This report summarizes the cost of U.S, mining and milling industry compliance with the Environmental Protection Agency (EPA) interim water quality guidelines for waste discharges. Applicable excerpts from Public Law 92-500 are stated and interpreted in conjunction with the guidelines being used for implementation of the law. Over 200 U.S. Army Corps of Engineers applications for discharge permits were used to develop the quality and quantity data base needed to estimate the cost to comply with EPA guidelines, Cost of three basic treatment methods were considered: Aeration, addition of lime, and sedimentation. From the process design, cost-capacity graphs were developed to consider maximum flow rate, maxi lime addition, and average flow rates. The graphical method used in this evaluation should provide a reasonable guide to the effect of waste treatment and, therefore, Public Law 92-500 and corresponding EPA guidelines on the mineral processing industry. The cost of complying with the EPA guidelines will have the effect of prompting the mining industry to minimize the production of waste water and of undertaking some additional treatment, Two case studies are presented to illustrate efforts that might be fruitful for minimizing waste water production and for treatment of combinations of acid mine drainage, mill wastes, and metallurgical process wastes when treatment is deemed necessary.

Os valores medidos são comparados com as previsões feitas por ambos os modelos. As previsões do modelo SG estiveram mais de acordo com os resultados experimentais. Também foi demonstrado que o modelo SG é quase equivalente à TCD no caso de entalhes com raios grandes, quando a TCD usa o método do ponto. Para o caso de entalhes afiados, os valores dos limites de fadiga previstos pela TCD são mais conservativos que os previstos pelo modelo SG.

Experimentally determined and theoretically explained phenomenon of zonal disintegration of rock around the development working brings about the radical changes in existing ideas about the mechanism of interaction rock massive with engineering constructions.The essence of the phenomenon consists in the fact, that forming of non-elastic deformations zone goes on by way of more intensive deformation and destruction of rock simultaneously in several zones, covering partially or fully output circuit and divided by zones of destructed rock. Under the influence of change of massive strained-deformational condition of depositional rock an accidental deviation of zones of supplementary expansion and compression of rock from the previous positions take place. One can observe multiplicational change of the outline, size and form of all disintegration zones in the time within the area of the working influence at massive. This phenomenon was named "fluctuation of zonal disintegration of sedimentary rock around development working".

Mine ventilation energy consumption is one of the main sources of energy consumption in mining production, accounting for about one-third to one-half of the total energy consumption. Therefore, reducing the energy consumption of the mine ventilation system is crucial for mining production. With the premise of meeting the airflow requirements of the underground work areas and achieving sustainable development of mining production, this paper establishes a nonlinear optimization mathematical model for the mine ventilation network with the objective of minimizing the total power. Regarding the model, optimization of the decision variables was carried out using the method of minimum spanning tree. The constraints for air flow balance, wind pressure balance, and fan operating conditions were optimized using the exterior penalty function method, thereby transforming the model into a nonlinear unconstrained model. Based on this model, a modified sooty tern optimization algorithm (mSTOA) was proposed to achieve optimization. Improved the sooty tern optimization algorithm (STOA) by using the uniform reverse strategy, fitness value-distance balance selection strategy, and mutation strategy. The STOA, mSTOA, and three other classical optimization algorithms were applied to the optimization of a ventilation system of an actual mine. The experimental results show that after using mSTOA to optimize the ventilation network airflow distribution in the mine, the total energy consumption can be reduced by about 35.06% while meeting the constraints and demands of the ventilation network regulation and usage. This is of great value to mine roadway operation environment safety and clean production.

This Bureau of Mines report presents the results of tracer gas studies conducted at three facilities where bagger hoods had been installed several years ago to remove airborne silica dust from the vicinity of the bagging operator. The studies indicated that for optimum benefits makeup air must be evenly dispersed, the hood enclosures and duct systems must be as airtight as possible, the average intake air velocity of each hood should be at least 200 fpm, and the hoods and duct systems must be properly maintained.

The paper reflects part of the work from the European Regional Technical Committee on Piles (ERTC3) during its mandate between 1994 and 1999, and, in particular, describes the find­ings from an International Seminar held in 1997 in Brussels on European practice for design­ing axially loaded piles. The seminar included contributions from 17 European countries, each of which provided a synopsis of their respective national design approaches. This paper pays particular attention to the design methods based on laboratory and in-situ test data for both bored and displacement piles.

"INTRODUCTION Clay beds of southwestern North Dakota were investigated to determine (1) the average alumina content of the clays in four principal areas of occurrence, (2.) which, if any, would be the most feasible method of extracting alumina from the clays, and (3) whether the clays had any other commercial uses.During the investigation exposed sedimentary beds were examined for clay and the thickness and areal extent of outcropping clay beds in the more promising areas were measured. Four-principal areas of bentonitic clays, comprising 6,967 acres in Stark, Slope; and Billings Counties, N. "LOCATIONViceroy Minerals Corporation owns and operates the Brewery Creek heap leach gold mine located approximately 55 kilometers northeast of Dawson City, Yukon Canada. Dawson was home of the Klondike Gold Rush 100 years ago. Upon startup in November 1996, the Brewery Creek Mine was the northernmost operating heap leach gold mine in North America and one of the most northern in the world. Located at 64"" 02' latitude, the mine is less than 300 km south of the Arctic Circle. Access to the mine is available at Kilometer 14 of the Dempster Highway, linking Inuvik, NWT and the Klondike Highway, 40 kilometers east of Dawson City. The immediate vicinity is the only part of Canada not glaciated in the Wisconsin advance, which has resulted in an oxide ore deposit due to approximately 80,000 years of weathering - an area unique in Canada.DESCRIPTION OF OPERATIONSIn order to utilize heap-leaching technology successhlly in an extreme northern climate, a number of design features were incorporated into the process flow sheet to operate on a year round uninterrupted basis. Winter temperature may dip below minus 50 ""C, demanding an approach to mining and leaching that is different from heap-leach operations in more temperate climates. Because of the severe winter temperatures, the mine operates approximately 2 10 days per year, while the leaching process is continuous on a year round basis. Run of mine ore (ROM) is placed on the heap beginning in mid April until late October. Overall gold recovery is projected to be 78% over a 325 day leaching cycle with annual production levels of 2.3 million tonnes of ore placed on the pad, with an average of 75,000 ounces of gold recovered per year. The recovery process utilizes conventional sodium cyanide leaching, carbon adsorption, high pressure stripping, thermal reactivation and acid washing, and on-site smelting.HISTORYFollowing a comprehensive governmental and public review of the proposed project, a Class A Yukon Water license was issued in August, 1995. Construction started in 1995 and leaching commenced in October 1996.A Socio-Economic Accord with the Tron Dek Hwech'in First Nations provides for employment, contract, and scholarship opportunities for First Nations citizens."

This report presents a detailed study of low temperature, entrained-bed carbonization of an Australian coking coal. The coal studied was high-volatile B bituminous from the Foybrook mine, an open-cut operation in the Liddell seam, New South Wales, Australia. Carbonization was conducted in an 8-inch diameter, continuous vertical reactor at several temperatures from 960° to 1,300° F. It was demonstrated that this bituminous coal can be carbonized within this temperature range to produce tar and a nonagglomerated char, without prior oxidation or char recirculation. Carbonization rates from 138 to 287 lb/hr (as-carbonized basis) were investigated. It was found that the carbonization temperature and the air-to-coal ratio must exceed minimum values to insure continuous operation. At the higher air-to-coal ratios employed, all or most of the carbonization heat was provided by internal combustion with air in the reactor. At the lower air-to-coa1 ratios, part of the heat for carbonization was supplied externally. On the moisture-and ash-free basis, the yield of tar plus light oil ranged from about 26 to 44 gallons per ton, and the char yield ranged from approximately 1,160 to 1,370 pounds per ton. The heat in the gas ranged from about 900 to 3,000 Btu/lb of moisture-and ash-free coal. Carbonization product yields correlated well with air-to-coal ratio and carbonization temperatures. The volatile matter in the char was found to be temperature dependent. At 1,300° F carbonization, the volatile matter in the char was 8.7 percent (dry basis), whereas at 9600 F carbonization, the residual volatile matter was about 16 to 18 percent (dry basis).

"Industrial use of abrasive stress takes place in the area of fine grinding and in order to clean surface contaminated soil particles. Also, at many mechanical operations abrasion emerge as an unintended side effect. At the Institute for Raw and Waste Material Processing at the Technical University of Berlin systematic investigations are carried out, to further the knowledge regarding the dependence of abrasion process on material properties and stress mechanisms as a basis for design and optimisation of the process or for its avoidance. Aim was the mathematical description of the abrasion process running with a single particle stress. For the purpose of investigations an agitation cell was used. Limestone served as material.In the presented work the influence of particle diameter, particle shape and collision energy on the mass and particle size distribution of abrasion debris was studied. The surface geometry of the particle was characterised by the particle shape factor ?x and the particle diameter dp. The particle shape factor ?x stays in direct relation with the abrasion degree x, and can be substituted by a mathematical function of x.Physically the particle shape factor ?x can be interpreted as a proportion of abrasive stresses splitting up complete crystals and crystal fragments. These two different mechanisms depend on different ratios of curvature of the surface of the stressed particle. The abrasive stress of strongly curved surface areas leads to separation of complete crystals. The abrasive stress of weakly curved surface areas leads to separation of crystals fragments. Accordingly the mass of wear mAb and median diameter of the abrasion debris d50 are different. The derived mathematical relations consider this behaviour by the particle shape factor ?x , which represents the ratio of the mixture of both stress mechanisms. The dependence of the particle shape factor ?x on the abrasion degree x with an exponent approximately to 2/3 points out that the particle shape factor ?x represents a surface area relation."

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. From March to May of 1963, the Bureau of Mineral Resources carried out an experimental aeromagnetic survey at Cobar, New South Wales, to field test a proton-precession magnetometer installation in the Cessna aircraft VH-GEO. The Cobar area was chosen as considerable information was already held on the Earth's magnetic field there, which was known to provide a range of anomalous areas that are not excessively disturbed.A procedure for survey flying and methods for processing data were developed during the survey. Contour maps of the aeromagnetic results were produced in the field. The experimental survey was successful in outlining magnetic anomalies in detail.INTRODUCTIONSince 1951 the Bureau of Mineral Resources, Geology and Geophysics (B.M.R.) has carried out an airborne magnetometer exploration programme with DC.3 aircraft carrying fluxgate magnetometer equipment. Recently a proton-precession magnetometer was developed by the Design and Development Group of the B.M.R. for observatory use. One unit modified for airborne use was installed in the Cessna light aircraft, VH-GEO. The Cessna was modified structurally to take the magnetometer, associated bird, and winch gear.The proton-precession magnetometer has many good features.1. The results of designing, constructing, installing and operating a ventilation monitoring system throughout an entire commercial coal mine is presented. Measured parameters were airflow, methane, carbon monoxide, temperature, relative humidity and differential pressure. A central computer provided for automatic system operation. Preliminary tests of two remotely controlled ventilation regulators were performed in conjunction with the monitoring system.

The present knowledge on ground movements and mining damage is mainly based on observations made when mining seamlike deposits. The studies, rules, and regulations in different countries agree in that the differential ground movements, especially the strain, account for the damage to structures. Accordingly, large buildings are particularly susceptible. The opinions on what amount of ground deformation induces what degree of structural damage are not quite uniform. Mining damage can be reduced or prevented by structural and/or underground precautions. The latter comprise measures for generally reducing the ground movements (leaving pillars, filling, partial extraction) and for reducing temporary movements (rapid extraction, specially arranged workings). Because the differential movements decrease with increasing depth of mining, safety pillars are largely dispensable at greater depths. Shafts are mainly affected by the vertical derivatives of rock displacements, but extraction in the vicinity of shafts is feasible even under difficult conditions. The theoretical concept of the ground movement process established in part 1 of this work is in qualitative agreement with the facts herein observed. As a quantitative approach, it should be applied to calculating ground surface movements rather than rock movements about underground openings. It can be extended by introducing more detailed strata characteristics.

In the early stage of front end studies of an Iron Ore Project, the sizing of surge capacities and stockpiles are normally assumed based on the experience of the study team. Understanding and sizing of these capacities at the early stages of the project are important for future stages of the project as drastic changes in sizes will impact the economics of the project at that stage. An innovative user configurable high level dynamic modeling tool has been developed to assist in speedy evaluation of assumptions made by the study team. This model incorporates systems or facilities that are commonly used iron ore project from mine to port. This model includes subsystems that will simulate all the logistical components, major process plant systems required for an Iron ore project. The output data provided by this high level dynamic simulation tool will enhance the confidence level of engineering carried out during the early stage of the project. This paper discusses the innovative tool capabilities and a test case comparing various techniques used in iron ore project front end studies.

"SUMMARYDuring December 1945, the Bureau of Mines began churn drilling the Winchester zinc deposit, 11 miles south of Joplin in Newton County, Mo. The deposit lies in a virgin area northwest of the Seneca fault. It is one of several deposits partly proven by drilling but never developed.Logs of 28 privately drilled holes had indicated a substantial tonnage without delimiting the deposit. It appeared that additional drilling might increase this reserve sufficiently to justify mining. A, total of 6,33 feet of churn drilling was completed in 17 holes drilled by the Bureau of Mines. Twelve of the holes penetrated minable ore extending the length of the known deposit and materially increasing its estimated tonnage.INTRODUCTIONDuring May 1943, the Winchester property in Newton County, was visited by an engineer 3/ of the Bureau of Mines, accompanied by Dr. A. N. Winchester, owner, and Charles Keith, lessee of the property. At the request and with the assistance of these gentlemen, examination of the property was undertaken. Logs of 28 churn-drill holes were collected, hole locations were surveyed, and available historical data were obtained. It was concluded that although existing drill holes indicated considerable reserves, additional drilling might increase the tonnage substantially. In addition, it was believed that better knowledge of this ore deposit could be obtained by drilling further, and this knowledge could, in turn, be applied to other less proven deposits in the same field."

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated.
