Description of methods employed and cost data are given for surface-mined land reclamation in Moraine State Park, Butler County, Pa. This project was conducted under the authority of the Appalachian Regional Development Act; a total of 177 acres of land was rehabilitated for specific land use purposes. The use of large equipment expedited the project work, and similar results could be anticipated on similar reclamation programs.

The U.S. Bureau of Mines developed a dewatering technique for treating wastewater that was tested on waste slurry from a commercial tile company in Alabama. Raw wastewater samples were pretreated with 10 Ib calcium chloride and 10 lb Wyoming bentonite per 1,000 gal of slurry. After pretreatment, polyethylene oxide (PEO) at dosages varying from 0.05 to 0.20 lb per 1,000 gal was mixed with the waste slurry, forming strong, tough floes that were separated from the clarified water using a trammel. The flocculated slurry was dewatered to a consistency that could be handled for subsequent disposal in a landfill. The clarified water quality was equivalent to that of the company's present treatment system.

"INTRODUCTION The asphyxiation or poisoning of workmen in underground mines by noxious gases from blasting in adjacent strip mines can be prevented.Considerable progress has been made in eliminating or reducing hazards to the health and safety of underground workmen in anthracite mines, but seldom does a year pass without reported cases of underground workmen being poisoned by the fumes from blasts of explosives in strip-mining operations. In the early days of the anthracite industry, the coal near the surface was only partly mined, and many small stumps of pillars and barrier pillars were left standing; these pillars are now being recovered by stripping. It has become necessary to give more consideration to the effects of blasting at strip mines upon the quality of the air in underground mines adjacent to stripping operations.Special precautions are taken by the .personnel of the Jeddo-Highland Coal Co., whose mines are near Jeddo, Luzerne County, and near Centralia in Columbia and Schuylkill Counties in the anthracite region of Pennsylvania, to prevent asphyxiation of workmen by carbon monoxide or other toxic gases resulting from blasting in strip mines. The procedures established by the Jeddo-Highland Coal Co., are given in this circular so that others may benefit thereby and thus avoid hazards to underground workmen where mining is carried on under similar circumstances."

The Bureau of Mines and the mining companies that are cooperating with it in this ' investigation have the objective of developing information on diamond -drilling blast holes for the benefit of all who are interested in the possible improvement of mining operations .

The Bureau of Mines conducted an investigation to quantify microphone response variations that could result when the microphone is worn by a worker, as with a personal noise dosimeter, and to suggest an optimum placement and orientation of the microphone for noise exposure measurements. Previous studies have shown no significant variations in a diffuse field. This investigation, therefore, was conducted in the free-field conditions of an anechoic chamber using an anthropometric dummy as a subject, and broad band noise as the acoustic stimulus. This investigation established that, in a free field, the wearer's body does significantly affect microphone response; the response variations are a function of azimuth, and location and orientation of the microphone. Results suggest that locating the microphone on top of the subject's shoulder, oriented parallel to the body axis, should yield data comparable to that obtained using a sound-level meter.

Chemical processes using coal often require economical removal of dust from high-temperature gases. Laboratory-scale investigations by the Federal Bureau of Mines have shown that an aluminum silicate fiber is suitable for filtering dust from gases at 1,800° F. The effects of the bulk density of the filter, rate of gas-flow, concentration of dust in the filter, fiber diameter, depth of filter, and concentration of dust in the feed gas on removal efficiency, pressure drop, and capacity of the filter to hold dust were studied. The laboratory filters were difficult to construct because the fibers were longer than the tube diameter. This caused irregular distribution of fiber that permitted dust-laden gases to leak through channels developed in the filter. Leaks also formed between the filter and the tube wall, but this was minimized by improved filter design. However, edge leaks and leaks through channels in the filter probably would be insignificant in properly constructed filters of industrial size. As the concentration of dust in the filter increased, the efficiency of the low-density filters decreased, contrary to expectations, probably because a higher percentage of the dust passed through channels that developed in the filter. The efficiency of high-density filters, however, increased with the concentration of dust in the filter. Results indicate that loosely packed filters would have a longer life than tightly packed filters at the expense of efficiency. As regeneration or replacement of stationary filters is difficult and expensive, loose filters would be best for filtering gases containing much dust. Gases containing little dust may be cleaned with tightly packed filters to obtain higher efficiency. For either type of filter, precleaning with cyclone separators or other means is advisable.

The Bureau of Mines has begun a study of the copper resources of the Cascade Mountains of Washington. The program includes reconnaissance of mineralized areas and examination and occasionally limited exploration of deposits that are considered characteristic of an area. The Bureau of Mines believes that published information may assist industry in searching for new sources of copper. The Miners Queen is one of a few Cascade Mountain deposits selected for prelim¬inary exploration. The investigation was not planned to delineate the ore body. A diamond-drilling program was carried out at the Miners Queen mine in the summer of 1955. Five diamond-drill holes were completed, totaling 628 feet. Two 35-foot shafts were dewatered, and all accessible underground and surface workings were examined.

The literature on electrochemical treatment of coal is reviewed, and possible avenues of further research in this field are discussed in this report. Electrolytic reduction of finely distributed coal resulted in the addition of as many as 9 atoms of hydrogen to 100 atoms of carbon. Reduction of coal extracts at controlled potentials indicated the presence of condensed aromatic hydrocarbons and reducible quinones in coal. As much as 65 percent of low-rank coal can be made alkali soluble by electrochemical treatment. Higher rank coals gave smaller yields of alkali-soluble products. However, the nature of this reaction is not clear. The difficulty of reducing coal electrolytically is probably due to the insolubility of coal and not to any structural peculiarity. Reduction of coal by electrolytically generated radical anions appears to be a promising approach for further research.

Recently, a collection of programs that will simulate a ventila¬tion system with extensive analyses and report-generating capabilities and error diagnostics has been developed (Didyk, 1974). It has pro¬visions to handle air injections, methane or gas emissions, and leakage. Additionally, it will solve problems where fixed and/or maximum air quantities are specified for some airways. Finally, the simulator has been structured to be extremely modular so that additions and revisions to the model can be easily made. The general aspects of the information flow and logical structure of the mine ventilation simulator are shown in Figure 14. The output from the methane emission model is input into the ventilation simulator for calculation of the concentrations in all branches of the network. The methane model and the ventilation simulator provide powerful tools for the analysis and planning of mine ventilation systems. INPUT DATA REQUIREMENTS In all of the mathematical models, several coefficients that de¬fine the characteristics of the ventilation system are used. For the ventilation simulator, these include the frictional characteristics of the ventilation regulatory devices. Considerable work has been done on the experimental determination of these coefficients for smooth pipes and well-defined mediums, but only limited data are available for actual mining conditions. "Introduction of diesel engines in underground mines may generate severe health hazards associated with exhaust contaminants. One of the most important parameter in determining the optimal air quantity for hazard reduction is the exhaust dispersion. Through analyzing the exact solution of the diffusion equation and its approximation by finite difference method(FDM) , this paper aims at doing a fundamental research to find an efficient dispersion model suitable to the domestic mines. Diffusion coefficients are likely to be small in the underground airways with high ventilation resistance. This makes concentration profiles similar to the convection-based step functions. It is the case for fixed as well as moving engines. Concentration estimation by exact solution is almost impossible in the case of either a single engine moving at a variable speed or the existence of multiple engines. Application of FDM to the diffusion equation including turbulent dispersion results in the various problems; unstable concentration profiles depending on the engine location, nuctuating concentrations near the engine, and overestimation of the dispersion region of which error grows with waning diffusion coefficient.Convection-based dispersion model is found to fit well for dynamic simulation of exhaust dispersion from multiple diesel engines in the airways showing low diffusion coefficients. Several researchers have shown that the surface of chalcopyrite becomes hydrophobic under oxidizing conditions. Because dissolution of copper from chalcopyrite in dump leaching occurs under oxidizing conditions, the U.S. Bureau of Mines studied the effect of surfactants on chalcopyrite leaching under dump chemical conditions. Surfactants were selected for study because they can lower interfacial tension. The tests were conducted in shaking water baths using 250-mL Erlenmeyer flasks in statistical experimental design formats. The addition of nonionic surfactants increased copper extraction in the fernc sulfate leaching of chalcopyrite when sufficient Fe3+ was present. A positive interaction between Fe3l+ concentration and surfactant concentration was demonstrated. Copper concentration in the leachhing solutions was increased by as much as 100 pct at 25° and 50° C by adding nonionic surfactants. ionic surfactants decreased leaching. The structure of the nonionic surfactants and their hydrophile-lipophile balance (HLB) influenced surfactant performance. The branched hydrophile of an ethoxypolyol was beneficial to surfactant performance. The ethoxypolyol was the superior surfactant at 25° C, but became unstable at 50° C. Four surfactants, an ethoxyalchohol and three block copolymers, performed best at 50° C.

Use of nuclear reactors to furnish high-temperature heat is a field that has not received as much attention as propulsion and electric power production. Investigations are being conducted under a joint Atomic Energy Commission (AEC)--Bureau of Mines research program to determine the feasibility of using nuclear heat for chemical processing. A part of this process-heat-reactor program is the study of a system in [hich] helium transfers heat from 8 nuclear reactor to a chemical processing [essel]. This requires construction of (1) a nuclear reactor to operate with helium exit temperature of 2,500° F. and with pressures in the range of 250 to 500 p.s.i.g. and (2) a processing vessel (heat exchanger) to convert the enthalpy of the helium into chemical process reaction heat. Neither component exists at present, and development of each promises to be a formidable task. To aid in the study of such a system, the Bureau of Mines has designed and constructed a vessel heated by electrical induction to simulate a source of nuclear fission heat. This vessel is undergoing preliminary testing. Gasification of coal and reforming of hydrocarbons are promising uses for nuclear heat. It appears that a higher price per unit of nuclear heat can be tolerated for chemical processing than that allowable for power generation.

The recession that took hold of the domes-tic mining industry in 1981-82 finally abated somewhat in 1987, resulting from increases in many commodity prices, especially in the metals sector, and from continuing success in lowering operating costs. By no means was the work finished; the mining industry was in a sense entering a new era. The struggle for survival was still very evident for many companies and various commodities, but increasing productivity and profits were accompanied by indications that these trends were more long term than short term. Raw nonfuel minerals produced in the United States during 1987 had an estimated value of $26.3 billion, an increase of $2.9 billion over the 1986 value. This is the fifth consecutive year that the value has increased. Except for a decrease in 1982, the value each year has increased since 1971, or 15 of 16 years. The value of raw metals production increased by an estimated 28%, an impressive improvement since the drastic fall in 1982. Industrial minerals growth was comparatively flat, with an estimated in-crease in value of 0.1 %, continuing a trend of the previous 2 years. Metal mine production dropped considerably in 1982 and maintained its resultant lower level until 1987, when production significantly recovered.

To furnish the information frequently requested by producers and suppliers as to the fuel requirements of the Federal Government , the Bureau of Mines , with the cooperation of the consuming departments and establishments , has collected the data herein , showing the Government's fuel consumption during the fiscal year ended June 30 , 1930. The following tables show the quantities and kinds of fuels consumed by the Federal Government in each of its departments and their principal branches , in each State , and in Alaska , Hawaii , Panama Canal Zone , Porto Rico , and the Virgin Islands . The separate departments and establishments were asked to supply information for each Federal building or other plant and , as to vessel fuel , the amount loaded at each port of supply . Fuels consumed in internal combustion engines are not included . The report does not include fuels used by Post Offices of the fourth class , since their fuels are not purchased by the Federal Government but are covered by an allowance in each case for light and heat . In some cases the data supplied represent receipts , which are approximately equivalent to consumption . The present study is believed to be the first effort to bring together the data representing the Government's requirements for the various fuels which it consumes . Figures showing the coal consumed by the Federal Government were gathered for the year 1922. These data are shown in an article by O. P. Hood and R. H. Kudlich of the Bureau of Mines , contributed as a chapter to " Industrial Coal ; Purchase , Delivery and Storage , " published by the American Engineering Council . The figures of coal consumption presented herewith are approximately comparable with those published for 1922 , a relatively small difference being due to the fact that the 1922 figures include the Philippine Islands and all other territory in which any coal was consumed by the Government . At the present time , the only data on Government fuel consumption that are published regularly are those compiled by E. B. Swanson , chief economist of the petroleum economics division of the Bureau of Mines . These are published annually by the Bureau of Mines in " Sources and Distribution of Major Petroleum Products , Atlantic Coast States , " and by the bureau in cooperation with the American Petroleum Institute in the annual " National Survey of Fuel Oil Distribution . " It is believed that the data herewith will prove of interest and value to the fuel industries as well as to Government consumers and that it will also afford a basis for measuring future trends in the use of the various fuels by the Federal Government . Figures showing the quantities of the various kinds of fuels consumed by each of the executive departments and independent establishments , are given in Table 1. The Bureau of Mines analyzed vapor-aluminum-diffused stainless steels prior to conducting corrosion measurements in severely sulfidizing environments. These studies were conducted in response to the national need to better control the environmental and economic costs of corrosion. Specimens of a ferritic alloy and austenitic alloys types 316 and 310 were treated by a proprietary vapor-aluminum diffusion process and a dual vapor-aluminum diffusion process. Weights and dimensions were recorded before and after treatment, and comprehensive metallographic, X-ray, and electron micro-probe analyses were conducted for both single-and dual-vapor-aluminum-diffused specimens. Surface aluminum concentrations ranged from 26 to 34 wt-pct for all alloys. Dual treatment increased the quantity of aluminum per unit area by a factor of 2 and increased the depth of penetration by a factor of 3. The aluminum-diffused region of the ferritic alloy was single-phase aFe solid solution that was ordered on the surface, whereas two distinct diffusion layers were ob-served on the austenitic alloys. The outer layer comprised aFe solid solution that was ordered on the surface, and the inner layer was a two-phase mixture of aFe solid solution and the interrnetallic compound AINi.

The final 26 tables of this chapter, tables 25-50, extend and expand the statistical series on production that was started in the 1963 edition of the "Area Reports: International" volume of the "Minerals Yearbook" and that was subsequently updated and expanded in the 1965 and 1967-89 editions. Continuing the practice started in 1989, a column has been included in each of these tables providing a 5-year average for 1986-90, inclusive. This should provide a clearer picture more rapidly of the role of each major producer over the 5-year period. The listing order of major producers, however, continued to be, as in past years, in descending order of rank in the year of review, 1990. With the inclusion of silver and uranium in the 1988 edition of this chapter, this group of tables now includes each of the crude minerals that ranked from 1st to 19th in 1983 terms of value of their output (as well as four others of lesser rank). These 23 crude mineral commodities accounted for 93% of the estimated value of world crude mineral production in 1983. In addition, world output of five key downstream products-aluminum, steel, cement, nitrogen in ammonia, and refined oil-are included because of their significance as products.

The Bureau of Mines used 50-and 800-kva electric-arc furnaces to confirm the feasibility of producing ferronickel in electric-arc furnaces from pre-reduced concentrate from the Yugoslavian FENI project. The relationships were established among metallic iron concentrations (degrees of prereduction), ferronickel grades, and nickel recoveries. Smelting the concentrate containing 1.27 wt-pct nickel and metallic iron levels between 2 and 3 wt-pct, produced 15 to 20 pct ferronickel. Higher or lower metallic iron concentrations were compensated by adding oxide pellets or carbon to the electric-arc furnace charge. Over 90 pct of the contained nickel was recovered when up to 20 pct ferronickel was being produced. Data obtained while smelting 16 tons of prereduced concentrate in the 800-kva electric-arc furnace indicated ferronickel can be recovered at an energy consumption of 530 kwhr/ton of prereduced material.

In 1985 at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 9,400 acres of the 10,005-acre Duncan Creek Wilderness Study Area (ID-111-78) in order to evaluate the mineral resources. The study area is located in Owyhee County, 10, about 36 miles southwest from Bruneau, ID. No mining districts are in the study area, nor were any mines or claims recorded or found. The southern half of the area was covered by oil and gas lease applications, all of which were cancelled prior to June, 1985. No economic concentrations of minerals were found in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Duncan Creek study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.
