The Underground Construction Association?s (UCA) 2014 North American Tunneling (NAT) conference is expected to attract about 1,000 tunneling and underground construction professionals. With the theme ?Mission Possible,? attendees from around the world will hear the latest in tunneling and underground construction technology in the two-and-a-half days of technical sessions. The meeting is scheduled for June 24-27 at the JW Marriott Los Angeles Live in Los Angeles, CA. In addition to the technical programming, the accompanying exhibit has attracted 143 exhibitors in 162 booths. And the conference will offer short courses and plenty of social activities that will provide attendees the opportunity to catch up with each other. In addition, a proceedings volume containing all of the 128 papers will be available. An impressive lineup of sponsors will help attendees enjoy the conference. Cyprus Sierrita produces copper and molybdenum from its Sierrita and Twin Buttes open pit mines south of Tucson, AZ. Both pits were started in the late 1960s and are more than 460 m (1500 ft) deep. Sierrita has used a Caterpillar 992C Remote Controlled Loader since January 1993. The loader was justified to increase safety and profits at Sierrita. It has exceeded all expectations. As of June 1993, the 992C had produced additional profits of more than $1.5 million. Safety and Geotechnical The safety of Cyprus personnel and equipment is always of prime concern. The remote controlled loader removes personnel from the active raveling area. But it requires prudent operation. The Coteau Properties Co.'s Freedom Mine is a surface lignite mine that uses large draglines, trucks and shovels, tractor-scrapers and bulldozers to uncover a single coal seam. In 1989, a work order system was instituted to record data by equipment type, cost, productivity and distance. The system was also used to provide historical information to plan the most efficient and economic use of each equipment type in the mining operation. The Coteau Properties Co. is a wholly owned subsidiary of The North American Coal Corp. The company was formed in 1972 to supply lignite from its Beulah-Hazen coal reserve to a coal gasification project and an electrical generating facility located near Beulah, ND. The reserve consists of a single coal seam between 3 and 7 m (10 to 23 ft) thick. The overburden above the coal is predominately glacial tills and clays and ranges from 6 m (20 ft) to more than 60 m (200 ft) thick.

Mining was the first economic activity carried out in Cuba, by the colonial conquerous, i.e. gold extraction from rivers and use of asphalt to calk their ships; however, due to different historic reasons only a limited development took place in this field during the colonial domination. During the republican period beginning early in this century, other interests lead to a larger scale exploitation of some known deposits. From the beginning of the century up to the triumph of the Revolution in 1959, not less than the following figures were extracted of some Cuban minerals: Refractory Chromium 3,300,000t Manganese 7,650,000 t Copper 9,000,000 t Iron 22,000,000 t Nickel 150,000 t (Ni oxide and sulphide These productions were practically directed to cover the demands of the U.S., industry and some-times these Cuban ores were almost the sole suppliers of the market.

The summer joint meeting of the East Tennessee and Carolinas Sections of SME was held in Morristown, TN, on July 29 and 30, 1994. The Friday portion of the meeting began with a field trip to Asarco Inc.'s Young Mine and Mill, one of four mines operated by the company in the Mascot-Jefferson City district. The Young Mill processes ore from two other mines as well as its own, first by heavy media separation and then by standard flotation processes. Zinc concentrates are shipped by truck and barge to an electrolytic refinery in Clarksville, TN. The heavy media rejects and the dolomitic limestone tailings are sold through Asarco subsidiary American Limestone Co. Saturday's technical session, organized by Program Chairman Bob Fulweiler of the Tennessee Division of Geology, provided a review and status report of the zinc industry in Tennessee. This article summarizes papers presented, including one on recent developments in underground blasting.

The U. S. Department of Energy's (DOE) Yucca Mountain Project (YMP) is a scientific endeavor to determine the suitability of Yucca Mountain for the first long term, high level nuclear waste repository in the United States. The status of this long-term project from the construction perspective is described. A key element is construction of the Exploratory Studies Facility (ESF), which is being excavated with a 7.6 m (25 ft) diameter tunnel boring machine (TBM). Development of the ESF may include the excavation of over 15 km (9.3 mi) of tunnel varying in size from 3 to 7.6 m (10 to 25 ft). Prior to construction, extensive constructibility reviews were an interactive part of the final design. The intent was to establish a constructible design that met the long-term stability requirements for radiological safety of a future repository while maintaining flexibility for the scientific investigations and acceptable tunneling productivity.

Large scale copper heap leaching in Chile began in November 1980 when the Lo Aguirre heap leach project was put into operation. At almost the same time, El Indio gold mine began production. While El Indio was not a heap leach project, it was Chile's first major bulk tonnage, open-pit gold deposit. This paved the way for the introduction of North American gold heap leach technology in the early 1980s. Heap leaching has become more popular in Chile during the past five years because it allows the exploitation of large but relatively low grade ore bodies at a reasonable cost. Pioneering research in hydrometallurgy carried out at some Chilean universities and at the Centro de Investigaciones Minero Metalurgicas (CIMM) played an important role. There are more than 10 large copper heap leach and solvent extraction/ electrowinning (SX/EW) process plants in different stages of development in Chile. Total production from these facilities will eventually increase Chile's present copper exports about 50%.

New Mexico?s active coal mines have reclamation challenges that are being successfully resolved through the application of geomorphic grading methods. Soils and overburden material are often of poor quality, and annual precipitation is low. Revegetation on south and west aspect slopes often failed to persist. The New Mexico Mining and Minerals Division had therefore been encouraging topographic diversity on reclamation to improve water harvesting and reduce the percentage of south aspect slopes. Steeply dipping, multiple coal seams may be mined by open pit methods. Structurally-controlled trellis drainage patterns that exist premine have to be replaced with dendritic drainage patterns on reclamation where the overburden had been pulverized. Sodic spoil material is prone to differential settling and the creation of piping features in areas where runoff ponds, which may lead to downslope instability. In each of these scenarios, the approximation of natural drainage patterns on the reclamation has reduced erosion and sedimentation by creating shorter slopes with correct profiles, and by improving conditions for revegetation establishment.

WaterFlush Technology and WaterFlush crushing offers significant operational ben­efits in gold milling operations. WaterFlush crushing is the technology that Nordberg Inc. has developed, tested and proven in an actual operation during the 1980's. Patents have been obtained for both the process and the apparatus of implementa­tion. WaterFlush involves volumetric process controlled water flow into the ore feed cav­ity of a WF cone crusher. While the addition of water in itself is not new, the con­trolled amount of water coupled with the WF crusher operating parameters are revolution­ary. The WF crusher is a specially designed version of Nordberg's Omnicone crusher oper­ating at higher speeds, with a reduced ec­centric throw and higher horsepower capabil­ity. The results are increased capacity, higher crushing energy input and a finer crusher product. The WF crusher product is a slurry containing 40-60% solids by weight.

The Bureau of Mines, U.S. Department of the Interior, is investigating biodegradation of cyanide as a means of decommissioning heap leach operations. Biological oxidation decreased weak acid dissociable (WAD) cyanide in process solutions from 50 to 170 ppm down to 0.1 ppm. The tests were conducted both in trickling column reactors, using quartz as the growth surface, and in upflow columns, using activated carbon as the growth surface. In addition, exploratory tests indicated that bacteria will destroy residual cyanide in leached ore. A flowsheet has been proposed for closure of heap leach operations in which the metals processing portion of the plant, possibly the carbon adsorption columns, or a collection pond is used as a bioreactor. The cyanide in the process solution is destroyed in the bioreactor and the treated water is used to rinse residual cyanide from the spent heaps. The water is recycled until the effluent WAD cyanide concentratio� meets discharge standards.

The fluidized bed was invented by Fritz Winkler of Germany in 1921. The first application in the U.S. was in the development of the fluidized bed catalytic cracking of petroleum in 1942. Today, fluid bed cracking reactors are an integral part of every oil refinery. When fluid bed technology was first considered for applications outside the petroleum industry it was recognized to have uniform temperature, close control of the gaseous atmosphere and excellent mixing between solids and gases. Roasting of sulfide ores and concentrates was an obvious match. The first application was a single stage roaster for gold refining in 1947. There have been over four hundred commercial fluid bed roasters built and operated successfully in the four decades since the fluid bed was invented. There are three general categories of roasting applications. The largest number of roasters fall into the dead roasting category which includes gold ore roasters. The other categories are sulfating roasters and partial roasters (Reference 1).

Robins Engineers & Constructors, Inc. as the exclusive U.S. licensee introduced the PIPE CONVEYOR to the North American marketplace early in 1984. The sale of the first PIPE CONVEYOR in 1985 was a difficult task since the conventional troughed belt conveyor was the accepted and the most widely used means of continuous transportation of bulk materials handling in the world. Initially our clients viewed the PIPE CONVEYOR as a departure from the normal and accepted form of material handling. Since then, the parent company of Robins Engineers merged with Krupp of Germany to form KRUPP ROBINS, INC. in the United States. To date there are over 462 PIPE CONVEYORS operating worldwide with the majority of the long overland systems designed and installed by Krupp Robins, Inc. The PIPE CONVEYOR is now becoming the norm, viewed by those who are familiar with its capabilities as the preferred method of transportation for all bulk solids.

The development of precious metals ore agglomeration with a cement binder, by the U.S. Bureau of Mines, has allowed the economical heap leaching of low grade gold ores (<0,05 oz/ton) over the last decade, Even with the Bureau of Mines technology, numerous operations continue to experience channeling and blinding problems. A research project was undertaken at Nalco Chemical to address situations where improved agglomeration is needed, By increasing the incorporation of fines into the agglomerates,the segregation of ore by size which occurs from handling will be reduced and channeling minimized. A stronger agglomerate will reduce fines migration during leaching and prevent blinding of the heap, Both of these changes will give an even flow of barren solution throughout the heap and give solution contact with all of the ore. This paper presents the development of polymeric agglomeration aid, Nalco 9760 which has given a higher rate of and a higher total gold recovery in plant evaluations.

An oversupply of copper on world markets in the early 90' s, coupled with a decrease in demand, resulted in a "tight" market for the sale of copper concentrate. In these conditions small producers of low grade copper concentrates found it difficult to sell their products. The situation was exacerbated for those producers also having reasonable quantities of penalty elements (e.g. As, Bi). The Telfer Gold Mine bulk copper gold concentrate, produced from treating underground sulphide ore, fell into this category (i.e. 16% to 20% copper, 30% to 35% sulphur and 3500ppm to 4500ppm arsenic). The concentrate sulphide minerals are predominately chalcocite and pyrite. Although a higher grade copper concentrate was attainable a substantial decrease in gold recovery ensued. Under the prevailing market conditions a decision was made to stockpile concentrates pending either an easing of market conditions or alternatively finding an on site method for treating the concentrate to recover both the contained gold and copper.

This paper presents the results of laboratory experiments for the detection of electric signals from Fiber Reinforced Polymer (FRP) sheet samples which have undergone a temporally increasing loading of bending type up to fracture. Electric signals that were recorded while the sample was subjected to bending are referred from now on as Bending Stimulated Currents (BSC), in order to differentiate them from the relevant signals emitted by materials that suffer uniaxial compressional stress. The latter signals are referenced as Pressure Stimulated Currents (PSC). BSC emitted from FRP sheet samples presented here, were recorded after applying three successive load steps to samples. The increase rate of applied stress was about 0.15kN/s. Initially starting from low load values to higher load values until the FRP sheet reaches at a state just before its failure. The BSC records from FRP samples are compared to equivalent recordings from cement mortar beam and distinguishable differences are discussed.

The Front Range Infrastructure Resources Project (FRIRP) of the U.S. Geological Survey (USGS) is currently using Landsat Thematic Mapper? and air- borne-visible-infrared-imaging-spectrometer (AVIRIS) data along with planned thermal-infrared data and interferometry-synthetic-aperture radar (IFSAR) data to assess the industrial-minerals quality and quantity along the Colorado-Wyoming Front Range Urban Corridor and to characterize surrounding areas. Landsat? satellite data show synoptic views of the corridor, which may readily be used to identify potential regions of permissible terrain, such as river drain-ages, pediment surfaces, upturned lithology, and bed- rock exposures, where various types of deposits may occur. Descriptive models of these deposit types are used to define the physical features that need to be recognized and characterized. In the case of Landsat? data, the measured light is either reflected or partly absorbed by surface materials, depending on the wave- length of the light, which allows coarse mineral classifications to be made.

In an exchange of views with the Program Chairman for the Technical Session on Industrial Minerals and Investment in Foreign Countries, it was agreed that it would be more interesting to approach the problem of mineral investment in foreign countries in a more general framework and not confine it to industrial minerals. Therefore, this Bureau of Mines report is proposed to examine current attitudes toward investments in foreign mineral resources and restraints that they impose on investments necessary to assure supply for future global mineral needs.

A variety of equipment is being used for roadheading and tunneling in the mining industry. In United States drum-type continuous miners are used most extensively. In Europe and Canada mine roadways are driven mainly by roadheaders. The application of tunnel boring machines to coal mining is somewhat recent. The expansion of gold production in Nevada&apos;s Carlin Trend over the last few years has been staggering. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the mine engineering group at Newmont Gold. Organizational changes were implemented by the company to effectively deal with a full range of engineering problems. Specially developed computer software and its applications will be explained in this article as well as improvements in the techniques used in converting geologic resources into reserves. Scheduling procedures for the mining of multiple pits to feed multiple processing facilities will likewise be presented. Ore control procedures and current mine engineering practices are discussed. Growth at Newmont Gold Expansion of production levels at Newmont Gold Co. was brought about primarily by the economic incentive to exploit increased reserves. INTRODUCTION Previous papers and discussions at this conference have already covered the subjects of identification and nature of risks, allocation of risks and contractual arrangements. In this portion of the conference, in the light of topics already covered, we will consider how to minimize risks and how to mitigate losses. Webster defines mitigate as "to make less severe or painful", an apt definition for our purpose! RISK MANAGEMENT POLICY The first thing that must be said about risks, especially in construction, is that they exist and that they don&apos;t necessarily fall alike on the just and the unjust. Some risks, i.e., some kinds of risks, must be recognized as inevitable in engineering and construction and therefore must philosophically and realistically be accepted as part of situations to be dealt with. Dealing with means minimizing, covering, and sharing of risks and doesn&apos;t mean merely passing off the risks to someone else. While some risks can be avoided, for example, whether the structure will fall down or the excavation will cave in, risks management primarily deals with: A. minimizing risks---whomever risk it may be B. equitable sharing of those risks among the participants.
