"What affects and influences one’s perspective of the mining and metallurgical industries?One’s perspective of the industry we work in changes over time as a function of our experience as well as from the interaction we have with colleagues locally and probably even more so with those internationally. Furthermore, the ever-changing environment continues to impact the context in which one sees things. Living mostly in South Africa through its changes in the past fi fty years but also having the opportunity to travel extensively and work on projects abroad adds an invaluable richness to this more global perspective. One of the greatest challenges is how best to use this experience to endeavour to support the many potential opportunities in southern as well as sub-Saharan Africa. However, one has also to face the realities of how the best interests of the country and its peoples are sadly often not well served for various unfortunate reasons. Investment, education, regional stability, and good governance are some of the most critical considerations for the prosperity and survival of the region.The mining and metallurgical industry in southern and sub-Saharan Africa changed significantly during the post-colonial and apartheid eras as a result of global and regional developments that have impacted the ownership of businesses, the technologies used, and products produced in a manner that was not envisaged even fi fty years ago. Southern Africa’s mining and metallurgical industry has progressed from one based mostly on diamonds and gold in the late 19th century to a much more diverse one that involves the production of a variety of other precious, base, and ferrous metals and minerals as well as coal and industrial minerals. The infrastructure and manufacturing capacity was largely developed to meet the needs of this industry during its growth phases, but even though the dynamics have changed there is still a need for more efficient and effective support systems in the region."

However, in light of the recent events of September 2001, additional changes in the Federal Explosives Laws and Regulations may be forthcoming. The nature and extent of any such potential changes are impossible to gauge at this time. However, this synopsis of the changes contained in the September 2000 Orange Book, ATF P 5400.7 was current at the time of this writing. The investment decision making process in the insurance and finance industries is affected by new advances such as simulation techniques. These advances have improved the discounted cash flow method (DCF). In DCF, a dynamic and flexible model construction is not possible because it does not consider uncertain conditions. Each project should be evaluated taking into account the related uncertainties because the related uncertainties determine the characterization of the project. Related uncertainties can be processed in dynamic DCF, which is applicable to both financial and non-financial industries with different kind of uncertainties, such as power generation and petroleum projects. The dynamic DCF method can estimate net present value (NPV) while managing related project uncertainties with a simulation method like Monte Carlo Simulation. The simulation method is preferred because its output is unbiased. Therefore, a more realistic financial evaluation of the project can be concluded. In spite of the improvement of dynamic DCF, this project evaluation method is not used frequently in mining industry. However, the mining industry is ideally suited to this concept because it is highly dependent on estimations such as orebody size and ore grade. During the project evaluation stage, these uncertainties can be included with the dynamic DCF method. This study aims to contribute to increasing the usage of this method in mining projects. A copper reserve in Turkey is selected as a case study to apply uncertainty assessment for the evaluation of NPV.

The analysis summarized herein evaluates the Bureau of Mines Program for Advancing Mining Technology Oil Shale in terms of the economic benefits which may be derived for the Nation as a result of its successful research and development efforts. On the basis of postulated oil shale production scenarios, benefit-cost ratio indicators are computed for the program elements as they apply to surface, underground, and modified in situ oil shale mining systems. Eight value indicators are used to measure the Program's beneficial impact on the future oil shale industry in relation to planned research and development costs. These are: capital cost savings, operating cost savings, labor savings, environmental quality maintenance cost reduction, reduction in production costs, byproduct production benefits, total production benefits, and additions to recoverable reserves. Program costs are aggregated from 1974 through 1987 and major benefits are accrued from 1982 through 2040. Both cost and benefit streams are discounted to mid-1975 present value.

Under Bureau of Mines Contract H0122007, Telcom, Inc., with the assistance of Fenix & Scisson, Inc., conducted a 17-month research and development project aimed at provid¬ing a field-test model of a guidance system for use with the Bureau of Mines Probe Drill. The Probe Drill is a part of the Bureau's Mine Rescue System developed under Contract H0101262. Volume I of this report is subdivided into seven sections. Volume II consists of a number of supporting appendices. In addition, there were delivered under the Contract, a number of other documents which are referenced in the text. Section 1 deals with essential contract information, Program Background, and a general system description. Section 2 covers the project chronology in brief. Section 3 is a digest of design considerations and implementation related to the requirements of the Contract. Section 4 is a description of the System, including illustrations of the hardware, and software. Section 5 is devoted to Operation and Maintenance. Para. 5.1 describes step-by-step field assembly and disassembly of the downhole unit. Para. 5.2 covers Operation. Para. 5.3 covers various aspects of maintenance from the lowest field echelon possible. Higher level maintenance must be accomplished in the laboratory, for the present field-test model. Para. 5.4 covers system calibration. Para. 5.5 covers detailed step-by-step operational sequences. Section 6 covers the results of the field testing, post-test evaluation, and recommendations. Essentially, we conclude that the present hardware (field-test model) has proven every aspect of system performance, but failed to provide reliable assurance of an operationally ready system. Telcom, therefore, recommends a three-phase continuing effort devised to provide the operationally-ready model of the system.

Keywords: Submerged-arc furnace, plasma furnace, d.c. furnace, scale up, Søderberg electrodes, smart grid, demand side management, load shedding This paper argues that the scale up of furnaces and the supply of electricity are going to be two major issues that will affect the ferro-alloy industry in the near future, and that economic factors will drive this development. The most common type of furnace for producing ferro-alloys at present is the submerged-arc furnace with three electrodes, fed from a three-phase a.c. electrical supply. The scale up of this technology has now reached a fundamental constraint, which is caused by the electrical reactance of the secondary circuit. If the economy of any further scale up is to be achieved in the future then a different technology will have to be used. The supply of electrical power in future is likely to become a more complex issue than it is at present. Existing submerged-arc furnaces tend to run at fairly steady loads, but the ability to swing the load under demand-side management may offer advantages, and may allow a furnace to get cheaper power from the organisations that supply this power. This will have to be counterbalanced against the nuisance factors incurred by having a varying load in the operation of the furnace. Various options are therefore discussed in this paper. The possibility of scale up of Søderberg electrodes is discussed, as well as the use of d.c. power and multiple electrodes. Some of the issues with load swinging are also examined. A particular scenario is also briefly presented to show that considerable further scale up of ferro-alloy furnaces is still possible.

A new method of constructing retaining walls, in-situ, prior to excavation has been developed. This "Vertical Earth Reinforcement Technique" VERT, has been demonstrated at a full scale test wall at the National Geotechnical Experimentation Site at Texas A&M University. This 10 meter high wall, was constructed of elements of soil mixing in an array that forced composite behavior between the soil mixed elements and the in-situ soils. Inclinometers and extensometers were used to verify the performance of the wall. The construction and results of the testing are presented.

The acceptance of AugerCast piles in Canada has been limited. Many engineers are apprehensive about the quality of the piles produced by this method. However, advances in the sensing instruments and computer technology can now provide satisfactory levels of quality assurance. Post construction tests such as the sonic echo method can give an indication of pile shaft integrity. Computerized monitoring of the pile installation process is an immediate and more positive method of quality assurance. The computer continuously measures and records the parameters which indicate the quality of the pile. If these parameters do not indicate a satisfactory pile, it is replaced before the concrete hardens. Computerized monitoring of the installation process is another tool available to the engineer. The data from this system analyzed with soil borings, site inspections, and possibly sonic tests can provide the engineer with enough information for pile certification.

Longwall and continuous mining are prevalent methods employed by Chinese underground coal operations. The main ground control challenges include roof skin deformation, roof collapse, and outbursts of coal, gas, and water. Microseismic monitoring provides valuable information on rockmass behavior and fracture propagation caused by stress redistribution, active geological structures, or gas build up within the coal strata and the surrounding rockmass. Collecting and assessing seismic data has proven to be an instructive tool for engineers to better assess ground conditions and mitigate seismic hazards associated with mining. The development of intrinsically safe and explosion proof certified seismic monitoring equipment has revolutionized China?s underground coal mines. The use of this technology allows for the optimization of gas drainage at an increased rate of two at a 50% higher purity without any increase in drilling costs. Microseismic monitoring can also be used in identifying seismically active faults and shear zones. This information can be used to assess and revise mining strategies to improve safety and ground stability.

In this report, recommendations are made for programs to develop workable techniques to stop or prevent acid mine drainage formation in those underground coal mines where acid production could take place. These recommendations include development of mine closure technology, development of surface water infiltration control procedures, study of the effect of roof collapse on mine water characteristics, evaluation of the long-term effects of flooding underground mines above drainage, investigation of the effectiveness of section sealing in active mines, development of a simple model for predicting mine water quality and quantity, preparation of a manual on mine drainage abatement procedures, and development of a program to disseminate information on mine drainage abatement to the coal industry. These recommendations are based on an in-depth evaluation of information acquired over years of research on acid mine drainage formation, on numerous laboratory and field studies of methods of preventing or minimizing acid mine drainage formation, and on review of the geological, hydrological, and mineralogical factors involved. Using bench-and pilot-scale coking facilities, the Bureau of Mines produced experimental coke from blends of char with Sunnyside coal (high-volatile A bituminous) from Carbon County, Utah. At bench scale, additions of char made from lignite improved resultant cokes when concentrations of up to 60 pct were used in the blends. At pilot scale (500-pound movable-wall oven), four chars made by entrained-bed carbonization techniques from the parent Sunnyside coal and from a North Dakota lignite were used in two-component blends with the Sunnsyide coal. Chars from Sunnyside coal had volatile matter contents of 5.8, 9.8, and 16.0 pct, moisture-free basis; the char from the lignite had 16.6 pct. In twenty-five 500-pound tests, improvement in coke quality was observed from all blends at char concentrations to 17.5 pct. The best coke, produced from a concentration of 12.5 to 15 pct of S.8-pct volatile char, exhibited physical properties approaching those of an industrial coke produced from Sunnyside coal blended with three higher rank blending coals. Studies were also made of the effects on coke quality of char source, of particle size, of comparative use of char and of a blending coal, and of prolonged coal storage.

Many of the major international gold mining companies provide data on rates of greenhouse gas (GHG) emissions as part of their environmental reporting commitments. These data are evaluated by an index defined as the annual GHG emission rate in metric tons, divided by the annual amount of gold produced in grams, and referred to as GHGgold. This paper examines ranges of GHGgold values for a cross section of gold mines as a function of mining method (openpit, underground and combined operation) and ore-processing method (mill, heap leach and combined methods) for reported ranges of operational data, including annual total tons mined, ore processed and gold grade. The evaluation shows that ranges and distributions of rates of GHG emission are approximately similar across different mining methods and ore-processing methods. The data presented in this paper provide the context needed to make comparisons of GHG emissions reported in companies’ annual reports to the ranges reported for the overall gold mining industry.

Gold mines produce unique water treatment requirements. This paper focuses on case studies of innovative processes used for treatment of water resulting from gold mining and processing. The case studies include treatment of mine dewatering water for beneficial application from an Australian gold mine, Bendigo Mining, as well as treatment for arsenic removal of tailings water from mining and processing at Goldcorp mines in Canada. Gold mining can often require dewatering to prevent groundwater seeping into and flooding the mine workings. Gold mining and processing often accumulate wastewaters in a tailings dam. The mine water can contain contaminants such as dissolved salts, iron, arsenic, manganese, heavy metals and odorous sulfates. Environmental discharge requirements as well as community needs for water drive mine operators to consider the most appropriate water treatment process. Treatment of gold mine water can require processes including oxidation, pH adjustment, coagulation, flocculation, clarification, further oxidation/adsorption of specific metals such as manganese, filtration, salt reduction utilising reverse osmosis, brine minimisation and other innovative technologies. These processes are discussed through the case studies with examination of the specific treatment process that is required. This paper uses real case studies of gold water treatment processes to explain and examine the technology and the reasons for designing specific processes. The focus is toward explaining innovative processes where the water is used for sustainable environmental discharge or treatment to a quality that can be beneficially used by the local community.

The high resolution resistivity method (HRRM) is developed specifically for detecting underground cavities and tunnels. HRRM has a special feature in that it can recognize and cancel static shift, which makes it different &om the high density resistivity method (HDRM). In searching for various means for detecting underground cavities, we found that the detecting depth of the transient electromagnetic field method (EM) depends mainly on the measurement duration, not the loop area. In addition, TEM can also be used to locate the high-resistivity bodies. In order to use them for local working site conditions, we combine HRRM with TEM to become a combined electromagnetic method. Since the late 1980's this method has been used to locate abandoned mines and air passages and burning centers of mine fires with great success. This paper cites case studies for which this technique was successfully used.

The installation of the George Fisher flowsheet in the lead/zinc concentrator at Mount Isa Mines Limited has recently been completed. The George Fisher flowsheet involved moving flotation capacity from the lead circuit to the zinc circuit and changes in zinc circuitry, changes in the reagent regime and increased regrinding capacity, using IsaMills, to regrind some streams to 80 per cent passing seven microns. The project was highly successful, delivering a five per cent increase in zinc recovery within a fortnight of commissioning. The George Fisher flowsheet was developed over six years. Laboratory work built upon the knowledge gained from investigating and processing the Mount Isa and Hilton orebodies. The engineering design and construction for the brownfield expansion of the existing lead/zinc concentrator had significant involvement from the operational, maintenance and technical personnel. Experienced personnel were seconded from the concentrator to the design and construction groups to ensure smooth integration of the new flowsheet into the existing concentrator with minimum downtime, and maximising the reuse of existing equipment. The combination of thorough design, good project integration with operations, and a good commissioning plan allowed almost immediate delivery of project gains. The project was highly successful, the full design improvements were achieved within two weeks, allowing the focus to move to developing future improvements.

For most of the 20th century optical petrography has been the primary petrological and mineralogical tool used to characterize coal. The development of quantitative SEM-based techniques, e.g. QEMSCAN®, for coal began only about a decade ago. The application of these techniques for coal lagged behind other commodities, but they are currently being developed with the aim to provide ?one complete analysis? for coal. Quantitative SEM-based techniques are supplemented by quantitative X-ray diffraction (XRD). Recent indications are that these more modern techniques cannot replace the ?standard? petrographic and chemical evaluations, but rather complement them where and when required. The great advantage of quantitative SEM-based techniques is that they are very rapid, with the result that large volumes of samples can be processed on a routine basis. This is ideal for coal type identification, since the results can be used in the creation of ?intelligent? composites. This can lead to the more speedy evaluation of coal deposits by reducing the number of samples on which detailed metallurgical and characterization test work is required, without an increase in the overall statistical error of the resource model. Coal petrography, however, remains important for the prediction of the coking characteristics of certain coals and coal products. As a consequence it is therefore important that any coal laboratory be able to produce data with confidence. "Silver and gold leaching by cyanidation is a well-known process used around the world. This reaction is often accompanied by the leaching of other species throughtout the cyanidation circuit that causes the diversion of cyanide towards non valuable by-products (SCN-, Cu(CN)x, Fe(CN)x, etc.). One of the detrimental impacts of the formation of these by-products is the precipitation of silver-cyanide complexes that occurs when cyanide concentration is too low. Without any extra-addition of free cyanide, the precipitated silver is lost and cannot be recovered causing an important economic loss. To overcome silver precipitation, cyanidation circuits are often operated at higher cyanide concentrations. Recently, COREM’s research team has been working on a technology to measure and control silver precipitation during the cyanidation process. Moreover, a methodology has been elaborated in order to evaluate threshold cyanide level which corresponds to the cyanide concentration at which silver starts to precipitate. This technology has been tested on site on a real cyanidation circuit at Agnico Eagle’s LaRonde mine."

This paper describes in detail various problems concerning the construction of a pile-raft foundation supporting a 42-storey tower block. The subsurface generally consists of highly weathered sedimentary rock. A comprehensive instrumentation program is implemented to monitor the behaviour of the foundation system throughout the construction period of the superstructure. Instrumentation observations are highlighted in the second half of the paper.

When a fan or blower breaks down or becomes worn, customers have two choices. They can replace it or they can have it repaired. In the past, replacement was the preferred option, especially when the equipment was severely damaged or worn. Now, however, customers are discovering the benefits of repairing or rebuilding. Even when the cost of repair is more than 60 percent of the cost of a new fan, customers are choosing the repair option. The cost savings can range from 20 percent to 80 percent. In many cases, the quality of the repaired part or component will exceed the quality of the original. This is because repair engineers have an advantage over the original designers. They can see how the existing fan performed — or failed to perform — in a specific application.
