This Bureau of Mines report describes the laboratory processing of manganese nodules and the results of tailings characterization obtained during the cooperative program with the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) and the Bureau. Five technically feasible first-generation nodule processing methods were operated at bench scale to generate sufficient tailings and slags for physical and chemical analyses. A description is given for the laboratory operation of the individual unit operations of each process. The laboratory-generated tailings and slags were tested for physical properties, mineral content, elemental and ion content, and leachability for all five processes. The results of leachate testing using the Environmental Protection Agency extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the EPA-U.S. Army Corps of Engineers seawater elutriant test showed very low to negligible leaching of metals from the tailings and slags. Results of the EP toxicity test demonstrated that the wastes are nonhazardous as defined in the Resource Conservation and Recovery Act (Public Law 94-580).

As part of a study on high-temperature ceramic materials, the ammonium sulfate, carbonate, nitrate, oxalate, and sulfate salts of yttrium, lanthanum, and cerium were analyzed thermogravimetrically. The temperature ranged from room temperature to 1,500° C. Each salt was decomposed by heating at a rate of 2.5° C. per minute, and some of the salts were subjected to additional rates of 5° C. per minute or 10° C. per minute. The decomposition sequences have been identified, and the temperatures of formation of intermediate compounds and of the oxides have been determined. The minimum oxide formation temperature of a given lanthanum salt exceeds that for the similar salt of yttrium, and both exceed that for the same salt of cerium except for one cerium carbonate. Variation of the heating rate indicates a thermal lag in the materials and produces the shift of formation temperatures to higher values and loss of resolution in the weight-loss distribution as the heating rate increases.

Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

RME has a vision for a new mill operational paradigm made possible by RMEÆs fast, safe Mill Relining System. This vision can be moved forward into reality at any time with or without guidance from recent development in measurement and predictive modelling tools.Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by optimising liners for life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to design new liners for maximum commercial performance. This may mean more frequent changes of liners but with liners designed to yield optimum grinding, metallurgical and profitability performance. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. This paper provides an update regarding RMEÆs fast, safe Mill Relining System technologies and outlines RMEÆs vision of a æliner profile versus profitabilityÆ model as a function of metal price, developed intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

Con­tractors, engineers, suppliers and equipment developers, and especially owners, each can contribute and benefit from a revaluation of attitudes and contacts from planning to final payment. The Deep Foundations Institute was initiated with this as its major purpose. The help of educators is essential to promote this with the next generation. The Association of Soils and Foundations Engineers has developed guides for "Mediation Arbi­tration of Construction Contracts."

At the 1990 Symposium of the Society of Explosives Engineering, D.T. Froedge, President of GeoSonics Inc., presented a paper entitled "Differential Topographic Vibration Isomapping", which detailed the capabilities of GeoSonics' new Iso-Seismic Service. In this paper Mr. Froedge described how one hundred or &ore free-standing miniature seismographs called Micro-Seis Units, randomly positioned around a blast, could accurately reveal the effects of sub-strata geology on surface ground vibrations. The paper went on to note the "regression analysis of scaled distance versus recorded particle velocity" as being an inadequate predictor of peak particle velocity. This is due to the fact that the calculated "regression analysis" formula for any site is predicted on the wars; case assumption because of a homogeneous and symmetrical sub-strata geology, a condition that rarely, if ever, exists.

"The website www.economicevaluation.com.au, which had its origins at the Project Evaluation Conference 2009, provides a free way for industry professionals to teach themselves economic evaluation. At its core is a set of fast-moving modules and three worked examples.The website recognises that economic evaluation is a discipline with a hierarchy of three levels:decision-makingevaluating the project/businesshands-on modelling.There are a set of modules for each level that describe the concepts and activities in detail. These emphasise that the most important and rewarding work is the evaluation of Level 2. The economic model created in Level 3 is merely a working tool and should not become a sophisticated ‘trophy’ in Excel that only one or two people can comfortably use.Hands-on modelling contains three sets of practices designed to make any model rigorous and intuitive so that it can be easily understood and used by others in the project team. Even if the model develops into a long, detailed and complex workbook, it should remain easy to follow and be intuitive. The website advocates freedom to devise any architecture that best suits the project under study, but promotes rigour through the following practices:four cash streams and graphsthree architectures – concept, prefeasibility and feasibilitysix principles.The modules in the Level 2 evaluation use conversational language to describe in detail the broad range of activities needed to properly understand and characterise a project/business. This report summarizes a study conducted to determine the state of the art of various rock removal systems and their capabilities. The objective of the study was to determine if currently manufactured equipment can adequately accomplish rock removal in surface mine reclamation applications. Evaluations of state reclamation regulations, with regard to topsoil rock content, were made to determine the rock removal requirements. The major categories of equipment studied are rock pickers and rock rakes. The impact of rock removal implementation on the reclamation operations is discussed in detail.

Electrorefining yttrium from selected low-melting yttrium--base alloys is investigated, and various halide systems are studied as potential electrolytes for use in preparing low-oxygen yttrium by electrorefining unalloyed yttrium. Yttrium cathode products having significantly less metallic impurities than the anode materials were prepared from alloys containing nickel, iron, and manganese by electrorefining in LiCl-YC13 electrolytes at 900° to 1,000° C. Yttrium-copper and yttrium-magnesium alloys are not suitable as anode feed materials, An evaluation of chloride, fluoride, bromide, and mixed chloride-fluoride electrolytes showed that cathode products containing much less oxygen than the anode material can be obtained in the fluoride and mixed chloride-fluoride systems. Initial cathode current density has no apparent effect on the purity of the products obtained in both phases of the investigation.

Since crushing of rock to a smaller size is an integral part of almost any mining and quarrying operation, a study was carried out to identify and develop improved techniques for alleviating a major cause of accidents and work stoppages arising when an oversize luck or boulder lodges in the throat of the crusher. The configurations and operations of various crusher types is described, sources of boulders in the mining operation, and a detailed review is made of mining, quarrying, and construction regulations for all states, Canada, and the Federal Government for applicable provisions. Representative mines were visited and other operations contacted for their boulder handling techniques where it was found that blasting techniques used included mudcapping, bombs, and blockholing, often done very crudely and inefficiently with poor practices and various mechanical systems were used such is hooks of, overhead cranes, impact hammers, and grapplers. Safety analyses of all methods pointed out the hazards associated with blasting in the open and the dangers of entering a crusher. Boulder blasting can be done in a safer fashion if a planned step-by-step procedure is followed, and inherently safer blasting products such as exploding bridge wire blasting caps and improved blockholing techniques. In general, though, the installation of a suitable mechanical system such as an impact breaker will prove safer and cost effective even in a smaller mine or quarry.

At LKAB's plants in Lappland, Sweden, sintered pellets are manu-factured according to three different industrial processes, viz. shaft furnace at Malmberget, straight-grate at Kiruna and grate-kiln at Svappavaara. At present the total annual capacity amounts to 4.7 million tons. However, since it has been decided to erect a new straight-grate plant (2.5 million tons) at Malmberget, and because of the decision to extend and rebuild the existing plants, it is estimated that the annual capacity will be increased to somewhat over 8 million tons by 1973. The great majority of the pellets produced is exported. They are thus reloaded several times and generally speaking roughly handled, resulting in larger or smaller product losses on arrival at the point of use. It is there-fore of great economical interest to have a good control over the transport strength of the pellets by appropriate quality testing at the point of production. In addition to good transport strength, further demands are ob-viously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. The pellets must thus have a favourable size distribution and must not be so weakened by reduction that they disintegrate under the stresses and clog the blast furnace shaft. Furthermore, the burden must have good reducibility. An increase of the rate of reduction can obviously mean increased blast furnace capacity and reduced coke consumption. In order to optimise the properties of the pellets in these respects, the producer must also be thoroughly familiar with their behaviour during reduction, particularly as the customer's interest in the reduction properties of the pellets' has increased over the last few years. Up to now the only quality demands the customer has made have generally had to do with the cold strength and the screen analysis. Thus a quality control of in addition to good transport strength, further demands are obviously made on pellets destined for blast furnace operation. Seldom, if ever, has any mining hazard presented itself that some method has not been devised to control it to some extent; the degree of success of such control depends largely upon the intensity of desire to prevent suffering, injury, and death. The economic saving to be realized and the more definitely this is realized by all concerned, the more quickly and effectively will the hazards be handled is an important incentive to prevention of accidents. Preventing coal-mine explosions is by no means a complex problem; all that is necessary is sensible, conscientious, sustained effort. The fact that explosions can be prevented has been well-demonstrated by the record of the post few years; the average annual death toll from explosions for the 5 years 1906-1910 was 438, and for the 20 years prior to 1929 it was 265: during the past 4 years an average of only 32 deaths per year resulted from this cause, although the annual production during that time varied but slightly from that of 1906-10. This is a truly remarkable reduction, and if other types of mine accidents had been reduced in the same ratio only about 300 would be killed annually in our mines instead of the nearly '1,300 killed in 1936 and the approximately 2,000 killed annually for many years. Although frequency of occurrence of explosions has not lessened greatly during the last decade, their severity decreased markedly, which would indicate that effective means are being taken to prevent the spread of explosions, even though ignitions and their causes are not being handled nearly as effectively as they might or should be handled. Several large coal-producing States, which in the past have experienced numerous disastrous explosions, have been free from such disasters for continuous periods as long as 8 years in the relatively recent past. The application of rock dust to underground surfaces has been an important factor in preventing widespread explosions; some of the mast dangerous mines have been rock-dusted fairly adequately, and this has been amply repaid in the reduced severity of explosions, as heretofore indicated; however, many have applied rock dust apparently without giving much consideration to the amount required to prevent

Volume II of this two-part series on Submarine Tailings Disposal (STD) as a tailings management option for coastal and island mines contains descriptions of lesser known case histories. The Misima gold mine (Papua New Guinea) and the Black Angel lead-zinc mine (Greenland) are described in some detail as the best documented cases. Atlas copper mine (The Philippines) is less fully described due to relative lack of documentation. The Misima and Atlas STD systems are working to their design criteria. At Black Angel the system adopted did not prevent contamination for a number of reasons, which are now understood. Two cases are described where STD is being developed. They are the Cayeli Bakir copper mine Turkey), and the Toquepala and Cuajone mines (Peru). There is excellent documentation available for both cases. Three case histories are described where tailings have reached the sea either through beach or river discharge. In one case the STD option has been explored (Marcopper Mine, The Philippines). In the others we explore in hindsight whether STD might have been a viable alternative using the Screening Criteria that this Volume develops - see below. The mines are Bougainville Copper Mine in Papua New Guinea, and Jordan River Mine (Canada). There is potential for STD at all three sites. Finally, the Volume presents Screening Criteria for appraising STD, based on the experience in design, operation and environmental impact reviewed in the case histories.

The escalating demand for coal, in addition to the steady depletion of reserves, has produced increasingly difficult mining conditions for coal mining companies within the United States, resulting in mining above or below previously mined areas. The safe and productive extraction of coal in a multiple seam environment requires specific design technology for effective mine planning. Presently, one of the most useful design approaches for multiple-seam feasibility analysis is using numerical modeling techniques. Therefore, numerical modeling programs LaModel 2.1 and Lam2D were used to determine the feasibility of mining the Herrin (No. 6) coal seam over an existing room-and-pillar mine in the Springfield (No. 5) coal seam in the Illinois Basin.

An attempt has been mace in this publication to present annotated references to all articles pertaining, to ore dressing that were published during 1931 and 1932; in a few instances reference is made to articles published prior to 1931 where the articles have not been included in previous bibliography appended to the annual statistical discussions of ore concentration published by the Bureau of Mines. Articles have been taken from more than 75 periodicals, journals, serials, etc., and 423 articles are abstracted herewith. A number of these abstracts, particularly those appearing in foreign publications, have been taken from Chemical Abstracts (published by the American Chemical Society, Easton, Pa.), the general use of which the authors wish to acknowledge. Other annotations were taken directly from the original publications. The entire field of ore dressing has been included in the bibliography and articles dealing with crushing, grinding classification, concentration, thickening, and filtration have been included, as well as on amalgamation, cyanidation, leaching, magnetic concentration, washing, etc., and on theory and laboratory operation. The articles are arranged in alphabetical order by authors. Lack of printing funds prohibited the inclusion of a subject index.

Surface analysis by X-Ray Photoelectron Spectroscopy (XPS) of samples taken from the galena flotation section of the Hilton Concentrator of Mount Isa Mines Limited are presented. Flotation rate and pulp chemical data taken during the sampling period are also presented and discussed. Surface analysis suggested that, under normal operating conditions, an overlayer of precipitated calcium sulfate existed at the surface of the sulfide minerals. In particular, there was a decrease in the surface concentration of calcium sulfate for the concentrate samples relative to that occurring on the tailing samples. This suggests that the flotation process was selective against minerals which have calcium sulfate predominating at the surface. Heterocoagulation of hydrophilic calcium sulfate on to the galena surface considerably reduced galena flotation rate. Methods to control calcium sulfate precipitation, which include sodium carbonate treatment of the pulp, are also discussed. Sur- face analysis results of samples taken from the Hilton Concentrator during sodium carbonate addition to the grinding circuit are also presented. This shows clear evidence for the removal of calcium sulfate from the mineral surfaces without concomitant surface precipitation of calcium carbonate. Reasons for the apparent dispersion of precipitated calcium carbonate are discussed. Galena flotation rate was increased by the addition of sodium carbonate apparently due to the removal of interfering calcium sulfate.

During the mining of an open stope, deformation of the hanging-wall and the potential for dilution generally increase with the size of the exposed hanging-wall. Excluding discrete structures that may delineate unstable blocks, the mechanisms that drive hanging-wall deformation and possible dilution comprise several factors which can include elastic, plastic and discontinuum deformation. These stages of deformation are not mutually exclusive and at any point during mining all three of these mechanisms may be acting on the hanging-wall rock mass. Computer modelling techniques are available to analyse the three stages of deformation, but the difficulty lies in trying to obtain realistic rock mass properties for input and in determining when each stage of deformation is acting. Instrumentation data can be used to predict the effect of continued mining. However, it is often difficult to calibrate numerical models against field data owing to the large number of input parameters required. An empirical approach is recommended that uses two new parameters, the radius factor and the effective radius factor. As part of the City of Portland, Oregon?s East Side Combined Sewer Overflow Tunnel Project, nine separate 2,130 mm (84-inch) diameter reinforced concrete pipe microtunnel drives totaling approximately 2,380 m (7,808 ft) are being constructed to divert flows from several of the existing outfalls to the main tunnel. The drives were constructed in challenging ground conditions that include soft soils under the ground-water table, large amounts of wood and metal debris, and close proximity to sensitive structures. While all of the drives will be addressed, the focus of the paper will be on the 931 m (3,055 ft) continuous drive connecting Outfall 46, currently the longest microtunnel driven in North America.

Copper, zinc, lead, and silver in the discordant magmatic-hydrothermal orebody of the Conrad Mine, N.S.W., all have a relatively high mean abundance. Any single concordant sulphide orebody containing the same metals has a similar order of mean abundance of only one or two of these, particularly copper, copper and zinc, or zinc and lead.The relative abundances of the metals in the Conrad orebody vary more widely than in concordant orebodies, and the lead-zinc-silver and copper-zinc-lead relationships are significantly different.INTRODUCTIONIn previous investigations of metal abundances in sulphide ores, the basis of selection of the orebodies was their form, and to some extent their geological setting, rather than hypotheses concerning their origin. In all cases they were generally concordant with the bedding of the sedimentary or meta-sedimentary rocks enclosing them, and most occurred in volcanic-sedimentary sequences. Their mineralogies were simple, and they were copper, copper-zinc, zinc or lead-zinc rich in composition. Most were of the type ascribed by several authors to exhalative-sedimentary processes.In one of these investigations (Stanton, 1958), it was pointed out that since the metals in ores of this type showed similar abundance patterns and behaviour, it would clearly be of interest to examine, and to compare with them, orthomagmatic and vein types, unquestionably derived from their igneous rock associates.The present investigation is concerned with a single orebody, of clearly discordant type, and of indisputable hydrothermal origin. The abundance and behaviour of copper, zinc, lead, and silver have been determined and compared to similar data fOl!' the concordant type. Such a comparison tests the possibility that metal abundance patterns of base metal ores may be indicative of the mode of ore deposition.

Eleven workshops were held in various locations throughout the country in an attempt to reach the many diverse groups working in various mineral commodity areas and special ties. These meetings were held between March 1, 1974 and June 25, 1975. They were held under the auspices of the Bureau of Mines Contract to the University of Missouri-Rolla which was designed to help define Bureau research and development priorities. At each workshop a summary of current Bureau research and development was presented and the attendees were asked to present their ideas on what Research and Development programs should be undertaken to meet their needs locally. Participants included representatives of federal and state agencies, educational institutions, mining companies, equipment companies and other interested parties. The workshops covered under this report include lead mining in Missouri, limestone mining, coal mining both surface and underground in the midwest and in the Rocky Mountain area, iron mining in Minnesota, two top management meetings on institutional problems and, finally, a special two-day meeting on roof control.
