Unprotected uranium mill tailings impoundments can pose a significant risk to nearby inhabitants and the surrounding environment in the event of a prolonged or catastrophic release of contaminants contained in the tailings. As a result of this potential, reclamation plans for such facilities must include engineering designs to protect against disruption of the tailings and the potential release of radioactive materials. The goals for such engineering designs should be to provide overall site stability for long-term periods with no need for planned ongoing maintenance and to provide a repository for the tailings that will not place a burden on future generations. Although the goal is to provide a maintenance-free system that does not require monitoring, it must be recognized that some period of surveillance would be reasonable. The surveillance period could be relatively short and only needs to assure with reasonable confidence that the reclamation scheme that was implemented is functioning adequately. An investigation was conducted by Nelson, Volpe, Wardwell, Schumm and Staub (1983) entitled Design Considerations for Long-Term Stabilization of Uranium Mill Tailings Impoundments (NUREG/CR-3397). This report assesses the degree of confidence with which long-term reclamation plans can be expected to remain effective over specific periods of time, and to assess the additional effort required to extend the design period from one long-term period to a longer one. This paper presents a summary of that investigation and discusses some of the important conclusions.

Drilling was not entirely satisfactory in the search for native copper in the Osceola amygdaloid footwall as mining showed oreshoots to be more continuous than drilling indicated. The Geophysics Department of Michigan Technological University developed a portable induced polarization drill hole probe with a 3 electrode configuration and a sampling radius of 5'± A 20 ma current of alternately reversed polarity is pulsed at 3.5 sec. intervals and readings are taken every two feet. Potential is read during the "on" cycle for resistivity determinations. During the "off" cycle, after 10 ms delay, the I.P. potential is sampled for 10 ms and recorded. Resistivity (ohm-feet) and "S" values (mv/v) are plotted on semi-log paper. A lithologic log is plotted based on resistivity and anomalous "S" values noted. The low resistivity amygdaloid contains sills of high resistivity basaltic trap. Verified by core logs, amygdaloid-trap contacts could be picked to ±.5' from resistivity alone. Lithologic logs of long steel holes, based' on resistivity, now replaced sludge logging. An "S" value of 30 mv/v was established as the lower limit of diagnostic I.P. effects in mineralized amygdaloid and 50 mv/v as a threshold value for ore. Of 914 footwall zones drilled, 315 were probed yielding 203 anomalies. Success increased from 34% for drilling to 72% for drilling and probing. As checked by mining, 46 probe results were 78% correct. Failures were due to the instrument not detecting copper or to the misinterpretation of an anomaly. No false anomalies were found.

Respirable coal mine dust (RCMD) is a complex mixture of carbonaceous and mineral particles with a variation in size and shape. Accumulation of RCMD in the lungs of underground coal miners results in severe respiratory damage and ultimately progressive pneumoconiosis known as the black lung disease. The occurrence of the black lung disease dropped to a low of 2.1% in 1990s but has increased to 3.1% in 2000s [1], prompting more research on coal mine dust mitigation. In addition to surveying the impact of new mining technologies on the size of generated dust and exposure measurement, a comprehensive characterization of physico-chemical properties of RCMD particles are essential for a better understanding of the adverse health effects of coal mine dust. Such vital factors include particle size, surface charge, morphology, composition, and agglomeration state. The respirable fraction of RCMD, has been designated as particles < 10 μm in diameter, and almost all studies on the RCMD toxicity have focused on micron-sized particles. However, recent toxicological studies have shown that nanoparticles (particles with one dimension less than 100 nm) can have a magnified toxicity compared to the larger particles with the same chemistry [2]. Nanoparticles have a much higher specific surface area compared to the same mass of larger particles and are thus more reactive. Most micron-size particles can be cleared by the body’s defense mechanism. However, inhaled nanoparticles can easily deposit in all regions of the respiratory tract and can translocate to vital organs. [2].

The regulation of exposure of underground personnel to radon and its daughter products has significantly changed since the 1950&apos;s. The U.S. Bureau of Mines - Mining Enforcement and Safety Administration (MESA) - Mine Safety and Health Administration (MSHA) sequence of standards and regulations have lowered the maximum allowable occupational exposure and now the new Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants, effective in 1990, have further regulated uranium mine emissions. Under the authority of Section 112 of the Clean Air Act (42 U.S.C. 7401), the EPA has set regulations for the control of radon (Rn-222) emissions from underground uranium mines as well as other sources. Since the venting of radon from the mine atmosphere to the outside air is a major component of the miner&apos;s protection, and since this is the first quantitative effort to limit gaseous mine emissions to the environment, it was felt that it would be useful to examine the implementation of the EPA regulation at working mines. The concern was not only for determining compliance with the regulation but also for observing what effect the rule might have on mine air quality and thus on worker exposure. The regulation is stated in terms of the maximum permitted radiation dose to the closest potentially exposed individual, which is calculated from a computer program supplied by EPA and radon emission rates measured by the mine operator. Relative proximity to nearby populations determines the allowable magnitude of mine exhaust ventilation emissions. For some mines this is a serious operational constraint.

The need for a separate ventilation department within the management team was recognized by the management of U. S. Pipe and Foundry before the company was purchased by Jim Walter Corporation in January, 1970. Because the coal beds of the deep underground coal properties owned by Jim Walter Resources lay 1300 to 2200 feet below the surface, efficient mine ventilation practices are essential through shaft openings varying from 16 to 22 feet in diameter. The extremely high methane gas quantity indicated to be in the coal bed because of the depth of cover and documented by various U. S. Bureau of Mines tests and demonstrated by early mining proved the need to implement this early management decision. At U. S. Pipe and Foundry mine ventilation was a function of the Mining Engineering Department with ventilation personnel assigned to the mine receiving their day to day work assignments from the mine manager or mine foreman. At Jim Walter Resources, the General Manager - Ventilation reports to the Senior Vice President, Mining Engineering, who reports directly to the President, Mining Division, Figure 1 (Company Organization Chart). Position descriptions are static; however positions are dynamic and consequently the degree of emphasis of specific duties and responsibilities change depending not only upon the aptitude of the individual performing the job but also upon his ability to meet the needs of his supervisors; and ultimately upon his ability to react to the economic forces directing our society. The following describes the duties and responsibilities of the General Manager - Ventilation, Figure 2.

The treatment of ores in preparation for fatty acid flotation is characterized by a wide divergence in methods, and attempts to define "common practice", even for the same type of mineral, are usually of little value because of the numerous exceptions. Such factors as desliming, pulp density, pulp temperatures, and reagents for conditioning are successfully employed under conditions representing almost extreme opposites. More precise control of variables is necessary than with sulphydric flotation processes It appears likely that variations result from independent development of a process from the multitude of variables that characterize fatty acid flotation and the ores of non-metallic minerals. Consequently, a symposium is a suitable way of presenting a summary of pretreatment methods for fatty acid flotation processes, together with froth control practices, as they exist today.

INTRODUCTION Over the past several years, Ford, Bacon & Davis Utah Inc. (FB&DU) has been involved in research, development, and engineering activities concerning uranium mill tailings; specifically of interest in this paper are efforts in radon gas exhalation and surface flux attenuation measurements, environmental influences on radon fluxes, and basic research into radon gas behavior. Our projects have included measurements of effectiveness of specific cover material in attenuating radon surface fluxes from mill tailings, characterization of the parameters in cover materials and tailings that influence radon exhalation, long-term tailings stabilization planning, determination of the effects of moisture on radon emanation and diffusion from ores, and determinations of baseline radon fluxes. Our efforts have been sponsored by U.S. Department of Energy, the U.S. Nuclear Regulatory Commission, Tennessee Valley Authority, the commercial uranium industry, and we are presently engaged in efforts for the U.S. Bureau of Mines. Much of the material presented in this paper is taken from our published reports on radon flux attenuation and tailings stabilization (Macbeth et al., 1978; Nielson et al., 1980; Rogers et_ al., 1980; Thamer et al al., 1980). CHARACTERIZATION OF RADON GAS EXHALATION One dimensional diffusion theory based on Fick&apos;s laws is the basis for the modeling of radon gas migration through large quantities of porous tailings and cover materials applied over the large areas of tailings piles. Anaconda exploration in the Rico mining, district from 1978 through early 1983 resulted in discovery and partial definition of the Silver Creek molybdenum deposit. Approximately 44 million tons of 0.31% Mo are drill-indicated, and projections suggest that the deposit exceeds 200 million tons. No source intrusion has been intersected by drilling, but its composition is suggested by silicic alkali-alaskite porphyry dikes of intramineral age observed at the surface and in drill holes. Age data and fluid inclusion studies indicate that the deposit was formed 5.2 ±2 m.y. ago and that more than 1,200 meters of cover has since been removed by erosion. Both emplacement of the hypothesized source intrusion, and the geometry of the molybdenum deposit, were influenced by three major intersecting faults. The most significant of these, the Last Chance fault, juxtaposes Precambrian quartzite and greenstone against Pennsylvanian clastic and calcareous sediments within the mineralized zone. Wallrock alteration associated with the deposit is characterized by potassic, phyllic, and propylitic zones in non-calcareous rocks, and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Pre-mineral faults that intersect the deposit contain the only surficial molybdenum, tungsten, and fluorine anomalies. Pervasive dispersion haloes of the indicator elements were intersected at depth by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.

Dolomite is an objectionable impurity in phosphate ores, due to its MgO content. Even though dolomite and apatite liberate at a coarse size, the very similar densities of dolomite and apatite makes density separations difficult. However, if operated correctly, jigging can be a very efficient process. This has led to the development of a unique laboratory scale jig that allows for easy alteration of effective jigging properties. Key jigging parameters have been investigated for the separation of dolomite from phosphate ores. It was found that a pulsation rate of approximately 200 pulses/minute worked best for separating dolomite from apatite.

Most of the 154 t (170 st) truck fleets that were predominant in large surface mines in the 1970s and 1980s are approaching the end of their economic life. One replacement option considered by mine operators is a change to the 2 18 t (240 st) trucks. A comparison of load capacities between the 1.54 t (170 st) and the 2 18 t (240 st) trucks indicates a large productivity advantage in favor of the 218 t (240 st) trucks. This advantage, however, is often reduced by a number of site-specific factors. Therefore, a careful evaluation is required to define the actual benefit of changing to the large trucks. This article discusses some important factors that have an impact on truck size selection, based on several different studies. 218 t (240 st) trucks The 2 18 t (240 st) rear dump trucks were first introduced for surface mine service almost 10 years ago. However, it is only during the last few years that this equipment has gained acceptance in the surface mining industry. About 250 units were employed in surface mines worldwide at the beginning of 1992, and further purchase commitments are being made. Encouraged by the mining industry’s interest, all major off-highway mining truck manufacturers now offer 218 t (240 st) models (Table 1). At present, the existing 218 t (240 st) truck fleets are dominated by electric drive trucks. However, recent introduction of a 2 18 t (240 st) mechanical drive truck rounds out the development of this truck size.

Froth flotation technology is the backbone of the minerals pro-cessing industry where minerals are concentrated by selective separa-tion; either direct or in-direct flotation. In direct flotation useful minerals are conditioned to become hydrophobic (water-repellant) and attach to air bubbles while impurities (non-useful particles) remain in water. The hydrophobic particles are transported by air-bubbles to the top froth (foam) layer in flotation tank which can be removed as a concentrate. There are many factors that controls this selective separation process such as: particle’s degree of hydrophobicity, size, mass loading, air holdup and bubble size distribution. Turbulent fluctuation of the slurry in the tank is another important factor that controls the collisions rate between particles and bubbles and hence attachment rates. The turbu-lent fluctuations are measured by the local distribution of turbulent dissipation rates. Conventional flotation machines are restrained by residence time of the slurry that is about 3-5 minutes that results in a large footprint and limits the capacity of flotation plants. The designers of conventional flotation machines try to reduce the footprint of flota-tion tank by scaling up the flotation machines to increase plant throughput. The scale-up process reduces the specif power consump-tion and the local distribution of shear rates and turbulence dissipation rates. This scale-up results in a larger mean bubble size and lower particle-bubble attachment rates.

One of the basic requirements for designing an optimized rock support for an underground opening is having reasonably enough geological information. It is often financially impractical to obtain detailed geological information about the rock surrounding the excavations. The geological and geotechnical information which are obtained during the construction phase are also usually inadequate and need periodic operation stoppage. Penn State University- J.H. Fletcher & Co. joint venture is to improve the existing instrumented roofbolter so that the 3D geological and geotechnical map of the rock mass surrounding the underground working can be generated real-time as the data is being collected. This information will also be used to design appropriate support for different sections of mines. In this paper, recent results in improving the performance of the measurement while drilling system will be discussed. Moreover, updates related to borehole probing methods for estimating the properties of the rock masses will be presented.

The increasing size of flotation cells as the use of flotation has increased is traced from the first United States application of the process in Montana in 1911 through the following eight decades, using data from the Taggart handbooks (1927) and (1945), from the SME Handbook (1984), and from recent manufacturers&apos; catalogues and other sources for the 1980s and 1990s. With the earliest mechanical cells less than 1 m3 (359) in volume and the largest now available at 200 m3 (7,000ft3), three requirements are necessary: 1) demonstration of advantages in replacing smaller volume by larger volume cells; 2) estimating power requirements, impeller dimensions, and operating rpm by correlation equations; 3) considering effects of using larger cells, in necessarily much shorter rows, on process kinetics. The resulting seven tables that address these problems are presented, and their implications discussed.

"INTRODUCTIONThe shales of the Greater Toronto Area (GTA) have been known to experience time-dependent deformations (TDD); those initiated by excavation-induced stress relief which progress with time as a function of rock porewater salinity, access to freshwater (or air) of lower salinity, clay and calcite content, and the buildup of swelling pressures within the rock mass. These deformations can induce long-term pressures on shaft walls and tunnel linings, especially if the permanent works are constructed soon after excavation, with very little time delay. This paper presents measurements of time dependent deformation of recent shaft and tunnel projects constructed in the GTA, and draws conclusions regarding the main influences on the TDD. The key input parameters for the numerical predictive model are critically assessed. Projects which are discussed include the Billy Bishop Airport Pedestrian Tunnel, Hydro One Midtown Tunnel and Hanlan Feedermain (Contract 3).MECHANISM OF TIME DEPENDENT DEFORMATIONExplanation of MechanismThe Georgian Bay Shale unit consists of typically moderately weathered to fresh, grey to dark grey, fine to very fine grained fissile shale interbedded with slightly weathered to fresh grey, fine grained calcareous siltstone and limestone interbeds. There are two distinctive features of the shale in the Greater Toronto Area (GTA). One is a high horizontal stress regime, and the second is long-term time dependent swelling behavior which develops when the following factors occur (Lo and Micic, 2010):• Stress relief of the rock mass• Outward salt concentration gradient from pore fluid of the rock to the ambient fluid• Availability of fresh waterThe swelling is a consequence of the reduction in confined stress in the rock which occurs upon excavation in combination with a differential gradient in salinity between the saline rock porewater and freshwater or even humid air. Osmotic and diffusive processes result in a decrease in the salinity of the rock porewater achieved by an overall increase in the water content, resulting in volumetric expansion of the shale rock over time. The Golden Sunlight Mine started full-scale operations in February 1983, with a conventional open-pit mine supplying 4464 tonnes (5000 tons) per day of milling ore. After crushing and grinding, the ore is leached with cyanide solution in large agitation tanks. Soluble gold values are removed from the sand portion of the leached ore with five stages of countercurrent washing cyclones. After thickening of the cyclone-wash overflow slurry, the gold is recovered in activated carbon with a six-stage carbon-in-pulp circuit and a five-stage upflow carbon column circuit. Pressure stripping, carbon reactivation, electro-winning and refining complete the gold recovery process.

The first vertical shaft lime kiln operating according to the parallel-flow regenerative principle was developed and built in the nineteen-fifties by Schmid-Hofer in Austria. Upon proving this concept of calcining or "burning" limestone to be very energy efficient for the production of good quality lime, Maerz Ofenbau AG of Zurich, Switzerland was in 1965 licensed for the design detailing and construction of these kilns. The first regenerative shaft type lime kiln outside of Austria was built in 1966 and through close co-operation with customers and their operating personnel, the advanced technical developments of today&apos;s kiln designs were accomplished. At present approximately 190 kilns of this type in capacities ranging from 60 to 700 short tons per day have been built or are under construction throughout the world in highly industrialized as well as less developed countries.

A common problem in mineral processing and chemical engineering is the need to estimate flow rates and/or weight ratios involved with engineering operations for which it is inherently difficult to directly measure stream weights. Simple examples of this situation include stream separators (a classifier operating on a particle flow) and stream mixers (the mixing of new feed and circulating load in a ball mill circuit). Often in these types of operations, it is possible to sample the streams involved to get approximate component analyses (e.g. size distributions of solid streams, chemical composition of chemical streams). In this paper various formulae are developed which can be used to estimate stream flow rates or weight ratios given information on the stream components. The type and level of experimental error present in the stream component analyses does have an important bearing on the numerical values (and reliability) of the weight ratios calculated by the various formulae. A simple but theoretically sound method is shown for selecting appropriate estimation formulae for any given engineering operation. The derived formulae are applied to sets of experimental classification data for illustration purposes.

INTRODUCTION Lung cancer in uranium miners has been attributed to alpha irradiation of basal cells of the bronchial epithelium by radon daughters, primarily by 7.7 MeV alphas from polonium-214 (Altshuler et al., 1964). It also has been was observed that for a given cumulative radon progeny exposure, uranium miners who smoke cigarettes have an incidence of lung cancer about 10 times higher than nonsmoking miners (Lundin et al., 1969). It has been pointed out that the large excess of lung cancer deaths among smoking uranium miners is a multiplicative effect (Doll, 1971), which suggested possible synergistic interactions between airborne radon progeny and cigarette smoking. Experimental studies of the complex pattern of interactions between radon progeny, cigarette smoke particles, and the cigarette smoking process are in progress in our laboratory. Preliminary results, reported elsewhere (Martell, 1981), implicate alpha radiation from indoor radon progeny in the etiology of lung cancer in all cigarette smokers. Cigarette smoking produces high concentrations of smoke particles of low mobility and respirable size--particles between 0.5 and 4.0 µm in aerodynamic diameter (see below). The attached fraction of indoor radon progeny is highly dependent on the air concentration of small particles from cigarette smoking and from other combustion sources (Martell, 1981). The size distribution and other properties of radon progeny associated with cigarette smoke particles enhances their effectiveness in the induction of bronchial cancer in man. In this paper we discuss the properties of radon progeny associated with cigarette smoke, the fractionation of radon progeny and modification of their aerosol properties in burning cigarettes, the role of 218Po in these processes, the production of insoluble 214Pb and 212 Pb enriched particles in burning cigarettes, and the consequent differences in the patterns of polonium isotope alpha irradiation in the bronchial epithelium of smokers. EXPERIMENTAL PROCEDURES Experimental methods used in these studies involve the use of small experimental chambers of known radon and radon progeny concentrations in combination with aerosol collection and sizing techniques and sensitive radioactivity detection methods. The use of low-level [ß-] counting for radon progeny determination, providing a measure of 214 Pb plus 214Bi activity, makes it possible to carry out chamber experiments with small radon emanation sources and relatively low air concentrations of radon and radon progeny concentrations in the range from 100 to 1,000 pCi per liter. Thus, for example, in a typical experiment we use a 10 nanocurie 226Ra solution standard in a 10 liter chamber, providing an equilibrium concentration of 1,000 pCi of radon per liter. In small sealed chambers, radon progeny plate out rapidly on the chamber walls, with steady-state concentrations of airborne progeny less than 2 percent of equilibrium levels. This is experimentally convenient because, upon introduction of high concentrations of cigarette smoke particles or small particles from other sources, there is a systematic ingrowth of attached radon progeny, providing a tagged aerosol source of known age and radon progeny composition. In some chamber experiments a 226Ra solution standard of small volume, acidified to O.1N HNO3, was used as the radon emanation source. When used with a bubbler the holdup of radon in an 8 ml volume of 226Ra solution standard at 0.1N HN03 was only 2% of the total radon in the chamber at equilibrium. For experiments with 212Pb-tagged aerosols, we used a dry Ba(228Th) stearate emanation source prepared by the method of Hursh and Lovaas (1967). 226Ra and 222Rn determinations were made by radon gas counting. The 222Rn in a sealed air or water sample is transferred, using helium gas as a carrier, successively through a dry ice cooled trap at -80°C to remove water, through ascarite to remove C02, and through a small activated charcoal trap at -80°C to collect the 222Rn. Subsequently, by heating the charcoal to 400°C, the 222Rn is transferred next to an LN2-cooled capillary trap, and finally into an alphascintillation counting cell of the type described by Lucas (1957). As already stated, radon progeny activities were determined by low-level [ß-] counting, which provides a measure of 214Pb plus 214Bi. The radon progeny samples, collected on efficient Delbag polystyrene micro-fiber filters or on impactor foils, are placed in close, sandwich geometry between two thin-walled flow counters inside shielding anticoincidence counters and a 15 cm thickness of steel shielding. This configuration provides nearly 4II geometry and a low background of only 0.25 to 0.30 cpm. Aluminum absorber was added to provide a combined thickness of absorber and counter wall exceeding 7.0 mg/cm2 to eliminate the variable contribution of 7.7 MeV alphas from 214Po. 212 Pb determinations also were carried out by low-level [ß-] counting, in this case using a combined absorber and counter wall thickness of 9.0 mg/cm2 to eliminate contribution of 8.8 MeV alphas of 21 Po. In each experiment the [ß- ]activity data were corrected for decay to an appropriate common reference time for assessment of activity distributions.

Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.
