Today, approximately 31% of underground coal mining operations have designated occupations or areas with more stringent (below 2.0 mg/m3) respirable dust standards in place. Many U.S. coal mines have been able to maintain compliance with very low dust levels, and the Bureau of Mines, in an effort to identify those factors contributing to low dust levels, completed a survey of twelve continuous miner sections which were able to maintain their dust levels at or below 0.5 mg/m3. The quantity and quality of face ventilation appeared to be the most important factor in controlling dust exposure. The results directed Bureau research towards identifying improved face ventilation techniques for reducing quartz dust levels on continuous mining operations. This research has involved the evaluation of a half-curtain face ventilation technique which reduces the cross-sectional area of the entry, thus increasing the air velocity over the operator. The Bureau has also conducted extensive laboratory studies to compare tubing versus brattice, including an evaluation of both systems in a crosscut turn. In an effort to improve ventilation and reduce dust exposures of roof bolter operators working downwind of the continuous mining machine, the Bureau has evaluated two novel face ventilation systems. The first system consists of a fan discharge tubing technique which routes dusty air away from the return entry being bolted. In a technique similar to the fan/tubing concept, exhaust air from the upwind continuous miner face can be scrubbed using a dust collector to capture a portion of the dusty air, clean it, and supply it to the bolter operators as a split of clean intake air. A better understanding of face ventilation techniques should lead to solutions to the problem of more stringent dust standards due to quartz.

Test work and plant operation confirmed that semiautogenous (SAG) milling is a viable option for Inco's milling rationalization project at Sudbury only if pebble crushing is included. Throughput increases more than 50% with pebble crushing incorporated into the comminution process. The finer product of high-speed pebble crushing provides further energy savings. The unconventional approach of pumping the pebble crusher product, while simplifying plant layout, has produced challenging wear problems. Inco Ltd.'s Sudbury operations are located in northeastern Ontario, Canada, about 400 km (250 miles) north of Toronto. Inco has 11 operating mines around the rim of the Sudbury basin. The mines currently produce about 11 Mt/a (12 million stpy) of ore. This ore contains pentlandite, pyrrhotite and chalcopyrite in mafic host rocks. The milling facilities are designed to produce 108.8 kt/a (240 million lbs/ year) of nickel as concentrate. This concentrate is further processed through Inco's smelting and refining facilities to produce nickel, copper and several other metals. Before 1991, -200 mm (-8 in.) ore was shipped to two primary mills. The Clarabelle mill had a design capacity of 29 kt/d (32,000 stpd). Frood-Stobie had a capacity of 16.3 kt/d (18,000 stpd). The flowsheets of these mills were similar. Two stages of open-circuit crushing were followed by rod milling and closed-circuit ball milling. The product from the comminution circuit, at 12% +250 mm (+65 mesh), was first passed through magnetic separators to recover magnetic pyrrhotite. It was then sent through a four-stage flotation process. The first two stages produced a high-grade copper-nickel concentrate. The final two scavenger stages produced a low-grade copper-nickel concentrate containing nonmagnetic pyrrhotite.

The conditioning of phosphate flotation feed with anionic flotation reagents was identified as a high- priority research topic during a beneficiation work- shop sponsored by the Florida Institute of Phosphate Research (FIPR). FIPR subsequently solicited research proposals to identify the mechanisms of reagent adsorption, to determine scale-up relationships for conditioner design, and to investigate the effect of conditioning variables on reagent adsorption and flotation performance. The two-year research project was awarded to Jacobs Engineering. Somasundaran, Inc., the University of Florida Mineral Resources Research Center, and the U.S. Bureau of Mines assisted Jacobs. Two mechanisms of anionic collector adsorption were detected by spectrographic analyses and confirmed by microcalorimetric measurements. The mechanisms provided a sound technical basis for the empirical practice of conditioning phosphate flotation feed at a high percent solids. Tests performed in laboratory and pilot-scale agitated tanks indicated that power intensity may be used as a reliable scale-up parameter for anionic conditioning of phosphate slurry. Excessive agitator speed during conditioning was found to be detrimental to anionic flotation performance. Some dimensional ratios of anionic conditioners were found to be consistent with good utilization of agitation energy. Laboratory conditioning and flotation tests demonstrated that adsorption of collector onto phosphate and the subsequent recovery of phosphate in anionic flotation were significantly influenced by the quantity and quality of water used in conditioning. Conversely, the quality of water used in flotation was more influential on the recovery of quartz in the concentrate. A comprehensive survey of anionic conditioners and conditioning practice in the Florida phosphate industry was also performed during this project. The study clearly showed that flotation testing with laboratory conditions typical of scientific research gives different results than laboratory testing with simulated plant conditions. The effects of test conditions on laboratory test results should be carefully considered by investigators planning and conducting applied research.

In 1911, Miami Copper Co. began a block caving operation at its Miami, AZ property. A gravity mill was used to separate copper minerals from the Pinal Schist host rock. Until 1932, the mill tailings were deposited by the upstream method using perimeter launders and spigot valves in six canyons adjacent to the mill. In 1928, the larger and more distant Solitude tailing pile was developed. By 1932, it was receiving all tailings. In 1925, Miami Copper converted the gravity mill to flotation with sulfide copper recoveries. From 1934 to 1943, Miami, Copper ran a leach-precipitate float (LPF) circuit on mined ore and, in 1943, began sulfuric acid in-place leaching of a portion of the caved area formed by block caving. The pregnant solutions were collected underground and pumped to the LPF precipitating drums to harvest copper. In 1954, the company started mining low-grade ore. This led to the running an old LPF plant on select mill tailings from April 1957 to March 1959. In 1959, block-cave mining ceased. Solution mining became the only source of production using a launder precipitation plant. In the mid-1960s, Miami Copper merged with the Tennessee Corp. In the latter part of the decade, Cities Service Co. bought the combined properties. In 1976, Cities Service commissioned a 15-t/d (16.5-stpd) solvent extraction electrowinning(SX-EW) facility at its Miami copper property to replace the precipitation plant. In 1982, Occidental Petroleum Co. bought Cities Service. In 1983, the Miami operations were sold to Newmont Mining Corp. and set up as a subsidiary company, Pinto Valley Copper Corp. Finally, in 1987, Newmont Mining spun off a combined Pinto Valley and San Manuel unit as Magma Copper Co.

OVERVIEW Like many older metropolitan areas across the U.S., the Greater Cleveland area is served by a combination of separate sanitary sewers and combined sanitary-stormwater sewers. In 1966, a Master Plan was implemented by the Northeast Ohio Regional Sewer District (District) to minimize pollutant overflows into adjoining Lake Erie and its tributary rivers and streams, that would occur during wet weather events. One component of the Master Plan was to reduce the load on combined sewers by constructing new conveyances to intercept separate sanitary flows and convey them to upgraded regional waste water treatment plants for priority treatment. As part of a 15-year program to construct 74 km (46 miles) of new interceptors, the West Leg Interceptor (WLI) Project intercepts flows from four decommissioned waste water treatment plants (WWTPs), and conveys those flows to the new Southwest Interceptor (SWI), which conveys the flows to the Southerly Treatment Plant, a tertiary level treatment facility. The WLI Project was built in sections to permit decommissioning of the WWTPs as each segment of the interceptor system was completed and put into service. Flows from the first of the four WWTPs was converted to the WLI in November, 1992; the final connection was achieved in July 1994. The WLI comprises 9.1 km (5.7 miles) of 21 to 29 m (70 to 95 ft) deep mainline interceptor tunnel, four vortex drop structures, approximately 2 km (1.3 miles) of shallow tunneled connector sewer to the mainline, approximately 2.9 km (1.8 miles) of open cut connector sewers, five construction work shafts (not including one work shaft constructed under SWI Contract 6 at the north end of the WLI), and 15 access shafts.

Underclays are associated with coals found in eastern Oklahoma. These coals are of bituminous rank and are in beds of Middle and Late Pennsylvanian age. They occur in an area of about 8,000 mi2, within the southern part of the Western Interior Coal Region. The rocks of the area consist of a thick series of sandstones, shales, underclays, coals, and limestones. There are more than 40 beds of bituminous coal in the state, but only 12 of these have been mined over large areas. The 12 are, from oldest to youngest: the lower Hartshorne, upper Hartshorne, McAlester (Stigler), upper McAlester, Cavanal, Rowe, Secor, Weir-Pittsburg, Mineral, Croweburg, Iron Post, and Dawson coals. None of the underclay associated with these coal beds is known to have been exploited commercially. Nine samples of underclay from beneath the Croweburg coal were collected over a wide area in the eastern Oklahoma coal field for evaluation. The underclays are usually shades of gray with brown or orange iron-oxide staining. Although soft and plastic in some places, they are generally hard and slickensided, and contain abundant carbonized plant fragments. Bulk chemical analyses, clay mineral identification, and ceramic tests were performed on each underclay sample. The dominant clay minerals are illite and kaolinite with some mixed-layer clays. Silica (Si02) ranges from 45.96% to 59.03% and alumina (Al2O3) varies from 14.98% to 23.60%. The U.S. Bureau of Mines Tuscaloosa Re- search Center conducted the ceramic evaluations. Samples were slow fired from 1,000°C to 1,250°C in 50°C intervals. Bulk density, color, percent linear shrinkage, and percent absorption were determined for each slow fire test. All Croweburg underclay samples are best suited for building brick.

The underground mining evolution for block cave mines in Chile and worldwide has made important strides in the last decades. Nonetheless, reserves determination in the initial stages of these types of projects—mainly for long-term planning—is not studied in as much detail as it should be, especially regarding the impact on the final value of the enterprise. Today, the first estimation of the size of a block cave mine, typically expressed in tons, tends to determine very large footprints and ore bodies. The resulting large-scale mine is obtained by applying the marginal cut-off grade (COG) to determine reserves. Yet, in many cases, it is possible to obtain an equal or higher benefit, extracting fewer reserves in less time, with a smaller active area, which significantly reduces the project’s uncertainty. To explore scenarios obtained by applying a higher marginal COG in the initial phases of the project, the Hill of Value methodology is used to estimate the net present value (NPV) in relation to the production rate and the COG. However, the application of this methodology considers certain simplifications that generate results which are not completely satisfactory in specific cases. This paper suggests an improvement of this method to obtain more reliable results regarding determination of a COG profile that will optimize the NPVof a block-cave project. The methodology was developed and applied in a massive polymetallic deposit with zinc, lead, and silver mineralization, corresponding to a real block caving project. The methodology provides NPV results that differ by approximately 15% in comparison to the real mine plan, while also being considerably simpler and faster to calculate. In summary, the proposed methodology provides a reasonable and fast procedure to estimate higher than marginal COG that increases the NPV of block cave mine projects.

"Among Tokyo Metro’s approximately 200km of subway lines, the Tozai Line that connects Chiba Prefecture and mid-Tokyo experiences congestion of up to 199% at worst and relief of this has become urgent. Therefore, as it is imperative to increase the number of trains operating in the exceptionally congested area from mid-Tokyo going east, a large-scale renovation work is planned between Iidabashi Station and Kudanshita Station that will facilitate turn-back via 3 tracks. While ensuring the safe and stable operation responsible for about 1.35 million passengers daily, this highly difficult work of inner wall demolition and reinforcement of the side walls and floor slabs will only be implemented for 3 hours during late night. This paper discusses large-scale plans to improve turn-back facilities, and the methods of construction therein as an example of operational improvement of a subway network. 1) INTRODUCTION The Tokyo Metro Tozai Line (“Tozai Line”) opened over the entire 30.8 km distance from Nakano to Nishi-funabashi on March 29, 1969. It has the longest operating length of the nine Tokyo Metro lines, and was the first subway line to extend past the borders of the Tokyo Metropolis. Through train services with two other railway companies are available from the Tozai Line. Tozai Line trains join the Sobu Line of the East Japan Railway Company (“JR East”) and the Toyo Rapid Railway Line of Toyo Rapid Railway (“TR”) from Nishi-funabashi Station, and the JR Chuo Line from Nakano Station. The line is structurally distinctive in that 51% of it was built using the open-cut method, 43% of it is elevated and the remaining 6% was built when we used the shield method for the first time 1)2)3)."

The major parameters affecting dust flow at a longwall face are dust generation rate, air velocity and quantity distribution at the face, and the characteristics of the dust such as particle size distribution, density etc. Previous studies have identified the longwall shearer as the major source of the airborne dust in the faces. In this study, the effects of dust generation rate and shearer speed on the levels of ambient dust concentration are investigated. A series of experiments were performed under controlled conditions in a full scale simulated longwall face at the Lake Lynn Laboratory mine of U.S. Bureau of Mines using characterized bituminous coal dust. A trickle-duster was moved up and down the longwall face to simulate the shearer. In each experiment, a known amount of dust was dispersed by the trickle-duster into the air and the average dust generation rate was calculated. At the same time, gravimetric respirable and total airborne dust samples were collected and air velocity measurements were made along the face. The experimental conditions, data, and results are presented and discussed in this paper. The airborne dust concentration and air velocity data indicate that the concentration increases and air velocity decreases with distance from headgate for the first half of the face. Towards the tailgate, the air velocity increases with increasing distance but the dust concentration levels off with some variations. The data show that a higher dust generation rate results in higher dust concentration levels. More importantly, the data show that the rate of increase of airborne dust concentration is higher than that of dust generation rate. For the same air velocity distribution and dust generation rate, lower speed of the dust source results in higher airborne dust levels at the face.

Introduction Pegasus Gold's Montana Tunnels mine is a large surface gold, silver, lead, and zinc mine located 37 km (23 miles) south of Helena in southwestern Montana. Milling operations commenced in late March 1987. The concentrator achieved full production in May that year after undergo¬ing several modifications and improvements. Production for 1988 is projected to be 2.48 t ,80,000 oz) of gold, 34.2 t (1.1 million oz) of silver, along with 8.5 kt (9400 st) of lead, and 22.6 kt (25,000 st) of zinc from lead and zinc concentrates. Mill throughput currently averages 11.7 kt/d (12,900 stpd), compared to the origi¬nally designed capacity of 11.3 kt/d (12,500 stpd). Cash production costs, net of bypro¬duct revenues for the third quarter 1988, were below $3.20/g ($100 per oz). The introduction of ore to the concen¬trator marked the culmination of 12 years ex¬ploration, evaluation, and development. Initial milling operations encountered diffi¬culties with the circuit as designed. As a result, several modifications and improve¬ments were made to the plant. This article is intended to assist other companies developing projects of this type and complexity. It discusses the mine's de¬velopment from feasibility and construction through start-up. The operation, as it exists today, is reviewed including the modifica¬tions and improvements made since start-up. History The mine is situated in Jefferson County, MT within the historic Corbin-Wickes min¬ing district. Underground mining began in 1864 and flourished until the early 1900s. Between 1864 and 1900 the vein deposits in the district produced about $41 million dol¬lars worth of lead and silver ores containing subordinate amounts of zinc, copper, and gold. At various times, three smelters were operated in the area.

This paper reviews the technical advice available to support companies in the delivery of social aspects of sustainable development. It will draw on diverse experience from the sparsely populated plains of the Central African Republic, one of the poorest countries in the world, to the densely populated villages of the Carpathian Mountains in Slovakia. It will review basic requirements for the consideration of social issues, as well as guidance on international best practice. It will review: the legal basis; coverage; consideration of alternatives; scope; inclusive decision-making; indicator development; impact monitoring and evaluation. The paper will discuss the breadth and depth of social issues for consideration, including the realms of responsibility of a company in terms of social development in different operating environments. The extractive industries invest substantial amounts of money which typically dwarfs local development, health or education budgets. Capacity building for local authorities is not directly the role of the company, but when understood as a strategy for risk management, it can play a vital part of sustainable development that benefits the local community and reduces the risk of social problems impacting profits. The paper will argue that social impact assessment is most effective when the outcomes are in line with a company?s principles and support core business practices. It is important that social impact assessment is viewed as an integral part of project decision-making and moves away from mistrusted PR and unsustainable philanthropy toward partnership, which finds suitable and appropriate solutions delivering ?win-win? outcomes. While development should not be seen as a direct company objective, engaging with development actors to better understand the operating context can ensure that social investment complements existing initiatives. The paper will also present different mechanisms for engaging with local actors, as well as developing successful social programmes.

In the past thirty years, there have been a large number of ownership changes in the industrial minerals arena and many medium to large companies have made industrial mineral acquisitions. Industrial minerals are exceedingly important to the achievement and maintenance of a high standard of living in the United States and in other developed countries. In the developed countries of the world the value of industrial minerals exceeds the values of the metallic minerals. In the U.S., the value of our industrial minerals is some 2 112 times that of the value of our metallic minerals. Almost every single thing we use or touch in our daily lives can be related to an industrial mineral. Examples are the construction industry, agriculture, ceramics, paper, paint, plastics, electronics, glass, petroleum, and many more in which an industrial mineral or minerals playa functional role. Industrial minerals are exceedingly diverse in their values, properties, and applications. Sand and gravel is an example of an essential industrial mineral commodity which has a low price but moves in very high volumes. Geographic location of this commodity is critical because of transportation costs. High calcium limestone or marble has a moderately high price particularly if it is white enough for use as a pigment or extender. This moves in moderately high tonnages and location is not as critical be-cause it can be shipped for considerable distances and still be competitive. Some specialty industrial minerals such as a white tale or white bentonite sells at a high price at low volumes and geographic location is not a major factor in marketing. Prices of industrial minerals do not tend to be cyclic and generally keep up with inflationary increases. Because of the diversity of industrial minerals very careful analyses of acquisitions or divestitures must be undertaken by buyers and/or sellers in order to prevent serious mistakes.

Although mineral commodities used to play and still play a very crucial role in the development of civilization over the centuries, their extraction, transportation, transformation and use are at present sources of great concern in terms of sustainability. Some of the most discussed environmental problems are in fact closely related to the utilization of minerals as materials and fossil fuels. The paper analyses the origins of sustain-ability weakness of mineral supply through Environmental Economics models, which have interpreted the phenomena of pollution and non-renewable resource depletion as a market failure. Conventional market tools have proved to be unable to perform an optimal allocation of those resources that are priceless or have open access. An external intervention is needed in order to reduce the excessive exploitation of environmental and natural resources. Some of the solutions proposed by policymakers and subsequently implemented by governments are briefly considered and the achieved results are discussed. In several cases the public intervention, where the attempt was to restore the sustainability conditions, has failed. Restrictive environmental protection regulations have resulted in severe limitations to the mining activity, without, on the other hand, achieving the expected results in terms of sustainability. Some of these regulations instigate unfair international competition practices among those producers who do care about the environment, but who have high production costs, and those who supply cheap raw material but whose low costs hide heavy environmental impacts. Nowadays, most of the world?s supply of minerals is being produced in developing countries, with severe global environmental impacts. As effective tools for monitoring the problem, sustainable development indicators could be used by policymakers to duly associate the comprehensive environmental impacts for each mining product, depending on its origin and extraction history.

HARRY HINDS: Our first speaker today is Dr. John Wilson. Dr. Wilson is chair and Union Pacific/Rocky Mountain Energy Professor in mining engineering at the University of Missouri-Rolla. He has previously held senior management positions with Trans- African Mining Ltd., Anglo American Corporation, Consolidation Coal Company, Smith International Inc., Adams Resources Inc., and Golder Associates. John started his mining career as a coal miner in the coal fields of northern England. Dr. Wilson received his bachelor of science degree from the University of Durham, his master's degree from the University of Newcastle Upon Tyne, and his doctorate from the University of Witwatersrand, all in mining engineering. Today, Dr. Wilson is going to address the subject "Hiring Recent College Graduates Versus Hiring Experienced Mining Engineers." Please welcome Dr. Wilson. DR. JOHN WILSON: The advantages and disadvantages of hiring engineers directly out of school or those with some experience are often discussed among mining company managers. The choice is essentially dependent on the culture of each company, the company's maturity and strategic direction, and the growth or phaseout plans in vogue at the time of the decision. Generally, major, established mining companies employ entry-level college graduates and train them, introduce them to company culture, include them in a succession plan to replace retirees, fill vacancies, and provide management to direct future growth of the company. However, some large companies take a different approach. During restructuring, down-sizing, etc., some companies do not hire college graduates directly from school. Rather, they tend to recruit from other companies or absorb valuable personnel available following acquisitions or mergers. While this is a logical approach, it seldom provides for the future management and leadership needs of the company. A clear example of this failure is found when reviewing the hiring practices, or lack thereof, in the coal industry of the 1950s.

Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. Many mining operations rely on bulkheads to provide a barrier between impounded water or slurry and active mine workings. However, bulkhead failures could cause and have caused catastrophic flooding that puts the underground workforce at risk. The National Institute for Occupational Safety and Health1 (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) is conducting research to evaluate the adequacy of existing design practices for water and slurry bulkheads. A key component of this research effort is documentation of the performance history and design parameters for bulkheads installed in underground coal mines during the last 20+ years. This research is part of a larger effort to develop general design guidelines and procedures for constructing and maintaining bulkheads that will help to ensure their long-term structural integrity, while significantly reducing the inundation risk for miners. This paper presents the results of NIOSH’s research to identify state-of-the-art bulkhead designs, including design criteria, leakage monitoring systems, and emergency warning systems. Underground observations and evaluations of existing bulkheads suggest that the most important design factors influencing their performance are the interface of the bulkhead with the surrounding strata and the potential magnitude of the hydraulic pressure to which they may be subjected. When a bulkhead has failed, leakage has generally been through the surrounding strata or along the bulkhead/strata interface, with the failure potential along the interface increasing with hydraulic head. It was also determined that development of a monitoring program to ensure the long term structural integrity of bulkheads is an important safety consideration. Current monitoring procedures range from weekly visual inspections to constant monitoring via pressure transducers and fluid level indicators. Where possible, these devices are used in conjunction with a computer based mine monitoring system to alert mine personnel when an emergency condition exists at the bulkhead installation.

Introduction Significant increases in extraction ratio on the order of 6% to 8%, equivalent to as much as 142 t/m (48 st per ft) of panel, have occurred at the Big Island trona mine during the last five years with the help of a practical rock mechanics program. This increase in resource recovery also has contributed to improvements in productivity. Both conventional and continuous machine mining have been used to mine two flat-lying trona beds at depths of 250 m and 260 m (820 ft and 853 ft) in the Green River Formation in southwestern Wyoming. Conventional room-and-pillarmining originally was conducted in panels with extractions of 5 8% to 60%. The use of yield pillars has allowed the panel extraction in increase to 66%. Continuous machine mining was introduced, with a 64% extraction ratio using long, narrow pillars and wide rooms. Further improvements in resource recovery seem feasible in light of present mining experience. The rock mechanics program consisted of field instrumentation to determine the pillar and roof response hole locations. to mining and computer modeling to evaluate the stability of various layouts, which were then adopted for mining. Mining background Stauffer Chemical Co.'s Big Island mine and refinery are located 40 km (25 miles) northwest of Green River, WY. Underground mining operations supply trona, a sodium mineral, to the refinery to produce soda ash. This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items. This paper does not deal with the typical start-up issues of equipment, production capacity or work force. This is a description of the challenges faced and the changes made by the project team to bring to fruition the reconstruction of Port Inland. Many honored traditions and norms had to be overturned to find the winning combination that provided the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. This paper covers the innovation in terms of machinery, operations, and management philosophy that permitted the renovation and reopening of Port Inland as a commercial limestone producer in the spring of 1992. Port Inland, constructed by Inland Steel in 1930, operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. Located in the Upper Peninsula of Michigan on the north edge of Lake Michigan, the operations consist of a deep water port facility with crushing, screening and stockpile storage for 500,000 tons of finished product at the port. Ninety-nine percent of the stone is shipped via lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical Dolomite and Limestone are produced on site. In 1930, Port Inland was at the fore front of technological advancement. It was the first major mining operation to use roller bearings and other equipment innovations. Over the 60 years of operation, Inland Steel placed emphasis on steel making technology and iron ore mining at the detriment of the limestone operation. By the early 80's, Port Inland was no longer a leading competitor. Inland Steel, unable or unwilling to spend the capital to modernize, closed the facility in the fall of 1989.

In west-central England, 183 m (600 ft) below the Cheshire Plain, lie the evaporate remains of an ancient sea. Stratified into nine beds of salt separated by marl bands, the deposit stretches roughly 21 x 12 km (13 x 7.5 miles) and contains reserves of rock salt estimated as high as 400 Gt (440 billion st). The Winsford Salt Works, one of England's largest underground mines, extracts the Cheshire salt and sells it for use as animal feed, for application in de-icing programs, and as a key ingredient in sodium fertilizer production and a variety of other industrial processes. Because road de-icing is an important market, demand for Winsford's salt varies with the severity of British winters. Design capacity is 2.25 Mt/a (2.5 million/year). However, production peaked at 2 Mt (2.2 million st) in 1987. Over the past five years, annual production has averaged 1.6 Mt (1.7 million st). Run-of-mine salt averages 92.5% NaCl, mixed with about 5% marl. The marl was formed by deposition of a reddish dust blown into the Cheshire basin from deserts in what is now central Europe. Association with the marl adds color to the salt, producing tea-colored crystals that resemble unrefined sugar. Adaptation of coal mining systems Rock salt mining in the Winsford district began at least as early as 1682. Mining at the current site dates from 1844 but was shut down from 1892 to 1928. In the early 1900s, a series of catastrophic collapses and floods plagued and ultimately shut down then-active Cheshire brine-salt producers. Subsequently, Winsford reopened and began adapting mechanized underground coal mining systems to rock salt extraction.
