In response to the mandates in the MINER Act of 2006, the National Institute for Occupational Safety and Health (NIOSH) conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the re-search, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This paper highlights NIOSH?s research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan and if appropriate training is provided.

Northwest Alloys, a wholly owned subsidiary of Alcoa, produces magnesium from dolomite by reduction with ferrosilicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial by-products. Two such products are dicalcium silicate slag, Di-Cal, and magnesium oxide condensate, MgO. The alkaline properties of these materials offer acid neutralizing capability comparable to the traditionally used lime, therefore, warranting a study for their use in applications where the neutralization of acidic waters or process solutions is required, such as treatment of mine waters. In this ongoing study, three mine waters (Bunker HillMine, Berkeley Pit, and Blackbird Mine) were selected for treatment with Di-Cal and MgO. Lime was used as the background control. The solid precipitates were subsequently contacted with pure water at four different pH conditions for stability testing of prepared metal precipitates (expanded TCLP). It was found that neutralization with Di-Cal results in precipitates which are of equivalent to superior stability than those from lime treatment.

Acid recovery employs ion exchange resin as an adsorption media for the separation of inorganic acids from mixtures of acids and their metallic salts. This technology has been used to treat spent pickling and plating liquors to recover acid for reuse in the bath and to reduce waste acid neutralization costs. Acid recovery can also be used for electrolyte treatment to facilitate valuable metal recovery and to improve product quality. Conventional fixed bed ion exchange (I-X) systems are impractical for acid recovery because of complex control design and large resin inventories needed to process strong acid concentrations. TETRA'S CCIX™ continuous I-X contactor has been used successfully in a simple, continuous operating mode to separate acid from its salt. Efficient separation is enhanced by refluxing which allows acid to be produced as a salt-free product at nearly its original strength. Continuous treatment also recovers heat to the bath and improves metal quality due to consistent acid quality.

In the early 80's, the cover of a major weekly magazine proclaimed the "Death of Mining." A few years ago, mining conventions, similar to this, around the country sported the theme, "The Survival of Mining." Today, the SME announces that "Mining is Alive." Being part of an industry that is simply alive is not very exciting. We can do better! Our challenge must be to flourish, blossom, maximize our potential and expand our horizons. The pace of rejuvenating this industry is still woefully inadequate. The new generation of mining industry leaders recognizes the urgent need for bold operational changes?changes in the way we deal with our employees? changes in the way we achieve productivity? and changes in the way we reward our employees for productivity.

There are several simulators available and are being used for analysis, improvement and optimal control of the grinding process. However, these tend to be developed on informal software engineering methodologies. The informal approach is not suitable for long term development and a formal design methodology is necessary to develop efficient, error-free, and easy-to-use and to maintain software. In meeting this goal, basic concepts of a software model for describing the mineral process objects has been proposed. The software model forms the basis for software design and efficient implementation of the simulation. This paper describes the development of software models for grinding circuits. The work constitutes the theoretical foundation for the development of an advanced simulator for comminution.

Chalcopyrite (CuFeS2) is the most refractory copper mineral when treated in conventional sulfate media leaching systems. This study is the first to examine the use of a dimethyl sulfoxide (CH3SOCH3), or DMSO, solution containing copper chloride (CuCl2) in the leaching of chalcopyrite. The DMSO solution containing CuCl2 could selectively dissolve the valuable metals of copper (Cu) and gold (Au) from chalcopyrite while leaving minerals with little economic value, such as pyrite (FeS2), and the penalty element arsenic (As) in the residues. Leaching chalcopyrite using a DMSO solution that contains CuCl2 offers a number of advantages, including eco-friendliness and easy operation.

Considerable amounts of the world's known reserves of elemental sulfur are found near the surface in areas of volcanic activity both active and inactive. Because such deposits cannot in general-be mined by the well-known Frasch process, and because other methods of recovery have not proven to be economically competitive except in isolated instances, at present these reserves remain relatively undeveloped. However, projections of world sulfur demand indicate that new sources of marketable sulfur will be needed in future years 2/, 19/. For this reason, recovery of elemental sulfur from these near-surface deposits is of continuing interest. Solvent extraction as an approach to recovery of elemental sulfur from open pit-mined ores of these non-Frasch deposits has received considerable attention particularly at the research and development level 3 /, 7/, l l /, 16/, 21/,23/, 29/ This method has been and continues to be attractive because it presents the potential of high sulfur recovery and purity of product coupled with a relatively simple process flowsheet in which low energy requirements and reasonable operating costs are thought to be possible. However, the physical and chemical characteristics of the native-sulfur ores, of elemental sulfur, and of the known solvents, have presented difficulties in the development of solvent extraction processes. Up to the present time, viable processes have not been realized within the framework of sulfur marketing conditions.

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

Iron solubility's in spent pickling (HFHNO3 -H2O) solutions were determined as a function of HF and HNO3 acid concentrations. A chemical analysis of the industrial pickling solutions and sludges was performed. The stable phases observed in the sludges are FeF3.3H2O and (FeCr)F3.3H20. Pure Fe metal, AISI 316 stainless steel and AISI 416 stainless steel were used in this study. The results show, that the solubility of Fe increased as the concentrations of HF increased in the pickling solution at a fixed concentration of HNO3. A reasonable agreement between the experimental solubility data and the theoretical calculated data was obtained. X-ray diffraction analysis showed that the solid solubility product formed in the ternary solution containing pure Fe is mainly, at a high pH value, FeO(OH) compounds and, at a low pH value, Fe F3.3H2O compounds.

"Since 1984, the date of the first recorded fatality involving a remote controlled continuous mining machine, 38 miners in the United States have been killed when they were struck by a continuous mining machine. Proximity detection is a valuable tool for preventing fatalities, and the use of these systems is expected to significantly improve safety. Proximity detection provides a means to prevent accidents like these. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a series of underground tests to evaluate the accuracy and repeatability of proximity detection systems under a number of conditions such as varying the orientation and height of the personal wearable device (PWD), moving the PWD close to the trailing cable, and activating the machine’s mining mode. At the 2014 SME Annual Meeting, results from tests on first-generation proximity detection systems were presented. This paper will provide results from the similar tests performed with second-generation systems. The results show that performance has improved. For example, the negative impact of PWD orientation and the trailing cable has been reduced. However, some inconsistencies remain. Notably, performance changes dramatically when mining mode is activated. INTRODUCTION Since 1984 there have been 38 fatalities involving striking and pinning of the operator and other workers by the continuous mining machine (CMM) [1]. In August 2011, the Mine Safety and Health Administration (MSHA) published a proposed regulation that would require proximity detection systems on all continuous mining machines except full-face machines [2]. Proximity detection systems are designed to stop machine motion to protect miners from striking/pinning hazards. Several MSHA-approved proximity detection systems are commercially available. MSHA estimates that of the 38 fatal striking and pinning accidents that have occurred since 1984 involving CMMs, the use of proximity detection could have been a preventative factor in at least 28 cases [1]. Furthermore, MSHA estimates that proximity detection could prevent 20% of all deaths throughout the industry [3]. NIOSH researchers have been involved in the development and testing of proximity detection technology since creating the HASARD system [4] and have recently conducted research intended to develop more advanced proximity detection technology for CMMs [5,6,7,8]. In addition, NIOSH has also conducted research investigating how the signals of a proximity detection system propagate [9,10] and have developed a novel method for determining the location of a personal wearable device (PWD) relative to the magnetic field generators [11,12]."

In this study, the effects of various extraction and stripping parameters, such as equilibrium pH (7.0, 8.5 and 10), extractant concentration (5, 10 and 20 volume %), organic-to-aqueous (O/A) ratio and stripping agent type and concentration were studied on chromium (VI) recovery from chromium electroplating rinse bath wastewater using Aliquat 336. Results showed that these parameters all had significant effects on chromium (VI) recovery. A pregnant strip solution from a chromium electroplating rinse bath wastewater with 33.4 g/L chromium content, suitable for sodium dichromate production, was generated by 20 vol. % Aliquat 336 in commercial kerosene. The O/A ratio was 1/4 and the equilibrium pH value was 0.87, the as-received pH value. The wastewater was treated with a two-stage countercurrent extraction process to produce a loaded organic phase, which was later stripped at the O/A ratio of two with a 4-M NaOH solution in a two-stage countercurrent stripping process using Taguchi?s optimization technique.

The "mass balance" is unquestionably the most common class of problems for the process engineer'. Closely related, mathematically, is the "heat balance". Every laboratory test requires a mass balance to describe the results. Mass balance calculations can be subdivided into several sub-categories based on whether the results are time dependant or not and depending on whether the input data are measurements that contain errors or are hypothetical values with no errors. Time dependent mass balances are dynamic process simulations and in addition to the conservation of mass constraints require kinetic data input. They are one step beyond simple mass balances.

Under normal circumstances, methane released along a longwall face represents only 10%-20% of the total me- thane emitted from the entire longwall panel. However, there might be a sudden surge of methane at the face which may cause a potential problem because the friction from shearer cutting, support movement, and scraper conveyor dragging can be ready ignition sources. Therefore, to predict the distribution of methane will be critical to prevent possible explosions. In this paper, methane dispersion patterns along a lognwall face are simulated under normal and abnormal conditions. With the simulation of methane released from the face, around shearer drum, and from the broken coal on the conveyor, places with possible high methane content can be identified by different phases of working process and shearer positions. Local ventilation measures are evaluated so precautionary measures can be planned ahead.

The effects of the operating parameters of media filling ratio, solid mass fraction, grinding media size and grinding time on the stirred media milling of talc were studied. The findings were assessed based on the product particle size (d50, d10), surface area (Sw) and energy consumption (Em). Furthermore, after determining the optimum grinding conditions, Box-Behnken statistical design was used to determine the effect of parameter interactions on the d50 size. The media filling ratio significantly affects d50 size decrease compared with solid mass fraction and grinding time. The minimum d50 size was also achieved under optimum grinding conditions.

Virtually all structures show some signs of distress due to deterioration of the building components, to changed loads, or to changed support conditions. Changed support conditions result from ground movements. In mining regions many cases of structural distress are attributed to mining without considering alternative causes. This is particularly true of coal mining since it occurs under extensive areas. Coal mining is estimated to have already undermined more than eight million acres and may eventually undermine 40 million acres in the United States (HRB Singer, Inc., 1977). Other nonmetal and metal underground mines impact much smaller areas. Although it is sometimes difficult, even with careful study, to identify the actual cause of damage, persons responsible for underground coal mining should at least be aware of possible causes of building stress other than mine subsidence. The purpose of this paper is to inform members of the coal producing and consuming community about techniques used by The Carter Mining Company to control product quality at a large surface coal mining operation. During the early years of mining operations, coal quality received adequate attention but the Company's main emphasis was to build up its production rate and minimize mining costs. While these goals are still of prime importance, coal quality has received substantial attention in recent years. A Company guideline that no coal shipment shall exceed any contract or company-imposed coal quality specification has been successfully implemented. To implement this guideline, geology and coal quality modeling procedures were improved, in-pit drilling and blending programs were refined, and detailed shipment procedures were developed. Background Surface coal mining of subbituminous C rank coal in the Cillette. (Campbell County) Wyoming area has become increasingly competitive during recent years. Prior to 1974, one small surface mine produced coal for local consumption. During the last ten years, 13 new surface coal mines have been constructed. Coal production from Campbell County, Wyoming totalled 88 million short tons (79.8 million metric tons) in 1983, the majority being shipped to electric utilities in the central and southern United States via unit trains having a capacity of 10,000 short tons (9,072 metric tons).

While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. Recently, a new hybrid geopolymer/biopolymer (GP/BP) cementitious material was developed for improving the performance of pumpable roof supports in underground mines. This study demonstrates the application of the hybrid GP/BP cementitious material and validates its effectiveness in full-scale. In this regard, eight (8) full-size (0.61 m diameter and 1.52 m height) cribs were produced in collaboration with Minova International Ltd and tested at the National Institute for Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS) Laboratory. These full-size cribs were produced with different material configurations to evaluate the effect of water to solid (W/S) ratio, Portland cement (PC) content, and BP dosage. The results demonstrated and validated the effectiveness of the hybrid GP/BP cementitious material in increasing the peak and residual bearing capacities of pumpable cribs and eliminating the issue of deterioration when exposed to air compared with the conventional Portland cement/fly ash (PC/FA) cementitious material currently used in practice. On average, the peak uniaxial compressive strength (UCS) and the highest residual UCS after peak of the full-size cribs produced from the hybrid GP/BP cementitious material are 1.90 and 1.33 times of those of the PC/FA-based full-size cribs by one company and 2.32 and 1.66 times of those of the PC/FA based full-size cribs by the other company, respectively.

This study was carried out in Ichadih to map the sulfide/gold mineralization using combined electrical resistivity tomography (ERT) and self-potential (SP) methods. No geophysical analysis has been carried out to delineate such ore deposits in the area. Thus, the study provides a different approach for approximate location and extension of the quartz reef associated with sulfide/gold mineralization. It also provides the elementary idea for further detailed subsurface investigation in terms of geological and geophysical approach.

The shut-off value for a panel cave mine determines when a draw point will be shut-off and mining will cease from that draw point. Using a shut-off value strategy for a panel cave mine is similar to using a cut-off value strategy for an open-pit mine. This paper will discuss how to choose an appropriate shut-off value strategy that an engineer can use when planning a panel cave mine to increase the net present value (NPV) of the project. Using a shut-off value equal to the mining and processing cost will provide the total mining reserves for a panel cave mine given a specified footprint. When the net present value analysis method is used to compare one design to another then using a shut-off value greater than the mining and processing cost will generate a higher NPV. This strategy will replace the marginal ore at the top of a draw column with higher grade ore at the bottom of newly opened draw points. A draw column is broken material which sits above a draw point and it is mined to a specified height above the draw point. This height is called the height of draw (HOD). Varying the shut-off value over the life of the mine can increase the NPV even further. This strategy would have a high shut-off value during the early stages of a mine and low shut-off value during the later stages. If the shut-off value is too high then too many tonnes would be left behind the draw point and the overall value of the mine will be decreased. Also with a high shut-off value then the production target may not be maintained due to too many draw points closing too soon.
