The effectiveness of an industry's safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.

The theory of cavity expansion in an infinite frictional soil mass whose strength is represented by a curved Mohr-Coulomb failure envelope has been used to predict with some confidence the cone resistance of a clean dry sand. Experimental data were obtained from cone penetration and pressuremeter tests on two sands, conducted in a large calibration chamber (CC) under carefully controlled placement and boundary conditions. A plane strain bearing capacity theory was developed, and to convert the results to axi-symmetric conditions, an empirical "shape factor" was used. In the paper, the theoretical background, experimental data, calculation procedure, and the results of the analysis are presented. In general, a reasonable validation of the cavity expansion approach to the bearing capacity of deep foundations has been obtained.

"Air Products approached LAC Minerals in 1987 to initiate trials with pure oxygen in the leach circuit at several LAC facilities in Canada. This paper gives an overview of oxygen use and covers specific operating data from the Doyon and Terrains Aurifères mills near Val D'Or in northwestern Quebec. LAC also uses oxygen at the Macassa mill in Kirkland Lake, Ontario.In addition to the LAC facilities, oxygen is currently in use for test purposes at the Holt McDermott mine in Kirkland Lake, Ontario and the Camflo mine near Val D'Or.There are two requirements for oxygen in the cyanide leach mill. Firstly, oxygen is required in the familiar gold dissolution reaction as follows:(1) 4 AU (s) + 8 NaCN (aq) + 02 (aq)+ 2H 20(aq) - 4NaAu(CN) 2(aq)+ 4Na OH(aq)Of the reagents on the left side of the equation, the availability of gold is fixed by the ore in question. Obviously, water is available in excess, 1eaving cyanide and oxygen as the limiting constituents in the process. Most mills operate with an excess of cyanide, which is fairly closely monitored. Dissolved oxygen levels, however, are not normally watched very closely and find their own level based on the temperature, the availability of compressed air and the ability of the ore to consume oxygen.Typical D.O. levels are in the 3-8 ppm range, however levels less than 1 ppm are not uncommon for refractory ores.With pure oxygen, dissolved oxygen levels as high as 30 ppm can be achieved. (Figure #1). This greatly accelerates the kinetics of the leach reaction and may also shift the reaction further towards completion thus increasing gold dissolution slightly."

Preliminary results of an experiment in seismic holography indicate that the techniques of acoustical holography may be successfully used with seismic waves to determine the size and general shape of underground objects. This experiment was carried out under field conditions on a moderately large scale compared with the typical laboratory experiments in acoustical holography. The object to be mapped was a 100-foot-diameter, spherical, low-velocity zone of explosively fractured rock in oil shale at an average depth of 80 feet. The seismic wavelength of the Fourier component wave used in making the seismic holograms was 50 feet at a frequency of 140 cps. The hologram sampling aperture was 226 feet square and was sampled by 441 geophones in a 21 by 21 rectangular array. One novel aspect of the experiment was the use of a wide-band polychromatic explosive source of seismic waves rather than a narrow-band quasi-monochromatic vibrator source. A successful laser reconstruction of the object image from a lensless Fourier-transform hologram in the form of a 5/l6-inch-square photographic transparency is illustrated. The size of the underground object measured from the laser reconstruction of the object and the size inferred from a knowledge of the amount of explosives used to fracture the site and the tensile strength of the oil shale are found to agree.

The atmospheric leaching of copper-bearing matte by acidic ferric chloride solution was studied at the laboratory scale. The aim was to achieve maximum copper and nickel recovery by investigating the mechanisms of leaching, as well as identifying the effect of temperature, and concentration of ferric chloride and oxygen. Djurleite (Cu1.96S), hazelwoodite (Ni3S2), and Ni alloy were the primary phases detected in the matte. The quantitative composition of the matte was Cu 31%, Ni 50%, S 13%. Fe and Co constituted 2%, with platinum group metals (PGMs) accounting for 0.5%. A maximum nickel extraction of 98% was achieved using two-stage oxidative leaching at 90°C and 11 g/L Fe3+ as compared to 65% under non-oxidative conditions. A copper extraction of 99% was achieved in the first 45 minutes using two-stage non-oxidative leaching, and copper was recovered from solution by cementation. Three processes took place simultaneously throughout the leaching process, namely: dissolution, cementation/ metathesis, and oxidation. The leaching process was found to be diffusioncontrolled.

The time-cost-risk analysis described herein was performed as part of an evaluation of the Advancing Oil Shale Mining Technology Program performed by The Aerospace Corporation. The objectives of this analysis are to assess the feasibility of the program relative' to time and cost constraints, and to determine the probabilities of achieving various technological goals. A combination of standard program planning and analysis techniques were used to achieve these objectives. These included a critical path analysis, a resource allocation analysis, and a risk analysis.

Due to the large installed electrical power and the large number of electric drives in minerals and mining plants power factor compensation and harmonic filtering has always been an important issue. For the design of harmonic filter and power factor compensation installations several approaches can be taken. The paper describes different concepts and their advantages and analyzes special requirements and design considerations for minerals and mining plants. It also highlights areas where problems can occur and which points need to be addressed carefully. Optimized designs and solutions are discussed in case studies and the resulting energy savings and benefits for the plant operation are shown.

A 6-ft. diameter laboratory tunnel, raise and shaft boring machine was designed and constructed to carry out research investigations to enhance the performance of mechanical rock excavation equipment. The machine is operated with a computer control system and features extensive instrumentation to monitor and record various test parameters, including tri-axial cutter forces, machine thrust, torque, rpm and penetration rate. An extensive laboratory testing Program has been conducted using this machine, demonstrating the feasibility of attaining high rates of penetration in various sedimentary geologies. Also, a large data base has been developed to serve as a basis for the improved design and performance of tunnel, raise and shaft boring equipment.

The purpose of any steel-making process is to convert the two raw materials iron and scrap into steel. The chemical analysis of the steel is set within certain limits which involve the physical proper- ties desired by the consumer. In addition to tensile properties a large number of other properties are at the present time desired, such as impact resistance, grain size regulation, specific degrees of hardenability, resistance to creep at high temperatures, resistance to expansion on heat treatment, the ability of the product to undergo extreme amounts of cold deformation without failure, and many other properties which are not directly related to the specified chemical analysis. Variations in many of the properties of plain-carbon steels are due to elements and compounds not included in the ordinary "five element"§ composition. Such variations result primarily from variations in oxidation of the metal in the furnace and from the deoxidation method employed. The steel-making problem therefore resolves itself into two distinct sections: (I) the elimination of certain elements from the charge (the iron and scrap entering the furnace) and the addition of materials to meet the chemical specifications for the heat; (2) the manipulation of the slag and metal and the process of deoxidation to give certain desired properties in the steel entirely apart from the chemical analysis specified. In November 1999, CCI's Empire Iron Mining Partnership and MinnovEX Technologies Inc. developed an expert system for advanced control of their Empire IV Grinding Section. Empire IV is comprised of three autogenous Primary Mills and six autogenous Pebble Mills, with a single Pebble Crusher and high pressure Roll Press. The challenges of controlling and optimizing three distinct grinding lines that are inter-woven by a pebble crushing circuit were met with innovative and unique solutions. This paper will detail the approach employed at Empire and will focus on the aspects that make this application unique.

The research reported here concerns ground control in multi-seam mining and relates mainly to the analysis of stress about multi-seam room and pillar mines. The two variables of most concern are distance between seams and alignment of pillars between seams. The first year results of the two year investigation apply to the development phase of mining when the extraction is typically less than 50 percent. The second year effort is concentrated on retreat mining and barrier pillar safety when the extraction is typically greater than 50%. The procedures in both cases are readily applicable to more than two seams. Although two seam mines are the most frequent type of multi-seam operations, because of the potential for three seam operations in the Western United States, a number of three seam development analyses are also presented. The results enable one to make a rapid assessment of stability of rooms and pillars during production and barrier pillar size during extraction of adjacent panels. In the event of low safety factors, more site-specific analyses can be undertaken.

The United States Bureau of Mines has engaged in a study of the conditions under which coal mine accidents, resulting in the loss of life, limb, or time to the injured person, occur from falls of roof and coal. This publication is devoted to the results of a study conducted in the coal mines of the Book Cliffs and Wasatch Plateau coal fields of Utah. To show the necessity of this study, a statement of the fatalities that have occurred during the period 1928-1930, inclusive, in the bituminous mines of the United States and of Utah, is presented (Table 1), followed by a brief description of this Utah district, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining, supervision, roof testing and timbering for roof support, all of which are factors in any plan devised for preventing accidents from falls of roof and coal.

[Study and development of sensing techniques and sensors were performed to aid shuttle car drivers in detecting, obstacles and in guiding the car along the face haulage route. Microwave, acoustic, and optical sensing techniques were considered as part of the feasibility study for obstacle detection. Various guidance techniques, including wire-following and rib-ranging were investigated. Active optical sensing was selected for obstacle detection to obtain the bear overage and sharp angular cutoff characteristics required within the packaging limitations defined by the shuttle car configuration. Rib-ranging guidance was selected to achieve completely self-contained shuttle car system which responds to the mine geometry without need for wires, stripes, or other path defining devices. Extensive hybrid computer simulation runs were performed to valuate various guidance techniques during the feasibility study. Subsequent simulation rues were performed to establish parameter values for the rib-ranging guidance system. The obstacle detection and guidance system was designed, fabricated and installed on a standard shuttle car. The system satisfied all applicable permissibility requirements of Schedule 2G. An experimental permit was issued to Bendix for operation in an underground coal mine. System evaluation tests were performed first above ground at the Bendix Research Laboratories. The simulation model was validated by these runs. Final testing wan performed underground in an operating mine with an experienced shuttle car driver. All sensors successfully demonstrated Chi predicted performance capability during underground face haulage tests. Dust did not Impair system performance and lens cleaning was not required during working shifts. Further development is required to achieve the desired obstacle detection performance Closed loop steering control with manual override is recommended o: mended for the lateral guidance e system. The guidance system should be an invaluable aid to low-coal shuttle car drivers where continuous mining machines are utilized.]

Water sprays and water powered scrubbers have both been utilized in the mining and milling industry to suppress airborne dust. Unconfined water sprays operated at lower water pressures of ?689 kPa (?100 psig) can be very effective at wetting the mine product at the dust source and significantly reducing the amount of respirable dust that becomes airborne. However, unconfined waters sprays can be somewhat ineffective in actually removing airborne dust from the air. On the other hand, water powered scrubbers operating at higher water pressures of ?1,724 kPa (?250 psig) in physical enclosures or ducts have previously been demonstrated to be very effective in removing airborne dust from the air. These higher operating water pressures are uncommon in many mines and mills, so their use is limited. The National Institute for Occupational Safety and Health (NIOSH) recently investigated the performance of a lower-pressure, water powered inline series spray scrubber for removing localized airborne dust emitted at the source. Results showed noticeable improvements in airborne dust capture efficiency through the operation o f multiple inline series hollow cone spray nozzles within a round duct or pipe at the same water pressure as a single spray. Operating hollow cone spray(s) at higher water pressures noticeably improved airflow through the scrubber and yielded some additional scrubber efficiency improvements. Thus, in-line spray scrubber efficiency trade-offs were observed to be made by altering spray power components of water pressure and/or quantity (number of sprays). Results show that, on average, up to 0.23 and 0.32 m3/s (484 and 679 cu ft per min) of airflow at 0.81 and 0.69 dust capture efficiencies can be achieved with three 81° and 33°hollow cone inline series sprays, respectively, operating at 1,655 kPa (240 psig).

This report summarizes the work performed under USBM Contract No. J0100038, "Demonstration of Noise Control Techniques for the Crushing and Screening of Nonmetallic Minerals." The objectives of the program were to: a. Identify the prevalent sources of crushing and screening noise in portable and stationary plants b. Design retrofit noise control treatments for those sources c. Field test control treatments under actual operating conditions. A census of the nonmetallic industry was performed to determine the number and types of crushing and screening equipment. Based on the census, eight plants were selected and surveyed to assess the variety of noise sources, determine the worker noise exposure to those sources, and to identify possible constraints that had to be considered in designing and installing the retrofit controls. Three plants were selected from those surveyed and retrofit noise control treatments were designed, including: a. A primary crusher operator control booth b. Screen decks made of resilient cloth c. Screen feedbox impact pads d. Rubber feed plate for secondary crusher e. Rubber feed chute linings for secondary crusher f. Noise attenuating curtain for secondary crusher. A new primary crusher control booth was installed at one plant, and the operator noise levels were reduced from 97 dBA to 78 dBA. Screen noise at the two secondary crushing plants was reduced by 3 dBA to 7 dBA; crusher noise was reduced by 5 dBA at one of these two plants. Noise levels at normal outside operator and cleanup locations were reduced by 4 dBA to 7 dBA at one secondary plant, but operator/cleanup noise levels were not significantly reduced in the second plant due to rapid wear of installed materials. At one of the two secondary plants the retrofit noise control materials displayed excellent wear characteristics. The rapid wear of retrofit materials at the second plant was due to improper materials being supplied and changing circuit conditions.

Based on the concepts of statistical thermodynamics of athermal mixtures, an approach is developed which is capable of quantitatively explaining the thermodynamic properties of binary silicate systems. Expressions for the ionic fractions of various anionic linear and nonlinear chain polymers are derived. The developed expressions for free energy of mixing are tested by applying these to the system PbO-SiO2. The ionic fractions of various chain polymers in this system are calculated. The two cases, namely, of linear and nonlinear chain polymers are compared with each other.Limitations of earlier models are pointed out.

Seven pairs of drop and ventilation shafts, between two and nine feet in diameter, will convey combined sewer flow to a 230-foot-deep, 26-foot diameter storage tunnel. This paper will present case histories for each site. Discussion will include functional requirements, program and site access constraints, structural design, geology, the variety of excavation and lining construction methods used, and lessons learned. Noteworthy observations include the importance of assuring competent ground sup-port at the soil-bedrock interface and of achieving tight verticality tolerance using both top-down and raise bore excavation methods.
