INTRODUCTION Construction is underway on a laboratory cavern 713 m below surface at the Soudan Mine, Tower-Soudan State Park, in northeastern Minnesota. The 13.9 in wide by 11.6 m high by 71.8 in long cavern will provide a laboratory space for basic research in physics, in which experiments can be conducted with greatly reduced interference from cosmic radiation. A first generation experiment, called the Soudan 1 detector, is currently operating in a converted drift 591 in below surface at the mine. The initial phase of the Soudan 2 detector will be an 1100-metric ton unit, which will occupy approximately a 19 m length of the cavern. Control and monitoring equipment will be in a prefabricated shop office enclosure erected in the cavern. The location and planned usage for the laboratory cavern present special excavation, lining, and outfitting requirements. Temperature and humidity control, a relatively clean dust-free environment, and a long service life are required. Low cost and risk to the owner were basic requirements due to the nature of the funding. The most common type of site selected to meet these two constraints is either an operational mine or a civil works facility such as a road tunnel. There are often serious problems for such laboratories because of ongoing operations such as blasting, hauling, etc. Most of these problems do not exist for the Soudan 2 laboratory because the mine is used as a historical site with regular tours only in the summer season. It is well known that the density and viscosity of a mill pulp have optimum levels for grinding efficiency, and sophisticated control loops are employed to control pulp density in industry. However, these control loops rely on a number of plant measurements, and often the input data will not permit effective determination and control of the mill pulp density. The use of a single remote pulp density measurement has obvious advantages, and it is suggested and demonstrated for laboratory batch grinding that mill noise measurements can indicate the effective density of the mill pulp. In addition, the mill noise is shown to indicate the actual effective pulp viscosity in the mill and hence permit the identification of the dynamic rheological regime existing in the mill. It is demonstrated that mill noise increases with grind time and, at any given grind time, with increasing pulp density in the pseudoplastic range. This increase in mill noise level with pulp density is interpreted as indicating a decreasing pulp viscosity. The results show that the transition from dilatant to pseudoplastic conditions within the mill, with increasing pulp density, can be identified by this increase in mill noise. When the pseudoplastic pulp started to exhibit yield characteris- tics, the mill noise fell dramatically. The technique of mill noise analysis is then used to investigate the effect of a grinding additive on the batch grinding of two ores. With a magnetite ore, the additive was shown to increase the mill noise, and hence decrease the pulp viscosity, in the pseudoplastic region and to increase the effective grinding. The molybdenite ore, however, did not show significant noise level changes and did not show improved grinding efficiency.

The use of high-resolution seismic surveys in coal exploration and mine development is becoming established as a standard technique in the industry. Their most significant contribution is in the effectiveness of reducing the number of core holes needed to understand the complex geological nature of coal by identifying geologic faults and mapping coal seam continuity and relative coal thickness. With these goals in mind, a high-resolution seismic survey was conducted in 1980 in the Wasatch Plateau coalfield of Utah. As a result of the success of this initial survey, numerous additional surveys have been performed over the past six years.. The interpretations of these subsequent surveys have led to the location of faults, fluvial channel sandstones, and coal thickness trends. This paper presents a review of high-resolution seismic technology as applied to coal exploration followed by three case histories, two of which illustrate the utility of the technique related to coal thickness determination and faulting and one that serves as an example of pitfalls in interpretation.

Geochemical static tests are a basic component of geochemical assessments and predictions for acidic drainage, and include acid-base accounting and total-metal contents. A key database for such information is the International Static Database (ISD), which currently contains more than 45,000 static-test analyses from over 200 minesites. Such large databases are useful in identifying general trends and, just as important, the percentage of exceptions. General trends and significant exceptions can be seen in the ISD by comparing one parameter against another. This paper shows that bulk neutralization potential (bulk NP) obtained from acid titration is often a good indicator of neutralizing capacity above values of 10 t CaCO3/1000 t. Other types of calculated neutralizing capacity are then compared to bulk NP to determine if they, in fact, reliably represent actual neutralizing capacity and if they can substitute for the more time-consuming and expensive bulk NP. For example, bulk NP correlates better with Carbonate NP (from carbonate analyses) and Total-carbon NP (from total-carbon analyses) than with (Ca+Mg) CaNP (from solid-phase analyses of calcium and magnesium). This means that, in general, (Ca+Mg) CaNP is a less accurate substitute for bulk NP than the other types, and thus requires intensive site-specific justification if a substitution is attempted. This also means that measurement of the frequently less-expensive parameters of total carbon and carbonate can often substitute, within site-specific error bars, for the bulk-NP titration. However, the ISD also shows that non-carbonate minerals make the primary contribution to neutralization in up to 20% of samples, so Carbonate CaNP and Total-carbon CaNP do not always reveal the full neutralizing capacity of a sample.

INTRODUCTION Traditionally mineral processing equipment has been procured based on (equipment) specifications prepared by the engineers. As newer materials of construction are being used for equipment manufacture and plant control systems become more sophisticated, the need for thorough and detailed specifications is greater than ever. For example, it is not uncommon to find plants looking at grinding circuits consisting of semiautogenous mills with variable speed, gearless, drives of large horsepower. Technical specifications for the mill, wrap- around motor and control system must, therefore, be carefully prepared to ensure that the respective equipment supplied by vendors meets overall grinding needs. Various engineering and design companies have expended considerable time and effort in developing the specification format. Equipment manufacturers have also given significant effort to developing data sheets aimed at collecting information regarding not only the duty of the equipment, but also the conditions under which it will be operated. As engineers moved from one company to another, the specification format became cross-fertilized and further developed. As a result, specifications on file with various engineers have improved considerably over a period of time. Equipment specifications from earlier projects are commonly used as a basis for tailoring new ones. To keep equipment specifications short, general technical considerations are often compiled as separate specifications. For example, general considerations applicable to the design, manufacture and supply of the mechanical equipment are consolidated under "Standard Requirements for Mechanical Equipment” and included along with that specified for purchase. As the economic feasibility of the project has been established during earlier studies, purchase-related activities can be initiated following completion of the specifications. Procurement itself is a major activity, however, in this chapter only those activities directly related to the purchase of equipment will be discussed. A laboratory study of dense-medium cycloning with Redstone seam coal has been conducted. The investigation was performed using a 203 mm (8 inch) Heyl-Patterson dense-medium cyclone. Two underflow orifices of 31.8 mm (1.25 inch) and 44.5 mm (1.75 inch) in diam were used. The effects of feed pressure and particle size were determined on the cycloning performance. In addition, the cyclone performances with coal-rich and refuse-rich samples were also investigated. The results of the experiments were analyzed using basic hydrodynamic principles. The increase in the feed pressure increases the specific gravity of separation (defined as the specific gravity of a particle which has an equal chance of reporting to either the overflow or underfow) for both underfow orifices. The specific gravity of separation increases as the particle size decreases with the smaller underflow orifice. However, an opposite relationship has been observed with the larger under flow orifice. The separation becomes sharper with the smaller under flow orifice than with the larger underflow orifice especially for fine material. Also, the separation becomes sharper with an increased feed pressure for a coal-rich sample. However, this effect is less significant for a refuse-rich sample. This means that a high feed pressure is required for a coal-rich sample to maintain a good separation. It also means that applying a high feed pressure provides a good separation regardless of the type of feed coal in terms of ash content in the solid.

[The site] [Z]irovski vrh uranium ore deposit is located in the extreme north-western part of Yugoslavia, some fourthy kilometers from the capital of Socialist Republic of Slovenia, Ljubljana, not far from the Italian and Austrian border. The sandstone type deposit of uranium ore with medium grade is located in a foothill of Julian Alps. The site shows some typical conditions for this region, which demand special attention in respect to the incorporation of an uranium treatment facility into environment. Among these specific conditions the following site characteristics should be mentioned: - populated area of agricultural and recreational value, - unconvenient climatic conditions with excessive rainfall and long lasting temperature inversions in the winter time, - very pure surface and underground waters which supply the drinking water reservate for large area including the capital of Slovenia, - sharp relief, - unconvenient geological structure. The choise of technology The intention to produce uranium and at the same time respecting the natural characteristics and existing uses of the site made the design of the ore treatment facility relatively difficult one. In general, there were two basic alternatives available perform the task. First alternative was to adopt the usual technological flowsheet with wet tailings disposal and with discharge of used water i.e. liquid effluents into the river. In order to prevent the negative impact of such technology on the sourrounding area sophisticated water purification installation and costly measures in wet tailings disposal e.g. impermeabilisation of large areas by concrete injections, large dam constructions, uncertain capturing of the water sources should be employed. Second alternative was to modify the usual flowsheet by employing the maximal recycling of liquid effluents to the process and to dispose the solid

Air-sparged hydrocyclone (ASH) flotation technology has been evaluated for phosphate recovery from the central Florida phosphate deposits. As expected, it was demonstrated in pilot-plant tests that the ASH system has a specific capacity about 50-100 times higher than that of a traditional flotation cell. In the case of fatty acid flotation, single-stage ASH flotation produced a recovery of 75-77% in a rougher concentrate containing 24% P2O5 In reverse flotation with amine, the single- stage ASH system produced a phosphate recovery of 98% in a cleaner concentrate containing 31% P2O5. These results are comparable with those obtained at plant operations in the Florida phosphate industry. Based on these pilot-plant results, the effects of process variables are discussed in terms of separation efficiency. Subsequently, a 6-inch ASH system was fabricated and tested in a central Florida phosphate plant for reverse flotation in the amine flotation circuit. The high capacity of the ASH system was again demonstrated for the 6-inch ASH system. A single-stage phosphate recovery of 91% was achieved with a concentrate grade of 30% P205. During plant tests, it was established that porous tube plugging, the most significant engineering problem identified, was due to the poor quality of the plant water. Possible solutions to this problem are discussed.

Disposal of smelter slag may be subjected to regulatory leach tests to deter- mine whether they produce a leachate containing contaminants in excess of stated limits. Contaminants that are most often of concern for smelter slags are As, Cd, Cr, Cu, Ni, Pb, and Zn. The present regulatory tests are based on the assumption of storage in a municipal landfill dump, where wastes are in contact with organic acids. Since slags are not normally stored in such an environment, these tests do not adequately assess the true leachability potential of the slags. Ten slags from six major Canadian nonferrous sulfide smelters were studied. Leaching was done following regulatory and modified tests, including leaching in columns with synthetic acid rain for a 25-week period. The slags were characterized by mineralogical analysis before and after leaching with synthetic rain. The synthetic mineral equivalents (hereafter referred simply as phases) in the slow cooled slags consist of fayalite grains and dendrites, amorphous glass, some spinel and small quantities of complex sulfidic prills and metallics. The phases in the quenched slags consist of amorphous glass, some spinel and small quantities of complex sulfidic prills and metallics. Some metal dissolution took place during leaching. However, for all leaching tests, the concentrations were always below the regulated limits. In general, the content of the potentially leachable elements remains unchanged in the fayalite, in the amorphous glass and in the spinel, whereas the quantity of sulfidic prill and metallics decreases after leaching. Therefore, most of the deleterious element dissolution comes from the sulfidic prills and metallic phases. Metal dissolution increases by crushing the slag, probably due to an increased exposure of the sulfidic prills to the leaching solutions.

A chartered bus with about 30 attendees of the just completed 1998 SME Annual Meeting headed toward Green Cove Springs, FL, which the author had been told was located somewhere south of Jacksonville, FL. In conjunction with the meeting in Orlando, RGC (USA) Mineral Sands provided a tour of its facility. The author had worked with heavy minerals on a laboratory scale, performing the usual gravity and magnetic separations, but had never been to a heavy mineral mine and processing facility. Years ago as a metallurgist, the author once applied for a job in a heavy mineral operation in Florida -it may have been the same operation. After turning north on to Highway 95, the endless billboards promoting beach-front retirement communities proved the Atlantic ocean was just a few miles away (although the author never caught a glimpse of it). After another hour, the bus suddenly turned west and continued inland for about 65 km (40 miles). The thought occurred, "We are talking about beach sands, what are we doing heading away from the ocean?" As the bus continued inland, the author was struck by the flatness of the land and by the lakes, rivers and wetlands. He was also impressed by the many fine stands of pine and hardwoods. The office of RGC (USA) Mineral Sands is located about 16 km (10 miles) south of Green Cove Springs. Upon leaving the bus, members of the tour were greeted by Graeme Sloan, general manager, and Elliot Mallard, manager of mining. They provided some general information about the operation, including a slide show. RGC's Florida operation produces four concentrates: zircon (ZrSiO,), rutile (TiO,), ilmenite (FeTiO,) and leucoxene (an alteration product of ilmenite containing 67% to 70% TiO,). With a work force of about 170, the annual production of the above products is about 23,27, 45 and 14 kt (25,000 30,000 50,000 and 15,000 st), respectively. RGC also has other mineral sand operations, in addition to gold and base metal mines, mostly in Australia.

INTRODUCTION Mine waste monitoring and management is essential when the industry is being required to accept the environmental liability for all generated, stored and disposed solid and hazardous waste. Environmental regulations mandate the operator to minimize waste production while requiring the operator to cleanup existing contamination. Since these requirements are being enforced, many operators do not have a clear under- standing, whether their existing operation will or could be required to adopt remedial plans to mitigate off-site contamination impacts. The following methods, using conventional and advanced geostatistical methods, provide a tool to make appropriate assessments whether existing or potential contaminant issues are present. BACKGROUND Generated solid wastes from mining operations are currently exempt from Solid Waste Disposal Act (SWDA) Sub- title C (RCRA), statutes and promulgated regulations, however, compliance with SWDA Subtitle D statutes and regulations is required. In order for the mining operator to be exempt from hazardous waste regulations, the operator must demonstrate that generated waste does not have hazardous waste characteristics. In many instances the operator will be able to use statistical tools and their existing data to determine whether their site could be a potential hazardous waste liability. METHODS The following statistical and geostatistical methods can be used to determine whether existing wastes could be a regulatory concern. The following presents a brief discussion of standard statistical methods and discusses, in greater detail, how advanced geostatistical tools can be used to define potential waste issues. The following will discuss how data can be screened, "Data Filtering and Reporting"; how data can be evaluated using "Conventional Statistics"; followed by a detailed discussion o f "Geostatistical and Estimation Techniques" and "Statistical Modeling". Data Filtering and Reporting Data filtering is the simplest, but potentially the most powerful statistical tool because data can be easily sorted to meet regulatory reporting requirements. Filtering includes unions and intersections of data such as date, maximum and minimum values of one or several variables. Using the data base presented in "Mine Waste Data Base Management Procedures", Robinson and Hagar, 1987, an example of a filter group is presented.

This study was initiated by the US Bureau of Land Management (BLM) to develop guidelines for determining the maximum economic recovery of resources in coal mines. The work was in response to a requirement in the Mineral Leasing Act of 1920 and Federal regulations. The intent was to address the economic rainability of small, irregular reserves in existing longwall mines. In particular, there was a need to determine if room- and-pillar mining using a continuous miner (CM) was economically sound or whether unconventional (short or odd-shaped) longwalls could be used to recover small coal reserves economically. Small reserves, called "widgets " are left in longwall mines on one side of the mains near outcrops and adverse geological conditions or near any other location where reserve geometry does not lend itself to mining with a rectangular longwall panel. The work included the analysis of the geologic, geotechnical and economic factors that influence the recovery of small coal reserves; the analysis of historic changes in supply, demand and coal prices; the development of typical cost models for room-and-pillar and longwall mines; and the development of a practical methodology for determining maximum economic recovery. The methodology included an evaluation of the ratio of coal mined during longwall mining to that mined for development (LDR), as well as costs of maintaining coal quality depending on market conditions. The LDR is a good indicator of mine efficiency and overall coal recovery in modern longwall mines and, thus, is used to evaluate the increased costs associated with adding new development sections for extraction of small reserves. The study examines the economic feasibility of using unconventional longwalls for the recovery of medium-sized reserves, depending on site-specific geologic and geometric conditions.

Traditionally, only the large mining companies have maintained specialist departments in such areas as Rock Mechanics, Ventilation and Safety. To the small companies this has been a luxury that they could ill afford. Any work required by such companies in these areas, more complex than could be handled by the existing staff, was done by consultants. This situation is changing though and there is a need arising for many specialist departments. These changes are partly being brought about by the effects of inflation as the ever increasing costs are causing more and more operators to increase the size of their operations in search of economies of scale. In addition though the plethora of new laws and regulations are creating a need for many more specialists in all areas of mining in order to ensure compliance. The abovementioned factors, added to the existing Pattern of mines endeavoring to improve the working environment for their labor force, both for reasons of practical labor relations and also due to further legislative pressures, have thus created a climate where, in the near future, departments such as Rock Mechanics, Safety, Ventilation, Environmental Engineering and Subsidence Control will be commonplace in mining companies. It will no longer be practical to function without such services. Many mining companies already maintain such departments and this has particularly been true of the big mining groups of South Africa. From the experience gained by many of these large companies with specialist departments, it is clear that the maintenance of a cadre of experienced, competent professionals in such a department has not always been easy. It would seem from the experience gained that one can generalise and state that graduate mining engineers tend not to view specilisation as an optimum direction for their career development. It is of course true that many professionals, especially those with higher than a bachelors degree, do view these areas as valid career options, but even here experience shows that wastage is high. The time therefore seems to be ripe to take a look at this area in some detail to see whether reasons for the problems can be isolated. Working from that some suggestions can be made as to directions in which improvements might be made. If the challenge of the demands of the new regulations are to be met then such improvements must be made.

The studied coal mi1e is an underground coal mine located in the northern Wasatch Plateau of central Utah (Figure 1) . Since operation began in 1981, in situ stress conditions have been encountered which differ from the assumed conditions utilized during early mine design efforts. Geologic structures also varied somewhat from those projected during initial geologic interpretations of the area. The encountered geologic conditions combined with the unusual stress conditions prompted a combined study of in situ stress and stress-related geologic structures. The study was conducted in two phases, with phase 1 consisting of detailed underground mapping and analysis of stress-related geologic structures to determine stress orientations from which they originated; and phase 2, consisting of over- coring two sites within the mine to determine present in situ stress orientations and magnitudes. GEOLOGIC ANALYSIS Three types of geologic structures have been encountered in the mine that act as indicators of stress orientations of the geologic past. Two of these structures, faulting, and igneous dikes, are directly measurable in the mine. A third type of structure, photolineation, was detected through remote sensing methods and shoe god correlation to roof conditions in certain areas of the mine. Faults Two major orientations of faulting have been encountered in the studied coal mine, including a system of N 80 W striking normal faults and a system of N 55 to 70 W striking oblique-slip faults. Only data collected from the oblique-slip faults were used for this study due to the fact that these faults offset the N 80 W faults wherever the two systems intersect, indicating that the N 55 to 70 W system was created by a more recent stress field. Figure 2 shows locations within the mine where data were collected from seven locations along oblique-slip faults. Data collection consisted of measurement of fault plane strike and dip, fault slickenside trend and plunge, and slip direction. The data are tabulated in Table 1. The fault data were then plotted on stereo nets to determine the stress orientations present at the td of faulting (Figure 3). The determined stress orientations are 32~0 included in Table 1. The stereo net plots show average principal stress orientations of: 1) [ ] plunge 1 degree. These data suggest that the N 55 to 70 W oblique-slip faults were produced by a nearly

A sizable surface mining industry exists in Western Canada. There are the surface coal mines in the provinces of Alberta, British Columbia, and Saskatchewan producing the bulk of Canadian Coal. The two oil sands plants in Fort McMurray, Alberta producing synthetic crude oil are surface mining operations. Much of the metalliferous mining in British Columbia is carried out by open pit methods. This paper discusses the current surface mining methods in both of these industries with particular reference to Alberta. Issues relating to environmental impact assessment, mine reclamation and mine site closure have been dealt with.

Gravity sedimentation is one of the most widely used unit operations in mineral processing and hydrometallurgy. Properly selected and operated sedimentation equipment can provide probably the most economical means of concentrating solids or clarifying solutions. Because of the variety of different approaches possible, including the use of modern flocculants, it is easy to overlook the optimum approach in selecting equipment. The different types of sedimentation systems that can be used in the minerals field and the sizing methods that are currently employed will be discussed here. Sedimentation applications usually fall into two areas, clarification or thickening. While the two operations are basically similar, the difference in emphasis (a well-clarified overflow as opposed to a highly concentrated underflow) results in significant differences in testing, equipment design, and operation. Clarifiers may be merely simple settling vessels with no special features, other than ample volume to provide the detention time needed for suspended solids to settle out of the feed slurry. Or, they can be designed to employ elaborate solids-contact techniques utilizing coagulants or flocculants to achieve more rapid clarification through the growth of particle agglomerates. Thickeners also are available in a wide variety of designs, with the main differences concentrated in the design of the raking mechanism. Thickeners operating in series (continuous countercurrent decantation or CCD) are used to recover valuable solution or purify the insoluble solids. Tray thickeners are used for recovering fine particulate solids such as alumina seed, but in other applications have been supplanted largely by unit thickeners or inclined plate units. Thickeners and clarifiers sometimes are used for storage of either solids or overflow liquor, or employed as precipitating reactors, such as in desilication applications. The use of flocculants and coagulants is much more common in modern processing plants, primarily due to the reduction in capital costs rendered possible through the use of these reagents. The terms flocculant and coagulant are often used interchangeably; generally, it is understood that flocculants refer to organic, high molecular weight synthetic or natural polymers which are useful in flocculating most suspended solids, but generally are ineffective on colloidal suspensions. Coagulants refer to chemicals such as those commonly used in water treatment, alum, ferric salts, lime, etc., which are usually far more effective on colloidal solids but cannot achieve the degree of agglomeration that is possible with the polymers. In some cases, both coagulants and flocculants are used in order to achieve optimum results.

Safety and health are fundamental values at Barrick Goldstrike. An effective safety and health program protects employees, controls costs and increases productivity. Barrick Goldstrike believes that all occupational injuries and illnesses can be prevented and that safety must be the responsibility of every employee on the property. Safety and health must be thoroughly integrated with the company's efforts to maximize production at the lowest reasonable cost. The goals of safety and production are not mutually exclusive. They must work together to achieve safe production. Barrick Goldstrike began to mine the Betze deposit in 1987. From 1987 to 1992, Barrick employed a traditional safety system using safety specialists on each crew. These specialists were responsible for ensuring that the work areas were safe and that employees were properly protected and trained in safe work procedures. As the work force increased, it became apparent that this system was not the most effective method of ensuring safe production. In 1992, Barrick Goldstrike implemented a loss control program. It was modeled after the International Loss Control Institutes's (ILCI) International Mine Safety Rating System. This program was based on the philosophy that safety is a management responsibility. It can be managed in the same manner that production and cost issues are managed. Under the loss control system, safety needs are identified and evaluated. Programs with performance standards are developed and implemented and the activities and results are regularly monitored. Between 1992 and 1996, Barrick Goldstrike worked at developing and improving its safety management systems. These efforts had a positive return. The incident rates began to decline as these improved systems were implemented. Studies were undertaken in early 1996 to evaluate the effectiveness of the safety and loss control programs in reducing accidents. The studies showed a strong correlation between the implementation of the loss control programs and the resulting reduction in all accidents. Studies in the process division revealed that Barrick had experienced reductions in personal injury accidents from the projected number that could have been expected had no changes been instituted. These reductions ranged from 39% in 1993 to 59% in 1995. These reductions from the projected rates held true for all types of accidents; personal injury, property damage and Mine Safety and Health Administration (MSHA) reportable.

Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. Introduction Since the beginning of operations at the pellet plant at Ponta Ubu ES, Samarco Mineração SA has produced pellets for direct reduction and blast furnace processes. Of the total amount of pellets produced from 1977 through 1993, 55 % are used in the blast furnace, about 45 Mt (49.6 million st). The principal components of pellet gangue are calcium oxide, magnesium oxide, silica and alumina. They should be added in adequate quantities to guarantee the mechanical resistance of the fired pellets under blast furnace conditions. Over the years, the pellets produced by Samarco had a silica content between 2.5% and 2.8% and varying binary basicity preferably between 0.8 and 0.85. On the other hand, the increasing amount of industrial waste in siderurgical plants caused by the increase of steel production has caused some countries to put into practice methods to reduce the volume of slag produced in the blast furnace. This paper's goal is to find an alternative for decreasing the amount of slag produced in the blast furnace. It is possible to decrease pellet gangue by decreasing the silica content to about 2%, leaving the metallurgical properties and quality of pellets unaltered. For this work, Samarco pellets were used with Si02 between 2.5% and 2.8%, pellets with high silica and pellets with Si02 between 2.0% and 2.3% low silica. Both were partially fluxed by the range of varying basicity CaO/SiO2 from 0.8 to 0.95 during production. Experimental tests on pilot scale Thhis work began in January 1986 in the pilot plant (pot grate, Fig. 1) at Samarco. Its goal was to obtain preliminary data that would indicate the bybility of the project. It also formed a solid base to extend the studies in tests on an industrial scale of production for blast-furnace pellets. The pot grate is a test furnace composed of a gas burner, a combustion chamber and a grate, connected by hot air ducts. The burner is fed by a mixture of LPG and air. It reaches high temperatures through oxygen injection. The combustion chamber heats the air that comes from the turbocompressor. This hot air flows through the ducts to the grate on which the pellet samples are fired. During updraft drying, downdraft drying, preheating, firing and afterfiring, the upward and downward direction of the air flow can be controlled by valves driven by pneumatic cylinders. The pot grate indurator was fully automated in August 1989. Positive and negative pressures measurements resulting from gas passing through the pellet layer, as well as temperature readings, are recorded in graphs in relation to time for all tests. The tests depend on the various steps carried out in sequence that can influence the results of the tests. Therefore, some criteria were adopted to restrict the number of variables in the process. This was done to facilitate the results of the analysis. The pellets were composed of concentrate, bentonite, hydrated calcitic lime and metallurgical coal, all regularly used in the pellet plant. The material balance of the pellets mix was determined from the chemical analysis of the components. Table 1 shows the chemical characteristics of the concentrate and the additives used in the pilot plant and industrial tests. The basicity has a marked influence on the metallurgical properties of the pellets produced by Samarco with a silica content between 2.5% and 2.8%. However, for pellets with low silica (about 2%), it was necessary to study the variation in the parameters of quality in a wide range of basicities to deliniate with precision a scope of work. A large variety of low-silica blast-furnace pellets were produced at the pilot plant with binary basicity varying between 0.8 and 0.95. After chemical analysis, those pellets were separated into five groups of different binary basicity (0.8, 0.84, 0.87, 0.90 and 0.95). Each was then split, one part for metallurgical tests in the laboratory at Samarco and another to be evaluated in a laboratory for metallurgical tests in Germany. For urban underground development involving tieback anchors for excavation support, authorities having jurisdiction typically require tiebacks to be de-tensioned before project completion. This paper updates “A Proactive Approach to Tieback Anchor De-tensioning” (by Peterfreund and Finn, published in the 2017 RETC Proceedings), which discussed a new method employed in a cut-and-cover transit station project. Since publication of that paper, 237 tiebacks were successfully and rapidly detensioned from using a small-diameter drill to cut strands from the surface. To the authors’ knowledge, this was the first intentional large-scale use of a drilling method for this purpose.
