The U.S. Bureau of Mines contracted a study to determine the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian Region. All relevant published literature pertaining to the occurrence and control of surface and groundwater in underground coal mines was reviewed and organized into a bibliography. The impacts of mine water with respect to health and safety, production, environment, and costs were assessed. Sources of water inflow into underground mines were described. A summary description and evaluation of techniques that can be used to reduce the amount of water entering underground coal mines was prepared. A review of engineering practices currently used by operating coal mines in the Appalachian region to prevent the movement of ground and surface water into active coal workings was conducted. Major emphasis was placed on the identification of the geologic and hydrologic con¬dition of the site, onsite inspection of the methods used and an evaluation of their technical and cost effectiveness.

A constitutive model for rock interfaces based on the principles of static fatigue is proposed. The model is applicable to weak rock or joints with cohesion. Friction and dilation are decreased as plastic work increases. At equilibrium, the creep time increases by one time-step interval, and interface cohesion at each node decreases according to a power function. A constant-load, direct-shear simulation showed that the model is cap- able of mimicking constant-rate and tertiary creep and predicting failure. Tests on core from a coal mine showed constant-rate and, sometimes, tertiary creep, but also weak transitory creep. The cohesion deterioration function may need modification to simulate primary-phase creep. If model parameters are known for a site, the model can predict the onset of tertiary creep and failure. Such predictions can help engineers make better entry design and support decisions, which will reduce the likelihood of roof falls and increase safety for underground miners.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

This study proposes a new approach to reduce the environmental impact during surface mining by improving environmental factors through the incorporation of carbon footprint into strategic mine planning. Two key variables were analysed by contrasting and comparing the baseline and optimised models generated. These variables include net present value, which helps determine the financial feasibility of the mining models and their carbon emissions. The variables were analysed by using linear regression, Spearman’s correlation, a P-value hypothesis, and an exponential decay test. Results show that at Mine A the projected net present value was 62% higher than when running a baseline model. Furthermore, the net present value from the baseline model portrayed a high rate of decay at 0.667 versus 0.118 from the optimised model. This indicates the baseline model’s sensitivity to long-term project timelines and fluctuating markets. The optimised method presents an opportunity to manage emissions during the high operational costs phases. It is represented by a 31% improvement in carbon emissions during the periods of high operational costs, whilst maintaining a positive net present value when compared with the baseline model. It was shown that the optimised model presents a better chance of achieving financial feasibility and balancing environmental impact, thereby ensuring that Mine A can align with the environmental aspect of economic, social, and governance principles through lowering the carbon footprint resulting from its hauling operations.

The Upgraded Coal Interest Group (UCIG), focuses on clean, low-cost options for coal-based power generation via pre-combustion, co-firing and reburn options. Its mission is to preserve and expand the economic use of coal for energy. By reducing the fuel costs and environmental impacts of coal-fired power generation, existing units become more cost effective and thus new units utilizing advanced combustion technologies are more likely to be coal-fired. Two great forces are reshaping the power generation industry, the Clean Air Act Amendment and deregulation of generation. The Clean Air Act Amendment is forcing change by making it necessary for power producers to plan for reducing emissions of sulfur and nitrogen oxides and possibly trace elements. At the same time, deregulation of generation is forcing utilities to focus their attention closely on the short term impact of any change on cost of power. Fuel is a utility's largest cost element; maximum fuel flexibility will be a utility's best weapon in an environment of rapid change. In a regulated environment, a utility was limited in how involved he might get into fuel supply, in a purely deregulated environment he need only be guided by the impact on the bottom line. It is clear that these two forces will promote a close look at factors such as coal upgrading which can have an impact on the availability of low sulfur coal or emission of NOX and trace elements.

Since 1970 Mount Isa fines Limited has made a significant increase in blister copper production from approximately 100,000 to 155,000 mt per annum and in fact 161,040 mt were produced in the calendar year 1974. Flowsheet developments including fluidised bed roasting and converter slag flotation are discussed, particularly their contributions to minimising major equipment changes in smelting and converting. The use of model- ling and simulation techniques for such an exercise is mentioned. The paper reports the alterations made to both equipment and operating techniques in the reverberatory furnace and converter sections to achieve the regular production of 250 mt of blister per converter day from a 41% Cu matte grade. The effects of flux composition on converting performance are highlighted. The air quality control programme is discussed in relation to its restriction of blister copper production.

[The Bureau of Mines has conducted a field hydraulic fracturing experiment to determine the preferential orientation of induced fractures in oil shale at a depth of about 400 feet in the Green River Basin of Wyoming. The hydraulic fracturing treatment was performed by injecting extremely viscous water-base gel and 8- to 12-mesh sand into the oil shale through straddle packers set in an impermeable section of smooth-walled, 6-1/4-inch-diameter open hole. An impression packer proved that a horizontal fracture, which has an average width of about 1/2 inch at the borehole, was induced. A corehole drilled 100 feet from the fractured well intersected the fracture and confirmed its horizontal orientation. Because a horizontal fracture was successfully initi¬ated, it is inferred that the creation of multiple, closely spaced horizontal fractures may be feasible in Green River Basin oil shale.]

These proceedings consist of an overview of the underground metal and nonmetal mina fire protection research currently being conducted by the Bureau of Mines. The following papers address the areas of prompt, reliable fire detection, fire planning and warning, fire suppression, and personnel protection. Selected topics are included here that cover fire protection systems for shafts, underground fueling areas, and mobile underground mining equipment; spontaneous combustion, improved stench, and product-of-combustion fire warning systems; computer-aided ventilation modeling; fire doors; and an investigation of fire hazards in mine timbers. The projects described provide a current documentation of problems being addressed.

"INTRODUCTION The Bureau of Mines, United States Department of the Interior, with the cooperation of the University of Alabama and coal producers, has made a series of washability studies to obtain technically and commercially important data regarding the productive coal beds of the State. Based on the system followed in these studies, this report consists principally of screen-sizing and float-and-sink data on the Clark and Gholson beds at Boothton, Ala. A previous washability study 4/ has been made on the Clark bed at Marvel, Ala.SAMPLING AT MINESThe coal from the Gholson and the Clark beds was sampled at the tipple which receives the output,the Boothten No. 3 and No. 4 mines. These two mines are on the Gholson and Clark beds, respectively, but the coal. from both mines is mixed on the tipple and washed in the same washery. The samples taken were minus 4-inch raw coal. The plus 4-inch raw coal is hand¬picked and not washed. AS the 4-inch screen had a capacity in excess of the output of the mines, it was stopped at the end of each mine-car trip. By Observing from which mine incline each trip was hoisted, a separate sample from each bed was cut from the discharge stream of an endless belt which conveys the through 4-inch raw coal to the bin ahead of the washer. The output from each bed was sampled uniformly over the period of a working shift. The two washability samples weighed approximately 3,000 pounds each."

It is well known that removal of organic material such ,as Jacquer, paint, plastic prior to melting improves aluminum recovery. In addition to being an important economically, decoating of aluminum scrap has a positive impact on the environment, through better control of gaseous emissions. Most of the existing thermal decoaters for aluminum have been designed to operate with scrap containing a level of organic material lower than 10%. The main field of their present application is for recycling of used aluminum can, where levels of organic material are lower than 4%. Alcan has recently developed a new thermal decoating system in order to extend applications of this process to a much wider variety of aluminum scrap. The new decoater efficiently processes aluminum scrap with a level of organic material up to 50%. This new technology features the use of fluidized bed technology to thermally control the process. This innovative feature improves both performance and control over conventional delacquering systems based on hot air convection. This paper describes the basic principles of the technology and the design of the? first industrial unit commissioned by the Alcan Recycling plant in Shelbyville (TN) at the beginning of 1994. Typical applications and operating advantages are discussed.

"Mechanical properties and microstructure of an Al-4.7Cu-0.74Mg-0.51Si-0.48Mn-0.10Cr-0.09Ti-0.02Fe (wt. %) alloy subjected to various thermomechanical processing (TMP) have been investigated and compared to conventional ageing at 170°C (designated T6). Three TMP routes involving cold deformation of solution treated samples were tested. These were (i) 3%-stretching (T8-3%), (ii) equal-channel angular pressing (ECAP) to true strain (e) of ~1 (T8-1) and (iii) ECAP to e~2 (T8-2), all with subsequent ageing at 170°C for 0-96 h. At peak age conditions, both yield stress, ultimate tensile strength and elongation-to-fracture decreased for the T8-3% state as compared to the T6 condition. Intermediate ECAP (T8-1 and T8-2) lead to significant increase in maximum yield stress, ultimate tensile strength and elongation-to-fracture. The changes in mechanical properties were related to microstructure evolution, encompassing changes in grain sizes, dislocation densities, precipitate morphology and phase fractions, which were characterised using transmission electron microscopy. Relations between TMP, precipitation behavior and contributions to different strengthening mechanisms are evaluated.INTRODUCTION Al-Cu-Mg-Si alloys are widely used as structural materials in aerospace industry due to their attractive combination of high specific strength, good fracture toughness and enhanced creep resistance. The Boddington Gold Mine (BGM) is located 120 km south east of Perth, Western Australia. The operation is managed by Worsley Alumina Pty Ltd and mined by contractor Henry Walker Eltin (HWE). The mine has been operating since 1987 with ore extracted from a series of pits along strike. Ore is contained within the basement rock, which is overlain by a cap rock layer and transition zone. Cap rock and basement zones require blasting.As the mine neared completion, a high-grade deposit was discovered within 50 m of an existing Western Power substation and 100 m from the processing mill. The substation provides power to the Boddington area and is a back-up power supply to the city of Perth. Due to the delicate nature of the transformers located at the power station, overhead power lines and the mill, blasting in the area was considered very high risk. As such blasting needed to be controlled for flyrock, airblast and most importantly peak vibration and frequency limits which had the potential to damage the transformers.The mine was due for closure in March 2001. The decision to mine the pit was based on its high grade, ability to be blended with lowering grades from other pits and changing of the processing technique with the expansion. This decision extended the life for a further six months.Due to the high potential risks a detailed risk assessment was conducted by Orica, Worsley and Henry Walker Eltin. The completed assessment and the major design parameters were presented to Western Power for approval. The ability to reduce the blasting risk was focused on limiting of vibration through controlling maximum charge initiated per delay, blast timing and firing direction, and other innovative control measures. OricaÆs SHOTPlan« and Sabrex« computer modelling packages were used to predict the outcome of blasts.The success of this project has opened the doors for other high risk blasting projects, which otherwise may be left unmined.

"A surge bin at Agrium’s Vanscoy potash operations has been plagued with flow, wear, and corrosion issues since being built in 1967. The culprits? The bin’s carbon-steel construction, geometry, and the resultant funnel-flow pattern are the root causes. An investigation and cost analysis indicated that hopper redesign and retrofit would increase production and reduce maintenance and capital costs. The retrofitted bin provides safer, more reliable operation and has a much longer predicted working life. Using this example, the authors describe bulk-solids-flow theory and highlight the importance of customizing bulk-material-handling-system design using appropriate flow properties to improve reliability, safety, and cost effectiveness.RÉSUMÉ Depuis sa construction en 1967, un réservoir intermédiaire de l’exploitation de potasse Vanscoy d’Agrium connaît des problèmes de débit, d’usure et de corrosion. En se fondant sur cet exemple, les auteurs de l’article décrivent la théorie du débit de matières solides en vrac et insistent sur l’importance de personnaliser la conception du système de manutention des matériaux en vrac à l’aide de propriétés rhéologiques adaptées afin d’améliorer la fiabilité, la sûreté et la rentabilité.INTRODUCTIONIn early 2013, Agrium’s Vanscoy Potash Operations (VPO) engaged Jenike & Johanson Ltd. (J&J) to provide testing, consulting, and structural engineering services related to proposed modifications to the 270 t special standard product surge bin, which Agrium planned to undertake during a two-week shutdown in August 2013. The bin, which had been plagued with flow, wear, and corrosion issues for its entire working life, was essential for the continuous operation of two of VPO’s compaction plants and for efficient dispatching to loadout. The bin often experienced product hang-ups, clumping on the walls, and plugging at the hopper outlet. Two recent unscheduled mill shutdowns had been partially attributed to flow issues in the bin due to clumping and product plugging up at the screws. These problems increased maintenance costs, limited production capacity, and degraded product quality. Holes and paper-thin sections in the bin walls discovered during a 2013 inspection revealed the potential for major hot material leaks or even structural failure. Either issue would stop plant operations until the bin could be repaired or bypassed. Clearly, the bin cone had reached the end of its life and required replacement."

INTRODUCTION An efficient refuse-disposal system is a necessary part of the modem cleaning plant. The large-scale refuse system and disposal area, engineered for the lifetime of the plant, has become more important due to the greater tonnages of refuse produced from increased quantities of mechanically mined and prepared coal. Laws and increased government regulations have affected the design and operation of disposal systems. THE EFFECT OF MINE AND PLANT OPERATION Refuse disposal starts at the mining face. The mining system, the type of roof support, the machinery used, and the degree of discipline at the face contribute to the amount and type of refuse that must be removed through the disposal system. Economies gained through modification of the mining system or mining machinery may be partially offset by increased dilution of the mined coal with impurities from associated rock formations. In some cases the change in the mining system and equipment has reduced the dilution. Fair market value, in the legal sense , is the price which a prudent and knowledgeable buyer and a prudent and knowledgeable seller, acting without constraint or compulsion , will agree upon to exchange an asset. In the ordinary commercial or engineering usage, the term may imply simply the market value or a reasonable and equitable price. The engineer evaluator who is called upon to express an opinion about the fair market value of an asset may be able to base his estimate on the sale price of similar assets or on the market values of stock. Frequently such indicators of value are not available and the evaluator must devise other means of appraisal. Mineral resource properties may be thought of as having value by virtue of the existing or potential ability to produce at a profit. Conventional procedures permit the computation of the present value of future revenues having due regard for the time value of money and the risks attendant upon the realization of the venture. Such computations have gained wide acceptance as a basis for the estimation of fair market value.

The PT. Adaro Coal Mine targeted in this research is located in South Kalimantan, Indonesia. The coal production of this mine is increasing year, with about 35 M tons of coal produced in 2006. This mine faces many ground control problems, especially instability of the footwall. Large-scale landslides occur often in the footwall; this may be because of weak rock and the effect of footwall rock weathering. Hence, prompt measures must be developed and followed in order to preserve the stability of the footwall and make this mine safe. Additionally, the final pit design is now being reconsidered because of the increasing demand for and high price of coal. With these issues in mind, this paper describes a solution for improving the stability of the footwall and discusses the final pit design based on the results of an on-site investigation and numerical analysis.

Estimated natural zeolite production worldwide during 2004 remained at about 3.6 Mt (4 million st), about the same as in 2003. China continues to be the largest producer of natural zeolites followed by Cuba, Germany, Japan and South Korea. This may be changing, however. Since 1988, zeolite production from Australia, Indonesia, Malaysia, New Zealand, Philippines and Thailand has increased rapidly. Most of the production is consumed in aqua culture. Global demand for seafood has exceeded the ability of the oceans to supply it without over fishing. Zeolite minerals remove ammonia compounds from the ponds in which fish and shrimp are grown. It is estimated that, in Thailand and Indonesia more than 55,000 farms produce260 kt (286,500 st) of shrimp. Therefore, as shrimp production increases, so does zeolite consumption.
