This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

Aqueous pressure oxidation at low temperature, although desirable from a process engineering and operations point of view, presents unique problems when temperatures approach 160°C (320°F). In developing the pressure oxidation process for the Lone Tree Mine, elemental sulfur formation and agglomeration with pyrite proved to be a problem. This paper discusses some of the unique mineralogical and chemical characteristics of the Lone Tree sulfide deposit that make it amenable to low temperature pressure oxidation. Problems encountered during pilot plant operation and their solutions are also discussed.

The success of the heap leaching process for extracting precious metals from low grade ores in many cases depends on successful agglomeration of clay fines. This paper relates the development of a new agglomera­tion agent, named Leachit, that has demon­strated an ability in some ores to decrease leaching time. Data from a commercial test­ing laboratory is presented to illustrate a comparison of leaching efficiencies with other agglomerative agents, such as lime and portland cement. Conclusions will point out certain advantages of Leachit to the heap leaching gold recovery industry.

This paper presents a theoretical tool used to analyze gold recovery problems at Dee Gold Mining Co. The first step in addressing the problem was realizing that lower gold extraction was linked to high silver grades, and could not be correlated to either the carbonaceous or sulfidic content of the ore. Analyses of metallurgical testwork, blasthole, and mill recovery data demonstrated that decreases in gold extraction correlatP� well to increases in silver extraction. Figure 1 illustrates this for 1991 mill operations. This was the starting point for the work described in this paper.

In order to investigate the explosibility of sulphide mineral dusts, sulphide ore samples were collected from five underground metalliferous mines in Australia. The mineralogical and chemical composition of the dust samples was analysed by X-Ray Powder Diffraction and Atomic Absorption techniques. Simulated post detonation fumes were produced and used in dust explosibility tests to examine the influence of the fumes on sulphide dust ex- plosions. These tests were conducted in a 20 Litre Siwek Explosion Chamber with measurement and control system that is regarded as a standard testing system worldwide for dust explosion studies. The dust mineralogical composition and dust explosibility tests indicated that the content of sulphur can not accurately predict the explosibity of the sulphide dust. The percentage content of pyrite in the sulphide dust can be a relatively reliable diagnostic criterion in evaluating the risk of sulphide dust explosions in the mining of a massive sulphide orebody. The hybrid explosion tests demonstrated that the post detonation fumes from ANFO not only decrease the lower explosion limit of the sulphide dusts, but also increase the severity of the dust explosions. In 1961. American Smelting and Refining Company was conducting exploration for lead in southeastern Missouri using several geophysical methods. Electrical methods were used in almost every hole drilled during this period. These methods met with only limited success, with one exception. This paper deals with that exception: An Electrical Potential Method used at a single hole to indicate direction to better mineralization. This method was notably successful in the program.

Moving ground in the mining industry is almost inevitable; however comprehensive awareness of these movements is necessary to mitigate risk. Monitoring of displacements caused by mining is a key tool for geomechanical risk management. Good monitoring may prevent unexpected failures and protect personnel and equipment. Many displacement monitoring techniques are available, however not all are reliable, accurate, and cost effective. Close range photogrammetry (CRP) is a monitoring method with high accuracy, reliability, and cost effectiveness; and has the ability to measure places that are inaccessible. In CRP, some series of photos are taken in different positions with different angles at different time intervals depending on the displacement rates. These photos are processed using PhotoModeler software and 3D models are made. By comparing 3D models, displacements can be measured. This method has been demonstrated at the Freeport-McMoRan Safford Mine in Arizona. A fault related instability in part of the pit is reactive to mining, and provided an opportunity to compare results between traditional monitoring methods and CRP. In this project, multiple series of photos were taken at different times using a Canon 5D Mark III digital camera, then PhotoModeler software used to make 3D models for each specific measurement event. Movement rates were determined by comparing different 3D models. These results are then compared to results of other monitoring methods to validate the CRP displacement method.

"Solvent extraction of copper pregnant solution (PLS) obtained from ammonium peroxodisulfate assisted leach was modeled using response surface methodology. Mixing speed, pH, reagent concentration and organic to aqueous (O/A) ratio were selected for testing. A pitched blade mixer was used in the experiment. Mixer speed contributed significantly to copper extraction significant, while pH had minimal effect on copper extraction. The response model developed has an R2 = 0.97 and Adeq precision of 28.3. A parallel kinetic comparing study using a straight blade Rushton turbine in a turbulent regime of mixing showed no difference (p-value =0.308) between peroxodisulfate assisted leach PLS and conventional ferric/sulfuric acid leach PLS- the power draw data support this conclusion. INTRODUCTION High arsenic chalcopyrite concentrates are a problem to the smelters all over the world due to high arsenic gas emissions during smelting. Therefore leaching is often the alternative for extracting the copper in these concentrates if dilution with low arsenic concentrate is not possible. High-pressure autoclave leaching is used. Alternatively, the use of stronger oxidants such as peroxodisulfate has been proposed [16, 18]. There is a concern brought up by the hydrometallurgy community about the faith of the organic extracting reagent coming into contact with stronger oxidant residue in the pregnant leach solution (PLS) and hence the efficiency of such extraction process. This work, therefore, looks to answer such concerns. PLS generated from leaching of chalcopyrite concentrate with the peroxodisulfate ion was used in this solvent extraction experiment. As a liquid-liquid extraction, solvent extraction involves contacting the aqueous PLS with organic extractant via mixing. Mixing is known to increase the interfacial area for mass transfer by decreasing the diffusion path length (Jussi et al.1997). EXPERIMENT Instruments and Reagents Reagent grade Acorga 5910 reagent was used in the experiment was supplied by Cytec (Current name Solvay), Ammonium peroxodisulfate and sulfuric acid were reagent grade obtained from Amazon. "Carbon dioxide (CO2) injection in deep unmineable coal seams can enhance coalbed methane (CBM) recovery as well as effectively and permanently store the CO2. Enhanced coalbed methane (ECBM) recovery and CO2 storage capacity can be improved by altering injection parameters including the injection well locations, number of injection wells, and the time and rate of the injection. A sensitivity study was performed with sixteen different injection scenarios on a coalbed methane field in Buchanan County, Virginia to understand the influence of the injection parameters on methane production, CO2 storage and the extent of the CO2 plume. History matching was done for the gas and water production period prior to injection based on field data from an active US Department of Energy funded pilot project. INTRODUCTION The coal structure is a combination of the coal matrix and cleats. In a CBM reservoir, the methane (CH4) is stored in the matrix under adsorption properties, not as a free gas. During CH4 production, the reservoir pressure is reduced and gas is released from the surface of the coal, diffuses through the matrix and transmits to fractures (man-made or natural) via the cleat network. Fractures and cleats are the major parameters that influence gas flow capacity because deliverability of the CH4 to the production well is controlled by the cleat permeability. As gas production continues over time, CH4 desorbs from coal, and coal matrix volume starts to decrease. This volume decrease in the matrix opens up the cleats, matrix shrinkage, which leads to a permeability increase. Several emprical (Harpalani and Schraufnagel 1990a, 1990b; Harpalani and Chen 1995, 1997; Harpalani and Mitra 2010; Pan et al. 2010; Liu et al. 2012; Mitra et al. 2012) and analytical (Palmer 2009; Liu and Harpalani 2013) studies have reported this relationship between pressure and permeability. Those studies showed that permeability is an important parameter in CH4 production performance. Furthermore, during gas production, water is produced through the cleat system as well, therefore gas-water relative permeability must be also considered in evaluating production performance (Gash et al., 1991). In the CO2 injection scenario the opposite occurs because CO2 has a higher adsorption affinity than CH4. CO2 replaces CH4 in the matrix of the coal and increases the volume of the coal matrix, matrix swelling, and results in a permeability decrease. Harpalani and Mitra (2010) concluded in their experimental study that swelling of the coal matrix due to the CO2 injection is two to three times more than the sorption of CH4, resulting in large permeability changes during CO2 injection."

The economic developments and industrial behavior patterns that led to a lasting excess capacity in the world non-ferrous metals industries from the aid-1970s are explored. Detailed attention is devoted to analyzing and defining crucial concepts like "capacity", "excess capacity", "capacity maintenance" and "investments". Empirical evidence of capacity utilization and capacity growth in the industries under study is provided. The coincidence of excess capacity and low prices on the one hand, and investments in capacity maintenance and capacity expansion, on the other, is seen as a consequence of substantial declines in the metal industries' investment and production costs during the period studied.

The Lucerne Valley limestone mining district is in the San Bernardino Mountains, one of the major ranges in the Transverse Range Province of southern California. Several large limestone mining operations are present along the north range front in Lucerne Valley, and the area is one of the premier limestone mining districts in the country. Resources are contained in Paleozoic carbonate rocks that are part of a thick late Precambrian and Paleozoic sequence that uncomformably overlies crystalline basement. The district has been affected by multiple episodes of metamorphism and deformation, as well as by a complex sequence of late Cenozoic structural events. Detailed studies, however, have demonstrated that these rocks can be divided into formations correlatable with late Precambrian to Permian strata of the Cordilleran miogeocline. The district is the leading producer of white, high-purity calcium-carbonate products in western North America. Pluess-Staufer (California) Inc. mines and processes high-purity white limestone from extensive deposits, and is one of the largest producers of high-quality limestone fillers and extenders in the western United States. Major factors influencing the genesis of economic carbonate deposits in the district include depositional environment, post-depositional processes such as diagenesis, dolomitization and/or silicification, regional and/or contact metamorphism and associated intrusive activity, faulting, folding, uplift and erosion, and preservation from erosion. Regional geologic studies, detailed geologic mapping, intimate knowledge of stratigraphy, and recognition of complex structural relationships have proven to be invaluable tools in the discovery of high quality calcium carbonate deposits in the district.

INTRODUCTION The planned 166 kilometer (103 mile) Metro rapid rail transit system in Washington, D.C. is being designed and constructed by the Washington Metropolitan Area Transit Authority. At the present time, 112.6 kilometers (70 miles) of this system is in operation and contains 21 route-kilometers (13 miles) of rock tunneling, and 14.5 route-kilometers (9 miles) of soft ground tunneling. An additional 2.4 kilometers (1.5 miles) of single track tunnels in rock are planned and 6 additional contracts will consist of some 8 kilometers (5 miles) of twin tunnel, resulting in 16 additional linear kilometers (10 miles) of single track tunnel in soft ground. The Authority plans, upon its evaluation and the recommendation of the General Engineering Consultant, to include an alternative design incorporating the convergence confinement method of construction known as the New Austrian Tunneling Method (NATM), for Sections E-5, E-6e and E-8a of the E-Route. The Metro system is constructed in a variety of geological conditions and crosses the boundary of two major geographic provinces. The goal of the DOE Coal Preparation Program is to provide industry with the scientific and engineering knowledge base to produce economically competitive and environmentally acceptable clean coal products for both existing and new markets. The DOE/PETC in-house program continues to conduct fundamental, exploratory, and applied research in the areas of physical, chemical, and microbial coal beneficiation to assist in meeting these goals and objectives. The Coal Preparation Division now has a new Coal Preparation Process Research Facility that allows continuous bench-scale testing of emerging coal cleaning technologies and ancillary coal preparation equipment at feed rates up to 1,250 kilograms (1.25 tons) per hour. Bench-scale and laboratory-scale research projects at PETC cover areas such as 1) the use of micronized-magnetite for fine-coal, 2) heavy-media cycloning, 3) fine coal reconstitution, 4) development and testing of coal preparation process flowsheet simulators, 5) dry coal beneficiation using electrostatic methods, 6) tracer methods to determine the efficiency of density-based separations, 7) selective oxidation of organic sulfur, and 8) microbial removal of pyrite and organic sulfur from coal. This paper will discuss several of these research areas.

Lornex Mining Corporation operates an open pit porphyry copper mine in the Highland Valley southwest of Kamloops with a rated capacity of 43 500 TPD (48,000 TPD). It went into production in April 1972. Its concentrator consists of two grinding and flotation circuits in parallel each composed of a 6 000 KW (8,000 HP) 9,75 m (32 foot) diameter by 4,724 m (15'-6") semi-autogenous primary mill feeding two 3 000 KW (4,000 HP) 5,029 m (16.5 foot) diameter by 7,01 m (23 foot) secondary ball mills each feeding a bank of flotation cells. ,The original tailings system picked up the tailings from the flota¬tion circuits in a concrete collection box in the mill and carried the 36% solids density by weight slurry 488 m (1,600LF) through a 1100 mm (42 inch) diameter wood stave pipeline on a .46 percent slope to three 99,06 m (325 foot) diameter center drive thickeners. From the collection box under the thickeners the tailings line con¬sisted of three sections, carrying 50% solids density slurry. The first section consisted of 1460 m (4,800 LF) of 910 mm (36 inch) asbestos cement pipe for gravity flow from the thickener under flow elevation of 1252,4 m (4,109 feet) to the first pump station at elevation 1207,6 m (3,962 feet). Eight concrete drop boxes were used to limit the maximum slope on the pipeline to 0.5 percent.

Efficient flotation of fine phosphate minerals from a deslimed waste phosphate stream (-74 microns) has been achieved by both bench-scale flotation and by flotation with a 2-inch air-sparged hydrocyclone (ASH) unit. A sample was collected from the waste phosphate slime stream at the SF Phosphate Limited Operations near Vernal, Utah, for flotation experiments at University of Utah laboratories. The collector used was a mixture of fatty acid, petroleum sulfonate and kerosene. Bench-scale flotation test results show that the minus 15-micron particles have a significant adverse effect on phosphate flotation. When the minus 15-micron material was removed by a classifying hydrocyclone, improved flotation recovery and concentrate grade were realized. A bench-scale flotation recovery of 86 % with a concentrate grade of 16% P2O5 was obtained from classified waste slime (74 x 15 microns) feed material containing 11.3% P2O5 In contrast, a 90% P2O5 recovery was achieved with a concentrate grade of 16-18% P2O5 by single-stage ASH flotation. With a second stage of ASH flotation, a concentrate containing 23% P2O5 was realized at an overall recovery of 75%. These results indicate that the industrial application of ASH flotation technology for phosphate recovery from waste slimes is promising.

Developments during the past few years have brought coal-based composite fuels to commercial readiness. During the next few years, composite fuels will become available from a number of suppliers. Potential users must evaluate the combustion properties of these fuels to determine equipment and operating changes required for their use. Most work to date has been done with boiler applications. However, many potential non-boiler applications exist in the metals and minerals industry. These applications require specific evaluations appropriate for the processes involved.

Introduction Potassium, together with nitrogen and phosphorous, is an essential nutrient required for growth. Since all living things need potash, the major demand for potash - about 95% of the total - is as a fertilizer. Agricultural productivity has increased dramatically in recent times. This increase in crop yields requires substantial amounts of added nutrients to keep the soil fertile. It follows then that potash will always be in demand. There is no substitute. Other fertilizers that contain phosphorous (P) and nitrogen (N) are complementary and not competing products. Fireplace ashes (pot-ashes) have a relatively high potassium content. Their value as a fertilizer had been recognized for centuries. But today's potash industry did not begin until deposits of potassium-rich ore were discovered and exploited in Europe during the 19th century. Canadian potash development Potash in Saskatchewan was first recognized in 1943. It was discovered as a byproduct of an oil exploration program. But it was several years later before the existence of a major commercial deposit was acknowledged, and not until 1951 that the first attempt at development occurred. That attempt was unsuccessful. The shaft flooded and was abandoned. It did, however, demonstrate the need for new technology to penetrate the waterlogged Blairmore layer. This was eventually developed and the first mines were brought into production in the early 1960s. Once the technology was available, and the extent and quality of the potash beds became known, a number of companies proceeded to develop mines. By 1970, seven mines were in operation and three more were nearing completion. Combined, total capacity then was 7.6 Mt/a (8.4 mil¬lion stpy) K20. At that time, world potash consumption was about 15 Mt/a (16.5 million stpy). This increase in supply from Canada produced a large potential surplus that shattered the prevailing balance between supply and demand. Although world demand increased steadily throughout the 1960s and early 1970s, it was several years before world supply and demand were again in balance. Saskatchewan capacity has been expanded a number of times. It now stands at 10.7 Mt/a (11.7 million stpy) K20. Actual production has not approached this figure, however. Two new mines in New Brunswick have recently been built with a combined annual capacity of 1.2 Mt (1.3 million st) K20. Total Canadian capacity of about 12 Mt/a (13 million stpy) now amounts to 30% of world capacity. Central offshore marketing organization Canadian Potash Exports Ltd. (Canpotex) was created in 1970 as the offshore marketing organization for Canadian producers. Canpotex is owned by Saskatchewan producers and is their exclusive marketing organization for offshore business. Each company handles its own sales in Canada and the US, but all sales to other markets are handled through and by Canpotex. The Saskatchewan industry has an ore body of a size and consistency unmatched anywhere in the world. Large efficient mines have production costs that compare favorably with other producing countries. On the minus side, Saskatchewan is remote from most major markets. It therefore needs the ef¬ficiencies that stem from one organization that coordinates all offshore shipments and minimizes distribution costs. Agriculture guides potash market In the period following World War II, potash was a classic growth industry. World demand increased each year from 1945 to early 1970s. Since then, demand has been more erratic. Some years show substantial increases, but are followed by significant declines. For about the last decade, the pattern has been unclear and future demand has become correspondingly difficult to predict. North America and Europe together account for about 40% of the world potash consumption. In both areas, farming is characterized by surplus production, declining crop prices, and expensive government support programs. Under those circumstances, farmers respond by minimizing input costs. Fertilizer is one of the items they reduce. Potash is retained in the soil. It is possible to reduce potash application with no immediate deterioration in crop yield. Coeur d'Alene Mines Corporation's newest precious metals property is located in the old Rochester Mining District approximately twenty-five miles northeast of Lovelock, Nevada. Built at an elevation in excess of 6 000 feet, the Coeur-Rochester gold silver heap leach property encountered cold weather operational problems typical of most northern Nevada heap leach properties, soon after the start-up of operations last fall. Due to the size of the heap area under leach at Rochester, it was decided that 1 the usual practice of spraying to an "ice field" and waiting for the spring thaw was impractical. Further, the delivery schedule for a solution heating system of the size required was unacceptable. Accordingly, Rochester personnel embarked on a program to seek out a leach solution distribution system that would enable an operation through the winter and yet be cost effective. The findings of this program were rather dramatic and, as a result, the whole perception of heap leach solution application at Rochester has changed forever.
