"INTRODUCTION The reduction of washery losses of marketable coal is a phase of coal preparation important to many of the Alabama coal producers. The problem has wide scope, and this report deals with but one of its several aspects. The investigation on which this report is based was made by the Southern Experiment Station of the Bureau of Mines with the cooperation of the Alabama By-products Corporation and the University of Alabama. The Alabama Byproducts Corporation provided samples of table middlings from its Colta washery on the Mary Lee bed at Flat Creek, Ala.PRACTICE AT THE COLTA WASHYAt Colta run-of-mine coal is crushed in a hammer mill in closed circuit with 5/16-inch square-mesh vibrating screens and tabled without classification on eight rectangular-deck wet tables. The coal is more friable than the bone normally present, and hence the bone is concentrated in the coarser sizes. An unclassified feed of this character can not be tabled with high efficiency to low ash content because of the sizing action of a concentrating table, which is such that when the tables are adjusted to exclude the coarse bone from the washed coal, a large amount of fine coal is lost in the middlings. At the time this investigation was undertaken there was no market outlet for middlings, with the result that middling products had to be discarded with the refuse."

THE BITUMINOUS coal and lignite industry declined slightly in 1961, compared with the 1960 figures. All of the major items, production, consumption, average value, exports, and employment, declined. Even the steady upward trend in mechanization failed to materialize; the percentages of total tonnages mechanically loaded and cleaned remained the same as in the preceding year. However, tonnage per man per day increased from 12.83 tons in 1960 to 13.87 tons in 1961, owing partly to the increased tonnage produced by continuous mining machines. Also, the percentage of total production mined by stripping and by augers increased slightly. Production.-The output of bituminous coal and lignite in the United States in 1961-403 million tons-was 3 percent less than the 416 million tons produced in 1960. Production was retarded in 1961, owing largely to the business recession and reduced exports.

Although Japan is a major producer of crude steel, it is poor in industrial raw materials. This Bureau of fines report describes Japan's raw material needs for chromium, cobalt, manganese, nickel, and tungsten to produce ferroalloys and alloy steels. Japanese imports of these ores or metals by quantity and source are given for 1972-81, inclusive, to indicate (1) the changes in the consumption and supply pattern, and (2) the degree of Japan's dependence on foreign sources. This report also describes measures implemented by Japan to reduce the risk- of supply interruption, and discusses the possible implications of supply shortages.

Although many small refineries were dismantled in 1934 the total number of plants, including a few under construction, increased from 604 at the beginning of the year to a new high of 638 on January 1, 1935. The capacity also reached a new record, the total of 4,072,400 barrels of crude oil daily being about 45,000 barrels higher than the previous high of January 1, 1932. The number of refineries increased materially in 1933, following construction in east Texas and the building of many small plants in the Rocky Mountain district and elsewhere. Most of the new plants of 1933 were built to provide an outlet for crude or because the ratio between crude oil and gasoline prices appeared conducive to profits However, low gasoline prices and increased costs in 1934 dispelled the hopes for profits; many plants were shut down, and some were dismantled. The number of operating plants declined from 454 on January 1, 1934, to 435 on January 1, 1935, but the number of inactive plants increased from 137 to a new high of 196 during the same period. As indicated above, new construction was at a minimum in 1934, and on January 1, 1935, only 7 plants were being built.

A metallic displacement process, utilizing easily available steel wool or steel window screen, was devised and successfully used for the recovery of silver from waste photographic fixing solutions. Laboratory and prolonged commercial-scale testing established that the iron filament type unit will efficiently precipitate silver, as a high-grade sludge, from acidic waste photographic fixing solutions ranging in grade from less than 1 to over 10 grams of silver per liter. Data and design information are presented to facilitate the construction and operation of a practical unit of any desired size. A smelting process for recovering pure silver from precipitated sludge containing 27 to 80 percent silver was devised.

"The Bureau of Mines in cooperation with the American Gas Association investigating the relation of properties of gas oils to the gum-forming properties of carbureted water gas. The present report deals with the effects of operating practice on the composition of the light oils from carbureted water gas. A general outline of the gummy meter problem has been presented in a previous paper.*Carbureted water gas is a mixture roughly of 80 per cent water gas by volume and 20 per cent oil gas. The latter, though small in relative volume, supplies more than half of the heating value of the gas under the present-day standard. Therefore, it is logical that the oil used in the carbureting process and the operating practices involved should be subjected to scientific study. Many investigations***** bearing on the aspects considered in this paper have been carried out in the past."

Dielectric constants and dissipation factors were measured for six rocks over the 20-to 100-megahertz frequency range by means of the susceptance-variation method. Results for both dry and moist specimens are presented and compared with data reported by others. Loss factors calculated from the data presented are important to the Bureau's study of rock fragmentation by means of dielectric heating.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous since 1924, has made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the Safety in Mines Research Board of the Mines Department for their assistance in arranging visits to several mine-safety stations, and to F. H. Wynne, Deputy Chief Inspector of Mines, Great Britain, for arranging visits to mines in Great Britain, Belgium, France, and Germany. During the summer of 1927 the writer had the privilege of visiting the mine-safety testing stations in Great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, when the installation of electrical equipment is contemplated, each of these countries is confronted with the same safety problem as in the United States - the development of electrical equipment that will not ignite gassy mine atmospheres, should such atmospheres through neglect or accident surround the equipment. The means used by those countries in safeguarding gassy mines should therefore be of general interest to safety engineers in American coal mines, and it is proposed to give a brief survey for each of the four countries mentioned. The first of these surveys will cover conditions in Great Britain.

In 1969, the number of fatal injuries in the coal mining industry was lower than in any previous year and the number of nonfatal injuries was lower than in any preceding year except 1968. Fatal injuries in 1969 totaled 203 with frequency rates of 0.85 per million man-hours of worktime and 0.36 per million tons of coal These rates were new annual lows. Nonfatal injuries totaled 9,917 with frequency rates of 41.76 per million man-hours and 17.42 per million tons. The severity rate for fatal and nonfatal injuries combined was 7,359 days lost or charged per million man-hours. The average severity was 173 days lost or charged per injury. These statistics represent the injury experience of an average of 133,302 employees per day working an average of 225 days in 5,955 coal mines for a total of 237-5 million man-hours worked and a coal output of 565 2 million tons

Considering the magnitude of today's public concern with critical mineral and fuel materials, regarding both their midterm and long term availability, the Nation is fortunate to have in place and operating the coordinated data systems of the Geological Survey and the Bureau of Mines. Under the supervision and policy direction of the Assistant Secretary--Energy and Minerals, these Department of the Interior agencies have long been responsible for important mineral activities in the Federal Government. Aside from their highly respected mineral industry publications such as the monthly Mineral Industry Surveys, annual Commodity Data Summaries and topical Professional Papers and Reports of Investigation, the Bureau of Mines and Geological Survey data bases and expertise have been readily available for use in emergency situations. Policymakers and decisionmakers in government have placed major reliance upon this ready mineral data and analytical capability in World War II, the Korean War, the recent price control era, and the Arab oil embargo.

This report presents the geometric parameters (attitude, spacing, extent, and aperture) of fracture patterns in a selected portion (study area) of San Manuel copper mine, Arizona. The geometric parameters are quantified for input to structural analyses for studies of the influence of fractures on cavability of ores. Using an orientation analysis procedure developed earlier by the Bureau, three prominent and nearly orthogonal sets of fracture orientations were delineated in the study area. Sets 1 and 2 dip nearly vertically, and generally strike east-west and north-south, respectively, whereas set 3 is nearly horizontal. Both a horizontal rotation (of 14° to 26° for sets 1 and 2, respectively) and a tilt (of 20° for set 3) is shown to occur between the 1415 and 2015 levels of the mine. Gomparison of the three major rock types present in the study area (quartz monzonite, monzonite porphyry, and rhyolite) show that the rhyolite is characterized by short extent, small spacing, and tightness of fractures as well as the general absence of fracture set 3, which may account for its generally observed strong resistance to caving.

Companies which have been engaged in safety work for a number of years are becoming increasingly aware of the fact that it is not enough to supply guards for various pieces of machinery and equipment and to supply safety inspection to see that rules are being carried out. Studies of many safety organizations have demonstrated that the accidents which could have been prevented by proper guards constitute only a small percentage of the total acci- dents, and amount to perhaps not more than 15 per cent. Evidently, if success is to be attained in preventing all accidents which it is humanly possible to prevent, a company must have the cooperation of every employee. Mining particularly presents probably the greatest hazards of any industry. Prevention of accidents. is made increasingly difficult because men often work alone, although generally in pairs, and only in the concentrated systems of mining do they usually work in groups of more than three or four. Supervision is difficult, therefore, and much reliance must be placed upon the individual workmen. In mining, as perhaps in no other occupation, it is of the greatest importance that individual workmen should receive continuous safety education. Within the last few years safety education has come to the front as one of the most important of accident-prevention measures, although it is true that its importance has been repeatedly stressed by the United States Bureau of Mines and other national safety organizations since the inception of the safety movement many years ago. A review of the safety educational methods of some companies in the Lake Superior district should be of interest. Perhaps better methods are in use in other parts of the country, but the methods shown have been instrumental in many cases in reducing the number of accidents. In one mine in the district whose methods are described the frequency of accidents has been reduced to zero within the last two years. A number of other mines in the district have recently gone into the class having no lost-time accidents for considerable periods of time. One company in the Lake Superior region, operating over 30 mines, succeeded during one month of 1930 in operating every mine without having a single accident which caused lost time beyond the day of the injury. Records like these are increasing in number, and while it is believed that they are the combined result of different means of safety activity, it is undoubtedly true that many of these results were obtained through safety educational methods.

This publication has been prepared to supply manufacturers and industrial users a listing of mobile diesel-powered equipment and subassemblies approved and certified by the Bureau of Mines for use in noncoal mines. Testing of diesel-powered equipment is one phase of the Bureau's program of health and safety that concerns approval of electrical and diesel equipment designed to prevent explosions, fires, shocks, or toxic hazards in underground mines, when such equipment is used and maintained properly. Manufacturers submit machinery and component parts to the Bureau for study of their design, safety features, and use. Equipment must pass exacting tests and must meet strict requirements established through research and experience and listed in the Bureau's permissible schedules before the Bureau approves it as permissible for safe use in mines.

A mineral survey of the 520-acre Quigg West Wilderness Study Area (MT-074-155) was conducted by the U.S. Bureau of Mines in 1986 at the request of the U.S. Bureau of Land Management in order to evaluate its identified mineral resources. The Wilderness Study Area is in Granite County in western Montana about 16 miles northwest of Phillipsburg and 27 mi les northeast of Hamilton, MT. Stony Mountain, a study area on lands administered by the U.S. Forest Service, is about 1 mile to the south-southwest and was studied concurrently. No mineral resources were identified in the Quigg West Wilderness Study Area, but high grade gold assays, as much as 1.24 ounce gold per ton, were obtained at the one prospect found. Samples from four workings contained significant gold; minor silver, molybdenum, and copper were also present. The prospect containing the narrow and discontinuous gold-bearing quartz vein straddles the south boundary of the Wilderness Study Area. The shear zone containing the vein projects toward the old Crescent mine, about 4.5 miles to the south, which shows a similar geologic structure.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The content of the book covers: (1) The theory of the Eötvös torsion balance; derivation of the working formulas; description of the instrument; method of observation; relation of the magnitudes observed to the lines of force and the level surfaces of gravity; corrections or normal effects, near and distance terrane; subterranean effects; effects due to certain mathematical bodies. (2) Notes on the practical employment of the Eötvös torsion balance; initial testing of the instrument and of accessories; hints on planning the survey; work at the station site; office computation and plotting of results; the interpretation of the results: (3) A description of the instrument and instructions for its manipulation. This book was the best discussion in English on the theory and use of the Eötvös torsion balance and is surpassed only by a later paper by the same authors that covers much of the same ground. The book is suitable for a textbook for beginners, and advanced students will find it of use. It should be available as a reference book in all geological libraries and in all torsion balance department offices.

This U.S. Bureau of Mines publication is an analysis of underground coal mine fire incidents occurring in the United States during the 15years from 1978 through 1992. The fire data used in this analysis were obtained from U.S. Mine Safety and Health Administration mine fire investigation reports. Fires were analyzed by year, State, coalbed thickness, mine size, mining method, ignition source, burning substance, location, equipment involved, detection method, time of day, time of year, number of injuries and fatalities, method of extinguishment, and evacuation measures taken. In all, 164 fires are included in this report, or an average of 10.8 fires per year. The most fires occurred in West Virginia, Kentucky, and Pennsylvania, respectively. However, the fire incidence rates for these States, expressed as the number of fires per million tons of coal mined, were the lowest, second lowest, and fourth lowest of all underground coal producing States. The most common ignition source was electricity; the most common burning substance was coal; the most frequent fire location was the belt entry; the most common equipment involved in fires was the conveyor belt; and the most common extinguishing agent was water.

The Bureau of Mines investigated the kinetics of reduction of wustite and magnetite with carbon monoxide. A mechanism was postulated wherein the interaction between gaseous and absorbed carbon monoxide appears to be the rate-determining process. This mechanism fully accounts for the experimental rate equation JL.h relates th velocity of reduction to the pressure of the reducing gas at constant temperature. It also explains the variability of the heat of activation of the reduction process with the state of aggregation of the oxide material. The integrated rate equation is in perfect agreement with the experimental reduction-time curves.
