Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. The estimated value of world crude mineral production in 1989 was nearly $1,420 billion in terms of current dollars or more than $1,168 billion in terms of constant 1983 dollars. This latter figure was almost 4.7% above the 1988 level but did not attain the historic high of $1,207.1 billion 1983 dollars set in 1980. The accompanying tabulation provides the latest available revised time series for the value of world crude mineral production in terms of both constant 1983 dollars and current dollars. It also provides one of the two statistical bases for the estimation, this being the data on the value of production of a group of key commodities that was compiled for and published in the authoritative French language mineral industry periodical Annales des Mines for years up to 1983.l It should be stressed that the values just discussed and those presented in the tabulation are for crude minerals only and by no means reflect adequately the role of the entire mineral industry in the world economy. These figures represent only the value of mineral materials as they are mined or otherwise extracted from the earth. They do not reflect the value added to these materials through downstream processing within the facilities commonly accepted as mineral industry plants. That is, value added through beneficiation of ores, smelting, refining, and similar processing is not included in these figures. Comprehensive world data on the value added by such processing are not available; however, a conservative estimate of [ ] the total value of processed output from mineral industry plants derived wholly from primary (newly mined) materials would be on the order of about $2,800 billion constant 1983 dollars or $3,400 billion in terms of 1989 dollars.

"Explosive gas mixtures are characterized by their ability to undergo a self-accelerating reaction that may culminate in ignition. In the case of methane and air there are two interdependent causes of this acceleration. First, if a sufficiently fast reaction is induced, heat may be evolved faster than it is lost to the surroundings; consequently, the temperature rises and the reaction rate increases. Second, the reaction rate is determined not only by temperature but by the concentration of reactive intermediate products if the latter increases during the course of the reaction the rate will increase. To understand the role of these active intermediates, it should be realized that molecules of methane and oxygen, per se, show little tendency to react with each other even at high temperatures.(1) If, however, free radicals like OH and CH3, are present in the mixture, the methane and oxygen are attacked in the reactions(2):In these reactions the radicals are regenerated, and thus a chain of reactions is set up by an individual radical or chain carrier which is broken only if the latter is destroyed in some process. Not all collisions of a chain carrier with CH4 or 02 result in reaction, since one requirement for a successful collision is that the colliding particles have a certain minimum energy. The percentage of collisions in which this energy condition is fulfilled increases with temperature, so that for equal chain-breaking probabilities the length of the reaction chain increases with increasing temperature. Thus, there exists an interplay of temperature and concentration of chain carriers that determines the reaction rate. To carry the rate to the stage of self-acceleration, higher temperatures are required for lower than for higher chain-carrier concentrations, other conditions being equal."

FOLLOWING the rapid recovery of previous years, the U.S. economy continued the upward trend and moved forward moderately and sporadically during the first half of 1962. There was a slow-down in the recovery rate, which was especially notable in the third quarter. The economy recovered in the fourth quarter, and by the end of 1962 the gross national product amounted to $555 billion, a new high, 7 percent above that of 1961. Production, employment, personal income, and corporate profits all achieved new peaks, but unemployment continued high and the prospects for improvement remained poor. The economy again failed to us~ its full potential; 1962 was a good year, but not good enough. During 1962, all industrial production climbed from the low in January to a high in late summer which lasted through the fall, and declined slightly at yearend. Mining production followed this pattern closely and most sectors were approaching record highs. Most minerals gained in value and volume of production. The steel-associated minerals group was the only exception, and it sustained a small net loss. The nonfuel minerals industry opened the year at a high level, maintained this high level until late summer, with the peak in May, and drifted downward toward the end of the year. The gains recorded by nonferrous metal mining partly offset the loss of ferrous metal mining, resulting in a small gain for metal mining as a whole. Future coal mining systems will be able to cut from crosscut to crosscut where advances could exceed 100 ft. However, limitations arise when ventilating such mining systems. In deep advance mining, there would be no workers at the face to advance ventilation tubing or curtain manually. Traditional methods also provide no means for maintaining face ventilation after the miner backs away from the face. U.S. Bureau of Mines research is studying means to provide effective ventilation at cut depths beyond the current limit of 40 ft. Several innovative ventilation schemes are currently being considered. One such method is the use of a jet fan to ventilate a deep cut. A jet fan is simply a freestanding fan using little or no ducting to direct the ventilation flow. Jet fan testing in a 90-ft entry revealed that higher exit velocities and greater penetration depth occurred when various configurations were used to confine and direct the air flow. Additional testing also indicated that 2,200 cfm of fresh air was delivered to the face 90 ft distant when a check curtain was used to limit entrainment around the fan. Without this curtain, this quantity dropped to only 1,000 cfm This testing indicated that a jet fan was capable of providing ventilation to a distant face area. It also highlighted potential problems, such as recirculation at the fan and reentrainment in the jet flow. Despite these potential problems, jet fans may be adequate for ventilating cuts exceeding 40 ft.

"In connection with the proposed use of Cordeau-Bickford to fire L.O.X. (liquid oxygen explosives) in well drill holes, the question has arisen as to the effect of very low temperatures on (1) the rate of detonation of Cordeau-Bickford; (2) the sensitiveness to detonation of its TNT filling; and (3) the lead covering of Cordeau-Bickford.The Cordeau-Bickford used in this investigation was the standard 6 mm. size, such as is regularly used in blasting, and was manufactured and furnished by the Ensign-Bickford Company, Simsbury, Conn. All pieces tested were taken from rolls, all of which were from the same melted batch of TNT in order that all the pieces tested might be as nearly identical as possible.Different portions of this Cordeau-Bickford were tested plain (not countered), countered, and double countered. The countering and double countering was carried out by the manufacturer prior to shipment.The determination of the temperature at the instant of making a test was accomplished by the use of a Leeds and Northrup potentiometer and copper constantan thermocouples. Each couple was made from No. 28 B & S gage wire with short junctions. One junction was inserted in a hole drilled by a No. 60 drill through one lead wall of the Cordeau-Bickford to approximately the opposite wall, so that this junction was in the center of the TNT filling while the other junction was immersed in ice water. The potentiometer readings in millivolts were converted to °C. from the calibration curve of the thermocouple wire,"

Interest in training evaluation in the mining industry was piqued with the promulgation of Title 30, Part 46, of the Code of Federal Regulations. Under Part 46.3, a training plan is considered to be approved if it contains certain information, including “The evaluation procedures used to determine the effectiveness of training.” The present paper is a broad overview of training evaluation and is intended to give trainers and decision-makers a framework for planning or assessing training evaluation strategies. It discusses questions to consider when starting an evaluation plan, Kirkpatrick’s model of evaluation categories, and various ways to collect data. It does not provide detailed instructions on how to develop evaluation methodologies, but reviews topics to consider when creating an evaluation plan. Training evaluation is a term that has many different meanings: assessing the quality of a course, effectiveness of materials used, teaching style of an instructor, or the comfort of a classroom. An evaluation can be done informally over lunch or with highly structured data-gathering tools. It can produce results that are useful to trainers, program administrators, corporate decision-makers, or no one. The key to a worthwhile evaluation is clearly defining why the evaluation is being conducted. Once the purpose is defined, planning the evaluation strategy can begin. For an evaluation to be effective, it should be incorporated into the development of the training activity itself. The training evaluation worksheet at the end of this paper can be used to guide evaluation planning.

Methane emissions from a longwall ventilation system are an important indicator of how much methane a particular mine is producing and how much air should be provided to keep the methane levels under statutory limits. Knowing the amount of ventilation methane emission is also important for environmental considerations and for identifying opportunities to capture and utilize the methane for energy production. Prediction of methane emissions before mining is difficult since it depends on a number of geological, geographical, and operational factors. This study proposes a principle component analysis (PCA) and artificial neural network (ANN)-based approach to predict the ventilation methane emission rates of U.S. longwall mines. Ventilation emission data obtained from 63 longwall mines in 10 states for the years between 1985 and 2005 were combined with corresponding coalbed properties, geographical information, and longwall operation parameters. The compiled database resulted in 17 parameters that potentially impacted emissions. PCA was used to determine those variables that most influenced ventilation emissions and were considered for further predictive modeling using ANN. Different combinations of variables in the data set and network structures were used for network training and testing to achieve minimum mean square errors and high correlations between measurements and predictions. The resultant ANN model using nine main input variables was superior to multilinear and second-order non-linear models for predicting the new data. The ANN model predicted methane emissions with high accuracy. It is concluded that the model can be used as a predictive tool since it includes those factors that influence longwall ventilation emission rates.

One of the primary means of .control of health hazards from respirable contaminants in mine atmospheres is through design and operation of mines to meet mine health and safety regulations and recommended practices. A U.S. National Academy of Sciences study concluded that for significant progress in coal mine dust control, research should be directed more toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust. Theoretical and experimental studies on transport of dust in mine airways, particularly coordinated efforts to validate theory with practice, are scarce. Some empirical models, developed on the basis of experimental data, are available but these models cannot be applied to new .conditions. The purpose of this paper· is to present the results of theoretical and experimental studies on the transport and deposition of dust in mine airways. This study is a part of an on-going research project in the Generic Mineral Technology Center on Respirable Dust. In the paper, the assumptions of the modeling phase of the project and the development of a convection-diffusion equation for dust transport in mine airways will be outlined. The important aspect of the modeling effort.is the capture of the deposition phenomenon. The experiments performed under controlled conditions in a typical mine airway as well as under normal mine operating conditions will be discussed. The comparison of the model predictions ·with experimental results will be made to identify critical areas of agreements and deviations. The implications of the findings and areas for further research and development will be identified.

"INTRODUCTION A layer of soot on the heating surface of a boiler decreases efficiency because it increases resistance to the flow of heat, with the result that the heat transfer to the water is lower and the temperature of the flue higher than they would be if the surface remained clean. The percentage of reduction in heat transfer depends on the position and area of the sooted. The percentage of reduction in heat transfer depends on the position and area of the sooted surfaces, the thickness of the most, until the percentage of the total heat absorbed by those surfaces when clean; thus it will vary with the type of boiler and in particular with the ratio of the area of the convection heating surface to the total area. Medium-size and large boilers usually are equipped with soot blowers, and tests have been published giving the increase in efficiency resulting from removal of the soot. Fuel savings up to,8 percent have been reported, but 4 to 5 percent is probably more conservatives. However, these savings may not be due wholly to a reduction the thermal resistance of the surfaces but may be due partly to improvement in the combustion because of better draft or more uniform flow of the gases. In addition, the deposits on the surface of boilers include as a clinker, and as the size of the boiler and the rate of burning increase very little or none will be soot.There are no corresponding test data on small boilers operated at low rates of burning. In stall boilers, deposits are much thicker, and it might be expected that the reduction in efficiency would be greater; in fact, statements have appeared suggesting that the decrease may be as high as 50 percent. This investigation was undertaken because the Bureau frequently receives requests for authoritative information on the effect of soot in small and other heating boilers."

"A new record in fuel efficiency at petroleum refineries was achieved in 1935, when an average of only 615,000 B. t. u. was needed to refine a barrel of crude oil, compared with an average of 638,000 B. t. u. in 1934 and 829,000 B. t. u. In 1925. (See fig. 1.)Refiners have made almost uninterrupted progress in firing efficiency during the last decade although much of this gain was brought about by improved technique and greater use of heat exchangers and pipe stills, the determining factor was the trend in crude runs to stills. Most plants can increase their crude throughput materially with but small increase in fuel consumption. Consequently, in years in which crude runs have increased substantially, average requirements have declined; but in years in which crude runs have decreased, the average has tended upward. This conclusion is confirmed by figure 1, which shows that there has been but one minor exception to this rule in the last 10 years.Technical progress in fuel efficiency may be illustrated by comparing crude runs and total B. t, u. consumed. Between 1925 and 1935 crude runs to stills increased 31 percent, but the total quantity of heat required did not increase; in fact, it declined slightly.The trend of modern still construction is from shell stills, in which a large body of oil is heated, to tube stills, in which the heat comes into much closer contact with the oil. In 1935 the total capacity of operating pipe stills increased about 4 percent; this increase, though small, probably was related to the gain in average efficiency.The Increased use of heat exchangers and their role as fuel savers have been discussed in previous reports of this series. It is sufficient to say that refiners with insufficient exchange capacity added as much in 1935 as their budgets would permit."

The mineral industry in Burundi was a minor contributor to the country's gross domestic product (GDP), which was estimated at just $1 billion for 19812. Coffee and tea continued as the Nation's major export commodities. Mineral exports consisted of small tonnages of wolframite, cassiterite, and baetnasite. Burundi's trade balance of payments situation worsened in 1981, with import payments more than double export revenues. Petroleum imports alone equaled 46% of the export revenue total. By year-end, the only indigenous fossil fuel source to have been found in Burundi was peat, which the Government had been attempting to develop to alleviate some of the petroleum import requirements. In June 1981 the Irish Peat Development Authority, Bord na Mona, signed a 4-year contract with the Burundian Government to supply technical staff for the ongoing peat project work there. Funding for the project was provided by the VS. Agency for International Development and the Government of Ireland. The new contract, which was an extension of ongoing peat research there, represented Burundi's increased awareness of the value of its large peat reserves for both energy and agricultural uses. At yearend, Burundi's Ministry of Public Works and Mines was does to selecting a contractor to study the feasibility of developing Burundi's phosphate deposits. The study would determine the potential for establishing fertilizer production facilities based on the country's phosphate reserves at Matongo-Bandaga, The study's specific objectives are to prove mineral reserve tonnage and grade, draw up mining and processing facility designs, estimate capital and production costs, and conduct a regional market and distribution survey. The cost of the study was estimated at slightly over $1 million, and it should take approximately 16 months to complete. The proposed project will mark the Burundian Government's first step in its plan to exploit on a large scale its natural mineral resources for advancing its agriculture-based economy. Burundi was dependent on imports, which are expensive to transport inland from coastal ports, to supply its domestic requirements for fertilizer. Briefly, a permissible schedule of the Bureau of Mines establishes certain minimum standards for safety; it gives details of test methods adopted to determine whether these standards have been met, and a list of charges for such tests. Any manufacturer has the privilege of submitting his product for test in accordance with the conditions outlined in the schedules. His action is wholly voluntary, for the Federal Government has no jurisdiction as to what equipment shall be used in mines, this authority being left to the various States. When the product of a manufacturer has met the schedule requirements, he is permit¬ted to advertise this fact and to attach an approval plate with the bureau's seal to each machine he makes that is identical in every way with the equipment tested, inspected, and approved by the bureau. This work of approval has grown by the addition of new schedules until at present a great many mines are using one or more classes of permissible equipment, and there is still a demand for other approved apparatus in the ever-widening field of electrically operated machinery. The safety of electrical equipment of this type depends on four fundamentals, namely, (1) correct principles of design; (2) proper assembly of parts at the factory; (3) proper assembly and installation of equipment at the mine; (4) and proper operation and maintenance after installation. The first two factors are within the province of the manufacturer. The bureau either inspects and tests several models of one product, such as electric cap lamps, or one model, such as an electric motor. If this series of tests proves satisfactory, the manufacturer is given the privilege of making other appliances, and assembling them in the same way; the approval plate he attaches is his guaranty that the equipment is identical with the one tested and inspected by the bureau. "INTRODUCTION Workmen are transported in shafts in various types of cages or skips, most of which were designed primarily for hoisting cars and materials. Therefore, in general the cages or skips are not completely enclosed, adequate and gates are not always provided, and at many mines signaling devices and telephones are re¬stricted to those at the various landings in the shafts.Shaft accidents are usually severe - frequently fatal - and as a rule such an accident is caused by failure to comply with company rules or by ignoring them.Sixty men were killed and 555 men were injured in shafts of the anthracite and bituminous coal mines of the United States during the 5-year period 1938-42. 4/ Many of these accidents could have been prevented by having properly enclosed cages and adequate locking devices on doors to prevent workmen from falling into the shafts.The officials of the Heidelberg Coal Co. contemplated utilizing an old coal-hoisting shaft as a man-hoisting shaft; however, it was their desire to avoid the use of the conventional cage and to try to provide a safer means of transporting men in the shaft. Investigations and studies made by the officials revealed that an elevator similar to those used in large buildings would be more economical in first cost, maintenance, and operating costs would be less, and it would be safer and more convenient for the workmen. Effective safety devices for such elevators have been developed to such a high degree that those properly installed seldom fail. The elevator or man cage finally chosen cannot be pulled above the top landing through mechanical or man failure; it stops automatically at each landing and cannot be moved while a door is open; when the cage leaves the landing the doors opening to the shaft are automatically locked by mechanical and electrically operated locks; electric lights, telephone communication, and push-bottom controls are available on the cage, and adequate safety switches and overspeed controls are provided."

Considerable current interest is evident[l,2] in the use of transient electromagnetic methods for subsurface remote sensing. A transient method is discussed which uses a periodic video-type pulse containing a wide frequency range. A video pulse is used as an interrogating signal both for "target" identification and detection for relatively short depth (c 20 meters) applications in soil and soft rock media. If the medium is favorable, e.g., hard rock, greater depth applications appear to be feasible. The same procedures would be applicable for deep geological exploration but would require a substantial reduction in frequency and increase in target size. It should be noted that video pulse generators with 35 kv peak voltage and nanoseconds base widths are now within the state-of-the-art, thus significant power over broad spectral ranges is possible. In the design of a video pulse sounding system, 5 main problem areas can be identified; 1 ) selection of the pulse shape or spectral content of the video pulse, 2) design of a radiating structure which effectively couples such a pulse into the medium, 3) isolation of the radiating and receiving mechanisms, 4) realistically accounting for the dispersion and attentuation of the medium and the air-medium interface, and 5) interpretation or processing of the received signal waveform. Each of these problem areas will be discussed and illustrated with experimental and/or theoretical results. The Video Pulse Selection of the proper video pulse signal is dictated by 3 considerations, the maximum desired depth of penetration, the attenuation of the medium and the required resolution and size of the target. For a lossy medium, penetration and resolution are clearly at cross purposes and a compromise is necessary. The exact nature of the compromise is dictated by the application, but the spectrum of the video pulse should not contain any frequencies higher than the predicted cut-off, i.e., that frequency which is attenuated to the threshold level of the receiver. The effect of wind speed upon aerosol penetration into an idealized enclosure was studied The idealized enclosure was a painted plywood box that was 1 2X1 2 XI meters in volume Two fans supplied 1 7 m3 /min of filtered air to this enclosure at a static pressure of 2 8 mm of water The enclosure had a 7 5 cm diameter vent port which was isolated from the air flow around the enclosure To simulate holes in real enclosures, three 16-cm diameter holes were drilled on the front and back sides of the enclosure This simulated enclosure was placed in a tunnel-like structure The air flow from an ultra-light air craft was directed at the front of the enclosure The air speeds were varied between 14 and 36 km/hr as measured by rotating vane anemometer Static pressure in the enclosure was measured with an electronic manometer Two optical particle counters measured the particle number concentration of particles between the 0 35 to 0 5 µm inside and outside of the enclosure Aerosol penetration into the enclosure was computed as the ratio of the aerosol concentration inside the enclosure to the concentration outside of the enclosure The enclosure static pressures measured increase from 2 8 to 3 4 mm of water (P=00001) Aerosol penetration into the enclosure increased linearly with air velocity above 20 km/hr Theoretically estimated penetrations were correlated with observed penetration into the simulated enclosure When simple linear regression was used to model the observed penetration as a function of the estimated penetration, the value of the slope was 0 69±0 12 and the P value for the regression model was less than 0 0001 These results indicate that enclosure static pressure needs to be higher than the wind's velocity pressure in order to minimize aerosol penetration into these enclosures

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

The objective of these projects is to provide an ordered and sequenced series of advance toward the Bureau's overall goal of providing the systems technology required to create a more healthful and safer working environment for the Nation's mining and minerals processing workersINTRODUCTION The Bureau of Mines conducts a balanced, continuing in-house research and development program to accelerate systematic improvements in health and safety conditions in U.S. mines. Part I of this report outlines the Bureau's present in-house effort to all interested parties; in particular, potential contractors can refer to it when submitting USP's (unsolicited proposals), thus avoiding proposing research that duplicates work being performed by the Bureau.It is the policy of the Bureau of Mines to utilize as fully as possible the capabilities of the private sector in minerals research, and to that endPart II of this report outlines the Bureau's current projected contract research needs.The projects presented were planned at the beginning of the fiscal year and are subject to change based on emerging priorities and availability of funds. "1 Introduction The regrettable death of James S. Cunningham, Foreman Miner, attached to Bureau of Mines Rescue Car No. 2, while wearing a half-hour type oxygen breathing apparatus in a gasoline storage tank at Trinidad, Colorado, raised the question as to the possibility of gasoline vapors permeating the rubberized fabric of the breathing bags of such apparatus.It is known that most gases and especially certain organic vapors permeate rubber, by solution or a similar process. The rubber becomes saturated with the gas and if a concentration of gas is maintained on one side of the rubber sheet it slowly gives off gas from the other side. It of course takes some time for the gas to diffuse through the rubber and the length of time before it reaches the other side is proportional to the thickness of the rubber. The amount of gas that passes through per unit of area in unit time increases with the concentration of gas and also varies with the structure and composition of the rubber.It has been suggested that the gasoline vapor could not have penetrated into the interior of an oxygen breathing bag because the pressure is greater on the inside, but this is not true as the process of permeation by solution in the rubber is affected only by the difference in the partial pressures of gasoline vapor on the inside and outside of the bag. The positive oxygen pressure on the inside can only prevent the entrance of gasoline vapor through measurable holes, and has no effect on permeation by diffusion through the rubber."
