Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. Eighteen coarse taconite tailings samples were collected in 2000-2001 from five western Mesabi Range taconite (iron ore) operations located in northern Minnesota, i.e., EVTAC, Hibbing Taconite (Hibtac), USX Minntac, Ispat Inland (Minorca), and National Steel Pellet Company (NSPC), to test their physical, geological, chemical, and mineralogical properties [Zanko, L.M., Niles, H.B., Oreskovich, J.A., 2003. Properties and aggregate potential of coarse taconite tailings from five Minnesota taconite operations, Minnesota Department of Transportation, Local Road Research Board, St. Paul, MN, Report No. 2004-06 (also as Natural Resources Research Institute technical report, NRRI/TR-2003/44)]. The goal was to assemble a body of technical data that could be used to better assess the potential of using a crushed taconite mining byproduct like coarse tailings for more widespread construction aggregate purposes, primarily in roads and high¬ways. An important part of the mineralogical assessment included X-ray diffraction (XRD) analyses and microscopic (polarized light microscopy, scanning electron microscopy, and transmission electron microscopy, i.e., PLM, SEM, and TEM, respectively) evaluation of the size and shape (morphological) characteristics of potentially respirable microscopic mineral particles and fragments. Quantitative mineralogy, based on XRD analyses, showed that the dominant mineral in all samples was quartz (55-60%), followed by much smaller amounts of iron oxides, carbonates, and silicates. Specialized microscopic analyses and testing performed by the RJ Lee Group, Monroeville, PA, on both pulverized (-200 mesh, or 0.075 mm) and as-is sample composites showed that no regulated asbestos minerals or amphibole minerals were detected in the western Mesabi Range samples. A small number (26) of non-asbestos and non¬amphibole mineral cleavage fragments/mineral fibers were detected by SEM out of 1000 fields analyzed, but most were identified as min¬nesotaite and talc, silicate minerals common to the Biwabik Iron Formation. Amphibole minerals, absent in coarse tailings samples from the five western Mesabi Range taconite operations, were present in a single eastern Biwabik Iron Formation sample collected in 2003 for Lake County from the Cliffs Northshore operation in Silver Bay, MN. Importantly, the Superfund Method for the Determination of Releasable Asbestos in Soils and Bulk Materials [United States Environ¬mental Protection Agency (USEPA), 1997. Superfund method for the determination of releasable asbestos in soils and bulk materials, EPA 540-R-97-028, U.S. Environmental Protection Agency, Washington], as modified by Berman and Kolk [Berman, D.W., Kolk, A.J., 2000. Modified elutriator method for the determination of asbestos in soils and bulk materials, Revision 1: Submitted to the U.S. Envi¬ronmental Protection Agency, Region 8, May 23, 2000] failed to generate any protocol fibers, i.e., fibers longer than 5 µm and thinner than 0.5 µm, from either the western coarse tailings samples or the single eastern Biwabik Iron Formation sample. The combined findings suggest coarse tailings and other taconite mining byproducts should be treated with the same common sense safety and industrial hygiene approach practiced for all mineral-based materials that have the potential to generate respirable dust. © 2007 Elsevier Inc. Located on the Wabash River in the central portion of the state, the city of Lafayette, IN is relatively small compared to most cit-ies that incorporate tunnels into their combined sewer overflow (CSO) systems. The original CSO plan for the city was to replace two aging lift stations that were built in the 1950s. The original con-cept was to build a new sewer using conventional cut-and-cover construction to eliminate one of the lift stations ? the Parking Lot Lift Station ? and build a new regionalized one at the location of the Pearl River Lift Station. The initial sewer design was sized just to handle the flow that would eliminate the Parking Lot Lift Station. The planning for this project was being developed as part of the city?s CSO long-term control plan (LTCP) that focused on reducing the overflows from the city?s 14 overflow points. However, during the development of the CSO LTCP, a major industrial user indicated it would be increasing its flows to the system, which required additional conveyance capacity to meet the city?s CSO LTCP. After reviewing the design concepts with city representatives during the planning phase of the project, the mayor indicated that he wanted to minimize impacts to downtown businesses; therefore, trenchless alternatives were considered. The last piece of the puzzle that drove the project away from a small diameter pipeline was discovered during a flow monitoring program to collect flow data for the CSO LTCP project. This study revealed a major restriction in the 100-year-old Pearl River Trunk Sewer, located beneath four active railroad tracks. To eliminate this flow restriction, provide more overflow storage and reduce the impact to local businesses, a new 2.7- to 3.6-m- (9- to 12-ft-) diameter tunnel sewer became the most viable solution.

Mining is one of the oldest industrial activities. Its products are essential to modern civilization. Paradoxically, and despite a deep-rooted belief to the contrary, mining is not a lucrative industry— at least not in the aggregate. This assertion is true not only for recent years, one of the weakest periods in terms of metal prices, but also for a long time past. In 1776,Adam Smith said in The Wealth of Nations: “Of all those expensive and uncertain projects, how-ever, which bring bankruptcy upon the greater part of the people who engage in them, there is none perhaps more perfectly ruinous than the search after ... mines. It is perhaps the most disadvantageous lottery in the world... Projects of mining, instead of replacing the capital employed in them, ... commonly absorb both capital and profits.”

The methodology of quarrying changed significantly in the Indiana limestone industry in the 60 years between Sept. 11, 1941 and Sept. 11, 2001. The former was the date of the Pentagon groundbreaking ceremony, while the latter was when the building was damaged by American Airlines Flight 77. So too, though to a lesser degree, did the machinery and methods used to fabricate the stone. The rededication ceremony on Sept. 11, 2002 marked the end of the Phoenix Project, as the rebuilding effort was named. The story of this remarkable project illustrates what the American construction(and Indiana limestone) industry can accomplish when working toward a common goal.

The softwall mining system is a novel, new method of mining mineral deposits in soft, shallow, nonrock ground conditions. This method can mine the ore layer without substantially disturbing the existing overburden. The softwall mining system consists of machinery that is hydraulically controlled and powered, that can be buried (or used on the surface) to extract the ore or mineral from a layered deposit. The method is essentially an application of the longwall mining concept, modified for loose overburden and ore conditions, combined with hydraulic mining.

The phenomenon of surfactant adsorption at mineral surfaces is of significant importance in many particulate processes ranging from mineral flotation and enhanced oil recovery to pharmaceutics, paint technology and the casting of high quality ceramics. Stability of the dispersions is related not only to the amount of adsorbed surfactant but also to the structure of the adsorbed surfactant molecules at the interface. This structure greatly depends on the type of surfactant and the hydrophobicity or hydrophilicity of the surface. On hydrophobic surfaces surfactants adsorb regardless of surface charge by van der Waals/hydrophobic inter-actions with hydrocarbon chains accommodated at the surface. On the other hand, on hydrophilic surfaces the surfactants adsorb through electrostatic interactions with their polar moiety fixed at the surface. In the latter case, the electric charge of the surface and surfactant plays a crucial role in the surfactant adsorption process. The recently developed soft-contact Atomic Force Microscopy technique has revealed images of adsorbed surfactant structures at various interfaces. The adsorbed structures of a cationic surfactant (CTAB) and an anionic surfactant (SDS) are presented in this work for different concentrations at hydrophobic graphite and hydrophilic mica surfaces. Different types of micellar arrangements have been observed at these surfaces for surfactant concentrations around the critical micelle concentration. The structures are more ordered and well defined at the graphite surface than at the mica surface. These results have been correlated with the hydrophobicity of the surfaces as revealed by contact angle measurements.

Syncrude Canada produces a large part of Canada’s crude oil supply. The company processes about 225,000 bbl/day. The oil produced is used for jet and automobile fuel, home heating oil, plastics and other consumer synthetics. Crude oil is produced through a process of mining, extracting and upgrading bitumen. A rich supply of bitumen is contained in the Athabasca oil sands deposit in northern Alberta. Tailings from the bitumen processing are sent to a settling basin.

Faced with rapid growth that strained their current water supply capabilities, the Somerset Water Service in Somerset, KY decided to construct a new intake structure on the shore of Lake Cumberland. With an existing intake structure within 200', very hard limestone geology with calcite geodes, and lake level fluctuations as high as 50 ' ,this project posed many challenges. The following paper discusses how mechanical excavation techniques were used to overcome these obstacles.

INTRODUCTION When divers discovered that sections of a tunnel housing the pipeline that conveys wastewater from the Charleston Peninsula to the Plum Island Wastewater Treatment Facility had caved in, the Charleston Commissioners of Public Works(CPW) moved quickly to determine a long term solution for the city’s collection system, immediately focusing on the Ashley River sewer tunnel along the western boundary of the peninsula. Working with the Charleston community, as well as federal, state, and local officials, CPW developed a fast track yet long life design that can be used as a model for underground construction of tunnels in urban areas. The paper that follows summarizes key aspects of the Ashley River sewer tunnel project. HISTORICAL CHARLESTON Charleston, South Carolina is a culturally significant and historic city that was originally settled in 1670. There are over 100 buildings on the National Register of Historic Places within the Charleston area. Additionally, the first shots of the American Civil War were fired at Fort Sumter in the Charleston Harbor in 1861. As one can imagine, tourism generates significant business for the area with over 1.5 million people visiting Charleston each year. No project, especially one that requires digging, is done within the old city on the Charleston peninsula without careful planning. Many precautions are necessary to prevent damage or disruption to the historical properties. The Ashley River sewer tunnel project is exclusively in the old city. A lot of work was done during the design phase to minimize the impact to historical properties. Some of this work included: an archeological study (where pre-digs were monitored at all shaft sites by an archeologist); a building/structure assessment study (where structures near a shaft site were completely surveyed and cataloged); and an environmental study.

Pillars in underground limestone mines are required to support the overburden and provide a safe, stable working environment for mining personnel and equipment. Pillar stability was assessed by the National Institute for Occupational Safety and Health in underground limestone mines in the Eastern and Midwestern United States. It was found that current mine layouts have been successful in providing support to the overburden, while a small number of isolated pillar failures were observed. The stable pillar layouts and failed pillars were plotted on a chart that demonstrates the relationship between pillar width-to-height ratio and pillar stress. The results show that pillar failures occurred at the lower range of width-to-height ratios and can occur at relatively low stress levels. Zones indicating the potential risk of pillar instability are shown on the chart, based on hazards associated with the onset of rib spalling, large angular discontinuities and unconfined pillars. The chart can assist limestone mine planners to evaluate potential instability in current or new pillar layouts that are similar to those included on the stability chart.

A selective extraction and separation of zirconium by solvent extraction with 1-octanol is proposed. The process is based on the dissolution of the metal basic carbonates in hydrochloric acid in the presence of potassium fluoride, using 1-octanol as extractant. The effect of several process parameters, including hydrochloric acid and potassium fluoride concentrations, reaction time, and phase ratio between the aqueous and the organic phase was investigated. Zirconium is enriched in the organic phase. The best extraction and separation results were obtained with the basic carbonate dissolved in 10% hydrochloric acid and 1.5 M potassium fluoride. The optimum reaction time was 15 min with an organic to aqueous phase ratio of 2:1. Based on the selectivity of zirconium over hafnium in the organic phase, a McCabe-Thiele diagram was constructed. A near complete stripping of zirconium from the organic phase was achieved using a 3 M sulphuric acid solution. Additional studies are required in order to determine the reaction mechanism and the chemical speciation of the current investigation.

Introduction Precambrian shield terrains the world over are experiencing an unprecedented level of concerted exploration for lode gold deposits. Reasons for this include: • The increase in the price of gold (following 40 years at $1.13/g or $35 per oz) has transformed targets that were once unattractive into viable exploration propositions. • The relatively suppressed market for other metals produced from shields (base metals, nickel, iron, and uranium) has further focused exploration attention on gold. • The preeminence of gold production from rocks of early Precambrian age, as shown in Fig. 1. • The relatively high grade of gold in these mines (averaging about 10 Wt or 0.29 oz per st) permits profitable extraction even under depressed gold prices. A number of these mines have been in continuous operation for more than 50 years. • The recent discovery of the major Hemlo deposit, in well exposed rocks adjacent to the Trans Canada Highway, has had a world-wide impact. This demonstrates that a major new deposit can be found even in an accessible, well exposed area of a shield; gold mineralization is susceptible to rational exploration; and new target types for gold exploration exist. This paper reviews exploration activity for gold in shield terrains worldwide (Fig. 2), excluding Early Proterozoic paleoplacers of the Witwatersrand type. Emphasis is on the Archean, which is traditionally the most productive part of the Precambrian shields. There is also an emphasis on the Canadian shield (Fig. 3) because of its vast areal extent and exceptionally broad range of mineralization styles. Geological Approach A basic problem exists in gold exploration when compared to exploration for base metal massive sulfides that predominated during the 1960s and 1970s. Gold concentrations cannot usually be detected by airborne geophysical instruments. The majority of massive sulfide deposits were detected using airborne electromagnetic detectors and magnetometers. A full 75% of Canadian gold discoveries can be credited to surface prospecting. The percentage is even higher in other countries. This observation allows for great optimism for two reasons: • Large areas of shield terrain are obscured by either surficial deposits (glacial tills, clays, and desert sands) or deep surface weathering. This makes them inaccessible to prospectors. Logic dictates that such obscured areas should have the same potential for gold concentration as has exposed bedrock. • The Hemlo style of mineralization, a roughly tabular ore body where gold is associated with disseminated sulfides, is different from the traditional prospecting target. The gold is hosted by discrete quartz veins. While it is true that limited discoveries were made at Hemlo more than 30 years ago, and this style of mineralization is present elsewhere, recent

The design and development of selective flotation collectors has been the key to the remarkable success of flotation in beneficiating complex, difficult-to-process ores. Sustained research efforts in the field over the past hundred years have led to delineating the scientific basis of selective mineral flotation in terms of the crystal chemistry and the surface and colloid chemistry of minerals including their solubility, and the aqueous solution chemistry of added reagents. It is now well-established that the electrical double layer theory (EDL) is the most powerful means of quantifying the relative strength of mineral-reagent interactions in the case of nonsulfide minerals. We illustrate the utility and the power of the EDL in delineating the science underlying selective mineral flotation with the help of a few examples taken from our own work, in particular on the selective flotation of rare-earth minerals (bastnaesite) from associated semisoluble minerals (barite and calcite) using alkyl hydroxamate collectors and the flotation separation of lithium-containing minerals (spodumene) from associated alumino-silicate minerals with oleate (fatty acids). Both of these mineral separation systems are of contemporary research interest and of immense value to the industry today. Recent advances in utilizing molecular modeling computations, particularly in the context of quantifying the effect of crystal chemistry and the relative distribution of adsorption sites available on mineral cleavage planes, are also reviewed.

Background Increasingly complex geological conditions, with the presence of high ash binders in the mining horizon were encountered at the A.C. I. Dugout Mine near Price, Utah. This led to the production of high ash coal from the Dugout Mine during 2003 and 2004. This material had poor marketability and posed operating issues for the utilities burning the coal. Ash levels increased from typical levels in the 9-12% range to between 15 and 25%. etween 15 and 25%. Reviews of the mine plan and expected geological conditions indicated that further periods of high ash production could be expected. Action Plan Detailed sampling of the mine high ash production was carried out. The majority of the coal from the Dugout Mine is trucked to the Savage Coal Terminal (SCT) at Wellington, Utah where it is stored in multiple piles by quality. Coal at the mine is segregated by a CoalScan 2600, on-line analyzer into high ash, low ash and rock chute (waste material). From these piles, the material is crushed prior to shipment to SCT. The samples obtained from the various high ash piles were subjected to detailed sizing and washability analysis. Once this information was obtained, alternative circuit configurations were evaluated to process this material into a salable product. Water supplies in the arid terrain where the plant is located are scarce. This factor played a part in the final circuit design.

The proposed Second Avenue Subway is a new two-track subway line running from 125th Street and Park Avenue at the north, east along 125th Street to Second Avenue and south along Second Avenue to the Financial District in lower Manhattan, NY with 16 new stations and 13.6 km (8.5 miles) of track. The project has been broken into four construction phases. The initial Phase 1 operating segment includes three new stations (96th, 86th and 72nd Street stations) with a connection to the existing Broadway line at the 63rd Street Station at Lexington Avenue. Rehabilitation of the 63rd Street Station is also included in the scope of Phase 1. Subsequent phases extend service north and west to 125th Street (Phase 2), south to Houston Street (Phase 3) and finally to Hanover Square (Phase 4). The DMJM Harris/Arup Joint Venture (DHAJV) prepared the Contract Documents MTA for Phase 1. Parsons Brinckerhoff is providing the MTA with construction inspection services for Contract C-26002. In April 2007, NYCT awarded first Phase 1 for $337 million to S3 Tunnel Constructors, a tri-venture comprised of Skanska USA Civil, Schiavone and Shea. Contract C26002 is for the construction of the tunnel boring ma-chine (TBM) launch box and the mining of the TBM tunnels from 92nd Street to 63rd Street. The major part of the contract is to construct a shaft, commonly referred to as the launch box, from East 92nd Street to East 95th Street having dimensions of 244-m- (800-ft-) long by 18.9-m- (62-ft-) wide and a depth of 19.8 m (65 ft), including more than 91,000 m3 (119,000 cu yd) of soil and rock contained within its walls. The launch box will ultimately become the southern half of the 96th Street Station. The focus here is geological conditions at the launch box and existing structures along the launch box. These geologic conditions and existing structures had a major influence on the selection and design of the support of excavation system (SOE), the SOE bracing system, construction staging, the ground movements, dewatering and other challenges of constructing the launch box (Fig. 1).

For short tunnels, a reinforced cast-in-place lining is not economical and shotcreteis a logical substitution. In the past, reinforced shotcrete linings have been constructed with lattice girders and welded wire fabric. For the Russia Wharf Tunnel in Boston, MA, the Contractor, with the help of the Dr. G. Sauer Corporation offered the MBTA a VECP to substitute the reinforced cast-in-place concrete lining with a steel fiber reinforced shotcrete lining. The challenge was to adequately model the ductility of the steel fiber reinforced shotcrete and to test the shotcrete prior to and during construction to assure quality control. To our knowledge, this type of numerical simulation has not been used on any other tunnels in the US.

Physical and chemical characterization and solid/liquid separation of turbid waters from a river affected by an iron tailing rupture disaster (Gualaxo do Norte River, Brazil) were studied at bench scale. Parameters such as turbidity, pH, surface tension, electrical conductivity, total suspended solids (TSS), particle size distribution (micro- and nanoparticles), and zeta potential were analyzed from samples collected at three different river depths. The results in all samples showed the presence of micro- and nanoparticles, ranging in diameters from 100 nm to 200 μm. Best results for flocculation and settling were obtained at pH 7.5, through an innovative combination of eco-friendly reagents: (i) ferric hydroxide precipitates (10 mg L−1 Fe3+) to sweep (enmesh) the dispersed solids and (ii) gelatinized starch (5 mg L−1 ) to form large flocs. The results showed removals between 90 and 100% of total suspended solids (micro- and nanoparticles), resulting in clear water with residual turbidity < 7 NTU. It is believed that this innovative alternative has a high potential for flocculating and treating the turbid water at Gualaxo do Norte River, assisting the water treatment stations.

Kenny/Shea JV is constructing the water intake tunnel for the new Elm Road Generating Station, a supercritical coal-fired power plant in Oak Creek, Wisconsin, being built by Bechtel Power Corporation. The intake tunnel system consists of a temporary mining shaft, pump house and intake channel riser shafts, and four lakebed intake shafts. An 8.33 m diameter, 2,800 m long TBM mined rock tunnel is being constructed to connect the shafts. The intakes are located 2.4 kilometers offshore in Lake Michigan. The shafts and tunnel are being constructed in glacial tills and Silurian Dolomite. The estimated tunnel completion is December 2007.
