"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website (www.cdc.gov/niosh/ mining/researchprogram/contracts/index.html) and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously (Snyder et al., 2016).External contracts are broadly classified by the following areas:• Communications and tracking.• Emergency response.o Self-escape and breathing air supply.o Refuge alternatives.o Escape and rescue.• Equipment safety.• Fires and explosions.• Ground control.• Mine environmental systems (mine ventilation and atmospheric monitoring).• Worker/workplace health and safety.Contracts are issued under a request for proposal (RFP), through a broad agency announcement (BAA) or under an interagency agreement (IAA). An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."

Outburst of gas, coal and rock can be defined as sudden release of coal and rock accompanied by large quantities of gas into the working face or other mine workings. The outburst events appeared rarely in some metal mines has generally occurred in salt and coal mines especially bituminous coal mining. The most important factors that influence the occurrence of outbursts are gassiness of the coal seam, tectonics, properties of the coal and rock and vertical and lateral stresses occurring in the seam and or rock or part of the coal seam. This paper describes the problem of gas and coal outbursts in underground coal mines. The outburst events occurred in Zonguldak Coal Basin located on the Black Sea coast was investigated since 1969. Geological and gas conditions of Zonguldak Coal Basin are described. The incidents are analyzed statistically with the criteria such as amount of coal and gas outburst, depth of workings, effect of tectonism, thickness and inclination of coal seams.

By oxidizing the pyrite matrix through biological leaching of precious metals ores or concentrates, better than 90% recovery of gold and silver is achieved. The paper develops three precipitation processes that eliminates arsenic and all other toxic elements in the resulting liquor after the biological reactors. In addition, the precipitates are highly crystalline and resist resolubilization. The latter must be tested for at least six months by EPA test procedures. The three systems are temperature (must be at least 120°C or higher) lime or limestone. A continuous pilot plant was employed for all three systems and complete recommendations are given to optimize Fe/As molar ratio, reaction kinetics (detention time) pH, temperature, wt % feed solids as well as resultant reagent consumption based upon continuous operation.

Recent epithermal gold discoveries in Chile and Bolivia provide increasing evidence of a belt of intermittent, epithermal, precious metal mineralization east of the main Andean porphyry copper belt. This relationship may be the result of an easterly decrease in the age of magmatism and erosional levels, in¬crease in depth above the underlying Benioff zone and consequent changes in magma chemistry, or some other unrecognized factor. Examples are: • The Choquelimpie gold-silver mine in Chile and numerous other epithermal prospects (such as La Riviera, Bolivia) in late Tertiary volcanics along the Chile-Bolivia border. These lie east of the belt that contains the Toquepala, Quellaveco and Cuajone porphyries in southern Peru and the Cerro Colorado, Copaquire and Quebrada Blanca porphyries in northern rhila

Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

The application of aluminum matrix composites, due to their unique properties, is significantly growing in the variety of industries such as aerospace and automobile. In comparison to other light metals, such as magnesium and titanium, aluminum is lower in price. These are the advantages that this metal dominates the others. In this research, first by applying the lost foam casting method, the SiCp/A356 composite was cast in the bottom and side gate conditions with 690°C and volume fraction of 10%. Furthermore, the effects of reinforcement particles (60 µm, 75 µm) were examined. The results present the particles distribution in the side gate methods is more homogeneous than the bottom gate casting method. Also, by increasing the particles sizes, the fading rate in the side gate are reduced from 22% to 19%, as well as from 26.4% to 25.4% in the bottom gate. Sintering as applied to agglomeration of ferrous fines has shown little growth in the United States in recent years. The general concensus was that most of the existing facilities would remain in production at a reduced tonnage to dispose of and recover solid waste from steel plants. Further growth for ferrous sintering technology was not in sight in the United States and in the early sixties expansion came to a virtual standstill, however, we witnessed a rapid emergence of a tremendous pelletizing industry. On other continents, due to different raw materials supply and capital structure, sintering technology continued to grow, with a more cautious development of pelletizing installations. In the U.S. the diminishing supply of good quality, high grade coarse ore resulted in eventual disappearance of high grade ore fines for sintering. The finely divided concentrates produced from lower grade ores were not amenable to this type of agglomeration, but were more suitable for pelletizing. Furthermore, pellets seemed to possess all the features of an ideal blast furnace feed; namely pellets are free flowing, uniform in size, strong, with extremely uniform chemical composition and good reducibility. Importance and demand for such well stabilized furnace feed further increased as size of newly installed blast furnaces continued to grow. The in- creasing demand for a uniform, stabilized burden coincided with the effort to produce a fully beneficiated burden for smelting, thus reverting the blast furnace to its primary function of smelting.

The four top barite-producing countries in the world are China, India, Morocco and the United States. China is currently the largest exporter of barite followed by India. More than 95 percent of the barite mined today is used by the petroleum industry as driller’s mud. The rest is used in the industrial market and the medical field. Most of the barite mined in the United States is in Nevada. This year, mining activity has increased due to an increase in oil exploration/development. This was caused by an increase in the crude oil prices.

Past failures of coal refuse embankments have resulted in intensified efforts in inspections of coal refuse sites by the Mining. Enforcement, and Safety Administration (MESA). MESA inspections however, are mainly qualitative and are often time consuming, Therefore, in August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in MESA inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photo interpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Based on CH2M HILL results cost for monitoring by rapid system was approximately 25 percent of cost by conventional ground survey.

Graphite is elemental carbon that crystallizes in the hexagonal system as six-sided platelets. It occurs naturally and is mined. And it can be made artificially from petroleum coke in the form of shapes (electrodes) and powders. The market for most kinds of graphite in most end-uses was good in 2004. The 2005 graphite market looks positive. The major graphite prices, as given in Industrial Minerals, remained unchanged throughout the year. The preliminary 2004 U.S. Geological Survey (USGS) prices for natural graphite showed almost no change for crystalline flake. They were $600/t ($544/st) in 2004 and$622/t ($564/st) in 2003. Mexican amorphous graphite was almost unchanged at $150/t ($136/st) in 2004 from$152/t ($138/st) in 2003.

Talc is used to remove stickies from pulp during paper recycling processes. It is well known that the interaction is controlled by the surface chemistry at the talc/water, sticky/water and talc/sticky interfaces. If the interfacial tensions are known, one can calculate the free energies of interaction and hence predict whether the stickies can be removed by talc. In the present work, the surface tensions of several different talc samples were determined using the acid/base theory. The information was then used to determine appropriate interfacial tensions, which in turn were used to determine the free energy of interaction between talc and stickies. It was found that the calculated free energies are much more negative than those between the stickies and other minerals such as calcium carbonate, bentonite clay and kaolin clays.

The Belle Eldridge Mine is an inactive lead-zinc mine in Spruce Gulch south of Deadwood, South Dakota. Acidic mine drainage (AMD) produced at the site drains into Spruce Creek, a tributary of Whitewood Creek. The site is on U.S. Bureau of Land Management (BLM) property. Extensive fieldwork was done at the Belle Eldridge Mine through the cooperation of the BLM and the South Dakota School of Mines and Technology. The site was extensively mapped to identify physical and environmental hazards such as tailings, waste rock, collapsed buildings, adits and workings. An exhaustive search of the historical records of the Belle Eldridge Mine was conducted. Maps of the under-ground workings of the Belle Eldridge dating from the 1930’s and 1940’s were found. The maps were used to correlate currently collapsed features to old adits and tunnels. Using hand corers and a portable drill rig, waste rock, tailings and soil core samples were collected and depth to bedrock was determined and the total volume of waste and tailings pile were determined. Related work examined the hydrology of the site. The site is very complex hydrogeologically. Numerous underground and surface workings and tunnels add to the complexity. Several seeps are located at the site, one of which is producing AMD. Recharge to the site was studied, and a 100-year flood plain map was produced.

Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

No major changes took place in the salt industry during 2004. No new uses of salt appeared and only localized supply disruptions occurred. Many salt producers reported slightly increased salt sales and profits for the year. In the United States, about half of the salt supply is produced as brine, by solution mining, and is used by the chemicals industry. One-third of U.S. salt is produced as rock salt by 14 underground mines. The remaining two production techniques, each with less than 10 percent of the total tonnage, are vacuum-pan-evaporation for refined, food-grade salt, and solar pond crystallized salt.

INTRODUCTION This paper is the outgrowth of work done by the authors to prepare the seismic design criteria for underground structures on the Southern California Rapid Transit District (SCRTD) Metro Rail Project. It is a follow-on to a similar paper presented at the October, 1984, ASCE National Convention (17). For design, the earthquake-induced distortions recommended herein are to be added to the normal static loading conditions for the underground structure. This design approach has been used by 18 section designers on the SCRTD Project. Preliminary results from two- and three-dimensional finite element solutions have partially verified the approach. Areas where additional research is needed for special cases are identified. EFFECTS OF EARTHQUAKE The effects of earthquakes on underground structures may be broadly grouped into two general classes -shaking and faulting. In response to earthquake motion of bedrock (shaking) , the soil transmits energy by waves. Seismologists identify various types of earthquake waves, but underground engineers are generally interested in the effects of transverse shear waves which produce a displacement of the ground transverse to the axis of wave propagation. Since 2001, CVRD is carrying out a modernization project in it’s pelletizing plant’s automation systems, that comprehends instrumentation, control and information systems. In addition, the project includes implementation of advanced control systems, using artificial intelligence techniques, including fuzzy logic, expert systems and dynamic physical models, to increase production, reduce fuel and energy consumption and improve quality. This paper reports CVRD’s experiences in carrying out an optimization project.

Ground falls (roof and rib) have historically been responsible for about 50% of all fatalities in bituminous underground coal mines. In some recent years, the number of ground fall fatalities has approached zero, indicating that significant progress has been made. On the other hand, last year?s Crandall Canyon twin mine disasters, in which 9 miners perished in violent coal bumps, provided a stark reminder that complacency is premature. One important success has been a great reduction in the number of miners killed inby roof supports. Throughout the 1990?s these accounted for nearly half of all roof fall fatalities, but there have just been two inby incidents in the past 5 years. Progress has also been made in pillar recovery. Safer mining technologies have reduced the number of fatal incidents, but some recent failures have underlined the need for careful management of the retreat mining process. On the other hand, more than 400 miners continue to be injured each year by rock falling from between supports, and 100 more are injured by rib falls. Together, these two categories also account for a large percentage of recent ground fall fatalities. Available technologies such as roof screen, rib bolting, and inside control roof bolters could dramatically reduce injury and fatality rates if they were used more widely. Further advances in these areas will likely be the next big advance in ground control safety. The East Bay Municipal Utility District’s Claremont Tunnel is an 18,000-foot long water tunnel that crosses the Hayward Fault zone near Oakland, California. It was originally completed in 1929. This project involved the construction of a bypass tunnel through the fault zone, including an enlarged vault section designed to accommodate up to 8.5 feet of horizontal offset. Ground conditions encountered included sheared and crushed serpentinite and clayey fault gouge, and presented specific challenges for construction. A special excavation and support sequence used concrete-backfilled side drifts as foundations for the vault steel sets. It also allowed for a 20-foot-wide top heading and bench excavation in soft and squeezing ground conditions.

"This paper presents some studies on recovering valuable elements from Chinese coal by-products, including coal combustion fly ash, stone coal ash, and coal flotation tailings. Both commercialized technologies and economic potential recovery methods are described in this study. Magnetically stabilized air-dense medium fluidized bed separation, tribo-electrostatic separation, froth flotation, and hydrometallurgical methods are discussed in recovering various valuable elements in Chinese coal by-products from different coalfields. These valuable elements include iron, carbon, aluminum, rare earth elements, lithium, gallium, germanium, uranium, titanium, scandium, silicon, vanadium and phosphorus, etc. The ultimate goal is to fully utilize all valuable elements in coal by-product. Each component within coal by-product should be efficiently segregated to its highest value. INTRODUCTION Coal is mainly composed of energy-producing elements carbon and hydrogen. In addition to these elements, coal usually contains many other valuable elements, including iron, aluminum, silicon, rare earth elements, lithium, gallium, germanium, vanadium, uranium, titanium, scandium, and phosphorus, etc. These coal-associated elements are significantly enriched in coal combustion by-product fly ash because of majority of main components, carbon and hydrogen elements, being removed. Table 1 provides the chemical composition range of the main elements oxides in 12 Chinese fly ash samples collected from coal power plants located in Northeast China, Northwest China, Southwest China, and Southeast China. It can be seen from Table 1 that the major mineral components of different ashes are similar, but the bulk chemistry of different fly ashes may vary widely due to the changes of ratios of the mineral components in different coals. The major mineral components in various Chinese coal combustion fly ash are silicates, iron oxides, and unburned carbon."
