The Pokorny sulfur deposit is located in the northwest comer of the Delaware basin in the Rustler Springs sulfur district of west Texas. To date, 57 sulfur test wells have been drilled by Addwest Minerals delineating a resource of greater than one million long tons (It) of native sulfur. The deposit, hosted by the Permian Ochoan Castile Formation evaporite sequence, is a sulfur-bearing bioepigenetic limestone replacement of banded bituminous anhydrite. Three distinct mineralized horizons are present that correlate with zones of halite dissolution in the Castile. Sulfur mineralization occurs as hydrocarbon-poor disseminated grains, and as crystalline linings of discontinuous planar voids and large vugs.

Cost-effective underground mine configurations have been designed in highly fractured rock masses where the stone possesses a high material strength. A limestone mine in the eastern United States is used to demonstrate procedures for the geotechnical design of one such operation. The mine discussed is located in both limbs and the axis of a recumbent fold that fractured the rock mass. In a highly fractured rock mass, where the host rock has high strength, a design can be developed to alleviate intact rock failure. This is possible because in most cases as the stress levels needed for intact failures are approached, the stresses are quickly dissipated due to movement along discontinuities, which represent planes of weakness. As a result most underground failures in highly fractured rock are due to sliding or toppling. Even when intact rock fails in a highly fractured rock mass, it is the movement along an existing joint or other weakness plane that often initiates or causes this failure. It is therefore important to obtain the characteristics of weakness planes that are the discontinuities within the mass. The required information on weakness planes, geology, and strength of materials is discussed and recommendations for obtaining this information are presented. A discussion is provided on failure modes and the use of developed information for their evaluation. The impact on geotechnical design is demonstrated through pillar sizing procedures; however, this approach can also be applied to mine roof and pillar foundations.

Within the national and international strategy of the German based construction company HOCHTIEF, the majority of its business units is equipped with the comprehensive software package ARISTOTELES. This software is a powerful business information system for all accounting and controlling related processes in medium-sized and large construction and other related companies. Due to the complexity of the software, time constraints, and limited financial resources an implementation of this software package requires thorough project management. In this paper the relevant elements of project management are outlined based on practical experiences gained during this international IT - implementation project. Special emphasis is directed to the identification and management of potential risks. In this case particular acknowledgement was given to the multinational nature of the project and modernization of the business. This includes thorough reorganization of the company, significant changes of job requirements, and substantial trainings for its employees. At the same time key success factors like knowledge transfer, adoption of Czech legal requirements, commitment of management, networked thinking, and integrated project planning come into play. The costs for implementation had to be carefully evaluated because the software was implemented in a country with a considerably low cost I price level. All these impacts to the business had to be managed within the scope of transformation of business and political environment from socialist to market driven economy.

INTRODUCTION The Milwaukee, Wisconsin Metropolitan Area provides an ideal opportunity to review the advancement of the art and science of mixed face tunneling in the past 65 years. Although there were earlier tunnel projects in the Milwaukee area, by other agencies, the majority of those driven in the Twentieth Century have been done under contract with the Milwaukee Metropolitan Sewerage District through the agency of the Sewerage Commission of the City of Milwaukee and the Metropolitan Sewerage Commission of the County of Milwaukee. Legal Description of District The Milwaukee Metropolitan Sewerage District was created by the Wisconsin Legislature in 1921 together with the Metropolitan Sewerage Commission of the County of Milwaukee. This concept of subregional wastewater control was an outgrowth of an investigation and report from a commission appointed by the Common Council of the City of Milwaukee in 1909 to study final sewage disposal for the City. In 1911 that Commission, comprised of J. W. Alvord, George C. Whipple and Harrison P. Eddy, recommended that the City construct a water filtration plant, construct a Menomonee River flushing works, expand the intercepting sewer system and, after a thorough study of the then existing and developing methods of sewage treatment, construct a sewage treatment plant. In response to those recommendations, the Wisconsin Legislature, in Chapter 608 of the Laws of 1913, created the Sewerage Commission of the City of Milwaukee. Recognizing that the improvement of surface water quality would require action on a watershed basis, the Legislature, in Chapters 554 and 590. of the Laws of 1921, created the

Introduction The minerals exploration business, like many businesses, is faced with the problem of valuing future, risky cashflows. These cashflows are derived from those mineral deposits which have been successfully commercialized. Many deposits, however, do not have the quantities or grade of ore to be considered economic at the projected metal prices using the traditional tools of the Capital Asset Pricing Model and discounted cashflow analyses. If one calculates the future revenues, costs and cashflows of one these marginal properties, and discounted it at the appropriate risk-adjusted discount rate, it may have a negative present value. Yet such a property may still have real, positive value in the marketplace. Why would a firm pay money for a property with an (apparent) minus present value? Mining properties such as these are bought and sold in arms- length transactions on a regular basis. Why is this so? Part of the reason relates to the nature of ore reserve information. To generate cashflows, the analyst must t assume that the reserve information is known with certainty when, in fact, reserves are not known with certainty. Mineral reserves are a function of commodity price, extraction costs and the level of (usually drilling) information about the reserves. Analyses of jointed, cracked, and fractured rock masses are needed in a variety of applications, including estimates of reduced elastic modulus for damaged rock, estimates of permeability changes as a function of stress changes, and estimates of relaxed regions due to excavation. A numerical model of a jointed rock mass, the compliant joint model, was used to study the response of a jointed rock mass near a circular excavation. The joint constitutive model was linear elastic in shear and nonlinear elastic in the relationship between normal stress and joint closure. Initial stresses were geostatic and representative of stresses in a granitic jointed rock mass approximately 300 m deep. The joint properties were based on values that are representative of joints in granite. The results from numerical simulations were compared with analytical results for stress near a circular opening in an elastic medium having reduced Young's Moduli to simulate jointing effects on the rock mass. The differences in response between the two models resulted from the differences in the symmetry of elastic properties, the shear modulus of the continua, and the constitutive relations in the two models. For example, the non- linear anisotropic elastic continuum described by the compliant joint model resulted in vertical stress concentrations near the side of the circular opening that were 25 percent higher than the vertical stress concentrations in an isotropic linear elastic medium. The equivalent Young's Moduli in the vertical and horizontal directions of the compliant joint continuum deviated by as much as 50 percent from the values assigned to the modeled region prior to excavations. The perturbations of the elastic Young's Moduli extended to distances of two to three radii from the opening.

The sign of the surface potential for complex non-reactive ionic solids cannot be predicted solely from consideration of the hydration energy of gaseous ions which constitute the ionic lattice. Accurate analysis of these systems must involve the hydration energy of surface ions, which requires knowledge of the crystal structure, the identification of cleavage planes, and the calculation of binding energies of surface ions. Surface binding energies for ionic solids can be deter- mined if the Surface Madelung Constant is known. A computational technique was developed for the calculation of Madelung Constants for infinite lattices which gives excellent agreement with the values calculated by other more complicated methods reported in the literature. Extension of this technique permits the calculation of Surface Madelung Constants and binding energies of surface ions, ?Us, for semi-infinite solids. The hydration free energy of gaseous Ions, ?Fh, together with the calculated binding energy of surface ions, ?Us, allows calculation of the hydration energy of surface ions, ?Gh, as for the case of the ionic solid, MX:

A computer model was used to simulate the effect of leakage through confining beds on a hypothetical in situ leach operation in an aquifer with a thin mineralized section. The simulations were used to assess economic and potential environmental implications of leakage on an in situ leach operation. Four scenarios were modeled - three representing cases with different degrees of confinement, and the fourth representing a stratified ore zone under a low degree of confinement. The model simulated the travel path and travel time of lixiviant given the hydraulic conditions prescribed in each scenario. The results show that the travel path and travel times vary by about 10% for confinement ranging from nearly impermeable (essentially no leakage) to an extremely low level (thin confinement with a permeability about equal to that of the aquifer) for isotropic aquifer conditions. The aquifer thickness contacted by the lixiviant varied from 85% to 90%. Horizontally, 55% to 60% of the aquifer was contacted. The flow paths in the stratified aquifer were reduced in the vertical direction and expanded horizontally. Forty- five percent of the aquifer thickness was contacted vertically with 88% contacted horizontally. Break- through time for lixiviant traveling at mid-depth of the aquifer increased two times when the leakage was increased from nearly zero to a value representative of thin and highly permeable confinement. Leakage affects the economics of in situ mining by (1) increasing the time required to leach out the ore, and (2) increasing the thickness of the ore zone aquifer to be restored. The potential for environmental impacts appears to be minor. In all four simulations, the lixiviant did not contact the confining strata. Restoration would be limited to cleanup of the ore zone aquifer within the thickness contacted by lixiviant and within the radius of the lixiviant that traveled farthest away from the production cell.

For conventional applications, there is limited demand for rare earth elements as well as yttrium and scandium. But the emergence of new high technology applications such as supermagnets, lasers, and superconductors should result in significant demand for some of these elements. This article examines the anticipated applications and demands for rare earth elements over the next decade. It also looks at the implications on the use of available resources. In the context of a growing demand, process methods are reviewed for the recovery of rare earth elements from conventional and unconventional resources. And the article also discusses the challenges facing the mining industry in meeting this opportunity. Reserves and reserve base The rare earths (RE) are a homogeneous group of metallic elements occupying the area from lanthanum to lutetium in group IIIB of the periodic table. Yttrium and scandium are also included with the rare earths because of their chemical similarities and common existence in nature. These 17 elements and their atomic numbers are shown in Table 1. The rare earths are widely distributed in low concentrations throughout the earth's crust (Hedrick, 1985). They occur in many rock formations including basalts, granites, shales, and silicate rocks at concentrations of 10 - 300 ug/g. They also occur in more than 160 discrete minerals. Most of these are rare, but may contain as much as 60% rare earth oxides (REO). More than 95% of the REO occurs in three minerals: monazite and bastnasite for the light rare earths and xenotime for yttrium and the heavy rare earths. Apatite and multiple-oxide minerals, such as euxenite and loparite, are also commercial sources of the lanthanides and yt-trium. Rare earths do not occur in nature in the elemental state. And, except for scandium, they do not occur in minerals as individual compounds. Bastnasite and monazite are the two major minerals used commercially to supply most of the rare earths (Hedrick, 1985). Bastnasite is a key raw material source for the cerium subgroup elements. The largest known bastnasite deposit occurs with iron ore minerals in China. The second largest deposit is situated in California. Typical rock analyses of the fluorocarbonate mineral bastnasite deposit in California show about 15% bastnasite. The REO content of that is about 50%. 9.1 INTRODUCTION Precious metals in a leach solution are extracted, concentrated, and purified to complete the process begun in the heap and to produce an end product which will provide an economic payback to the mine developer/operator. Several different processes are required to convert the dissolved precious metals into pure metal bars. This chapter discusses the actual production of metal once it has been recovered from the pregnant leach solutions by the zinc cementation (Merrill -Crowe) or carbon adsorption processes. Metal production is generally taken to mean the production of a fairly pure "dore" bar. This chapter also reiterates some information from Chapter 8 in a slightly different context, since the focus of Chapter 8 was a fairly detailed description of the two actual recovery processes, whereas the focus of this chapter is metal production. The sale of an intermediate precious metal product is possible (as opposed to the production of dore bars at the mine site); however, the value of the precious metals is reduced by the various charges and risks associated with precious metal processing. For this reason, most operators choose to produce the most refined metal possible in order to maximize project economics. Precious metals may be extracted from the leach solution by both conventional and unconventional processes. The conventional processes are activated carbon/electrowinning (ACE) and zinc precipitation (ZIP). The unconventional processes are resin ion exchange, solvent extraction, and direct electrowinning. A typical ACE process has two circulating loops. The first loop adsorbs the cyanide-metal complexes from the dilute leach solution onto the activated carbon. A second, separate solution loop removes the cyanide-metal complexes from the activated carbon into a strong solution, the electrowinning electrolyte. Activated carbon is transferred from one fluid loop to the other. The operating cost of the ACE process is directly proportional to the quantity of carbon stripped and thus to the quantity of precious metal produced. A typical ZIP process contains a single circulating loop. The solution is filtered, deaerated, contacted with zinc, and filtered again. The barren leach solution is then returned to the heap. Underground roof falls can have devastating effects on the safety of operations personnel, and equipment, and seriously impact production. Immediate steps are usually taken to danger off and secure the area while clean-up efforts are designed and implemented. A critical step, often overlooked due to production demand, is the determination of - why the roof fall occurred so that additional occurrences can be avoided in future developments or what measures can be taken to identify areas that have similar ?symptoms?? Forensic engineering includes the investigation of materials, products, structures or components that fail or do not operate/function as intended. The authors define forensics in ground control engineering as the study of evidence discovered while examining underground roof falls by applying expert observational techniques and established mining engineering principles to determine the probable cause, hypothesize solutions, and design engineering safeguards to prevent reoccurrences. Simply stated, the primary steps in the forensics of underground roof fall techniques are: ?Assess regional and local conditions prior to the event. ? Assess post-event conditions. ? Hypothesize plausible ways in which the pre-event conditions became the post-event conditions. ?Search for evidence that either denies or supports the various hypotheses. ?Apply engineering skill to relate the various facts and evidence into a cohesive scenario of how the event may have occurred. This paper details the proposed technique by utilizing a roof fall case study that required the examination of five primary factors: mine design parameters, excavation geology, method of excavation, method of support, and mining cycle times.

Geomechanics and geohydrological considerations for the seal design for mine openings are presented. Design guidelines derived from laboratory and in-situ experiments are proposed. The results suggest that seal design, specifications and material selection should be site-specific. Performance requirements for a specific seal location should be identified. Evaluation of sealing effectiveness should be made on the entire seal system, i.e. seal, seal-rock interface, excavation-induced damage zone and the surrounding rock.

There are numerous suggestions in the literature on methods of obtaining representative samples of waste rock or mill tailings. Some suggested methods would result in thousands of samples and very high costs for a large facility. There is no general rule that can (or should) be followed, such as collection of a given number of samples per mass of material, per acre of impoundment, or per foot of drillcore. Each site is different, and the adequacy of sampling must be tailored to the site. A logical approach is to let the variability at the site dictate the number of samples that should be collected and analyzed, and then to quantify and evaluate the results by means of standard statistical methods.

INTRODUCTION Dense medium processes have been used to separate coal and ores for over a hundred years. In fact Sir Henry Bessemer first patented a process in 1858. In recent years, their importance relative to other gravity dependent processes has increased. This is particularly true in the coal industry where over 60% of all preparation plants operating in 1984 in North America (1) contained either dense medium vessel or cyclone circuits. In addition, the stringent product quality demands of the consumer, together with increases in mining costs, dictate that the cleaning circuits be both predictable and efficient. Dense medium systems are the most predictable and efficient of all gravity- dependent processes. The majority of the text of this chapter will be concerned with dense medium applications as they relate to the coal industry. However, the techniques and calculation procedures can be applied, in general, to all non-coal minerals (such as diamonds, marginal iron and lead-zinc ores and gravel) which take advantage of a difference in specific gravity between the saleable product and the reject. The object in dense medium cleaning is to produce a liquid whose effective specific gravity is between that of the concentrate and the reject. In which case the lighter product will float to the surface and the heavier product will sink to the bottom. Unfortunately, this simple process becomes complicated by the following practical necessities: (a) collecting and removing the float and sink products from the medium without disturbing the free settling effects; (b) maintaining and controlling the specific gravity of the medium; (c) separating and reclaiming the medium once the products have left the separating vessel; and (d) separating finer sized particles which take longer to fall through the dense, and often viscous, medium. As a result of the last issue (item d) two main types of dense medium separators have evolved: dense medium vessels and dense medium cyclones. Dense medium vessels are essentially large baths through which the dense medium flows at a relatively slow velocity. The lighter products float to the surface and are carried out of the vessel by the medium flow. The heavier products sink to the bottom of the vessel and are physically transported out either by means of a conveyor (usually a chain conveyor) or a rotating, lifting arrangement (Figure 1). Glamorous, burgeoning biotechnology and mundane industrial minerals would at first glance seem to share little in common, but in truth, modern biotechnology depends on many minerals. Biotechnical processes also can be used in industrial mineral extraction and processing. Biotechnology is broadly defined as the application of biological organisms, systems, or processes to manufacturing and service industries. Genetic engineering has reinvigorated one of mankind's oldest sciences, biotechnology, into a booming business. Many modern processes depend on microorganisms cultivated under very stringent conditions in bioreactors. Minerals from carbonate, sulfate, chloride, nitrate, phosphate, and silicate families are used to provide essential nutrients and to regulate growth conditions (such as pH) in order to assure optimal growth of organisms. Certain cells or enzymes perform better when immobilized upon or within solids, and minerals are often used to immobilize cells, especially in continuous process. Minerals are also used extensively in separating and purifying products of biotechnology. Diatomite, zeolites, and silica are especially useful in purification processes. Industrial minerals also are commonly used to clean up large volumes of process water that must be treated. Biotechnology can be employed in exploration, extraction, and processing of geologic materials and in reducing mining or other environmental problems through bioremediation. Microbes have been shown to solubilize certain elements and so promote extraction of heavy metals, phosphate, aluminum, potassium, and even rare earth elements. In a related technique, unwanted materials such as pyrite impurities can be leached microbially to produce cleaner products in sand and clay industries. Microbial actions can modify surface characteristics and so enhance certain ceramic properties. Certain organisms can accumulate useful elements from dilute sources; others can transform unusable chemical species to more useful forms. Deterioration of stone, concrete, and even glass or brick, can be accelerated by microorganisms. Control of such biodeterioration could improve long-term performance of industrial mineral products. Microbial processes have shown promise in improving several mine-related problems. Certain bacteria help remove clays from phosphate slimes and other suspensions. Others are used to degrade cyanide or other organic chemicals such as floatation aids. Cells immobilized on clays have been especially efficacious in bioremediation. Biotechnology industries, like the industrial minerals industries, encompass huge ranges of materials and processes. Costs of products from these industries range from pennies to thousands of dollars per unit, and their products are vital for maintaining modern life styles. Many biotechnical processes depend upon industrial minerals and certain biological processes can be harnessed to do useful tasks in the minerals field. The interplay of industrial minerals and biotechnology is important today, and as biotechnology advances, its interaction with the industrial minerals industry can only increase.

Introduction A major uncertainty in assessing the potential for heap-and dump-leach projects is how to determine the extraction-rate curve for the recovery of the mineral values from coarse ore. Such material could either be run-of-mine (ROM) or primary crushed ore. The problem with field testing coarse ore, especially for new projects, is the large scale and extended leach times needed to accurately determine the final extraction-rate curve. At least 5 x 103 to 5 x 104 t of representative ROM ore are typically required for a copper test heap, and much more is often used. Kennecott, for example, recently constructed a 0.9 Mt (1 million st) ROM test heap at the Bingham Canyon Mine in Utah. In such coarse ore operations, the ultimate level of extraction will require a leach cycle that can extend from several months to a few years. Quite often, project development schedules do not provide the luxury of mining such large quantities of material or running such long tests. Instead, test data are usually limited to results from column leach studies on relatively fine ore, often with a top size that does not exceed 25 mm. Maximum leach times are also short, typically less than a year before an initial decision is needed on project viability. Proposed method One approach to estimating the recovery from a coarse ore leach is to assume that the leach solution will have some ultimate penetration distance into the rock. Then, the final level of mineral extraction in this "leached rim" will equal the ultimate level of extraction identified in various testing programs. Obviously, if the radius of a given rock fragment is less than the penetration distance, that fragment will be fully leached at the end of the operation. With larger rock sizes, the percent recovery will fall off as the size increases and the fraction of unpenetrated rock mass increases. Such an approach sounds simple but is likely to be complex when applied to a real project. For example, the penetration distance will be a function of both the rock characteristics and the effective length of the leach cycle. The important rock characteristics include rock porosity, the degree of internal fracturing and the mode of mineral occurrence. With regard to the latter, penetration is likely to be greater if the leachable mineralization occurs on fracture surfaces or in veinlets, as opposed to fine grains uniformly disseminated throughout the rock mass. An estimate of penetration distance may be derived from column or heap tests by noting the depth of solution penetration into the larger rock fragments after three, six and 12 months of leaching. While the penetration rate is ore specific, something on the order of 10 to 20 mm/y may be appropriate for competent, primary copper (chalcopyrite) ore. For gold in tight quartz, the rate may be about the same. Copper oxide ores and gold that is hosted in a more porous rock matrix are likely to have penetration rates that are at least two to three times higher, and an even higher rate should be appropriate for uranium hosted in sandstone. As noted above, the length of the effective leach cycle is likely to be measured in years. On this basis, the ultimate penetration distance (dp) would vary from less than 50 to several 100 mm when a particular ore is leached to exhaustion. Several sets of mathematical manipulations are necessary to convert a rock size distribution and corresponding value of dp into an estimated extraction-rate curve. The first step is to break the ROM size distribution down into intervals and then calculate the radius for the mean rock size in each interval. This is shown in Table 1 for rock sizes up to 1.75 m (about 6 ft) in diameter. The next step is to calculate the volume of unleached core and the fraction of rock that is leached. This is done for the following three values of dp: 25, 100 and 250 mm. Results are shown in Table 2. The third step is to select the ultimate level of recovery that will be achieved in the fraction of material that is effectively leached, i.e., the outer zone that is penetrated by the leach solution. In-mine Continuous Wave (CH) Radio Imaging method (RIM) instrumentation has the capability of measuring EM wave propagation constants in layered formations. The RIM method is based upon the fact that seams of coal, trona, potash, quartzite, gilsonite and oil bearing sands form natural waveguides for low loss transmission of electromagnetic (EM) waves. The waveguide forms whenever the seam is bounded by more conducting claystone, mudstone, shale or in the case of oil/gas traps, by a floor of saline water. Disturbances caused by faults, shear zones, paleochannels, sills and dikes significantly alter the propagation constant. The analytical values of the EM wave propagation constants depend on the physical and electrical parameters of the seam. The values are presented in this paper in a graphical form to assist in the interpretation of RIM tomographic images. This paper compares in-mine geologic mapping obtained during mining to tomographic images of the geologic disturbance zones in a Central Utah coal mine.

The Don River & Central Waterfront Coxwell Sanitary Bypass Tunnel Project in Toronto extends approximately 10.5 km from Ashbridges Bay Treatment Plant west under Lake Shore Boulevard, north under Bayview Avenue and east through the Don River park area to the Coxwell Ravine Park. This project includes the installation of five intake shafts connected by 10.5 km of 6.3 m internal diameter tunnel and eleven drop shafts and vent shafts, connected to the tunnel by a series of adits. During the excavation of one of five intake shafts (20 m in diameter and 52 m deep), significant volumes of free phase oil and hydrocarbons were encountered. Due to the heavy inflows of the contaminants, excavation was stopped at the transition depth. The initial support of excavation needed to be redesigned, shaft had to be backfilled with CDF and installation of deeper secant piles are in progress to cut off contaminants. This paper outlines the initial plan for excavation as well as the design changes to the plan. The current status of the shaft excavation and lessons learned will be discussed.

A fluid bed dryer has been designed for a nonconventional application to upgrade the value of fine anthracite culm and silt recovered from culm banks and anthracite tailings pond beds. This material can be seen as large spoil piles scattered throughout the anthracite coal regions of Eastern Pennsylvania. Engineering of the system commenced in December of 1986 and at this writing start-up is scheduled for late October or early November of 1987. This paper will focus on generalities concerned With system design and operation, and qualify the differences from conventional fluid bed coal drying systems.
