Coal mining in the United States, had a somewhat higher death rate per million man-hours of exposure among the employees in 1937 than in 1933 to 1936. However, the rate in 1937 was lower and therefore more favorable than that in any year since 1921 but previous to 1933. The nonfatal injury record, which began in 1930, was lower and therefore better in 1937 than in any other year since 1930. Separate figures covering bituminous-coal mines in all States showed a lower fatality rate in 1937 than in any year since 1920 but before 1933, and a lower nonfatal injury rate than that of any year since 1930 except 1933 and 1936. Reports for anthracite mines in Pennsylvania revealed a better safety record for fatal accidents in 1937 than in any year since 1930 except 1933, 1934, and 1936 and a better record for nonfatal injuries than in any year since 1930 except 1933.

A list of permissible mine equipment approved by the Bureau of Mines before January 1, 1937, was published in Bureau of Mines Information Circular 6942.3/ Information Circular 7007,4/ published as a supplement thereto, listed equipment approved. Burin', the calendar year 1937. The present list includes most of the material liven in these two publications, as well as approvals that have been issued up to January l, 1940. Some equipment formerly listed has been omitted because it has become obsolete or is no longer actively marketed. The list now includes electrically-operated air compressors, coal drills, loading machines and conveyors, mining machine, mine ones, rock-dusting machines, room hoists, storage-battery gathering and haulage locomotives and storage-battery power trucks, mine telephones, junction boxes, electric cap lamps, flame safety lamps, electric hand and trip lamps, electric flood lens, flashlights, methane detectors, and single and multiple-shot blasting units. The appendix at the end of this circular lists trailing, cables that have passed tests prescribed by Schedule 2D. When equipment passes the inspections and tests prescribed by the United Status Department of the interior, Bureau of Mines, in published "schedules" or standards, it is formally approved as "permissible" for use in gassy mines, and the manufacturer is then permitted to mark it with an approval plate that identifies it as having been approved by the Bureau. Because State and Federal agencies have limited the amount of sulfur oxides that can be discharged to the atmosphere, most copper smelters plan to convert the S02 in offgases to sulfuric acid. In some cases, however, it might be preferable to use a nonsmelting method to fix the sulfur in the form of a discardable product. Research by the Federal Bureau of Mines has shown that sulfur in copper concentrate can be converted into insoluble anhydrite (CaS04) by roasting the concentrate with lime (CaO). After leaching the calcine to recover metal values, the residue may be discarded without harm to the environment. The process can use a rougher flotation product, thus reducing separation costs and saving valuable minerals (for example, molybdenite) that are now lost in making cleaner concentrate. In tests, rougher concentrate was pelletized with the theoretical amount of lime and roasted for 1 hour in a 6-1/2-inch-ID by 11-foot-long rotary kiln at 700° C. Sulfur retention was about 97 percent. Leaching the calcine with 20 percent RCI extracted approximately 99 percent of the copper, 73 percent of the iron, and 91 percent of the molybdenum. After the molybdenum was removed from the leach solution by adsorption on activated carbon, copper with a purity in excess of 99 percent was obtained by cementation on sponge iron. The strip solution then could be spray-roasted at 500° C to recover the RCI for recycle and obtain F2O3 as a byproduct.

Diesel particulate matter (D PM) samples from underground metal/nonmetal mines are collected on quartz fiber filters and measured for carbon content using National Institute for Occupational Safety and Health Method 5040. If size-selective samplers are not used to collect D PM in the presence of car-bonaceous ore dust, both the ore dust and D PM will collect on the quartz filters, causing the carbon attributed to D PM to be artificially high. Because the D PM particle size is much smaller than that of mechanically generated mine dust aerosols, it can be separated from the larger mine dust aerosol by a single-stageimpacto1: The SKC D PM cassette is a single-stage impactor designed to collect only D PM aerosols in the presence of carbonaceous mine ore aerosols, which are commonly found in underground nonmetal mines. Howeve1: there is limited data on how efficiently the SKC D PM cassette can collect D PM in the presence of ore dust. In this study we investigated the ability of the SKC D PM cassette to collect D PM while segregating ore dust from the sample. We found that the SKC D PM cassette accurately collected D PM. In the presence of carbon-based ore aerosols having an average concentration of 8 mg/m3, no ore dust was detected on SKC D PM cassette filters. We did discover a problem: the surface areas of the D PM deposition SKC D PM cassettes, manufactured prior to August 2002were inconsistent. To correct this problem, SKC modified the cassette. The new cassette produced, with 99% confidence, a range of D PM deposit areas between 8.05 and 8.28 cm2, a difference of less than 3%.

In connection with the purchase of coal under specifications for Government use, the Bureau of Mines in this report has compiled data on 81 mines located in 15 States. This annual report lists analytical data on the composition and quality of tipple and delivered samples of coal collected during fiscal year 1973. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. Ultimate analyses are given for most of the coalbeds listed. The deliveries were sampled at destination in accordance with instructions issued by the Bureau of Mines. All samples were analyzed in the Bureau laboratory at Pittsburgh.

[Owing to the comparatively high freezing point of nitroglycerin (14, 15, 16, 17, 18, 23, 37, 38)3/ - 1.9° C. and 13.0° C. for the labile and stabile modifications, respectively, as determined by Hibbert (16) - manufacturers of dynamites have incorporated into the liquid portion of these composite explosives various substances capable of participating in an explosion, to depress the above-mentioned freezing point. Aromatic nitro-compounds, chiefly nitrobenzenes, nitrotoluenes, and nitronaphthalenes, have been used to a considerable extent (11), but such nitrosubstitution products have not proved altogether satisfactory, as has been shown clearly by Naoúm. (14). Consequently there has been a strong tendency in recent years to replace them with one or more of several nitric esters, among which the following (29, 35) have been prominent: Dinitrochlorhydrin (monochlorhydrin dinitrate); nitrosugars, for example, sucrose octanitrate (19); tetranitrodiglycerin (diglycerin tetranitrate); nitroglycol (ethyleneglycol dinitrate); and diethyleneglycol dinitrate (13, 46, 47). Of these, nitroglycol (33, 4l, 45, 48, 49, 65) is outstanding in importance. As the Bureau of fines is naturally interested in the analytical chemistry of the "explosive oils," it seemed desirable to bring together in this report the widely scattered experimental work covering the problem of differentiation that has appeared in various chemical and physicochemical publications.]

This section of Minerals and Materials analyzes the following three factors affecting the recent performance of the U.S. and world mineral industries: 1) the health of the U.S. and world economies, 2) the level of interest rates and 3) the performance of productivity in both the U.S. mineral industry and the general economy. While these indicators do not exhaust the possible critical factors, they represent an initial attempt to probe some of the considerations underlying the performance of the U.S. minerals and materials industry. The U.S. and World Economies It is essential to analyze the state of the U.S. and world economy because the demand for minerals and materials is a derived demand; that is, since minerals and materials are used in the productive process, the demand for them is a direct function of the demand for the finished products of which they are a basic input. Thus, the demand for minerals and materials is directly affected by changes in present and planned consumption and investment expenditures. The past two issues of this publication have highlighted the generally discouraging performance of the national and inter-national economies. Briefly, the world economy is in the third year of the first long recession in recent history where inflation rates have remained above 5 percent. With many countries either unable or unwilling to support domestic spending while inflation continues, there has been a growing tendency to institute trade-restrictive policies to support domestic demand. The resulting weakened demand conditions in exporting nations have had a direct effect on the mineral industry.

An important activity of the Safety Division of the Bureau of Mines , in its efforts to reduce accidents , is the safety inspection of mines . Inspections are made at the request of the operators and are not connected with the inspections by the various State departments of mines . The operating management is furnished with a confidential report of the results of the Bureau's inspections , with recommendations for elimination of the hazards found . These mine - safety inspections include a study of mining practices , conditions , and equipment and in some cases the sampling and analysis of mine air and coal dust . The Bureau of Mines has no regulatory powers , therefore the recommendations made in these reports are merely suggestions , and operators are not required to adopt them . Mine inspections are a check on safety standards , methods , and practices and are essential to any accident -prevention program . A foreman or superintendent may be sincere in his efforts to operate a mine safely and believe that he has done everything possible to attain this end . However , experience has shown that because of his familiarity with the mine and the consequent " nearness " of its various features many unsafe conditions may be , and in most cases are , overlooked ; an inspector , particularly an outsider who is trained to look for hazards , can point out the unsafe conditions overlooked by the foreman or superintendent . Some companies employ safety engineers who make regular inspections of their mines , report substandard conditions and hazards found , and make recommendations for correcting them . Unless these recommendations are carried out the inspections have little value . In making recommendations , due consideration should be given to the feasibility of carrying them out ; the management may and very often does consider a recommendation impracticable because of the

In response to increasing national energy requirements. highlighted by the continuing growth in demand for coal for the generation of electric power the output of bituminous coal and lignite in 1965 passed the 500-million-ton mark for the first time since 1956, thus emphasizing the steady up-ward trend from the recent low of 403 million tons in 1961. There were corresponding upward trends in consumption, exports mechanization, and productivity. Production.-The output of bituminous coal and lignite in the United States in 1965-512 million tons-was 5 percent greater than the 487 million tons produced in 1964. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

The Bureau of Mines conducted a comprehensive laboratory study of the thermal ignitability of various carbonaceous dust clouds with particular emphasis on various ranks of coal dust. The tests were conducted using a new 1.2-L furnace. Autoignition temperatures of dust clouds were obtained as a function of coal volatility and particle size. Dust particles and gas samples were collected by a rapid-sampling system in order to study the reactions involved in preignition and postignition processes. The autoignition temperatures measured in the new 1.2-L furnace were significantly lower and therefore more conservative than those measured previously in the Godbert-Greenwald furnace. The combined effects of thermal and electrical ignition of dust clouds were also studied in the 1.2-L furnace using electrical discharges of varying energies at ambient and elevated temperatures. The minimum spark energy necessary to ignite a dust cloud decreased significantly as the temperature of the dust cloud increased.

Never before have mine managers in the anthracite region of Pennsylvania been so seriously concerned about the rising cost of pumping mine water. Many of them know that future pumping charges may affect their operating profits adversely to an extent that will make it necessary to abandon some mines. Increased pumping charges in the anthracite industry are currently comparable in importance with higher mining costs; in fact, profitable operation of some mines depends not only upon the cost of mining coal but also upon whether they can be kept free from water at reasonable cost. Pumping charges are relatively low during the early development of a mine, but they increase rapidly as development progresses. Numerous crop falls, strippings, and. abandoned adjacent properties contribute unfavorably to the volume of water produced during mining. The foregoing conditions and the existence of large underground pools below existing mining levels present water problems of such magnitude and cost that some mine owners cannot continue to operate profitably.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. THIS INFORMATION CIRCULAR contains 1956 and 1957 injury experience and employment data for metal mines in the United States and Alaska. Unlike previous publications, this report covers only metal mining and contains statistical data on injuries and employment pertinent to metal mines and mills reporting voluntarily to the Bureau of Mines on an annual basis. Injury and employment data for the nonmetal industries, which from 1911 through 1955 were published in the same series as the metal industries, for the first time will be published separately as an information circular entitled "Injury Experience in the Nonmetal Industries, 1956 and 1957." The Bureau of Mines is authorized to make requests for injury and employment data, and the information submitted by operators of metal mines and mills is a step forward in promoting safety in the metal-mining industry. Every effort has been made to make this coverage as complete as possible.

A series of laboratory evaluations examined the impact of water spray pressure, curtain setback distance, and external and underboom spray use for controlling respirable dust levels and sulfur hexafluoride tracer gas concentrations around a continuous mining machine. This mining machine was equipped with a flooded-bed dust scrubber and was positioned in the box or slab cut. Exhaust line brattice was used for all tests. Dust levels were measured in the return airway and at locations representing the operators of the continuous mining machine and the standard and off-standard shuttle cars. Increasing water pressure or using the underboom sprays produced no significant impacts on dust levels, although their interactions did produce some significant impacts. Increasing curtain setback distance often elevated dust levels, likely by reducing the amount of airflow reaching the face. Use of the external sprays created additional airflow around the mining machine that pushed the dust cloud past the scrubber inlets. This significantly increased dust levels at all sampling locations. Tracer gas levels were measured on the off-curtain and curtain sides of the cutter head and in the return airway. Increasing water pressure generally led to significantly increased gas levels on the curtain side, although a slight decrease was observed on the off-curtain side with the machine in the box cut. Increasing setback distance elevated gas levels on both sides of the cutter head and in the return by limiting the quantity of ventilation airflow reaching the face. Use of the external sprays provided additional airflow along the off-curtain side of the machine, significantly reducing gas levels in this region. These sprays adversely impacted the dilution and removal of gas on the curtain side of the cutter head. Use of the underboom sprays adversely impacted gas levels on both sides of the cutter head. Use of the external sprays provided the best control of respirable dust and face gas concentrations. The smaller increases in miner operator dust levels produced by these sprays were offset by larger reductions in face gas levels on the off-curtain side of the cutter head. Although the underboom sprays minimally impacted respirable dust levels, use of these sprays was not recommended because they increased face gas levels.

Investigation of the discharge duration power and current relation required for ignition. The current and power amplitude-discharge time curve was found to flatten out over 3 ms. It is concluded that discharges having at least 3 ms power maximum are required for reliable testing of the ignition limit for resistive circuits. Investigation of the effect of molten cathode on the discharge duration and igniting ability of the discharge. The surface tension of the liquid metal causes a very fast separation and consequently a much shorter discharge duration than the solid electrode would have. The minimum discharge voltage effect overrides the effects of the temperature of electrode, material, or atmosphere. Investigation of the effect of different surface layers on the discharge duration. Oxides and sulfates were found to give significantly longer duration than the "clean" metal itself in most cases. The lowest ignition current was obtained with CdS04 coatings. Ignition was obtained with 0.7A at 30V, which is below the corresponding minimum igniting current obtained from the BASEEFA curve for circuits containing Cd, Zn or Mg.

The U.S. Bureau of Mines designed and constructed sensitive and coordination-free ground-fault relays (GFR's) for use on mine power systems. First, a list of GFR attributes for mine ac utilization applications was compiled. These practical guidelines specified design, construction, transient immunity, reliability, and operating criteria. The time-current characteristics of the ac and dc units, subsequently fabricated, were designed to be below the human electrocution threshold. The significant and highly variable capacitance of high-voltage distribution cables was found to preclude the sensing of ground currents in the milliampere range. However, the coordination-free system developed for high-voltage distribution should enhance safety by significantly decreasing response time to ground faults. Implementation of the sensitive GFR technology in the mining industry has the potential to eliminate the majority of injuries and nearly all the deaths resulting from contact with energized components.

Ventilation of underground workings consists of establishment of such control of air currents that the underground workers may work in safety, with maximum comfort and efficiency, mad without impairment of health; and that the mine openings may be made subject to such control of air flow as to remove from the workings at ordinary times harmful gases and dusts, and at time of emergency, such as fire or explosion, there may be maintained as much or as little air flow as may be desired covering portions of the mine or the mine in its entirety. Control of air flow is the keystone of any ventilating structure, and this very essential feature is obtainable only by the installation of mechanically operated fans, to ether with other ventilating devices such as doors, overcasts, regulators, etc. Every mine, large or shall, coal or metal, should from the outset be equipped with a fan. While much has been written about natural ventilation and many claims have been made that in specific mines there is sufficient natural al" flow, there are few if any mines, coal or metal, where natural ventilation supplies anything like adequately safe or healthful conditions for underground workers even at ordinary times; and at a time of mine fire or explosion the mines depending upon natural ventilation are practically helpless, and certainly are decidedly dangerous to those unfortunates forced to be in them.

Prevention of coal-mine explosions depends largely upon thorough knowledge of the causes that initiate explosions. A review of coal-mine explosions in one geographical area when supplemented by nationwide data of similar nature, should serve as a guide for the adoption of measures for explosion prevention. Explosions in bituminous-coal mines of the United States during the 10 years ended December 31, 1932, ranked third in the causes of fatal accidents and constituted 16.1 percent of all fatal accidents in bituminous mines. Kentucky now ranks fourth in coal output in the coal-producing States of this country; a study of the coal-mine explosions in this state will be of definite interest locally among coal-mining people, as well as to those in the coal-mining industry who are concerned in preventing coal-mine explosions. This circular reviews gas and dust explosions in Kentucky coal mines to show their hazards, to point out the influence of certain factors in causing explosions, and to indicate the effectiveness of preventive measures.

Great Britain has never had a basic raining law such as is in force in most foreign countries. This lack may be due to the fact that, with the exception of gold and silver, all metals or minerals belong to the owner of the surface land. Even with respect to the precious metals, gold and silver, which are not abundant in Great Britain, the right of the Crown, though still technically acknowledged, is not always insisted unon. All other metals and minerals are vested in the ground landlord, who may sell, lease, or other¬ wise convey them. The State has little to do with the mining industry except in. regulatory and judicial matters. The Government must settle controversies and provide for easements, rights of way for railroads, roads, and canals, or, in general, effect the same control that it exercises over other industries. As mining was carried on in very early times in England, of necessity a certain legal procedure came into existence, which in effect was little more than a private contract between the owner of the mineral (whether an individual or the State) and the miner. The nature of such contracts, of course, has changed radically with the changed relations between classes, as England lias developed from the feudal into the modern State. From the medley of ancient procedure and custom, a concession system of mining in^its simplest form lias evolved. Of the earlier conditions. Van Wagenen says

Twenty eight pulse release sulfur hexafluoride tracer gas field tests were run in a multi-level multi-vein hard rock mine to measure leakage ventilation. The mine had numerous underground booster fans and gob filled old stoping areas and consequently numerous leakage paths. The tests proved that the equipment and methods developed by the USBM can be used successfully in complicated ventilation circuits. The leakage quantities varied each time a major change was made in the main ventilation circuit. Usually leakage quantities had to be remeasured after a main ventilation change, but measurements could be duplicated for anyone configuration except under certain defined circumstances. The characteristics of an individual leakage path could be determined from the difference between the measured sum of two paths and the calculated characteristics of one of the paths. Many leakage paths could not be evaluated accurately on one shift. Comments are made on equipment performance and field techniques. Programs for the calculation of gas concentrations and recirculation from measured data and for the mechanical integration necessary for a calculated leakage characteristic have been written for an HP 9810 and are included.
