INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. An exchange of coal mine specialists was made with the USSR under an "Agreement on Exchanges and Cooperation in Scientific, Technical, Cultural, and other Fields for 1972-73," which was signed by President Nixon and Chairman Breshnev on April 11, 1972.* This exchange, in the field of coal mine safety and scientific research in hazard control technologies, was one of 16 technical exchanges covered under the above agreement. A six-man USA delegation visited the Soviet Union from September 9 to September 21, 1973. The delegation visited four deep mines, three in the Donets Basin and one in the Moscow Basin, a State Safety Research Institute, a Mine Research Station and associated Research and Design Institute, two Research and Design mining equipment institutes, and a Trade Union-sponsored health sanitarium. In Moscow, the delegation received a briefing on the Soviet coal industry from First Deputy Minister Vladimir Fedanov. A similar briefing was given to us on the Donets coal basin by the Deputy Minister S. Saratikyanz of the Ukrainian Coal Ministry. Lengthy technical discussions were held with the mines staff and research personnel at the institutes we visited. In addition, we had detailed discussions with key staff members of two combinats "Donetskugol" and "Tulaugol." In all these meetings, principal topics were matters of safety related to hazards associated with face mechanization, coal transport, methane gas control measures, gas outbursts, coal and rock outbursts, fire fighting add control, explosion suppression and control measures and other related hazard factors. There was also much discussion on miner training, miner's attitudes toward safety and accident prevention practices, and preparation and enforcement of safety rules and regulations. The delegation was very warmly received and constant attention was given to our needs. Our numerous questions were answered with candor although quite often in not as much detail as we would have liked.

The advent of the process control computer with its capabilities of monitoring, storage, and real-time control has revolutionized control technology in the mineral industry. Initial efforts to introduce the computer into process control began in the early 1960's. However, it wasn't until the last decade with the introduction of integrated circuits and minicomputers that truly successful applications became visible. Computer hardware and real-time operating software have improved to the point that they rarely provide major problems in the implementation of successful control systems. At this time the most prevalent problems and obstacles affecting the successful implementation of a control system are as follows: (1) reliable and representative sampling systems; (2) rugged and reliable process sensors; (3) the availability of well-defined control strategies; (4) the willingness of plant management to provide the continuous support necessary to acquire and/or train appropriate personnel in the operation and maintenance of advanced control systems. Discussion of these problems and of the instrumentation required for the successful application of computers in minerals processing plants follows. In order to enhance this discussion the remainder of this subsection is broken up into individual mineral processing categories.

Hydraulic transport is commonly used in mining for moving particles or ore concentrates in pipes over long distances with a water stream. Control and monitoring of this process require sensor technology that can obtain relevant characteristics of the two-phase flow. This work investigates the acoustic emission (AE) technology for monitoring a hydraulic system with different sand concentrations, showing the strong relationship between friction behavior in the pipe and the measured AE signals.

Gas wells have often intersected mining resources, but unconventional shale well drilling has more recently challenged mines to balance the risk of interaction due to higher pressures and larger quantities of gas. Full extraction mining, such as the longwall method, induces ground movement that may influence the casings if wells are drilled within the mining area. The possibility of a casing shear would lead to the risk of unplanned gas migration into the mine. This has the potential to quickly overcome the ventilation system and reach the explosive range which, if ignited, can have catastrophic consequences on the health and safety of underground workers. The utilization of network software to model mine ventilation is a common practice in the mining industry and can assist with a well breach scenario. This work focuses on a well breach in between two longwall panels after second panel mining with gas entering primarily through the gobs of the adjacent longwall panels. Applying the network software Ventsim, a gob zone and ventilation network were created to better understand the distribution of gas within the mine and the limitations and effectiveness of a ventilation system. The model shows both a transient flow simulation and steady state concentrations throughout the mine ventilation system. Using a standard Pittsburgh coal seam longwall ventilation scheme, we find that the system can dilute a significant inflow of up to 700 cfm of methane.

A computer model, which quantitatively utilizes the relationship between the interactive and dynamic processes of methane drainage, mining, and ventilation, is presented. The model includes simulation of the coalbed methane reservoir for prediction of gas-emission rates under the influence of degasification wells and longwall mining, ventilation network-generation, and ventilation simulation. As mining progresses step-wise through the coalbed-methane reservoir, the ventilation network is created and subsequently simulated, iteratively determining fan requirements to safely reduce methane concentrations. The model can be used to quantitatively study the effectiveness of methane degasification on the ventilation system in a longwall panel.

The asbestifom habit is most commonly developed in certain amphiboles and chrysotile, but other minerals may also crystallize with this unususual habit, The habit may be characterized by 1) a fibril structure, single or twinned crystals of very small widths (generally less than 0.5 inn) which have gram with a common fiber axis direction but which are disoriented in the other crystallographic directions, 2) anomalous optical properties, primarily parallel extinction, 3) unusual tensile strength, 4) high aspect ratio, and 5) flexibility. In addition, there is evidence to indicate that some amphibole asbestos may have unusual surface properties.

This paper describes," the application, of a modular or building block approach to the analysis, design, and control of complex mineral treating processes. The main purpose of the paper is tutorial, to show the reader how such processes can be modeled using a modern digital computer" and, not to discuss in any detail the results that may be achieved in such studies. It is proposed that, the main techniques be illustrated by reference mainly to the Bayer process for alumina extraction and purification; in cooperation with the Aluminum Company of Canada Ltd. the author and his Colleagues at McMaster University and their students have studied this, process as a means of applying new computer techniques to extractive metallurgical processes. The plant described was studied by the author and his colleagues as a senior undergraduate project in cooperation with the Aluminum Company of Canada. It is one of several studies that have been carried out with Canadian industry. (1)

The complex nature of the carboniferous measures prevailing in the U.K. has dictated the types of mining required to exploit the coal seams. Most mines in Britain are referred to as deep mines in the sense that they operate at depths of 1800 - 3000 feet. The main system of coal transport to the surface is by vertical shafts which intersect the workable seams which at times number between 4 and 5. As mining has been practiced in most of the major coalfields in the U.K. for well over 100 years, with the initial extraction of the shallower and more profitable seams, the present management have been left a legacy of indiscriminate extraction which severely hampers their efforts to maximise the mine layouts. There is no single standard design of mining layout capable of meeting the wide variety of conditions which exist in the British coalfields. Mining layouts are subject to fixed and variable parameters. In discussing multi-seam working, the main parameter must be the effect of old workings above and below the seam to be extracted. There is a distinct lack of reliable information which would enable layouts to be designed to completely avoid or control these destructive forces. The guidelines are, therefore, mostly empirical.

"In order to protect public safety in the event of a deliberate fire attack, underground rail authorities are increasingly considering the need to design for arson-initiated fire scenarios. Where typical design fires for modern rolling stock mean a peak fire size is reached after 12 minutes, an arson-initiated fire reaches its peak within 2-3 minutes. We present the innovations required to successfully incorporate this requirement on a recent design-build project. In stations 3D modelling is used to optimise smoke reservoir designs, smoke chimneys, station boxes and tunnel geometry to allow coordination with structural requirements. In tunnels, novel coupling of one dimensional network modelling and 3D Computational Fluid Dynamics (CFD) is used to improve assessment of complex fire scenarios. Finally, the impact on tunnel structures is assessed through comparison with standard time-temperature curves and risk of explosive spalling. INTRODUCTION An increasing regulatory environment and the appreciable influence that terrorist incidents have had on public safety policy have motivated the need to protect against large arson fires, especially in civil structures and public transport systems. With a greater reliance of a growing urban population on underground subway systems, design of such infrastructure is continually being reassessed and developed worldwide. Underground rail authorities are paying increased consideration to the design of fires - with properties beyond the upper regions of growth and intensity - amongst arson fire studies. Use of fire hardened materials on modern rolling stock means fires caused accidentally can be expected to develop relative slowly. However, recent experiments involving large initiating fires (as would result from an arson attack) have shown rapid fire growth rates and flashover leading to greater maximum heat release rates, Hadjisophocleous (2012), White (2010), and Lönnermark, et al. (2015). This paper describes the challenges and innovations required to complete a detailed design to control smoke from such aggressive super-fast growing fires. Computational modelling is used to demonstrate the required smoke control design by configuring the mechanical exhaust system combined with careful coordination with the architectural and structural design. The design objectives are to provide tenable egress paths in accordance with NFPA 130 (2014) and fire-fighting access. Finally, analysis of the design fire is used to inform the tunnel lining design, reducing the risk of explosive spalling, protecting the asset in the event of a severe fire."

This study aimed to remove the contaminants in quartz sand by using an eco-friendly method and to obtain high-purity quartz. For this purpose, ultrasound-assisted acid leaching was applied. Equal amounts of a mixture of diluted hydrochloric and oxalic acids were used as the solvent. Response surface methodology (RSM) was used for optimizing, modeling, and predicting the experimental parameters. The correlation coefficient ( R2) of the proposed quadratic model for the relationship between iron removal yield and test parameters was calculated as 0.9731 and it was determined that the predicted and actual values were compatible. Finally, optimization experiments were made and optimum experiment conditions were revised and determined as 83.38 °C of leaching temperature, 196.35 min of leaching time, 2.86 M of acid concentration, and 202.24 W of ultrasound power. Under the optimum conditions determined after optimization, the highest yield of iron removal was determined as 95.08%. Under the optimal parameters, the SiO2 content of the concentrates increased from 97.841 to 99.907% and the Fe2O3 content reduced from 0.225 to 0.011%.

Most coal being used in the United States has been subjected to one or' more processes of coal preparation. The physical and chemical characteristics of a coal have a marked influence on the ultimate uses that coal may have. The selection of the proper preparation processes may similarly be important in producing the best practical coal product for any particular use. The physical composition and distribution of physical constituents in the coal will partially determine the efficiency of the preparation process chosen and conversely distribution and concentration of coal macerals will, to a degree, be controlled by the preparation process. A number of preparation processes have been evaluated to determine this interrelation. If a coal having' certain specifications is desired, these evaluations trill assist in providing information needed for the production of this coal.

The objective was to determine operating protocols for a lead and silver column flotation cleaner, being considered for installation at Sunshine Mining & Refining Co.'s Kellogg mill in Northern Idaho. In this column, tetrahedrite and galena were floated, and pyrite and other gangue minerals, including siderite and silica, were depressed. The procedure was to develop a dynamic simulation using a linear transfer function approach. The transfer function related cause and effect variables such as the influence of collector and depressant dosages on recovery and grades. Bench-scale flotation tests followed by pilot column testing provided the data used to develop a linear transfer function. The transfer function was derived using a spreadsheet. This model was applied to simulate how the flotation column could be made to respond to disturbances in feed grade. The results were that xanthate, zinc sulfate, and sodium cyanide were found to be suitable controls for grade and recovery. Simulations showed the best sequence of manipulations of these reagents, and these sequences were useful for future operator training. The conclusion was that linear transfer functions were able to simulate lead and silver recovery, develop scenarios for operator training, and provide a foundation for future on-line control.

Near misses can enhance awareness of the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, the value of these reports and how they influence subsequent actions or controls to reduce on-the-job risks are unclear. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. The analysis provides insight into ways that risk-communication and management programs can be improved to reengage workers and their situational awareness on the job.

The current interest in sulfur recovery from coal measures is indicated by a recent report prepared for the Public Health Service (1) It was noted that the concentration of pyrites to a product containing 42-48 percent sulfur should be relatively easy with present equipment. It was also pointed out that a utility potential exists for the high-grade iron concentrate which results as a by-product of the consumption of pyrites in the acid-making process. However, economics, marketing characteristics, location, transportation, pyrite levels and coal characteristics all strongly influence the feasibility of fostering industrial development of such processes. The extent of pyrite recovery and product quality is intimately related to pyrite particle size and its degree of liberation, a consideration usually given greater emphasis in metal ore preparation than in processing coals. Consequently, fine crushing to nearly 20 mesh probably will be essential for maximum practical processing. It appears that any process separating pyrites from a coal must involve a reprocessing of the normal preparation plant refuse, although some yields can be attained from certain existing operations as products from, a shaking table or a jig. Further, the existence of millions of tons of coal refuse cannot be ignored as a mined source of raw materials. The recovery of saleable products from such wastes, although untried on a large scale under current conditions, not only offers a realistic source of sulfur but also would achieve a secondary refuse with the minimal contents of substances which incite and propagate the burning of organic and inorganic combustibles. These silicate materials, thus beneficiated, also offer some potential for economic utilization. Some significant tonnages of pyrites have been produced from coal measures in the past, but the experience was, in general, not consistent with current coal preparation practice. The processes involved did not include cyclones and heavy media; nor were they carries out under the sociological environment concerned with pollution as exists today.

The St Lawrence Seaway, a deep-water canal system between Montreal and Lake Ontario, was opened for navigation on April 25, 1959. Prior to the opening of the new Seaway, small boats known as canalers and a few deep-sea carriers, primarily from Norway since World War II, were the only ships able to journey past Montreal into Lake Ontario through the old Canadian St. Lawrence canal system. Thus it was necessary for many tons of bulk and general cargo to be shipped all-rail to and from Atlantic ports or to be transhipped to and from canalers. With the opening of the new Seaway, large Great Lakes bulk carriers and a much larger percentage of the world's shipping fleet are now able to sail directly from the sea to the heart of industrial North America. In this paper, the historical events leading up to the construction of the Seaway and the physical nature of the Great Lakes transportation system are briefly reviewed. Following this, an attempt is made to evaluate the effects of the new Seaway on Canada's mineral industry. Because the Seaway has been in operation for only one season, this paper must be considered only an interim report. Because of the importance of the Seaway to iron ore, this commodity will be dealt with in detail, although the effect on other mineral commodities such as coal, petroleum, nonferrous ores, iron and steel will be mentioned. Natural materials can be used successfully in the construction of heap leach pads. The use of these materials usually result in the least expensive approach for such facilities. Sufficient geotechnical experience has been gained in the design and construction of clay heap leach pads so that they can be used with confidence. A number of operators presently use clay pads in their heap leach facilities; these include Alligator Ridge, Ely, Nevada (gold), and Union Carbide, Gas Hills, Wyoming (uranium). This paper describes the construction and field investigation of a clay pad for the heap leaching of agglomerated precious tailings. The project is located in the Mojave Desert, Southern California. The design had to satisfy operational requirements as well as regulatory requirements. The California Water Quality Control Board (WQCB) was one of the agencies which had to issue a permit for the project. Their biggest concern was the discharge or escape of cyanide into the environment. Rather stringent requirements were therefore placed on the pad design criteria, especially in terms of permeability.

Bureau of Mines research in in situ uranium leaching includes injection well construction and environmental aspects. Clogging of injection wells is a common problem, and is affected by construction techniques. Part of the clogging can be caused by a low-permeability skin left on the borehole wall if the drilling fluids are not thoroughly flushed out. Certain polymer drilling fluids are less prone to cause clogging than bentonite muds, since a lower solids content can be used. The environmental research primarily involves two contracts. The first describes the environmental impact of in situ leaching and the effect of environmental legislation on leaching; the second describes the cost effectiveness of various methods of restoring ground water quality.

"The authors have proposed a unique methodology in the evaluation of rock mass stiffness for the range of five to twenty meters ahead of the tunnel face, with the use of small diameter inclinometers. The inclinometers are installed at the tunnel crown at a pre-determined constant interval, about one meter behind the face in order to obtain the slight change in inclination angles during tunnel excavation. This method was developed as a daily control measurement such that the geological condition and its possible change ahead of the face could be detected early by monitoring the trend of inclination angles. This paper describes the results of the ground stiffness ahead of the tunnel face evaluated at a mountain tunnel construction site. This stiffness is evaluated automatically and displayed visually by the current system equipped with a result display screen, together with a warning message against a weak zone when detected. 1. INTRODUCTION In a conventional planning of a mountain tunnel, according to the Japanese Standard (JSCE, 2006) seismic refraction surveys from the ground surface are performed and tunnel support patterns are then designed based on the seismic wave velocity. The resolution of the velocity profile estimated by this technique, however, is poor as the tunnel overburden becomes large. The tunnel face is therefore often encountered by unforeseeable fault zones or weak rocks. Such an unpredictable weak zone occasionally causes the collapse of the tunnel face. Clarifying the forward geological information during excavation is hence significant for safe and well-controlled construction. According to the geological conditions ahead of a face, auxiliary methods typified by forepiling and face bolting could be preliminarily prepared for prompt execution. For the purpose of acquiring forward geological information, pilot borehole drilling and seismic reflection methods represented by the TSP (Tunnel Seismic Prediction) or HSP (Horizontal Seismic Profiling) are often applied. Those exploration are carried out near the tunnel face for a couple of days. This often leads to the interruption of excavation procedure and has no small effect on the construction schedule. On the other hand, some forward ground prediction methods in the daily control measurement have been developed e.g. by Schubert et al. (1995). In this method, tunnel displacements in the direction of the tunnel axis are used together with the crown settlements. We have tested their method at a few of our tunnel projects and found difficulty in the evaluation of the forward ground condition due to insufficient resolution of the axial displacement measured by a total station theodolite that we usually use for the tunnel measurement. We have therefore developed a novel methodology of monitoring slight inclination at the tunnel crown near the face, so that the forward ground conditions can be predicted and evaluated as part of a routine measurement procedure."

In an underground coal mining environment, a frictional ignition may be defined as the ignition of an explosive air/ methane/coal dust mixture by mining machinery. As the use of power loading equipment has become more widespread, frictional ignition incidents have increased. There have been many fatalities and injuries from this cause including the death of eleven miners in Sydney coalfield of Nova Scotia, Canada in 1979. This paper reports on the findings of a preliminary study carried out under the auspices of the Coal Research Laboratories, Department of Energy, Mines and Resources Canada. The objective of this study has been to identify a Longwall face cutting system that is inherently safer than the conventional shearer loaders used in Nova Scotia.
