The Price Road Drain Tunnel in Tempe, Arizona is part of the drainage system constructed in conjunction with the Outer Loop Highway in metropolitan Phoenix. The Outer Loop Project is a part of a much larger expressway system that includes other large drainage tunnels such as the Papago Freeway Drain Tunnels. Large diameter downhole inspection borings were utilized to obtain subsurface data for the design of these tunnels. Subsurface data obtained from the large diameter borings resulted in the development of empirical parameters that were successfully incorporated into the Geotechnical Design Summary Report and which satisfactorily predicted ground behavior, formed the basis for improved geotechnical design criteria, and facilitated the cost effective assessment of third party risk. The purpose of this paper is to describe the subsurface exploration program performed for this project and to explain the methods used to evaluate underground construction procedures.

With regards to the cost and profitability of a mining operation, the performance of the equipment employed is one of the key issues. Cost and profitability depend on, among other factors, the reliability and availability of the equipment. In an attempt to reduce equipment downtime, it is indispensable to collect and analyze reliable data and information on failures and maintenance actions. This paper reviews common problems encountered in this respect, with particular emphasis on the lack of uniform terminology and methodology. Recommendations concerning the standardiztion of reliability and maintainability concepts and measures are given. Regarding the benefits that the latter may bring, the paper concludes with a proposal for an industry-wide initiative in this respect.

INTRODUCTION This paper will update the status of small sized tunnel boring machines used in both the Mining and Civil Industries. I will mention a) new developments in small size hard ground tunnel boring machines, b) review North American performance records of the Atlas Copco Mini/Midi Fullfacers, and c) compare relative costs in driving a 1200m (4000 ft) typical utility tunnel using a leased TBM versus the conventional drill and blast method. NEW DEVELOPMENTS JARVA MACHINES Of all small rock tunnel boring machines currently in use, the Jarva MARK VI and MARK VIII are receiving the most enthusiastic acceptance. These circular fullface borers using usually 15 inch single disc cutters (manufactured also by Jarva) are designed on the 'T' bracing principle. Previously, Jarva's line of tunnel boring machines, even their smallest, was designed on the 'X' or double diagonal bracing configuration with a gripper in each quadrant. A century of experience with mechanical excavation machines is beginning to pay dividends to the mining industry. Mining is moving from mechanical excavators to mechanical miners. These mechanical mining systems are poised to make a significant impact on hard-rock mining, both underground and surface. Mechanical mining machines have had a long and successful career in coal and evaporites ("soft-rock") mining. Unlike most mechanical hard-rock mining, these systems actually mine ore. For example, the most productive underground method has been, arguably, longwall mining. Mechanical excavation machines are mostly used in civil tunneling or in driving mine openings such as vent shafts. Civil tunneling is a notable mechanical excavation success. Even with its high capital cost, a tunnel boring machine (TBM) can drive kilometers (miles) of tunnel at very low cost. In hard-rock mining, mechanical excavators bore tunnels, raises and shaft openings in the mine, but rarely mine ore. Like the soft-rock miners, their contribution to mining is important and their development must continue. Generally, they are used as excavators not miners. Current trends guarantee development of true general-purpose hard rock mechanical mining machines. Mechanical miners will become a complete mining system and will determine the design of the mine. Mechanical methods will reward the operator with lower costs and high productivity.

Airflow velocity vectors by a forcing auxiliary fan at a heading face were measured in an actual size model gallery and an actual mine. The location of an outlet of ventilation duct gives significant effects on the airflow at the heading in the gallery. It was also found that there were several stagnated regions which may have danger of methane accumulation. The flow were also examined using the visualization technique by laser light in a reduced scale model. The flow in reduced scale model showed similar behavior to those observed in actual size galleries. The air velocity at the outlet has no significant effect on the airflow. It was found that a region to be ventilated by the direct flow of the exhaust fan is limited to a relatively short distance but a secondary flow region is generated near the heading face. CFD ( Computational Fluid Dynamics ) method was also developed to examine the airflow. The calculated results coincides with those measured by actual and reduced scale models. It is concluded that the CFD is useful tool for the analysis of ventilation at the headings.

In some cases, the extraction and separation efficiency of metals with a combined extractant are better than those with either extractant alone. However, the extraction and separation efficiency of metals with a combined extractant are not always better than those with either extractant alone. As part of the fundamental studies on the extraction and separation of metals with combined extractants, the extraction and separation efficiency of Au and Fe(III) added as an oxidizer in the leaching of Au from a sulphuric acid solution containing thiourea, and the extraction and separation efficiency of Nd and Sm from hydrochloric acid and sulphuric acid solutions were examined. Following the last Cholera Epidemic in 1872, resulting in approximately 400 deaths, the City Council of Munich decided to re¬place the former water supply system within the city limits by tapping new water supply areas outside of the city. Since 1883 Munich has been obtaining its water from the Mangfall River catchment located some 35 km to the south. Its most distinguishing characte¬ristics are as follows: 1) the water is free-flowing, i.e., a pumping system is not required as the catchment area is 100 m higher than the city; 2) the water does not normally have to be treated, meaning "spring fresh" tap water. On a daily basis, 300,000 m3 of water flow through the more than 100 year old pipes, accounting for 70% of the city's daily need. There was originally no requirement of a water tight system as strategically installed drain pipes prevented the build-up of exter¬nal water pressure on the lining. As the qua¬lity of today's water has become significant¬ly worse, the tunnels are now in dire need of restoration or replacement.

It seems appropriate here to open with a quotation from the great pre-Confucian philosopher Lao-tze: "The softest thing in the world dashes against and overcomes the hardest. There is nothing in the world softer or weaker than water, and yet for attacking things that are firm and strong there is nothing that can take precedence of it." I am happy to report that our system of mining has worked out, with minor modifications, as well or better than was predicted. This, in a period of rising labor and material costs, has been most gratifying. Gilsonite is a solid hydrocarbon which occurs in vertical fissures cutting the sandstone and shale beds of the Uintah formation in south¬eastern Utah. It is found in other parts of the world under similar occurrence but nowhere else is it now being mined commercially. The Gilsonite veins on entering the shale members of the Green¬river formation break into small veinlets separated by shale, These veinlets are not now economical to mine.

The five tunnel contracts of Milwaukee Northeast Side Relief Sewer System are about 80 percent complete. The tunnels are all excavated for 1.9 meter (6'-0") finish diameter sewers in a variable rock, mixed face, and glacial soil environment. Different contracts were let under two primary types of specifications, performance and prescriptive, which treated aspects of construction, such as primary ground support and groundwater control, differently. Interfacing of design and construction through field personnel allowed the needs of all parties to be met and resulted in savings in time and money to the Milwaukee Metropolitan Sewerage District (MMSD). Interfacing, cooperation and risk sharing allowed resolution of problems such as line and grade variations and potential differing site conditions. It also allowed the parties to pursue constructive changes to construction activities. Thus on one contract prescribed use of compressed air was eliminated, but migration of fines into the tunnels was stopped with filter fabric. Use of an expensive primary support system was dropped, but concern about deterioration of lagging was alleviated by use of special materials.

I. INTRODUCTION The Atlanta Research Chamber is an UMTA-sponsored applied research facility studying tunnel design, excavation and support systems. It is located directly below Peachtree Street in downtown Atlanta, Georgia. It is included in the CN-120 contract to build the Peachtree Center subway station, a part of the Metropolitan Atlanta Rapid Transit Authority (MARTA) multi-billion dollar "Phase A" 53-mile transit project, which is 80 percent funded by UMTA with 20 percent provided by local authorities in Atlanta and Fulton and DeKalb counties (Figure 1). The Research Chamber is located immediately south of the main Peachtree Center Station cavern, and is in part an enlargement of the pre-existing Pilot Tunnel excavated to provide bidders on the CN-120 contract a view of the rock conditions (Figure 2). The Research Chamber lies some 3 meters above, and is approximately parallel to, the twin Running Tunnels. The Research Chamber is 18 meters long and has the same 5.5 meter diameter horseshoe shape design dimensions as the twin Running Tunnels.

This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

The scope of work for the fast track construction of the Weeks Island Replacement Facility, Weeks Island, Louisiana included the design and construction of two salt mines. Mine #1 - An interim underground mining level consisting of a 975 m (3200 ft) incline and 3520 m of 5.5 m x 7.3 m (11560 ft of 18 ft x 24 ft) drill and blast excavation; raise boring; core drilling; roadheader excavation; complete bulk material handling facilities utilizing an existing production shaft. Mine #2 - Simultaneous with the interim mine construction a new one million ton per year underground salt mine was constructed consisting of: two 5.5 m diameter x 381 m (18 ft diameter x 1250 ft) deep shafts; 76450 cu m (100,000 cu yd) of drill and blast bottom excavation; surface and undergound bulk material handling systems (conveyors, skip loaders, shaft equipment, hoisting); ground freezing for water control for both the production and service shafts; the design of the first underground doublewall slipform installation of a dynamic bitumen shaft lining system; the emergency grouting of both the existing production shaft and the interim mining level in the salt dome; 227 mt x 64 m (250 ton x 210 ft) high structural steel production headframe; 2.2 MW (3000 hp) double drum mine hoist; service shaft headframe; and service buildings.

To assess the future markets for a mineral from a producing district, the following three aspects must be considered: the future growth of the markets, the competitiveness of the district in terms of production costs and reserve adequacy, and the competition from alternative sources of supply. This paper focuses on the first issue by developing a method for predicting the demand for phosphate from trends in the major market for phosphate products, the fertilizer and agricultural market. The paper shows how broad changes in this end-use market for phosphate has evolved over time. These trends are then projected into the future to make an assessment of future phosphate requirements.

Background Results of the above study in the August 1991 issue of Mining Engineering offer valuable lessons in the solution of cutter-roof problems. The original study plan was initiated by the discussion authors to solve the problems using the "stress control method" of mining (Serata 1976,1982; Serata, Carr and Martin, 1984; Serata and Gardner, 1986; Serata, Gardner and Preston, 1986; Serata, Gardner and Shrinivasan,1986; Serata and Kikuchi, 1986; Serata, Preston and Galagoda, 1987) However, the plan and the planner were changed to the arrangement reported in the paper. The change was considered reasonable at the time due to the mine engineers' uncertainties about the stress control method. Consequently, the basic principle of the study was shifted from the original stress control method to the method described in the paper, which will be called the "yield pillar method" for the purposes of this discussion. The paper convinces the reader that the yield pillar method fails to solve the cutter-roof problems. This doesn't mean that the stress control method also fails. Actually the contrary is true, as discussed below. Limitation of the yield pillar method The paper illustrates clearly how poorly the yield pillar method performs in solving the problem. The reason for this failure is the lack of the protective stress envelope needed to stabilize the cutter roof. Unfortunately, the protective envelope cannot be formed properly without utilizing the stress control method of mining. Changing the pillar size does not make much difference in the roof stability.

It has already been said and written many times that the construction of tunnels in urban areas has proved more and more indispensable, if not vital. The subsequent development of tunnelling for 15 or 20 years has brought large and sometimes spectacular improvements in the fiel of execution methods. But, particularly in urban areas, the difficulties to be overcome have been and still remain very important. As a matter of fact, most of big cities, have been settled near rivers or lakes; therefore the geological nature of the subsoil is soft ground and the level of ground water is high. As a consequence, tunnelling is often faced with many well-known difficulties and dangers issued from decompression or loosening of the ground, sometimes accompanied by a lowering of the water table. This may compromise the safety of the excavation itself and of the workers, and also cause settlements which many severely damage nearby buildings or structures. This is the reason why it is always necessary to work out specially adapted methods and even to develop new ones. In 1988, the US Department of Energy's (DOE) Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation and advanced cycloning. Each relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. The National Energy Strategy (NES) and the Clean Air Act Amendments (CAA) of 1990 are examples of the nation's commitment to a clean environment. The need to use the nation's energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SO2 emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur removal beyond currently achievable levels. Opportunities are provided in the form of incentives associated with a novel system of SO, allowances and a policy environment based on the proper functioning of familiar market forces. An allowance, as defined in Section 402(3) of the Amendments, is "an authorization ... to emit ... one ton of sulfur dioxide." To achieve the objective of the Clean Air Act Amendments, SO, emissions will be eventually capped at 8.12 Mt (8.95 million st) annually by controlling the number of allowances issued nationally. By permitting allowances to be bought and sold once issued, the law encourages "overcompliance" as a source of profit for owners of excess allowances. Many details concerning the administration of allowance trading are not yet written.

INTRODUCTION Only in recent years have the environmental hazards associated with mining and tunneling operations been fully acknowledged and determined remedial action undertaken. The nature of these excavation operations leads to a wide diversity of hazards spanning mechanical, electrical, chemical, environmental, and physiological. The most insidious of these are unquestionably the environmental ones which have the greatest long-term effect and are the most difficult to pinpoint and monitor. It is the atmospheric contaminants that lead to a significantly greater illness and mortality rate among miners. Dust is the most prevalent, hence most important of the atmospheric contaminants. Respirable particles lead to diseases characteristic of many mining operations: coal workers pneumoconiosis, asbestiosis, silicosis, talcosis, anthrocosis, etc. But toxic and suffocating gases can be equally insidious and the most innocuous pollutant, methane, leads to the most imminently disastrous results of all - explosion and fire. This means that truly effective monitoring of the environmental hazards in tunneling cannot be limited to a few simple standard check measurements. It must include the most precise measurements we can make for specific, documented hazards and even for factors, such as noise and heat stress, not immediately obvious as hazards. The Federal Metal and Nonmetallic Mine Safety Act and more recent Occupational Safety and Health Administration standards are clearly designed to match such effective monitoring. The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.

When discussing stock market investments, a company's performance is important. But so is the financial community's perception of that performance. To be sure, a good product or service, coupled with sound manage¬ment, remains important but is no longer enough. How stock analysts view a company's performance has become equally important. A major task of a mining company's investor relations officer, then, is to build and maintain a positive perception of the company to mining analysts throughout the world. That's a tough assignment in any market. The subject here, though, is gold. And, with its weakened price, gold companies must work harder to convince analysts their company is still a good investment. The analyst, on the other hand, must see through the corporate hype and decide whether it's worth recommending to clients as an investment. No simple task, either. Annual reports, 10-K forms, and quarterly reports only tell part of the mining company's story. Site visits, complete with discussions (sometimes interrogations) with a mine's principals, oftentimes tell an analyst more about a company's investment potential than the annual or quarterly report. So it was that three of the nation's major gold companies arranged a three-day tour of their gold operations in Nevada for a group of 22 analysts and a pair of mining industry scribes. The analysts represented investment houses the US, Canada, and England. The host companies and mines visited included FMC Gold's Paradise Peak mine, Amax Gold's Sleeper and Wind Mountain mines, and Battle Mountain Gold's Surprise and Fortitude mines.

This paper summarizes the status of a series of new chemical reagents developed with the explicit goal of expanding the capabilities of existing froth flotation processes as well as allowing for new solid/solid separations to be undertaken that are not now feasible with flotation. The first portion of the paper briefly outlines the theory and motivation behind the development of each new reagent family. 'The second portion of the paper deals with specific laboratory examples of some separation systems studied to date.
