Forecasts indicate that the acid rain bill currently before Congress is likely to cause an increase in demand of 30 to 40 million tons per year of compliance quality coal from Central Appalachia. This represents a doubling of this segment of the coal business. This paper will examine how this doubling can be met, what the likely implications for pricing are, the major uncertainties associated with these predictions, and the likely outcomes of the growth in compliance coal. Finally, some implications for fuel planners will be discussed.

The effects of particle size, particle shape and degree of aggregation on n-dodecylamine flotation of -20 µ m quartz and glass beads were studied. A microflotation cell suitable for use with very fine particles was used in the flotation experimentation. Degree of agglomeration of particles was estimated by comparing size distributions of the quartz and beads in a dispersed system to size distributions in systems in which the collector was present. Results obtained show that in such flotation systems the fine particles are not generally present as individual particles during flotation but rather as aggregations. However, the quartz floats more readily than the beads indicating that there are some shape effects in the systems, considering the large specific surface areas of the materials it also appears that substantial amine consumption in the systems may limit flotation or lead to a requirement of greater reagent dosage for equivalent flotation to that tor larger particles.

Two recently published papers describing the use of psychological tests for selection and placement of coal mine personnel have created considerable interest within the Coal Industry, one paper, published in the April 1957 "Mining Congress Journal," entitled "Personnel Evaluation and Training," discusses the use of tests by the Christopher Coal Company, The second paper, published in the "West -Virginia Coal Mining Institute's 1957 Report" and in the September 1957 "Coal Age," entitled "Testing to Select Better Personnel for Coal Mining Today," outlines Hanna Coal Company's test and selection procedures. Since these rather detailed sources are readily available, and to avoid repetition of the material in them, we will confine this paper to a very brief review of the essential steps already taken by these companies and a more extensive look at newer material. Briefly, the Personnel Managers, Mr. Harold L, Durrett and Mr. Albert M,. Rowe, of the Hanna Coal Company and Christopher Coal Company, in conjunction with Dr. Quin F, Curtis, Head of the Psychology Department of West Virginia University, developed two different groups oftests for coal mine personnel, The first group oftests was designed to assist in the selection of supervisors. These tests of the supervisory group were "The California Short Form Test of Mental Maturity - Advanced Series," which gave an I.Q. rating, and the second test is known as "The Minnesota Multiphasic Personality Inventory," which measures several personality characteristics, These tests must be given, grade, and interpreted by a person trained in psychological testing. As a result of testing all of Christopher's supervisory employees (seventy in number) by this method, and then comparing the individual results with the individual ratings of the foremen on the job, a so-called foremen's scale was developed. If this resulting foremen's scale had been used to select the foremen who were rated as, the best men in on-the-job performance, it would have correctly identified seventy-four percent of that group.

"The National Institute for Occupational Safety and Health (NIOSH) has recently developed a series of validated models utilizing computational fluid dynamics (CFD) to study the effects of air-blocking shelves on airflows and respirable dust distribution associated with medium-sized surface blasthole drill shrouds as part of a dry dust collector system. Using validated CFD models, three different air-blocking shelves were included in this study: a 15.2-cm (6-in.) wide shelf; a 7.6-cm (3-in.) wide shelf; and a 7.6-cm (3-in.) wide shelf at four different shelf heights. In addition, the dust-collector-to-bailing airflow ratios of 1.75:1, 1.5:1, 1.25:1, and 1:1 were evaluated for the 15.2-cm (6-in.) wide air-blocking shelf. This paper describes the methodology used to develop the CFD models. The effects of air-blocking shelves and dust-collector-to-bailing airflow ratios were identified by the study, and problem regions were revealed under certain conditions. The simulation results could be used for future development of dust control methods, particularly to address respirable silica dust, for a surface mine blasthole drill shroud.INTRODUCTION Surface blasthole drilling can generate considerable amounts of respirable silica dust. These high dust concentrations can be exacerbated by the high silica content as drilling cuts through silica-bearing materials such as sandstone and shale, causing overexposures for miners to respirable silica dust. These overexposures can lead to silicosis, an occupational lung disease that has no cure and is often fatal. A review of the Mine Safety and Health Administration (MSHA) respirable silica dust sample database from 2010 to 2016 for metal/nonmetal mining shows the following overexposure rates for occupations related to blasthole drilling: • 14.1% of rotary air drillers were overexposed to respirable silica dust (22 out of 156 samples) • 5.8% of rotary drillers were overexposed to respirable silica dust (9 out of 155 samples) • 7.3% of drill helpers were overexposed to respirable silica dust (3 out of 41 samples) • 7.5% of blaster/shotfirer were overexposed to respirable silica dust (3 out of 40 samples) Of significant interest is an x-ray surveillance study recently completed under the NIOSH Enhanced Coal Workers’ Health Surveillance Program (ECWHSP). This program offered free chest radiographs to surface coal miners in 16 states. Pneumoconiosis was found among 2.0% of the 2,328 screened miners with at least 1 year of mining tenure. Twelve miners had radiographic changes consistent with progressive massive fibrosis, and 9 of these 12 miners reported no underground mining tenure. All but 1 of the 9 miners worked at occupations that were in the vicinity of blasthole drilling, either as a driller, blaster, or blast crew member [1]."

6.1-SOIL MECHANICS WALTER C. SHERMAN, JR. 6.1.1-DEFINITION Soil mechanics is concerned with the behavior of soils in relation to the design, construction and performance of engineering works. In this context, soils include all uncemented materials, such as, gravels, sands, silts and clays, either naturally or artificially deposited, and, under certain conditions, weakly cemented, badly broken or weathered rocks. Many types of mine wastes have physical properties similar to those of soils and thus are amenable to analysis by the principles of soil mechanics. The principles of soil mechanics are used to solve such problems as the stability of various types of structures with respect to failure of the supporting soils, determination of soil pressures and deformations in the design of foundations and retaining structures, analyses of seepage and under seepage, and stability with respect to sliding of excavated and natural slopes and embankments. 6.1.2--SOIL PROPERTIES Soils are classified on the basis of index properties, such as, particle-size distribution and plasticity characteristics. The Unified Soil Classification System1 used to classify soils for engineering purposes is shown in Table 6-1. Other physical properties important from an engineering standpoint include natural water content, density, permeability, shear strength and compressibility. Physical properties are evaluated on the basis of carefully conducted laboratory tests. Procedures for laboratory testing are presented by Lambe. 2 Soils, either of natural or artificial deposition, are complex three-phase materials consisting of solids, water and gas (usually air or water vapor). One of the most important principles in soil mechanics is based on the concept of effective stress in the soil-water system. A stress, a, applied to a saturated soil is taken partly by the soil particles (effective stress, a'), and partly by the water in the voids (neutral stress or pore water pressure, u,) so that a' = a - u,. Only the effective stress affects the mobilization of frictional resistance between soil particles. In partially saturated soils, the pore-water pressure is negative due to capillary effects. The effective stress relation remains valid for small negative pore pressures, but anomolies arise if the soil is significantly unsaturated. In this case, the pore pressure is commonly assumed as equal to the pore air pressure, u,, so that [ u' = u - u..] 6.1.3--SOIL EXPLORATIONS Soil explorations are carried out by borings or test pits. Hvorslev3 has reviewed procedures and boring requirements, such as, type, depth and spacing employed. In general, soil strata are logged and representative exploratory samples are recovered for classification purposes and for determining the subsurface soil profile, which is constructed utilizing also knowledge of the geology of a site. A petrographic approach to studying the organic matter in ore deposits is advantageous in that direct observation of sample heterogeneity can be made, organic constituents (macerals) can be identified, and valuable information about the geological history of the sample (such as thermal history, oxidation, and reworking) can be obtained. Thermally immature bitumens are compositionally and structurally heterogeneous, and optically isotropic. The end product of thermal alteration, graphite, is compositionally and structurally homogeneous, and optically an isotropic. One route by which thermally immature bitumens can approach the graphite structure Is by an aromatic intermediate phase, termed mesophase. The development of optical anisotropy and a thermal mesophase has been observed In several high temperature deposits. Textures in bitumens are described from the thermally-altered Mississippi Valley-Type deposit at Nanisivik (Northwest Territories), the silver-vein deposit at Kongsberg (Norway), and the gold deposit at Carlin (Nevada). Textural evidence for multiple generations of bitumens, supportive of a pulsing model for incoming brines, is shown. Petrological evidence for the introduction of bitumens as an immiscible phase or possibly as micelles is shown in the Carlin and Kongsberg deposits.

"The iron ores of the Lake Superior region are found almost exclusively in rocks of Huronian age, the only exception of importance being in the Vermilion district. It may be estimated that about 95 per cent of the ores thus far mined have been obtained from Huronian rocks. Although these ores come from rocks of varying age and slightly varying type, they have many features in common, and therefore may readily be described together.The iron formations of the Lake Superior region consist essentially of interbanded layers of mixtures in widely varying proportions of silica and iron oxide, and are called taconite, ferruginous chert, or jaspilite. They vary considerably in hard¬ness and color, depending upon the tenor of silica and the history of the rock. Local phases of the iron bearing formation consist of cherty iron carbonates, greenalite or ferrous silicate, rocks, amphibole-magnetite masses, cherts and slates, and pyritic quartz rocks. The average iron content of all the original phases of the iron bearing formations, excluding interbedded slates, is about 25 per cent, while the average iron content for all portions of the formation, whether in the original condition or not, is about 38 per cent. It is believed that this difference is due essen¬tially to the removal of silica in solution from the. primary phases, and, of course, such removal of silica has in many cases produced material now used as iron ore, since it contains con¬siderably more than 38 per cent of iron."

The mining, beneficiation, and processing of phosphate rock in the Florida phosphate district constitutes a large portion of the southeastern mining industry. For example, 1973 production is reported to have been approximately 35 million tons of phosphate rock (Guimond and Windham, August 1975) and production has increased to over 45 million tons in recent years. The 1973 activity involved the movement of approximately 127 mil lion tons of material. From the hydrologic standpoint, this mining and beneficiation requires the dewatering of ore horizons, pumpage of large quanitites of water for mining and processing operations, and the entrainment of immense quantities of water in waste slurries. Also of significance is the fact that the cited 1973 production involved the disruption of approximately 3200 curies of radium and over 6000 curies of uranium. Much of this material reported with waste products, with the potential for contamination of area ground waters. However, natural removal mechanisms active within the area have generally been effective in preventing significant contamination of the ground-water resource.

Gate-road yield pillars are subject to increases in stress as the longwall face advances toward the pillars. Increases in pillar stress can be inferred by measuring roof/floor convergence surrounding the pillar. This paper presents a case study of convergence measurements surrounding a two-entry gate-road yield pillar in the head gate of a coal mine. Convergence was measured over a six-month period, as the longwall face approached and passed the pillar. Measurements were collected at eight locations surrounding the pillar: four locations in the travelway and four locations in the beltway. In addition to convergence stations, the pillar was instrumented with an array of seismometers. In future analysis, convergence measurements will be compared to seismic interpretations. This study reports on the geology and geometry of the longwall panel, the roof and rib support, the change in convergence over time, and the physical properties of coal and parting. Additionally, the convergence measurements are compared to pillar safety factor distributions derived from a finite element model. The convergence measurements contribute to the knowledge of when yield pillar abutment loading, caused by the encroaching longwall, is first detected. Knowing when abutment loading begins to yield the pillars can help define when standing secondary roof supports are required for head gate entry support.

The transportation of mine products incurs a cost which can have a significant bearing on the competitive position of the product. This statement not only holds true for the transportation of the finished product but certainly as much for the in- plant haulage of the raw materials. Extensive literature is available both in North America and Europe on all aspects 02 these questions and to cite only a few of them: Pipelining of slurries, oil and gas, shipping of minerals and oil from the Arctic by icebreaking tankers, airlifting of metals or concentrates, etc. This paper is concerned with movable crushing plants as opposed to stationary and their influence on the in-plant transportation, that is trucks vs. belts.

The systems optimization approach to mine planning has led to the adoption of a number of mathematical and computer models for short, medium and long range planning of mining operations. In the realm of open pit mine planning, the most common uses of such an approach have been in the areas of optimal pit design and planning of materials handling operations. Since a truck-shovel combination is the most widely used method of materials handling in open pit mines, a number of models have been presented in the past to analyze and optimize such systems. Broadly, these models can be divided into two categories. The simulation model, which is primarily used as an aid in analyzing the performance of either an operating or a proposed haulage system under the influence of externally alterable parameters, and the linear or integer model which is used as a tool for short or medium term optimization of the system under the operating constraints. In the first part of this paper, a brief discussion is presented of the linear/integer optimization models presented in the past, and in the second part a new model is described which is actually a combination of the simulation and the integer programming models. In its bare essentials, the model consists of an integer optimization algorithm, but the constraints are regularly and dynamically updated by incorporating the conclusions drawn from a stochastic simulation model of the mine haulage system. Since the successive optimization is performed by the mine operator who manipulates the constraints to guide the model towards the optimum, the mystical black box approach is minimized and should help in adoption of the model by the mine personnel. Also, by combining the stochastic simulation model and the deterministic integer model, some of the advantages of each are acquired.

In many parts of the country, electric utilities use spot market coal to make up the difference between the amount of contract coal and the total amount burned. The utilities involved will normally have a structured contract for those companies supplying that spot coal. These contracts will often involve a pricing schedule with bonuses or penalties for coal above or below the specified coal quality goals. Normally, penalties will be assessed on the sulfur, ash, and other coal quality variables. This paper deals with some aspects of the pricing schedule of one of the eastern utilities that buys coal on the spot market. This utility has a number of plants that a supplier can attempt to supply through bidding procedures. The existence of the pricing schedule gives the supplier a number of different options. To the single-mine producer, options are available to send the coal to any demand site and to clean all, part, or none of the coal. In other words, he can ship to a number of different sites and can send different coal qualities to each site depending upon the level of preparation. In addition, the options to deliver blended coal to any given site will provide an additional level of complexity to the problem.

The National Institute for Occupational Safety and Health (NIOSH) has been evaluating longwall mining-induced strata fractures and their impacts on casing stability of Marcellus shale gas wells located in longwall pillars. To understand the extent of overburden fractures after longwall mining, NIOSH researchers drilled a postmining corehole into the fractured strata above the Pittsburgh coal seam longwall gob. Knowing the extent of the fracture zone height will help gas operators minimize the hazards of drilling into longwall gobs. The core was retrieved from the surface down to the top of the gob void. Various fractures were encountered varying from 35 to 64 degrees, depending on lithologic type and relative closeness to the gob. The longwall panel dimension was 457 m wide and 3657 m long, in which the total fracture zone height was found to be at 141 m and the hydraulic connected fracture zone at 87.7 m above the top of the Pittsburgh seam. In addition to core drilling through the gob, FLAC3D modeling was also used to simulate the formation of fracture zone and the orientations of longwall-induced fractures. This study provides much-needed evidence on the fracture zone of Pittsburgh seam longwall gobs to help gas operators avoid potential hazards associated with drilling through highly fractured zones

On 30 April 2004, a large scale slope failure incident occurred at the external waste dump facility of the South Field Mine, in the Western Macedonia Lignite Center, Greece. This landslide involved the mobilization of waste overburden material (that was continuously deposited for the last 20 years) in the order of 40 Mm3, while the material that moved outside the boundaries of the waste dump was in the order of 3 Mm3. The factors that led to failure as well as the procedures and measures taken in order to stabilize the failure and resume normal operations at the South Field Mine are presented and discussed. Emphasis is given to the impact on mine operations and the cost related to resuming of normal production operation as well as to implementing important modifications and improvements of the materials handling system.

Mineral models provide a systematic and comprehensive approach for analyzing and fore- casting the behavior of mineral markets and industries.' They also permit the analysis of a wide range of policy decisions. Obviously such models cannot capture all of the intricate relationships that shape the behavior of a mineral market. However, such models have become extremely useful and in many cases support the decision making approach of judgmental analysts. They tend to narrow the range of likely outcomes and thus reduce the risks and uncertainties of investing, trading, and speculating in minerals. Mineral models provide not only answers to "what-if" questions, they also inform analysts of the benefits and costs associated with mineral investment decisions. More recently they have been applied to specific mineral issues of the possible impact of buffer stock stabilization schemes and of import supply restrictions. Mineral Models Defined Because mineral models are so diverse, we must begin with a fairly broad definition. A mineral model is a formal representation of a mineral market, industry or system where the behavioral relationships included reflect the underlying economic and engineering factors as well as the political and social institutions. Of ten, but not always, a mineral model will consist of some combination of the following components: demand, supply, inventories and prices. Modeling of demand behavior normally begins with an interpretation of basic demand responses to prices and income (i.e., the associated price and income elasticities). Price elasticities vary among different minerals and among their diverse uses. They tend to be lower for minerals without close substitutes than for those where such substitutes exist. In addition, these elasticities vary with time as well as with the actual excess demand or excess supply. Variations like these, coupled with the relative instability of prices for a number of minerals, make explanations of demand behavior difficult. The degree to which demand responds to changes in income depends on the income elasticity of the end products to which the minerals serve as inputs. Those products with a relatively low income elasticity tend to experience proportionally smaller swings in sales than those with higher elasticities. The transmission of demand cycles to minerals producers comes through a series of stage-of-process effects. Demand measurement also is influenced considerably by mineral substitution patterns. The cross-price elasticity of a competitive or complementary commodity also varies with minerals, markets, and time. Where minerals easily substitute for one another, as in the case of cop- per and aluminum in electrical conductor applications, cross-price elasticities are relatively high. Bauxite is derived by surficial weathering of aluminosilicate rock forming minerals under warm and humid climatic conditions. Variations in climate combined with base level changes promote cyclical, evolutionary weathering/concentration patterns, the residual products of which are closely controlled by biological activity. Rock decomposition results mainly from hydrolysis, chelation and solution, the effects being (a) removal of bases and silica in dilute solution, (b) depletion of iron in areas where low pH-Eh prevail and, (c) concentration through direct precipitation, or more generally via intermediate amorphous phases, of aluminium hydrates in variable associations with iron hydrates and clay minerals. Bauxites can be regarded as aluminous soils, and as such they result from cyclic or polygenetic pedogenesis. The ferralitic pedological evolution is essential for bauxite formation. Under some specific conditions, related to local climate and parent rock composition, the podsolic- or andosolic-type of pedogenesis is an effective precursor to bauxitization.

The structural setting of disseminated-replacement gold deposits of the Carlin-type and other aspects of their genesis are closely related to events which took place during the evolution of the Basin and Range province. The deposits formed as a result. of chemical and physical processes which took place at shallow depths in the roots of hot spring systems at moderate temperatures (about 200°C) and low pressures (about 25 bars) (Radtke and Dickson, 1974). Locations of Carlin-type gold deposits in the Basin and Range province are shown in Figure 1. Most of the block-faulted mountain ranges in the Great Basin formed by tectonic activity that happened since Miocene time, although faulting in some places probably began in Eocene to Oligocene time (Hamilton and Myers, 1966). The Carlin-type deposits are spatially related to Basin and Range-type faults: Many deposits, such as Getchell, Pinson, Preble, and Cortez, occur along the flanks of ranges, while other deposits, including Carlin (Radtke, 1974) occur within the ranges in areas characterized by crosscutting and intersecting high-angle or Basin and Range-type faults. The association of the ore deposits with Basin and Range-type faults is evidence that ore deposition is young, Miocene or later. The steep, high-angle faults played three roles: first, they provided deep channels for upward-flowing solutions; second, in preparing the rocks for fluid penetration by brecciation and general rock dislocation; and third, they moved sedimentary carbonate rocks, favorable for ore deposition, from deep levels to near-surface positions where the physico-chemical conditions were more suitable for the deposition of ore.

The paper describes a technique by which large concrete boxes are unobtrusively inserted beneath existing highway and railway infrastructure to form new subways, culverts and under-bridges, thus avoiding the inconvenience and costs of disruption to traffic associated with traditional cut and cover techniques. A series of project examples, undertaken in the United Kingdom and United States, are used to illustrate the design and construction of the box structures, together with the technology required to control ground disturbance in the tunnel face and around the box, and the jacking systems necessary for box installation.

The velocity of detonation (VOD) is a significant property considered when rating an explosive. It may be quantified as a confined or unconfined velocity. The confined velocity is the rate at which the detonation wave propagates through an explosive within a blast hole or any restrained space. The unconfined velocity emanates when an explosive is detonated in the open. However, the confined velocity is more significant as explosives are usually employed under a definite degree of confinement. This paper evaluates the increment of air deck volume and its effect on the VOD. The air gap (air deck) volume is increased stepwise from 10 to 30% of the total blast hole volume by reducing the stemming height in the collar zone. Thereafter, the VOD estimation in the 172-mm-diameter explosive column is conducted using the Dáutriche technique. It is observed that the VOD reduced with the increasing air deck volume and detonation failure is high when 30% of the blast hole volume is replaced with air deck.
