In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

INTRODUCTION Practical experience in mines with known presence of radon daughters in the mine atmosphere in Canada and elsewhere shows that a very high concentration builds up in an unventilated dead end heading. As Holaday et al1 observed, even a minimal air movement results in a drastic reduction in radon daughter concentration. It is therefore obvious that the main objective of radon daughter control in the working environment is to design the ventilation system providing an optimized flow of fresh air into the workplace, resulting in acceptable climatic conditions and achieving radon daughter concentrations resulting in exposures as low as reasonably achievable. BASIC OBJECTIVES Large mining companies, having extensive material resources and professional expertise, have utilized elaborate electrical modelling in the design of mine ventilation systems as early as 1950 (coal mining industry in Europe) and with the advance of computer modelling techniques, their utilization in ventilation systems design is on the increase. Unfortunately, these methods are usually not available to small mining companies and even the large companies might not achieve the fullest benefit from utilizing them, if proper limiting factors are not considered in the modelling. When an evaluation of a ventilation system of a mine is undertaken in literature, a measure of the amount of air supplied underground per one ton of ore mined is used as an indicator of the efficiency of the ventilation system. Yet, even the greatest amount of air forced into the mine might not result in an acceptable working environment if a proper distribution of this air into individual working places is not achieved. The volume and the age of the air are probably the two most important factors in achieving acceptable radon daughter concentrations in the workplace, but other factors also have to be considered. DIRECTOR MINE - ALCAN, NEWFOUNDLAND FLUORSPAR WORKS ST. LAWRENCE, NEWFOUNDLAND, CANADA Ventilation To illustrate the effects of the design of the ventilation system on the control of radon daughter concentration, let us review the gradual development of the ventilation system of this mine from the earlier years of its development up until its final years of operation. This mine, located near the community of St. Lawrence on the south coast of Burin Peninsula was developed in the late thirties and reached full production by 1942. Unfortunately as was customary at that time, the only source of ventilation was a natural draft. The mine was extremely wet, and no significant attention was initially given to possible health effects of dust. It was not until the mid-fifties, when a number of cases of silicosis had surfaced, that de Villiers and Windish2 observed a significant increase of lung cancer incidence among the miners in comparison to its incidence among the general population of Newfoundland. Suspicions regarding radiation as a cause of the lung cancer were expressed, but it was only in surveys taken in late 1959 and early 1960 that Windish3 and Little4 established the presence of radon daughters in the mine atmosphere in very high concentrations. Windish, de Villiers and Hurley suggested that the most likely source of the radon in the mine was the mine water which dissolved radon during its passage through the granitic country rock in the surrounding geological area. This conclusion was confirmed by analyses of water from various areas of the mine by the Atomic Energy Canada Limited laboratories. The radon values in the samples varied from 4,240 to 12,850 pCi/L5. Following the discovery of the presence of radon daughters in the mine, the company took speedy action to install mechanical ventilation for the mine. The system was not designed as a total unit, but fans were installed rather on a trial and error basis. The basic system installation began in March 1960 and was completed by 1962. It remained basically unchanged with only minor modifications until August 1973 when a wholly new, redesigned ventilation system was implemented. A schematic section of the mine and its ventilation system for the period prior to March 1960 is given in Figure "A", for the period 1960-1973 in Figure "B", and for the period after August 1973 in Figure "C". The ventilation system prior to 1960 is not known. All workings of the mine were ventilated only by natural ventilation. If any measurements of airflows at different or any times of the year ever existed, no records have been preserved. The very minimal natural ventilation was augmented by "blowing" air from compressed air supply lines and exhaust air from drills. It is known that the compressor capacities of the mine were limited and therefore no significant air movement was probably created by the "blowing".

It is not at all surprising that causticized potato and potato derived amylopectin starch solutions performed much better than their parent starches. Some preparation is required to rupture the starch granules to effect the polymeric adsorption and interparticle bridging necessary for selective flocculation. In laboratory work comparing the deslime performance of causticized and autoclave cooked laboratory corn starch solution preparations, it was found that higher deslime weight rejections, with attendant proportionally greater iron unit losses, occurred with the causticized starch. These results may be specific to the ore involved but they do suggest that cooking and causticizing cause different starch granule rup- ture and/or starch breakdown, which have an effect on desliming response. I calculated from the data in the article that the slimes product grades were high - 24.3% and 20.3% Fe when 53.7% and 54.5% Fe concentrate products were obtained, respectively, in Table 4, and 21% Fe with a 62.6% Fe concentrate in Table 5 - using the natural tailings sample, which had a head of 34.3% Fe. It may be advisable for the authors to consider different starch preparations in future investigations. The combination of upgrading and selectivity results presented in Table 4 are not as good as the authors suggest. The authors' claim that a system has been developed to produce saleable concentrates from the Kudremukh tailings is quite disconcerting. There are many hurdles yet to be crossed before commercial application of selective flocculation becomes possible because differ- ences between the very small-scale laboratory tests conducted and commercial application are rather large. Among the many differences are varying circuit feed grades that will occur from use of tailings, the apparent face that much lower tailings grades will be encountered in practice (it is much easier to achieve a high concentrate grade with reasonable recoveries using 34.3% Fe tailings as in the study rather than 25.3% Fe tailings grades that the plant apparently averages), the hydraulic nature of the thickeners used in operations compared to the static system used in laboratory tests, the different size distributions that will be obtained from a plant closed grinding- classification circuit, and differences in water used in a plant operation and the laboratory. The authors wrote that it was necessary to overgrind to be sure that the coarse gangue would not settle with the iron oxide floccules. This situation is likely to be exaggerated in commercial operations where it is assumed cyclones would be used for classification. Because cyclone classification is greatly influenced by particle densities, there will probably be an even greater difference in size between the iron and gangue particles in the plant, which would make the gangue slightly coarser still in relation to the iron. This would make the selective flocculation-desliming separations using the procedure employed by the authors even more difficult and, using the dispersant system the authors employed, greater overgrinding would be required. To grind finer to minimize the coarse gangue in the flocculated iron oxides is quite inefficient and appears not to broach the problem. The actual problem appears to be insufficient dispersion of the ground pulp. In this situation, addition of a dispersant would likely be required to attain a sufficiently high pulp dispersion level to efficiently effect a selective flocculation-desliming separation. Although the very coarse particles would still have a tendency to settle with the floccules, it probably would be found unnecessary to overgrind as much as indicated. Use of an optimum combination of dispersant and pH modifying reagents may also significantly improve the selectivity of desliming. Additionally, although it is possible that sufficient dispersion may be obtained by pH control alone in some situations, it is quite probable that added dispersity was obtained in the reported work from using distilled water. It is research experience that distilled water enhances dispersion. In commercial operations it may not be expected that sufficient dispersion will be obtained by pH control alone, unless the water used in the process is by nature quite dispersive. Overall, a change in the Kudremukh tailings dispersant scheme appears necessary where a dispersant is used in conjunction with a pH modifying reagent. With this change, different dispersion-flocculation responses will result that would have to be further evaluated. Therefore, it is still an open question whether an efficient and effective selective floccula- tion separation using Kudremukh tailings may be obtained that will produce saleable concentrates.

Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). Everyone forms his own mental picture when the subject of copper is mentioned. To an architect, copper is a warm, enduring metal with a quiet beauty; to the historian, man's first metal; to the product engineer, the best electrical and thermal conductor of all commercial metals; to the investor, a volatile stock; to the speculator, the daily price quotation; to those in the mining industry, the challenge of producing copper for rising needs in the face of rising costs and lower grades of ore. At this meeting, we will look upon copper as a key raw material in industry, in national defense, in technology, in world trade, and as a principal commodity in the economies of several developing countries. As miners, and most of us here are miners, we are prone to view our role as suppliers of copper. We locate, mine, smelt and refine the metal. In the complexities of today's world, however, following a period of the longest domestic copper strike in history which caused critical world-wide shortages and widely fluctuating prices; it becomes necessary for all of us to concern ourselves with the whole spectrum of copper affairs -"from mine to consumer " But first we need to look at the miner's side of the picture -- capacity and production. We will examine these functions in terms of the whole world -- not simply the free world. Nature did not endow all regions of the earth equally, and copper in world trade has a way of ignoring political boundaries. Science and technology, as well, know no national boundaries. It is said that the "Engineering & Mining Journal" has as many readers in the Communist World as in the Free World. Nor is this a one-way street. We presently have available to us in the. U.S., cover-to-cover translations of many Communist World mining and metallurgical journals.

Introduction Electrostatic separation is the selective sorting of solid species by means of utilizing forces acting on charged or polarized bodies under the influence of an electric field. Electrostatic separation is effected by adjusting those forces acting on particles due to the electric field as well as co-acting forces such as gravity or centrifugal forces so that the different species will have different trajectories at some predetermined time. Electrostatic separations can be broadly defined as being either electrophoretic or dielectrophoretic. Electrophoresis is the separation of charged particles in an electric field, whereas dielectrophoresis is the separation of neutral particles in an electric field1. Examples of an electrophoretic separation can be found with sepa¬rations that use corona charging (ion bombardment), contact charging (triboelectric) and conductive induction. Dielectrophoresis motions are due to the stress and repositioning of charges, i.e. polarization of a neutral particle when exposed to a non-uniform electric field. Separations made using corona discharge devices are often called high-tension, electrodynamic or ion bombardment separations. These are the most prevalent in use today in mineral processing. Dielectrophoretic separation of most minerals is based on differences in dielectric constants of the solid species and usually requires the use of expensive intermediate dielectric fluids. Dielectrophoresis has not been employed for industrial mineral separations, though its effects pose interesting possibilities1, and pilot-plant units developed by the U.S.B.M. are available for testing2. Our discussion will be limited to the three forms of electrophoresis found in commercial practice. Typical Industrial Separations Typical industrial applications of electrostatic separation are: 1. Dry concentration of heavy minerals: ilmenite, rutile, zircon, monazite, xenotime, columbite-tantalite, cassiterite, hematite, scheelite and others. 2. Separation of salts: halite-sylvite, etc. 3. Purifications of foodstuffs such as the removal of impurities and

This paper presents the development of a knowledge based integrated decision support system (E.X.I.S) for the extractive industries to provide information concerning the environmental impact of extractive operations on land quality, surface and ground waters, and the best solutions for the rehabilitation/revegetation of the waste disposal areas to the relevant target groups (extractive industries, regional authorities, national authorities, research institutes, public). GIS was integrated with the decision-making models for the rehabilitation and revegetation of mine spoil. The system design involves several steps including site selection ? mine type identification ? waste identification ? selection of rehabilitation (revegetation or other methods). The knowledge based model consists of two integral parts: the model base, in which the input data are processed and classified using special fuzzy algorithms and criteria and the knowledge model, which hosts the various decision algorithms concerning evaluation of vegetation covers, selection of trees and plant species, selection of rehabilitation and revegetation schemes and also economic analysis for each option. The system input will include parameters on site characteristics (climate, topography, geology, hydrology etc), waste type and properties (physical-geotechnical and geochemical data) as well as environmental parameters of the existing waste disposal area. Based on the values of the above parameters and the characteristics of the rehabilitation technologies developed worldwide, the system, using IF-THEN rules will define a list of appropriate techniques for the rehabilitation of the examined waste. Then, the model will involve the application of multi-criteria analysis (MCA), i.e. a structured system for ranking alternatives and making selections and decisions. Each technique shall be judged based on its behavior into four fields, i.e. financial, social, technical and environmental criteria. In turn these fields will be analyzed into a lower level of evaluation criteria.

Potash was first discovered in Saskatchewan in 1943 but its continuous extraction did not begin until 1962. In the years since then, potash has played an important role in the economic and political life of the province. And, as is well-known, the most eventful time in the life of the industry occurred in 1975 when the Government of Saskatchewan decided to become a major participant in potash production. To understand that decision, however, requires an understanding of the economic development of Saskatchewan and of relations between the industry and the government prior to 1975. This year, Saskatchewan celebrates its 75th year as a province. For most of those years, we have been an agrarian economy and society, dependent on exports of cereal grains, mostly wheat, for a livelihood. Even today, agriculture accounts for about 25% of the province's Gross Domestic Product (Economic Review, 1979, p. 7) and difficulties in agriculture spread rapidly to the rest of the provincial economy. The difficulties and risks that go hand in hand with being a "one crop" economy were known as long ago as 1920 but were not fully appreciated until the combination of depression and drought in the 1930's turned the prairie grain- belt into a dustbowl. Some idea of the severity of the depression is revealed by the following data: in 1928, Saskatchewan produced 321 million bushels of wheat. By 1931, the total fell to 132 million bushels and, in 1937, to a mere 37 million bushels. The value of agricultural products sold off farms fell from $273,000,000 in 1928 to a meagre $51,000,000 in 1937. The impact of such a fall of agricultural incomes was catastrophic since about 70% of the population of some 921,000 persons lived in rural, agriculture-dependent areas (Britnel.1, 1939, p. 14).

In the U.S. today a number of tentative synthetic fuel plants have been sited by a number of major corporations. Each of these for a number of reasons have deferred construction. The only synthetic fuel plants under active development are those being built with the Energy Research and Development Administration (ERDA) under the authority of the Non-nuclear Energy Research and Development Act of 1974 (Public Law 93-577). Under this Act in joint sponsorship with industry, a series of coal conversion pilot and demonstration plants are being built to produce environmentally acceptable fuels from high sulfur coals. Before entering into a discussion of the factors associated with the siting of the ERDA coal conversion program, the difference between a pilot plant and a demonstration plant should be explained. The terms pilot plant and demonstration plant iridicate a size of plant rahter than technology. A pilot plant will vary from an "add-on" to an existing facility to an independent unit. Demonstration plants are a wholly independent, self contained plants, capable of independent operation to demonstrate the environmenta1, economic, and technica1 feasibility of a technology. These plants are from one-third to one-tenth the scale of a commercial operation and often described as plus 1000 tons per day of coal consumption. Their purpose is stated in the Act (Section 6, (3)(E),) "to accelerate the commercial demonstration of technologies for producing syncrude and liquid petroleum products from coal: Provided. That the Administrator shall invite and consider proposals from potential participants based upon Federal assistants and participation through guaranteed prices or purchase of the products .... " In site selection and plant design it has been suggested that special interest groups should be allowed to dictate the site and specify the design. The activities of Outokumpu Oy in the mining industry span all branches from prospecting to the production of refined metals and the manufacture of semifinished products. Products include copper, zinc, mercury, cadmium, nickel, cobalt, sulfur, gold, silver, iron ore, stainless steel, selenium, ferrochromium, lead and chromium concentrates, as well as chromite foundry sand. In addition, the activities of Outokumpu Oy extend to development and production of instruments, planning of industrial projects and instrumentation as well as the manufacture of specialized machines for ore concentration. The company now operates ten mines, eight of which are underground and all of which are in sulfide deposits except one. The fully automated monitoring and control of underground mine ventilation at the Pyhasalmi mine are an important technological contribution to the industry. Development work on the ventilation control was started in 1969, and since May 1973 it has operated in a fully automated computer-controlled mode. The Pyhasalmi mine has been in production since 1962, having begun as an open-pit operation. Development of underground mining began in 1967. The present annual production is one million tons all from underground mining. The underground mine is equipped with a main shaft and an auxiliary shaft, and two raises for ventilation. There is also a rampway from the surface to a depth of 500 m. The main shaft is for ore hoisting and the auxiliary shaft is used for waste-rock hoisting and for downcast ventilation. One of the raises is for downcast ventilation and the other is for upcast ventilation. The mining methods employed at Pyhasalmi are sublevel stoping with backfill, sublevel caving, and sublevel shrinkage stoping. Copper and zinc concentrates are produced. The Pyhasalmi mine is highly mechanized with about 4000 installed diesel horsepower underground. The maximum capacity of fresh air is 150 m3/s.

The Galore Creek copper deposits lie in the Stikine River district of northwest British Columbia, a largely undeveloped region which possesses rugged mountain terrain with deeply incised valleys which support dense undergrowth. Timberline is normally at about 1300 m (4265 ft) and the higher levels contain glacial systems and large ice fields with peaks rising to 3500 m (I 1,483 ft). A location map of the Galore Creek area is given in Fig. 1. In the late 1920s, field parties under the direction of F.A. Kerr (1948) of the Geological Survey of Canada completed geological surveys of the district. Primary access for this work was provided by riverboats on the Stikine and Iskut Rivers. Kerr's party had to contend with extremely difficult travel conditions that required considerable backpacking, augmented by pack dogs in certain cases. Absence of ground control led Kerr to establish his own topographic maps. Among the geological data established was the recognition [ ] that small bodies of orthoclase porphyry in the district are often well mineralized with base metal sulfides. Copper mineralization in the upper Galore Creek valley, a tributary of Scud River which flows into the Stikine River some 80 km (50 miles) south of the small settlement of Telegraph Creek, was originally discovered during aerial reconnaissance by M. Morrison and W. Buckholz while prospecting for Hudson Bay Exploration and Development Co. Ltd. in 1955. Malachite- and azurite-stained out- crops in several parts of the Galore Creek watershed are clearly visible from distances of 500 m ( 1640 ft) or more. Claims were staked in 1956 and the copper showings were partly mapped, trenched, and investigated by shallow diamond drilling. Because of the remoteness of the area and higher priorities for expenditures elsewhere, no further work was undertaken and most of the claims were allowed to expire.

At a time when the US mining industry is struggling to emerge from a lengthy recession, the burden of new, unnecessary regulations could shorten the life of, or be fatal to many domestic mining companies. The possibility of new restrictions on the use of diesel equipment operating in underground mines is one example of unnecessary regulations. These could cause serious harm to the economic health of many mining companies. Whether future health-related Mine Safety and Health Administration (MSHA) regulations restricting the use of diesel equipment are unnecessary, depends on whether these restrictions are supported by fact or created in a political environment. The mining industry has benefited from the use of diesel equipment in underground metal-non-metal and coal mines for more than 50 years. Since first introduce to underground mines in the early 1940s, the use of diesel equipment has grown in numbers and size. During this time, the mining industry in America has achieved much higher productivity rates and improved safety. Although all these gains cannot be attributed to the greater use of diesel equipment, a high percentage can be. I began my professional mining ca¬reer in 1970 working in the Missouri lead mines. At that time, the use of diesel equipment was well established in metal-non-metal mines throughout the United States and many parts of the world. As director of mining research for St. Joe Minerals Corp. (now The Doe Run Co.), I was involved in research to improve mining productivity and safety. This involved investigating the better and safer use of existing or new mining methods, products, equipment and people. Within this group, diesel equipment had the single largest positive impact.

INTRODUCTION This paper traces the application of High Pressure Grinding Rolls (HPGR) at industrial and pilot scale in Australia. The Argyle Diamond Mine installed the first of two smooth segmented HPGRs during 1990 in an open-circuit secondary-tertiary crushing application to increase throughput. In 2002 a third HPGR was added to improve liberation and so increase the recovery of smaller diamonds. The latest improvements in wear technology (tyre with tungsten carbide studs) were incorporated in the design of this machine. Extensive HPGR pilot-plant trials were undertaken during the 1990s at both the Kalgoorlie Consolidate Gold Mine and the Boddington Gold Mine. The purpose of these trials was to evaluate HPGR as a method to increase throughput, as an alternative to SAG milling, and also to ascertain if downstream benefits existed. One of the challenges for HPGR circuit designers is to translate what occurs at small laboratory and pilot scale into what is likely to happen in a full-scale circuit. Scale-up from pilot machine results is normally recommended by manufacturers. However, such tests need relatively large quantities of material, particularly if meaningful data on wear are to be obtained. Laboratory tests are preferable, as they need relatively small quantities of ore, but may be questioned in terms of how they relate to full-scale operation. Modelling and simulation have played a particularly important role in this respect in Australia. Models are available which have proven to be very accurate at being able to scale throughput and specific energy response from laboratory to industrial machines. More recently, work in Australia has also been done in developing a model which has the potential to scale laboratory wear data as well.

Yucca Mountain, located in Southern Nevada approximately 160 krn northwest of Las Vegas, is currently the site of intensive surfacebased and underground investigations. The investigations are required to determine if the site is suitable for long term isolation of the Nation's high level nuclear waste inventory. A major component of the program is the Exploratory Studies Facility, or ESF. The ESF, when completed, will consist of approximately 25,600 meters of tunnels and drifts. The network of tunnels and drifts (Figure 1) will house and support a wide array of testing programs conceived to provide physical information about the site. Information on geologic, geomechanical, and hydrologic data will be used in the repository design if the site is found suitable. Besides a few special requirements, the general ESF ventilation criteria during construction are similar to that of commercial tunneling and mining operations. The minimum air velocity at the Tunnel Boring Machine (TBM) and other active mining faces is 0.51 meter per second (m/s) (100 feet per minute [fpm]). Airways, estimated leakages and ventilation controls are converted into equivalent resistances for input to mine ventilation network computer simulations. VNETPC Version 3.1 computer software is used to generate the ventilation models for optimized system design and component selection. Subsequently, actual performance of the ventilation system will be verified and validated to comply with applicable nuclear regulatory quality assurance requirements. Dust control in the ESF is dependent on effective dust collection, enclosure, and airflow dilution. Minimum use of water, as feasible, is necessary to avoid adding moisture to the potential repository horizon. The limitation of water use for test drilling and TBM operation, and the rigid compliance with applicable federal and state regulations, make the ESF a ventilation design challenge.

Introduction The purpose of this paper is to present a viable method of reinforcing rock pillars by utilizing fully grouted reinforcing steel and a cement- fly ash mortar. Although the fully bonded bolt concept is not new as exemplified by the present widespread use of resin bolts within United States mines and by the use of cement grouted reinforcing used as back pins in the Kiruna Iron Ore Mine in northern Sweden, (1)(2)the method of stabilizing mine pillars with fully bonded reinforcing is new. This method, called the "grout-rebar system", was first incorporated at St. Joe Minerals Corporation's Fletcher Mine in December of 1972. The system was used on an emergency basis before extensive research on the mechanics of the system could be completed. Since Decmeber of 1972, however, approximately 206 pillars have been reinforced at Fletcher and the system is currently being used on a regular basis at two other St. Joe mines and at two competitor mines in the area. Basically, this paper is a case study of the efforts, research and results of utilizing the grout-rebar system, on a selective basis, at the Fletcher Mine. In addition to information about the system, this paper will explain in detail the three rock mechanics instruments developed by St. Joe and used to measure and monitor rock movement to validate the group-rebar system.

Coals capable of emitting 2 lbs SO2/106 Btu heat input must be defined as high sulfur coals. This is because electric utility plants built after 1971 may not emit more than 1.2 lbs SO2, and those built before 1971, and regulated under the State Implementation Plans (SIP), may exceed the 2 lbs S0 limit only under closely defined restrictions concerning ambient air quality and prevention of air quality deterioration. Coals produced in Kentucky, Illinois, West Virginia, Ohio, Pennsylvania, and Indiana account for 77% of SO2 pollution potential and are, therefore, the subject of this investigation. These coals have suffered market share losses in the 10 years from 1974 through 1984. This is due to their sulfur content as well as their lack of price competitiveness with low sulfur western and imported coals. Kentucky and West Virginia have been able to increase their compliance quality coal production substantially, but other states have largely been unable to do so because of nonavailability of low sulfur coal deposits. Assuming that the current relative productivity and cost competitiveness of coal producing states will not change significantly by 1994, this paper makes two projections of coal production in the selected states. In scenario I, the current clean air regulations are assumed to apply until 1994, and coal production in the selected states is projected to in¬crease by about 6% in 1994 compared to 1984. In scenario II, it is assumed that acid rain legislation will be implemented, which will adversely affect the markets for high sulfur coals. Coal production in the selected states under this scenario is projected to decline about 10% between 1984 and 1994, jeopardizing up to 13,000 mining jobs. The author concludes that better coal quality and greater cost competitiveness are both essential to stem the market losses and to regain strength.

INTRODUCTION Semiautogenous (SAG) grinding technology first started to be seriously considered for comminution circuit design in the mid-1960s as an alternative to the three-stage crushing circuits and rod-ball mill circuits in vogue at the time. Since this time the application of SAG mill technology has become widespread with over 250 mills larger than 20 feet in diameter sold (Jones 2002). The vast majority of concentrators constructed over the past quarter century have utilized SAG mill technology, and a SAG-based comminution-based circuit is generally the first choice considered for new projects. Since the first generation of SAG milling technology was applied, many lessons have been learned, and new supporting technologies have emerged which make the design, installation and operation of SAG &-based grinding circuits more robust and efficient. This paper will discuss the current status of SAG and associated technologies. MILL MECHANICAL DESIGN ISSUES Table 1 summarizes the manner in which SAG design capability has evolved over the past 30 years. Increases in mill diameter came slowly as the industry took a wait-and-see attitude as the technology of larger mill diameters was advanced. The first 32-foot- diameter mill was ordered in 1969. It was not until 1979 that the technology jumped to the 34-foot-diameter mill and 1988 for the first 36-foot-diameter mill. The first 38- and 40-foot-diameter mills were both ordered in 1996. At least five 38-foot-diameter and two 40-foot-diameter mills will be in operation by mid-2004. Advances in structural analytical techniques and increased computational power, coupled with field measurements of large operating mills, have increased the confidence of the mill suppliers in their designs and the operating companies in the viability of larger diameter mills. The U.S. Bureau of Mines investigated the influence of atmospheric pressure changes on methane gas migration through mine seals at a mine site located in the Pittsburgh Coalbed. The mine gained access to a coal reserve through part of an abandoned mine and constructed nine seals to isolate the extensive old workings from the active mine area. Underground problems were experienced when atmospheric pressure fell, causing methane gas to migrate around the seals and into the active workings. During mining operations, methane gas levels exceeded legal limits and coal production was halted until the ventilation system could be improved. When mining resumed with increased air flow, methane gas concentrations occasionally exceeded the legal limits and production had to be halted until the methane level fell within the mandated limit. To assist the ventilation system, a pressure relief borehole located in the abandoned workings near the mine seals was proposed. Preliminary estimates by a gob gas simulator (computer model) suggested that a 0.76 m (2.5 ft) diameter pressure relief borehole with an exhaust fan would be necessary to remove enough methane from the abandoned area so that the ventilation system could dilute the gas in the active workings. However, by monitoring methane gas emissions and seal pressure, during periods of low atmospheric pressure, the amount of methane gas that migrated into the active mine workings was calculated. Researchers then determined that a relief borehole, 20.3 cm (8-in) with an exhaust fan could remove at least twice the maximum measured volume of migrating methane gas. Because gas concentrations in the abandoned workings could potentially reach explosive limits, it was proposed that the mine eliminate the exhaust fan. Installation of the recommended borehole and enlarging two other ventilation boreholes located in the abandoned area reduced methane gas leakage through the seals by at least 63%.

Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program.
