"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. "Haulage accidents usually are responsible for about 17 or 18 percent of all coal-mine fatalities and about 21 percent of all non-fatal coal-mine accidents. When the relatively small number of employees continuously exposed to haulage hazards is considered, it would appear that haulage is more hazardous than any other phase of coal-mine operation.Haulage accidents have increased from year to year, doubtless due to the increase in electrical haulage, and particularly to the use of larger cars, heavier locomotives, longer hauls, and greater speed. Unless very definite steps are taken to eliminate the causes of these accidents, they will continue to increase rather than be reduced, as they can and should be.Underground haulage in many of the large modern mines of today is similar in many respects to railroad practice. In recent years the railroads have made wonderful strides in reducing accidents, and instead. of being one of the most hazardous occupations, as it once was, railroading is now one of the safest. Doubtless, if thought and action, similar to that given to reducing accidents among railroad passengers and employees, were given to safety in mine haulage, under¬ground haulage accidents could be reduced in about the same ratio.Haulage accidents may be classified, according to responsibility, into two groups - those for which management is largely responsible and those for which the employee is largely to blame; there is, however, an overlapping of responsibility from one group to the other. If, therefore, haulage accidents are to be reduced, it is absolutely essential that both management and employees cooperate to this end.In the first group, for which management is largely responsible, may be included accidents due to faulty equipment, moor track, a poorly arranged system of haulage, lack of clearance or of overhead protection, and dirty roadways; even in these features, however, the employee is not without a measure of responsibility, as failure of haulage equipment possibly may be due to lack of care on his part, failure to report when equipment is out of order, or failure to do a good workmanlike job of installing or repairing or operating.To the second group of accidents for which the employee may be largely responsible, belong those caused by such careless practices as jumping on and off fast-moving trips, coupling on the ""fly"", running at excessive speeds, failure to properly block cars, and similar hazardous and unnecessary acts of omission or commission. If, however, management condones such practices, or, as in some instances, insists upon them, it must accept its share of responsibility for the accidents that inevitably result.Some of the most prolific sources of haulage accidents will be discussed briefly, together with the steps that may be taken to minimize their occurrence."

"Two source apportionment techniques have been applied by the Bureau of Mines to aerosol measurements in diesel equipped underground noncoal mines. The first technique is based on size selective sampling and the premise that the diesel exhaust fraction of the aerosol is predominately sub-micron in size while the mineral dust fraction of the aerosol is mostly super-micron in size. The second technique, Chemical Mass Balance (CMB) modeling, was used to referee the analysis of diesel and mineral dust aerosol concentrations with the size selective method.The size distribution data were modeled using a log-normal regression to parameterize the sub- and super-micron fractions of the sampled aerosol and to estimate the mineral and diesel contributions to each. For the mines visited, analysis of the size selective: samples yielded an average value for the fraction of the fine aerosol attributable.to mineral dust of 3 pct.'The CMB analysis, applied to both fractions of the respirable mine aerosol, yielded the amount contributed to each by the diesel· and dust aerosol sources. Less than 5 pct of the sub-microm fraction was mineral dust, however, as much as 20 pct of the diesel aerosol was found: ""in the super-micron fraction requiring a correction of the sub-micron fraction to account for the missing diesel mass. More accurate measurement will require a carbon specific analysis of the aerosol."

SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. If a violation is especially serious (for example, creates an Following reclamation, the land was immediately put back into agricultural production. Today, grain and corn crop yields have continually exceeded targets. 2 imminent danger to public health or safety or causes significant damage to land, air, or water resources) the inspector immediately issues a cessation order. An operator must correct all violations in order to obtain permits for new mines. Lands Unsuitable For Mining Congress recognized that certain coal deposits cannot be mined without permanent damage to unique cultural or natural resources. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

"The American Consul at Guatemala City reports that the Guatemala Marble Mining Company is preparing to operate a marble quarry about 13 miles from the railroad station of Zacapa, which station is a little over 100 miles from Puerto Barrios, the nearest port from which the product may be shipped. The deposit is extensive, and though somewhat broken up in places, great quantities of sound marble are available. It is claimed that the marble is equal in quality to the best product of the Italian Carrara quarries.Access to the quarry by rail is obtained by a spur track of the International Railways of Central America (Ferrocarril Internacional de Centro America) from Marmol, 3 miles south of Zacapa. This spur is about 5 miles long and terminates at the foot of the mountains. A double-track incline cable-way 2000 feet in length has been constructed to bring the marble down the mountain. From the top of the incline to the quarry there is a railway six miles in length over which the rock will be hauled by two side-geared Shay locomotives."

To provide a simple means for rapidly checking methane concentrations at working faces in coal mines while remaining under permanently supported roof. The Approach: A light telescopic probe, through which a gas sample can be pumped Into a methanometer, has been developed. See Figure 1 [ ] How It Works: The telescopic probe consists of sections of small stainless steel tubing encased in sections of lightweight fiberglass tubing. When fully extended the probe is almost 19 ft. long; fully closed it is approximately 5-1/2 feet long. It can be used In either of these positions as well as at intermediate extensions. An approved methanometer is clamped to the probe by a support bracket.

For 1991, the aggregate value of world international export trade in mineral commodities was roughly estimated at $685 billion in current 1991 dollars. The estimated level was about 6 % higher than that for 1990, but still more than 3 % below the record high set in 1980, and the year was the fifth in a row in which the value of exported minerals advanced. Table 8 provides a data series for the estimated value of world export trade in all mineral commodities from 1979 through 1991, as well as a breakdown of this total into fuel and non fuel commodities. The data shown are based on the historically more traditional and realistic (from the viewpoint of data availability) practice of reporting trade values for the year before the year of review. Despite the considerable increase in the dollar value of mineral commodity exports, their share of total export merchandise trade declined to 19.1 % in 1990 from 19.7% in 1989. At 19.1 %, this share was very near the recent year record low of 19.0% reached in 1988. Comparable 1991 figures were not available in time for inclusion here, but it is expected that the mineral commodity share of the total will be little altered from that of 1990.

"The Keely mine at Dagger, Indiana, is one of the few mines that is being operated successfully on a cooperative basis. This shaft mine is developing 133 acres of coal in the Indiana No. 6 bed, which here averages 5-1/2 feet thick and. lies about 110 feet below the surface. Thirty seven (37) miners and twenty (20) company men or day man are employed, and the daily output is around 300 tons. Practically the entire production is sold by contract for railroad use. No mining machines are used and all coal is produced by pick work.The mine was originally owned and operated by the Stockton Coal. Co. of Dugger, but about eight years ago it was leased to Mr. Roy Price. He sub-leased the property to ten miners, who formed an association known as the Dugger Mutual Coal and Mining Co., to work the mine cooperatively.At first many difficulties were encountered; the cooperative idea is an old one, but the practice was new to those interested. Some of the men were energetic, ambitious workers; others were inclined to let their associates produce the coal but wanted to share in the profits. In time, after a hard struggle and many changes in the personnel of the company, business-like methods were adopted and the mine was put on a paying basis."

"Waste Granite in the Barre, Vermont, District: Waste in the great granite center at Barre, Vermont, consists of three types of material, the rough blocks rejected at the quarries on account of imperfections, the chips or spalls resulting from trimming and dressing at the cutting plants, and the granular and pulverized material from the dust collectors. The waste piles at the quarries of are immense proportions and constitute a serious handicap to quarrying in that they cover up good rock deposits, and are also so large that waste disposal becomes more and more expensive. The problem of utilization of such waste material is a topic of keen interest to all granite producers.Barre is not situated on a water route, and thus transportation costs prohibit the shipment of waste blocks for rip rap or ballast. Crushing plants use a small amount of this material for road construction, but aside from this, the waste is practically valueless.Investigators of waste utilization problems are awaiting with interest further information concerning an enterprise undertaken at Montpelier, Vermont, to utilize crushed granite for the production of brick similar to sand-lime brick. Granules of granite are mixed with lime, moulded, and hardened under steam Pressure, The brick produced are said to be of excellent quality for structural Purposes.There seems to be no logical reason why waste granite could not be utilized for the manufacture of building stone, and paving blocks, for many of the defects which condemn a stone for monumental purposes are not at all detrimental for building or street paving. F or the most part, monumental stone workers are not particularly interested in other branches of the granite in-dustry, and a combination of industries such as that suggested"

Develop a new method for coal mint pillar stability evaluation and design based on pillar load measurements. Approach A novel approach to chain pillar stability evaluation and design for longwall coal mining panels has been developed by the Bureau of Mines. The evaluation approach uses an INTEGRITY FACTOR as the criterion for stability. Hydraulic borehole pressure cells developed by the Bureau are used to measure stresses in a pillar for stability evaluation. The results are used to improve the pillar design.

Identity the difficulties of establishing vegetation on mining-related wastes resulting from adverse chemical, physical, and biological properties; describe the ecological and soil factors affecting the relationship between mycorrhizal fungi (soil microorganisms) and plants; and evaluate the feasibility of establishing vegetation on mine waste by introducing mycorrhizae. Problems in Revegetation Successfully using vegetation to stabilize a situ disturbed by mining-related activities depends on knowing the chemical, physical, and biological characteristics of the site prior to, or at the time of, stabilization. The primary objectives of mine land reclamation are to minimize environmental degradation and to facilitate the re-establishment of a functional plant-soil system. Mining disturbances can significantly alter the physical, chem¬ical, and biological characteristic of a site, thus affecting plant establishment, survival, and growth. The physical disturbance caused by the removal and replacement of soil and overburden, together with the waste material from ore processing, affect the chemical, physical, and biological process within the disturbed soil or waste. Additionally, variability in soil properties results from differences in climate, topography, vegetation, and parent material of the site.

Reduce injury to people or damage to equipment when a scheduled production blast is detonated. Approach The essential elements of an effective blast area security system were identified through case studies of five mining operations where the blast area guarding practices were considered to be superior to those generally found in the industry. These elements were used in making recommendations for improved blast area safeguarding practices. Background The blast area security system is a means by which the mine operator prevents injury to people or damage to equipment when blasting is performed. Analysis of blasting accidents showed that most blasting accidents occur during scheduled blasting and are due to inadequate blast-site security. Factors contributing to the system's breakdown are failure to clear the blast zone, inadequate guarding. and failure of personnel to follow instructions, retreat to a safe location, and/or take adequate cover. Mine personnel, visitors and even trespassers can inadvertently wander into a blasting zone unless proper procedures exist to ensure that all personnel are cleared from the blast zone and kept safely away until after blasting IS completed. Statistics show that the blaster is the miner most frequently injured In these accidents.

We performed bronchoscopy with bronchoalveolar lavage (BAL) in 8 control subjects with no exposure to occupational dusts, 8 healthy power plant workers exposed to mixed dusts (primarily fly ash), 1 healthy coal miner and 1 rock driller with acute silicosis. All subjects were non-smoking males. We analyzed lavage effluents for total numbers of alveolar macrophages, lymphocytes and neutrophils and monitored chemiluminescence at rest (REST CL) and after stimulation with 3x10- M phorbol-12-myristate-13-acetate (PMA CL) or 2 mg/ml zymosan (ZYM CL). 1. In 2002, a total of 763 nonmetal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Examples of nonmetal mining operations include the mining of clay, trona, barite, phosphate rock, gypsum, talc, gemstones, and pumice. Nonmetal mines comprised 5.3% of all mining operations. • Nonmetal mining operations are located in all but nine states or territories (Alaska, Delaware, Maine, New Hampshire, Rhode Island, Vermont, Wisconsin, Puerto Rico, and the Virgin Islands). • Mines producing common clay comprised 29.2% (n = 223) of all nonmetal mining operations.

1. In 2003, a total of 258 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Metal mines were the smallest mining sector, comprising 1.8% of all mining operations.1 • Gold mines comprised 44.2% (n = 114) of all metal mining operations. Other common types of metal mines were iron ore (n = 29; 11.2%), copper ore (n = 28; 10.9%), and lead and/or zinc ore (n = 21; 8.1%). • Nevada had the largest number of metal mines (n = 48; 18.6%) followed by Alaska (n = 29; 11.2%).

Avoid errors in determining the amount of trace elements in overburden when core drilling samples, particularly as required by PL 95-87, the Surface Mining Control and Reclamation Act of 1977. Reason Metal additives present in certain drill stem joint lubricants appear to contaminate overburden samples. If these lubricants are used in assembling the drill string, they can interfere with the analytical methods used to establish concentration of trace metals. A method for evaluating the relative incendivity of detonating cord in natural gas-air mixtures was developed. The method consisted of firing short lengths of cord in bundles to determine the number of strands per bundle which would ignite natural gas-air mixtures 50 percent of the time in the 45-cubic-foot gallery of the Bureau of Mines. The relative efficiency of a flame quenching agent, potassium acid tartrate (KHT), when incorporated in both the pentaerythritol tetranitrate (PETN) core and the polyethylene sheath, was explored. The effects of sheath thickness, sheath composition, core weight, and core composition were evaluated. The bundle method established a quantitative scale for evaluating the relative incendivity of cords. The relative incendivity determined by the bundle method was then compared with the incendivity of 100-foot lengths of detonating cord when initiated in 8 percent natural gas in the 640-cubic-foot gallery of the Bureau of Mines.

This study is intended to serve three roles. First, it represents a global overview and summary to supplement and complement the five regional companion volumes of the 1991 edition of the Minerals Yearbook International Review. In this regard, it also extends previous time series under this title that appeared as the introductory chapter to the international volume of the Minerals Yearbook from the inception of that volume in 1963 until it was subdivided into separate regional volumes in 1989. The basic statistical presentations herein generally contain data through and including that for 1991, although in a few instances the most recent statistics are those for earlier years because more recent, comprehensive global statistics simply are not yet available owing to delays in data collection and processing in some countries and continued governmental suppression of data in others. The second role of this study is to provide an update to the coverage of events impacting the world's mineral industry that have occurred between the end of 1991 and the preparation of this study. Inclusion of this update is almost essential because of the potential effect of some of these events on global mineral industry activities.

Develop a method for mapping planar geologic features in deep underground mines where the presence of metal interferes with compass readings. Background A fundamental problem of mapping planar geologic features in deep underground mines is the presence of metal (water and air pipes, track, equipment, etc.), which affects the accuracy and consistency of compasses. Present geologic mapping methods include use of transits or theodolites, both of which are cumbersome and time consuming to use. To complicate the mapping, process each planar feature must be surveyed, and if that feature is not apparent on the opposite wall, it cannot be mapped. Another method of mapping is to stretch a tape measure between two survey spads and place a string along a planar feature on one wall and out into the opening until it intersects the tape measure. This method, in addition to being time consuming, is also inaccurate. Because detailed mapping of planar geologic features deep underground involves many repetitive measurements, a quick, accurate, and reliable method for making such measurements was necessary. The geolaser was developed to make such measurements in deep underground mines where metal interferes with conventionally used compasses.
