Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings and one fatality. To better understand the factors contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out studies in a 12-foot diameter sphere to identify key factors that may enhance the levels of CO associated with the detonation of several commercial trenching explosives. The gaseous detonation products from emulsions, a watergel, and ANFO blasting agents as well as gelatin dynamite, TNT, and Pentolite boosters were measured in an argon atmosphere and compared with those for the same explosives detonated in air. Test variables included explosive formulation, wrapper, aluminum addition, oxygen balance, and density. Major contributing factors to CO production, under these laboratory test conditions, are presented. The main finding is the high CO production associated with the lack of afterburning in an oxygen poor atmosphere. Fumes measurements are compared with the manufacturer’s reported IME fume class and with the Federal Relative Toxicity Standard 30 CFR Part 15 in order to gain an understanding of the relative toxicity of some explosives used in trench blasting.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are tables that show the principal nonfuel mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines. Because of inadequacies in the statistics available, some series deviate from the foregoing definition. For gold, silver, copper, lead, zinc, and tin, the quantities are recorded on a mine basis (as the recoverable content of ore sold or treated). However, the values assigned to these quantities are based on the average selling price of refined metal, not the mine value. Mercury is measured as recovered metal and valued at the average New York price for the metal.

The National Institute for Occupational Safety and Health (NIOSH/PRL) con­ducted a series of large-scale experiments to evaluate the effectiveness and safety of various concentrations of an inert gas mixture (CO2,8%;N2, 50%; Ar, 42%) for preventing and sup­pressing cab ?res. Comparison of concentrations effectiveness in yielding safe times has led to the choice of an optimum gas mixture concentration, discharged in the cab through a muf?ed nozzle system, for the development of a dual cab ?re inerting system. Of note is that safety training programs, including the synchronization of performed tasks, need to accompany this technology to enhance operator’s ef?ciency and safety during ?re emergencies within the safe times yielded by the cab ?re inerting system. Cab ?res are caused by the ignition of ?ammable vapors and mists (ball of ?re) that penetrate the cab during prolonged hydraulic ?uid and fuel ?res, and electrical malfunctions involving other cab combustible materials. Often, these ?res force the operator to exit the cab under hazardous conditions during a time needed to perform emergency tasks. Hence, it is important to provide the operator, not only with an engine fire suppression system (dry chemical powder), but also with a cab ?re protection system, effective both in preventing the ignition of ?ammable vapors in the cab, and suppressing cab material ?res.

Theoretical and experimental research sponsored by the U.S. Bureau of Mines shows that medium frequency (MF) electromagnetic (EM) signals propagate great distances in an underground environment such as a tunnel or mine. This propagation is enhanced by different mechanisms associated with the geology, and with the existence of metallic conductors in the entryways. In stratified geologies, a transverse electromagnetic (TEM) mode of signal propagation is possible if a low conducting layer is bounded above and below by higher conducting layers. In general, the difference in conductivities must be at least several orders of magnitude. Such geological waveguide conditions often exist in underground mines. Propagation via the waveguide effect is known as the "seam mode" of propagation. Another mode of propagation, the "tunnel mode," exists in underground entries with electrical conductors such as power cables, metal pipes, and phone lines. A monofilar mode of propagation exists when signals are impressed upon conductors and return via the surrounding rock. A bifilar mode of propagation exists when all signals exist only on local conductors. In a given location there is a combination of monofilar and bifilar modes that make possible an interaction between the conductors and a transmitting device in a tunnel or entryway. Signals can be impressed on or received from local conductors via magnetic dipole antennas (loops) or line couplers.

The objective of this U.S. Bureau of Mines hydrologic-subsidence investigation was to evaluate the effects of longwall mining on the local ground water regime through field monitoring and numerical modeling. Field data were obtained from multiple-position borehole extensometers (MPBX's) that were used to measure subsurface displacements. Survey monuments were installed to measure mining-induced surface deformations. Numerous drawdown and recovery tests were performed to characterize hydrologic properties of the overburden strata. Coreholes were drilled above the study area to determine lithologic and strength characteristics of the overburden strata using the rock samples collected. Electronic recorders were installed on all monitoring wells to continuously monitor ground water levels in coordination with mining of the longwall panels. A combined finite element model of the deformation of overlying strata, and it's influence on ground water flow was used to define the change in local and regional water budgets. The predicted effects of the postmining ground water system determined by the model correlated well with field data collected from the field site. Without an infiltration rate added to the model, a static decrease of 3.0 m (10 ft) in water level would occur due to mining of both longwall panels and if an infiltration rate was inputted in the model, no predicted long-term effects would occur to the ground water system.

"Results from research directed at determining the reason(s) for the ""rank factor"" in correlations between coal workers' pneumoconiosis incidence and coal seam of employment are presented. Using compliance dust samples collected from two longwall panels operating in coal seams of widely different rank, respirable particles were identified by mineral species under manual scanning electron microscope (SEM) energy dispersive x-ray (EDX) analysis and then further characterized by their physical diameter, general shape, and periphery angularity. Size fractional, mineralogical variations are presented.Of primary significance, the percentage of mineral particles from the higher rank coal seam that were uncontaminated by non-stoichiometric elements for a specific mineral species was twice that of those in the lower rank seam. The relationship held for each mineral species, including quartz. This fact may form the basis for the ""rank factor"" known to exist as well as provide a reason for the contradictory role of quartz and other minerals in previous CWP studies.An important subsequent research priority is now focusing on determining the percent¬age of all respirable dust particles that are minerals versus single-phase organic or multi-phase organic-inorganic complexes. This effort will be accomplished usingautomated SEM-EDX. The mineral purity factor will be developed further, but additional emphasis will be focused on determining the extent of inorganic inclusions in organic particles."

The coal deposits in Alaska occur in several major coal fields or basins. The deposits underlie about a quarter of the state, an area larger than Montana. Approximately 60 percent of the coal is bituminous and 40 percent is subbituminous. Less than one percent is lignite or anthracite. Although known coal reserves are estimated at only 6.1 billion tons (about 1.25 percent of U.S. reserves), estimates place the hypothetical reserves at 5.5 trillion tons and the identified reserves at 170 billion tons. The differences are due to limited exploration programs within the state. Conditions affecting mining and reclamation are unique to Alaska because of its extreme northern latitude. For example, permafrost occurs in about 75 percent of the state; tundra vegetation occupies vast treeless regions; and the climate is characterized by extremely cold winter weather and a short summer season. In addition, hydrologic conditions are considerably different from those in other states; major streams fed by silt-laden glacial melt water contain greater concentrations of natural sediment than the effluent discharge limits permitted by federal regulations. Also, some coal field locations are subject to potentially high seismic risk. These factors make coal mining and reclamation in Alaska more difficult than in other states. Alaska's program to regulate surface coal mining was approved May 2,1983. The Abandoned Mine Lands program was approved December 23,1983.

Although the Stamler feeder/breaker has been used for coal crushing in underground mines for many years, it has only recently been applied to other crushing operations. Two companies presently using Stamler feeder/breakers for rock crushing were contacted regarding their experiences with the units in actual field use. In both cases information was obtained directly from the individuals responsible for field operation and maintenance of the units. White Pine Copper Co. has been using Stamler feeder/breakers for over two years to crush copper ore. They now have fourteen 450-ton-per-hour units on line. The ore has a compressive strength of from 18,000 to 28,000 psi and is extremely abrasive. Maintenance is performed on a tonnage basis. The breaker shaft is replaced every 250,000 tons (requiring about 4 hrs) and picks are replaced about every 1500 tons by the operator (requiring about 2 min per pick). Very little unscheduled maintenance has been required. Crushing costs are fairly high (estimated at 13 to 15t per ton including maintenance and operation) because of tale extreme abrasiveness of the material. A new Stamler feeder/breaker with Ultramet wear surfaces was put or line in June 1976. Ultramet was found to increase the life of belt transfer station surfaces by up to 400 percent and it is hoped that it will do the same for the feeder/breaker. At this time it is still too early to evaluate the performance of the Ultramet unit. If it does improve abrasion resistance, crushing costs could be greatly reduced. White Pine is very pleased with the units and the service provided by Stamler.

A group of organic chemicals, known as wetting agents, has been developed, primarily for use in the textile industry. These chemicals have the property of reducing the surface tension of water when mixed with it in very dilute solutions. The advantage of lowered surface tension is recognized in dust-control work, and several wetting agents, have been tried by dust-control engineers with varying degrees of success. It is well-known that certain solids, coal for instance, are extremely hard to wet with plain water because of the high surface tension of water and the water-repellent action of coal. If the surface tension of the water is reduced, it can be demonstrated that the coal can be wetted easily. This is accomplished practical and at law cost by dissolving a very small percentage of wetting agent in the water that is to be used for wetting purposes. (Care should be exercised in using a wetting agent to be sure that it will not interfere with a subsequent process.) For some time, the comparative efficiency of various wetting agents has been the subject of considerable work by dust-control men at coal mines, as well as by members of the Bureau of Mines 3/, 4/, 5/, 6/. In this connection, a number of samples of air-borne dust have been collected in the mines. With the exception of dust-control measures conditions of dust generation and dissemination were maintained as, nearly uniform as possible. Samples were collected when water alone was sprayed on the cutter bar of a mining machine; various wetting agents were then successively added to the water and more samples of air-borne dust were-collected.

Design, fabricate, and test a machine capable of operating in coal seams 48-inches and thicker that can reduce the time, expense, and injury potential inherent in extending and retracting mine-wide section belt conveyors, while eliminating the need to use additional machinery or equipment in accomplishing such moves. The Problem Many underground coal mines use a belt haulage system to move cut coal from the face to the loading area. This system usually consists of a main line belt conveyor fed by section belt conveyors. A shuttle car at the face carries the coal cut by a continuous mining machine to a feeder breaker that breaks the large lumps of coal into smaller, transport-able pieces and unloads them onto the tail piece of the section conveyor. This tail piece is skid-mounted so it can be readily moved as needed. The conveyor is kept close to the face during mining in order to shorten the haul distance of the shuttle cars. Section belts can be lengthened by adding belting, wire rope, and support hard-ware. During pillar retreat mining, these section belts are shortened to keep pace with pillar extraction operations. However, these belt moves, either the extensions or retractions, usually require six to eight workers and three to eight hours to complete. In addition, a 100-foot belt move requires workers to handle up to 4,000 lbs. of material, not including the tail section. Strain and sprain injuries can be incurred during this heavily labor-intensive task. The time required to move the section belt can also create losses in the mine's production. The impact of mining activities on the economy in both 1983 and 1984 was minimal. The most recent available data on the gross domestic product (GDP) indicated a level of $1.6 billion in 1983.2 The estimated value for the production of cement, aragonite, and salt was about $17 million in that year, down from the estimated $20 million in 1982. No data are available on the economic impact of the large petroleum refinery at Freeport on Grand Bahama Island, but it represents the major mineral-related activity. Cement production remained at only a fraction of the 800,000 tons per year of plant capacity. The offshore search for hydrocarbons continued in 1984, and some companies were about to enter the third year of seismic and geological surveying around Andros and Grand Bahamas Islands. Getty Oil (Bahamas) Co. Inc.; Breoco Ltd., a subsidiary of REO Development Corp. of Tulsa, Oklahoma; and Natomas Petroleum (Bahamas) Ltd. were the first companies to be awarded exploration licenses. These companies were committed to drilling at least one well before the end of the third exploration year. Other companies actively engaged in exploration included Exxon Corp., Atlantic Richfield Co. (ARCO), Chevron Oil Bahamas Ltd., and Esso Oil Bahamas Ltd. Geophysical Services Inc. (GSI) of Dallas, Texas, and Petroleum Services (Bahamas) Ltd. of Englewood, Colorado, ran another seismic survey line during 1984. This 1,533-mile line was in the Great Bahama Bank and Cay Sal Bank areas off the southeast Florida coast, and tied in with a 4,530-mile program GSI ran in 1981-82. These surveys were nonexclusive and publicly available through GSI.

In 1992, the Bureau of Mines conducted a mineral resource investigation of the 19,200-hectare Garfield Mountain study area in east central Idaho. The area had been proposed for Wilderness. Cretaceous-age quartzite and limestone conglomerates underlie the area's east half; thick travertine beds, as well as limestones, dolomites, sandstones, and volcanic tuffs occupy the west half. All the rocks have been faulted and folded as part of the Western Overthrust Belt. Two, enormous travertine deposits occur in the west end of the study area. The lower deposit, controlled by Faxe Kalk Inc., has at least 200 million m3 (cubic meters) of travertine resources. Most of their deposit is very bright with a high CaC03 content and a low insoluble residual percentage: thus it is suitable for use as a paper and paint filler. The upper deposit, owned by Idaho Travertine Corp., contains 100 million m3 of travertine resources; it is used for facing or dimension stone. Weathered travertine outcrops are buff to tan and locally vuggy. Bureau of Mines samples of' outcrops contained greater than 95% CaC03. Approximately 600 m3 of travertine have been quarried from the two deposits and used for facing stone. Four travertine quarries and two dozer cuts were examined. Faxe Kalk has 103 White Rock placer claims on the lower deposit; approximately one-half of the claims are within the study area. Idaho Travertine has the Limestone 1 and 2 placer claims on the upper deposit. A 4,647-m-deep oil and gas exploratory well was drilled on the east end of the study area without success.

SCOPE AND APPLICATION The rules cover the installation and use of electrical equipment in coal mines.- For generating stations, substations, lines, and equip¬ment aboveground, reference is made to existing rules covering such locations, viz, the National Electrical Code and the National Electrical Safety Code and any existing State or municipal regulations. The purpose of the rules is to set forth methods for safe electrical installation. In preparing the rules five basic measures for safe¬guarding the use of electricity in mines have been followed, viz 1. Remove the contributory causes of accidents or danger. 2. Remove from the vicinity of electrical apparatus all elements susceptible to the influence of electricity. 3. Keep the electric current where it belongs, if possible; if not, limit the area of its activity by protective devices. 4. Use a. large factor of safety in the selection, installation, and in¬ spection of equipment. 5. Have full control of the operation of electrically driven machines. Each rule that is given is proposed as necessary or helpful to the accomplishment of one or more of these measures. DEFINITIONS OF TERMS USED Alive.-See definition of " live." Within the Mine Safety and Health Administration's (MSHA's) classification of metallnonmetal (MAM) mining, the number of independent contractor' employees has increased significantly in recent years. In 1985 independent contractor employee hours reported to MSHA accounted for 4.5% of all M/NM mining employee hours (excluding office workers); by 1994 that proportion had doubled to 9.0%. As a result, these workers now account for an increasingly significant proportion of fatal and nonfatal mining accidents. According to MSHA's statistics, annually computed fatality incidence rates (the number of fatalities per 200,000 employee hours) for independent contractors working in M/NM mining are consistently higher than those for operator employees. Over the five-year period from 1990 through 1994, 53 independent contractor employees were fatally injured while working on M/NM mine property (See Table 1). More than one third of these fatalities (36%) were due to accidents involving powered haulage; 21% were machinery accidents; and 11% percent were falling material accidents. Combined, these three accident classifications accounted for 68% of all independent contractor fatalities occurring on M/NM mine property during these years. Clearly, current efforts to increase the safety of the mining workforce must also address the safety of the independent contractor employee. This report is a preliminary attempt to identify trends in the employment and safety of independent contractor workers by identifying which segments of M/NM mining are experiencing the greatest increases in the number of independent contractor employees and by examining changes in the rates and types of accidents in which these employees are involved. Investigate and demonstrate the possible use of low-density (45-lb/ft3) foam concrete for sealing abandoned mine openings. Although foam concrete has been used in the construction and geotechnical industries for some decades, it has not previously been used in abandoned mint shaft reclamation. Approach A structurally engineered permanent mine seal for an abandoned coal mine shaft, using low-density foam concrete and other appropriate structural materials, was designed by the Bureau and installed at a field site, the No. 22 Shall in Logan County, West Virginia. The field work was conducted by a private contractor under the supervision of the West Virginia AML Section (WV AML). The No. 22 Shaft is situated immediately adjacent to a frequently traveled county road. A few feet away from the shaft is a branch of Pine Creek. On the other side of the road is a railroad line that serves an active mining operation located several miles away. The shaft measures 9.5 by 9 feet in cross section and is about 300 feet deep. It was used at one time as a dewatering shaft and still contains two large-diameter dewatering pipes with steel drive shafts inside them. Before the beginning of the reclamation, the shaft included a concrete cap a few inches thick, with a 4 - by 5-foot access opening covered by a steel grate. The interior of the shaft was quite humid, and considerable flow of water at the bottom of the shaft could clearly be heard from the surface. Methane tests were conducted that showed the shaft to be clear of this gas.

Mechanical methods are used in some instance but are generally not as convenient nor as flexible as the optical and electrical methods."

A joint investigation by the Bureau of Mines and the Christopher Coal Co. at the Humphrey No. 7 mine, operating in the Pittsburgh coalbed in northern West Virginia, was undertaken to gain more insight concerning the hazardous emission of methane gas in mining. This report describes the equipment, procedure, and results. Horizontal bleeder holes drilled in the faces drained large quantities of methane, eliminating downtime of mining equipment. Also, larger quantities of methane were removed by forcing 14 to 25 g,.p.m. water at 25 to 200 p.s.i. 5 pressure into the bleeder holes. In one infusion test a fluorescein dye was added to the infusion water; in later mining operations, the infusion water was traced for a distance of 1,500 feet. With vacuum pump applied to the horizontal hole the gas-flow rate increased, and the methane content decreased. Tests indicated that methane and water infused in bleeder holes traveled along the bedding planes of the Pittsburgh coalbed at a faster rate than across the planes. Methane associated with coalbeds is produced by the slow decomposition of carbonaceous material in the absence of air and the presence of water. It is lighter than air and, depending on its concentration, forms an inflammable or explosive mixture with air. It is believed that methane is entrapped in and around the pores of the coal and adjacent strata--often under great pressure. Since 1910, the U.S. Bureau of Mines (USBM) has investigated practical ways of dealing with the consequences of major fires and explosions in underground mines. The results of this research have had a significant positive impact on the mining community by enhancing mine workers’ chances of surviving an underground mine disaster. Today, the Bureau continues to conduct research in mine disaster mitigation. Much of this work has direct application to search and rescue situations, such as: emergency evacuation through smoke-filled or otherwise unbreathable atmospheres, locating and rescuing survivors from rubble piles, and fire fighting in confined spaces. Three USBM research areas are discussed: (1) Life Support -- This effort is directed toward research into and development of closed-circuit breathing apparatus for use in hazardous environments which are likely to be encountered in the aftermath of a mine disaster. (2) Trapped Miner Location -- A mine disaster may result in the entrapment of miners whose normal escape routes are cut-off. This research activity resulted in the development of transportable seismic technology that can be used to locate trapped miners. (3) Mine Fire Diagnostics -- This research involves developing practical techniques for remotely monitoring how the atmosphere inside a mine changes during a fire, in order to estimate the spread and severity of an underground fire. This information is critical in deciding how best to fight a mine fire, or whether it is safe to mount a rescue and recovery mission.

In connection with investigations being conducted by the Bureau of Mines regarding pulmonary disease which is prevalent among metal miners in certain districts , a large number of rock- dust samples have been collected , and have been examined in the Bureau's laboratories . The earlier work has been described in Bureau of Mines Technical Paper 105 , " Pulmonary disease among miners in the Joplin district , Missouri , and its relation to rock dust in mines " by A. J. Lanza and Edwin Higgins , 1915 , and in Bureau of Mines Bulletin 132 , " Siliceous dust in relation to pulmonary disease among miners in the Joplin district , Missouri , " by Edwin Higgins , A.J. Lanza , F.B.Laney , and Geo . S. Rice , 1919. The methods of collecting and examining dust samples have been greatly improved during the investigation , much valuable information having been made available by similar investigations conducted by the Miners ! Phthisis Prevention Committee , Union of South Africa . The latter are described in the " General report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1916 " , and " Final report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1919. " The investigations by the Bureau of Mines and the South African committee show that by prolonged inhalation of air containing minute particles of sharp and insoluble rock dust , the lungs retain sufficient dust particles to cause decided injury to the lung tissue , the injured lung becoming very susceptible to the development of tuberculosis .
