Research by the U.S. National Institute for Occupational Safety and Health (NIOSH) has shown that heat/humidity buildup is a major concern within coal mine refuge alternatives. High temperature and humidity levels inside a refuge alternative may expose occupants to heat stress. Due to the safety risks associated with testing using human subjects, NIOSH partnered with ThermoAnalytics Inc. to create detailed thermal simulation models of refuge alternatives with human occupants. The objective of this effort was to predict a miner’s core temperature response and moisture loss in environments that may be encountered in a coal mine refuge alternative. These parameters were studied across a range of temperatures and relative humidity values to determine if the current 35 °C (95 °F) apparent temperature limit for refuge alternatives is reasonable. The results indicate that the apparent temperature limit is protective, provided that miners are supplied with sufficient water. The results also indicate that the body core temperature does not reach dangerous levels even at an apparent temperature of 54 °C (130 °F). However, the results show that moisture loss increases with apparent temperature. Therefore, if the apparent temperature limit were raised, the water provided in a refuge alternative would have to be increased to offset moisture loss.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

There are several limestone deposits around the Lohja area in southern Finland. Raw material for cement rock is mined from some of them. The formations are geologically complicated, and therefore selective mining is used whenever possible. One of these mines is the Tytyri underground limestone mine, which is divided into two parts; Törmä and Solhem. In addition to the selective mining system hand sorting or picking must be used at the Tytyri mine to improve the overall grade of the blended limestone. Some means were needed in order to improve the quality and to increase the feed rate by the elimination of hand sorting. Sorting machines were considered and eventually a Sortex 811MW was pilot plant tested at the Ojamo mine near Tytyri. This machine now continues to be used on production.

Due to the immense volumes of municipal wastes that are generated in this nation every year, it has become imperative that effective measures be developed to utilize all or portions of these materials in a productive and efficient manner. Nany larger municipalities employ incineration to reduce the bulk of material to be removed to disposal sites: but, even after incineration, approximately one-fourth of the original waste material in the form of non-combustible residue and flyash remain. It has been found that the flyash fraction of the incinerator residue contains varying amounts of copper, silver, gold, aluminum, iron and titanium along with many other important metals. The serious loss of these natural resources contained within the flyash and the monetary expense of current disposal methods present a serious and rapidly increasing problem to the public and to the Federal Government. The growing emphasis upon environmental control, rapidly increasing urban population and "convenience packaging" 'with its attendant increased waste production has led to the initiation of a broad range of studies concerning municipal waste. For example, the U. S. Bureau of I-lines is investigating all aspects of the incineration of municipal waste under its solid waste disposal program.l "In-house" studies range from improved incinerator design to potential recovery and recycling of the various components within the incinerator residue. A major portion of the latter research is being performed at the U. S. Bureau of ;-lines, College Park, Maryland facility while grants for specific areas of study have been issued to several universities and research institutes. In addition, the Department of Health, Education and Welfare has supported programs examining the potential recovery of paper; glass, metals and other components of unincinerated refuse followed by disposal in sanitary landfills.

In the screening process, used to prepare particles for many applications, shape is known to have a significant effect. The degree of flakiness of construction aggregates has been considered particularly important. The objective of this research was to find values of operating parameters that optimize the separation of flaky from non-flaky particles by slotted screens. Thus an investigation was conducted to experimentally determine the influence of the particle size and thickness on the screening process. The Response surface method was employed for modelling and analysis of the data. Experiments employing a central composite design were performed on a pilot-scale, rectangular-aperture, vibrating screen to examine the effects of the screening variables the mass recovery of flaky and non-flaky particles to the oversize product. The SAS statistics package was used to fit a second-order model to each response and to analyze the fitted surface to determine the optimum levels. The optimization associated with a dual response system was then considered. The results of this study should provide a basis for optimizing screening conditions to obtain maximum recovery of non-flaky particles to the screen oversize while minimizing the recovery of flaky particles, which should be of interest to the aggregate industries.

Block caving, unlike most other conventional forms of mining relies principally on the natural forces within the rock mass to fragment and transport the ore. Obviously, not every orebody can be satisfactorily mined by block caving. In the early stages of mine planning an attempt should be made to assess the benefits of the block caving system relative to others, and develop a reasonable mining concept that may be used to provide preliminary information to mine planners and financial specialists. It is the intention of this paper to outline some basic geotechnical parameters that are essential to: 1) Assessing the feasibility of block caving an orebody and 2) Providing semidetailed information relative to mine design based on drill hole and other data.

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No.4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10-20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove grindabilities all appear to change linearly with temperature within the 275" C to 325" C range.

Estimates of the cost of producing any commodity generally fall into several classes depending upon the motives and needs of the estimator. There are estimates intended to show how low costs might be with favorable conditions if everything goes well. At the other extreme, there are estimates which show how high costs might be if troubles develop. The estimates in this paper for the cost of producing direct reduced iron (DRI) are accompanied by discussion to point out how the final figures may be adjusted in either a promotional or a conservative direction. Because we do not have a specific process and a particular set of conditions in mind when discussing this subject today, this paper deals with the general situation, with considerable attention to how the estimates can be made more specific once one knows the particulars of a given situation.

"The Northeast Ohio Regional Sewer District (NEORSD) was required under the Federal Clean Water Act and U.S. Environmental Protection Agency’s (U.S. EPA) Combined Sewer Overflow (CSO) Control Policy to develop a Long Term Control Plan (LTCP) to reduce or eliminate overflows from its permitted CSO outfalls. The LTCP was completed in 2002. Key components of the plan include: 26 miles (42 km) of deep storage and conveyance tunnels providing a total CSO storage volume of 325 million gallons (MG) (1.2 billion liters); over 30 miles (48 km) of consolidation sewers to route CSO control flows to the tunnels; and associated diversion/inflow control structures and drop shafts. Final design and construction of the initial phases of the LTCP are completed or underway. Advanced planning of the final phases began in April 2013. This paper summarizes this advanced planning process and, specifically, how hydraulic performance and tunnel design and construction considerations were balanced to eliminate unnecessary projects and shafts, reduce implementation risks, and reduce program costs by approximately $650 million. BACKGROUND The Northeast Ohio Regional Sewer District (District) serves an area of approximately 350 square miles (SM) (907 km2), including combined (81 SM; [210 km2]) and separate (269 SM [697 km2]) sewer systems that discharge to three wastewater treatment plants in the greater Cleveland area. The service area, shown in Figure 1, is divided into three districts—Easterly, Westerly, and Southerly—each having its own interceptor system and treatment plant, ranging in wet weather treatment capacities from 100 to 735 million gallons per day (MGD) (378.5 million to 2.8 billion L/day). The system includes 124 permitted combined sewer overflow (CSO) outfalls overflowing into the region’s tributary streams, Cuyahoga River, and Lake Erie."

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. The Duval Corporation porphyry copper deposits at Copper Canyon and Copper Basin, though widely separated, form an economic unit requiring integrated exploitation. Contrasts in mineralization, host rocks, and mode of occurrence present unique mining and milling problems. Mixed oxide-sulfide ore is treated in extensive dump leaching facilities in both areas. Complex copper-gold-silver ore is treated in a 4,000 tpd mill at Copper Canyon. In both areas, hypogene metallization occurs within large aureoles of metamorphism and hydrothermal alteration related to quartz monzonite intrusions of mid-Tertiary age. Supergene processes further altered the rocks and enriched the hypogene protore. At Copper Canyon, hypogene copper and iron sulfides with gold and silver occur in fractures, as partial replacement of favorable beds, and as disseminations in Paleozoic sedimentary rocks. The lower part of the Pennsylvanian Battle Formation was a particularly favorable host. Metallization occurs to a lesser extent in quartz monzonite. Metal zoning is well developed. The deposits at Copper Basin consist principally of supergene copper minerals in arenites of the Cambrian Harmony Formation. Oxidation of hypogene copper and iron sulfides in tactite zones has formed at least two commercial deposits; intersections of fractures with favorable beds exerted important ore controls.

In order to filter small amounts of fine slimy solids the reversible cake-filtration process was developed. The filterable solids contents lion in feeds can range from less than 1 ppm up to about 5%. The relative advantages of this process, are usually the greatest in the range of 0.05% to 1.0% filterable solids. Filterable solids that average in particle size about 20 microns& are non-compressible are very easy for this filtration process. Some feeds have been all sub-micron in particle size. A 1/8 inch thick cake is considered to be very thick. The usual cake is between 13/2 and 1/16 inch thick. A new line of injection molded plastic filter plates were developed for use with the reversible cake filtration process. The first commercial sized installation of this system was made 3 years ago in the Wakefield Y.M.C.A. swimming pool. Over 70 filters ranging in size from one plate to 63 plates have been produced. In addition to the process advantages there are the low cost and corrosion resistance advantages of the plastic plates.

Scrubbing is gaining increasing recognition as a valuable tool in the treatment of Mesabi Range intermediate iron ores. In general, the earliest washing plants included log-washers in their various flowsheets. While log-washers certainly did impart a degree of scrubbing to the crude ore, such treatment bears little resemblance to the type of scrubbing being practiced today. At the time that these early plants were erected, only the true wash-ores were being processd. ("Wash-ores" are defined as crude ores in which relatively coarse chunks of almost completely liberated iron are found in a matrix of loosely-consolidated fine sand.) To treat ores of this type, sizing at approximately 65 to 100 mesh was sufficient to produce a merchantable concentrate. As crudes were being treated in which there was little "locking" of iron and silica, log-washers tended to disappear and large screens and classifiers took their place in Mesabi range flowsheets. The "screening and classification" type of flowsheet 'had its greatest usage in the 1945-55 period, generally speaking. During this same period, many operators found it necessary to supplement the "wash-ore" type flowsheet with heavy-media treatment.

For several generations now, the high alumina clayey sediments of Southeastern Alabama and Southwestern Georgia have supplied those regions with steady, mineral-based income although the impact of that income has been relatively minor until recently. Since World War II, mining activity has increased algebraically with over half of the total ore value in the Alabama area having been recovered since that time. The Georgia area production increases are even more dramatic. The trends are continuing and the next decade should see ore winning figures which will dwarf all previous production. It's time for the mining engineers to take note of this development as the mining methods, similar to the production, have developed rapidly and now offer challenges for the most competent professional. The development of mining techniques has followed a classic pattern. Beginning almost a hundred years or so ago, with the loading of weather-resistant surface boulders into mule-drawn wagons, mining methods have progressed to discovery of limited surface exposures in outcrop and eventually to stripping and development of non-obvious, subsurface deposits. Little by little, the overburden thickness of new pits has increased until, at present, pits with 100' -125' of overburden are being actively worked. Ground water problems in the Eufaula District are particularly challenging. At A. P. Green's J. W. Baker Pit, #l, in Barbour Co., Alabama, it is necessary to continually pump groundwater at the rate of about 400 gallons per minute from wells on the periphery of this large pit in order to keep the water table low enough to allow mining of the ore body.

Ball mill grinding circuits can be subject to upsets that arise from variable characteristics of the feed ore. These upsets are transients in critical circuit variables such as ball mill mass holdup, circulating load, sump level, cyclone efficiency and product particle size. They may occur frequently so that the operation is continuously fluctuating or they may be of such magnitude that some of the equipment is overloaded, resulting in shutdown, or an undesirable product particle size. The feed ore characteristics that influence ball mill circuit behavior in this manner include the grindability of the ore, the eventual transport characteristics of the ore in the mills and the feed ore size distribution. Control strategies for grinding circuits using conventional proportional-integral (PI) control have limitations to their effectiveness in controlling against feed ore disturbances. The first of these are the interactive nature of two or more control loops on a single circuit. Under some circumstances they begin to fight each other, increasing control error and settling time. PI control loop gain constants can be tuned to give best response for some set of conditions but once these change, as they would with a change in the feed ore, they are no longer the "best" ones (Shinsky, 1967). Due to these limitations, alternatives to conventional PI control strategies have been investigated for grinding as well as other mineral processing operations. These alternatives, all computer-based, include self tuning regulators, decoupling control and optimal control (Herbst and Bascur, 1983).

Due to the current cost and availability of crude oil in Brazil, Samarco Mineracao S. A., as part of its program of quality and productivity optimization and reduction of operating costs, has undertaken tests to utilize alternate energy sources for fuel oil used in its pelletizing plant at Point Ubu, Espirito Santo, Brazil. The energy program undertaken by Samarco consists of two basic steps. The first step was to reduce energy consumption, that is, to improve the thermal efficiency of the process. Secondly, a program was started to substitute the fuel oil with coal.

The presence of ultra-fine particles affects the separation performance of wet gravity separation equipment. Several studies have been undertaken to establish the maximum level of these particulates that can be tolerated by spiral separators and it has been found that unless the ultra-fine material is effectively processed, relatively low proportions in the ROM material combined with high feed rates can result in degradation in plant performance and/or excessive water consumption. The maximum level of particulate material in the process water has been determined by examination of separation performance of spiral separators under varying slime loading. This work has been conducted utilizing various feed sources and a robust ‘rule-of-thumb’ has been derived.

In the article "Concentration of Oil Shale,"(1) Dr. N. Arbiter stated, "One of the major factors in the delayed utilization of oil shale as an energy raw material is the low grade or content of hydrocarbon (kerogen) in oil shale as compared with coal and even more so to the liquid and gaseous fuels. " When the availability of high-grade deposits decreased, mineral industries started adopting prebeneficiation procedures for the low-grade deposits. This practice, which is becoming standard in these other industries, has been largely overlooked by the oil shale industry in its drive to produce oil from oil shale. If a major portion of this mineral matter can be removed, there can be potentially large savings in the capital and operating costs of oil shale retorts. Moreover, the environmental impact, associated with recovering the shale oil, could be reduced considerably. In 1980 Roberts & Schaefer Resource Service (RSRS) completed successfully the first set of demonstration runs with a 20-ton oil shale sample from Cathedral Bluffs (C-b tract), Colorado. This relatively low grade (~12 gpt oil content) oil shale was beneficiated applying the Dutch State Mines Heavy Medium Cyclone process. (2)
