Many investigators believe that column flotation cells offer significant advantages over standard mechanical machines for the flotation of fine particles. However, because of their unique design and operation, conventional techniques for flotation cell scale-up and design cannot be applied to columns. In an attempt to help alleviate this problems a population balance model based on first principles has been developed for fine particle flotation in a column. Two different terms have been considered in the model, i.e., transport and rate. Transport terms, incorporating fluid flow and bouyancy, are used to describe the movement of air bubbles, unattached particles and bubble-particle aggregates along the length of the column. Rate terms, which describe the bubble-particle attachment process, have been derived from first principle considerations. Because the model is based on first principles, it can be useful for the design, control, optimization and scale-up of column flotation cells.

A preliminary study of the performance of a 4-inch Krebs cyclone at near rope conditions and different feed slurry temperatures was completed. Results suggest that temperature influences the x50c size which, in turn, did not depend upon spigot diameter. The bypass correction to a reduced efficiency equation incorporating the concept of a critical size xo was a function of fractional water recovery to underflow and may depend on feed size and feed percent solids. Further experimentation is required to develop an accurate model at near rope conditions.

The goal of the drill bit consumption study was to develop an equation(s) based on various components that affect drill bit wear and use that equation(s) to estimate the consumption of bits during production drilling. Drill bit data from various geographic locations were compiled and used to develop linear regression equations using the Microsoft Excel software package. Multiple drill bit consumption equations were developed and statistical analysis was used to verify the accuracy of those equations. The equations will allow mining companies to more accurately forecast drill bit consumption when evaluating new mine properties. This capability becomes increasingly beneficial to forecasting as the cost of consumables increases.

Tellurium (Te) is a rare metalloid that is predominantly produced from the treatment of anode slimes formed during copper (Cu) electrolytic refining. The US Government lists Te as one of the 50 critical minerals, partly, because of its use in thin-film photovoltaic (PV) technology. Given policy initiatives to increase Te production, it is important to evaluate the life-cycle environmental impacts of Te recovery as a by-product of Cu processing. The literature contains a few specific life cycle assessment (LCA) studies of groups of metals that include Te without proper regard to impacts per life-cycle stage of Te production or the effect of allocation on the results. This study builds an LCA model of the production system of Te from anode slimes treatment to evaluate the effect of allocation on life-cycle impacts. We build life cycle inventories using data from the Ecoinvent v3.7.1 database, literature, and engineering calculations and allocate impacts in proportion to products’ mass and economic value. The results show that economic value-based allocation yields greater impacts than mass-based allocation indicating the significant effect of the allocation approach on life-cycle impact estimates.

In 1981, a gas outburst accident occurred in the Yubari Shintanko coal mine, the only expectant mine in Japan, it caused 93 deaths. As a result, Yubari Shintanko closed in 1982. This major disaster was a turning point for sustainability of Yubari City, the largest coalfield in Japan. Finally, Yubari City was bankrupted in 2007. This paper aims to explore how miner’s children experienced this disaster and felt about region, family, and themselves, and to explain the relation between region declining and children’s lives. The data of this paper are the archived 600 essays, written by the junior high school students at the time of the disaster. There are three findings. First, the children who lost their father were the most shocked. They faced profound sadness. But they expressed that they had decided to overcome their sadness with surviving family. Second, the children who didn’t lose their father were also influenced. They were anxious about the future of Yubari, their family, and themselves. Furthermore, they decided to strive for their future. Third, they understood the disaster as a turning point of Yubari declining and looked ahead their future outside of Yubari. In conclusion, this disaster created their hopelessness to Yubari region and, as a result, promoted the decline of the city through their migration to other city. Furthermore, it is important to clarify that Yubari City has to continue the struggle to the regeneration.

The purpose of this paper is to summarize the role of water resource monitoring in mining activities and to discuss the considerations that go into designing and implementing a monitoring program. The design of a monitoring program is invariably based on sound engineering and scientific judgement since no design formulas exist that can be universlly applied to the monitoring of all activities. As discussed in this paper, however, a methodology of designing a water resource monitoring program does exist. In order to cost-effectively monitor the water resource impacts of mining activities, the following three monitoring related items should be understood: 1. the role of water resource monitoring in the planning, construction, and operational stages of mine development, 2. the available water resources monitoring methods and the proper role of each method in the various scages of mine development, and 3. the strategies that should be followed in designing and implementing a water resource monitoring program.

Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible' lighting while persons are working in such places. Section 317(e) further provides that such Working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31,1970 a notice of proposed ru1emaking which prescribed the illumination to be provided in the working p1 aces of underground coal mines. In 1ight of written comments, suggestions, and objections to this proposed ru1emaking, the proposed standards were with-drawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974 and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976 which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed ru1emaking for illumination of underground coal mines was published in the Federal Register on October 27, 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination; Conso1 felt that expertise in this field would become increasingly important. Conso1's initial efforts in illumination were aimed at investigati.ng practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is a research facility located in Southeastern New Mexico. The WIPP is being developed by the U. S. Department of Energy (DOE) to demonstrate the safe storage of defense-related radioactive wastes in bedded salt. Since the WIPP is a research facility. a number of large-scale in situ experiments have been planned and are currently under construction (Munson, 1983). These experiments were designed to study various aspects of nuclear waste storage in bedded salt such as mechanical responses and creep closures of drifts, thermal response due to heated canisters, and thermally-induced fluid migration. One purpose of the WIPP is to develop and demonstrate a general predictive structural analysis capability for a bedded salt repository. One set of experiments, called the Geomechanical Evaluation (Room G), is heavily instrumented to study the creep around several rooms with different configuration. A Layout of the Geomechanical Evaluation room is shown in Figure 1. One portion of it consists of wedge shaped pillar where two drifts intersect at an angle of 7.5 degrees. The pillar can be seen at the bottom of Figure 1. One purpose of the wedge pillar experiment is to study progressive pillar failure in the tip region. Another is to determine how nonuniform pillar thickness affects creep closure of the drifts. An important aspect of the experiments is the correlation between experimental data and corresponding pretest finite element analyses of the site. The finite element simulations serve two purposes. First, the computer simulations aid in understanding the experimental results by providing calculated stress. strain and displacement fields that cannot be measured directly. Second, comparison of calculated and measured drift closures serves as a method for validating or improving the finite element models and the constitutive models employed. The wedge pillar geometry required a 3-D finite element creep calculation. Results from these 3-D calculations will be presented in this paper. A 2-D plane strain double drift model which approximates the wedge pillar geometry at a slice perpendicular to the drift has also been performed and will be compared to the 3-D results in this paper. FINITE ELEMENT COMPUTER PROGRAMS Two finite element computer programs. JAC (Biffle, 1984) and JAC3D (Biffle. 1986), were used. JAC is a 2-D finite element program developed for quasi-static analysis of non-linear solids. It employs the conjugate gradient iterative technique to obtain a solution Spatial integration is performed using a single gauss point in each four node quadrilateral element. An hourglass viscosity technique is used to control the zero energy modes that occur with single point integration. The single point integration combined with the explicit nature of the program and exploitation of CRAY-1 computer architecture results in very efficient execution J4: results were compared to results obtained with eight other 2-D structural creep computer codes in the second WIPP benchmark exercise (Morgan, 1981) JAC3D was derived from JAC to treat 3-D finite element models and has many of the same characteristics including single point integration and hourglass viscosity. Three nutrient amendments and a biological seed inoculant were evaluated for use in establishing vegetative cover on waste rock substrates. Randomized blocks were placed on three substrates. Treatments included two types of organic fertilizer, mineral fertilizer, Azospirillum bacterial inoculant, plus controls. The seed mix consisted of native grass species adapted to low nutrient conditions. Canopy cover has been monitored for three growing seasons. Results indicate: 1) two of three substrates support plant growth following amendment with organic fertilizers; 2) organic fertilizers increase cover substantially over mineral fertilizer; and 3) Azospirillum had no effect on canopy cover.

A computer model is developed for the problem of dispersal of dust (suspended particulate matter) resulting from blasting operations in surface mines. Undulated surface (lower boundary) simulation was carried through sixth order polynomial by least square approximation. Segmentwise terrain simulation was linearly added to build ground feature extending either side of the blast location. Assuming the initial dust concentration in the vertical column to. be uniform and treating the finite vertical line sources as a series of point sources to height, H varying from zero to top of the dust mushroom, integration was done of the concentration effects from H = 0 toL tan[0] (L = horizontal distance of the blast location and [0] is the angle of the top of dust cloud from the point of observation). Using frame of reference moving with the mean wind, the ground level 'concentration (GLC) has been computed over the undulated terrain. Standard deviation (s) of concentration has been parameterized based on mixed layer similarity theory in convective boundary layer.

Assessments of the stability performance of open pit highwalls have traditionally been based on consideration of surface movement rates. Although generally accepted in industry, this approach presents challenges for establishing appropriate threshold values to allow for safe mining operations and does not address the issue of total strain. Surface movement monitoring data from a limited number of open pit mining operations in North and South America has been evaluated in terms of highwall strain, rock mass quality and inferred mechanism of instability. Threshold strain levels for key stages of highwall stability proposed from previous work have been reviewed and are generally endorsed based on evaluation of additional data. An empirical highwall strain criteria for the assessment of highwall stability performance is postulated based on the observed trends in highwall strain data from the case histories presented.

Conveyor systems are an essential part of many material movements in all conceivable areas of application. They are used to transport goods in raw materials extraction, agriculture, and even articles for daily use. In the process, not only distances of several kilometers but also differences in altitude of several hundred meters are bridged. The layout of the conveyor usually follows the topography at the respective installation site. Particularly in the case of large height differences, safety devices must be provided to prevent uncontrolled movement. Backstops can take over this task in predominantly ascending overland conveyors and are used either as a primary or as a secondary safety system in conjunction with a service brake. They are always used when the system comes to an unplanned standstill, whether due to a power failure, an emergency stop or a defect. When designing backstops, it must be ensured in any case that all conceivable circumstances are taken into account so that failure is ruled out without the product being unnecessarily large in size. Various safety factors are applied, some of which are even prescribed by authorities. One example is the Australian standard on machine safety for bulk material belt conveyors (AS/NZS 4024). This stipulates a redundant acceleration safety device that can absorb at least 150% of the maximum load. The Mineral Park Mine is an open pit copper-molybdenum mine located in northwestern Arizona, approximately 74 miles southeast of Las Vegas, Nevada. The property has been owned by the Duval Corporation, Cyprus Mining Company and Equatorial Mining of Australia. Mercator purchased Mineral Park from Equatorial in 2003. Mineral Park commissioned a 25,000 tpd copper and molybdenum concentrator in November and December of 2008. The process includes two stage milling (SAG and Two Ball Mills) fed by primary crushed ore. Metals are recovered in a copper-molybdenum flotation circuit consisting of mechanically agitated roughers and cleaners. The copper- molybdenum flotation concentrate is thickened and further processed in the molybdenum flotation circuit which separates the copper and molybdenum minerals into salable concentrates. The molybdenum circuit also uses mechanically agitated cells. This paper describes the plant and some of the highlights of the commissioning process.

"Fiber reinforcement has emerged as an alternative to steel bars in precast concrete segments due to advantages such as saving cost and reducing production time while developing a more robust product with improved handling and long-term durability. ACI recently drafted a new report as the first design guideline on FRC tunnel segments to provide specific guidance for this emerging technology. ACI document offers general information on the history of FRC precast segments from tunneling projects throughout the world; a procedure for structural analysis and design based on governing load cases, and a description of the material parameters, tests and analyses required to complete the design. This paper summarizes the design considerations in this ACI guideline prepared by the authors of this paper as the main contributors. Application of this guideline to design of a tunnel with an internal diameter of 5.5 m (18 ft) results in elimination of steel bars.INTRODUCTIONPrecast concrete segments are installed to support the tunnel excavation behind the Tunnel Boring Machine (TBM) in soft ground and weak rock applications. The TBM advances by thrusting off the completed rings of precast concrete segments that provide both the initial and final ground support as part of a one-pass lining system. These segments are typically designed to resist the permanent loads from the ground and groundwater as well as the temporary loads from production, transportation and construction. Tunnel segments are generally reinforced to resist the tensile stresses at both the Serviceability (SLS) and the Ultimate Limit States (ULS). With traditional rebar, a significant amount of labor is needed to assemble the cages and place the rebar, which results in higher production costs.Fiber Reinforced Concrete (FRC) can be used to enhance the production, handling, and placement of precast concrete segments. This is because of the uniform dispersion of fibers throughout the segment to include the concrete cover, which is very advantageous for resisting the bursting and spalling stresses. These stresses develop as a result of the high loads induced on the segments during the TBM jacking process. The presence of fiber in the concrete matrix helps mitigate against unintentional impact loads during segment handling and tunnel construction operations."

The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

Significant strides have been made in optimizing the design of filtration and pressurization systems used on the enclosed cabs of mobile mining equipment to reduce respirable dust and provide the best air quality to the equipment operators. Considering all of the advances made in this area, one aspect that still needed to be evaluated was a comparison of the efficiencies of the different filters used in these systems. As high-efficiency particulate arrestance (HEPA) filters provide the highest filtering efficiency, the general assumption would be that they would also provide the greatest level of protection to workers. Researchers for the U.S. National Institute for Occupational Safety and Health (NIOSH) speculated, based upon a previous laboratory study, that filters with minimum efficiency reporting value, or MERV rating, of 16 may be a more appropriate choice than HEPA filters in most cases for the mining industry. A study was therefore performed comparing HEPA and MERV 16 filters on two kinds of underground limestone mining equipment, a roof bolter and a face drill, to evaluate this theory. Testing showed that, at the 95-percent confidence level, there was no statistical difference between the efficiencies of the two types of filters on the two kinds of mining equipment. As the MERV 16 filters were less restrictive, provided greater airflow and cab pressurization, cost less and required less-frequent replacement than the HEPA filters, the MERV 16 filters were concluded to be the optimal choice for both the roof bolter and the face drill in this comparative analysis case study. Another key finding of this study is the substantial improvement in the effectiveness of filtration and pressurization systems when using a final filter design.

"Airborne respirable coal dust capture by water sprays or wet scrubbers has been studied and developed over many decades as an engineering control to reduce dust exposure in coal mines and combat coal worker pneumoconiosis. Empirical relationships and deterministic models for particular dust capture experiments have previously been devised to show the key parameters involved in airborne coal dust capture. Many of the results from these models show that the significant parameters related to airborne dust capture are water spray pressure, water quantity, water droplet size, relative water droplet-to-dust particle velocity, and total operating air pressure of the scrubber. However, many airborne dust capture efficiency relationships and models developed for particular experiments cannot be readily applied to forecast the dust collection efficiency of different spray and scrubber design configurations, which rely on several key dimensional engineering measures. This study examines engineering measures from previous water spray and wet scrubber experiments conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) and the U.S. Bureau of Mines (USBM) to develop empirical models for wet collection of airborne dusts. A dimensionless empirical model developed for predicting airborne dust capture efficiency of water sprays and wet scrubbers is presented. IntroductionWater sprays have been one of the earliest mainstay engineering controls used to suppress respirable dust in underground coal mines. Some of the earliest reports of water spray usage on continuous mining machines indicated respirable coal mine dust reductions of 20 to 60 percent (Kobrick, 1970). Not long after the enactment of the 1969 Coal Mine Health and Safety Act, the U.S. Bureau of Mines (USBM) and others conducted extensive research into water spray and wet scrubber systems to control respirable dust in coal mines. The primary aspects of water spray dust control included prewetting for dust prevention, localized ventilation redirection and airborne dust capture, which are summarized in handbooks or best-practices guides (Kost, Yingling and Mondics, 1981; Kissell, 2003; Colinet et al., 2010). Initially, underground studies were conducted to identify the primary sources of dust during the mining processes and effective dust controls (Courtney, Jayaraman and Behum, 1978; Jankowski and Organiscak, 1983). Laboratory research systematically studied ventilation and airborne dust capture effects of water sprays and scrubbers to improve their application in underground coal mines (Tomb, Emmerling and Kellner, 1972; Divers and Janosik, 1978, 1980; Grigal et al., 1982; Ruggieri et al., 1983; Jayaraman, Jankowski and Kissell, 1985; Volkwein, Ruggieri et al., 1985; Jayaraman, Schroeder and Kissell, 1986; Divers, Jankowski and Kelly, 1987; Jones and James, 1987)."

What is the primary function of an impact assessment? Many people at the International Association of Impact Assessment?s (IAIA) annual conference said that it is time to return to the fundamentals and consider the underlying drivers of impact assessments ? human health, safety and security. This fall, managers struggling with those fundamentals will receive extra support when a new course focusing on health and socially responsible security is launched online and in British Columbia, Canada, home to many of the world?s junior miners. Now in its 33rd year, the IAIA conference recently held in Calgary, Canada, typically brings together a range of professionals who work in the impact assessment field, including academics, as well as people conducting applied disciplines, such as social and environmental performance management. It is a chance for people grappling with how to assess impacts from projects (for example, dams, mining and other extractive projects), to compare notes and to talk about developments in how to measure, track and report on them. The comments about returning to fundamentals rose as participants talked about the ongoing and increasingly recognized divergence between three main impact assessment streams: environmental, social and health (EIA, SIA and HIA, respectively). Discussions in sessions and in the corridors included calls for streamlining, for integration, for improvement and sharing of practice ? particularly in the HIA stream, where those deeply engaged in the health discipline questioned how HIAs and their intended outcome of protecting human health can be better integrated into the EIAs or SIAs that dominate the impact assessment realm. EIAs and SIAs have become the main tool, particularly from a permitting perspective for large-scale mines, but seem to leave projects with little real information about what they need to do. Human health is not the only concern re-emerging. Although not reflected at the conference, there appears to be an emerging understanding of the need to link the determinants of health with socially responsible security practices. Companies conducting independent social performance assessments for international financial institutions based on the International Finance Corporation?s Environmental and Social Performance Standards increasingly wrestle with both community health and security issues as extractive companies encounter challenging social environments around the world. Once again, the intended outcome is to better protect human health, including avoiding health impacts from conflict, abuses and violence.
