousand tones to 300,000 metric tones (mt). Depending on the size of operations, equipment used range from small trucks and shovels to large bucket wheel excavators and draglines in sizable pits. This article provides a brief overview of China's surface mineable coal reserves, mining methods commonly used and increasing environmental concerns; introductions of several large surface operations are also provided.

The Nevada Moly Operation of Anaconda Minerals Co., (a molybdenum/copper ore body) was initiated in 1978, with a contract to Bechtel Civil and Minerals Inc. for construction of a mining and milling facility near Tonopah, NV. Ground was broken on the concentrator portion of the project in August 1979$ with a multi-phased startup of the mill beginning in June 1981. Processing design tonnage of 20 000 t/d (22,000 STPD) was reached in early 1982. Major pitfalls of rapid design and implementation of engineering, construction, and startup are considered. The operation of the concentrator including SAG milling, ball milling, bulk rougher flotation, copper/moly separation, moly regrinding and cleaning, thickening, and product loadout are discussed.

Development of Cost-Efficient Environmentally Sound Technology for Enhanced Gold Recovery from Rebellious Gold-Containing Raw Materials Study of biochemical leaching performances in gold-bearing sulfide minerals processing enabled to develop environmentally sound technology of enhanced gold recovery from rebellious gold-containing raw materials. It was found that the ?-10 IMO bacteria activity contributes to increasing system oxygen concentrations and incrementing in rates of oxygen delivery onto surface of gold-bearing minerals. Bacteria activity products, ie, amino acids (?), support the formation of such heterocomplexes as [A-Au-CN]- , providing additional gold recovery into solutions. Technological properties of proposed bacteria solutions were studied. It was found that the proposed bacteria inoculants are capable to growing directly in process of raw materials leaching within a large pH range of media containing cyanides and thiosulfates. They oxidise the sulfur to the sulfate, as well as the antimony (III) and arsenic (III) sulfides to the pentads. For the first time, the hydrophobic cell properties, metabolites emulsifying efficiency, adsorption properties, wetting ability, surface tension and electro-kinetic potential of new bacteria strain solutions were studied as compared with chemical solutions. It was found that the proposed bacteria inoculants reduce surface tension at the solvent-mineral and solvent-concentrate phase boundaries. All aforementioned effects enhance mass transfer processes efficiency. IR-spectroscopy of new bacteria strain culture liquid allowed identifying available amino acids which substantially contribute to heterocomplex anion [A-Au-CN]- formation. Active involvement of heterotrophic bacteria in gold dissolving processes was identified. It was shown that the structure of metals complexes is substantially modified at intensive pulp agitation and during long-term storage. Fractional order reaction in biochemical and chemical gold leaching was identified. It evidences that the gold and impurity metals dissolving processes advance in synchronism. The both processes are running in diffusion zone. Biochemical leaching has advantages over chemical leaching, ie it provides enhanced rates of precious metals dissolving, improved gold recovery by 20 - 30 per cent, decreased cyanide consumption by 50 per cent. At the same time it allows to decontaminate dangerous substances contained in productive solutions produced in rebellious gold-containing raw materials processing. Basic parameters of flotation concentrates leaching by heterotrophic bacteria-assisted processing technology were tried and tested. Technology of gold sorption from leaching solutions was successfully tested.

Loading explosives up hole has challenges that are typically not seen in down hole explosive loading. Most explosives applications are not up hole. Lack of experience and technology can cause significant problems when loading explosives up hole. When results aren’t achieved, the blame is commonly put on the design when the true problems are unknown. Not knowing the cause of the problem causes drill and blast designs to be over engineered and very costly with little success. Being able to know and record key data is crucial to actually solving the problem. This paper goes over blast instrumentation that can be used to trouble shoot drill and blast problems in up hole explosives loading in underground mines. The tools and procedures used to trouble shoot include velocity of detonation recorder, borehole tracking, seismographs, and borehole camera. Each item will be discussed in detail with a case study to show the usefulness of the instrumentation. The operation discussed in the case study had issues pulling raises and had hang ups in the stope shots. These problems caused production slowdowns and costly remediation blasting that was not very successful. The case study is an underground gold mine that used modified sub-level caving with backfill as the mining method.

A necessidade da indústria automobilística de redução de peso, desenvolvimento de designs arrojados e aumento da resistência a corrosão dos automóveis obrigou as indústrias siderúrgicas a produzirem aços galvanizados de alta resistência. Entretanto, para que haja este desenvolvimento é necessário maior conhecimento do comportamento dos revestimentos galvanizados quando submetidos a processos de estampagem. Desgastes da superfície galvanizada, formação de pós, redução da resistência a corrosão e atrito das superfícies são aspectos importantes a considerar no projeto do ferramental de estampagem. Este trabalho teve, portanto, como objetivo a avaliação do efeito dos revestimentos Galvanizing e Galvannealed no coeficiente de atrito de um aço Dual Phase 600. Para avaliação do coeficiente de atrito foi utilizado um tribômetro de ferramenta plana que simula o atrito na estampagem de peças. O trabalho apresenta ainda a caracterização microestrutural do revestimento realizada por microscopia ótica (MO) e eletrônica de varredura (MEV) e espectroscopia de energia dispersiva (EDS). Para avaliação das propriedades do substrato e do revestimento foram utilizadas também medidas de Microdureza. Após a realização dos ensaios, foi caracterizada ainda a evolução dos revestimentos após desgaste promovido pelo tribômetro de ferramenta plana e a identificação e caracterização do fenômeno de stick-slip.

New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

This paper, which is one of a group presented by the United States Bureau of Mines covering mining practice in different districts, deals in particular with the methods employed in mining the horizontal type of zinc-lead orebodies of the West Baxter area of the Tri-State zinc and lead district. These orebodies, locally termed "sheet-ground" bodies, with their relatively low working faces and low tenor of zinc and lead, require changes in the mining practice which is used in the balance of the district. In addition to the general mining methods, this paper also describes the system of hand sorting employed prior to the direct milling of the ore. The Hartley mine is situated mile west of Baxter Springs, Kans., as indicated in Figure 1. Its general outline and the location of the shafts with respect to the milling plant are shown in Figure 2.
