Small amounts of arsenic trioxide were shipped in 1988 from remaining stocks at ASARCO Incorporated's closed plant at Tacoma, WA. Imports of arsenic trioxide were at about the same level in 1988 as in the previous year. Legislation and Government Programs The Occupational Safety and Health Administration (OSHA) levied a $1.6 million fine against Asarco for exposing its workers at its East Helena lead smelter in Helena, MT, to unacceptably high levels of lead and arsenic. The bulk of the fine was for violations of a respiratory protection program. The same smelter and its environs has been listed as a Superfund toxic-waste site by the Environmental Protection Agency (EPA). Tests had shown high levels of lead, cadmium, and arsenic in the soil near the smelter. EPA planned to extend the cleanup to areas within the town of East Helena because high levels of arsenic had been found in shallow test wells outside the smelter site. Federal and State health officials have warned residents living in the vicinity of East Helena to avoid eating certain home-grown vegetables because of high concentrations of heavy metals.2

Three-dimensional computational fluid dynamics (CFD) modeling is conducted to simulate spontaneous heating in a large-scale coal chamber with a forced ventilation system. Spontaneous heating is modeled as the low-temperature oxidation of coal using kinetic data obtained from previous laboratory-scale spontaneous heating studies. Heat generated from coal oxidation is dissipated by convection and conduction, while oxygen and oxidation products are transported by convection and diffusion. The water vapor transfer and the effect of heat of wetting are not modeled. The CFD model is validated by comparing simulation results with test results from U.S. Bureau of Mines experiments conducted in the coal chamber. The model predicts lower temperatures in the early stage but agrees well on the induction time for spontaneous heating. The effects of airflow rate and order of reaction on the spontaneous heating process are also examined. The calibrated CFD model is found to be useful for predicting the induction time for spontaneous heating in underground coal mines.

The Bureau of Mines is conducting research to determine the high temperature oxidation resistance of substitute stainless steels (SS) containing two less strategic elements, Al and Si, instead of Cr. Chromium is considered to be a critical and strategic metal. Although the Cr content was reduced to 8 wt pct, the alloys showed better oxidation resistance than did 304 SS containing 18 wt pct Cr. Specifically, the alloys that contained Fe-8Cr-16Ni with combinations of Al and Si showed excellent oxidation resistance even at temperatures up to 1,000° C. In this study, the effects of the alloying elements on oxidation kinetics and morphology of oxides were investigated using a Cahn Rg electrobalance, scanning electron microscopy, an energy-dispersive X-ray analyzer, X-ray diffraction, and an electron microprobe. Aluminum and silicon additions in combinatin were more effective in providing oxidation resistance than either element was alone.

Various alternating current (ac) methods can localize faults in mining power cables. Several methods considered by the Bureau of Mines in this report are the Murray loop for short circuits, wherein a bridge provides proportional distance to the fault; capacitance measurements for open conductors; inductance measurements for shorted conductors; phase comparison, high speed recordings of voltage and current in the faulted state are compared with normal voltage and current with the difference being a function of impedance change and impedance change being a function of fault location; and standing wave measurements, detecting the resonance of the length of cable to a fault (either short or open). Portable capacitance bridges are presently available for the second method, and the fourth method is well developed for use on large power distribution systems. Because it utilizes pulses rather than ac, the time domain reflectometer (TDR) method of fault locating was not included in this investigation. However, a comparative evaluation between this versatile method and the Murray loop might prove advantageous in locating high resistance faults.

Continuous remote sensing of air speed In underground mine airways. Approach An ultrasonic technique measures a form of air turbulence which is proportional to air velocity. How It Works The stainless-steel enclosed transducer consists of a sensing head with circuitry, and a telemetry card. The sensor uses a patented ultrasonic technique to measure a form of turbulence created In the air. This turbulence, known as vortex shedding, is related to the air speed through the sensor. Air flowing past a cylindrical post creates vortices which flow down the air stream on both sides of the post. Pulses from an ultrasonic transmitter pass through the vortices to a receiver; the effect of the vortices on the pulses is a measure of air velocity. The transducer contains a telemetry card, known as an accessor, which transmits reports on air velocity through a pair of wires to a monitoring system. The accessor contains an analog-to-digital converter and digital telemetry circuitry required for computer system operation. A REPORT of technological advancements restricted to a specific 12-month period is impractical. Inherent in the nature and development of technology is the element of time; rarely can a new process or product be attributed to a particular year. An overall picture of general trends and pattern changes, however, is indicative of technological growth. This paper presents selected observations and discussions of current metallurgical research and practices in an attempt to develop' such a picture. Of the estimated $16.5 billion spent for research and development in the United States in 1962, at least 80 percent was earmarked for the aircraft, electronics, chemical, and machinery industries. Much of the effort was of the end-use variety and was oriented closely to the national defense and aerospace programs. Only a small fraction of the total research money was directed to studies of the utilization and improvement of metals. Even if the investigations in allied fields such as solid state physics are included, the total research expenditure for metal and mineral materials barely reached $500 million. An additional $200 million was spent by industry and government for development of minerals recovery and processing methods.

The survey, which provided information on Appalachian region coals only, indicated that such important coal- beds as the Upper and Lower Freeport and the Upper Kittanning show significant sulfur reductions when crushed to 14-mesh top size. For many other coalbeds amenability to sulfur liberation by crushing was indicated, although too few samples were available to draw firm conclusions,

"Welfare endeavor in connection with both the metal and the coal mines of Utah has shown gratifying progress during recent years, and in most mining towns of the state, both the operators and their employees deserve much credit for the efforts put forth to better the living, working, educational and recreational conditions. Progress has been and is being made, but there are still a few important towns where purer water and better sewage disposal are pressing needs.In the older metal-mining towns that are incorporated and are independent of the mining properties operating in the vicinity, less opportunity is presented for the companies to exercise efforts looking toward improved welfare conditions than in company towns controlled by the mine operators.However, even in such towns the companies can do much to better welfare conditions, as shown by the progress in Bingham Canyon during the past several years. The Utah Copper Company has spent $800,000 since 1920, in the erection of modern brick cottages, apartment houses and the Germnell Memorial Club. The cottages and apartment houses have every convenience to be found in up-to-date city homes. The Gemmell Memorial Club erected and equipped at a cost of $175,000 was provided by the company for the benefit of the Utah Copper employees living in the canyon and has been made the recreational center for the camp. Another improvement is the $100,000 fireproof hotel built by the United States Mine of the United States Mining, Smelting and Refining; Co. in the Copperfield section of Bingham Canyon. This hotel will accommodate 105 men exclusive of hotel help and has all the conveniences of a city hotel."

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . This Bureau of Mines report describes the development and application of a computer model for simulating the hydrological activity associated with in situ leaching. The model is intended to provide uranium resource developers with a description of the flow behavior of leachants and ground water during the development, production, and restoration phases of a leaching operation involving an arbitrary pattern of injection and recovery wells. Different aquifer environments are modeled, using a closed-form solution to the partial differential equation that describes three-dimensional changes in piezometric head as a result of pumping from leachant injection and recovery wells. The computer program can model a maximum of, 50 arbitarily located wells. Numerical techniques involving difference quotients and Taylor expansions about time points are used to derive time, velocity, areal sweep, and fluid volume parameters associated with leaching hydraulics. These parameters are output by the program in graphic and tabular formats. Other numeric methods insure that the program running time is minimized without significantly affect-ing the accuracy of results.

The increasing concern for dust control in metal and nonmetal mining prompted the Bureau of Mines to investigate the comparative effectiveness of three wet dust control techniques for face drilling. Previous attempts to achieve effective dust control on face drills with dry collectors have not met with success, the largest problem being sustained effective dust capture at the face. Results show that (1) foam-through-the-drill can provide 95-pct average total dust reduction in gypsum; (2) water mist-through-the-drill can provide approximately 91-pct average total dust reduction and 93-pet average respirable dust reduction in salt; (3) external boom-mounted water sprays can provide approximately 50-pet average dust reduction for both total and respirable dust in salt. The investigation showed that (1) foam and water in small quantities are very effective dust control techniques for face drills when applied through the drill steel at the point of dust generation, and (2) boom-mounted water sprays are only minimally effective for dust control on face drills.

The Bureau of Mines has developed a practical methodology for deter- mining occluded gas contents of domal rock salt samples. The method, which is portable and field worthy, provides results in 5 min or less and does not require a laboratory environment or specially trained personnel to obtain meaningful results. The results can be used to identify gas-enriched zones, and thus may aid mine operators in production planning or ventilation design. The test method is based on the relationship between gas content and the acoustic response of salt samples as they are dissolved in water. The relationship is defined by an equation, and the results are repeat- able. The equation was derived by testing a series of rock salt samples collected from domal salt mines in Louisiana.

The Bureau of Mines performed elastic-plastic, finite-element analyses to investigate the support performance of hydraulic backfill. A mathematical model was developed for two vertically adjacent stopes separated by a sill pillar. An exact duplicate of a working stope was not intended; however, the model did simulate a working stope to the extent that field measurements from an active stope could be used for comparative purposes. Using a predetermined mining sequence, the computer analysis simulated the mining operation as a series of incremental cut-and-fill steps. Computer results included a complete history of stope closure and pillar stresses throughout the mining sequence. With the mining sequence and rock properties held constant, three separate analyses were made using varying backfill properties. These cases included no fill,-low-to-medium-quality fill, and medium-to-high-quality fill. Results of these analyses show decreases in stope closure and pillar stresses as the backfill quality increases, thus reducing the possible occurrence of rock bursts. Predicted stresses within the backfill compare favorably with field measurements. A relationship between maximum stress normal to the stope wall and the ratio of relative fill stiffness to relative rock stiffness was also indicated.

The lack of good communication is a very real problem in mine emergencies. Sometimes critical information is not communicated to those who need it to make decisions. At other times, those on the receiving end of a warning do not think to ask the right questions. What happens in underground coal mine fires is a case in point. The authors interviewed 48 workers who escaped three serious fires in western Pennsylvania. In each case the location of the fire was known but did not get communicated to many of those who had to evacuate. Sometimes, even the nature of the problem was not clearly communicated. Some workers began their evacuation knowing nothing about what was happening. In an effort to improve emergency communication National Institute for Occupational Safety and Health (NIOSH) researchers worked with safety professionals to determine what sorts of information are critical in a mine emergency. An extensive list was generated, which proved too long to be remembered by individuals. The list was therefore collapsed into six categories. A communication protocol was derived from these categories.

One of the primary objectives of the Bureau of Mines solid waste utilization program is the recycling of the magnetic fraction of municipal solid waste called raw refuse scrap. In this investigation, several types of scrap of differing quality, including refuse and turnings, were melted in a 1-ton electric-arc furnace in various combinations to produce steel in noncritical (construction) grades. In-formation on furnace operation and on the behavior of tramp and alloying elements was obtained. The research showed that it is possible to produce acceptable steel from a variety of steel scrap. Although some scrap is routinely used in steelmaking, it was found that up to 50 to 55 pct of the scrap charge can be ref-use, provided it is combined with higher quality scrap. The chemistry of the steels was generally acceptable, and all of them were rolled without difficulty. The specification (ASTM 615) for the steels produced was grade 40 or grade 60, containing 0.30 or 0.40 pct C, with mini-mum yield strengths of 40,000 or 60,000-psi, respectively. Most of the steels met the specification requirements. In-formation on typical microstructures of some of the steels is included. The composition of some furnace dusts showed high levels of Sn, Pb, and Zn.

This publication contains routine analyses and related source data for 295 natural gas samples from 18 States collected during calendar year 1963 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Five previous publications have been made to present the results of 5,998 gas analyses made by the Bureau of Mines Helium Activity , prior to 1963. The first three , Bulletin 486,5 Bulletin 576,6 and Bulletin 617,7/ contain analyses and source data on 5,214 gas samples collected from 1917 to January 1 , 1961. The fourth and fifth publications , which are published as Information Circulars , supplement the three Bulletins and contain 784 analyses of samples collected during 1961 and 1962. The present Information Circular is the third annual publication supplementing the three Bulletins .

As part of its work for the improvement of safety conditions in mines , the Bureau of Mines has undertaken to establish a list of permissible storage - battery locomotives for use in gaseous mines , and , to this end , has issued Schedule 15 , "Procedure for Establishing a List of Permissible Storage -Battery Locomotives for Use in Gaseous Mines . " Up to the present time , two approvals * have been issued under this Schedule , and considerable testing work done on four other applications which have been made for approval . Prior to the publication of Schedule 15 , the Bureau conducted both field and laboratory investigations to determine the hazard from the batteries used in mine locomotives . ** These investigations indicated that the safety of the locomotive would depend largely on proper care of the battery , also on the use of a battery as mechanically rugged as possible . For this reason the Bureau staff , in testing locomotives submitted for approval , considered it advisable to subject the batteries to a jarring or bumping test to prove their adequacy as regards mechanical endurance and ruggedness . These tests on the batteries of the locomotives are described below.
