The Bureau of Mines demonstrated a technique for electrowinning titanium from titanium nitride and titanium dioxide. Titanium-nickel-copper metal solutions containing 26 to 61 weight-percent titanium were prepared by electrolyzing titanium nitride in molten mixtures of potassium fluotitanate) and sodium chloride or barium chloride and depositing titanium on nickel-copper cathodes. A titanium-nickel alloy was prepared by electrolyzing titanium dioxide in an electrolyte of potassium fluotitanate) sodium fluoride) and calcium fluoride and depositing titanium on solid nickel cathodes. This alloy contained 21 weight-percent titanium and had a combined oxygen-carbon content of less than 0.1 weight-percent. A compartmented cell confined the oxide feed near the anode and inhibited oxygen contamination of the metal.

The Bureau of Mines Helium Research Center has developed a computer program for solving two-phase equilibria data for binary mixtures and for evaluating thermodynamic functions of interest, including all critical points. This computer program was used to calculate equilibrium points on the PVTu surface for the helium-nitrogen system as predicted by the Van der Waals equation of state. Numerical values are tabulated and illustrations are presented for 1,279 equilibrium points and for quantities needed to construct Ponchon diagrams. Equilibrium ratios as a function of pressure at constant temperature and of temperature at constant pressure-are also shown graphically. In addition, saturated partial molal volume and partial molal enthalpy data are given. It is shown that the Van der Waals helium-nitrogen system exhibits retro-grade condensation of the second type for liquid helium concentrations of about 0.07 mole fraction or less and pressures below about 45 atm. It is also shown that the critical point is at a -maximum value of pressure (at constant temperature) and of temperature (at constant pressure).

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. Graphite is chemically identical with diamond, both being crystallized allotropic forms of carbon. Graphite obviously differs greatly from diamond in physical properties and is easily recognized by its blackness, its softness (1 to 2 on Mohs' scale), and its slick feel when rubbed between the fingers. Strictly speaking, all graphite is crystalline, but grades in which the individual grains cannot be distinguished with the naked eye are commercially classed as amorphous. Natural mixtures of the two varieties occur in all proportions, and the classification of a given sample as "amorphous" or "crystalline" graphite is based largely upon trade practice. Until recently different varieties of vegetable or animal charcoal, lamp black, soot, gas carbon, and coal ware considered strictly amorphous, but modern examination by X-ray methods indicates that even these materials possess the same internal crystalline structure as graphite, differences in physical properties being perhaps explained by porosity or presence of combined hydrogen or other impurities.

The Bureau of Mines two-stage coal-pyrite flotation process was modified to provide a more concentrated final clean coal slurry underflow which could be dewatered economically by filtration or centrifugation. This was accomplished by doing the first-stage coal flotation step in the conventional manner with a slurry of about 8 percent solids, but running the second-stage pyrite Flotation step with undiluted coal froth concentrate containing about 25 percent solids. The final clean coal underflow produced by the new technique contained between 26 and 30 percent solids; this pulp was sufficiently concentrated to be filtered industrially without further thickening. Sulfur removal was equal to that obtained using dilute second-stage pulp,

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

The U.S. Bureau of Mines evaluated the self-contained self-rescuer (SCSR) donning proficiency of 243 miners. These workers were from eight underground coal mines in the eastern United States. The objectives of the study were (1) to gather information on skill levels, since all miners in the study had prior instruction and opportunity to practice donning the apparatus, and (2) to summarize a quality control procedure useful in conducting periodic evaluations of donning proficiency. The sampling procedure used proved to be both reasonable and efficient in gathering information on training effectiveness. It also provided a good statistical base for making informed site-specific decisions regarding SCSR training needs. Results from the observed samples at each of the eight mines indicate a wide variability across sites. The rate at which miners failed to isolate their lungs varied from 3.3 to 40.0 pet. Concomitantly, proficiency rates (miners either performing adequately or demonstrating a perfect 3 + 3 sequence) ranged from 13.3 to 63.3 pet.

"Using electron spin resonance (ESR) spectroscopy we have carried out a systematic study of the measurement of concentrations of organic free radicals in freeze-dried lung tissue. Sixty-six tissue samples were obtained from the National Coal Workers' Autopsy Study (NCWAS). The samples were characterized in terms of the concentration per gram of the free radicals, and examined in relationship to the histopathological parameters such as age, numbers of years in the mining atmosphere, the degree of disease, and smoking history. Preliminary results indicate a positive correlation between the free radicals in the lung tissue and the severity of pneumoconiosis.IntroductionThis paper summarizes our electron spin resonance (ESR) measurements of the concentration of organic free radicals in the freeze-dried lung tissue of autopsied coal miners. This work was undertaken because it is well known that most coals contain carbon-centered organic free radi¬cals,(1,2) and recent studies from our laboratories indicated that reactive free radicals might play a role in the biochemi¬cal mechanism of coal workers' pneumoconiosis (CWP) (3) Thus we obtained 144 lung-tissue samples from the Nation¬al Institute for Occupational Safety and Health (NIOSH) in Morgantown. The samples came from the data bank of the National Coal Workers' Autopsy Study (NCWAS). This selection was unique because fairly detailed histopathologi¬cal information was available for each sample.Other recent studies in this field are those of Ohta et al (4) who conducted ESR measurements on black dust deposited in autopsied human lungs, but no coal miner was included therein. Earlier Retcofsky (2) had examined one lung-tissue sample via ESR spectroscopy and had concluded that the free radicals in the lung tissue reflected simply the fusain (narrow component) ESR signals. The present study was thus undertaken to complement the earlier work (2-4) and the results indicate a positive correlation with the disease severity fairly strongly."

This paper is one of a series of digests of foreign mining legislation and court decisions prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Mexico has been pro oared from the best information available in Washington but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it has been referred through the courtesy of the Department of State. INTRODUCTION Present-day Mexican mining legislation involves, not only the latest minim enactment (August 1, 1026), but many other enactments and regulations, principal among which are the Constitution, the Civil Code, the Code of Commerce, the Foreign Law, the Mining Tax Law, and. the Civil Jurisprudence of Mexico--the last-mentioned being based in Dart on Supreme Court decisions. Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. The Department of Industry, Commerce, and Labor is in control of all mines. Attention may here be called, however,

The Federal Bureau of Mines performed laboratory tests using direct current to dewater and densify fine-grained coal sludge in order to alleviate disposal problems and lead to recovery of high energy value often present in this waste. The laboratory tests described in the main body of the report were performed on thickened underflow (no flucculant added) from a northern Appalachian coal preparation plant. Solids in this slurry was very fine with 65 percent of the particles less than 0.1 mm in diameter. A variety of application procedures tested is exemplified by a test in which a soupy slurry (55 percent dry-weight moisture content) was converted into a firm dense material with a 20-percent dry-weight moisture content. These results were achieved in 3 hours with current density of 3.7 amp/ft2 and a power expenditure of 35 kwhr/yd3. The treated material has an average heating value of 10,400 Btu/lb. Varying current density, electrode configuration, and placement depth makes application of the treatment flexible. Two other types of sludge were tested briefly--thickener underflow from a southern Appalachian coal preparation plant with flocculant added, and sludge from an acid mine drainage treatment plant. The underflow responded well to the treatment, but response of the sludge from the acid mine drainage treatment plant was poor.

This study is one of a number conducted to determine the concentration of dust in the air during the complete cycle of operation in wet drilling information as to various factors connected with drilling in mining operations is considered to be of definite value in the control and prevention of air dustiness, and it is particularly desirable to ascertain What features of present-day wet-drilling operations in mine work contribute to dust disease and to remedy deficiencies when they are found. ACKNOWLEDGMENTS A testing alit through rock strata is being developed by the Mining Division of the United States bureau of Mines at Mount Weather, Va., and the tests discussed in this report were conducted there. This experimental alit in rock, constitutes a typo of laboratory where mine conditions can be closely simulated and where many of the variables likely to occur in an actual mine can be eliminated or at least controlled with reasonable effort, thus affording maximum opportunities to secure fundamental data uncomplicated by extraneous conditions. The authors wish to acknowledge the valuable assistance and cooperation of several members of the Mining Division, particularly C. F. The Bureau of Mines conducted a reconnaissance of the less accessible parts of the Beluga River coalfield in August 1957 to determine, if possible, which areas were most favorable for developing large reserves of coal suitable for open-pit mining. Several outcrops of subbituminous coal were observed within an area about 30 miles long and 3 miles wide; neither the length nor the width of the coal-bearing area was delineated by the examination. Coal beds 30 feet thick or more outcrop at two places, and beds 5 to 20 feet thick or more outcrop fairly abundantly along the Beluga River and its tributaries The coal measures appear to occur in a series of folds. The overburden comprises glacial gravels and poorly cemented sandstones and ranges from 20 to 400 feet in depth. Few partings were seen in any of the coal beds. Samples ranged in calorific value from 6,240 to 8,246 B. t. u. on an as-received basis. Adequate water is available for stripping by hydraulic methods.

This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1956 was made under a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. Analytical data are presented for 120 samples of aviation gasoline and for 38 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers' 1956 production in their laboratories and the results submitted to the Bureau of Mines for compilation. The products of 20 manufacturers of aviation gasolines and of 17 producers of aviation jet fuels are represented.

"When permissible equipment is first placed in a gassy mine, those in charge may not realize the amount of attention and care they must give it if they intend to secure its full value as safety equipment. If permissible machines are installed as a safety measure, then they must receive regular, intelligent inspection and upkeep to forestall the development of unsafe features.Certain fundamentals have been followed in the design of this type of equipment in order to minimize the possibility of its igniting gas and dust. Hence, some knowledge of these fundamentals is essential to the inspector or official charged with the duty of ascertaining the condition of permissible machines with respect to safety. Familiarity with the constructional details of a machine is of first importance in making a thorough inspection of it. A knowledge of Schedule 2C3 which gives the requirements for practically all types of motor operated equipment receiving the United States Bureau of Mines' approval is also a requisite.There are certain special features in the construction followed by different manufacturers that can not be made clear for the purposes of inspection except by a lengthy description which would be inappropriate in this paper. There are, however, some general points that are applicable to the inspection of any machine employing trailing cable for connection to the power supply, also some that apply to any permissible storage-battery locomotive.The following list, based on the writer's experience in making field inspections, gives these general points in the form of questions which may he used as a guide by the inspector. A brief explanation is given after each question so that the reason for checking up on each point will be understood.1. Is a U. S. Bureau of Mines' approval plate attached to the machine? (Such a plate is necessary in order to establish identification as a permissible machine.)2. Is approval plate clean?(The plate should be clean so that the precautions enumerated on it are readable.)3. Is trailing cable protected by a fuse or other automatic circuit-interrupting device?(Trailing cable must have a fused trolley tap or other suitable means for short-circuit protection in case the cable is run over or splices fail. Proper fusing will minimize the possibility of fire in the cable reel.)4. If a trolley tap is used, does it contain a fuse of the proper capacity? (A piece of trolley wire or, too large a fuse may entirely defeat the purpose of fusing.)5. If a fused trolley tap is not used, how is connection made to the power supply? (The end of the trailing cable must be fitted with an insulated arrangement to minimize shock hazard when connecting the cable to the power supply.)6. Are the main fuses (or overload relays) of the correct size (or setting) for protection of the machine against overload?(Too large a fuse or too high a setting of the overload relay will permit damage to the machine by abuse through sustained overloads.)7. If the machine has a headlight, does the headlight circuit have overload and short-circuit protection?(The wiring of the headlight circuit on a machine is usually of a smaller size than that for the main circuits and therefore requires fuse protection proportionate to the size of wire.) Note: This same question may be asked relative to coal drills sometimes mounted on a machine."

"A recent premature explosion in a quarry that resulted in the death of nine men and the injury of several others, was directly traceable to a spark from a steam-shovel working under the face directly in front of the hole being loaded. This accident and similar accidents on record in the Bureau of Mines indicates the necessity for pointing out the dangers in quarries of explosives being ignited by sparks emitted from steam shovels and locomotives, and making recommendations for greater safety.Many premature explosions of which the following are examples, have resulted from sparks, both from steam shovels and passing locomotives. (A) The premature explosion occurred during August, 1920 at a limestone quarry, in a 100-foot drill hole, loaded with 1000 pounds of high-grade nitroglycerin and gelatin dynamites. This hole had been loaded with 500 pounds of 75 per cent strength gelatin dynamite, 300 pounds of 60 per cent straight nitroglycerin dynamite, and 200 pounds of 50 per cent straight nitro¬glycerin dynamite; but no steaming had been placed in the hole. The powderman loading the hole saw the spark enter the hole and was able to run a short distance before the explosion took place, thus escaping serious injury. The explosion of this first hole was transmitted to nearby hole similarly charged. The fall of rocks from these two holes buried the steam shovel and some of the gang of men working around it.(B) In September, 1909, in the Canal Zone, a steam shovel uncovered a misfired charge of dynamite. While the dynamite was being picked up the steam shovel continued working nearby. A spark from the shovel set fire to some loose dynamite spilled on the ground from the troken cartridges. This fire was transmitted to a hole which was being loaded close by and caused a premature explosion. One man was injured."

This report is concerned with the conditions affecting the methods and costs of mining phosphate rock in that part of the western phosphate field that is in Bear Lake and Caribou Counties in southeastern Idaho ( see fig . 1) . The area was selected because it contains most of the known phosphate reserve and because its geology has been studied more extensively than that of other sections . Deposits of phosphate rock on public land may be leased from the Government under the terms of the Mineral Leasing Act of 1920 , subject to the regulations of the Bureau of Land Management . Public interest in phosphate production is growing , as shown by an increasing number of applications for leases . Two mines are being operated steadily for the production of phosphate rock by companies that have also the necessary processing plants for the manufacture of fertilizer . Total western phosphate - rock production in 1947 is reported by the Economics Statistics and Division of the Federal Bureau of Mines to have been 1,193,000 long tons , mined in Idaho , Montana , and Wyoming . The average grade was 30.7 percent of contained phosphorus pentoxide (P205 ) ; the average value at the mines was $5.67 per long ton . Idaho contributed 905,000 tons , or somewhat more than 75 percent of western production . Western fertilizer plants took 23 percent of total production; 76 percent was exported . Strip mining accounted for 75 percent of the Idaho tonnage; the remainder was stoped from underground workings . Rock must contain a minimum of 30 percent P205 to be commercially useful for the production of superphosphate fertilizer by current acid treatment methods . Research by corporations and Government agencies has been directed toward the use of lower - grade ore . So far , only by smelting can rock containing as little as 25 percent P205 be used economically . Any development of processing or use pattern that would render the mining of , say , 20 percent rock profitable would have important effects in reducing the unit cost of mining . In the search for metallurgical improvements , consideration should be given to the saving of valuable components of the rock, such as vanadium and fluorine , both of which are present in the beds .

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. By agreement with the American Petroleum Institute, identification of the Items is confidential. It present's analytical data for 4,608 samples, representing the products of 101 companies. The samples were collected during December 1956, January and February 1957. As in previous surveys, the gasolines covered by this survey include those from both large and small suppliers. The data were obtained by laboratories of various refiners, motor manufacturers, and chemical companies and submitted to the Bureau of Mines for compilation. A list of the Notional Motor Gasoline Survey reports published during the post 10 years is given on page 5.

The southeastern region of the United States is becoming more important as a petroleum-producing area, and it is receiving increasing attention from oil operators. In 1948 total production of crude oil from six southeastern States - Alabama, Florida, Kentucky, Mississippi, Tennessee, and Virginia - was 55,244,000 barrels, which represents 2.7 percent of the Nation's output during that year. Kentucky and Tennessee have produced crude oil since the early days of the industry, but the remaining four States have had production only few years. Data on annual production of crude petroleum in the six States are given in table 1.

Included are type C supplied-air respirators approved under Bureau of Mines Schedule 19R and dust, fume, and mist respirators approved under Bureau of Mines Schedule 21B.
