INTRODUCTION The basis for any measures in radiation protection is the quantitative assessment of the radiation exposure. Due to the extensive requirement in health physics manpower and related cost it is necessary to develop certain criteria regarding the necessity of monitoring and the selection of population groups to be monitored. Depending on the overall objective of the particular programme, the specific requirements for the measurement of atmospheric levels of radon, thoron and their daughters for practical radiation protection purposes differ significantly for those in the case of research applications, such as use of data for epidemiological studies. As part of the OECD-NEA Programme on Radon Dosimetry and Monitoring Task Group 1 reviewed available models for lung dosimetry in the case of inhalation of radon 222, radon 220 and their daughters (James et al., 1981). Using defined reference atmospheres for underground- and open-pit mining conditions as well as for dwellings, normalized conversion factors were calculated for the mean bronchial dose (mGy) per Working Level Month exposure (WLM). Task Group 2 discussed the features and adequacy of the Working Level (WL)-concept as a physical correlative of the absorbed lung dose and its limits of confidence and accuracy (Johnson and Leach, 1981). The WL-concept was found acceptable for radiation protection purposes provided that modifying factors like particle size, unattached fraction and respiratory minute volume did not cause the effective dose equivalent per WLM as calculated by either the James-Birchall or Jacobi-Eisfeld lung models to be more than 50 % above that given by ICRP of 0.01 Sv/WLM. For application in epidemiological studies the WLconcept is considered acceptable if the calculated absorbed dose to the tissue does not vary by more than 50 % (at the 95 % confidence level) from that given for defined reference conditions. In the following, objectives and requirements for the measurement of radon, thoron and their daughters are discussed for operational health physics routine and special research applications according to the scheme outlined in Fig. 1.

SCOTT COULTER: Thanks, Eric. Thank you all for coming. Our first speaker today is Claude Bazin. Claude received a degree in metallurgical engineering in 1980 from Laval University in Quebec. He worked for a short time in a mineral processing plant and then returned to Laval to complete graduate studies in the field of process modeling and control. He obtained his master's degree in 1983 and his Ph.D. in 1990. In 1987 he joined Brunswick Mining, New Brunswick, as research metallurgist and subsequently process control engineer. In 1990 he joined Helzfield Mines, New Brunswick, as senior metallurgist. In 1991 he accepted a position of professor at the department of mining and metallurgy at Laval University, a position he is still holding. He's a member of the CIM, TMS, and the Society for Mining, Metallurgy, and Exploration. Claude's topic today is "On-Line Material Balance for Flotation Plants." INTRODUCTION CLAUDE BAZIN: During the last two decades, the on-stream analyzer (OSA) has gained the stat& of key instrument for the control of flotation plants. The OSA is currently used in almost every sulphide flotation plant (Leroux and Franklin 1994), and its application to oxide mineral flotation plants is increasing. The OSA assays are sent to the flotation operators via an operator console or to control loops of various degrees of complexity (McKee 1991) implemented in a distributed control system (DCS). Operators and/or controllers take control actions based on these assays to ensure an adequate operation of the plant. Although this application pays off very rapidly for the purchase of the OSA, one could ask, "Could we get more from the OSA?" Some plants reported the use of OSA measurements for process optimization (McKee 1991). The optimization strategy is based upon economic indices calculated from metal recovery using the 2-product formula (Wills 1992, p. 124). The 2-product formula is sensitive to measurement errors in the assays and can lead to considerable scatter in the calculated indices (Hodouin et al. 1993). Least squares algorithms provide a robust alternative to filter out measurement errors (Spring 1992). This paper presents some applications of a recursive least squares algorithm that provides real-time estimates of the mass flow rates within a flotation plant using OSA and mass flow rate measurements.

Antoine M. Gaudin was a vigorously creative man and throughout his career an internationally respected leader of his chosen profession of mineral engineering. To his professional colleagues and clients and to his former students he was both "Professor Gaudin," their wise, inspiring, and enthusiastic teacher, and "Tony," their warm and beloved personal friend. Thus, his teachings and his unique inquisitive-creative approach to problems live on and grow in the accomplishments of his students. Antoine Gaudin was born at the turn of the century in Smyrna, Turkey, where his father was general manager of a French-owned railroad. It was there that he spent his earliest years, literally in the shadow of classic marbles from diggings at the site of Aphrodesias, which his father had rediscovered. From this, Tony developed an appreciation of the arts. He eventually surrounded himself with art treasures; he reveled in the beauties of nature, and he cherished his choice collection of rhododendron and azaleas. His artistic traits led him to take up painting when his daughter, Elinor, sought his help in blending her tints for a water color. In typical fashion he was not satisfied until he had become adept with pastels in capturing the muted tones of distant landscapes and the technical properties of light and color. Unfortunately not many paintings were produced. His paternal grandfather was Marc-Antoine Gaudin, for many years secretary of the Academie des Sciences in Paris, and a well known chemist and mineralogist whose primary interests included the synthesis of precious stones. In an autobiographical sketch written in 1939, Dr. Gaudin recalled: "As a child I saw many of the original synthetic sapphires and rubies which my father had inherited. This, coupled with my father's avocation of mining ventures and archaeology, early decided that I would become connected with the mineral industry." One can speculate that the archeological activities of his father, the mineral systhesis experiments of his grandfather, and his own early studies of mineralogy and geology formed a base from which his special talents as an experimentalist were to develop. Laboratory research under Professor Gaudin's personal guidance was often an intensive, fast- moving, and exciting experience--especially to a new graduate student. The quantum of coal fines below 6 mm in run-of-mine (ROM) coal has been increasing due to progressive mechanization of mining methods which has created a substantial incentive, worldwide, to develop suitable fine coal beneficiation techniques. The majority of the efforts have been directed toward reduction in ash/sulfur contents in clean coal. The beneficiation techniques may be broadly grouped as those based on specific gravity and surface property. The processes, which use heavy medium cyclone, water-only cyclone, concentrating tables, and spirals, belong to the former group while the latter group encompasses froth flotation, column flotation, oleo- flotation, and oil agglomeration. In almost all the gravity based techniques, it has been noted that a classification step prior to beneficiation is essential for effective treatment. In general, the effect of design and process variables on the performance of these units and also the quantification of the processes have been the main areas of research and development. In froth flotation, efforts throughout the world have been mainly to understand the effect of variables and to optimize the process. Quantification of the process has been attempted through kinetic studies and mathematical modeling. The efforts have led to the development of new reagents, machine designs, and flowsheets for a specified objective. The attempts so far with the column flotation and oleoflotation processes have indicated a great potential. Extensive R&D efforts are in progress to understand as well as to commercialize the processes. The efforts in the oil agglomeration process have been toward substantiating the inherent merits of the process by developing cheaper bridging liquids and technology to recover and reuse the oil to make the process commercially viable. Modeling of the process has also been attempted to predict the yield and size distribution of the agglomerates. This paper reviews and summarizes the recent developments in the science and technology of fine coal beneficiation processes. The current trends in R%D efforts for these processes are also highlighted.

The simplest natural ventilation cycle is similar to a Joule or Brayton cycle. This comprises two reversible adiabatic processes in the shafts and constant pressure processes underground and on surface. The thermal efficiency of such a cycle is given by the temperature increase in the downcast shaft divided by the absolute temperature of the air at the bottom of the downcast shaft, and is independent of the temperature increase underground. This efficiency is comparable to the Carnot efficiency, which is the greatest possible value between constant temperature reservoirs, source and sink. Two variations of the Joule cycle are investigated, using numerous work examples. In the first, dry air is used as the working substance, a fan is provided at the top of the upcast shaft, and various mass rates of flow are used with frictionless shafts and a constant resistance value in the horizontal mine workings. The lost work less the fan work gives the natural ventilation work, and this divided by the enthalpy increase in the workings gives the thermal efficiency. The thermal efficiency increases dramatically with mass rate of flow, although the enthalpy increase remains constant. This appears to violate the second law of thermodynamics, since the frictionless case has a Carnot efficiency. When the lost work is added to the enthalpy increase, however, the efficiency decreases slightly from the Carnot value, to conform with the second law. This increase in efficiency with mass rate of flow is often referred to as the reheat effect, although the air is not heated. The second investigation is similar to the first, except that the air entering the downcast shaft contains a small amount of water vapor, and there is evaporation in the mine workings only, until the air entering the upcast shaft is saturated. There is, of course, condensation in the upcast shaft. In this case, it is not possible to calculate the Carnot efficiency, but the thermal efficiency is 20 to 40% of the similar dry air values. This decrease is much more than can be accounted for by the larger value of specific heat for water vapor. In addition, the natural ventilation work is almost constant with increased mass rate of flow, and the thermal efficiency based on heat addition tends to decrease. The thermal efficiency based on heat and lost work decreases in conformity with the second law. The reasons for the differences in behavior between dry and moist air are not readily apparent.

BRUCE CAVENDER, BHP Copper: Having worked in both places, I'd like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There's some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that's dollars. So we'll see something like a spill, and for us it's a problem. At the end of the day, what the corporation cares about is the financial impact. So we've got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don't think so. I'm not up to it. I'd just like to address a question both to our panel and the floor. Those of us who've been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you're going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That's a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I've got an answer to your question as to why many plants are poorly designed. It's that the minute anybody demonstrates any sort of competence in plant design, they're promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there's another reason, too. Seven or eight years ago I was chairing a session, and I challenged everyone in the session to some day publish an article about the design mistakes they'd made because we never talk about our mistakes. The resource classification methodologies have always been a topic of research and debate. There are both traditional and Geostatistical methods used in practice. Because of the uniqueness of each ore deposit, it seems almost impossible to have a single industry-accepted norm for resource classification. Therefore, some practitioners have adapted the methodologies to suit the deposits they are working on, but many simply use the methods they are comfortable with. Another reason for the existence of varying classification methodologies is the lack of an easy and established way to measure the confidence in the estimates. Therefore, their classification becomes a subject of debate. In this paper, a new approach is offered to classify the resources using a "Resource Classification Index." The approach using this index takes into account the local variation, the spatial data configuration around the block being estimated, as well as the traditional distance measures. A case study for a gold deposit is presented to demonstrate how this new index can be used to classify the resources. The results from this approach are compared to those from two popular classification methodologies.

Hydrologic assessments of existing and proposed waste rock stockpiles are typically required for application of operating and closure permits at mine sites. A hydrologic assessment should include an evaluation of climatic data and prediction of the net infiltration rate through the waste rock stockpile surface. In addition, hydrologic factors such as the time required to deplete available moisture storage in the stockpiles and the time required for potential seepage to migrate to the underlying aquifer should also be predicted.

A lyometallurgical process for extracting copper from an ore containing chrysocolla by leaching it with a kerosene solution containing LM 63 in the presence of small amounts of aqueous ammonia is described. The experimental results indicate that 70 to 75 percent of the copper can be extracted from the ore using an ammonia content that is about one-fourth the stoichiomeaic quantity required to leach copper in an aqueous leaching system. The rate of copper extraction was found to be a function of particle size, ammonia concentration and temperature. The large quantity of physically adsorbed water together with ammonia in the pores of chrysocolla provides a mechanism for the transport of copper to the external surface of the particles where it is complexed by the LM molecules and transferred into the organic phase. When size reduction accompanies leaching, the extraction process was found to proceed when only "trace" quantities of ammonia are present in the system. The kinetics of the extraction process appear to be controlled by a mixed (reaction and diffusion) mechanism.

This paper addresses detailed models of the temporal pattern of material flows produced by longwall mining units and procedures for inferring the parameters of these models from field data. First, a model is established that predicts material flows referred to shearer position and cutting element. This model is comprised of trend and fluctuation components. The trend component, which is invariant between repetitions of the cut cycle, accounts for deterministic effects on the flow pattern, such as web depth variation as a function of the cutting operation, systematic tendencies for seam height and cutting speed variations along the face, changes in the relative velocity between the shearer and face conveyor, etc. The fluctuation component models random effects on material flow and employs time series approaches. Subsequently, a method is given for converting the positionally-referenced flows to temporally-referenced flows. The model serves as a basis for generating detailed, accurate computer simulations of material flows from longwall units. As such, it provides a more rigorous foundation for analysis of cutting procedures and outby materials handling systems in longwall mines.

The Bannockburn gold prospect is a new discovery in Ontario's oldest gold camp at Eldorado, eastern Ontario. Mono Gold Mines Inc. of Vancouver, British Columbia, acquired the property in 1980 and in 1984 discovered a previously unreported gold bearing quartz vein system to the northeast of the old Bannockburn Mine. Extensive diamond drilling carried out since 1985 defined a quartz vein system over 475 m (1 ,500 ft) of strike to a depth of over 105 m (350 ft). Limited underground exploration by decline to the 22.9 m (75 ft) level in 1988 confirmed the continuity and tenor of the quartz veins. Gold occurs as native metal with minor sulphides and bismuth tellurides in a quartz carbonate vein system within metasedimentary and metavolcanic rocks of the Grenville Province. Metallurgical test work on a surface bulk sample was favourable. Estimates of drill indicated reserves have been made as well as reserves based on the limited underground exploration.

The southern Florida phosphate deposits that will be mined in the future contain significant amounts of dolomite. Because high MgO levels are undesirable in phosphoric acid production, several flotation schemes for the removal of the dolomite have been attempted. Alternatively, selective flocculation has been suggested as a potential process. A high MgO rock was simulated with a 30:10:60 mixture of apatite, dolomite and silica, respectively. Single mineral selectivity was observed in the apatite-silica and dolomite- silica systems using Polyacrylic acid (PAA) and Poly(ethylene oxide) (PEO) flocculants, respectively. However, no single mineral selectivity was observed in the apatite-dolomite system using PEO. Heteroflocculation, suspected to be the major reason for the loss of selectivity, was minimized by the addition of a site blocking agent (SBA), consisting of a lower- molecular-weight fraction of PEO. Process parameters such as size reduction schemes, flocculant/SBA dosage and pH were investigated to achieve the desired separation. The selectivity obtained in binary mixed-mineral tests was also achieved in the ternary mixed-mineral system, namely, the apatite-dolomite-silica system. In this report, surface chemical characterization of the samples and their flocculation behavior are discussed.

One of the principal responsibilities of the California State Geologist is to provide local governments with maps and information regarding mineral resource occurrences within their jurisdiction. The primary objective of this effort is to furnish basic data that is essential in planning for and accommodating wise development of mineral deposits that are important to the economic well-being of the region, state, and nation. Local government agencies are required by law to incorporate the information provided by the State Geologist into their general plans and formulate mineral resource management policies that emphasize conservation and development of mineral deposits. The Mineral Land Classification program was initiated by the State Geologist in 1977 under authority of the California Surface Mining and Reclamation Act (SMARA). To date, about 33,000 square miles of land have been classified for mineral resource potential. Most of the mineral land mapping has been conducted in three principal areas: (1) metropolitan areas of the state where urban encroachment has greatly diminished available supplies of construction aggregate; (2) Sierra Nevada foothills, a region that is undergoing dramatic population increases; and (3) the Mojave Desert and Great Basin regions, where large Federal land withdrawals are pending that could preclude mining. Mineral land classification studies address the overall mineral potential of a region through the identification of local and regional geologic factors that control or influence the formation of mineral deposits. These studies are field-intensive surveys that enable project geologists to gain first-hand knowledge about the nature and distribution of mineral deposits in a given area and portray that information accurately in map form. This paper summarizes the progress made in the Mineral Land Classification program in the metropolitan, Sierra Nevada foothills, and the Mojave Desert/Great Basin regions of California. Selected projects from each area are discussed in detail.

Sillmats are structural elements upon which the safety and economics of underfill mining or sill pillar recovery in stopes of moderate width with steeply dipping ore zones, depend. The traditional stability design of cemented sillmats appears to have developed from experience and from standard static physical model tests such as uniaxial and triaxial compression. Such standard static physical model testing approach arrives at some approximate parameters, normally used to describe or predict the behaviour of sillmats in analytical or numerical models. This approach offers inherent limitations and generally results in conservative designs. Centrifuge modeling studies are combined with numerical modeling in this paper to provide insights into sillmat strength behaviour. The results of both modeling techniques suggest that, in stopes with smooth rock wall conditions, sillmat failure is driven by the fill self-weight and has minimum dependency on the fill binder content. In stopes with rough rock wall conditions, however, the wall roughness contributes significantly to the stability of the sillmat during underfill mining. This study indicates that the stability of paste fill sillmats can be designed with confidence using centrifuge physical modeling in combination with numerical modeling.

Stratabound uranium deposits consist generally of two comingled geologic and statistical populations. Barren zones, usually having radiometric assays too low for recording on digitized logs, comprise a large portion of a mineralized stratum. In between are mineralized zones; where the grades are distributed essentially lognormally. Estimation of open-pit ore reserves requires the prediction of the tonnages of selective mining units (the smallest mined volume which may be segregated as ore or waste) and their grades within panels of convenient size for open pit planning and economic analysis. The proportionate tonnage of mineralized selective mining units within each panel can be predicted by kriging an an indicator function assigned to each composite (1 if mineralized, 0 if barren). Next, using logarithms of mineralized assays, the conditional lognormal distribution of grades of mineralized selective mining units can be found. Using this distribution and the krigedestimate of the probability a selective mining unit is mineralized, the grade and tonnage of selective- mining units above any cutoff can be predicted. A case study illustrating this two- step procedure is presented for the Imouraren uranium deposit located in the Republic of Niger. Using cross validation, the estimation procedures were checked and were shown to be adequately accurate for mine planning purposes.

The Florida Institute of Phosphate Research (FIPR) is an independent, state of Florida research agency. It was created in 1978 to conduct research to enhance the competitiveness of the Florida phosphate industry. The institute also conducts research to prevent, minimize or rectify environmental impacts caused by the industry. And it helps educate the public concerning phosphate-related technology and issues. FIPR is funded by a severance tax on the industry and is governed by a five-member board of directors appointed by the governor. FIPR's research is playing a role in enhancing the competitiveness of the Florida phosphate industry. Its technology research program seeks to improve surface mining and pipeline transportation while reducing the energy cost for pumping phosphate matrix. It is developing new and improved methods of beneficiation and fertilizer production. This includes new process flowsheets and on-line analyzers and process control methods. FIPR is also developing uses for the phosphogypsum byproduct of phosphoric acid production and evaluating the risks associated with its uses.

According to statistical theory, the geostatistical methods of ore reserves estimation are greatly superior to any other method. However acceptance of geostatistics by the mining industry has been slow and not as wide spread as one would expect. One of the reasons for this cautious approach is that it is often questioned whether the geo- statistical assumptions are satisfied in real world situations. When blocks of ore are estimated in a mineral deposit, geostatistical theory can be used to determine which method of estimation should give the best results. Using this theory, the relationship between estimated value and true block value can be quantified. There is a need to verify that this theoretical relationship is actually observed in practice, and that the block estimates ' obtained using the theoretical ly best method of estimation, are actually most similar to the true block values. In this paper the results expected according to the theory are compared with the results actually obtained. Sample values from a large bedded gold deposit have been used. Blocks of ore have been estimated by a number of methods, including the polygone, inverse power of the distance, kriging, logarithmic kriging and other geostatistical methods. The block estimates have been calculated from samples on a large grid, and compared with the true block values obtained from additional samples on a much smaller grid. The results of this comparison show extremely good agreement between theory and actual results.

Analyses of trace elements in bulk ores and in chalcopyrite and other ore minerals from porphyry copper systems worldwide, including skarns and breccia pipes, reveal some key factors regarding byproduct critical elements. Petrographic and scanning electron microscope analyses combined with a laser ablation inductively coupled plasma mass spectrometry technique developed by the USGS on selected ores from the Mackay-Stanford Ore Deposits Collection suggest that selenium occurs as atomic substitutions in sulfides, particularly pyrrhotite (up to 430 ppm) and chalcopyrite (up to 300 ppm Se); tellurium occurs predominantly as less-than-five-micron-sized inclusions of bismuth-tellurium minerals in other ore minerals, particularly chalcopyrite; cobalt and nickel are locally enriched in pyrite (up to 7800 ppm Co and 9100 ppm Ni); gallium is locally enriched in magnetite (up to 83 ppm Ga); indium and silver are locally enriched in chalcopyrite (up to 890 ppm In and 770 ppm Ag); cadmium substitutes for zinc, particularly in sphalerite (up to 4100 ppm Cd). There is considerable variation, both between and within individual deposits, in both selenium and tellurium content in these copper ores, ranging from 0.6 to 148 ppm Se and 0.09 to 64 ppm Te. Indium tends to be high in copper ores that are also enriched in silver. At current prices, many of these elements are sufficiently enriched to warrant investigation into metallurgical recovery as byproducts of the major elements.

Froth flotation has been shown to be an effective method for reducing Loss-on-Ignition (LOI) of ponded or landfilled fly ash. Reduction of LOI is required for many fly ashes, particularly those produced from low-No, burners, in order to meet ASTM requirements for use as a mineral admixture in Portland cement concrete. An additional ASTM requirement, fineness, is critical in determining end use applicability, and in many cases, classification of fly ash is necessary to produce an acceptable product. Hydraulic classification has been shown to be a simple, cost-effective method for classification of a variety of minerals including silica, phosphate, mica, coal, etc. and has shown to be similarly effective on fly ash. The combination of froth flotation and hydraulic classification facilitate the production of a high quality pozzolan that meets or exceeds ASTM specifications. This combination has been rigorously evaluated and results of pilot-scale testing are presented. Pilot scale testing was conducted on fly ash from two active utility storage ponds and demonstrated that high quality, consistent pozzolan could be produced using APT's Fast Float? Technology. Along with the pozzolan, additional production of aggregate for masonry mortar and a low sulfur, medium Btu fuel were also demonstrated.
