Zimbabwe The Republic of Zimbabwe is situated in south central Africa and north of the Tropic of Capricorn. The country is land-locked, bounded on the north by Zambia, on the south by the Republic of South Africa, on the east by Mozambique and on the southwest by Botswana. Nearly 400,000 sq km in area, Zimbabwe is bigger than both France and Spain and nearly three times the size of England. The outstanding physical feature is the central plateau, known as the highveld, which is about 650 km long and 80 km wide at an elevation of +1,200 m, and on which the Jena Mines is located. Because of its elevation and inland position, Zimbabwe's climate is temperate, generally drier and cooler than is normally expected in the tropics. Zimbabwe's population is in excess of 10 million. English is the official language, with Ndebele and Shona being the main ethnic languages. About one million people live in Greater Harare, the capital city. The basic unit of currency is the Zimbabwe dollar, which has depreciated substantially over the past few years. Currently (November, 1995), the exchange rate is $US 1.00 = $Zim 9.00, compared with $US 1 .OO = $Zim 2.50 in 1991. Project Area The Jena Mines Complex is situated in central Zimbabwe (Figure 1), in the Silobela area of the lower Gweru River valley. The mine site is 270 km from Harare by paved and gravel road. The Jena Mines property consists of a single rectangular (8 km by 5 km) shaped mining lease with an area of approximately 40 sq km (Figure 2). Annual average precipitation is 720 mm falling in the summer months between October and April. Mean daily maximum temperature is 24°C in October and mean minimum is 14°C in July. The southern parts of Zimbabwe have experienced drought conditions over the past four years which has affected water and power supplies. The countryside in the Jena area is generally low relief with a gentle slope to the northwest. The mine site topography is flat with an average elevation of 1,210 m. Zimbabwe Mining Industry Zimbabwe has a long mining tradition, particularly for gold. In the 1,200 years preceding European colonization, it is estimated that about 4,000 ancient mines produced between 600 and 800 tonnes of gold. Since the turn of the century more than 1,700 tonnes of gold have been produced. An excellent infrastructure has developed to support the mining industry. This includes a well- maintained system of paved roads, railway links to major mining areas, an electricity grid covering most of the country, and numerous industries manufacturing a wide range of mining supplies. Jena History The claims in the Jena Mines area are among the earliest registered in Zimbabwe. The gold potential was easily recognized because of extensive ancient (pre-European) workings. European trading beads from the 14th Century have been recovered from anthills in the mine area. Development of the Jena Mines commenced in 1898 and several mines have operated intermittently over the past 90 years. The recorded cumulative historical production from the significant producers of Jena is tabulated in the following:

Numbers, arithmetic, mathematics. Where did it all come from? Who needs it? We all do, but many school children would not agree. Engineers, physicists, accountants, tax collectors, and most of the general public are well aware that modern society in large part is founded on mathematics and could not exist without it. Mathematics developed over thousands of years as part of the everyday life of man. No one area, tribe, or race can claim discovery. In fact, from the records that do exist, it is evident that many facets of mathematics were discovered independently of others who made similar discoveries. While proof may be lacking, the earliest concepts of mathematics may be some 250,000 to 300,000 years old. The first use of numbers as written records is unknown. However, a bone of a young wolf deeply cut with 55 notches-arranged in two rows, one of 25 notches, the other of 30-was found in Czechoslovakia. Dated to be about 30,000 years old, it is perhaps an early record of some kind of counting system. It is assumed that mathematics was developed as an answer to man's practical needs, but anthropological studies suggest that the art of counting may have developed in connection with the needs of primitive religious ceremonial rites. Fingers probably were first used to designate sets of from one to five objects. Using both hands, up to 10 items could be indicated. As civilization developed, so did the need for more flexible systems to record items of trade, measure land, and figure taxes. Aristotle noted that the development of the decimal system comes from the fact that most people are born with 10 fingers and 10 toes. In spite of this obvious fact many early civilizations used binary, ternary, and quinary systems while vigesimal systems (with 20 as a base) and even sexagesimal systems (with 60 as a base) were used by others. A form of writing was in use in both the Mesopotamian and Nile valleys as early as 3000 to 4500 B.C. In Mesopotamia, wedge-shaped marks were impressed upon soft clay tablets that were hardened in ovens or by the sun. Many thousands of such tablets have survived. When the tablets were finally deciphered, some were found to be records of items shipped in trade, inventories, tax accounts, and mathematics exercises for teaching. Mesopotamia is also the source of an interesting board game dating back to about 2500 B.C. Its buttonlike men and triangular dice were apparently used with squares of shell, inlaid with lapis lazuli and red sandstone. Unfortunately, rules of play were not found. In Egypt, record preservation was somewhat better. Discovery of the Rosetta Stone in 1799 eventually led to deciphering the Egyptian hieroglyphics that included a numbering system at least 5,000 years old. These records show a competence in counting and numbering. A calendar of good accuracy may have been in existence as early as 4,200 years ago. The Deister No. 7, "77" and "88" Coal Washing Tables have been used by the coal industry in the cleaning of finer sizes of coal (-1/2") since washing of coals became necessary. This paper will deal with the in-plant use of the CONCENCO "88" Deister Coal Washing Table, along with a brief description of the Deister Refuse Superscalper. Efficient in-plant operation of the Deister Coal Washing Table can be accomplished by the adjustment of six basic variables. These variables are: 1. Headmotion 2. Feed 3. Riffle Pattern 4. Dressing Water 5. End Elevation Adjustment 6. Side Tilt Adjustment VARIABLE NO. 1 HEADMOTION The reciprocating movement of the "88" Table is developed within the headmotion entirely by rotating eccentric weights. Four parallel shafts each carry pairs of eccentric weights (Figure 1-A). The shafts are geared together with gears of 2 to 1 and 1 to 1 ratios, so that the two shafts in vertical alignment which carry the small eccentric weights operate at twice the speed of the other two shafts. The other two shafts are also in vertical alignment with each other and carry large eccentric weights. As power is supplied to one high-speed shaft, once each revolution the forces produced by the large eccentric weights are reinforced and then opposed by the small eccentric weights in a horizontal plane. The direction of movement of the table decks is reversed much more sharply at the forward end than at the backboard end of the stroke, causing material to move toward the refuse end of the table. Because in the vertical plane all centrifugal forces oppose each other and cancel out, there is no vertical movement and virtually no impact to the support steel. The "88" Coal Washing Table is suspended by wire-rope cables from three overhead steel beams, and operates with a perfectly uniform and exact differential motion curve in every stroke (Figure 1-B). The decks, being attached to the headmotion, are reciprocated in a parallel line from the head- motion to the refuse corner at speeds varying from 260-300 strokes per minute. Both length of stroke and speed are set at the factory for the coal characteristic desired and should not be changed. A 3 HP motor is mounted on the top of the headmotion and uses 3 V-belts to transmit driving power to the headmotion. The headmotion must be kept running on a horizontal plane. Punch marks are provided on the side and end of the main frame for use in leveling the motion (Figure 1-C). In leveling the motion, the work must always be done with two cables. To level the long side of the headmotion both front or both rear cables are raised or lowered to bring motion back to level. To level side to side, both right side cables or left side cables are raised or lowered to bring motion back to level VARlABLE NO. 2 FEED When tabling different size coals, each deck of a "88" DIAGONAL-DECK Coal Washing Table will handle feeds as described in figure 2-A.

About Cominco Only the original Broken Hill zinc deposit in Australia is larger than Cominco's Red Dog deposit. Indeed, the third largest zinc deposit in the world is Cominco's own Sullivan mine in British Columbia. The production plan at Red Dog is based on mining 1.9 Mt/a (2.1 million stpy) or ore, to produce 635 kt (700,000 st) of zinc and lead concentrates. At full production, Red Dog will be the largest zinc mine in the Western world. It will also be one of the lowest cost producers in the Western world. And Red Dog will be one of the first major hardrock mines to operate in Alaska in modern times. The Red Dog project will be the third and largest of Cominco's Arctic mining developments in the past 13 years. The company's Black Angel mine in Greenland started up in 1973. And the Polaris mine, high in the Canadian Arctic, began production in 1982. Red Dog is one of the world's great mineral deposits. It is a unique combination of large size, high grade, and a waste-to-ore ratio less than 1:1. The present mineral reserve (Table 1) is estimated to be 77 Mt (85 million st), at a grade of 17.1% zinc, 5% lead, and 82 g/t (2.4 oz per st) of silver. Mine life is estimated at nearly 50 years. Cominco is the largest producer of lead and zinc in the Western world. Cominco's smelter in southern British Columbia is the largest lead and zinc plant in the west. Cominco also produces copper, steel, tin, gold and silver, along with potash, ammonia, urea, and phosphate fertilizers. But Cominco's major products are lead and zinc. At present, Cominco produces more than 10% of the Western world's needs for these metals. Background-Red Dog The Red Dog mineral deposit is located in northwestern Alaska, about 960 km (600 miles) by air from Anchorage, Alaska's largest city. The Red Dog region is home to more than 5000 people living in 11 villages. The largest village is Kotzebue, with a population of about 2500. The village is located about 144 km (90 miles) southwest of the mine. The country around Red Dog features rolling hills, leading into mountains to the north and east. The deposit, at an elevation of 305 m (1000 ft), is in permafrost. But the area is not nearly as cold as that encountered in the Canadian Arctic, or on Alaska's North Slope. At Red Dog, the permafrost is relatively fragile. It can be thawed fairly easily, a factor in engineering designs. Red Dog Creek flows through the mineral deposit. One of the natural phenomena at Red Dog is the presence of significant heavy metal contamination in the creek. This has eliminated all fish in the vicinity of the deposit. The contamination, and resulting mineral stain, led to the discovery of Red Dog. The staining is caused by rain and snowmelt. This leaches the heavy metals from the mineral zone, which comes right to the surface in many places. As mining progresses, this surface mantle will be removed. This will

With the rapidly growing use of hydraulics in mining equipment, maintenance personnel should be familiar with the various components in hydraulic systems. Hydraulic systems do wear out - the fluids they transport are hot and turbulent, the equipment they power often imposes tremendous pressure pulsations and bending stresses, and the working environment is harsh. Therefore, even though hydraulic hoses are made of remarkably trouble-free components, they do need to be replaced periodically. There must be coupling methods that allow hoses to be replaced without disturbing other components. Couplings must also provide a variety of leak-resistant connections between hoses and other components in the hydraulic circuitry. Threaded Connection and Seals Hydraulic coupling thread ends and sealing arrangements are standardized, with many types available. Their outward appearance varies, but coupling configurations are recognizable by examining threads and seals and comparing them to the examples provided here. Iron Pipe Thread There are two kinds of iron pipe threads normally used in mining equipment circuitry - National Pipe Tapered Thread for Fuels (NPTF) and National Pipe Straight Thread Mechanical Joint (NPSM). The NPTF seal is the engagement of the coupling threads, called thread interference. When tightened, the tapered thread of the male fitting binds into that tapered thread of the female fitting to form a relatively leakproof seal (Fig. 1). In the NPSM seal, there is a 30° angle seat machined into the end of the male NPTF fitting. This seat engages with a mating 30° angle cone on the inside of the female fitting. Female NPSM fittings have straight threads, as opposed to the tapered threads of the NPTF fittings. However, most NPTF solid male fittings also have a 30° angle seat enabling them to be used with NPSM female fittings (Fig. 2). JIC and SAE Fittings Joint Industry Conference (JIC) and Society of Automotive Engineers (SAE) seals are formed by joining two mating, conical metal surfaces. The coupling threads are used to bring and hold these surfaces together to form a leak-resistant seal. A JIC connection is a solid male threaded end, with a 37° machined male nose, mating with a 37° female flare seat. When connected, the mating surfaces are held together by the threads, but the threads do not form the seal. The female seat is created by flaring a tube end or machining the interior surface of a stem to 37°. A female JIC has a swivel nut, allowing the sealing surfaces to be joined together without twisting a hose or twisting the seats against each other (Fig. 3). JIC couplings are frequently used on low, medium, or high pressure hydraulic circuits on mining equipment and machinery. The SAE connection is similar in appearance and sealing characteristics to the JIC system, except the angle of the machined male nose and female flare seat is 45° (Fig. 4). "O" Ring Fittings Seals for "O" ring fittings are formed by compressing an "O" ring against an exposed machined surface on a mounting block or hydraulic component part. Recent mining regulations have increased the need for detailed engineering and environmental information pertaining to the hydrogeologic environment in mining areas. The cost of obtaining such hydrogeologic information has also increased. After mineralization of potentially economic grade ore and tonnage has been identified, and after completing preliminary mining feasibility studies (suggesting that development is merited), a second exploration phase can incorporate a simple, cost-effective baseline hydrogeologic data reconnaissance program that is limited but useful. Using exploration drill holes only, this program can provide a direct indication of where ground water is encountered. Also, reasonable estimates can be made on the relative production of water from various water-bearing strata, a composite potentiometric surface map can be prepared, and the general chemistry of the ground water can be characterized. This article outlines what typical baseline hydrogeologic data are needed and describes how it can be easily obtained during exploration drilling. Introduction Major engineering and environmental ground water parameters can be identified early in a project by using, drill hole data obtained from a mineral exploration program, designed by the mine geologist and hydrogeologist. Most importantly, data obtained in the exploration drilling program can be used to design a logical, defensible, and cost-effective baseline ground water data reconnaissance and monitor well program, which would be required for mine design and ultimately for mine permit approval. Drilling Where possible, exploration drill holes should be drilled with conventional rotary drilling equipment using air or, if necessary, water as the drilling fluid. Rotary air or water drilling generally allow good delineation of the first major saturated or water-bearing zone. If mud must be used during drilling, distinct hydrogeologic zones can still be defined, although the task may be considerably more difficult. Water Levels Static water levels can be obtained from selected exploration drill holes at specific depths while additional boreholes are drilled. Such measurements should not, however, be conducted until the hole has been developed with air (no water) and has stabilized at each of the depths to be measured. Such water-level information can be particularly useful when more than one aquifer exists. Where mine development is eminent, the hydrogeologist should install 50-100 mm (2-4 in.) diameter PVC casing in select drill holes. The PVC should be slotted, gravel packed, and properly sealed so additional hydrogeologic data can be collected for specific hydrogeologic zones at a later date. Such data could include water level information, permeability estimates based on injection and /or pumping tests, and water quality data. Where casing is not installed in drill holes, or when the drill holes are abandoned, the holes should be properly grouted and back-filled to the ground surface to prevent potential future ground water contamination. Monitoring Air Lift Water Production Estimates of the relative production from various water-bearing strata can be obtained from selected exploration drill holes. If ground water is encountered, its air lift (ground water flow) production can be measured at distinct intervals using a surface water flow measuring device, such as a portable Parshall

INTRODUCTION In this section, it is assumed that the reader is an engineer with sufficient training in underground mining work, preferably with budgetary control, to understand the mining methods outlined in other sections of this handbook. The mining-method descriptions are not repeated herein; only sufficient information is provided to enable the reader to comprehend the development of the costs presented. All costs are in 1977 US dollars, except where explicitly stated otherwise. CAPITAL INVESTMENT The capital investment in the underground mining portion of any mining property includes the following: 1) The development of original access involving adits, shafts, declines, etc. It includes the necessary equipment for transporting men, materials, and rock. 2) The purchase of mine equipment including loaders, underground haulage equipment, fans, pumps, electrical distribution, surface facilities associated with the underground mine, etc. 3) Sufficient preproduction mine development to assure steadily increasing production after startup. De- pending upon the mining method used, the preproduction development should provide a supply of three months to one year of ore that is developed and is ready to be stoped. Underground development also includes excavations other than shaft stations, loading pockets, sumps, etc., which usually are associated with the means of access and are excavated by the contractor. These excavations could include a crusher cavern, an ore- storage pocket, and underground workshops that may or may not be included by the shaft-sinking contractor. Portions of these could be delayed until after production begins, but it is preferable to complete them during the development phase, so there is no interference with the production buildup. 4) The staff and labor costs for all phases from inception through final production. 5) The provision of mine-surface equipment and facilities strictly applicable to the underground portion of the operation. The required facilities include a changehouse with a lamp room, a first-aid station, compressors, an electrical substation, workshops, a ware- house, water pipelines to the concentrator, water storage tanks, explosive storage, etc. A concrete-batch plant, a sand-fill plant, and boilers for heating may be required. 6) Other direct and indirect costs. 7) Engineering, design, and procurement costs. 8) Contingency allocations. 9) Contractor's fees, startup costs, and owner's costs. Original Access As part of a study for the US Bureau of Mines, Dravo Corp. conducted an extensive literature research survey covering underground operations in the United States between 1963 and 1973. Table 1 is compiled from the section of that study pertaining to the types of access to underground mines. Table 1 does not include distances attributable to the deepening of existing shafts, nor does it include shafts bored by raise drills or downhole machines that need existing underground workings for the disposal of the cuttings. During the period under review in the report ( 1963 through 1973). concrete-lined circular vertical shafts were the predominant means of providing the first access to a new underground mine; these shafts accounted for 80% of the original access in terms of the number of accesses completed, and 75% in terms of the total verti- cal linear distances. The inside diameters of the conventional circular shafts ranged from 3.7 to 7.0 m (12 to 23 ft). Most (72% ) of these conventional shafts were for production,

INTRODUCTION The use of specialty chemicals In mining Is an Important consideration In determining the economic efficiency of a floatation plant. The plant metallurgist would like to maximize the recovery of valuable minerals while maintaining an acceptable grade product. The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. Until the last several years these operations were located In Industrialized countries, while a significant number of mining chemical users were In developing countries. Therefore International trade In mining chemicals developed through agencies or agents in each particular country.

Thompson and Adler (1988) present a new simulator for use in designing conveyor belt systems for underground mines. Their model uses a large Fortran program to do a Monte Carlo simulation. Their approach is similar to that done by other researchers, such as Stanford (1965) and Newhart (1977). All Fortran based simulation models use an imaginary clock that is advanced a time increment. At each advance of time increment the program has to determine what is to take place in the system. Since many things can take place at different places in the system, this approach requires that a large amount of logic is needed at each step of the program. This, then, necessitates a great amount of jumping between different portions of the program. In fact, the Fortran program, CMBCS, takes up to 15 to 20 minutes to run on the mainframe and several hours for the PC. Such execution times are typical of Fortran based simulation studies. There have been other examples of Fortran based simulation studies in mining. Cross and Williamson (1969) presented a model of a working open-pit copper mine. Fosinato (1982) presented a model of the bucketwheel excavators for the large open-pit mines in Southern Victoria in Australia. These excavators discharge into a complex conveyor system, which can be thought of as being similar, but more complicated than the one modeled by CMBCS. All previous simulation studies using Fortran as the source code have several things in common: they all are very lengthy, often being of the order of 10,000 lines of code and take a great deal of CPU time to execute. The program of Fosinato takes more than 4.5 hours to run on a large mainframe. Also not mentioned by Thompson and Adler is the actual time it took to write the Fortran code. This, too, can be considerable, as Fosinato's program took several man years to write and de-bug. In order to change it, as the parameters change or as the mine increases, further large amount of time is needed. An alternate to such Fortran based programs is provided by using a special computer language known as General Purpose Simulation System (GPSS). This language is designed to solve a wide variety of discrete event simulation problems and appears to be particularly suited for mining situations as shown by Sturgul and Yi (1 987). Although GPSS was introduced as far back as 1961, it has not been used in mining to any great extent. However, the original form was quite crude and inefficient compared to modem versions. Perhaps with the increasing popularity and availability of these recent versions, this will change. Two such versions are GPSS/H for the mainframe and GPSS/PC for the personal computer. GPSS/H allows for interactive usage, such as allowing input data to be entered via a menu. GPSS/PC has excellent graphical capabilities and one can actually view the simulation in progress. In addition, one can halt the simulation and change values of various parameters. If a particular portion of the simulation is in progress via a concept known as "microwindows." These new versions have greatly increased the potential for using the language for mining situations. Mining applications of GPSS have been given by Sturgul and Yi (1987), Sturgul and Harrison (1987), Sturgul (1987), and Sturgul and Singhal (1988). Schriber (1987) presents a summary of the recent advances in GPSS.

Introduction The US mineral industry in 1983 participated in the recovery from the recent recession. Compared with 1982, the value of raw nonfuel mineral output rose 8% to $21.2 billion. The $218 billion worth of goods processed from this crude mineral output represented a 9% increase over 1982. Even in real terms, these figures reflect growth. Demand for nonfuel mineral materials, of course, depends on the overall state of the economy, which steadily improved each quarter in 1983. Of particular importance to the mineral industry were surges in key mineral-consuming sectors such as construction and automobile manufacturing. New housing starts rose one-third, to 1.7 million units, while automakers turned out about 35% more cars (6.8 million) and 25% more trucks (2.4 million) than in 1982. These are significant increases, even considering recent trends toward smaller, lighter vehicles, and multiple-unit housing. A comeback for the mineral industry, however, is bound to proceed unevenly, particularly at the beginning. Traditionally, the industry lags behind the rest of the economy during a recovery, and some mineral products respond to overall economic improvement more quickly than others. This pattern has been repeated many times and the industry is used to it. Mineral executives know it is best to be patient and cautious during the first stages of an economic upturn. Many experts say that it may take extraordinary toughness, patience, and caution this time around. Steel Improves Raw steel production - a major indicator of both material use and mineral production - rose 14% to 77 Mt (85 million st), stimulating a 7% rise in domestic iron ore production to 39 Mt (38 million It). Still, the iron ore industry operated at less than half capacity, with most major mines remaining closed for part of the year. Iron ore imports dropped 24% to 10 Mt (11 million st), so demand was partly met by withdrawals from stocks. Despite the increase in steel production for 1983, output remained far below levels of just a few years ago. For example, 1983 production was still 29% less than in 1981. Raw steelmaking capacity actually declined about 10% during the year to 122 Mt (135 million st). The industry continued to cite steel imports, especially those from developing nations, as a major cause of domestic capacity loss. As long as steel production remains weak, steelmaking metals suffer. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about one-third capacity in 1983, with six of the 19 companies involved being closed all year. The US mined no manganese or chromium, and very little nickel, although the country's only nickel mine did resume production in November. Molybdenum production, at 13.6 t (15 st), was only about one-third as much as in 1982. The major molybdenum mines, Climax and Henderson in Colorado, remained closed all year. To meet demand, molybdenum stocks were halved to 19 t (21 st). Mine shipments of tungsten, another mineral tied to steel production, dropped 30% to 1.1 kt (1,200 st) of contained metal. One of the most positive responses to the general economic recovery came from the aluminum smelting industry. By the end of the year, it was operating at about 79% capacity, compared to 59% in January. Nevertheless, the 3.3 Mt (3.64 million st) of primary aluminum produced represented only a slight increase over 1982. Total bauxite imports were about 27% below 1982 levels. Production of magnesium metal rose 11% to 100 kt (110,000 st). But titanium was more typical of other

Iodine, a grayish-black nonmetallic element, with a density of 4.9 g/cm3, is a solid at ordinary temperatures. It is a member of the halogen family, along with fluorine, chlorine, bromine, and astatine. Iodine melts at 114°C. and at 184°C it is volatilized to a blue-violet gas that has an irritating odor. It does not occur as an element in nature, but occurs as iodates, iodides, or other combined forms. It is the 47th most abundant element in the earth's crust. Iodine was discovered by Bernard Courtois in 1811. He observed an unknown substance in the crude soda ash that results from the burning of seaweed. Samples of this unknown substance were identified to be a new element, and in 1813 Gay-Lussac named the substance iode, from the Greek word for violet color. The world production during 1989 and 1990 [(Table 1)] is estimated to be about 16 million kg per year (Lyday, 1991), of which about 30% is consumed in the United States. GEOLOGY AND MINERALOGY Compounds of iodine are minor constituents in seawater and brines, in certain marine organisms, and in minerals of the Chilean nitrate deposits. Seawater contains approximately 0.05 ppm iodine, and certain marine organisms, such as seaweed, sponges, fish, and some brown algae, are able to further concentrate iodine (Lyday, 1989a). Some seaweed can extract and accumulate iodine up to 0.45% of their weight, on a dry basis. The northern Chilean nitrate deposits, in the Atacama Desert, contain the following iodine minerals: lautarite, Ca(I03), (calcium iodate); dietzeite, CaJIO,), (CrO,) (calcium iodate-chromate); and bruggenite, Ca(I03), . H20 (Erickson, 1981). Various subsurface brines also contain iodine compounds. Some gas-field brines in the United States and Japan locally contain 30 to 1 300 ppm iodine. Several coals in Germany also contain iodine compounds. Iodine has been recovered from brines mainly in Japan and the United States, but also in Java, Indonesia, Italy, England, and the former USSR. Iodine has also been recovered from seaweed in Ireland, Scotland, France, Japan, Norway, and the USSR. Seaweed was a major source of iodine for the world in the first half of this century, and it remains as a large resource. The reserves and future resources of iodine are large, even excluding the resources in seaweed and seawater, and are shown in [Table 1]. Analysis Iodine as the free element can be detected by the characteristic blue color it gives to a starch solution. Quantitatively it is determined as the free element by titration with standard thiosulfate solutions using starch as an indicator. Colorimetric methods are also applicable. PRINCIPAL PRODUCING COUNTRIES Major iodine-producing nations are Japan, Chile, the USSR, and the United States, with lesser amounts being produced in China and Indonesia ([Fig. 1; Table 1]). Annual world production in 1989 and 1990, respectively, is estimated at 15.6 and 16 million kg. In Japan and Chile, the production of iodine depends on production of other materials, such as natural gas or nitrates, respectively, whereas in US operations (in Oklahoma) iodine is the major product recovered from natural brines. Chile was for a long time the principal world producer of iodine from its nitrate-fertilizer operations, but in recent years Japan has become the world leader with increased production of natural gas and associated iodine-rich brines.

INTRODUCTION If a uranium mill worker is involved in an accident, analysis of excreta for uranium content and[in vivo] counting methods are used to estimate the extent of the possible exposure and to predict the pattern of uranium distribution among tissues (Spitz, [et al]., 1980). Interpretations of urinary excretion data are based on studies of human exposures to single uranium compounds including U02, U308, U03, UF4, U02F2 and UF6 (Alexander, 1974). Refined uranium ore (yellowcake) is a variable mixture of U03-NH3-H20 adducts (ammonium diuranate, ADU) and their thermal conversion product, U308. The variability in composition of yellowcake (Kalkwarf, 1979; Eidson and Mewhinney, 1980; Dennis, Blauer and Kent, 1981) complicates the interpretation of bioassay data from individuals that might have inhaled any single yellowcake material. A test system would be useful to estimate the dissolution behavior of a particular yellowcake aerosol inhaled by a worker and aid in the interpretation of bioassay data collected before and after an accident. A series of experiments was conducted for this purpose. The objectives of these studies were to: 1) develop specific criteria for comparing [in vitro] dissolution systems and 2) use the criteria to evaluate solvents, methods and experimental temperature and pH conditions used in previous studies. Dissolution experiments were conducted using different combinations of solvents, conditions and methods with a common yellowcake sample. Because little information is available from human yellowcake inhalation exposures to evaluate the [in vitro] results, criteria for evaluation of different tests were derived from a model of yellowcake dissolution in lung constructed from a number of cases in which humans were exposed to single uranium compounds known to be in yellowcake (Mercer, 1975). MATERIALS AND METHODS Materials The powder used in the tests was taken from one lot of yellowcake obtained from a commercial uranium mill. The same powder was previously designated as Mill D in Eidson and Mewhinney, 1980 and Mill 2 in Kalkwarf, 1979. The ammonium diuranate content was measured by infrared absorption to be 25% ± 1% (Eidson and Mewhinney, 1980). Solvents The compositions of the two biological fluid simulants used are compared in Table 1. Simulated lung fluid (SLF) (Kalkwarf, 1979; Dennis, Blauer and Kent, 1981) was chosen to simulate the composition [ ] of lung fluid as closely as practical (Moss, 1979). Simulated blood serum ultrafiltrate (SUF) (Eidson and Mewhinney, 1980) was chosen because of previous successful efforts to model human urinary excretion of inhaled plutonium aerosols (Kanapilly Raabe and Boyd, 1974) and the dissolution rate of 241Am02 in Beagle dogs (Mewhinney and Griffith, 1981). Major differences are that simulated lung fluid contains Mg2+ and a higher Ca2+ concentration than SUF and that SUF contains ammonium ion. Both solvents include protein substitutes; acetate is used in SLF, while amino acids are used in SUF. Both solvents include phosphate but the chelating agent diethylenetriaminepentaacetic acid (DTPA) is included in SUF to prevent possible formation of insoluble uranyl phosphate precipitates that would result in an underestimation of solubility. In addition to the above solvents, modified solvent compositions were prepared to investigate the role of specific salts in yellowcake dissolution studies. Solutions of SUF (Table 1) were prepared without DTPA (SUF-DTPA) and without amino acids (SUF-amino acids). No solution excluded both DTPA and amino acids. The SLF solutions were prepared with DTPA (SLF + DTPA) and without phosphate

The studies conducted by Laplante and coworkers (1983,1984) with flotation of galena and quartz, showed that the rate of flotation reaches a maximum value for a certain intermediate value of the air flow rate. A similar, though less pronounced, effect of the air flow rate on the selectivity was also observed. Luttrell and coworkers (1985) showed that the size of air bubbles has a significant effect on both rate and selectivity of coal flotation. These two studies used flotation tests in which no froth layer was formed. This note describes effects of the air flow rate and bubble size on the rate constant and selectivity of coal flotation, using a mechanical laboratory machine with a froth layer allowed to form. Experimental A raw, dry ground Illinois coal was used in flotation tests. Tap water with a natural pH of 7.0 to 7.8 was used throughout the tests. No other reagents were used. The starting concentration of coal in the pulp was 86 g/L. A standard flotation machine with the pulp volume of 5 L was used in experiments. Three different air flow rates were employed, resulting in three air escape velocity values of 14, 30, and 70 cm/min. The air escape velocity (AEV) was calculated as the ratio of air flow rate (Qa) to the slurry surface (Ss) in the machine. For a comparison, the upper limit of air escape velocity values used in commercial size flotation machines is between 70 and 100 cm/min (WEMCO, 1983). A machine consisting of a generator of fine bubbles and a separatory column, described elsewhere (Szatkowski and Freyberger, 1985), was used for some tests where bubble size lower than that generated in the standard machines was required. Prior to a flotation test, a batch of coal was mixed with water in the flotation cell for at least 10 minutes to ensure that all coal was thoroughly wet. Then the specified amount of fuel oil was added and the pulp was conditioned for five minutes. The specified amount of MIBC was added 15 seconds before the end of conditioning. After air flow was opened, flotation products were collected for 0 to 30, 30 to 60, and 60 to 120 second intervals. Content of the combustible material in samples was determined by subtracting the ash content from 100%. A photographic technique was used to determine initial distributions of bubble size generated by the flotation machines. Bubbles generated in water containing the prescribed amount of the frother but no solids were photographed against a black background. The average diameter and standard deviation were then calculated for each set of flotation conditions. The method gives results reproducible within k 5% of the average bubble size. Table 1 contains information about the measured bubble size distributions expressed by the average bubble diameter (Db) and the standard deviation ( SD ) . Introduction Coal petrography is the microscopic study and description of coal and other organic substances in terms of the microscopically recognizable organic constituents and of the rank of the material. Petrography studies of coal and other organic substances are useful in themselves, and have a number of practical applications. Some of these include determining coking quality of coal, estimating yields of methane from coal beds, and assisting in coal preparation. Petrography studies can also help in mine planning, in source rock studies, in combustion problems, and in synthetic fuel applications. Most recently, petrography has been found to be useful in studying sediment-hosted ore deposits. Microscopic constituents-macerals Under the microscope, coal is a heterogeneous assemblage of the coalified remains of woody matter and plant remains from the swamp or bog from which the coal was formed. The individually recognizable materials making up the organic mass are termed macerals by petrographers. They are the organic equivalent of the minerals that make up rocks. Coal petrographers can examine coal in two ways. Those interested primarily in the microscopically transparent macerals or in the study of very low rank materials, lignites for examples, like to use transmitted light microscopy where light passes through a microsection about 3 to 6 µm (0.0001 to 0.0002 in.) thick (Fig. 1). The dominant red color of the section in Fig. 1 is inherent, not a stain or produced by a filter. Distinct suggestions of textures in the reddish constituents can be seen. The red material is vitrinite and is thought to be the coalified remains of woody tissues. The yellow, lenticular substance is exinite. It is what remains of the waxy coating on a spore. Also seen are white dots of mineral matter and black opaque material that is better seen and described in polished sections. A polished microsection is prepared by grinding and polishing to a mirror polish a compact of coal and embedding resin or a coherent chunk of coal. The resulting microsection is then examined in a reflecting microscope. High magnification, 200X to 400X, and an oil immersion lens are needed to resolve fully the macerals of the organic matter so prepared. Figure 2 shows two macerals, an even gray vitrinite, unstructured and fusinite, a whitish, more or less cellular constituent. Fusinite is thought to represent more or less completely carbonized cellular material. Coal petrographers appreciate that coal is a heterogeneous material. Figure 3 is a view of another section. The generally structureless gray material is vitrinite. The bean-shaped dark constituents are exinites. The long, narrow, somewhat scalloped dark constituent is cutinite. Cutinite is thought to be derived from leaf coatings. Some coal petrographers would describe the large white, structureless mass as micrinite. Others might prefer the term macrinite. A few fragments of fusinite can also be seen. Figure 4 shows a coalified fungal remain, termed sclerotinite. It is surrounded by vitrinite and crushed fragments of fusinite all floating in a sea of embedding resin. Sometimes the microscope reveals the great heterogeneity of coal even on the microscope scale. Figure 5 shows a section with semi-fusinite, inertodetritinite, vitrinite, and micrinite. The nature of the heterogeneity may be judged by noting that the long dimension of the photomicrograph is about 70 µm (0.0027 in.). Measurement of rank Hoffmann and Jenkner (1932) discovered that measuring the reflectance of the vitrinite constituent of coal in a polished section gave a good measurement of the rank of the coal. INTRODUCTION Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported in an underground or surface mine. Underground mining proceeds by the continuous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits vary from area to area and between different mines. For mineral benefications of this ore in the mills, use is made of various chemicals, often with toxic or hazardous properties.1 As well as the need to control the more conventional hazards associated with any mining and milling operation, special care needs to be exercised in the mining and milling of uranium because of the radioactive nature of the ore. This requires that we examine closely the radiation hazard areas encountered in the mining and milling of uranium, with the broad overview of some of the basic facts in the radiation hazard control programme. To place the hazard in its proper perspective, we require recognition, evaluation and control of those factors arising in and from the workplace which may cause sickness, impaired health and affect the well being among workers or citizens of the community. The radiation environment in uranium mine is complex and variable. Although uranium ore is only mildly radioactive, it naturally contains a complex mixture of radioactive isotopes. Workers are exposed to external gamma radiation, to some beta radiation and to airborne radon, radon daughters and ore dust. All of these types of exposures warrant considerations in formulating control procedures but, in general, radon daughters are known to present the dominant risk. The basis of dose limitation in radiological protection is risk limitation. Long-term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia indicate that the incidence of lung cancer can be accounted for by a linear relationship with exposure to radon decay products.2 On the basis of this proportional exposure-risk relationship, a risk coefficient for lung cancer in the range of 1-5.10-4 WLM-1 during the total lifetime, has been estimated by UNSCEAR3 and other researchers. It should be noted that this risk coefficient includes the excess lung cancer risk from external gamma radiation in mines and from other carcinogenic chemical effects, if any, to which the miners are normally exposed during their underground work. It also takes into regard the possible synergistic influences. This paper reviews the occurrence of radiation and its control factors and the development of engineering design features for the environmental control at Denison Mine. NATURAL URANIUM SERIES Uranium is the most common element in the Earth's crust. It is widely distributed in nature in all rocks and is readily measurable in the sea. Hence, radon gas is universally produced in every part of the globe. Mining is patently confined to ores containing more than half a kilogram, or so, per tonne of uranium unless it is combined with other marketable metals. Uranium-238 is the first element in the uranium series. In all, there are 13 radioactive decay products of 238U (Fig. 1), ending up as a stable isotope of Lead-206. The whole basis of the radiological hazards associated with the mining and milling of uranium is dependent on the behaviour of these isotopes during each phase of the process.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. INTRODUCTION Mineral processing plants generally operate efficiently within the technical, economic and management constraints applied to them. They have no choice, because the dynamic and competitive nature of the mineral business dictates that survival and/or prosperity of the company depends on being a low cost producer. Progressive mineral companies realize that market downturns will occur, and they must continuously strive for lower unit production costs rather than be satisfied with the status quo. Mineral companies generally tend to reduce costs during market downturns. This short-term solution is achieved by high grading of ores, and cut-backs In waste stripping, exploration, and capital expenditures.(1) However, to remain a low-cost producer in the long term, companies must enhance revenue and reduce cost simultaneously. This Involves continuous evaluation of technologies and reagents, periodic audits to locate revenue losses; and gathering and analyzing statistical plant data to clearly understand the Impact of process variables on efficiency. Mineral companies are caught in a Catch-22. They need resources to accomplish the objectives outlined above. Most mill stuffs have been cut to the minimum level necessary to maintain production. Resources such as time, manpower and money are scarce, and mill metallurglsts struggle to use these resources productively. Is your flotation plant optimized? History Indicates that successful operations constantly tune the flotation circuits to Improve metallurgy or reduce cost. This Is the essence of evolutionary change In mineral processing operations. A plant auditing approach can play a key role in assisting the process engineers to achieve the overall objective of enhancing metallurgy and reducing cost with limited resources through evolutionary improvements. FLOTATION SYSTEM The flotation process is the most widely wed concentration process In the world today. The number of variables that can affect the flotation results Is very large, maybe over 100. These variables can be divided Into three main groups: (2) (1) ore and mineral properties; (2) reagent treatment; and (3) flotation machine characteristics. Some of these variables can be controlled while others have to be accepted. Recently, Investigators (3,4) have attempted to describe the flotation process as an engineering system which includes chemistry, equipment and operating variables. Though some of the variables are Independent, most are co-dependent. thus making it difficult to develop simple cause and effect relationships. For example, it is easy to understand the effect of reagent change on recovery and grade In the rougher circuit, but very difficult to quantify Its impact on filtration downstream. Plant audits on a periodic basis are necessary to develop an understanding of the Interactive nature of the system. Auditing provides comparisons of plant operating performance before and after variable changes. OVERVIEW OF PLANT AUDITING An audit Is a formal, thorough and periodic examination of a system. There are various types of audits (i.e., geological, environmental, metallurgical. economic, etc.), and each serves a different purpose. (5) The discussion here is related to plant and/or metallurgical audits. Neale and Flintoff note that two key factors governing changes In an operation are: (1) the opportunity must be recognized; and (2) the justification for change must exist. (6) Both factors emphasize the critical role of successful plant auditing. Without plant audits. many opportunities for improvement must go unrecognized. On the other hand, when a situation ripe for improvement Is recognized. the hard data from a plant audit can reveal the expected impact of an operating change.

J.R. Sturgul Thompson and Adler (1988) present a new simulator for use in designing conveyor belt systems for underground mines. Their model uses a large Fortran program to do a Monte Carlo simulation. Their approach is similar to that done by other researchers, such as Stanford (1965) and Newhart (1977). All Fortran based simulation models use an imaginary clock that is advanced a time increment. At each advance of time increment the program has to determine what is to take place in the system. Since many things can take place at different places in the system, this approach requires that a large amount of logic is needed at each step of the program. This, then, necessitates a great amount of jumping between different portions of the program. In fact, the Fortran program, CMBCS, takes up to 15 to 20 minutes to run on the mainframe and several hours for the PC. Such execution times are typical of Fortran based simulation studies. There have been other examples of Fortran based simulation studies in mining. Cross and Williamson (1969) presented a model of a working open-pit copper mine. Fosinato (1982) presented a model of the bucketwheel excavators for the large open-pit mines in Southern Victoria in Australia. These excavators discharge into a complex conveyor system, which can be thought of as being similar, but more complicated than the one modeled by CMBCS. All previous simulation studies using Fortran as the source code have several things in common: they all are very lengthy, often being of the order of 10,000 lines of code and take a great deal of CPU time to execute. The program of Fosinato takes more than 4.5 hours to run on a large mainframe. Also not mentioned by Thompson and Adler is the actual time it took to write the Fortran code. This, too, can be considerable, as Fosinato's program took several man years to write and de-bug. In order to change it, as the parameters change or as the mine increases, further large amount of time is needed. An alternate to such Fortran based programs is provided by using a special computer language known as General Purpose Simulation System (GPSS). This language is designed to solve a wide variety of discrete event simulation problems and appears to be particularly suited for mining situations as shown by Sturgul and Yi (1987). Although GPSS was introduced as far back as 1961, it has not been used in mining to any great extent. However, the original form was quite crude and inefficient compared to modern versions. Perhaps with the increasing popularity and availability of these recent versions, this will change. Two such versions are GPSS/H for the mainframe and GPSS/PC for the personal computer. GPSS/H allows for interactive usage, such as allowing input data to be entered via a menu. GPSS/PC has excellent graphical capabilities and one can actually view the simulation in progress. In addition, one can halt the simulation and change values of various parameters. If a particular portion of the simulation is in progress via a concept known as "microwindows." These new versions have greatly increased the potential for using the language for mining situations. Mining applications of GPSS have been given by Sturgul and Yi (1987), Sturgul and Harrison (1987), Sturgul (1987), and Sturgul and Singhal (1988). Schriber (1987) presents a summary of the recent advances in GPSS.

On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.
