The South African Institute of Mining and Metallurgy (SAIMM), together with his many friends and colleagues in the mining industry, mourn the loss of one of their most respected and well-loved personalities, Dave Viljoen, who passed away on 23rd June, 1988, in Sevile, Spain.

The discussion written by Dr de Frey suggests that mine design should be based on closely spaced stability pillars. However, this concept leads to low extraction ratios at depth. The concept of `crush' pillars in conjunction with more widely, appropriately spaced stability pillars allows for significantly larger extraction ratios, particularly at depth. It should be noted that the rock conditions in many areas of South African platinum and gold mines are good, allowing significant spans to be mined safely between stability pillars. `Crush' pillars are cut small enough to fail stably near the face under stiff loading conditions, and their residual strength is intended to support about 10 m rock height between stability pillars. While this support resistance cannot be achieved by conventional support, crush pillars have been proven to have the required capacity for this purpose. The concept of leaving smaller crush pillars with appropriately positioned stability pillars has been used successfully for more than 30 years in areas of South African platinum and gold mines.

The hydraulic transportation of relatively dense slurries for backfill purposes is typically carried through vertical and horizontal pipelines under gravity. Wear in backfill pipelines has become such a major problem that it is now one of the main reasons for the relatively slow build-up of placed backfill in spite of encouraging performance results in the gold-mining industry. This paper describes tests on pipeline wear that were carried out on classified tailings from the backfill plant at Vaal Reefs East. The testwork was carried out under various conditions of slurry relative density, slurry velocity, and pipeline diameter. Empirical relationships are presented for each transportation and pipeline parameter evaluated and, finally, overall relationships between pipeline conditions and transportation parameters are proposed.

Terminals form part of the transportation chain from producer to consumer in the world-wide conveyance of bulk commodities. As such, they are a vital link in providing a buffer between widely differing transporation modes. It is essential in the conceptual design of such terminals that an overall view of the entire system of which they form a part is taken. Only in this way can it be ensured that the system will operate smoothly and without disruption, for in the end such disruptions can have dramatic repercussions, both on the cost of the commodity in the market place and on production. In this respect, computer simulation is a useful tool in arriving at the optimum design for the system. The Richards Bay Coal Terminal provides a good example of such an approach. Commissioned in 1976 to handle 12 Mt per annum, it is now handling 24 Mt per annum, with plans for further expansion to 44 Mt per annum in the future.

A decision by joint-venture partners Anglo American, Gencor, and the Industrial Development Corporation to proceed with the expansion of the Columbus Stainless Steel plant in Middelburg will contribute significantly towards the economic growth that South Africa needs so desperately. The expanded facility, expected to come on-line in 1995, will be the largest single-plant producer of stainless steel in the world, and the company will rank sixth overall in world production.

"Successful development of projects or life-of-mine strategies requires an understanding of the relative sensitivity of value drivers such as grade, tonnage, energy costs, direct operational costs, and recoveries. For example, the results could vary significantly depending on the grade strategy, given a specific orebody amenable to open pitting.Pit optimization is a very powerful tool widely used in the industry to determine the pit shell with the most attractive value potential. Based on the input parameters utilized, the pit optimization process determines the stripping ratio, mineable reserves, and pit shape, and effectively calculates a cut-off grade, assumed to be the optimal cut-off grade.Once the initial pit optimization process is completed, the need may arise to align the optimization results with the company strategy by further optimizing other criteria, such as maximizing short-term cash flow. This paper describes and discusses the selection of an alternative cutoff grade as a strategic intervention. It involves changing the cut-off grade, effectively increasing the head grade to gain a strategic advantage aligned with the company strategy, with a clear understanding of the financial value impact. With this knowledge, it is clear that pitoptimization establishes the basis for future analysis and refinement.IntroductionIt is common for companies to select the optimal pit shell defining the mineral reserve without much further consideration. However, companies may consider various strategies to optimize the long-term value of the project or to optimize the short-term cash flow. Analysis of the entire life-of-mine value estimation process shows that the selection of a cut-off grade and other parameters should be based on careful analysis. Determining the optimal cut-off grade of ore at a different period during the life of mine to maximize the value is often one of the most difficult challenges for a company.A cut-off grade is the lowest grade that mining activities will target. As a result the average mining grade, which drives the value of a project, will always be higher than the cutoff grade applied.According to Bascetin and Nieto (2007) cut-off optimization is still not widely practised. Cut-off grade optimization is an effort to maximize the value of a project by understanding the capacity constraints in the mine, mill, and the market. At any point during the life of mine, any or all of the limitations on tonnage mined, tonnage milled, and product sold may be constraining the system. To ensure cut-off optimization is done correctly, the capacity constraints must be independent of the cut-off grade."

Portable X-ray fluorescence (pXRF) analysis has been widely adopted in the geochemical and environmental field as a cost-saving alternative to standard analyses. This paper outlines the efficacy of a method for indirectly quantifying organic copper content in solvent extraction circuits via stripping of the chelated metal with concentrated sulfuric acid in a single contact and subsequent pXRF aqueous analysis. pXRF analysis is common within the mining industry but presents unique challenges with liquid analysis, the most prevalent of which are briefly discussed. This method was developed specifically for mining operations with regional constraints and limited resources. Providing an in-field alternative to flame atomic absorption spectrophotometry and inductively coupled plasma optical emission spectroscopy, this entirely mobile XRF analysis method produces consistent and accurate results within minutes and at a fraction of the cost.

SYNOPSIS This review article first highlights the past performance of the industry and discusses the manner in which the development of the industry has followed a logical progression from mining to the production of mineral and metal products of specification purity. Then the numerous constraints against a greater contribution by the industry are enumerated. Attention is drawn to the extent of further processing that can be undertaken in the context of mining and metallurgical processing, not only to indicate the benefits that can be derived from the added-value conferred on a mineral or metal commodity during each stage of its further processing, but also to point out some important corollaries of further processing. The many opportunities and challenges for an increased contribution by the minerals and metals industry are then reviewed. This major section includes a list of commodities for which increased penetration of export markets could be sought because the increasing resistance level (a term developed in this paper) has not been attained; a list of commodities that are imported at present, many of which could be produced locally on the basis of identified resources and expertise; a list of commodities for which additional uses should be developed so that South Africa, which possesses the largest reserves and is the largest exporter, can increase its production rate; and examples of commodities for which further processing is still at an early stag*..

We show that the prioritization of business improvement and performance management decisions may be significantly improved by taking into account the systemic effects of changes made in a single process area. To do so we build a model of a mining value chain, taking into account consequential downtime that arises from downstream and upstream starvation and choking effects of each activity. Introducing the concept of internal capacity, this approach yields insight into the relative importance of key metrics such as loading and hauling rates. We suggest that a holistic view of this type should be a core component of business improvement and performance management decisions.

The drive to reduce water usage globally has led to the mining industry reassessing its water usage - owing to past environmental degradation due to effluent discharge, tailings disposal and process water seepage into the water-table (Haggard et al., 2015). Factors such as water scarcity and environmental restrictions have created the necessity for recycling of process water in mining and other industries. Water recycling, however, causes an accumulation of ions in the process water, which may affect the strength of reagent action on the target mineral and in turn critical aspects of flotation may be impacted. Prior studies have shown that certain ions have specific effects on flotation: for example, calcium and copper have been found to enhance the adsorption of depressant onto gangue (Feng et al., 2013, Wang et al., 2016). Calcium and sulfate ions have been seen to give a higher concentrate grade than other ions present in process water (Manono et al., 2012). An increase in ion concentration will increase the mineral grade due to a decrease in entrainment (Corin et al., 2011). Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

A large new underground platinum mining project required that all different mining options were investigated during an option study before proceeding to the prefeasibility stage of the project. The capital project team identified 21 different options requiring investigation. These options considered 10 different access methods and 4 different mining methods. Each of the 21 options required a mine design, a valid production schedule, and the associated economics in order to facilitate a comparison on project Net Present Value (NPV) and other metrics. The project sponsors required this work to be completed in 3 months and therefore the project team decided to adopt an object-oriented modelling approach as implemented by Cyest Corporation. This would allow all 21 options to be valuated within the tight time frame due to the generation and re-use of templates. Standard objects were configured into templates containing the mine layout, design, and scheduling logic. These templates could then be assembled into a model to represent the option being investigated. The adoption of rules-based design and production scheduling then allowed for the rapid generation of a valid production schedule for each option with different iterations of varying production ramp-up and mining efficiency assumptions. The activity-based operating costs, labour, and capital were also linked to the standard templates such as a half level or barrel, which were then replicated to represent the overall mine structure for each option under consideration. Using this approach for each option, a full production schedule was produced per mining activity, the operating costs were calculated using activity-based costing, an infrastructure capital expenditure estimate was determined, the development capital requirements costed, and an overall NPV determined. This options study was completed in an unprecedented 10 weeks and a recommendation was put through to the Business to take three of the options to the next study phase.

FINANCE The annual accounts, which follow this report, reflect a healthy position and show that measures taken by Council over the last few years to boost income have been successful. A higher income was needed not only to meet rising costs but also so that the services provided by the Institute for its members could be expanded. This year's income of R55 025 showed a further increase compared with last year's figure of R48 307. Income from subscriptions was higher mainly owing to an increased number of Company Affiliates, and this is indicative of the support given by mining and metallurgical companies to the good work being done by the Institute. Further sales of publications of the symposia held over the last few years again made a useful contribution to income of R4560. The first Winter School held in 1973 yielded a surplus of R7495 after the expenses had been deducted from the income received from registration fees. The cost of administering the Institute increased by R2212 compared with the previous year. Included in this was a donation of R1000 to the A.S. & T.S. Trust Fund. The effect of varying aliphatic, olefinic, and aromatic groups in the N- and S-positions of dithiocarbamates was investigated in the selective and bulk flotation of a mixed copper-lead-zinc-iron ore. Selective and bulk flotation were found to be dependent on the type of functional group, as well as on the position of substitution.

Accounting for gold The South African Institute of Mining and Metallurgy will be holding a 3- or 4-day school in the third week of May 1989 on the topic 'Accounting for Gold'.

The School on the Accounting for Gold, which was organized under the auspices of The South African Institute of Mining and Metallurgy by Dr Hugh E. Bartlet, Consulting Metallurgist of Johannesburg Consolidated Investment Company Limited, was held at the South African Nature Conservation Centre at Delta Park, Johannesburg, on 15th to 17th May, 1989. It was attended by 178 delegates, including 2 from the OK and 4 from Zimbabwe. A total of 19 papers were presented covering the components of gold-accounting procedure, sampling techniques, and new sampling technology.

The presence of fines (particles smaller than 6 mm in diameter) causes hydrodynamic problems in gasifiers and therefore it is of great importance to minimize the amount of fine coal in the feed. This serves as motivation for understanding coal?s breakage mechanisms, which could lead to the ability to predict the generation of fines. The aim of this project was to simulate the pulsating effect of the conveyor belt in order to investigate factors influencing the breakage. Results indicated that an increased initial particle size had an increasing effect in the amount of fines generated. Weathering had an insignificant effect on the breakage of coal. To conclude, a breakage model was developed to describe the rate of breakage out of the top size when a combination of two breakage modes is present.
