The Sikhote-Alin part of the Circum-Pacific Ore Belt is characterized by wide distribution of Sn, Pb, Zn, W; Au, Ag, and other mineralization. This mineralization is regionally associated with the Late Cretaceous-Tertiary East Sikhote-Alin volcanic belt where it overlaps the Taukha accretiollary-wedge terrane of the Early Cretaceous age. The Pb-Zn deposits of the Dalnegorsk ore district may be grouped into the skarn (about 80%) and vein types. The skarn deposits are of major commercial value. Their geological position is controlled by the carbonate units located within tectonic melange of the Taukha terrane. Some other lithological and tectonic factors also play a significant role ill distribution of the mineralization. The ore bodies are traced to the depth of 1000-1500 m below the surface, having a pipe-lens shape and vertical zonation. Major minerals of the ores are galena, sphalerite, pyrrhotine, chalkopyrite, hedenbergite, quartz, and calcite. The minor elements of the Pb-Zn mineralization are cadmium, silver, bismuth, and copper. The paper describes relationships between mineral suites and minor element contents in the ores, as well as their significance for processing the ores. The metallurgy applied allows high recovering of the major components (Pb -93.9%; Zn -91.4%). However the tails contain some minor components that may be of commercial interest.

It is a distinct privilege to have the opportunity of addressing this group today. Although I, myself, am not a mining engineer, I have always had profound admiration and respect for those of you who each day live and work according to the tenets of Murphy's Law. Murphy, as some of you may know, was an Irish philosopher whose sole contribution to his field was the observation, "In the mining industry, if anything can possibly go wrong, it will!" You have heard this afternoon a variety of papers, touching on or describing in some detail imminent problems which presently face the coal industry. Many of these problems show no signs of diminishing. Actually, there is good reason to believe that they will intensify as governing bodies pass additional enabling legislation and regulatory agencies adopt more stringent "Rules and Regulations". In many cases, these groups are seemingly oblivious or indifferent to either cost factors or technical problems involved in achieving the desired goals.

Geotechnical, geological, and hydrogeological fieldwork and data collection for the mining industry is often conducted by younger, less-experienced staff members. In many cases, fieldwork personnel are recent college graduates or are otherwise relatively new to the mining industry. Due to busy schedules, staffing shortages, project budgets, and in some cases, poor management, new fieldwork hires often do not receive thorough training. In the past and the present, many workers in the mining industry learn(ed) by “doing.” While this is still considered to be the most practical approach and the easiest way for a company to determine the skill set of an employee, there is always some risk involved in the “feet to the fire” method. The reality is that field personnel are often collecting data on which major operational decisions will be made or on which regulators will base enforcement decisions. Inadequately trained or inexperienced field personnel may collect inaccurate data or fail to recognize key conditions that may influence decisions made by regulators, design engineers, mine managers, and corporate leaders. Even the best engineers may come to incorrect conclusions if they are starting with poor input data. Decisions based on inaccurate data often result in delays, budget issues, unsafe conditions, or even worse consequences. This paper provides numerous mining industry examples of incidences where inaccurately collected field information did, or could have, resulted in major adverse consequences. The paper also offers some simple approaches to minimizing the potential for such problems.

The ultimate objectives and interest in removal of sulfur from high sulfur coal include: (a) reduction of the atmospheric load that con- tributes to the problem of acid precipitation; (b) reduction of ash which contributes to decreased energy transfer in boilers and the problem of ash disposal; and (c) alleviating the social and economic dislocations related to uneven geographical distribution of sulfur in coal reserves. The cost of sulfur removal in relation to the value of refined coal will govern the development of an emerging coal-refining industry. The value of refined lower sulfur coal will be influenced by the national commitment to the environment as well as economic considerations.

INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. The Chamber of Mines of South Africa is an association of major mining corporations, gold mines, coal mines, diamond mines and other metalliferous mines. It looks after those interests of its members which can best be handled on a co-operative basis. The Chamber's activities include the engagement of labour; the negotiations of all labour matters, including minimum wage rates, with recognised trade unions and associations; the carrying out of advanced technological research; representing the industry in dealings with the government and the administration of miners' training colleges and rescue training stations. Subsidiary companies of the Chamber handle matters such as the refining of gold and other metals; the processing and marketing of uranium and the marketing of Krugerrands. The thirty-two gold mines members of the Chamber of Mines of South Africa produce approximately 694 tons of gold per annum. To achieve this they employ 430000 persons and break about 8400 kilotons of rock per month. The working revenue is approximately 4 225 million US dollars per annum and the annual working profit is approximately 2 050 million US dollars. The electric power consumed by the gold mining industry is 1650 MW, about 20% of the total power produced in South Africa, and the annual costs of this power is approximately 200 million US dollars per annum. It is estimated that about 25% of this power is used for ventilation and refrigeration appliances. Thus the annual power costs for ventilation and refrigeration is approximately 50 million US dollars. The gold bearing reef is a narrow tabular deposit situated at varying depths throughout the gold fields. The weighted mean rock breaking depths and, virgin rock temperatures range from 1 700 - 9 000 ft (520 - 2 740 m) and 68 - 113°F (20 - 45°C) respectively. The maximum virgin rock temperature at which mining currently takes place is 130°F (54.5 C). Obviously at such depths and temperatures and with such a large labour force the provision of an acceptable environment is critical and to achieve this 59 000 000 cfm (28 000 m3/s) of air is downcasted during the main shift and 122500 tons (430 MW) of refrigeration are provided. Legislation in South Africa requires that on metalliferous mines when more than 1000 persons are employed underground during any one shift the manager shall appoint one or more ventilation officers. The legal responsibilities of the ventilation officers are concerned mainly with the measurement and control of dust. In practice, this is not the main part of their work and ventilation personnel perform many other duties such as measuring and controlling the distribution of air, checking the performance of fans and cooling plants, planning air and refrigeration requirements and, more recently, measuring and controlling noise and illumination levels. Ventilation personnel are specialists who provide management with advice on all matters relating to the mine environment. At the present time there are 506 persons engaged as ventilation personnel in gold mines and a further 1744 persons are employed in gold mine ventilation departments in a non-technical capacity, for example as construction workers, filter cleaners, fire patrollers, etc.

More and more mining underground is being conducted using the longwall method. Likewise, many new surface mines use area or mountaintop removal methods. These methods can have a significant impact on surface and groundwater resources. The overall study of the effects on surface and groundwater from mining is referred to as the probable hydrologic consequences (PHC) determination of mining and reclamation. Collection and interpretation of information concerning groundwater and surface water quality and quantity, as well as detailed geologic analysis, is required to adequately define the impacts of mining. This paper discusses the present day requirements and methodology of preparing a PHC for a large mining operation in the eastern coalfields.

I want to limit my remarks to epigenetic ore deposits, but do not necessarily subscribe to the classic theories of hydrothermal ore deposition. I will consider an epigenetic deposit as a primary deposit in which the economic minerals have been introduced subsequent to the formation of the enclosing rock, regardless of the source. Past ore discoveries have been made to a great extent by prospecting techniques that have remained relatively constant over the last many decades. In many cases the discoveries have been enlarged or enhanced with the use of technical tools such as geophysics, but theoretical geology, which should serve as a foundation for exploration, has shown little progress of practical importance since the turn of the century.

In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

Since the turn of the century there has been a marked increase in population, industrial and economic growth, and in energy requirements in the United States. During this time our energy needs have been met largely by natural gas and petroleum, but as our reserves of these materials are depleted, we are going to depend more and more on our large reserves of coal. The mining of coal for electrical power production has increased at a rapid rate during the past decade. Over half the coal produced in the United States in 1971 came from mines utilizing surface mining operations (Paone, et al, 1974). Surface mining is expected to increase as the rising cost of oil places more demand on coal for energy. About 57 percent of the coal reserves in the United States lie in the area west of the 100th meridian. About one-quarter of this can be mined by current surface methods. This would involve the disturbance of approximately 1.5 million acres (600,000 hectares). By the year 2000, projections indicate disturbance of about 200,000 acres, or 300 square miles, in the West. Mined areas receiving more than 250 mm of annual precipitation can usually be revegetated without irrigation if the spoils are properly shaped, the surface layer consists of suitable plant growth media, and proven techniques in rehabilitating disturbed rangeland are applied. Areas receiving less than 250 mm of annual rainfall or with high evapotranspiration rates pose a more difficult problem. Revegetation of these areas can probably be accomplished only with major inputs of water and good management (National Academy of Science, 1974).

This paper discusses some of the problems involved in predicting the productivity of a shovel and truck fleet in a new set of operating conditions. More specifically, it concentrates on the problems of predicting the travel times on the haul and return portions of the truck cycle under new profile conditions and the prediction of the interaction effect between the shovel and trucks at the loading point. The ability to calculate the travel times for a new road profile is not new. Additional corrections of these calculated times for expected actual operation can be made. In considering the interaction between the loader and the hauler, there are two approaches that can be taken. Probably the most accurate method of predicting the shovel-truck interaction is a simulation of the step-by-step operation considering the variation in cycle times of the shovel and trucks. This is usually called a stochastic simulation and requires input describing how these cycle times vary. However, by understanding the causes of this shovel-truck interaction it is possible to make sufficiently accurate predictions with much simpler methods. For the purpose of this discussion let us assume that the problem involves trying to predict the productivity of a single shovel-truck fleet at some future time in an existing operation. Let us also assume for simplification that the new operation to be simulated has the same loading and pit conditions and the same dumping conditions as did the existing operation. Therefore, the only difference would be the difference in the hauling profile for the new operation. The problem then becomes one of predicting the change in the travel times on the haul and return portions of the cycle, and in determining the change in interaction between the shovel and trucks with the new truck cycle times.

The U.S. mining industry - once world dominant and largely independent of foreign sources for most major commodities - has today lost this position, with little likelihood of regaining it. But even though Business foretold The Death of Mining four years ago, the current outlook is less pessimistic because of drastic restructuring of the industry; a major reduction in its labor force, with resulting large increases in productivity; and introduction of improved technology. In the face of this clearly changed climate for domestic mining, it is important to examine the role of the development and research establishment in the industry's future, which raises a complex set of questions: 1. Where and to what extent can new technology assist in the continued survival of the industry ? 2. What is the past record of the research establishment in developing new technology; and what is the industry's record in supporting and adopting it ? 3. In the light of these records, and of the drastic cuts in both research staffs and expenditures, what areas should be the most important targets for new technology? New Technology vs. Old A1 though mineral processing's origins can be traced back through five or six millennia, its modern structure is about 200 years old.

Product losses to tailings ponds have long been a source of frustration for the mining and utilities industries. The utilization -of the Lewis Econosizer to recover lost products has proven to be very cost effective through reduced acreage requirements, cleaning costs and increased production. The unit is successfully operating in coal, aggregates, industrial minerals, clay, fly ash, heavy minerals and many other ores. Utilizing an upward flow of slurry in a free settling environment, particles stratify within the unit according to settling velocities and are removed as sized products. Ultra fines or clarified water is removed off the top of the unit. The Econosizer requires no power and only minimal maintenance.

In recent years, there have been many articles and papers written on the use of specially designed belt conveyor systems in mining operations, either economic studies or actual experience. These papers generally conclude that the use of these systems can reduce overall costs from 10% to 40% over conventional methods using general purpose equipment (truck/shovel, scrapers, etc.). However, they also generally conclude that conveyor systems are inflexible and capital intensive. With the increasing cost of mobile equipment, the capital cost conclusion is losing steam, particularly when the costs of maintenance shops, road and ramp construction and other related start-up costs are thrown in. Attention here will be focused on answers to flexibility related questions, but first, a look at costs in general. Basic production economics tell us that when we have a small job to do, it is cost effective to use simple, low cost, general purpose tools which will have a minimum impact on total cost. It also tells us that when we have a large project, we can employ methods using special, relatively expensive production tools. Figure 1 illustrates what occurs on projects, of different sizes, with various quantities of production. With small quantities of work, the cost per unit of work starts out much lower using general purpose equipment, rather than using special purpose methods and equipment. However, at a relatively low quantity of work, the cost hits a lower limit and, regardless of how great the quantity of work, the unit cost can never go any lower.

Normal process development for pressure preoxidation treatment of refractory gold ores starts with laboratory batch autoclave tests, followed by operation of a continuous autoclave pilot plant for confirmation of the various process options. This scheme will generally provide good information showing the effects of such variables as grind size, time, and temperature, and will indicate whether autoclave preoxidation will produce solids that are amenable to cyanidation for gold recovery. However, several recent test programs conducted over the last three to four years have shown that the cyanide leaching responses of treated solids from the batch tests can differ considerably from those achieved by the continuous pilot plant autoclave. Examples are provided to demonstrate these differences and to show the importance of extending the laboratory investigations to include the use of a semicontinuous autoclave test procedure. A test case is cited in which this procedure provided data that could not be obtained from batch tests.

The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop safe practices for the use of shotcrete as ground support in underground mines, particularly mines operating in weak host rock. As part of this research, a rugged, portable direct tensile test system was developed for measuring shotcrete adhesion strength in underground mines. During the development of this test system, more than 185 direct tensile tests were conducted with a common, commercially available macro-synthetic fiber-reinforced shotcrete that was applied to concrete test panels using a dry mix process and machinery. The average bond strength of the shotcrete to the concrete substrate typically increased as a function of the shotcrete’s curing age, ranging from 0.44 MPa (64 psi) after one day of curing to 1.58 MPa (229 psi) after 90 days of curing. Adhesion strength increased markedly between one and three days of curing, reflecting a similar trend of increasing shotcrete tensile strength with curing time. This robust direct tensile test system can improve mine safety by providing a reliable means of measuring shotcrete adhesion strength and also supplying important information about the quality of the applied shotcrete and the competency of the underlying rock.

"The development of a multiple level underground mine is a complex task in which geology, engineering, ground control, and unit operations are integrated into a single mine design. The components are inter-dependent and must function cohesively to ensure a profitable underground mining operation. To optimize reserve recovery, mine planning should begin from the lowest level and progress up. This limits any misjudgments or oversights of a given level affecting the underlying levels and ensures the ability to maximize recovery from each level.Mine planning should start with the exploration and characterization of the geologic setting. Once the reserve geology and quality is well understood, then mine planning can begin with respect to the following:,Orientation of mine works with respect to horizontal stress,,Access to the reserve,,Determination of opening widths,,Selection of back, floor horizons and pillar centers,,Selection of development and secondary mining heights,,Appropriate interburden thicknesses, and,Examine the stability of the multiple level mine through numer¬ical modeling.The multiple level mine design process and decisions are presented through a case history example. The theme is that there is one opportunity to “get it right” as well as many chances to overlook a small aspect within the design that will plague the mine throughout all levels and through the entirety of its operating life.INTRODUCTIONAs surface quarries reach their economic stripping limit and encroach on mineral and/or reserve boundaries, they approach the end of surface mineable reserves. Furthermore, modern urban sprawl has placed previously remote surface quarries within suburban development and neighborhoods, leading to significant increases in noise, dust, and vibration grievances by the community and regulators (Newman, 2017). Many mining operations have begun year-round production of underground reserves to meet growing market demands. This does not permit the typical sequence of stripping overburden in the winter to provide limestone to mine during the construction season. Underground stone mining operations in the United States commonly utilize a room-and-pillar mine layout with drill-and-blast production methodology for the development of the reserve. Within the Midwest and Eastern regions, thick and flat-lying limestone formations lend themselves to the utilization of multiple level mining layouts. While a multiple level mine plan will increase the overall recovery of the reserve, greater overburden depths, multiple level geometry, and the presence of discontinuities all require an emphasis on ground control for the planning and development of a safe and productive multiple level underground stone operation."

The first recorded discovery of diamonds in Australia was in 1851 from New South Wales. Subsequent prospecting has shown alluvial occurrences of diamond to be relatively widespread through much of the Tasman Fold Belts of Eastern Australia and production to date is estimated to be some 500 000 carats from a number of 'small alluvial fields. Despite extensive exploration though, no primary rock source carrying significant diamond contents has ever been confirmed in Eastern Australia. Conversely, diamond exploration of the older Western and Central Cratons of Australia over the past 30 years has discovered 12 fields containing 360 kimberlites, lamproites and lamprophyric volcanic pipes, dykes and other intrusives, of which 180 have been confirmed to be diamondiferous. Only one pipe however, the 1200 Ma high grade Argyle lamproite and associated near-by alluvials, has proved to be economically exploitable with current annual production of 40 million carats valued at approximately US$400 million. Production from the open-pit will be sustainable until at least 2003. This paper briefly summarizes the history of diamond discovery in Australia, principal diamondiferous provinces and deposits, current exploration activities and the potential for future discoveries.

The characteristics of gold leaching from carbonaceous matter by sodium cyanide, and sorption of gold cyanide to carbonaceous matter in autoclaved and non -autoclaved gold ore from Barrick Goldstrike Mines Inc. (BGMI), Nevada, was investigated. Much greater gold cyanide complex sorption was observed for the carbonaceous matter in high preg-robbing ores relative to the low preg-robbing ores. This observation corroborates previous reports that have attributed observed preg-robbing behavior to the carbon in the ore. Gold cyanide complex sorption was found to be reversible for carbonaceous matter from low preg-robbing ore, but was irreversible for carbonaceous matter from high preg-robbing ores. Autoclaving the ore appeared to enhance the sorptive behavior of the carbonaceous matter from both high and low preg-robbing ores.
