The material balance computer program (MAT-BAL) developed at the Minerals Resource Research Center of the University of Minnesota, has been used in conjunction with routine process profile samples taken in the potash compaction plant at Great Salt Lake Minerals and Chemicals Corporation, Ogden, Utah. In this manner, a uniform data base is being established for the process, and selected key indicators are used for decisions in plant operation and maintenance. With present emphasis on improving product quality and increasing production rates, the standard data base system provides a means of measuring results from test programs to optimize the circuit. The development and application of this process control method is discussed. The compaction plant computer-assisted data base has been in existence for only two years, but it has made significant contributions to the knowledge of the process and continues to assist in monitoring the plant performance. It is anticipated that the material balance program will be adapted to the GSL flotation plant in 1979, and to other circuits in the potassium sulfate chemical plant.

There have not been many opportunities to date for comparison between laboratory and commercial neutralization rinse data. Homestake Mining Company's Santa Fe project is one such comparison. This paper discusses laboratory procedures and results from a 100' leach pad height simulation column neutralization rinse test and compares principal data with that achieved in actual commercial leach pad neutralization rinsing procedures. Principal comparisons include the rate of WAD cyanide neutralization, decrease in effluent pH, stabilization of dissolved silver and copper, and the quantity of dissolved gold recovered during rinsing.

It has become apparent in recent years to everyone intimately concerned with the future of the American fuels industries that the growth in demand for energy has become a topic receiving considerable attention, and that investigators are leaning more and more toward a mathematical approach to deduce what pattern that growth will follow. Though coal has been included by necessity In all-studies of future energy markets, it has not been the subject of mathematical analysis or description as frequently as has been total energy or some of the other fuels, particularly petroleum, It is the intent in this particular paper, to subject bituminous coal consumption to a preliminary mathematical scrutiny which can lead to a more logical estimation of the general level of bituminous coal consumption for the next decade, as well as formulating an approach toward describing how coal consumption may vary as the result of the annual variations in activity in the United States, economy, The approach utilized is more sophisticated than the mere projection of the historical trend of bituminous coal consumption. Such a projection would lead to a continuation of the recent decline, indicating that coal consumption would reach zero some thirty years from now. On the other hand, the mathematical analysis described here is a relatively simple, straightforward approach and- is not intended to represent the-ultimate in mathematical economic analysis as now practiced, It is hoped that this will contribute to our knowledge of bituminous coal markets. Even more, it is hoped that it will help arouse a greater interestin utilizing mathematical and statistical analysis when studying the bituminous coal industry. - Since this is a preliminary study, comments and criticisms are anticipated.

Samarium (Sm), as one of the rare earth elements (REEs), has gained significant attention in the production of samarium- cobalt (SmCo) magnets due to their high corrosion and oxidation resistance, as well as their high-temperature stability. SmCo magnets find applications in various industries, including but not limited to national defense, aerospace, military and medical equipment. Sm and Co have been classified as critical metals due to their economic importance and supply risk. Recovering Sm from SmCo magnets is an effective method to ensure a stable supply. The present study investigates an integrated hydrometallurgical treatment and combustion process for the preparation of rare earth oxide (Sm2O3 ) powders from SmCo. Initially, SmCo powders are exposed to nitric acid, and the resulting slurry is selectively oxidized at 250 °C to obtain Sm(NO3)3 , Co2O3 and Fe2O3 . Subsequently, the selectively oxidized powders are leached with water to extract Sm. Sm2O3 powders are produced from the obtained leaching solution using an energy- and time-efficient solution combustion process. Finally, the optimal conditions for the production of Sm2O3 are identified, and the produced powder is characterized through X-ray diffraction (XRD) and field emission scanning electron microscopy (FESEM) analysis.

"The US coal mining industry has suffered a recent decline in profits caused by a combination of decline in commodity demand and more restrictive government regulation, forcing coal mining companies to cease production in numerous mines. A 40% decrease in the total number of coal mines occurred from 1994 to 2000. The number of mines remained relatively constant until 2008 when a change of government sparked a series of new environmental regulations which have contributed to another 15% decrease from 2008 to 2016. In contrast, production has only decreased by 3%, increasing from 1994 to 2008, and then decreasing since 2008. However, this value is skewed by large increases in sub-bituminous coal production and decreases in other coal ranks. Several aspects assist in executive decisions on mine longevity and economic worth. Studies of open source mine data collected by mandated government surveys coupled with commodity history can be used to find relationships between mine closures and these elements, which include statistics on production tonnage, seam height, coal rank, etc. This paper looks at coal mining trends since 1994 by comparing mine, market, and regulation factors that may influence mine closure. INTRODUCTION The US coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history, and regulatory impact. TRENDS SINCE 1994 Each year, US coal mines are required to submit data on a wide variety of categories to the Mine Safety and Health Administration (MSHA) and the US Energy Information Administration (EIA). This data includes administrative records, production values, and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the following figures."

Central Appalachian coal reserves are a valuable natural resource in high demand, both domestically and internationally, justifying efforts to increase percentage recovery through pillaring. Unfortunately, the challenge associated with pillar extraction introduces additional safety risks during the activity. Although pillaring developed prior to mechanized mining, current technology and mining practices have made this form of mining highly modernized. However, current fatality trends suggest that work still needs to be done to control the residual risk that is not controlled by modern practices, such as those having a personnel-performance-based component. This paper investigates the application of modern coal pillaring techniques and will present a risk-management-based strategy that targets personnel-performance-based risk, in order to improve the ability of safety engineers, managers and trainers to provide training programs addressing the needs of pillaring sections.

Coal refuse slurry impoundments are dams constructed of coarse coal refuse to impound fine refuse (slurry) and water (25-30% solids). Both products are waste from coal preparation plants. A number of these structures in West Virginia, Pennsylvania and Kentucky were investigated to determine embankment stability. During the investigation a variety of embankment designs were encountered. The investigation determined the soil and geological characteristics of the embankments and the sites. This was accomplished by a test drilling and monitor installation (observation wells and piezometers) program, geologic study, and large scale mapping which allowed sub-surface profiles of the embankments to be constructed. The laboratory testing program concentrated on textural classification of the coal refuse, permeability and determining strength parameters to be utilized in the stability analyses. For the stability analyses, the Modified Fellinius Slip Circle, Simplified Bishop Slip Circle and Analysis for Translational Failure -were utilized. In all stability analyses hydrostatic pressure and earthquake were considered. This investigation indicated that 62% of the embankments analyzed are in a stable condition. The coal seam mined, the type of roof rock, and the gradation of the refuse influence the degree of compaction obtainable and the permeability of refuse. The shear strength of coal refuse appears to be controlled by its composition, moisture content, degree of compaction, amount and grain size of fines present. This investigation demonstrated these em¬bankments should not be treated as pure state-of-the-art dams; consideration must be given to the particular properties of coal refuse and the total refuse disposal system. Refuse dim slurry impoundments generally lack the site se- lection phase that is standard practice with siting most other types of dams.

The application of geophysical technology relative to the exploration, planning, and operation of coal mines is expanding. This is due to the trend of the industry to increase the size of operations, use of mechanized equipment and mining of more difficult coals, where unforeseen conditions can affect mine profitability. Coal is a good geophysical target because of its lower density, higher electrical resistivity, lower seismic wave velocity, and lower magnetic susceptibility in comparison to typical country rock. The more important techniques are well logging, high resolution seismic reflection, seam wave velocity, and radar. These methods can be used to map coal horizons, determine the physical properties of the coal, and identify mining hazards. The methods are not a pancrea however. Their use should be based on a careful assessment of their expected success and cost benefit analysis in comparison with conventional technology, primarily drilling, which none of the techniques presented should entirely replace. In general, the level of technology developed for geophysics surpasses their current level of application to coal problems. In some cases, identifying hazards in advance of mining using seam wave seismic in particular, the state of the art has been developed in Europe and is awaiting fruitful application in the United States.

Strip mining with draglines and other surface equipment has traditionally been the method of choice for mining shallow deposits. This is particularly true for soft deposits that require little or no blasting. High rates of productivity and low operating costs have set this standard. However, these methods can be improved. Strip mining methods are batch processes and difficult to accommodate in processing. Moreover, they are encumbered with overburden removal, reclamation expense, and human inefficiencies. This paper describes the invention of a novel shallow earth mining technique called the Softwall Mining Method. Softwall Mining is an adaptation of longwall mining for loose earth conditions. The method was specifically invented for recovering phosphatic clay ore from beds in North Central Florida, but is likely to be suitable for a number of other minerals as well. Potential deposits for which the method may be well suited include placers, disseminated deposits in soft host rocks, bauxite, soft coals and lignite deposits, and other deposits where overburden will subside readily and where the ore can be hydraulically broken and slurried. Unit operating cost advantages are expected over the current dragline systems used. The Softwall mining advantages are its high rates of productivity, control and automation of the mining process, reduction of dilution and waste, and elimination of the majority of stripping and reclamation.

Nickeliferous laterites were characterized by particle size analysis, X-ray fluorescence (XRF), X-ray diffraction (XRD), scanning electron microscope (SEM) and energy dispersive X-ray analysis (EDX), Fourier transform infrared (FTIR) spectroscopy and thermal analysis. Results showed that the laterites consist mainly of nickel-substituted lizardite with cobble-like morphology and traces amounts of magnetite and phlogopite. As fluoride ions can react with silicon in the lizardite crystal structure and form metal-fluoride complexes, as well as increase the equilibrium constant of the lizardite dissolution in acid solution dramatically, the addition of minor fluoride salts (0.2wt.% NaF) gave a markedly enhanced metal extraction rate (Ni 81.7% and Co 52.3%) under the experi-mental conditions of particle size d50= 25 µm, 10% (v/v) H2SO4, reaction time 2 h, reaction temperature 90°C, liquid-to-solid ratio 3 mL g-1 and stirring at 500 rpm compared with H2SO4 alone (Ni 69.6% and Co 30.8%).

I have been asked to give you the National Coal Association's (NCA) view of the future of the coal industry. However, before discussing the outlook for the future I would like to set the stage by taking a brief look at how the industry has changed over the last decade. In 1977 the coal industry was in the midst of a period of steady growth. Although most of the gains in the early and mid 1970's occurred in the west, the industry was still predominately eastern, with eastern production accounting for 76 percent of the 697 million total tons produced in 1977. The labor force was nearing a high - at over 220,000 workers, and the number of active mines was also at a decade high of over 6,000. Productivity on the other hand was at a low. The average miner produced 1.80 tons per hour, and labor relations were also at a low point. Projections for coal's future were very optimistic, mainly because of the unprecedented growth in coal use by the utility industry. In 1977 the 477 million tons of utility coal accounted for 68 percent of U.S. coal production, and the utility industry planned on 129,000 MW of new coal-fired capacity over the next decade. Consumption of metallurgical coal at coke plants was the second largest market at 78 million tons; the industrial and residential market consumed 70 million tons and exports were at 54 million tons. But in retrospect, a lot was happening in 1977 that signalled many changes in the coal industry: - Amendments to the Clean Air Act were passed, which required that utilities take an entirely different approach to meeting New Source Performance Standards at new plants, and required that standards be set for industrial boilers as well; - the Surface Mining and Reclamation Act became law; -electrical generation, despite the optimistic forecasts, was nearing the end of a period of close to five percent annual growth; -1977 ended and 1978 began with the longest coal strike in U.S. history. -crude oil imports in the U.S. reached an all time high as did both total consumption of petroleum products in the U.S. and oil consumption at utilities. The high level of oil imports set the stage for the oil price increases of 1979 and 1980 which resulted in an immediate increase in demand for coal, not only in the United States, but world wide. Labor strikes in Australia and Poland sent foreign buyers to the U.S. literally in droves, and quickly made the U.S. a force in the world steam coal market. The U.S. coal and transportation industries responded to this overwhelming potential demand for coal. In a very short time, the capability had been developed to mine and transport the 1.2 billion tons of coal that forecasters said would be needed by the mid 1980's. Velocity of detonation (VOD) is an important variable when evaluating the performance of mine blasts. Typically, for a VOD measurement, individual probes have to be loaded into each blast hole that requires a measurement, which increases the loading time and is not representative of the whole blast. Experimental studies of electromagnetic pulse (EMP) from the detonation of explosive charges show that electric and magnetic field signals are observed when chemical explosions occur in the air, at the ground surface, and in the underground. EMP has the potential to evaluate VOD of the whole blast without impeding the loading process. Due to a variety of physical causes which make the electromagnetic effects complex, measuring EMP of the detonation of explosive charges has not been fully studied yet. Five different antennae were tested with explosives, which are commonly used in mining industry. Among the five antennae, aluminum and copper tape, and wire were successful to detect the EMP. INTRODUCTION The measurement of the velocity of detonation (VOD) helps in evaluating and comparing relative performance of explosives in mine blasts. A VOD of an explosive is usually predicted by empirical mathematical equations or measured in-hole by VOD meters. However, conventional methods to measure a VOD have constraints: only a limited number of holes can be measured because cost of consumables for such systems is very high, and systems only allow a certain number of holes to be measured. The measurement cables have to be placed into the holes prior to loading with explosives which means that preparing to take the measurement is time consuming and has to be well coordinated with the mine. In order to evaluate VOD for a whole blast, there is a possibility of using electromagnetic pulse (EMP) from the detonation of the explosives. As there are many parameters that affect the generated EMP from explosive charges, measuring EMP of the detonation of explosive charges has not been fully studied yet. Most studies conducted relate to military related explosives, not the ones frequently used in mining industry. This research has been performed to have a better understanding of EMP from the types of explosives which are commonly used in the mining industry. To discover a way to detect EMP efficiently, five different types of antennae have been studied in the air and in the underground blasting conditions: coil, monopole rod, log periodic, wire, and aluminum and copper tape. LITERATURE REVIEW Conventional methods of measuring VOD Over the years, demands for more accurate theoretical predictions and physical measurements of the effects of the explosives have increased. Especially when both demand and commodity price decline, mining companies are keen to understand the effectiveness of explosives since it has a direct relationship with fragmentation, which influences their production rate. Since the 1940s, various methods have been devised to determine VOD of explosives.

Pollution to Lake Erie will be significantly reduced by the Westerly Storage Tunnel (WST) system, which is mainly comprised of a 10,000-ft long tunnel and a dewatering pump station in the downstream tunnel shaft. Separate construction contracts for the tunnel and pump station required careful management of the interface risks. A key decision was to decouple the projects by relocating the mining shaft away from the pump station. The need to receive the tunnel boring machine (TBM) in the pump station shaft was eliminated by dismantling the 28-ft diameter TBM in the tunnel then carrying it back through the tunnel and up the mining shaft. This paper discusses how interface risks were successfully managed during design and construction to limit overall schedule impacts.

Tunnels and underground projects are inherently more risky than vertical projects, which typically utilize more conventional design and construction approaches and are undertaken in the context of relatively ascertained and defined conditions. On tunnel and under-ground projects, there are a host of special risk factors, including unknowns and uncertainties as to the physical and behavioral characteristics of the ground, the inextricable interdependence and necessary interaction of design decisions and construction means and methods with those ground conditions as well as the manner in which risks are allocated among project participants for un-anticipated subsurface conditions. Public-private partnerships (PPP) projects, in their own respects (and independent of any major subsurface component), pose significant risk for all private sector participants. The main driver of owners to procure projects using PPP is financial, as often all, or substantially all, of the design and construction risk are transferred to the private sector consortium, including the design-build (D-B) team. For a concerning number of those public owners, that risk transfer regime includes rather onerous and aggressive contractual terms that allocate to the private sector participants substantially all risks associated with the encountering of unanticipated subsurface conditions. These aggressive risk allocation provisions, while directly impacting project participants upstream of the consulting engineer, have an indirect and corresponding risk intensifying effect upon consulting engineer professional liability exposure. There are many factors that result in increased professional liability exposure for consulting engineers involved in PPP projects. Using electrochemical techniques it was demonstrated that bioleaching of gold from refractory pyritic ores is a complex phenomenon. Many intermediate electrochemical reactions were found to be involved in the oxidation of pyrite, using cyclic voltammetry and carbon paste-pyrite containing electrode. Furthermore, the oxidation process was controlled by solid-state diffusion as suggested by chronoamperometric and chronopotentiometric measurements. Using the Sand's approach, the activation energy of solid-state diffusion was found to be = 22.4 kJ. After bioleaching, 96% gold was extracted from the leach resi¬due with a thiourea solution in 1 hour. A generalized model for the mechanism of pyrite oxidation has been presented.

On Oct. 1-3, SME?s Twin Cities chapter (SME TC), in cooperation with the University of Minnesota ? Duluth?s Precambrian Research Center (UMD-PRC), cohosted a symposium on silica sand mining and processing. The conference was held at the Earle Brown Heritage Center near Minneapolis. The symposium was followed by a day-long field trip to operating mines, processing plants and loading facilities located in southwestern Wisconsin. Speakers and attendees at the symposium included university professors, industry experts, regulators, mining company representatives, equipment suppliers, consulting engineers and service companies. Approximately 320 people attended the conference. In addition, about 50 people who oppose mine development and the oil and gas industry showed up to voice their displeasure with the event and those companies that operate in this space.

This paper presents a kinematic approach for blast modeling with examples of blast models that were developed previously. A kinematic approach was applied successfully in developing blasting models that can simulate all blast design parameters for field applications. Several applied blasting models have been developed and applied widely in the world. A kinematic approach to blast modeling refers to using measurements of kinematic quantities such as the velocity, strain, or displacement and well-established assumptions to model blasting phenomena, rather than being restricted to use first principal of physics, such as, the stress- and material-constitutive relations. The kinematic quantities are easy to measure in the field. Due to the complexity and inhomogeneity of rock mass properties, using first principles of physics, many parameters of rock and explosive properties must be involved, which are hard or impossible to quantify. This creates a major impediment when trying to simulate the total process of blasting based upon first principles of physics. The 3D kinematic model for muckpile formation was developed and applied to open pit blasts. The multiple blasthole fragmentation model developed during recent years has been applied successfully to many mine sites around the globe. These models are typical examples of blast modeling using the kinematic approach, which enables the models to catch major trends of the blasting process and explicitly simulate full blast design parameters and complex geometries. Blast modeling using the kinematic approach results in easy model calibration and validation against field measurements and effective applications to practical problems. Using kinematic models of the muckpile formation and the multiple blasthole fragmentation model, this paper demonstrates the merits of the kinematic approach for blast modeling. New developments of the models were also presented in the paper, which illustrate the potential of the kinematic modelling approach.

A well designed mining plan is one which minimizes the cost and the mining induced problems and maximizes the recovery of the coal reserve. In order to minimize the negative effects on surface structures caused by ground subsidence process due to underground mining activities, two kinds of practices are commonly employed by the mine operators. One is the support techniques which leaves an area of coal un-mined or partially mined beneath the structure to be supported. The other is the protection techniques which protect the structure when it is subsiding with ground taking advantage of the ground subsidence process (Luo et al., 1992). In designing the supporting techniques, the only currently available method in the U.S. is the one stated in the Pennsylvania Underground Coal Mining Rules (1985). However; The size of the support area designed by this method will be excessively large resulting in wasteful use of coal reserve when the overburden depth is more than 350 ft. A more scientific method is proposed in this paper for de-signing the support area. This method is based on a large amount of subsidence data collected throughout a number of major U.S. coal fields and the authors' experience with monitoring and protecting surface structures undermined by longwall panels. It considers the critical deformation in-dices that a structure can tolerate, and depth and height of underground extraction. The support area designed by this new method will not only assure the safety of the structure to be supported but also maximize the extraction of the coal reserve.

The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu.
