Most analysts find that progress has been evolutionary in any technologic field. To be sure, a few discrete breakthroughs can usually be identified, but viewed in its entirety, the curve of technologic progress over time tends to be relatively smooth with few discontinuities. Even in those cases where a major scientific discovery is achieved, the rate of technologic progress is limited by the often surprisingly slow rate of commercializing the concept into usable products. Whereas discovery and invention tend to be discrete events, technical innovation is often a painfully slow process. In spite of overall gradual change, technologic progress in most fields, when viewed in retrospect, tends to reveal certain relatively homogeneous periods where little change is evident, separated by episodes of accelerated progress. Thus, open-pit mining over the past century has changed from predominately train haulage to truck haulage and is now experiencing a major increase in belt haulage. Ore reserve estimation is another field that fits the same pattern, and the history of mine evaluation lends itself to a similar analysis. Evaluating mine investment opportunities is a fascinating aspect of mining. The unique set of risks inherent to every mining project is particularly intriguing. Geologic risks are most obvious, since faulty ore grade and tonnage estimates are among the leading causes of mine failures. Wide swine's in mineral commodity prices are usually cited as another major risk in mining. Because any ore deposit is a finite resource and the miner has limited discretion in selecting a mining sequence, mines are generally at the mercy of notoriously fickle commodity markets. There is a tendency for many mine investment analysts to feel that mineral market uncertainties are unprecedented in severity. Of course, prices in other markets rise and fall also-in some cases as precipitously as with minerals. However, two other mining characteristics tend to compound this marketing risk. First, the preproduction development period for a new mine is characteristically long. Under extremely favorable conditions, a significant mine may be developed in as little as two years, but the norm is four to six years or more. Second, mining is among the most capital intensive industries, consistently ranking near the top among all industrial sectors in assets per employee, and near the bottom in annual sales dollars per dollar of assets. Thus, mine investors typically have large sums invested for a long time before the outcome of the venture is determined by notoriously unpredictable markets. This is not a business for the faint of heart, and the importance of sound investment decision making is obvious. The high risk and technical complexity of mining operations have combined to require greater attention to financial evaluation by mining engineers than by most engineers in other specialties. Nearly all early mining engineering textbooks dealt with problems in mine valuation in a detailed manner; and, today, the sophistication of capital investment analysis is high in the mineral industries. Traditional Mine Valuation Methods Although some evaluation process has no doubt accompanied nearly every mine development throughout history, a formalized quantitative approach first emerged in the last half of the 19th century with the establishment of academic programs in mining engineering. The philosophy and approach to mine valuation that evolved at this time were, with periodic minor refinements, considered the standard for nearly a century. Only after 1960 did major changes begin to occur. The traditional approach to mine valuation reflected the investment community's historic attitudes toward risk. Mines were generally considered too risky for debt financing, and virtually every new mine was financed from internally generated funds or new equity subscriptions. The Mesquite mine is being operated by Gold Fields Operating Co.-Mesquite, a subsidiary of Gold Fields Mining Corp. The mine Is located in southeastern California about 56 km (35 miles) east of the farming community of Brawley, California. The mine has been in commercial production since early 1986 and Is a conventional open pit mine developed on 6.1 m (20 foot) benches. The gold is recovered by heap leach using permanent heaps built in multiple 6.1 m (20 foot) lifts. This year's gold production will be in the range of 5,600 kg (180,000 troy ounces). Current ore production is about 18,140 tonnes (20,000 tons) per day while the total tons mined Is averaging 65,000 tonnes (72,000 tons) per day. The climate at the mine is extremely arid with rainfall of 7.6 cm (3 inches) per year. From early May until late October daytime temperatures generally exceed 37.8 degrees Celsius (100 degrees Fahrenheit) and can be as high as 37.9 degrees Celsius (120 degrees Fahrenheit).

In October, November and December, teachers at the National Science Teachers' Association (NSTA) area conventions were lured to visit the Minerals Education Coalition (MEC) booth by the promise of free rocks, video tapes, and literature on earth science topics. Teachers were content to stand in lines that at times took as much as an hour and a half to progress through the exhibit. Adding to their interest was the opportunity to converse with people from the minerals industry who were staffing the booth. The MEC was formed by a group of associations and companies in the minerals industry. They felt the need to educate the public about the current-day minerals industry and how it affects everyone's life. The American Institute of Mining, Metallurgical, and Petroleum Engineers, Inc. (AIME) underwrote the major expenses of exhibit space and exhibitor services at all three conventions in 1997. SME members have been active in staffing and chairing the NSTA exhibit booth. But they represented only about one-third of the volunteers for the booth. Additional volunteers were drawn from local minerals companies, associations, interested teachers and other support groups. (See donors list on page 64.) In 1997, the conventions were held in Pittsburgh, PA, Denver, CO and Nashville, TN. The local SME GEM Committees chaired Pittsburgh and Denver and The Rogers Group Inc. supplied the chairperson in Nashville. Each exhibit relies on a local committee to plan and run the booth. Support is available from the GEM Projects Coordinator at SME headquarters. Usually the chair of the committee is drawn from the local SME membership. It is easy to see why the MEC booth is so popular. Free literature, videos, posters, workshop packets and rock specimens were handed out to about 5,500 science teachers at the three sites. Feedback from the attending teachers was overwhelmingly positive: "Who do we thank for these great materials?" Some of those great materials included Caterpillar's outstanding donation of Common Ground videos and teacher packets for Pittsburgh, Denver and Nashville for every teacher expected to attend. Placer Dome sent enough What's a Mine coloring books and It Comes from a Mine activity books for teachers at all three sites. Newmont supplied all teachers with an excellent poster describing gold processing. Women in Mining Education Foundation had plenty of its classroom activity handouts. The American Coal Foundation provided a list of its educational materials that are given out free to teachers who request them on school letterhead. The National Mining Association had its Facts About Minerals and Facts About Coal available. US Borax provided the funding to reproduce the NMA black and white posters that were published as inserts in Mining Voice magazine. In addition, each site had other materials chosen by the local committees to round out their selections. At each exhibit site, committees raise between $8,000 and $12,000 in cash donations from industry to support the high overhead of producing this exhibit. Usually, there are between 12 and 18 different rock specimens representing a range of mineral ores from aggregates to the metal ores. The committee arranged to have these donated (along with the freight charges to ship them to the site). Literature is also donated by the industry. It covers a diverse spectrum from basic information on rocks and minerals to posters, flow charts, videos and coloring books. Other donations include storage space before the event, haulage of items to the hall and door prizes. These exhibits could not have been staged without the network of SME Local Sections and the able chairs and committees at each site. At this time, credit should be given to their extensive donation of time and effort.

Electronic ore sorting is a coarse particle beneliciating process which performs a function which in the past was primarily achieved through the use of hand picking belts. Photometric ore sorting is capable of separating waste from mineral bearing rock having a distinct difference in surface light reflectance levels. This type of ore sorter can be applied to gold and silver ores which are contained in quartz veining. Photometric ore sorting has been used at gold mines in South Africa as well as the Black Pinc silver mine in Montana. A new ore sorter has recently been developed with precious metal ores in mind. This ore sorter is capable of sorting ores on both photometric and conductivity sensing parameters. The first production machine has been installed at a gold mine near Beardmore, Ontario and currently is being used to process low grade waste dumps.

No economic activity would take place without human ingenuity, driven by our needs and wants. Economic activity is made possible by the energy from fossil and other energy sources, our technological hardware, the buildings and infrastructure made from materials such as metals, plastics, wood, water, and numerous industrial minerals. Industrial minerals are difficult to define; however, they generally include utilitarian minerals other than metals and fuels. Some of the industrial minerals form an exception to this categorization and, as explained elsewhere in this book, belong to more than one category because of the manner in which they are used. Industrial minerals are so numerous, and their applications so ubiquitous that they often do not receive the attention given to metals or fuels. Nevertheless, without industrial minerals, many of our most fundamental economic activities such as construction of our cities and towns, control of floods, transportation of our people, the search for minerals, the smelting of metals, and the delivery of supplies of clean water would be impossible. How then do we assess the economic importance of such a variety of materials lumped together under the general designation of industrial minerals? The price per ton or the total amount consumed do not satisfactorily explain the relative value of these materials to the economy. For example, the current price of limestone is about $5/t and the price of fluorspar is about $190/t. However, nearly 1.1 Gt of limestone, valued at about $5.5 billion, are consumed in the United States annually, compared with 590 kt of fluorspar, valued at about $1 12 million. It would not, however, be accurate to conclude that the mineral with the higher total value is always more economically important. Many other questions must be answered before making judgments of this type. These questions include how many people are employed in the production, processing, and distribution of the mineral? How is the mineral used? Is it partly or entirely imported? Where do the imports come from? How is the mineral transported? Is the mineral considered critical to national security? Is there a substitute material available in case the mineral supply is interrupted? Where would the substitute be produced? What would be the basic material from which the substitute will be produced? Even when these questions have been answered satisfactorily, the economic importance of the mineral is not completely known until the consuming sectors are studied as well. For example, even though the manufacture of fighter aircraft is vital to the national security, it employs only a fraction of the number of people employed in the housing and construction industry or the automobile industry or the appliance industry. Mineral commodities consumed in these latter sectors of the economy are more significant than those consumed in the production of fighter aircraft, because nearly two-thirds of the Gross Domestic Product (GDP) depends on the purchasing power of individual consumers. In comparison, the entire defense budget accounts for only 6% of the GDP. There is no easy way to present the importance of industrial minerals to the US economy because most minerals have diverse applications and products made from industrial minerals often con- tribute to the production of other goods and services. One way of highlighting the value of a mineral would be to relate it to the GDP reported by categories such as construction, machinery, stone, clay and glass products, electrical and electronic equipment, paper and allied products, and chemicals and allied products. These GDP categories represent industries fundamental to the economy totaling $644 billion, or about 12% of the GDP in 1990. However, these categories are not convenient for discussion of the many minerals that are used in our complex economy. In a general way, minerals are the 5% of our economy that make the other 95% possible. This chapter, therefore, discusses a selected few industrial minerals to illustrate their importance to various sectors of the economy.

The first part of this two-part article summarizes the result of a 10-year, multimillion dollar research and plant testing program involving operating mining companies throughout the world. The program was aimed at developing a better understanding of the influence of slurry rheology on the performance of mineral/coal grinding circuits. Part 1 presents the basic concepts identified, including typical laboratory results showing the influence on grinding behavior of controlled changes in percent solids, particle size, slurry temperature, and viscosity control chemicals. Part 2, in January, will illustrate typical industrial scale test results on both open and closed circuits using the concepts presented in Part 1. Special emphasis will be placed on identifying some industrial operating implications of controlling rheology by different methods. Introduction The industrial-scale practice of wet grinding minerals and coals in tumbling media mills (ball, rod, and pebble) is well-known to operating mineral processing engineers and plant design personnel. Over the last century, considerable experience and data has been collected, correlated, and put into rules or guidelines for successful circuit design and operation. Typical factors influencing circuit throughput that have been analyzed in some depth are mill diameter and length, grinding media size and loading, feed and product particle size, mill power use, and the interaction of classifier type and efficiency with the grinding device. Until recently, knowledge of slurry rheology influence on large scale grinding circuit performance has been limited. Even today slurry rheology effects are essentially ignored in plant design. Indeed, in most plant operations only qualitative guidelines are followed. For example, too thick a slurry causes throughput losses and too thin a slurry uses excessive water or causes water handling problems such as pumping limitations. A search of published literature and numerous discussions with experienced plant operating personnel has shown an awareness that changing the percent of solids in the mill influences grinding or the response of grinding involving fine feeds versus coarse feeds. However, most the work identified relative to rheology effects in mineral/coal grinding was qualitative. Even in the few studies that were more quantitative, the scope of the work was usually too narrow to draw general conclusions. Also, the detailed rheological characterization tied to observed breakage and the combination of laboratory to industrial-scale testing that is required to develop a broad understanding of any factor influencing grinding had not been done. In this environment, this detailed program began in 1967. It had three distinct goals: • To develop a basic understanding of slurry rheology influence on breakage characteristics in the laboratory. • To test general rheology concepts developed in the lab on the industrial scale. • To develop a commercially viable chemical approach to controlling slurry rheology that would lead to the use of chemical grinding additives or grinding aids. The goals have been met, at least in part, this year. A small fraction of the extensive laboratory and plant results have been made available in published literature. Much of the research program dealt with identifying and developing chemical grinding aids, but a lot of useful and practical information on percent solids, particle size, and slurry temperature influence on grinding circuit performance also was collected. The purpose of this article is to present a clear and concise sum¬mary of the results of the entire program. The importance of rhe¬ology control in grinding circuit behavior will be demonstrated using a series of carefully per¬formed industrial scale experi¬ments (both open and closed cir¬cuits) that have not yet been reported in general literature. Mining companies participating in the test program on a proprie¬tary basis have found the informa¬tion in this article to be useful in better understanding and improv¬ing circuit performance. Viscosity Effects in Grinding Studies In this program&apos;s previous labo¬ratory studies, it was shown that there is a consistent pattern of change in specific rates of break¬age of both mineral and coal slur¬ries as slurry fluidity changes. Using the net production rate of material smaller than some spec¬ified size-for example, kg/hr of <75 µm (200 mesh)-as an index of mill production in a standard batch mill test (with a given feed material, feed size, mill, and mill conditions such as constant time of grind), the following facts were established (see Fig. 1): • The normal range of low den¬sity, low viscosity slurry (region A) gave no variation in mill produc¬tion. The measured rates of break¬age exhibited normal first order grinding. • Grinding of a somewhat higher viscosity slurry (region B) could give increased production. The higher viscosity was obtained

INTRODUCTION This paper deals with some practical aspects of the use and interpretation of dosimetric methods for assessing the exposure of workers to natural uranium. Consideration must be given not only to the scientific value of the method of dosimetry, but also to the practicality of the method in the particular working environment. It is generally accepted (IAEA, 1976) that uranium does not present a hazard during the mining and extraction processes up to the final concentration stage, that is precipitation as ADU or calcining to the oxide. Further processing (e.g. conversion to oxides, fluorides, etc.) is generally associated with the nuclear industry. It is customary for uranium processing facilities to be managed according to industrial norms rather than according to those applied for the purpose of radiation protection. This is mainly because of the large quantity of material to be processed and the fact that uranium is considered to be of a low radiotoxicity. Although ventilation is used to some extent, provision is not made for the same level of protection as would be required in a radiochemical facility. It is typical in such a plant to find that the process itself may be enclosed and ventilated, but the ventilation is inadequate to cope with an accidental release of material. The working environment is poorly ventilated, sometimes only by natural ventilation, and one frequently finds areas with high airborne dust levels, designated as mandatory respirator areas. Protection of personnel is dependent on personal protective equipment. Radiation protection is not of prime concern and personnel are not specifically trained in this subject. It is in this type of environment that acceptable monitoring procedures and personnel dosimetry must be established. The effectiveness and practical application of the dosimetry must also be judged against this working environment. DOSIMETRIC TECHNIQUES The methods available for assessing personnel exposure, whether it be in terms of chemical or radiological hazard, include urinalysis, faecal analysis and [in vivo] monitoring. Faecal analysis does not present itself easily as a method for routine use. Techniques for [in vivo] monitoring have been developed recently and as expensive instrumentation is required, it is not generally available. That leaves urinalysis as a dosimetric technique for routine use, and it is probably for this reason that urinalysis is still widely used. Guidelines for the interpretation of urinalysis results, as originally provided by Neuman (Neuman, 1950), are still used in practice, even though it has become clear that this method has severe limitations as regards the assessment of the dose as a result of the intake of class W or class Y compounds (Alexander, 1974). Typically a level of 300 µg [U/C] urine can serve as an indicator of an acute exposure (above which chemical damage to the kidneys may occur) and a level of 100 µg [U/C ] urine can serve as an indicator for an investigation. Such levels are determined and are used in conjunction with several factors, such as mode of intake (ingestion or inhalation), solubility of compound (D, W or Y), means of intake (acute or chronic), environmental monitoring results and frequency of urine sampling. Since the ICRP concept for internal radiation limitation changed from that of the critical organ, i.e. the single organ of greatest significance under the circumstances, to that of effective dose equivalent, i.e. account being taken of the total risk due to the exposure of all tissue, the maximum permissible organ burden (MPOB) was replaced as secondary dose limit by the annual limit on intake (ALI) (ICRP, 1977). The ALI values are calculated from the committed dose equivalents of the various organs, and are used to determine organ burdens, which are then used to interpret the dosimetric results. Using the ICRP model (ICRP, 1979), a comprehensive calculation was made by Johnson (Johnson, 1980), giving organ burdens and excretion data in terms of intake for acute and chronic exposures for different categories of uranium compounds. The question arises as to what extent the direct measurement of intake can be utilised as a method of dosimetry. This will require a method of personal intake measurement for each individual worker, with both ingestion and inhalation being taken into account. A measurement of

INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers&apos; attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. Prior to 1971, there were several clinical trials to evaluate programs for early detection of lung cancer. Among these, the Philadelphia Pulmonary Neoplasm Research Project,(3) the Veterans Administration Study published by Lilienfeld,(7) and the controlled trial of the Kaiser Foundation Health Plan showed an overall five year survival rate of 8% for newly detected cases (the same as the national statistic for unscreened patients). In 1971, the National Cancer Institute initiated three randomized, controlled mortality studies using lung cancer screening of persons at high risk (male smokers over 45 years old). The studies are being conducted at the Johns Hopkins University Hospital, the Mayo Clinic, and the Memorial Sloan-Kettering Cancer Center. The studies have slightly different designs in the combination of sputum cytology and chest x-rays. At the Mayo Clinic the study group is offered screening with sputum cytology and chest x-rays every four months, whereas the control group is advised to have an x-ray and cytology every year. No reminders are sent, and it is believed that only about 20% of the control group is screened. At Johns Hopkins and Memorial, both experimental and control groups are offered annual chest x-rays. The experimental group is additionally offered sputum cytology every four months.(5) At present all of the programs show that screening can detect cancers that are undetectible by other means. However, at this time mortality rates in the control and experimental groups are not significantly different in any of the three studies. OUR PROGRAM Our clinic is located in Grants, New Mexico and we provide most of the pre-employment physical examinations for the mines operating in the Grants area (Kerr McGee Nuclear, Homestake Mining, United Nuclear, Western Nuclear, and Ranchers). In the examinations, we obtain the previous mining history of the worker, a chest x-ray, a sample of sputum for cytological examination, and a blood sample. We also provide routine annual physical examinations of the workers, with special interest in the detection of bronchogenic carcinoma. In the early seventies, we did not have a definite surveillance program. We did not know whether we should have a program like the one started at Memorial or like the one started at the Mayo Clinic. After long consideration, we decided to have a program that does not demand a sputum cytology and chest x-ray every four months, but that allows as many chest x-rays and sputum cytologies as needed to diagnose lung cancer as early as possible. We believe that, if a screening method for cancer is to be optimally effective, it must detect the process at stages early enough for curative therapy. We order a test depending on the age of the miner, the race, the mining history, the smoking history, the radiation exposure levels, and the results of the previous chest x-ray and sputum cytology. With the help of the computer, we have a list of all the miners who should be watched closely because of age, race, mining history, smoking history, radiation exposure, etc. Examination of the miners is performed at our clinic, where all the records are kept. The sputum is collected there but examined in Grand Junction, Colorado, by Dr. Geno Saccomanno. There are two ways to collect sputum. The best way is to collect three consecutive morning samples. For this, we need the cooperation of the miners. They have to follow these instructions and mail the bottle containing the sample to Grand Junction. "Instructions for obtaining a good cough specimen" The enclosed plastic bottle contains a preservative solution, so do not empty out the liquid in it. When you go to bed, place the plastic bottle at your bedside where it will be handy in the morning. When you first get up in the morning (before breakfast) try to cough up some "phlegm" from deep in your chest, and spit it into the liquid in the bottle. Try coughing several times. If you have difficulty coughing, try inhaling deeply the steam from a teakettle (or home-type inhalator). Keep the amount of saliva (ordinary spit) that you put into the bottle along with the cough specimen as small as possible. Do not collect the "phlegm" or mucous that comes from the back of your nose. Put the cap back on the bottle, and shake it vigorously for two minutes. If the amount of material you have coughed up is quite small, then keep the bottle at your bedside for three or four days, and each morning try to add another cough specimen. After obtaining your cough specimen, repack the bottle in the mailing container, and attach the enclosed mailing label. It does not require any postage stamps. Unfortunately, some miners "forget" to mail the sample and end up with an incomplete physical examination. In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation&apos;s balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation&apos;s peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government&apos;s interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers&apos; money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, &apos;blue-sky&apos; research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. A major cost to a mining company is funding of an exploration program. It is a necessary cost to insure the company&apos;s future. But if the exploration effort does not discover an economic are body, there is no return on investment and the days of the company are numbered. However, if you are aware of what exploration geologists are saying, it places the exploration process in a different light. Basically they are saying that ore bodies exist that contain 250,000 tons or less of gold and silver bearing ore that is cyanide amenable utilizing heap leach technology.

Arizona is a sun-belt growth-region where 13 tons of industrial (nonmetallic) minerals is being produced annually per capita. In 19B5, non-fuel mineral production reached $1.532 billion and consisted of metallic ($1.277 billion-84%) and nonmetallic ($253.5 million-16%) earth materials. Sand-and-gravel value was second only to copper. over 90% of the value of nonmetallics is represented by combined sand, gravel, cement, and lime. The remaining less than 10% ($25 million) was attributed mainly to stone, specific volcanic products (cinder, perlite, pumice), gypsum, clays, salt, zeolite, and others. Current interest in industrial-mineral development in Arizona is high, especially in the geologically complex Basin and Range region.

Stratabound Proterozoic precious metal mineralization in central Arizona is associated with felsic and adnesitic to mafic volcanic rocks and sediments derived from these rocks. Hydrothermal fluids associated with felsic volcanism form gold mineralization within hotspring vent complexes or within asymetric basins, which flank the vent complexes and are filled with tuffaceous sediments. Massive to semi-massive sulfide copper-zinc systems associated with felsic volcanism may locally contain small gold occurances either laterally or vertically zoned from the ore. In andesitio to mafic rocks, zinc-lead-gold-silver-copper bearing mineralization and gold mineralization are both associated with feruginous sulfide bearing cherts. The partitioning of gold into these specific geologic environments may be related to variations in temperature and composition of the hydrothermal fluid and the depth of the seawater-sediment interface below sea level during the mineralization event.

Strategic planning, including the process of developing competitive strategy, is an integral part of all organizational management; from one person operations to multi-national Fortune 100 firms. The structure of that process varies from decisions and direction based upon one person&apos;s intuition to the integration of multiple strategic planning groups from each of a firm&apos;s many business units. Everyone has heard interesting strategic planning stories such as the railroad industry&apos;s long term failure to realize that they were in the transportation business and not the railroad business, the decision to "give away the razors and sell them the blades", Caterpillar&apos;s "SOQ NaP" campaign (Sell On Quality, Not On Price), or the tanker industry&apos;s eventual realization that by better managing turn-around the firm could control their largest single cost: depreciation. It is important to remember that very few strategic planning decisions are going to become Harvard Business Review case studies. That fact does not, however, diminish the need for understanding the firm&apos;s business, and actively planning how it is going to remain in business in the future!

Slags generated by the ferrous-metals industry can be used to produce high-tech ceramic materials. The properties of these ceramics can be controlled by judicious choices of composition, additives, and processing parameters. Standard methods of materials handling, such as comminution and mixing, are as applicable to slag as to any other mineralogic raw material. In this study, foundry slag was ground, homogenized, melted and formed to produce a glass, and then heat treated to crystallize it into a high-strength glass-ceramic. The product shows promise as a low-cost wear-resistant tile material which can be custom cast. This and similar materials, made from slags and natural rocks, are candidates for use as construction materials, acid-resistant piping, shock-resistant sheathing, rot-proof pilings, and, when foamed, even as pontoons.

This paper addresses the use of the microcomputer programs BACKONE and BACKWEDG for an estimation of rock mass strength characteristics by back analysis of plane and wedge failures. The artificial support requirements are also determined by the programs PLANE2, BOLTPAT, and BOLTWEDG in terms of rock anchor installation angles, tensions, and installation patterns. These programs have been combined into a package called BACKPACK, which can be applied in open pit mines where some failures have already occurred.

Let me open my remarks this morning by stating how we as legislators and as natives of the western coal-producing states feel about our role in becoming one of the major producers of coal-related energy and chemical products is similar to the groom at his shotgun wedding. We are apprehensive, to say the least, as to the ultimate outcome. We do not have complete freedom of choice. It will certainly change our quality of life. We are concerned about the increase in population, but are realistic enough to recognize that we are forced to go through with the marriage. Other alternatives could be worse than the bride. Also, we were aware that this could occur, but we did not plan on it being this sudden. Or, put another way, we have two groups advising us that our choices are cattle or coal, food or fuel, pollution and people or pure air, wheat or gas, clean water or prosperity, noise or solitude.

A number of innovative techniques exist for solving heap leaching problems in special situations. Some of these techniques have been successfully applied and others await an opportunity for application. Discussions in this paper will deal with gold heap leaching under severe thermal conditions, in tropical rainfall circumstances, in the absence of fresh water, and in other situations removed from the ordinary. CLIMATIC CONSIDERATIONS The success or failure of precious metal dissolution operations may be strongly dependent upon proper attention to the influence of climate. A few examples are given in the following paragraphs.

I&apos;m glad this meeting is being held in New York. First, because the city is close to my home in New Jersey, only 35 minutes from Times Square ..... if I were to come to Times Square between two and three in the morning. Otherwise it takes two hours. But even more important is the fact that all of you good people from around the country and around the world will enjoy the unique experience of that warm friendly atmosphere in the greater metropolitan area, something that you won&apos;t see any place else on the face of the earth. Seriously, the greater metropolitan area has been a large part of my industrial, cultural and spiritual experience. There are many aspects of it which I find disagreeable but on net I would rather live in this area, at least for the time being, than any other area of the United States. As a consultant I find contact with financial institutions, corporate headquarters, information sources and a great many production and research facilities a valuable asset to my activity.

The word "research" has been used in the title of my presentation somewhat against my better judgement. There are many definitions of the word. But the one I like best comes from Webster&apos;s New World Dictionary. It reads: "Careful, systematic, patient study and investigation in some field of knowledge, undertaken to discover or establish facts or principles. ..." I like that. In only 9 words, the definition conveys to me the very essence of what should be going on either in or for the coal industry. Unfortunately, not enough coal-related research is going on. And much of what is being done is, in my view, not really as effective as it might be.
