This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. The North Temple Tunnel pedestrian underpass in Salt Lake City, UT was built using a pipe canopy method that met significant challenges in potentially running ground conditions. Kilduff Underground Engineering (KUE) was the designer for the 20-foot-diameter SEM tunnel, Design-Build contract. Geotechnical data indicated ground conditions consisted of loose silty gravel for the majority of the face overlying soft to medium stiff clays in the tunnel invert. KUE designed a pipe canopy as pre-support to stabilize cohesionless gravels in the crown, a shotcrete initial liner with lattice girders to minimize disturbance of the finer-grained materials in the invert and a final liner with waterproofing system. The justification for a "ligand- selective' approach to fine mineral beneficiation via flocculation is established initially. Special emphasis is placed upon the need to identify non-selective, interfering and complicating adsorption effects. Specific strategies directed towards the design and synthesis of complementary selective flocculants are detailed using a number of different polymers and chelating agents as examples. In this regard, the affinity of polymer-bound ligands for metallic cations, ligand concentration, possible modes of attachment, the application of spaced-out ligands and other considerations in the preparation of selective flocculants are highlighted.

Talc, when it can be isolated as a pure mineral, has a composition of 63.36% SiO2, 31.89% MgO, and 4.75% H,O. However, as a commercial commodity less than half of all talc sold has a purity exceeding 95%. Nevertheless, impure talc products find a multitude of uses and few substitutes in many industrial applications. Minerals commonly associated with and sold together in talcose mixtures are chlorite, dolomite, mica, magnesite, and tremolite. Steatite was originally a mineralogical term applied to pure talc. Today steatite usually denotes a high-talc ceramic body used as an electrical insulator, and the talc used in such applications is known as steatitic talc. Steatitic talc generally is found in massive, high- purity form and in the past was machined directly into electrical parts, which rarely is done today. Impure varieties of massive or block talc are still commonly termed soapstone. Soft massive talc, suitable for crayon manufacture, has been referred to as French chalk. It has been common practice to discuss talc, soapstone, and pyrophyllite under the same general heading. In the case of soap- stone and talc this is natural, since many different types of platy, soft minerals exhibiting a high degree of lubricity (commonly referred to as slip) have been grouped together and called soapstone or talc. Further, there are mineralogical relationships between pyrophyllite and montmorillonite and between talc and hectorite. Thus, talc and pyrophyllite are sometimes referred to as clay minerals. When finely divided talc or pyrophyllite are combined with water in proportions to make a slurry, the end product does have the appearance of a clay-water mixture. Soapstone for utensils and ornaments was mined by prehistoric Native Americans on Santa Catalina Island, CA. In the mid- 1800s soapstone from deposits along the western foothills of the Sierra Nevada Mountains was used by white settlers as building and ornamental stone and for the linings and foundations of furnaces (Anon., 1956). Previous to 1916 the annual recorded production in California did not exceed 1.8 kt. From 1912 to 1918, however, output rose sharply when the Talc City, Western, and Silver Lake mines were put into operation. From 1916 to 1935, the state's annual output of talc was in the range of 8.2 to 18.2 kt. There was another increase in the mid-1930s, when the use of talc in wall tile grew rapidly. In California the production of talc grew to 57.2 kt in 1943. The post-war building boom helped California's production to grow to 108.9 kt in 1951. Production stood at 149.8 kt in 1968, 13 1.6 kt in 1969, 167.9 kt in 1970, and 140.7 kt in 1972. In the mid-seventies and early eighties, however, California's talc production declined to approximately 20 kt in 1992 due to reserves exhaustion and the material's tremolite content, which raised significant product liability concerns at the time. Talc mining in New York State dates from about 1878, when a Colonel Palmer and associates opened the first commercial talc mine on the Nelson Freeman farm near Talcville. In 1893 this operation was sold to International Pulp Co., which changed its name to International Talc Co. in 1944. The company was acquired by R.T. Vanderbilt Co., Inc., in 1974. A new talc operation, Gouverneur Talc Co., owned by R.T. Vanderbilt Co., began operations near Balmat, NY, in 1948. The initial capacity of the processing plant was 180 tpd (Gillingham, 1950). Subsequent expansions have increased capacity to more than 725 tpd. Talc was discovered in the area of Johnson, VT, in 1902, marking the birth of the Vermont talc industry. American Minerals Co. initiated plant operations at Johnson in 1904. MagnesiaTalc Co. opened a plant at Waterbury, VT, in 1913 (Burmeister, 1963, Trauffer, 1964) and acquired American Minerals Co. in 1923. The Waterbury mine had a long history as a producer of talc crayons. Eastern Magnesia Talc Co. was formed in 1924 by the merger of Eastern Talc Co. and Magnesia Talc Co. In 1956 Vermont Mineral Co., with a talc mine at Hammondsville, VT, was also acquired. A new plant was then built at Gassetts to produce roofing products. In order to produce high grade products for several markets, Eastern Magnesia Talc Co. began operating a modem froth flotation plant at West Windsor, VT, in 1964. The ore was provided by the Hammondsville mine. This operation, known as Windsor Minerals, Inc., continued from 1972 to 1989 as a subsidiary of Johnson and Johnson Co. In 1989 Cyprus Minerals Co. acquired Vermont Talc, Inc. and Windsor Minerals, Inc.. thus consolidating the talc mining and processing operations at Hamm, Windham, Johnson, Chester, Ludlow, West Windsor, Troy, and Reading, VT, under one ownership. As the result of Cyprus' sale of its worldwide talc assets to the RTZ Group in 1992, its US talc operations are now part of Luzenac America, Inc.

The leaching behavior of copper powders recovered from waste printed circuit boards (WPCBs) was investigated using electrogenerated chlorine and aeration in a sulfuric acid solution with added NaCl and CuSO4. Various parameters were studied to understand the mechanism of the copper leaching. When the current density increased from 0 to 0.1 A/cm2, the temperature from 30 to 60° C, agitation speed from 100 to 400 rpm, and the size ranged from below 75 to 150 µm, the leaching ratios of copper powders increased. The leaching kinetics were analyzed using a shrinking core model: 1-(1-X)1/3 = kt, and the leaching process was chemically controlled with an activation energy of 14.7 kJ/mol due to Cl- ion catalysis. The ratios of [Cu+]/[Cu2+] at various temperatures (30, 40, 50, 60 and 70° C) showed a periodic variation with the increasing of the leaching time. The redox potentials of the leaching solution and copper leaching ratios in different conditions were measured. The result indicates that dissolved oxygen achieved the dissolution of coppers and electrogenerated chlorine can promote the dissolution of copper powders and improve the reaction rate of kinetics in the presence of oxygen.

Advantages of water recovery and environmental sustainability are the driving forces for paste as an alternative to conventional thickening and the slurry pond. This paper presents a summary of the differences between paste and conventional tailings thickeners, along with recent examples of full-scale paste thickener installations.

Introduction My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rap- idly developing knowledge of how stressed, brittle solids fractured, based on the Griffith crack theory. On the other hand, reading in the grinding literature gave me: • Kick's Law, which was clearly not correct in the light of modern fracture theory; • Rittinger's Law, which was also clearly not correct; • Bond's Third Law of Comminution, which was claimed to have something to do with the Griffith crack theory, but where the connection between the two was made by intuitive pseudo- scientific reasoning I could not accept; • the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. incorrect statements abound in the literature, such as “the Hardgrove Index is based on Rittinger's Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1 948) and Broadbent and Callcott (1 956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1 953) in Germany. We confirmed experimentally the validity of the equations for describing batch grinding (1 962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, (Fig. 1) (Berenbaum and Brodie, 1959). Irwin (1949) showed from solution of the stress-strain solutions that a small hole in a region of tensile stress reduces stress concentration at the hole, that is, the tensile stress at the tip of a crack or flaw in a solid is much higher than the general tensile stress in the region. The longer the crack, the higher the stress concentration. Griffith (1920) hypothesized that when the regional tensile stress is large enough, then the chemical bonds at a preexisting crack tip are stretched to breaking point, as illustrated in Fig. 2. When the bonds break, the crack becomes longer, the tensile stress concentration increases, the situation is unstable and a crack opens up (propagates) a surface of tensile stress, creating its own tensile stress at the leading edge. Stored strain energy is converted to the kinetic energy of the moving stress field, which is analogous to sound propagation through the solid, so the crack tip accelerates to velocities approaching those of sound. The moving crack will pass through regions that were previously under regional compressive stress. Stability analyses were performed on the La Libertad, Nicaragua existing tailings embankment in order to determine the conditions for the minimum buttressing required for stability of the dam as a short term measure. Two critical sections, shown in Figure 1, were investigated under static, drained and undrained conditions for existing and modified geometries. The existing geometries reflect the "as built" topography of the dam, and the modified geometries reflect the implementation of a toe berm to buttress the slope. For these geometries drained and undrained conditions as well as different elevations of the toe berm were evaluated against a factor of safety.

The analytical pillar design procedure employing the Wilson equation is based on the site-specific material strength of the floor, pillar, and roof rock. Stable pillars so designed will sometimes be larger than those designed using empirical methods thus providing more stability or at other times smaller than empirically designed pillars thus conserving natural resources. Presented here is a detailed procedure for the analytical design of soft rock pillars using the Wilson Equation. An example of this procedure is presented that uses data from a mine in the Owl Seam in Southern Appalachia. These Owl Seam pillars are now in use and are performing as expected. Also addressed is an assessment of the Dr. Scovazzo?s analytically designed pillars based on pillar performance data gathered by Dr. Mark in the Southern Appalachian Coal Field.

The bacterial-oxidation (BIOX®) process for the pre-treatment of refractory ores for gold recovery is marketed by BlOMlN Technologies S.A. The process was originally developed by GENMIN who is still providing testwork, design and commissioning assistance to BIOMIN. Since 1986 three BIOX® plants have been commissioned by GENMIN. A further two plants will be commissioned during 1993 and 1994. The commissioning and operational experiences from these plants are described in the paper.

On July 30, 1979 New Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of the decade-old National Environmental Policy Act went into effect. These new regulations replace approximately seventy different sets of agency regulations, providing some uniformity throughout the Federal government in the conduct of environmental reviews and preparation of environmental impact statements (EIS). This attempt by the Federal government at a general improvement in the preparation and quality of EIS's presents an opportunity for the mining industry to evaluate how the EIS process for mining proposals can be expedited. The environmental impact statement is often a key element on the critical path of a major mining project. Preparation of the EIS is ordinarily the responsibility of the Federal agency with primary decision-making authority over the project. Still, the proponent, i.e. the mining company, can play a major role in the process and have a major impact on the timeliness and adequacy of the effort. Typically, the Proponent will conduct (or will hire consultants to conduct) environmental baseline studies of, for example, air quality, wildlife, geology, water quality, vegetation and archaeology. These studies are then compiled into an environmental report and submitted to the agency. The agency verifies the data and incorporates them into the environmental impact statement.

Tool and cutterhead wear is a crucial issue in soft ground tunneling, especially because tool inspection, maintenance, and replacement are done under difficult conditions, and often under pressurized faces or under ?hyperbaric interventions?. Overall, tool inspection and changing is a time consuming and costly step, which needs to be quantified and the related costs accounted for in any construction contract for scheduling and costing of the tunnels at design stage or bid preparation. However, lack of a universally accepted index or measure for soil abrasivity in the geotechnical reports has made it difficult, if not impossible, to define cutter wear for this purpose. Soil abrasion and its impact on cutting tools for tunneling machines under dry or wet conditions have recently been under spot light due to construction claims in several of the recent tunneling projects. The objective of this paper is to examine soil?s physical, mechanical and tribological properties related to the interface of the soil and excavation tools and discuss ways to measure soil abrasivity in a quantitative and repeatable manner. The paper will discuss the efforts that are underway to develop a new soil abrasivity index and the fabrication of a new testing device for this purpose.

"Ask an average non-industry person on the street “What is coal? What is coal mining? What is a coal miner?” The most common answers are coal is something Santa puts in your stocking for being naughty, coal mining is destroying the earth causing global warming, and a coal miner is a person that uses a pick and shovel to dig coal out of the earth. As farfetched as these answers seem, unfortunately this is the opinion of many Americans. Realizing the lack of educational opportunity regarding coal and coal mining, a first-of-its-kind grassroots coal education program known as CEDAR (Coal Education Development and Resource) was created. What started from a general conversation at the December 1992 North Carolina Coal Institute (NCCI) Winter Meeting at the Mid Pines Club in Southern Pines, North Carolina led to the creation, and later expansion of, CEDAR. NCCI President, Gene McBurney, challenged John Justice, NCCI Board Member from east Kentucky, to come up with an idea of how to improve the image of the coal industry, pledging $5,000 from the NCCI as seed money to assist in the development of any such program. John then met with the leaders of Coal Operators and Associates, Inc., (COA) in Pikeville, KY where they agreed to match the NCCI commitment, as well as to assist in the program’s development. After further meetings with representatives from industry, business, and the local school system, CEDAR, Inc. (of east KY) was born. The first year of implementation, the program offered coal education programs to public and private schools in one county in east Kentucky. Although it started in the coalfields of eastern Kentucky, it certainly did not end there. After an amazingly successful first year of the program, it didn’t take long for industry leaders in the western Kentucky coal-fields to learn about, and take note of this new, unique, and exciting program that provided opportunities for teachers and students to learn, “the rest of the story” about the coal industry. Through the joint efforts of Costain Coal, and the Western Kentucky Coal Association, CEDAR of West Kentucky, Inc. was formed in 1994, and has operated since that time, except for the two year period from 2004-2006. The program restarted in 2006 under the name of CEDAR West, Inc. and continues to be offered in six western Kentucky counties."

Room-and-pillar mining at White Pine started in 1953 from a sub-outcropping orebody that gently dips to 1000 m depths in a distance of about 6 km. High horizontal stresses were recognized in the mid-1960s which had obvious stability impacts when viewed in combination with the increased overburden stresses. Modifications in conventional room-and-pillar design were introduced through the years on a trial-and-error basis to help overcome stability and resource recovery problems. These modifications were based on pressure arch concepts using pillar yielding and/or pillar recovery, and on mine layout orientation to minimize stress impacts. While some of these modifications were successfully applied in some areas, they failed in others. Through the years, visual observations played a major role in panel design with contributions from stress measurements and analyses. However, the down slide in the copper economy during the 1970s and early 1980s resulted in a loss of interest in the application of these concepts. This paper reviews ground control problems and presents the results of recent stress measurements and computer analyses. They shed light on the importance of using yield pillars and mine layout orientation to control stresses at depth.

The United States is the world's largest producer of hydrofluoric acid (HF), with its 1971 output of 317,000 short tons representing about 40 percent of the estimated Free World production. U. S. production has increased over five fold in the past 20 years, with a growth rate of about 7 percent per year between 1960 and 1970. However, the growth rate to 1977 is expected to be less than 5 percent per year, due primarily to a reduced rate of growth in requirements by the aluminum industry and an expected increase in imports from Canada and Mexico. This discussion will include our analyses of the consumption pattern for HF in 1972 and the factors influencing the demand forecast for 1977.

Refractory gold concentrates often contain sub-microscopic gold that is encapsulated within the crystal matrix of iron sulphide minerals such as pyrite, pyrrhotite and arsenopyrite. To recover the gold, the host mineral must generally be broken down chemically, by oxidative processes such as roasting, pressure oxidation or bacterial leaching, which expose the gold for subsequent recovery by leaching in cyanide solution. The focus of attention in these pre-treatment processes is usually the oxidation of the sulphides to elemental sulphur, sulphur dioxide gas or sulphate ions. Less attention is paid to the deportment of iron and the changes in its oxidation state, although this can have a profound effect on gold and silver liberation, as well as down stream operating costs. Iron sulphide minerals break down completely during pressure oxidation, and dissolve in the sulphuric acid solution that is generated from oxidation of the sulphides. This liberates the tiny gold particles that were originally trapped in the sulphide crystals, and gold recovery during subsequent cyanidation is usually very high (>95%). Iron goes into solution in the oxidation process, initially as ferrous sulphate, but this is rapidly oxidized to ferric sulphate, which then hydrolyzes and re-precipitates. The form of the precipitate varies depending on the operating conditions in the autoclave and the presence of certain metal cations. When the acidity in the autoclave is quite low (<20 g/L H2SO4) and the temperature is high (>200OC) the formation of hematite is favoured. When the acidity is high (>20 g/L H2SO4) and the temperature is relatively low (160 to 200OC), the formation of basic iron sulphate is favoured. If the ore or the leach solution contain significant levels of certain cations (such as Na+, K+, NH4+, Ag+ or Pb2+) and the acidity is high (>20 g/L H2SO4), jarosite compounds are favoured. Hematite is the desired iron product in the autoclave discharge, for both metallurgical and environmental reasons, but it is difficult to operate an autoclave under the conditions required for effective liberation of gold without converting some of the iron to basic iron sulphate and/or jarosite. These compounds fall into a category of iron compounds known generically as iron hydroxy sulphates, all of which can cause significant processing and environmental problems in the downstream gold process. This paper deals specifically with basic iron sulphate; the conditions under which it is formed in an autoclave, the problems that are caused by its presence in the feed to a cyanidation plant, and possible remedial strategies that can be adopted, both in the autoclave and downstream.

In underground metal/nonmetal mines, repeated localized short-term exposure to high levels of airborne contaminants can become a serious health issue. Currently, there are no common mechanisms to control or mitigate these short-term high exposures to contaminants. To improve miners’ health and safety, the U.S. National Institute for Occupational Safety and Health’s Spokane Mining Research Division (SMRD) is developing a smart monitoring and control (SMAC) system for the real-time monitoring of mine air quality, with integrated countermeasures to reduce high concentrations of airborne contaminants in localized sections of mines. To develop and test a SMAC system capable of being implemented in an underground mine, SMRD researchers built a test apparatus incorporating a fan, louver, ducting and sensors combined with atmospheric monitoring and control software. This system will institute effective countermeasures to reduce contaminant levels, improving miner safety and health.

Coal liquefaction processes can be divided into two broad classifications - direct and indirect. Direct liquefaction processes, in general, slurry coal with a solvent and react it with hydrogen under elevated temperature and pressure. Indirect liquefaction is the term applied to processes in which coal is first gasified to generate a synthesis gas of carbon monoxide and hydrogen. The synthesis gas is then converted to various types of liquid fuels by the proper selection of catalyst and conditions. The first experiments on direct coal liquefaction were undertaken in 1933 by Bergius. Development and commercialization of the Bergius concept was accomplished mainly through the effort of I.G. Farben at the Ludwigshafen plant of its subsidiary, Badische Anilin und Soda Fabrik A.G, under the leadership of M. Pier (1). A demonstration plat having an annual capacity of 100,000 tons of coal was built in Leuna, Saxony in 1927. Six years later, Imperial Chemicals Industries, Ltd., commissioned a plant in Billingham, England (2).

"70-foot deep rectangular-shaped bulkheads were built with sheet piles as launching and receiving shafts for a pipe jacking operation for new underground waterlines in a densely populated section of Los Angeles, California. The Press-in Piling Method was specified to drive 95-foot long sheets (a record for the method) to form the bulkheads for the Los Angeles Department of Water and Power’s LA-29 (DWP) Connection Modification and Pipe Jacking. The piling was chosen because of its very low noise and practically vibration-free nature since the site is surrounded by houses, an apartment complex, and existing water lines. The out front areas of the bulkheads were grouted to let the TBM go through without major ground water leaks. Hydrophilic foam grout was also injected in addition to welding steel scab plates on the inside to seal them to achieve sufficient watertightness behind a few split interlocks. BACKGROUND This project was located in the Crescent Heights area of Los Angeles which is a few miles south of Beverly Hills. The project represents the completion of the last phase of the Stone Hollywood Trunk Line. This was an 8-mile long water trunk line that averaged 60 inches in diameter and was built to improve the reliability of the DWP’s major water system. This section of the project involved driving 2 deep shafts to allow for the installation of a 350-foot-long 72-inch steel casing using microtunneling construction. See Figure 1 for the shaft locations and the tunnel alignment. The challenge for the project was that this water line would have to pass beneath the Hollyhills buried box drain (15 feet high by 20 feet wide). Further complicating the construction was the soils beneath the drain. The DWP chose to drive the tunnel at a depth of approximately 65 feet to ensure that the ground conditions were uniform and suitable for the microtunneling equipment. There were two previous attempts to construct this work which failed because of poor ground conditions and very high water levels. This third attempt was critical because the DWP could not afford to have another failure due to the fallout with the residents being impacted by the project."
