"Electron spin resonance (ESRJ and cytotoxicity measurements were made on newly fractured silica to examine specifically the role of the fracture-induced, silicon-based radicals (Si· and SiO·) and silica-generated hydroxyl (·OH) radicals in the mechanism of the cell membrane damage by silica. The concentration of the Si· and SiO · radicals was controlled through decay processes, thermal annealing, and boiling, while that of the ·OH radicals was varied by using catalase, superoxide dismutase, KMnO, Na;iSeO:y ascorbic acid, and metal ions, and monitored via ESR spectroscopy. The dust's cytotoxicity potential was evaluated by measuring the silica-induced hemolysis and also by determining lipid peroxidation (using linoleic acid). From the comparison of hemolysis and ESR results it is deduced that the radicals play little or no role in the silica-induced hemolysis. However, the lipid peroxidation data indicate that the radicals might be involved in the initiation of an oxidative chain reaction leading to the macrophage membrane damage through lipid peroxidation. INTRODUCTIONThe biochemical mechanism of quartz-related pneumoconiosis is still not fully understood. It is believed, nevertheless, that one event of primary importance is the perturbation of cell membranes by the dust particles (Allison et al., 1966; Allison and Harrow, 1971; Bateman et al., 1982; Parazzi et al., 1968; Reiser and Last, 1979; Shi et al., 1989; Summerton et al., 1977). The ensuing cell: membrane damage unleashes certain lytic enzymes resulting in additional cell injury and eventual fibrosis (Nolan et al., 1981; Summerton et al., 1977). Thus considerable effort is currently being made toward the understanding of the processes by which quartz particles disrupt the membrane of a red blood cell (RBC) or a pulmonary alveolar macrophage (PAM). A simple but important method of evaluating the membrane damage potential of a dust is the hemolysis test (Harington et al., 1971). Even though this test is used routinely for screening dusts for their cytotoxicity potential, the biochemical mechanisms underlying the cell lysis by many dusts, including quartz, is still controversial (Kilroe-Smith, 1974; Singh and Rahman, 1987), and this provided us the impetus for the present undertaking."

"The regrettable death of James S. Cunningham, Foreman Miner, attached to Bureau of Mines Rescue Car No. 2, while wearing a half-hour type oxygen breathing apparatus in a gasoline storage tank at Trinidad, Colorado, raised the question as to the possibility of gasoline vapors permeating the rubberized fabric of the breathing bags of such apparatus.It is known that most gases and especially certain organic vapors permeate rubber, by solution or a similar process. The rubber becomes saturated with the gas and if a concentration of gas is maintained on one side of the rubber sheet it slowly gives off gas from the other side. It of course takes some time for the gas to diffuse through the rubber and the length of time before it reaches the other side is proportional to the thickness of the rubber. The amount of gas that passes through per unit of area in unit time increases with the concentration of gas and also varies with the structure and composition of the rubber.It has been suggested that the gasoline vapor could not have penetrated into the interior of an oxygen breathing bag because the pressure is greater on the inside, but this is not true as the process of permeation by solution in the rub¬ber is affected only by the difference in the partial pressures of gasoline vapor on the inside and outside of the bag. The positive oxygen pressure on the inside can only prevent the entrance of gasoline vapor through measurable holes, and has no effect on permeation by diffusion through the rubber.A sample of gasoline was obtained from the tank in which Cunningham met his death. Examination by Dr. E. W. Dean of the Petroleum Division of the Bureau of Mines gave the following results.This shows the gasoline to be heavy and typical of the gasolines sold throughout Colorado for motor fuel A. Salvus half hour oxygen apparatus was arranged with the breathing bag only in a gas tight box in which the space was kept saturated with the vapor of this gasoline. The main part of the apparatus was outside the box. Oxygen from the apparatus was breathed by a man in the usual manner. Gas samples were taken from the box at intervals to determine the concentration of gasoline vapor, also samples of the oxygen breathed were taken from a side tube in the mouthpiece. The room temperature was 75°F. The concentration of gasoline vapor in the box at the beginning of the test was 4.3%. The man breathing from the apparatus thought he detected gasoline in his oxygen in two minutes after starting the test. Analysis of the inspired oxygen at this time showed 0.03% gasoline vapor. The same man remained on the apparatus for 18 1/2 minutes without suffering any ill effects. His place vas then taken by another man who wore the apparatus until the oxygen was exhausted without noticing more than a trace of gasoline at any time. At the end of the test the inspired oxygen contained 0.07% gasoline vapor. The total time of test was 38 minutes."

Simple treatment methods, employing the least possible equipment, can sometimes be established for marginal ores and economical results achieved. In continuation of a long-established part of the hydrometallurgical and ore-dressing program of the Reno Station of the Bureau of Mines, typical ores from newly discovered or recently explored mining districts have been investigated. The purpose of such investigations is to encourage the search for and development of mineral resources and particularly to assist in the economical exploitation of low-grade and marginal ores, as well as the conservation and recovery of values in products from former operations that were discarded because of past inability to treat them economically. Several of these investigations have been limited to preliminary tests of samples from prospecting operations, whereas some involved samples of old dumps or tailings piles. The test, work in these cases was not extensive enough to warrant publication as individual reports, but is of considerable interest inasmuch as it indicates the possibilities as well as the limitations of treating the respective materials; and because, inasmuch as the samples were representative of the districts from which they were obtained, this in-formation should be helpful in the future development of these districts. The present report is a compilation of results of brief preliminary tests on oxide ores only, which contained gold and silver and in some cases base metals. The methods of treatment used include gravity concentration, amalgamation, flotation, and cyanidation. For the most part, only standard laboratory procedures were employed. No attempts were made to develop new methods for the low-grade refractory ores in this group of samples if simple treatment was not successful, as the stage of development of the properties did not warrant extensive experimentation on the samples submitted.

The Bureau of Mines conducted a series of ignition tests with two types of conical bits (plumb bob and pencil) used on continuous mining machines, to determine their ignition potential at various bit speeds, cut depths, and wear conditions. The tests were conducted using single bits mounted on a 34-in-diam drum in a Bureau ignition test facility. The bits impacted blocks of Berea sandstone in a 6.5 pet methane atmosphere at various bit speeds and cut depths. In a new condition, the plumb bob bits were considerably more incendive than the pencil bits, causing ignitions in 32 of 35 tests at 60 rpm, compared with ignitiolls in 2 of 22 tests for the pencil bits. The results from new bit testing also show that reduction of bit tip velocity to 180 fpm does not eliminate ignition potential. When subjected to progressive wear, bits of both types were more incendive when they were locked in place, unable to rotate, than when they were free to rotate.

"INTRODUCTION Oxide manganese ore from the Sheep Mountain property was of intermediate grade (23.0 percent manganese) and contained silica as the major impurity. The deposit from which the ore was taken is known as the Sheep Mountain manganese property and is 8 miles west of Durkee, Oreg. Test work was done in the metallurgical laboratories of the Bureau of Mines at Salt Lake City, Utah, on representative samples cut from a 290-pound shipment of crushed ore submitted by the Oregon State Department of Geology and Mineral Industries and reported to be typical of the Sheep Mountain deposit.ACKNOWLEDGMENTSThe authors wish to acknowledge the assistance of R. Like many gem materials, amber has a colorful history which may be traced through the writings of the ancients and the ornamental relics discovered from time to time. Like few gem materials, however, it is distinctly useful in products whose value has no connection with the gem industry. Long prized for its beauty, amber was fashioned into articles of jewelry and ornaments to please the fancy of ancient rulers and to find a place among treasured pos- sessions in their tombs; it has been used by adherents of various creeds for rosaries and other religious symbols; and although still sold for these pur- poses it also lends itself to such commercial purposes as raw material for varnish. Amber is only on the border-line of the mineral kingdom; actually it is of vegetable origin, having been formed as resin from trees of the conifer family that existed during the Tertiary period. It is the hardest of the fos- sil gums. The United States produces no amber, although a few occurrences are known. Most of the world's supply comes from East Prussia, where it is ob- tained from both land and sea. For many years pieces of amber were gathered from the Baltic by fishermen and deep-sea divers; and although about 10 per- cent of the Prussian amber is still recovered from the sea, most of the out- put is mined from open pits on the Samland Peninsula.

Steel and iron pipe lined with cement to protect it against corrosion has been used in the municipal water systems of the New England States since about 1870. In most recent years, the petroleum industry adopted cement-lined pipe to forestall corrosion, particularly in those areas where large quantities of corrosive brines and hydrogen sulfide are associated with the oil produced. Many of the oil companies had on hand large quantities of corroded pipe, normally disposed of as scrap, which could be cleaned, lined with cement, and returned to service. It was soon learned that after the so-called scrap pipe was lined with cement much of it could serve fully as well as new cement-lined pipe. The demand for lining used pipe with cement resulted in the establishment of several processing, plants in the Mid-Continent oil-producing area. Today six cement-lining plants serve the areas three in Oklahoma and one each in Kansas, Texas, and Illinois. All of these plants have lined large quantities of used pipe for the brine-disposal systems of western Kansas, Illinois, and east Texas and also for the operators of water-flooding projects in northeastern Oklahoma and southeastern Kansas, where large quantities of brine and fresh water are being injected into the oil-bearing formations as a secondary oil-recovery method. Since war demands during the past 2 years have created an acute shortage of steel, the need of reclaiming used pipe for the expansion of oil-producing operations has become more evident than ever before. Thus the new industry (about 6 years old) - lining used pipe with cement - is saving large quantities of steel at a critical time by reclaiming used pipe and preventing further- corrosion.

The Bureau of Mines recorded and analyzed overpressure levels for three production blasts at the White Pine copper mine, Upper Michigan, to obtain representative data from single-heading blasts in a long, straight haulageway and to estimate the damage potential inherent in production blasts fired in close proximity to underground structures. Commercial pressure gages with a flat response to 1 kHz were used with an FM tape recorder to record the overpressures from one dynamite and two AN-FO (ammonium nitrate-fuel oil), 500-msec production blasts having zero-delay charge weights of about 75 lb (34 kg). The recorded waveforms from the underground blasts (1) were more complex than the typical free-air wave, (2) were of longer duration, and (3) had numerous secondary arrivals due to reflections from the ribs and roof. The waveforms showed that the zero-delay charges produced the only high overpressures. First pulse peak overpressures from the blasts ranged from 0.10 lb/in2 (6.9 X 102 N/m2) at a distance of 471.1 ft (144 m) to a maximum of 1.76 lb/in2 (121.3 X 102 N/m2) at 191,7 ft (58.4m) from the blasts. An analysis of variance of the first pulse overpressures from the three White Pine blasts showed that no statistically significant difference existed among the overpressure levels from the dynamite and AN-FO blasts and that a single equation P = 4.9 x 103 (D /W1 / 3) 2 .15, where P = overpressure in pounds/inch2, D = d-stance from the blast in feet, and W = zero-delay charge weight in pounds, could be used to describe the falloff of overpressure with distance.

Thin sections of coal have been prepared for many years either by cutting on a microtome (1,2)5 or by grinding and polishing (2,1). Specimens of most coals had to be demineralized in hydrofluoric acid and softened in caustic solutions before they could be successfully cut with a conventional microtome. Some lignites could be cut without pretreatment. Jeffrey (1) obtained sections from coals of all ranks, although long and tedious pretreatment was required for anthracite. His sections were less than 1 cm.2 in area (probably much less for high rank coals) and about 5 microns thick. Thiessen (2) also cut sections of softened coals, mostly of low rank. His sections were a few square millimeters in area and about 3 microns thick. However, Thiessen preferred ground and polished sections for detailed studies because they were larger and had not been chemically attacked by softening media. He prepared ground sections as large as 4 cm.2 in area and usually 5 to 10 microns thick. Thousands of such sections, covering complete column samples of many coal beds, were studied for a number of years (4). With the development of the electron microscope and increased interest in quantitative optical studies of coals, a need for much thinner sections arose. However, no suitable technique for preparing such sections was known until Fernández-Morán developed a diamond knife for cutting ultrathin sections of hard materials (5). Workers at the Centre d'Etudes et Recherches de Charbonnages de France applied this new tool to the cutting of coal sections and have recently described their technique to the Burg, of Mines. The estimated value of world crude mineral production in 1992 was $1,633.3 billion in terms of current (1992) dollars, or $1,178.0 billion in terms of constant 1983 dollars. This latter figure was 4.8% above the 1992 level but was 2.4% below the record-high level of $1,207.1 billion 1983 dollars set in 1980. Table 1 provides the latest available revised time series of the estimated value of world crude mineral production both in terms of 1983 constant dollars and in terms of current dollars. The statistical base for this estimation is derived from the data on the value of production of a group of key commodities that was published in the authoritative French language mineral industry periodical, Annales des Mines, for selected years up to 1983. The aforementioned values and those presented in the table are for crude minerals only and only begin to suggest the impact that the mineral industry has on the world economy. These figures represent only the value of mineral materials as they are mined or otherwise extracted from the Earth. They do not reflect the value added to these materials through downstream processing within the facilities commonly accepted as mineral industry plants. That is, value added through beneficiation of ores, smelting, refining, and similar processing is not included in these figures. Comprehensive world data on the value added by such processing are not available; however, a conservative estimate of the total value of processed output from mineral industry plants derived wholly from primary (newly mined) materials would be on the order of about $2,800 billion constant 1983 dollars or $3,900 billion in terms of 1992 dollars.

"Fatal accidents at coal mines throughout the United States killed 234 employees during January 1924, according to reports from State mine inspectors to the Bureau of Mines of the Department of the Interior, Included in the number of fatalities are 68 deaths caused by two explosions during the month, one explosion occurring in a mine at Johnson City, Ill., and causing 32 deaths, and the other in a mine at Shanktown, Pa., and causing 36 deaths. The fatality rate for the month was 3.94 per million tons, based on a production of 59,435,000 tons of coals In January 1923 the fatality rate was 3.52, based on 206 deaths and an output of 58,458,000 tons.Bituminous mines in all States reported 202 fatal accidents, the production being 51,170,000 tons., and the fatality rate being 3.92, as compared with 3.28 for January last year, For the anthracite mines in Pennsylvania, the reports covered 32 fatalities, which, on the month's output of 7,955,000 tons, indicated a fatality rate of 4.02 per million tons, as against 4.89 for January 1923.As compared with January 1923, the reports for January of the present year indicated lower fatality rates per million tons for all of the main causes of accidents except explosions. For falls of roof and coal, the fatality rate per million tons declined from 1.85 in January 1923 to 1,68 in January 1924; for haulage accidents the rate declined from 0.62 to 0.42; for explosives, from 0.19 to 0.12; for electricity, from 0.12 to 0.07. As the use of deep -rut mining increases, there - expected to be a greater demand for methane (CH,) measurement devices capable of scanning working faces al depths in excess of 10 m to alert mine personnel of hazardous concentrations of CH and to satisfy regulatory requirements. Remote optical devices offer the most promise to satisfy these objectives while the operator remains safely under supported roof. A second¬-generation remote Optical methanomeor (ROM) bas been designed and Is undergoing laboratory evaluation at the National Institute for Occupational Safety and Health. It operates on the principle of differential absorption of the "u;' fundamental absorption band of CH, centered at 3.31 um in the infrared region of the spectrum. The new instrument differs from the previous prototypes by the replacement of the two hand pass differential absorption technique of measurement with a single filter gas correlation technique and a refinement of the amplifier and gating circuitry used within the unit. This results in a more accurate isolation of the CH, spectral absorption band centered at 3.31 um. A specially designed 0.4m-diam variable-length gas mixing tunnel was constructed and instrumented with CH4 sampling capability to calibrate the ROM. Experiments have demonstrated the ability of the detector to respond to various conditions of CH, (pn•m) at distances as great as 12 m. Thermal radiation generated within the instrument is the controlling factor in the drift of the output signal nod, therefore the reliability of the instrument. Several approaches to reduce this extraneous radiation interfering moth the infrared detector, described, such as the installation of a fan in the instrument and thermoelectric coolers on the detector's beat sink. Implementation of this technology will significantly improve the safely of miners.

"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

During the spring and summer of 1947, the Bureau of Mines conducted an investigation and core-drilling program in the vicinity of the Rodham mine, approximately 4 miles north of Shullsburg, Wis. This work was undertaken as a part of a general study of the zinc and lead-producing area of southwestern Wisconsin. Work in the Rodham-mine area was done to investigate further a mineralized area frilled in part by the Puritan Exploration Co., a Delaware corporation, with offices in Galena, Ill. Some significant lead-bearing samples were obtained, but no continuous ore body was disclosed as a result of the Bureau of Mines work.

Eight brands (three samples of each kind) of commercially available audio-dosimeters were performance-tested. Each unit was placed in an anechoic chamber and subjected to various acoustic signals to measure its A-weighting response and overall integration accuracy. All units met the A-weighting tolerance for type II sould level meters, and six brands were within the Bureau I s overall accuracy requirements of ±2 dbA referred to input.

The U.S. Bureau of Mines recently conducted an investigation into the amount of respirable and quartz dust generated while mining rock in coal mines by continuous and conventional methods. The study was made at two mines that use both continuous and conventional mining. Results show that continuous mining produces 1.2 to 3 times more respirable dust, and 6.7 to nearly 15 times more quartz dust than conventional mining.

Provide the technology to remotely control a thin¬-seam continuous mining machine from a safe location hundreds of feet outby the working face in an underground room-and-pillar mine. Background and Approach Hard-wired or radio remote control of continuous mining machine has been commercially available since the early 1970's. This type of remote control, in low and high coal seams, situates the machine operator offboard, but within direct view of the underground coal face, Although positioned under supported roof, the operator can still be exposed to face area hazards that include roof-rib falls, dust, methane explosions, and equipment congestion. The U.S. Bureau of Mines approach has been to put the operator into a protected compartment at a location away from the working face. Since 1979, the Bureau has investigated innovative methods to better protect face area workers in under¬ground room-and-pillar mines. In 1989, the Bureau demonstrated an offboard, computer-based remote con¬trol system in a West Virginia highwall mining operation that stationed the operator hundreds of feet away from the working face. In late 1992, much of this technology, plus improvements, Was used to demonstrate, on the surface, how a thin-scam continuous mining machine could be remotely controlled 200 feet from the machine in a 36-inch working height.

Determine the appropriate spacing and alarm levels for carbon monoxide and smoke sensors used for fire detection in underground coal mine conveyor belt entries. Background Fire represents one of the most severe hazards in underground coal mines. Early-warning fire detection in underground coal mines is essential to successfully implement and execute evacuation and control measures. Both carbon monoxide (CO) and smoke sensors have the ability to provide reliable early-warning capability, provided that they are spaced properly and set at the appropriate alarm levels. The U.S. Bureau of Mines conducted a series of large-scale experiments where a small coal fire was used to ignite a conveyor belt at air velocities of 0.76 to 6.1 m/s. The test configuration was purposely designed to model a worst-case fire scenario for fires that develop within conveyor belt entries in underground coal mines. During the tests, CO and smoke levels were continuously measured to determine alarm times and alarm levels as the fire intensity progressed. The data from these tests indicated that for a given sensor spacing, the time to reach a preset alarm threshold depends upon the belt entry air velocity and cross-sectional area. Analysis of this data resulted in the equations and nomographs for CO and smoke sensor spacing, and alarm levels contained in Bureau of Mines RI 9380, "Fire Detection for Conveyor Belt Entries."
