The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. During the past year a special study was made of shrinkage stoping A large number of mines in the United States and Canada which employ this method were visited and their practices were discussed with the operating staffs. The operating data obtained are appended hereto. Data were also abstracted from the literature on other mines and are combined in tables with data personally secured by the author. References are made to these published articles, some of which have appeared as information circulars of the United States Bureau of Mines, in the Transactions of the American Institute of Mining and Metallurgical Engineers, and the Engineering and Mining Journal. Several of the mines referred to which have not been described in individual papers will be described in detail in information circulars to be issued by the bureau. Eventually it is planned to combine and condense the information in these circulars and present the data in bulletin form.

Graphite, a mineral form of pure carbon, is one of the most versatile minerals in industry, because of its varying physical properties and characteristics. The mineral occurs naturally in the form of tubular crystals or microcrystalline earthy lumps, or it is disseminated in rocks, which have undergone intense metamorphism. India has a large deposition of graphite minerals out of which about 43% are found in Arunachal Pradesh. However, compared to the rest of the country, the North-East Region and particularly Arunachal Pradesh has not attracted attention till date for detail investigation for characterization, beneficiation, prospecting and/or exploitation of the mineral resources including graphite. Bulk graphite sample were collected from upper Subanshiri district of Arunachal Pradesh. Chemical analysis of the representative samples were carried out and found that 7.29%, 19.60% and 6.07% of fixed carbon (FC) is present in graphite sample collected from La-Lamdak, Bopi and Taliha, Arunachal Pradesh, respectively. Chemical analysis of the ash of the graphite sample shows presence of impurities such as silica, Al2O3, Fe2O3, Ca, Mg etc in the graphite sample which are also supported by XRD and SEM-EDX investigation. The graphite samples of Arunachal Pradesh are low grade and do not fulfill the market requirement for the industrial applications. Therefore, low-grade graphite is subjected to beneficiation for the upgradation of the graphite for industrial applications. We have adopted the dispersion?cum-settling technique for the beneficiation of the graphite sample collected from Arunachal Pradesh. The FC of 40.21% with 41.17% raw graphite recovery which is equivalent to 71.02% carbon recovery have been obtained by gravity separation technique using only distilled water without any chemical reagent in case of graphite sample collected from Bopi, Arunachal Pradesh. The graphite sample is upgraded up to 47.75% FC with 41.91% raw graphite recovery, which is equivalent to 85.85% carbon recovery with the pH adjustment at 9 with NaOH. This report presents a study by the Federal Bureau of Mines of technical factors related to the production of special carbon and tar from selected Wyoming coals. Certain Wyoming high-volatile bituminous and subbituminous coals were processed in bench-scale apparatus to determine potential carbonization yields and in pilot plant retorts to produce sufficient char and tar for testing. These tests have shown that a critical selection of coal is necessary when the coal is processed for a specialized carbon. Generally high yields of tar are obtained from low-temperature carbonization of Wyoming high-volatile bituminous and subbituminous coals, and the yield of tar usually increases with increase in rank within this range of coals. The production and evaluation of industrial carbons from Wyoming coals by using pilot plant and bench-scale techniques is part of the continuous program of upgrading western coals. It has been found that: 1. Most Wyoming coals are nonagglomerating and may be carbonized in fluidized systems. Chars produced in pilot plant retorts at low temperatures contain about 17 to 23 pct, residual volatile matter and are easily ignited. These chars appear suitable as power plant fuel. The tar-plus-light-oil yields range from 14 to 40 gal./ton of raw coal processed. 2. Wyoming high-volatile coals produce a slightly smaller and somewhat weaker coke than currently mined Western United States high-volatile coals used commercially as blending stock in metallurgical coke production.

Rotating piston deadweight gages have been used for many years for measurement of pressure to several hundred atmospheres. They have been calibrated by comparison of fluid pressures produced by various loads bearing on the piston bases, as measured by corresponding heights of balancing columns of mercury. When expressed in appropriate units, these ratios of column heights to piston loads are called piston constants. Experimental arrangements and procedures for their determination are presented in this paper, followed by a discussion of their significance and of their subsequent applications.

1. A NEW CONTEXT FOR METAL INDUSTRY Producers and owners of industrial extractive sites are living hard times due to Environmental pressure and liabilities. This is valid whatever the region in the world, it is just a question of time. On one hand, the normative environmental pressure is increasing through more severe regulations and controls on all pollution sources and production materials. [ ] Furthermore, more impurities are extracted and captured, more the volume of the related wastes is increasing. But disposal costs are increasing, disposal areas for wastes are restricted, markets for wastes are limited and technologies for waste treatment are, most of the time, not available. On the other hand, for most of the extractive industries, the costs required to get access to refine primary raw material are killing the profitability of the industry. Definitively, a technological and economical breakthrough is ongoing: extractive industries have to increase their feed from secondary material and to be involved more and more with the recycling business.

Successful development of coal seam gas (CSG) resources in low-rank coalfields such as the Powder River Basin has raised interest in CSG from low rank coal in New Zealand. Kenham Holdings Limited holds 12 Petroleum Exploration Permits (PEP) covering some of New ZealandÆs low-rank coal and lignite resources and has engaged CRL Energy Limited to assist in the systematic evaluation of the CSG potential of the permits. To date, exploration results from seven New Zealand coalfields reflect differences in coal type, rank, depositional environment and depth of burial between coalfields. Several of the explored coalfields are considered prospective for CSG. One of the most advanced Kenham exploration programmes is in the Hawkdun Coalfield, Central Otago.   The Hawkdun Coalfield contains a single, thick lignite seam with properties that are similar to the Powder River Basin. Preliminary results indicate the Hawkdun Coalfield is prospective for CSG with the potential to contain between 25 and 60 PJ of gas; enough to supply a 30MW power station for ten to 25 years. Further drilling is planned to investigate the economic viability of the Hawkdun Coalfield. The in situ permeability of the lignite, the amount and availability of free gas, gas saturation at depth and market opportunities will determine its economic viability. If initial pumping and production results in the planned exploration programme are promising, the Hawkdun Coalfield will be further developed with additional production drillholes to form a trial production pod.

Coal properties that are associated with wear and damage of grinding equipment during pulverization prior to combustion were investigated. A South African Highveld feed coal and its beneficiated fractions were crushed to <1 >0.25 mm particles for the grindability tests. These particles were milled and screened into <75 μm and >75 μm fractions, which were analysed by different techniques to establish a correlation with the conventional Hardgrove Grindability Index (HGI). The <1.5 g.cm-3 float fraction, which contained 93 vol.% (mineral matter free) total -macerals,9% kaolinite, and had the lowest HGI (57) (hardest to grind) was pulverized for 15, 30, 60, and 120 minutes for particle size distribution analysis. This analysis indicated that the content of <75 μm particles increases with increased grinding time. The >1.9 g.cm-3 sink fraction, with the highest HGI (76), 44% kaolinite, and 20 vol.% total macerals, was ground easily to generate the highest proportion of <75 μm particles. Based on higher correlation coefficients (R2 = 0.77–0.91), the ash yield, mineral matter, petrographic composition, and fixed-carbon have significant effects on the HGI. Conversely, the inherent moisture and total sulphur (R2 = 0.48–0.62) have only minor effects on the HGI. Results from this investigation could be implemented in the preparation of a suitable pulverized fuel with little equipment wear, as well as utilizing mineralogical and petrographic compositions. Finally, the effect of microlithotypes and maceral types in South African feed coals on the HGI should be investigated in further pulverization and grindability studies.

The Oyu Tolgoi porphyry gold and copper project is located in the south Gobi region of Mongolia. The Ivanhoe Mines project has the potential to become a long-life copper and gold producer that could rank among the largest in the world. There are five deposits which cover a strike length in excess of 6.5 km, from south to north they are named South Oyu, Southwest Oyu, Central Oyu, Hugo South and Hugo North. The first three, collectively known as the Southern Oyu deposits, are planned to be mined by open pits, whilst extraction of the deeper Hugo deposits is planned using block caving techniques. The pits will have diameters of approximately 1000m and a maximum depth of 550m. The geological environment consists of a sequence of porphyritic augite basalt, dacitic tuffs and sedimentary rocks that have been intruded by several generations of porphyritic quartz monzodiorite and numerous post mineralization dykes. Several major faults cut through the southern deposits juxtaposing the relative position of the stratigraphy. The geotechnical investigation for the Oyu Tolgoi Open Pits was conducted in three distinct phases of increasing complexity: scoping study; advanced scoping study and feasibility study. Each phase consisted of data collection, interpretation and analysis designed to progressively develop 3D geotechnical domaining for the empirical, structural and numerical evaluations. The development of the geotechnical design parameters for these green fields open pits posed many technical challenges, brought about by the conditions associated with a lithologically and structurally complex environment. The design work focused on the optimization of the pit geometry to conform to equipment selection and blasting characteristics. Limiting bench stack heights were derived from the influence of major structures. The overall slope angles in each pit sector were developed around the requirement for haulage ramps and geotechnical berms. This paper describes each of these aspects and the methodology used to address the integration of the geotechnical characteristics with the mining environment.

With improved methods for designing and detonating shots the potential for flyrock can be significantly decreased, but there are few absolutes in blasting; therefore blasters must learn from the mistakes of others. Blasters must conscientiously employ control measures to minimize the risk of flyrock. The worst case incidents which tend to be widely reported by the media, should serve as a reminder to us all that minimizing the risk of flyrock must be incorporated into the design of the drill pattern and blast design.

"Since 1999, COREM (formerly the Centre de Recherche Minérale) has conducted and coordinated research and development activities for a consortium of mining companies that uses the benefits and advantages of collaborative pre-competitive research. In particular, COREM’s “In Situ Optimization Group” is involved in the development and implementation of modem information technologies related to process optimization and control.The POP Project was launched in order to increase and consolidate the use of such technologies applied to mineralurgical and metallurgical processes. To ensure a successful transfer to the industry, there are a number of essential activities that have to be undertaken. These activities have been identified by COREM’s members and are grouped into three main modules:- R&D Module: research and development in universities and research centres;-Technology Transfer Module: integration of new tools into the POP Software, industrial applications and technical support;- Training Module: education of new engineers in universities and continuing education of plant personnel through on-site workshops.This paper outlines the opportunities that led to the definition of the POP Project, presents its main objectives and describes its main modules. The main features of the POP Software are outlined, the first applications at COREM’s member plants are presented and, finally, future developments are discussed."

3900 Yonge St. was not a typical site on which to build a condominium apartment. A steep hill covered the majority of the site. In order to use as much of this site as possible, the rear of the building was to have nine stores cut into the face of the hill. A permanent shoring system was required as the building structure was not designed to provide sufficient stabilizing elements to support the total earth pressure. The total excavation depth required was 36 m (120&apos;-0") with the upper 12 m (40&apos;-0") to be backsloped. The vertical face of soil to be supported was 24 m (80&apos;-0&apos;). The shoring system originally designed by the Structural Engineer was to support this face by installing soldier piles and inclined earth anchors. During bid preparation it became evident to us that the system as designed would be difficult and expensive to install due to wet soil conditions. An innovative design was required to overcome these problems. Anchor Shoring hired John Stephenson Consultants Ltd. to aid them in accomplishing this goal. After extensive investigation together with The Trow Group, a unique design was proposed which provided a practical solution to the shoring problem.

Em uma linha de decapagem contínua, o tempo de parada da entrada para realização da solda é um dos fatores que mais afeta a produtividade. Estratificando-se o tempo total dessa parada, parte significativa é composta pelo tempo de centelhamento, que é um dos parâmetros fundamentais da soldagem a topo por centelhamento. Adicionalmente, a energia elétrica e o gás natural, consumidos durante o processo de soldagem, contribuem para onerar o custo de transformação da BQD. A fim de reduzir esse tempo e os custos de transformação, avaliou-se, através de análise metalográfica, ensaios de embutimento e dureza, a qualidade de juntas soldas com tempos reduzidos e sem o uso do sistema de depleção de oxigênio, para aços de baixo carbono, de acordo com referências da literatura. Com base nos resultados obtidos, foi possível reduzir o tempo médio de solda em 5s em materiais com espessuras superiores a 2,50mm e eliminar a necessidade do uso de gás natural em todos os aços da GRADE 0, o que representa em torno de 76% das bobinas produzidas nas LDCs.

The Central Maratoto Valley in the Coromandel Peninsula contains a sequence of veins in pervasively altered dacite + andesites of the Waipupu Formation. We recognise at least eight different vein types: (1) pyrite stringers, (2) quartz + carbonate veins, (3) crystalline quartz veins, (4) carbonate veins, (5) chlorite + carbonate veins, (6) siderite veinlets, (7) siderite + carbonate veins and (8) carbonate + pyrite veins. The overall temporal trend of the veins is from early pyrite to quartz and then to late carbonate veins. Carbonate veins and pyrite stringers both form planar and irregular veins, whereas some carbonate veins have diffuse contacts with the wall rock. Gold and base metal sulphides are associated with some of the quartz + carbonate veins. Textures within the veins reflect open space filling and multi-phase reopening. A partial record of hydrothermal activity has been preserved by vein crosscutting relationships, hydrothermal alteration minerals and fluid inclusions. Hydrothermal alteration minerals display zonation from south to north. The alteration increases from unaltered to weak propylitic alteration of andesite in the south (MVRCDC1), to sericitic alteration of andesite and dacite in the north (MVRCDC3). The alteration assemblage is dominantly sericitic, with no adularia present, drawing parallels to the Thames region where there is no adularia.

Mining operations, whether new or existing, are constantly looking for ways to maximize production and improve energy efficiency, while keeping the footprint required to a minimum. The Nordberg MP1250 cone crusher was designed with these three goals in mind. A series of side-by-side evaluations comparing an MP1250 to an MP1000 were completed at two Freeport-McMoRan operations. The first evaluation began October 2009 in a tertiary position and the second began March 2010 in a secondary position, where it remains in full production today. Utilizing 25% higher power capacity than the existing MP1000 tertiary crushers, the MP1250 had 29% higher capacity and 17% lower specific energy, adjusted for differences in feed and product size. The MP1250 compared to the existing MP1000 secondary crushers achieved 30% higher capacity at a slightly reduced specific energy, while achieving a finer product. The MP1250?s higher capacity and energy efficiency may have application in many crushing plants. Depending on site specific economic factors, greenfield projects may benefit from a smaller footprint and less ancillary equipment, whereas brownfield projects may benefit from higher capacity or a finer product within the same footprint.

This study was undertaken to determine miners&apos; breathing zone concentrations of diesel exhaust components, to investigate any relationships between these concentrations and vehicle type, the presence of emission controls, vehicle usage, and ventilation conditions, and to make recommendations for monitoring and ventilation requirements. Twenty-four mines including two con l mines were surveyed. Sampling was done for CON, NON, SOx, PNA, aldehydes, and particulates. hi most mines, concentrations of at least one contaminant exceeded one half the standard or TLV. The concentrations of gases arc probably sufficiently reduced by a minimum air velocity of 50 fpm. A sufficient reduction of particulate concentrations may require as high as 400 fpm air velocity. Vehicle age, type, or usage appear to have little or no effect on contaminant concentrations. PNA levels were below detection limits in all but a very few samples. Minimum requirements for routine monitoring should include formaldehyde, COx, NO2. It is further recommended that better definition of the minimum ventilation requirement be obtained.

A study was carried out to compare the environmental impacts of the two major iron ore agglomeration processes, sintering and pelletising, using life cycle assessment (LCA) methodology. The following agglomeration processing routes, with the fuel options shown, were investigated:sintering with combined natural gas/coke breeze or charcoal as fuel, grate-kiln pelletising with combined natural gas/coke breeze as fuel, and straight-grate pelletising with combined natural gas/coke breeze as fuel. Inventory data for each process derived from the literature, and in some instances supplemented by additional simulations and calculations, were used in the study and the environmental impact categories considered were gross energy requirement (GER), global warming potential (GWP) and acidification potential (AP). The results of the study showed that the GER, GWP and AP for a sinter plant are higher than those for a pellet plant for the same amount of metallic iron in the agglomerated products. These results are partly due to higher consumption of solid fuel and flux in the sintering process. However, it should be pointed out that the study only compared substantially fluxed sinters with acid pellets that may require additional flux (and hence potentially more greenhouse gases emissions) to be a balanced blast furnace feedstock. Extending the LCA to the blast furnace process stage was beyond the scope of the current study. Within the sinter plant, the sintering stage itself is the largest contributor to the GER, GWP and AP. In the case of pellet plant, the pellet induration stage is the largest contributor to the various environmental impacts. The GER and GWP of a straight-grate pellet plant are marginally higher than those of a grate-kiln pellet plant due to the higher electrical power required by the straight grate system. The substitution of coke breeze with charcoal in the sintering process results in an increase in GER but a decrease in GWP. However, a substantial proportion of the GER is derived from renewable sources (wood), resulting in a decrease in the non-renewable components of this environmental impact. Given the source of the inventory data and the assumptions and approximations made in carrying out the LCAs, it is emphasised that the results presented in this paper should be considered as indicative rather than as definitive results for the two iron ore agglomeration processing routes considered.

For the period January 1st, 1942, to January 1st, 1946, the American Bureau of Metal Statistics records the gold production of the world as 118,788,000 fine ounces. If we include 1946 at the same rate as 1945 (26,- 590,000), we arrive at a total of 145,378,000 fine ounces in the past five years . Included in these figures are estimates of Russian output at 4,000,000 ounces per annum for the five years, and 1,300,000 ounces per annum for Korea and Japan. The remaining 120,000,000 ounces represent the aggregate production from official reports of the other gold producing areas of the world, with the exception of the 1946 figures, as noted above. At $35.00 per fine ounce, this represents $5,188,230,000. According to the reports of the Federal Reserve System of the United States, on December 31st, 1941, the monetary gold reserves of the United States were $22,736,- 600,000 (at $35.00 per fine ounce) , while on October 31st, 1946 (latest available) , they had fallen to $20,402,000,000, a decline of $2,334,600,000. Adding this decline to the value of the new production for the five years, we have a total of $7,522,830,000, which has been absorbed by the rest of the world since Pearl Harbour, a rate of absorption of over $1,500,000,000 per annum. This has taken place at a rime when the advocates of purely managed currencies had convinced many people that gold performed no really essential function in the world&apos;s economy, and that we could get along perfectly well without it. It was pointed out that gold could not be eaten, it could not clothe our nakedness, it could not shelter us from storms, and, therefore, it was a non-essential, even though it could be used to settle international balances of trade. Apparently, the world as a whole still regards it as preferable to the paper promises of governments, however sound, relatively, they may appear. Actually, we have no way of measuring the true strength of this feeling, because the principal governments of the world have made it legally impossible for their citizens to own gold, except in the form of ornaments.
