The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, monthly General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1,400. Objective justification on economic grounds for expenditure aimed at improving the quality of the underground working environment requires a suitable measure of any improvement in productivity that would result under routine working conditions. For this purpose, a composite production criterion is suggested, as well as its correlation under actual operating conditions with various factors directly affecting productivity and the environment. Of the environmental factors, wet-bulb temperature appears to be the major factor affecting productivity. The production data given indicate that a decrease in the wet-bulb temperature of 1OC can be expected to result, on average, in some 3 to 4 per cent increase in productivity; in the higher temperature ranges, this percentage could be much higher.

The Federation of Societies of Professional Engineers (FSPE) recently conducted a survey of professional engineering manpower in South Africa. This article presents the data relevant to mining and metallurgical engineering. FSPE in their survey attempted to determine the supply of engineers in South Africa both from local universities and by immigration. The immigrants gave some problems in that it is difficult to know whether a man who claims to be professionally qualified really is. However, it was estimated that the ratio of immigrants who claimed to be qualified to those who really are the equivalent of our local graduates was between 1,0 and 1,9 for mining engineers, and between 2,0 and 4,1 for metallurgical engineers.

SYNOPSIS Experiments carried out under atmospheric pressure and temperature (25°C) and sterile conditions show that the dissolution rate of nickel and copper from a pyrrhotite-pentlandite-chalcopyrite ore in a lixiviant of sulphuric acid is greatly enhanced in the presence of pyrite. At a pH value of 1,8 and in the presence of pyrite of equal mass to that of the ore, the recoveries of nickel and copper improved dramatically (21 and 80 per cent respectively). At a pH value of 4,0 the recovery of nickel was enhanced, but the chalcopyrite was refractory. A galvanic mechanism is probable, but cannot be proved from these experiments. The economic implications of the results are discussed.

"Engineering studies by Selection Trust, Limited, initially in connection with the development of a copper and nickel deposit for Bamangwato Concessions, Limited, and subsequently for several other clients, have required a large number of metallurgical design calculations. The flash smelting process, developed by Outokumpu Oy in Finland, has been selected as the most suitable method for these projects and the computer programs described in this paper have been developed to facilitate the computation.The data required by the programs arc the chemical and mineralogical analyses of the concentrate, gangue and flux materials and the specification of possible fuels. The required grade of furnace matte is set as the main design parameter and the programs calculate detailed heat and material balances for the smelting process."

(Wits) (Visitor) After defining training and discussing the present level oftraining in the South African Mining Industry, the paper proposes the adoption of a centralized training system for the Industry and suggests several ways in which this should function. The finance required for the implementation and running of such a system should be obtained from State aid and from the institution of a levy and grant system for the whole Industry.

"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

Simulation is a way to obtain quickly today future information on how planned systems will most likely behave in various selected situations. This information may then be used to optimize the system and its components and maximize the performance and output. Simulation is a way to fine-tune the layout, match the mobile fleet and optimize the schedule and the way of working to meet the desired production requirements. Simulation provides a glimpse of the upcoming operation, ‘future today’ and helps to predict its restrictions and sensitivity to various aspects. OptiMine™, the Sandvik Tamrock Corp. and CyberCube Oy developed simulation tool is designed to simulate underground rock flow and match suitable technology with various layout options. This tool can be used to view what-if situations and determine what kind of impact mastered changes have to production. The findings of critical points in the layout and working procedures at an early stage of a new mine can help to optimize the layout and material flow. OptiMine™is modular based simulation tool that combines the supplier machine knowledge and traffic guidance with mine operational know-how and mine environment. It is developed to work in a way that an effect of an individual incident, such as the effect of one additional turn in a continuous loading cycle to the daily capacity can be identified. The reported output can be used for economical impact evaluation of selected options. This paper discusses the use of simulation in general and the way the OptiMine™ simulation tool operates and how it may be used for operation, technology and material flow optimization.

The importance of the minerals industry in the economy of the country is discussed, and the tremendous changes that have taken place over the past two decades, including the widespread application of computers and the use of mechanization, are outlined. A discussion of the future of the minerals industry points out that, with the rise in the price of gold, the life of the gold-mining industry can be expected to extend beyond that previously predicted, and that the demand for uranium, which has been depressed, is uncertain. As a result of the oil crisis, the demand for coal has increased and large expansion programmes are planned. These involve coal exports and the use of coal for the generation of electric power, for the production of liquid fuels, and for the smelting of metals. Technical challenges face engineers in every avenue of the minerals industry: in deep gold mines, underground coal mines, strip coal mines, and open-pit mines. Studies indicate that only one-third of the demand for trained mining and metallurgical engineers is being met and that the position is worsening. However, there are indications that the industry is succeeding in attracting more engineering students, and the supply is expected to improve. These efforts should be co-ordinated, expanded, and intensified. There is a need to ensure that sufficient teaching staff of the right calibre and experience are attracted to universities and technikons. The first degree course is comprehensive and basic, and specialization through post-graduate study should be encouraged. The influence of national service on the education and training of engineers is discussed.

Many open pit mines are now being mined at very significant depths, often at depths far greater than was originally planned. Even deeper open pits are also being planned, to depths that would be considered deep by underground standards. The heights of the resulting rock slopes are usually beyond the current experience and knowledge base. The exceptions are, perhaps, some very high and steep natural rock slopes. These natural rock slopes are also assuming greater significance owing to pressures of infrastructure development and consequent exposure of such infrastructure to the hazards of slope failure and landslides. Developments in road and rail infrastructure are also resulting in higher rock cuttings. Present understanding of the mechanisms of slope behaviour and failure for high slopes, and for slopes subjected to high in situ stress conditions, appears to be lacking. If the mechanisms of slope behaviour are not well understood, the validity of commonly applied methods of analysis of the stability of such slopes may be questionable. The papers in this specialist International Symposium, including papers on mechanisms and monitoring techniques, and case studies will contribute to the understanding of these issues. The Symposium has attracted good international participation, from both the attendance and authorship points of view. We are very grateful to all presenters and delegates for taking timeout of their very busy schedules to come and share their knowledge and we hope that all will benefit from this event. Brigadier Ralph Shelton Griffin Stokes D.S.O., C.B.E., M.C., who died in England on 24th February, 1979, at the age of 96 years, was one of the most colourful personalities in South African mining history. After the South African War, in which he served as a trooper, he joined the Crown Reef Mine as an assistant assayer (1902), and was to serve the mines of the Corner House Group intermittently for the next 57 years until his retirement in 1959.

The FSPE Award for Services to the Engineering Profession was awarded to Or Francis George Hill at a ceremony held in January of this year by the Federation of Societies of Professional Engineers.
