Tile Asheville Minerals Research Laboratory is a member of the Engineering Research Department of North Carolina State University. The Laboratory is engaged mainly in applied nonmetallic mineral processing research to assist the North Carolina mining industry. A few out of state projects are handled at times. The Laboratory helped to bring the flotation process to North Carolina feldspar, spodumene, mica and phosphate producers and maintains versatile batch and pilot plant facilities at Asheville. It is of interest that North Carolina has now one of the newest and largest flotation plants at Lee Creek where Texas Gulf Sulphur Company produces 10,000 tons of phosphate concentrate per day, and one of the smallest flotation plants at Pittsburgh Plate Glass Company's fiberglass plant in Shelby, North Carolina where $50,000 per year of platinum-rhodium metal is reclaimed from wasted fiberglass furnace refractories in a tiny flotation operation of pilot plant size. The conservation of mineral resources through improved processing methods has been the object of most of the Laboratory's projects. This work has been extremely interesting and rewarding in many instances. Or, the example of projects for Kings Mountain Mica Company it will be demonstrated how waste could be reduced step by step from 20 tons of waste per ton of product to LO tons of product per ton of waste by improved processing methods. Brick, high grade potash feldspar, and silica sand are now produced from formerly wasted materials. AL this time Laboratory work sponsored by three feldspar companies, the State of North Carolina, and the U. S. Bureau of Mines, is aimed at reducing the amounts of feldspar tailings in the Spruce Pine area. Mineral dressing techniques are applied to reclaim saleable mineral products such as feldspar, mica quartz, and to make more uniform material for possible ceramic and other applications. Processes to produce new products such as sand-lime brick, and lightweight foamed autoclaved calcium silicate building products will be tested.

11.1 INTRODUCTION This chapter outlines some of the selection and design considerations for leach pads and liners. Leach pads and liners are generally chosen to provide the required or desired levels of low permeability and foundation conditions at minimum cost. The selection and design of a particular liner depends upon its anticipated use and performance, and what materials may be available. A leach pad is the firm base for a heap. When geomembrane liners are used, the pad is the firm, compacted foundation upon which the liner is placed. In the case of a clay liner, the clay liner is usually also the pad. It is important to consider the design of a pad or liner in terms of a system. The "leach pad system" consists of the prepared foundation, bedding layer (if used), liner (s), seepage collection or detection layer (if used), and cover layer. Foundation preparation is necessary to ensure a stable base for the rest of the leach pad system. A bedding layer is used to protect a liner from being punctured by large angular fragments in the foundation material. A seepage collection or detection layer, consisting of well-drained material and (sometimes) pipes draining to a collection sump, is included when a double liner is used. A cover layer on top of the liner can serve the following purposes (van Zyl and Strachan, 1986): • Preventing of ultraviolet light exposure to sensitive geomembranes; • Limiting evaporation from compacted clay liners and thereby eliminating cracking of such liners; • More efficient collecting of leachate; and • Protecting the liner from damage during heap construction. Economic evaluations of alternative liners for a project must include the overall system. For example, a geomembrane liner may require different foundation preparation and cover material selection and placement than a clay liner. Liners can be made of compacted clay onsite, amended soil, or geomembranes. Divided opinions concerning dredging-permit locations and boating uses on the Kansas River in northeastern Kansas led to a study of the recreation potential on the river by a legislatively mandated interagency group (five agencies) that included the Kansas Geological Survey (KGS). In addition, the KGS conducted its own study of the river corridor, encompassing the development, geology, and economic resources of the corridor (Brady and others, 1998). The corridor area is 12 mi wide and 140 mi long (171 river miles). Included in the study was the potential impact of restric¬tions to river dredging. The Kansas River and its floodplain in northeastern Kansas are underlain by Lower Permian and Upper Pennsylvanian limestones and shales. The river and its floodplain are the major sources of sand and gravel for northeastern Kansas, and the limestones along the river bluffs supply crushed stone and building stone. The population of the 10-county area bordering the river has grown by 20% since 1980, and now comprises nearly 40% of the state's population (U.S. Bureau of the Census, 1996). Projections (Floerchinger, 1992) indicate close to 50% of the Kansas population will reside in these counties by 2025, with a continued increase in the demand for aggregates. Factors such as floodplain width, price and availability of land, and overburden ratios tend to favor river dredging on the lower part of the river, and floodplain or pit dredging on the upper portion. The use of alternate sources of sand and gravel such as the Missouri and Arkansas Rivers would increase sand prices due to transportation costs to much of the 10-county area. In 1996, river and pit dredges along the Kansas River supplied more than 3 million tons of sand and gravel valued at about $8 million to northeastern Kansas. As a result of its study, the KGS had concerns with the idea of large recreation zones on the river that excluded river dredging in areas of presently large population and projected population growth. This controversial issue is likely to recur elsewhere.

The trace element geochemistry of the cherty, clay-rich carbonate residuum. Covering much of southern Missouri and adjacent parts of Arkansas was investigated during the early 1970's as part of a statewide geochemical survey of Missouri-1/2/3 The study was environmentally oriented and focused on the character of the "natural' geochemical environment of the state. A great deal of effort was made to collect samples that would represent the geochemical variability of the near-surface environment in an unbiased way. In general, this was accomplished by use of randomization procedures in both collection and analysis. Most of the sampling sites were selected randomly to prevent personal bias from entering into sample selection. In the laboratory, samples were analyzed in a randomized sequence to circumvent the effects of any systematic bias that may have entered into the laboratory procedures. Several residuum samples contained 1 000 parts per million (ppm) or more of Pb, Zn and Ba. All these samples were collected in Washington County in or near the barite district. The frequency distributions shown in figure 1 indicate just how unusual the residuum in Washington County is with regard to these three metals and copper. The shaded parts of the histograms represent the samples from Washington County. The histograms are based on analyses of 141 samples from 38 localities scattered over the subcrop of the Cambrian and Ordovician Formations of southern Missouri and northern Arkansas. Eight localities were selected randomly from over each of four bedrock units--Bonneterre Dolomite, Potosi and Eminence Dolomites, Roubidoux Formation, and the Jefferson City, Powell and Cotter Dolomites. Six localities were selected randomly from over the Gasconade Dolomite. The geochemical "background" for these elements in residuum is defined by samples from outside of Washington County (unshaded part of the histogram); lognormal distribution curves have been fitted to the corresponding parts of each histogram. The Formative Years Douglas Winston Fuerstenau was born December 6, 1928 in Hazel, SD to Edwin Arnold and Hazel Pauline (Karterud) Fuerstenau. His father, of German extraction, was a farmer and, later, a cabinet maker, while his mother, of Norwegian lineage, was a school teacher. His parents are still alive today at ages 91 and 88, respectively. Two younger brothers, Richard and Maurice and a sister, Jean, completed the family. The family first lived near Watertown and later in Lemmon and Mobridge, SD. The 1930's were a difficult period for any family in South Dakota. A decade-long drought made this a part of the dust bowl, which together with a serious infestation of grasshoppers (the locust plague described in The Bible), and the world-wide depression, made living difficult for all. In spite of these privations, Doug has many happy memories of his childhood which can be attributed to the resilience of youth and a strong family structure. He has fond memories of summers spent with his cousins on family farms where the children were introduced to farm chores at an early age. When he was old enough, he worked in a grocery store after school. At the age of 14 he spent the summer hearding 2,000 sheep near Lemmon, SD as his contribution to the war effort in that labor-short period. He remembers well the dust storms of the 1930ts, the destruction at his grandmother's farm by tornado, pulling weeds on the farm, threshing grain with a monstrous steam-driven machine and such pleasant childhood activi- ties as fishing for bullheads, hunting for rabbits, searching for arrowheads in newly plowed fields, and ice skating in the winter. Early in life his parents instilled in him a strong work ethic, a love of learning and the need for a good education. In 1943, the family moved to Rapid City, SD. With a population of 13,000, it was

"In the early 1920’s, the City of Tulsa, Oklahoma constructed an approximately 8,238-foot long tunnel, the Tiawah Tunnel, through bedrock. Voids behind the concrete tunnel liner were detected via probe drilling in early 2000 as part of an interior visual condition assessment. In 2012 and 2015, conditions along the entire tunnel were efficiently assessed through geophysical investigation using ground penetrating radar (GPR) along the inner tunnel crown and at various select locations within the tunnel. Fifty-seven (57) potential voids, extending up to 19 inches in depth and 12 feet in width, were detected with 1,000 MHz GPR and confirmed through probe drilling with approximately 80% accuracy. GPR proved to be an efficient and reliable technology for void detection behind concrete tunnel lining. This paper highlights the geophysical investigation and how geophysical efforts were combined with other investigation efforts to definitively determine the presence of voids outside of the tunnel lining.INTRODUCTION The city of Tulsa, Oklahoma has a population of about 400,000 people. The original source of water for the city was the Arkansas River. The first pumping operation provided untreated water to homes and businesses in 1904. The residents of Tulsa found this water to be unacceptable due to the high levels of salt and gypsum present. As the city grew, land and storage/treatment facilities were acquired in order to obtain and distribute a more suitable raw water. The raw water needs for the city are currently satisfied by transport and treatment of about 100 million gallons per day (MGD) of water from surface water sources. Water is transported many miles from Spavinaw/Eucha and Oologah lakes to Yahola Lake and the Lynn Lane Reservoir (totaling over 3-billion gallon capacity). From here, the raw water is treated and transported to the various customers (City of Tulsa 2015). The Tulsa Metropolitan Utility Authority (TMUA) is responsible for the operation and maintenance of the raw water transport system."

Silverton was the queen city of the western mining towns in the early 1900s. Located high in the San Juan Mountains, the town constantly grew and changed. Yet, it was subject to the vagaries and whims of economics, politics and disasters, natural or otherwise. Breweries, smelters and sawmills serviced Silverton's swelling mining population, which reached several thousand at its peak. Two trains a day ran from Durango to Silverton, in addition to trains running from Silverton over the top of Red Mountain on to Ironton. They ran up Cement Creek to the little town of Gladstone and up the Animas River Valley to Howardsville, Eureka and Animas Forks. During these prosperous times, construction flourished. There were plenty of wooden structures, and many of these stand today. The first brick buildings were built by bricklayer Patrick Stanley in 1877. It took quite a while for the first car to arrive. Almost 28 years passed from the coming of the first train to the arrival of the first car. It was brought over 3,840-m (12,600-ft) Stony Pass from Creede, CO, in an incredible journey retold years later by Louis Wyman. "Dad's daydreams were not the idle musings or the fantasies of a mystic," Wyman said. "They had a way of erupting into reality. He advocated and built good roads," he said. "During the summer of 1910, he was up to his sweatband in a project that took in half the state of Colorado. He envisioned an automobile highway, unheard of at that time, running southwest from Denver through the scenic grandeur of the high Colorado Rockies. The road would traverse a thousand miles or more of the state's finest recreational land finally circling back to Denver. Years later, when all of the county roads had been connected, it became known as 'Colorado's Thousand-Mile Circle Route.' Of course, Silverton and the San Juans were bright stars along the way."

During the late 1960s the mining industry became interested in USBM's efforts to develop the gold-silver heap leaching process. In the last 10 years, successful commercial heap leaching applications increased. The process provides a relatively low-capital means of processing treatable ores with reasonable operating costs. Present gold and silver prices compared to capital and operating costs favor the continued growth of the heap leaching method. The heap leaching process is defined as the percolation leaching of relatively coarse gold-silver ore piled on an impervious surface. To date, dilute alkaline cyanide solution is the lixiviant of choice. Other leaching reagents such as thiourea and hypo have been suggested, although they are not currently used in heap leaching practice. Ores may he run-of-mine in size or crushed as fine as about 10 mm. Gold and silver-bearing so¬lutions draining from the heaps may be processed in activated carbon columns to recover the metals, followed by stripping and metal recovery, or treated by the Merrill-Crowe zinc dust precipitation method. All solutions are generally recycled to the leaching step, and the heap leaching system is relatively easy to control from an environmental viewpoint. One advantage of the heap leaching process is its flexibility. Plants may be very simple, comprising leaching of uncrushed ore on a locally-obtained clay-lined pad and shipment of gold and silver recovered in the form of loaded carbon or zinc precipitates; such a plant would have a relatively low capital investment. More elaborate plants for larger ore bodies may be planned to include crushing, cyclic pad use, and done gold-silver recovery. General planning is similar in each case. This article outlines some key factors in designing heap leaching operations and discusses how these factors are applied to develop a working operation. Since individual design requirements and local costs vary so much, only a few general comments on costs are included.

"On underground construction projects, effective Quality Management is essential for ensuring facility durability, life cycle performance and low maintainability. Furthermore, follow on contracts also rely on an effective quality management system for interface congruency. An effective Quality Management System (QMS) is also essential in mitigating risks and meeting schedule and budget performance objectives. For the past 15 years Central Puget Sound Regional Transit Authority’s Link Light Rail extension has successfully completed over 10 miles of twin bore tunneling and associated underground features including cross passages, deep sump structures and shafts. After the completion of each segment, lessons learned have successfully been implemented to improve the quality of delivered projects. This paper presents the Sound Transit QMS with regard to a number of project elements of tunnel construction projects, with specific focus on quality performance of slurry wall construction, TBM tunnel excavation assessment, segment production and segmental lining installation, and other associated construction features. A collaborated total QMS will be presented in this paper that will serve as a guide for successful implementation of Quality Assurance and Quality Control processes. INTRODUCTION Implementation of a robust Quality Management System reduces defects, errors and omissions, identifies and addresses nonconformance in a timely manner and increases stakeholder confidence in the project. In fact and effective QMS helps ensure that optimal project outcomes are realized both in terms of project delivery and life cycle performance. The two key components of QMS are quality control and quality assurance. Quality Control (QC) is the procedure implemented to achieve a certain level of quality and ensure that products, processes and services meet specific requirements. Quality Assurance (QA) activities are carried out to evaluate the effectiveness of the quality control measures and ensure that the QC process is working. A team obligation that recognizes that quality is built into every aspect of a project is the basic concept of a successful QMS."

During the last decade or so great advances were made in the solvent extraction, electro winning technologies. They, combined with heap leaching, made it viable to exploit large, relatively low grade oxide copper deposits. The El Abra mine is a good example for such a deposit. Situated in Northern Chile at an elevation of about 4000m (14000 feet), 70 krn north of Calama, the El Abra deposit has been known for many years. In the early 1990's Codelco decided to sell a major holding in the deposit to international mining companies. After lengthy negotiations Cyprus Minerals finalized in June 1994 the purchase of 51% of the deposit with Codelco retaining the balance. lance. Already in 1993 Cyprus and the engineer on the project, began discussions with international materials handling companies with regards to the materials handling system required for the project. These early discussions were considered critical for this fast track project. Immediately after the notice to proceed with the project, several companies were invited to submit competitive conceptual proposals for that portion of the material handling system which was to transport crushed and treated ore from the plant to the leach pad and build the leaching heaps at a rate of up to 150 000 tons per day. A supplier was selected. Additional studies were made for the conveyor system from the mine to the fine crushing plant. Due to the extremely rugged terrain and high altitude at the mine, a decision was made to locate the plant and the leaching operations 15 km east of the mine at an elevation of 3400m. In July 1994 the supplier started the conceptual engineering with a design team at the engineer's San Francisco office. The undertaking was unique in the sense that the supplier's engineering team was integrated into the project for the duration of the conceptual engineering. The open and continuous communication greatly contributed to the success of the design work.

My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin's Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This does not mean that 75% of the footage in Britain was less than 10-ft in diameter. It means that 75% of the jobs being bid were less than a mile in length. "Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

"Coal mine ranks No.1 among the 6 major high-risk industries, so it is no doubt that the senior managers in the coal mine bear more stress than other industry executives. The massive working stress results in serious influences on the physical and mental health of the senior managers of coal mine, which might also induce the safety risk in the coal mine. Therefore, to evaluate the senior managers’ working stress and put forward strategies of mitigating the stress is of great theoretical and practical significance in improving the physical and mental health of the senior managers and reducing the safety risk in the coal mine. The research on the working stress has been made in the western countries for almost 50 years, China began the research in the mid and late 1990s, the research is spread across multiple industries including education, medical treatment, computer and aviation. However, there is little research on the senior managers’ working stress of the coal mine, so the available literatures are few. In the paper, we, based on the working stress model of Robbins and through questionnaire survey, analyze the element composition of the senior managers’ working stress of the coal mine; then, we construct the evaluation indicator system of the senior managers’ working stress of the coal mine based on the individual factor, organization factor and environment factor; after that, we determine weights of each evaluation indicators by using the improved triangular fuzzy number weight method, and set up the evaluation model of the senior managers’ working stress of the coal mine on the basis of the fuzzy comprehensive assessment method. At last, in accordance with the model, we evaluate and analyze the working stress for the senior managers of some typical coal mines, and diagnoses the major sources and intensities of the senior managers’ working stress, and then propose corresponding strategies of mitigating the stress."

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by " remote control " mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications" as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the philosophy behind this being to inspire other workers to achieve worth- while goals.

Introduction A new technology is evolving as a result of growing industry and government concerns over the potential impacts of possible airborne emissions from uranium tailings piles. A major component of the technology is the use of earth covers to stabilize the tailings after mill operations have ceased. While various analytical models have been used to predict the thickness of required covers, experimental validation of the models has been necessary. This paper presents the results of a field program to select and test cover material to determine its suitability for eventual reclamation of a currently active tailings pile. The two main criteria guiding the study were the U.S. Nuclear Regulatory Commission radon flux requirements (reduction to less than twice background pre-1979, and to 2 pCi/m2 -sec above background post-1979) and the desire to employ locally available material. The methodology chosen for this study consisted of three main elements: o Determination of the background radon flux. o Determination of the radon flux from the tailings pile. o Experimental determination of the cover material diffusion coefficient and and calculation of cover thickness. The first two elements of the study are relatively straightforward, the last phase is discussed in detail. Background Radon Flux Measurements of radon-222 emanation rates from the surface of the ground were taken at three sampling locations. Samples were collected by means of the accumulator can method described by Wilkening, 1977. Both morning and afternoon samples were collected at each site to obtain an average. The measured fluxes were fairly uniform and did not differ greatly among sites. The overall average flux for all sites was 0.63[+]0.28(o) pCi/m2 -sec. This value is equal to the average radium-226 concentration determined in the soil, thus yielding a one to one ratio of radon-222 emitted (in pCi/m2 -sec) to soil radium content (in pCi/g). Introduction There continues to be a large economic opportunity associated with improving process performance through advanced process control systems within the minerals industry. The basis for this opportunity lies in the inherently low efficiencies of many of the unit operations found in mineral processing plants as well as the continual variation that is present in the ores being processed. The ageless target of such control systems is improved recoveries and concentrate grades, higher processing rates and lower unit costs. Many plants are enjoying the benefits of modem, well functioning process control systems but few if any have achieved plant-wide optimization in an economical sense. As new process modeling and control technologies, such as neural networks, continue to evolve and develop, the potential for plant- wide optimization is becoming a closer reality. Neural network technology appears to have a significant potential in the general field of process control and control of mineral processing operations. Neural networks are an emerging technology that have been evolving out of the study of biological systems since the early 1940's. The first software simulation of neural computing networks was reported in 1956 by Nathanial Rochester of IBM Research during the first conference on artificial intelligence which was sponsored by the Rockefeller Foundation. Neural Networks Neural networks can be considered to be a class of computer program that perform their problem solving functions based on a rudimentary model of the human brain and how it solves problems. Traditional computer programs and even computers themselves solve problems or process data sequentially and in a deterministic manner. The human brain, on the other hand, processes data and solves problems in a massively parallel fashion. We think of computers normally in terms of having a single processing unit, sometimes a co-processor to assist in certain activities such as mathematical functions or communications, bytes of memory, processing speed and program/data storage size.

"Faced with the serious managerial situations and diverse conditions and needs for mine safety, occupational health and environmental stewardship in Chinese mining communities, an evidence-based approach is proposed for the management of mine safety, health and environment integrity. By the proposed approach, tangible and effective scientific evidence should be collected and accumulated, and the authenticity, accuracy and applicability of the evidence should be assessed to form an evidence-based approach for characterizing mine safety, health and environmental hazards and risks from multidimensional perspectives. The results are then used to formulate diverse safety, health and environment functional requirements. In an evidence-based approach, the evidence is combined with the professional experiences and the actual economic and technological situations, availability and affordability of a mine. This approach is helpful to establish scientific, reasonable, acceptable and effective solutions for identifying and mitigating hazards and improving the level of mine safety, health and environment integrity of mining operations.Introduction / Background In recent years, economic reforms have opened China's economy so that Chinese society has rapidly modernized. Along with this advancement, the exploitation and utilization of mineral resources continues to be active and the scale of mining production continues to increase, which has created a deterioration in resource reserves and as well as the general condition of mining technology. There are many hazards and safety problems in mine production and occupational health as well as in the community environment in China’s mining industry. These problems threaten the security of China's mines and present serious obstacles and challenges to the industry and the government. According to the statistics from the State Administration of Work Safety Supervision, there were 50,500 mine safety incidents in China between 2001 and 2013, which consisted of 31,439 coal mine safety accidents and 19,061 non-coal mine safety accidents, resulting in 30 deaths (Qin 2014). At the same time, mineral dust and radioactive material from mine production processes have increased the morbidity rate of silicosis and cancer in mining workers."

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. INTRODUCTION The use of high pressure water as a means of excavating valuable mineral from the earth dates back many hundreds of years, but is most familiar through its use in sluicing the gold bearing deposits of California and Alaska. Interestingly, that practice, which dates back from at least 1852, is now nearly defunct with only one known surviving hydraulicking operation.(l) In that particular development water under a relatively low, natural pressure head is carried to a nozzle and from the nozzle it is thrown a distance of perhaps 20 ft to wash the gold bearing material down into a channel from whence it's carried over some mineral collector, and the water is then recirculated. Development of this practice in coal mining began in Russia in 1915, and Dr. Muchnik established the criteria for hydraulic mining during the 1930's. The first water jet mine was established underground in 1939 and has been followed by several larger mines to the present day where there are at least 11 large mines producing about 10 million tons of coal per year in the Soviet Union.(2) Water jet mining has expanded from Russia through Japan, Germany, Poland, Czekoslovakia, and mainland China. The nearest location to the United States is currently at the Kaiser Mine in Sparwood, British Columbia, where a three-man crew has mined up to 3,400 tons of coal in a 6-hr shift. There are many advantages to this particular operation. It is one of the safest mining operations for coal in Canada and has won safety awards because of this. The process is relatively cheap since the cost of the equipment is much lower than that which would be required conventionally using either longwall or shortwall mining, and transportation is achieved by fluming the coal to a central station using a gravity feed and then pumping to the surface, (3) For this

6.1 INTRODUCTION The three most critical factors in successful heap leaching operations are: • The methods employed to pretreat ore (i.e, crushing and agglomeration); • Placement of ore on the leach pad (heap building techniques); and • Wetting of the ore with cyanide (solution application techniques). Improper execution of any of these initial steps may result in a substantial sacrifice of total metal extraction or, in the worst case, in project failure. Ore preparation in terms of crushing and agglomeration was discussed in Chapter 5; this chapter therefore focuses on commonly employed techniques for heap construction and solution application. The main objective of heap construction is to obtain the most homogeneous heap possible. "Channeling" of leachate in heaps with preferential seepage paths leads to preferential leachate distribution and uneven/incomplete extraction. The two main contributing causes of channeling are inadequate attention to heap construction and uneven solution application. These pitfall s can best be avoided through a knowledge of the various techniques available and the applicability and success of these techniques with various ore types and site conditions. The remainder of this chapter provides a discussion on these two subjects. 6.2 HEAP BUILDING TECHNIQUES Successful heap building techniques vary with the type of ore and, since no two orebodies are exactly alike, some slight modifications are usually necessary for each specific project. However, it is possible to generalize in terms of the appropriate techniques to be used with ores having similar characteristics. This section discusses the three most commonly used methods of heap construction and provides some guidelines with regard to ore types, construction constraints, and lift height parameters for each of the three. 6.2.1 Run-of-Mine Dumping and Dozing The run-of-mine method of heap building can only be used with ore of a highly silicious nature (i.e., ore which will not generate a large amount of
