Since first introduced, the coal mine roof rating (CMRR) has been widely accepted as a tool for geologic characterization and mine planning. This paper discusses the application of the CMRR to another practical ground-control problem: extended cuts. Extended cuts, i.e., cuts greater than 6 m (20 ft) in length, are commonly used with remote-control continuous miners. Extended cuts can greatly increase productivity, but they have been associated with a number of fatal roof-falls. When extended cuts are attempted in weak roof material, the roof may collapse before it can be bolted Until now, it has not been possible to predict where conditions may not be suitable for extended cuts. In this study, data on the CMRR and extended-cut experience were collected at 36 mines in seven of the United States. It was found that, when the CMRR was greater than 56, deep cuts were routine in nearly every case. When the CMRR was less than 37, extended cuts were almost never taken, and, when the CMRR was between 38 and 56, extended cuts were sometimes, but not always, feasible. The data also show that extended cuts are less likely to be stable if either the entry span or the depth of cover increases.

INTRODUCTION Rock bolts are one of the most common mine support systems in use today with approximately 90 to 95 million used annually in the nation's coal, metal and non-metal mines. By far the largest majority of these are steel bolts with mechanical expansion shell anchors. Many theories have been advanced to explain the ground control achieved through the use of rock bolts. Most of the theories are applicable to a specific set of circumstances, geology, geometry, rock properties and in-situ stresses. Examples are those which relate the beam building or strata-hanging theories of ground support used in the rectangular openings of a coal mine(l). In tunneling and most metal mining, either circular or horseshoe shaped openings are normally used. Here, bolts may be used to develop a radial stress around the opening, which adds stability to that opening, or merely pin blocks of rock back into more stable ground so that they cannot slip. In most cases, the bolts are torqued to a specified value to seat the anchor and to achieve the pre-load or tension that is desired. To be effective, however, this tension cannot be lost through bolt slippage or creep frequently caused by blasting, moisture attack or raveling of the rock surrounding the drill hole, etc. Furthermore, in soft rock or in oversized holes, sufficient anchorage cannot be achieved with the mechanical anchor, and in very brittle rock the concentration of forces produced by the expanding anchor might cause a crack to propagate from one drill hole to the next. Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

1. INTRODUCTION The Tunnel Cost Model (TCM) is a computer based model whose objective is to quantify the risks of hard rock tunneling in terms of cost and time to completion. The main feature of the TCM is the simulation of the tunnel construction. The simulation makes it possible to incorporate in the time and cost computations the effect of uncertainties in geologic conditions and in productivity rates and costs. The cost and time computed with the TCM will be in form of distributions that allow a quantitative risk assessment. The TCM will be useful as an estimating tool permitting the estimator to rigorously relate uncertainties of individual factors to the end result. The TCM will also make it possible to evaluate technological innovations and to identify problem areas in existing technologies. The TCM consists of three interacting submodels: the geologic submodel, the construction operations submodel and the tunnel simulator. The goal of this paper is to describe the geologic submodel, whereas the construction operations submodel and the tunnel simulator will be described in the following paper by Moavenzadeh et al. First it will be shown how interactions between the geologic submodel and other parts of the TCM will impose certain requirements on the geologic submodel. These requirements, which relate primarily to the description of geologic conditions by a set of problem-oriented parameters and the quantification of uncertainty associated with geologic conditions, will then be discussed. INTRODUCTION The Laurens Street section of the Northwest Line of the Baltimore Region Rapid Transit System, located along Pennsylvania Avenue between Pitcher Street and North Avenue is situated in material which cannot be definitely categorized as soil or rock. However, in the area of residual soils in which these tunnels were constructed, considerable attention was required to determine the character of the ground so that the designers and the constructors could properly evaluate the behavior of the ground and plan their respective efforts accordingly. The Laurens Street sections structures consist of twin rock tunnels, station structure, traction power substation, vent shafts at both ends of the station, the midline vent shaft, and the twin mixed-face tunnels. This paper concentrates on the mixed-face tunnels which extend from Station 99+67.03 (O.B.) to Station 102+49.00 (O.B.) at the southern end of the section. Since the completion of the design of this project, the Laurens Street section has been renamed the Upton Station. (See Figures 1 and 2). SUBSURFACE INVESTIGATIONS At early stages, three preliminary studies were performed by the General Soils Consultant (Ref. 1, 2, & 3). The purpose of the first study was to ascertain the generalized geological and subsurface conditions which might be encountered in the region. No borings were performed for this study. The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration (MSHA) has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and re¬sponse of mine personnel in mine emergency situations. The MERD program simulates problems that may occur in underground mine fires and explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, industry, labor and state government personnel. This versatile program is easily adapted to suit various training requirements. In 1992, a Mine Simulation Laboratory was built at the Natinal Mine Health and Safety Academy, Beckley, WV, to improve training for mine emergencies and prevention and fighting of mine fires. This facility is capability of simulating a coal mine and metal-non-metal mine for training purposes. It has been included in the MERD program to provide realistic and practical training for mine rescue teams and MERD partici¬pants in advanced mine emergency operations. The objectives of the MERD program are to improve the organizational and management skills of the participants in a rescue and recovery operation and provide a better understanding of the importance that various roles have on the overall organization and the importance of their interaction. The MERD program is not intended to provide the participants with all of the abilities and knowledge required to respond effectively to a mine emergency. Rather, it is intended to give the participant an opportunity to experience the emotions, frustrations and successes of a mine emergency without having to actually be involved in one. The participants are expected to return to their regular jobs with a greater appreciation of the environment in which emergency operations take place. Experience in mine emergencies is extremely limited in the industry today. The participants are encouraged to use the knowledge gained during a MERD program to develop or enhance a mine emergency plan suitable to their needs.

It is indeed an honor for White Pine, as a member of the copper mining industry, to participate in this Rapid Excavation Conference. Although our presentation, as the title indicates, is not a success story, we foresee, through our experience, future application of boring machines and rapid excavation equipment in the hard rock mining industry. One might ask what a copper mining company would be doing with boring machines and why the gamble on a high-cost, capital investment for a relatively untried application. Perhaps a little background on the White Pine mine and its geology will explain our daring and speculative motives. THE WHITE PINE MINE The White Pine Copper Company, a wholly-owned subsidiary of Copper Range Company, operates a mine, mill and smelter at White Pine, Michigan in the western Upper Peninsula approximately 6 miles due south of Lake Superior. We employ approximately 3,000 people from the surrounding area and mine approximately 25,500 tons of low grade (1%) copper ore per day. The orebody is contained within several distinct sedimentary horizons that comprise the lower 20 feet of a Precambrian formation known as the Nonesuch Shale. Numerous articles and reports have described many aspects of the White Pine operation and the geology. I will brief you only on that criteria which precipitated our interest in rapid excavation equipment and techniques, specifically, boring machines. The Alcan Smelter project at Lynemouth on the Northumbrian coast draws cooling water for the power station through shafts and tunnels from the North Sea. The sea at this part of the coast is frequently very rough and even in calm weather the coastal currents are strong. The adjacent coal mine makes use of these currents to disperse colliery waste and discharges into the sea some thirty thousand tons each week. In consequence the sea bed is continuously shifting and the sea is black and turbid. Construction of sea shafts under these conditions presents difficulties as drilling from a floating vessel is hazardous and sea bed activity of divers is greatly hindered by the entire absence of visibility. After considering several alternatives a method of construction was agreed with the Consultants in which the drilling and also the lining of the shaft would be completed in sequence from an eight legged work barge (GEM 126). Each shaft would be drilled to full depth and a steel cylinder, with its ends closed temporarily, would be lowered into the hole and grouted into the formation to form a full-length permanent lining. The bell mouth for each shaft would be constructed in advance to form part of the cylindrical casing. On interception of the shaft by its appropriate tunnel the lower end of the cylindrical casing would be cut away and the internal walling of the shaft installed from below. After completion of construction the shafts and tunnels would be flooded and the bell mouth sealing covers removed by divers.

The Tacubaya subway tunnels form a link in the Sistema de Transporte Colectivo (Mass Transit System) of the Federal District of Mexico. One tunnel 327 m long lies to the north of Tacubaya Station, the other 811 m long, to the south. The tunnels are designed to accommodate two subway trains, one inbound and one outbound, within the inside diameter of 8.5 m. The designers of the tunnel lining and tunnel driving equipment were faced with the problem of driving two subway tunnels 9.0 m outside diameter through water-bearing soil, directly beneath a high speed limited access highway, a main drainage sewer, structures including residences and office buildings, on an alignment curved for 67 per cent of tunnel length, and on grades as high as 7 per cent, within a limited budget, with minimum damage to property and disruption to the community. Planning The following decisions affecting tunnel design and construction were made at an early stage of planning: Shield. To enhance safety, a tunnel shield would be used for tunnel driving. Dewatering. The water-bearing soil could be effectively dewatered; consequently, tunnel driving could be performed in free air. Hand Mining. To minimize investment in equipment, hand mining would be used to excavate and support the face.

Labor costs, which have rapidly increased in the industrial countries for several years, have forced the mining industry to develop new methods and cost saving systems. Also, because mining is basic to meeting the increasing requirements for raw materials, the mining industry is guaranteed a key position in cost cutting efforts. Although this report aims to describe major recent developments in the Federal Republic of Germany, it is restricted to a limited number of them in view of the wide variety of current innovations. The most important mining activities in West Germany are concentrated in the coal mines on the Rhine, Ruhr and Saar, in the lignite open-cast mines west of Cologne and in the potash and salt mining region in Lower Saxony and Hesse. This report will only discuss developments in the underground coal mines and the potash and salt mines, and focuses on projects of Salzgitter Maschinen and Anlagen AG (SMAG). HYDRAULIC DRILLS Drilling strata of varying strength One special difficulty faced in European coal mines is the varying of compressive strength of strata that occurs even over a few meters. The strata associated with the coal measures ranges from hard and tough sandstone or conglomerate to very soft carboniferous shale. It is often difficult to use continuous miners or roadheaders so that drifting by blasting still predominates. But the varying compressive strengths of the strata makes it difficult to choose the best method to drill the rock. For example, it is best to penetrate hard sandstone or conglomerate with heavy percussion drills. The soft carboniferous shale on the other hand, should be penetrated by high speed rotary drilling to obtain optimum performance.

Gold mining has undergone a massive revival in Australia within the past decade. With very few exceptions, these operations are involved with the development of deposits which have been previously and partially worked by underground methods. In most cases, current operations have involved the open cut mining of near-surface remnants or low-grade hanging wall and footwall mineralisation. A growing number of mines are, however, progressing to the development of underground workings either as extensions of existing open cuts or as "stand alone" projects. These operations vary in scale from the Kalgoorlie operations of North Kalgurli Mines Limited and Kalgoorlie Mining Associates to the small scale "gouging" operations of individuals and partnerships. The individual production rates rarely exceed 200 000 tonnes per year, primarily because of the magnitude of reserves or the style of access available for rehabilitation. The narrow-vein mines were initially re-opened using the traditional methods, in particular shrinkage stoping and cut-and-fill stoping. As a result of experience gained in various ground conditions, certain variants have become popular. This paper investigates the fate of the traditional methods in Australian practice, and reviews some of the recently applied variants. This involves not only a perusal of current practices, but also an assessment of the influence of recent technological development on the economics of narrow-vein mining. Some consideration is also given to the effects of previously employed stoping techniques on efforts to access remnant blocks in the re-development of old mines.

INTRODUCTION Urban tunneling in soil poses a unique set of problems to planners, designers and contractors. One of the important concerns is the impact of tunneling on the environment: not only the effects of noise, vibrations, construction traffic and surface traffic diversions, but also the effects of ground movements and dewatering on existing structures and facilities. Underpinning or other protection of structures often consume more than 10% of the total construction cost of an urban rapid transit tunnel, and another unknown percentage is expended on construction procedures designed to minimize these environmental effects. Ideally, many basic planning and design decisions should be based on reliable predictions of ground movements due to tunneling. Some of these decisions are: the choice of tunnel alignment and depth to minimize risks and effects of ground movements; selection of schemes to protect existing structures through soil improvement or underpinning, or outright acquisition and possible' demolition; relocation of utilities; selection of procedures for construction monitoring and project control; and the choice of construction and lining methods. To make rational decisions of this nature, the owner and his designers must perform analyses that will balance risks and costs of a variety of alternatives; but to make meaningful risk analyses, they must employ rational methods of predicting ground movements and their effects and must know the reliability of these predictions. Of course, the risk analyses also must consider politics, public relations, insurance and liabilities.

In 1986, Gold Fields began negotiations with a large Nevada electrical power utility to supply power for its Chimney Creek mine in northern Nevada. After the long negotiations reached an impasse over various costs associated with the power line, a decision was made by Gold Fields to generate its own power. Self-generation is not uncommon overseas, but it is rare for any but very large or very small operations in the United States. Surprisingly, under certain conditions a mine can generate its own power profitably, and Gold Fields has found that the associated operating and maintenance problems are minimal. The following report details what factors went into this decision and how it works. Hopefully, it can serve as a guideline for those who may find themselves in a similar position. History In the spring of 1986, Davy McKee Corp. was contracted by Gold Fields Mining Corp. to provide design engineering and construction management for the chimney Creek Mine. Chimney Creek is located about 50 mi northeast of Winnemucca, NV in a remote part of Humboldt County. The nearest industry using utility power was the Pinson Mine, about 13 mi from the proposed plant site. The existing electric line was not capable of carrying another mine the size of Chimney Creek, which required 29 million kwh per year. There were three options available to Gold Fields for the power supply: 1 )Power could be supplied by the public utility from a coal-fired plant about 30 mi away by constructing a new line to the mine,

Minter's excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney's discussion broadens Minter's 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney's discussion and Minter's reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in a broad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin's Archean hinterland and its affects on Witwatersrand sedimentation.

This paper describes the successful repair of trunion on a 14 foot diameter by 20 foot long ball mill. Diagrams of the repair are included for visual perspective and non-destructive test procedures are outlined.

The list of environmental issues facing industry in general, and the mining industry in particular, has placed greater emphasis on the concept of risk assessment and risk management. In informal terms, risk can be defined as the chance of injury, loss or damage. More formally, it is defined as the probability of an occurrence and its consequences. In simple terms, risk assessment involves three questions: What can go wrong? How probable is it to go wrong? If it goes wrong, what are the consequences? Experts on the subject of risk assess¬ment and management met in St. Louis, MO in October 1992 to discuss the extensive and innovative technology that has been developed in this arena. Each agreed that a consistent framework can be used to approach risk assessment/ management considerations in siting and design alternatives, as well as when considering financial aspects of mine development. And the environmental planning process for mines, as well as planning for operation through closures, will rely more heavily on risk assessment and management techniques. Risk assessment is a tool to assist engineers, scientists and managers make better, defensible operational decisions. A realistic and probabilistic risk analysis, coupled with a sound financial model, can combine a large set of alternatives and criteria to arrive at a defensible decision. Organizers of this regional SME conference believe that mining professionals should become fully conversant with risk assessment techniques and approaches because this arena provides opportunities to develop more rational decision-making techniques. Current health risk assessments rely heavily on Environmental Protection Agency (EPA) approaches. Several speakers and papers show how this approach has been applied to a variety of topics. Two major advantages come forward when applying risk assessment techniques to environmental clean-up options for contaminated sites. They are the selection of practical options and cost-effective alternatives. A probabilistic risk assessment provides results that can be directly related to clean-up costs. It has been shown that small reductions in risk are obtained for large increases in cost after a certain threshold value is reached. A preferred, practical clean-up alternative that provides permanent solutions can be selected based on a probabilistic assessment. Here are summaries of some of the papers presented at the meeting.

Most of those involved in the mining industry are aware of the negative feelings that the well-informed citizens of this country, also known as the American public, have for the industry. As noted in an issue of Mining World News, “The general public perceives mining as dirty, noisy, destructive and belonging somewhere else.” The same theme was raised at a conference in Scotland in July 1991. It was noted there that mining has an unattractive public image around the world “as dirty, dangerous work that pollutes and degrades the environment.” Why is this? Why does mining have such a bad rap? I’m afraid that some of the blame rests with the mining industry itself - both in the past and in the present. Hopefully, we can do something about this in the future. And hopefully, the information here will help the reader to spread the word to offset the negative messages being issued almost daily by industry foes. I hope this will become more than just the words of another miner talking to miners and their friends. In the past, belching smokestacks and polluted streams and waterways were common sights. Today, the negative results of mining operations can also be seen in the form of waste dumps, leaked acid mine waste water and dust blowing from tailings piles. Some will argue that mining did nothing illegal in the past, and that all the regulations in force at that time were carried out to the letter. That may be so. The fact remains, however, that mining did these things, and the evidence is very clear in many parts of the country. It is visible to the well-informed citizens, in spite of the fact that many mine sites have been cleaned up and new technologies, such as flash smelting, dump leaching, pressure leaching and bioleaching, have greatly overcome many of the pollution problems. What is not so visible is the importance of the mining industry in our daily lives. Not long ago, knowledge about our non-renewable mineral resources ranked low on the list of qualifications for being a well-informed citizen. Events during the past two decades have changed this scenario. Politicians, writers, newscasters, economists and administrators, as well as the ‘public,’ are expressing opinions and forming judgments on oil company profits, desecration of landscapes, waste disposal sites and pollution by the extractive industries.

The importance of fluorspar to the United States and the world and the role it plays in industry and society extend far beyond that which is suggested by its measured production and consumption quantities and declared value. Compared to many other industrial minerals, the annual worldwide consumption of 5 million short tons valued at less than $500 million are not impressive figures. Fluorspar is made special primarily because of its status as a critical and strategic commodity; it is essential for the processing of most steels and all aluminum. It also is the raw material for the production of elemental fluorine, which plays a part in uranium refining.

The computer aided mapping of lead concentrations in soil has been carried out around the Doe Run (formerly AMAX-Homestake Lead Toilers) primary lead smelter near Boss, Missouri, through a cooperative Missouri Research Assistance Act program between the lead industry and the University of Missouri. As a part of this research a sequential extraction method was also developed to analyze and determine the various species of lead in the vicinity of the smelter as to possible sources which would suggest pertinent environmental control measures. Practical applications of this data-based scientific approach will be presented.
