A financial-economic model incorporating physical, market, and policy variables is developed for mining investment in Bolivia. Additional risk criteria emanating from political instability. new mining legislation, recent environmental regulations, and a new minerals taxation system are accounted for and are integrated into the investment decision model. Results of the model indicate that geologic and market variables have the dominant effect on the investment-worth function. Among policy variables, exchange rate and taxation policies have the most significant influence. Depreciation allowance for infrastructure development has negligible weight in the investment-worth function. The business structure of the firm considering investing in the Bolivian Polymetallic Project is found to be an instrumental factor in the investment-worth outcome. Specifically, undiversified mining companies whose operations exclude zinc production as the primary source of revenue would benefit most from adoption of this project.

Refdist is a simple but valid approach to planning or analyzing a test-vs-control plant trial that uses accumulated plant performance data to calculate objective criteria for judging the trial outcome. Refdist calculations and results are explained and illustrated with data typical of the mining industry. Findings from a simulation study of Refdist statistical properties are reported. Suggestions for dealing with messy data situations are offered.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. Land Use: Growth vs No Growth This is perhaps the most encompassing environmental issue. We, as a nation, are beginning to realize that land is a limited natural resource and that the way we choose to use 'this resource affects many other aspects of our lives--whether we can catch edible fish in the Mississippi, how much we pay for sewer services, if we can swim in a

INTRODUCTION Under certain geological and mining conditions mining near the surface results in an intensive destruction of the overlying rock strata. If the system of mine openings remains filled with air after having completed all mining activities because the flooding of the mines depending on the morphology of the mining area does not exceed a certain level, this circumstance might result in dangers for the public. This is particularly true where uncontrollable air- ways occur within the destroyed rock or if former uranium mining areas are concerned. In these areas radon emanation resulting in undue radon concentration should be taken into account. This circumstance can be counteracted by suitable measures of ventilation. In the following the example of a uranium deposit in the Erzgebirge Mountains (Saxon Ore Mountains) is used to illustrate how statements about the ground flow through overlying rock can be made on the basis of systematic investigations. Finally comparisons with experience gained in coal mining yield orientation data which are used as input quantities in ventilation network calculations and in project preparation of mine fans. Last not least it is proved that endangering the population by radon can be excluded by installing an appropriate fan. INITIAL SITUATION From 1946 to 1989 the uranium deposit of Schlemal-Alberode was mined starting from superficial zones down to depths of 1,800 m. The total output amounted to 80,000 t of uranium, i.e. Schlemal Alberode is one of the largest uranium deposits in the world. The mine openings comprise a cavity of 40 million m3. Al- though thin seams (0.2 to 0.3 m) and steep to semi-steep veins (60 - 70 degrees on average) were extracted using the method of overhand cut-and-fill there were also deposit sections with larger thicknesses and poor ore zones, respectively, where especially after the war until about 1955 large openings were formed due to missing filling. Due to this uncontrolled, relatively "wild" mining considerable subsidence of the surface and fractures in the border zone of the subsidence area occurred. The town of Oberschlema was destroyed and an area of 0.14 km2 was damaged by mining involving a maximum subsidence of 6 m in the centre - called deformation area. The rehabilitation work for the deposit area of Schlemal Alberode involves the flooding of the openings up to a level of the Markus-Semmler-Sohle as long-term preventive measure. Fig. 1 shows the flooding level of October 1996. The level of the -540 m drift will probably be reached in June 1997. From that point of time a general rearrangement of the ventilation has to be made because the central return air ventilation via shaft 373 will no longer be possible. This shaft has no connection with the superficia1 system of mine openings. A new return air ventilation system based on shaft 382 as return air shaft will be designed (Fig. 1). The capacity of the future mine fan system will e.g. be determined by the flow conditions in the deformation area mentioned above. For this reason investigations were carried out in a test drift 13a on the level of the Markus-Semmler-Sohle in the stretching zone of the subsidence trough for several days (Fig. 2 and 3). INFLUENCE OF THE OPERATING CONDITIONS OF THE MAIN MINE FAN ON THE RADIATION SITUATION ON SURFACE The beginning of flooding in 1991 was also the beginning of the investigations into the options of future ventilation due to the reduction of the mining area. The first analyses of radon emanation made in May 1991 showed that only about 20 % of the total radon emanation result from systematically ventilated mine workings. This means that despite of existing dams the air streams through the majority of mine openings of the deposit. The analysis of the individual radon inflows illustrates the special problematic nature of the deposit involving all possible effects on the surface. The shutdown of the main mine fan over the long period between 2.10. and 6.10.1991 showed the essential influence of the operating conditions of the fans on the whole radiation situation on surface. Fig. 4 shows the comparison of the radon concentration level and its daughters during a 'normal" weekend with the level during long-term shutdown in the old 'Casino" of the papermill of Niederschlema. This papermill as well as the 'Casino" are situated in the outcropping zone of the deposit section of Niederschlema. The -60 m level was driven as the upper level in this area, from which the panels were driven to about 20 m below the surface. Also below the "Casino" there is such a panel in the vein 'Glirck", whose roof is directly situated below the building in a depth of 39 m. Directly next to it there is the raise 2 of the panel 'Namenlos" in a depth of 27 m. The graphics clearly shows the immediate increase in radon concentration as well as in the daughter concentration after the shutdown of the fans. The elimination of the artificially generated negative pressure results in the reversal of the convection direction due to the natural ventilating pressure. The interface structure allows the mine airto pass through aero- dynamic connections to the surface. Neglecting the meteorological parameters the concentrations of radon and its daughters in- creased by about 350 % as compared to a 'normal" weekend during longterm shutdown (i.e. in 4 days). The MSHA prescribed method for the determination of quartz in airborne respirable-dust samples from underground coal mines is the P-7 method, a combination of low-temperature, radio-frequency ashing (LTA) and infrared analysis (IR). There is no prescribed procedure for quartz analysis in bulk samples of coal and host rock. Dispersive infrared (IR), Fourier-transform infrared (FTIR) and X-ray diffraction (XRD) methods are most commonly used for the analysis of quartz in powders. Several aspects of the experimental procedures, such as the preparation of the analysis sample from bulk samples, ashing techniques, scanning procedures, peak measurement location, calibration techniques, sample amounts, size consist and data interpretation, affect the results from each of the methods differently. Significant differences in analytical results obtained from X-ray diffraction (XRD) and infrared spectroscopy (IR) on the same samples are reported. All studies point to the need for reliable quartz analysis methods. In a recent research program, a procedure for preparing bulk-coal and host-rock samples for quantitative quartz analysis was developed. Further, the results from X-ray diffractometry and infrared spectroscopy for quartz content on identical samples were compared. Calibrations with pure and mixed standards were used to assess the influence of particle-size distribution, matrix and calibration on the analytical results. In this paper, several issues concerning the measurement of quartz in the samples of coal, host-rock and airborne respirable dust from mines are outlined and quantified.

The publication from which this paper was abstracted is the first at-tempt to correlate all the metallogenic deta compiled by the author for the preparation of the 1:2,000,000 Metallogenic Map of Central America. It is not a treaty of metallogenic theories but rather a careful effort to postulate metallogenic provinces and epochs with the intention to stimulate other geologists and mining companies familiar with the area to criticize and improve on the ideas proposed. The sole purpose being to find new mineral deposits for the betterment of our people.

One of the greatest environmental issues related to the development of the mining activity is the generation of Acid Mine Drainage (AMD). Many methods have been developed for AMD treatment, being wetlands a good option for heavy metal removal. In this sense, the implementation of artificial wetlands for the treatment of mining effluents would seem to be an environmentally friendly alternative. In this paper, we present the results on the elimination of heavy metals (Cu, Zn, Pb and Fe) using two Peruvian native species such as Schoenoplectus californicus (C.A. Mey.) and Phragmites australis (Cav.) Trin. Ex Steud. The results show that Schoenoplectus californicus preferentially removes copper (82 and 90%), lead (88 and 92%) and iron (28 and 69%), whereas Phragmites australis removes copper (68 and 87%) and zinc (53 and 95%). Likewise, it is observed that the Schoenoplectus californicus mainly retains the ions in its root, copper (89%), zinc (84%) and iron (76%). While the Phragmites australis accumulates iron (62%) and copper (74%) in the steam and root part respectively

With the rapidly rising cost for electrical energy and the long range pre¬dictions for continued rising costs and even possible energy shortages, operation of rod, ball, autogenous and partial autogenous grinding circuits to efficiently utilize the power delivered to the mills will be demanded. This calls for a method to evaluate grinding circuit performance that is accurate, reliable and readily usable as an operating tool by supervisory, technical and operating personnel. Neither the Rittinger and Kick theories of comminution,(1) which preceded the Bond Theory by more than 50 years, had a mathematical means that could be used to predict and evaluate the performance of crushers and grinding mills used to comminute ores and rocks. This severly limited the practical use of these two theories, which were contradictory to each other. They have been superseded by the Bond Third Theory of Commnution.(1)

Froth flotation is one of the most actively pursued research and development areas in the coal preparation industry today. Many new types of flotation machines and processes are being developed and compared in an effort to handle the increased quantity of coal fines produced by finer grinding for greater liberation of ash- forming and sulfur-bearing mineral matter. Of the many new machines and processes under development for deep cleaning ultrafine coals, it is quite likely that many will not reach industrial use in the near future; in fact, it is quite likely that some never will. Therefore, it is the objective of this paper to select and describe a few of the new flotation machines and processes that appear to have reached a level of development that would suggest their eventual use on an industrial scale. It is probable, and doubtless will be argued, that some of the selections given in this paper should not have been included, while others should have, but the reader must understand that the author is restricted by the information available. And because most of the information available comes from those who are developing the equipment and/ or processes, it is often confusing and conflicting. Thus with a somewhat moderated plan, the author proposes to point out some in- congruities in the literature in the hope that such information might promote more independent study and perhaps explain the abundant promise versus the scant use of the new equipment and processes described.

GENERAL INTRODUCTION Electrostatic separation has found a number of applications since its initial installation as a processing method. Three broad types of electrostatic installations are discussed in order to provide a practical guide for three widely divergent uses of electrostatic separation. Only operating and installation data are covered in detail. A detailed technical treatment on the various types of electrostatic separation described in this paper can be found in the literature by F. S. Knoll, J. B. Taylor and J. E. Lawer.8, 9 ELECTROSTATIC SEPARATION OF IRON ORE: WABDSH MINES, CANADA Introduction Electrostatic roll-type separator technology which had been in use in various forms since the 1920's evolved in the late 1940's when this separation process was developed and applied to the extraction of titanium bearing minerals from beach sands by J. H. Carpenter. Equipment design and industrial flowsheets developed for the recovery of rutile and ilmenite found new application in iron ore by chance in the year, 1956. From the time of the first beach sands plant, Carpco had developed other technology, gravity and magnetic separation to better serve the beach sands industry. It was in the fall of 1956 that an iron ore producer from the upper Michigan Peninsula sent a sample of jaspilite (fine-grained specular hematite in a jasper matrix) to Carpco's laboratory for the purpose of determining if a new high-intensity magnetic separator would be beneficial. Process Development W. P. Dyrenforth, while presenting a paper on the subject in the fall of 1957, recounts the laboratory tests. "High-intensity magnetic separators have been employed (for the beneficiation of iron ore) with some success and are still being investigated. Magnetic separation is a natural field of investigation, since iron and magnetism have been almost synonymous since ancient times. As a matter of fact, when Carpco first began investigating the possibilities of upgrading specular hematite, the first thought was in terms of magnetic separation; and the second thought was in terms of gravimetric separation. Eveleth taconite company was formed in 1963 to mine and beneficiate taconite on the Mesabi range of Minnesota. Its thunderbird mine is located midway between the cities of Eveleth and Virginia, Minnesota, and the crude ore is transported by rail to its Fairlane plant approximately ten miles to the south of the mine, "figure 1". As is implied by the names of the mine and plant, the ford motor company is the principal owner of Eveleth taconite company, with an 85% interest, Oglebay Norton company holds the remaining 15% interest and also is the managing agent.

The Shoreline Consolidation Sewer is a CSO control project in Cleveland, Ohio that requires the installation of 5,000 feet of 72-inch inside diameter pipe using microtunneling methods. After award, the contractor submitted a value engineering proposal to eliminate two deep shafts and install the tunnel in two drives instead of four. In an example of successful collaboration, owner, contractor, and engineer worked together during the initial construction stages to modify the design and update the contract documents. This paper examines the importance of exible requirements in contract documents and a collaborative environment between all parties to successfully deliver a project.

Within the industrial marketplace barium sulfate has an established role as a filler or extender pigment for use in a wide array of applications. The focus of this paper is to outline a number of these applications and in each one characterizes those features of barium sulfate which provide value. Following this is a discussion of the process techniques which have been used to develop value from a selected class of barite ores found in southern Missouri. It is appropriate to define some terms which may help in clarifying some concepts as presented. Use of the term barium sulfate refers broadly to the chemical compound BaSO4 Barite will generally refer to the naturally occurring barium sulfate ores and their properties. Barytes, whether bleached or not, will refer to barite ore made suitable for industrial applications.

A ground penetrating synthetic pulse radar system has been used by the Bureau of Mines to probe into a coal pillar to locate hidden structures or anomalies. Two types of velocity tomographic reconstruction methods, direct matrix inversion and iterative, were used to obtain a velocity image of the interior of the pillar. The reconstructed image showed the existence and location of a relatively low velocity material within the pillar. Core samples were taken from the pillar in a region surrounding the low velocity material. Analysis of the cores showed the presence of a clay vein coinciding with the low velocity material imaged in the tomogram.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the dis- abling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety

Artificial intelligence, and especially expert systems, are currently receiving considerable attention. Of interest to the control engineer is the utilization of these tools for real-time process control applications. To evaluate this technology, a real-time expert control system was implemented in one of the grinding circuits at Brenda Mines Ltd. The performance of this micro computer based expert system compared satisfactorily to the proven supervisory control system currently in use. The study confirmed the expectations that expert systems have potential for real-time, supervisory control of mineral processing operations.

It is easy for a coal spokesman to relate to the theme of this meeting--that the decade of the 1970's is pivotal for the mineral industries. For the coal operator, this period is crucial. The coal industry, according to most energy forecasters, must gear its production machinery to meet a sharp rise in the demand for coal--in this decade to sustain inevitable boosts in electricity output, and in the next to start supporting a big new domestic synthetic fuels industry that is already in the formative stage. The logic of that projection flows from a combination of hard circumstances--proved reserves of domestic fluid fuels are dwindling, the hope for bountiful and cheap nuclear power must be indefinitely deferred, and the threat of long-term fuel imports to the national interests is becoming starkly visible. Only coal, with its assets of abundance, security and versatility, offers the nation an adequate and immediate lift out of its current energy crisis. A hard-won expansion of coal production made the critical difference between local power load-shedding and major area blackouts in 1970, the year the energy crisis went public. Coal will have to play that same key role, not just through this pivotal decade but through the turn of the century. But the logic of fuel demand apparently does not always extend to supply. The coal industry has had a huge production job laid out for it by the energy statisticians, but up to now the energy policy-makers have not followed through with the aids and inducements that the coal operator urgently needs to do that job well and completely.

"Soil conditioning is one of the main factors in successful application of EPB machines in tunneling projects, which involves changing the characteristics of the ground in order to make it suitable for the tunneling process. Selection of the type of conditioner mainly depends on soil type, properties of the tunnel boring machine, and most importantly geological condition. Proper EPB tunneling and soil conditioning in ground above water table is challenging. This was encountered in Northgate Link Extension Tunneling Project in Seattle, WA. In order to improve the tunneling operation, a novel algae-based encapsulated oil was used as a conditioner and as a result the operation of the TBM was improved significantly. This paper reviews the traditional soil conditioning measures that were adopted in University Link and Northgate Link projects in Seattle, WA and compares the results with results when using the encapsulated oil additive. INTRODUCTION Soil conditioning agents are used in EPB tunneling to transform the excavated soil into a workable paste with the desired hydrological and mechanical properties. Reducing wear, power consumption, friction, adhesion, and improving the face stability and material flow are some of the benefits of using soil conditioners in EPB tunneling. Soil conditioning is performed by injecting foam, polymer, water, and bentonite to the tunnel face, excavation chamber and screw conveyor. Selection of conditioning agent mainly depends on soil type, geological condition (groundwater and soil permeability) and TBM features (injection points, open or closed cutterhead, type of foam generator, etc). The most widely used soil conditioners are foam and polymer and in some cases due to existing conditions, clay dispersion or anti-wear additives are also used (Milligan 2000, Langmaack 2000). Foam. Foam is created by dispersing air in a surfactant solution. A different combination of surfactant type and foam parameters should be used for different soil types. Laboratory tests on virgin soil should be performed to identify the best surfactant and foam parameters for the specific soil type (Langmaack 2000). The foam parameters can be described as follows:"

The US Bureau of Mines investigated germanium and gallium extraction from an ore containing 0.089% Ge and 0.036% Ga. While previous researchers concluded that a reducing agent, such as SO2 is needed to extract germanium and gallium from such ore, this research showed that high extractions (87% Ge, 97% Ga) were possible using sulfuric acid alone, if the acid concentration were properly controlled. This control was achieved using a two-stage countercurrent leach circuit. Microprobe analyses revealed that the non-extracted germanium is in solid solution with quartz, and therefore cannot be leached with SO2 or sulfuric acid.

Traditionally, Mexico has been a mining country. This industry has played a very important role in our country's development, creating jobs, integrating geographical regions - generally very remote from urban communities - and, an essential factor in our present day economy, generating an influx of foreign currency. The Fluorspar mining industry's development started in the 1920?s, but it was not until World War II that its exploitation became consistent and started growing. During the last few years, Mexico has become the world's leading producer, with an annual output of more than one million tons, which directly generates over 3,000 jobs. The actual proven reserves can guarantee fifty years of production at this same annual rate, and it is due to this fact that the producers have not increased their reserves. However, there is concrete information of the existence of several deposits, extending from the northern border to the gulf of Mexico, forming the "Fluorspar Belt? in Mexico.
