Data on the occident experience of the pebble-phosphate industry in Florida for 1937 and 1938 are combined in this report with statistics for the 7-year period 1930-36, inclusive, which were published in Information Circulars 69174/ and 69685/. The periodic publication of such data enables the pebble-phosphate industry, as well as other industries, to consider relative hazards, compare experience, and thereby help to prevent accidents. Virtually every available measure of total world mineral industry activity demonstrated that 1982 was little, if any, better for the industry than 1981 had been. Levels of production, trade, and consumption for virtually every major commodity declined; unit prices for most commodities fell, particularly in terms of constant dollars, and as a result of cutbacks in output and lower prices, capital available for investment within the industry was reduced. These conditions, coupled with the existence of considerable idle capacity, tended to retard investment, although there was an upturn in U.S. oil industry investment overseas. Despite the overall depressed situation of the world's mineral industry, there were indications of possible improvements in market economy countries near yearend, as output of some materials increased marginally and as prices for some mineral commodities reversed their downward trends. The downturns in total world mineral industry activity were not universal from the viewpoint of individual countries. Indeed, output of a number of commodities increased in centrally planned economy countries, and these gains were insufficient to offset declines in market economy countries, thereby sharply altering the proportion of total world output accounted for by each of these two groups of countries. There was a similar shift in consumption on a percentage basis.

This publication has been prepared to supply manufacturers and industrial users a listing of mobile diesel-powered transportation equipment approved or certified by the Bureau of Mines f r use in gassy noncoal mines and tunnels. Testing of diesel-powered equipment is one phase of the Bureau's health and safety program of approval of electrical and diesel equipment designed to prevent explosions, fires, shocks, and toxic hazards in underground mines. In mines such equipment must be used and maintained properly. Manufacturers submit machinery and component parts to the Bureau for study f their design and safety features. Equipment must pass exacting tests and meet strict requirements established through research, development, and experience before the Bureau approves it as permissible for safe use in mines.

To improve mine health and safety conditions, there is need for a portable instrument that mine inspectors can use routinely for rapidly checking concentrations of dust in mine atmospheres. On October 23, 1969, Stanford Research Institute was authorized by the U.S. Bureau of Mines to conduct a study aimed at developing such an instrument under Contract No. H0100186. The results of that study are reported in Technical Report No. 1, "Development of Portable Instrument For Measuring Coal Mine Dust Concentration," August 1970. In that study it was demonstrated on bench-scale that a near-forward optical scattering device gives a linear correlation between mass concentration and optical readout over a range of 2 to 200 mg/m3 with excellent reproducibility. The same correlation was obtained for the Respirable* dust fraction of three different coal dusts within ± 10% and an extreme spread of ± 30%. Based on these results a prototype instrument was designed which was expected to meet all the necessary requirements of a portable instrument for mine use. Because of the excellent results obtained, a further study was authorized by the Bureau of Mines on May 10, 1971 under Contract No. H0111688. The prime objective of this study was to build, calibrate, and deliver to the Bureau of Mines two prototype instruments based on the design previously developed. The emphasis was to be on providing instruments which would meet certain minimum standards of size, weight, response time, sensitivity, ruggedness, reproducibility, permissibility, and cost (ultimate); optimization of the design was to be considered only insofar as it would not significantly delay the development. One instrument was to be delivered after initial calibration of both instruments with Coal Dust PGH. The second instrument was to be used for further calibration with a number of other coal and rock dusts and for assessing other relevant performance characteristics. This report summarizes all the results of this second study.

Preliminary examinations of the Parker and Webb deposits were made by E. E. Maillott, Bureau of Mines engineer in July 1942. The chemical and spectrographic analyses included in this report wore made at the Eastern Experiment Station of the Bureau of Mines at College Park, Md., under the general supervision successively of S. M. Shelton and of Paul M. Tyler, formerly regional engineer, Eastern Region. Beneficiation tests were conducted under the supervision of Frank D. Lamb. The mineral exploration was under the general supervision of J. D. Bardill, formerly district engineer. Acknowledgment is gratefully made to the St. Joseph Lead Co., in particular to John S. Brown and P. J. Mechin for their assistance. Special acknowledgment is made to the American Metal Co., Ltd., ,Ind to T. C. "An important, function of the U.S. Bureau of Mines is to instruct miners in first aid, and as a means of promoting interest in it first-aid contests are held under the auspices of the Bureau, usually in coop; ration with other interested organizations, especially the American Red Cross, the National Safety Council and various operators' and Miners' associations. It was early found that the method of judging first-aid meets is one of the most vital factors in determining the degree of success of the meet.It may be safely stated that there is no method for the judging of first-aid contests that has proved ideal. A method that would give the most uniform judging would necessitate the rating of each team by the same judge or committee of judges and, in order that a judge may rate a team satisfactorily, he should see that team perform several events and average the ratings. Such a procedure is not practicable where there are many terms entered in the contest, as it would prolong the meet indefinitely. To overcome this objection the method has been tried of assigning separate judges to each team but this brings in a new factor the individuality of the various judges, some of whom rate closely, others loosely. The next development was to average the judging by having the judges rate different teams for each event. This would seem to solve the problem out it has been found, after using the method over a wide area for a considerable period of time, that the differences in the judging are too marked to be at all satisfactory. The next development was to appoint a committee of chief judges three to five in number especially trained and experienced, to aid the individual judges in rating the teams. This method has proved satisfactory at small meets but, as committee must review the work of each judge on each event, it has not been deemed feasible for a large meet."

Insofar as prevention of mine explosions is concerned, it is apparent that the coal-mining industry has profited but little from experiences during the past 15 years. The fact that explosions can be prevented if well-known preventive measures are adopted and conscientiously carried out appears to warrant the conclusion that many coal-mining people are indifferent to the hazards that may result in explosions. Although the principal burden of preventing explosions is upon the management, and much of the evident carelessness in failing to place in effect and to enforce suitable precautions, is assessable directly against management, the worker also has a very definite responsibility, and numerous explosions have resulted because of his failure to carry out his part in accepted principles of safety. The record of fatalities from mine explosions during the past 5 fiscal years has been anything but encouraging or about which coal-mining people can take pride; more men were killed by explosions (673) than were killed from the same cause during the preceding eight years combined (577). During each of the fiscal years 1942 and 1943, 152 fatalities resulted from explosions, compared to 163 during the fiscal year 1941, 206 in 1940, and only 16 in 1939.

"INTRODUCTION Experience in drilling oil and gas wells has shown that the voidance of blow-outs, twist-offs, fishing jobs, loss of circulation, and heaving and caving of shale formations into the drill hole depends largely on how well the drilling-mud fluid serves its purpose. A possible method for the control of the drilling fluids may be seen from a study of the relation between the particle-size distribution and some of the important drilling-fluid properties, such as the ability to build quickly a relatively impervious mud sheath on the wall of the hole in the porous formations penetrated by the bit during drilling operations. In a wartime economy, which urgently requires conservation of steel, proper functioning of the drilling fluid is particularly important because, as Parks 4/ has stated, intelligent use of good drilling fluids makes possible drilling of wells for thousands of feet in open holes without the necessity of setting protective strings of casing to control the movement of salt water, gas, and troublesome formations into the borehole; consequently, especially in deep wells, of proper drilling fluids materially reduces the need for casing and lowers the cost of drilling and completing the wells."

This publication covers the work of the Division of Coal Mine Inspection, Bureau of Mines, as performed under provisions of the Federal Coal Mine Safety Act. It presents background information and data since 1952 when the Act became effective and includes up-to-date statistics for the calendar year 1962. During that year, approximately 9,704 coal mines were active in the United States, and the Bureau made 12,810 regular inspections. BACKGROUND The Federal coal-mine inspection program was established to carry out the provisions in Public Law 49, 77th Congress, (H. R. 2082) approved May 7, 1941. This act has since been amended as Title I, Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also included Title II, Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal Mine Safety Act.

Samples of raw oil shale and kerogen concentrates were oxidized by alkaline potassium permanganate, air, nitric acid, oxygen, and ozone to obtain information about the chemical structure of organic kerogen in oil shale. In one test, oil shale and oil-shale products were oxidized exhaustively with alkaline potassium permanganate, and the distribution of the organic carbon in the final oxidation products was determined. Comparing results of this oxidation with those obtained from other carbonaceous materials and known compounds gave information about the structure of kerogen. Alkaline potassium permanganate oxidation also was used partly to degrade kerogen into soluble products for characterization purposes. Structures present in these degradation products were indicative of type structures originally present in the kerogen. Nitric acid, oxygen, and ozone were used also for partly degrading kerogen to soluble oxidation products. Carbon-balance oxidation tests using alkaline potassium permanganate showed that Colorado oil-shale kerogen differs from many other carbonaceous materials such as coal and kerogens from other areas. Composition of the degradation products indicated that Colorado oil-shale kerogen is predominantly cycloparaffinic and saturated heterocyclic structures with some long-chain paraffinic and aromatic structures present. The ring systems may be connected through short carbon chains or bridges containing oxygen, nitrogen, and sulfur.

This report presents preliminary results of a study undertaken to investigate quantitative characteristics of the demand for steel mill products and its major end-use components. The major end uses included in the study are the steel mill products used in construction, in automobiles, in producer durables, and in consumer durables. The main objectives of the research underlying this study are as follows: (1) To formulate and estimate the empirical demand relations for steel and the four major end uses in the United States; (2) to measure and calculate the responsiveness of the U.S. per capita steel consumption with respect to the changes of the steel and other nonferrous metals prices; (3) to determine and quantify the relative importance of the underlying demand explanatory factors in contributing to the average year-to-year increases (or decreases) of the U.S. per capita steel consumption; and (4) to adapt and use the estimated demand relations in making projections of the U.S. future demand for steel and the major end-use components. After extensive preliminary investigation, three versions of simple linear demand relations are selected and estimated by means of ordinary least squares (OLS) method. The annual data for the period 1947-65 are used in the estimation. Direct and cross price elasticities of demand are computed for each of major end uses. The relative importance of demand explanatory factors in contributing to the average year-to-year changes of U.S. per capita steel consumption are also calculated. For making projections, a simple autoregressive time trend model is used in estimating the future values of independent variables. Since the estimated demand relations are valid for projections only if the estimated parameters can be assumed to be unchanged in the future, and consequently, the projections derived in the study should be interpreted accordingly.

Under such conditions close control of screen sizes of primary-crusher products is a secondary consideration and has received very little attention.]

In This report, factors which currently enter into the design, manufacture, and quality assurance of explosion-proof enclosures are reviewed, with special emphasis given to the sealing concepts and sealants/cements, per se, for lenses. The physical and mechanical properties of a number of representative sealants and adhesives are measured, and found to exhibit great variance, with few discernible trends which might afford a firm base on which to establish minimum property standards. Accordingly, acceptance criteria for adhesives and sealants are suggested based on the survivability of an explosion-proof enclosure as a structure rather than upon the minimum mat real properties of its constituents. Procedures or surface preparation of adherends, and for quality assurance, also are proposed.

The supplement is divided into the self-contained sections briefly described below. I. SELECTED MONTHLY TECHNICAL LETTER REPORTS - This section is a collection of selected monthly technical letter reports that briefly summarizes the chronological development of the analyses and results, including the different concepts, theoretical approaches, and methods of data reduction and analysis explored, and the discoveries, insights and findings made along the way. More detailed treatments of the key developments and results are presented in the interim reports and working memoranda reproduced in subsequent sections of this supplementary report, and in the separately published final report. II. BACKGROUND THEORY FOR MEASUREMENT PROGRAM ON MEDIUM AND HIGH FREQUENCY RADIO TRANSMISSION IN COAL SEAMS - Working Memorandum - This working memorandum gives the initial background theory needed to guide the planned measurements and data analyses of this program to describe the propagation of radio waves-in coal seams for the frequency range of 50 to 5000 kHz. III. MODELLING AND DATA ANALYSIS OF IN-MINE ELECTROMAGNETIC WAVE PROPAGATION - Interim Report - This interim report presents detailed treatments of the data analysis and modelling techniques used, and the associated results obtained from conductor-free area propagation data measured by T. Cory in the first set of six coal mines. The mines were located in three highcoal seams; the Pittsburgh seam in northern West Virginia, the Pocahontas No. 3 seam in Virginia, and the Herrin No. 6 seam in Illinois. IV. ANALYSIS OF MF PROPAGATION DATA FROM MARGARET NO. 11, NANTY GLO, EHRENFELD, AND ADRIAN COAL MINES - Interim Report - This interim report presents detailed treatments of several improved data analysis and Modelling methods applied to, and results obtained from, conductor-free area propagation data measured by T. Cory in the second set of four coal mines. These mines were located in three low-coal seams; the Upper Freeport seam in Pennsylvania and West Virginia and the Lower Freeport and Lower Kittaning seams in Pennsylvania. In addition, this report contains a reprint of two papers presented at a Bureau of Mines sponsored EM Guided Waves in Mine Environments Workshop held in Boulder Colorado. One paper describes the three-layer theoretical model and its application to the conductor-free data from the first six mines, while the second paper describes the theory developed for the coupling of loop antennas to a cable in a mine tunnel in a coal seam, and the model's application to data in the vicinity of cables taken at the Margaret No. 11 mine. V. A METHOD FOR NONINTRUSIVE, IN-SITU MEASUREMENT OF COAL AND ROCK CONDUCTIVITIES IN A COAL MINE TUNNEL - Working Memorandum - This working memorandum briefly describes a possible direct method, and its potential advantages and shortcomings, for performing in-situ measurements of coal and rock conductivities. VI. MODELLING AND DATA ANALYSIS OF IN-MINE ELECTROMAGNETIC WAVE PROPAGATION FROM 50 to 5000 kHz - Interim Report - This interim report presents a summary comparison of theoretical and experimental results for conductor- free areas in eleven coal mines located in seven coal seams. It also summarizes the findings and their implications for intrinsically-safe, portable radio communications between roving miners.

"The electrical section of the Bureau of Mines has obtained copies of all available State safety rules and regulations in order to make a study of those portions of the codes relating to electrical equipment. While it has been found almost impossible to compare the several codes as a whole, comparison of those regulations dealing with a single subject has proved both interesting and instructive.Sixteen states have rules or enactments having reference to telephones and the present paper covers a compilation of these references. It is believed that data of this kind will be of service to commissions or other bodies contemplating the revision of existing codes.The compilation taken from the various codes follows: State Rules and Regulations.California.Sec. 5 (Par. c) Telephone communication shall be maintained between a co-operative station and each mine which it supplies. If the foreman in charge of a station does not reside thereat, his residence also shall be in telephone communication with each mine supplied by his station.Sec. 8 (Par. a) Whenever a fatal accident occurs in or about any mine, notice thereof shall be given promptly by telephone or telegraph if possible, followed by a notice in writing to the chief inspector, by the superintendent or other person having immediate charge of the work at the time of the accident."

This volume describes software developed for programmable calculators that is useful in the analysis and design of mine electrical power systems. The programs are equally useful for any industrial or commercial power system. All programs are written for both the HP-97 and the TI-59 programmable calculators. Listings of both versions of the twelve programs that were developed appear in the report. The programs that were developed can be broken into two groups. The first group encompasses design-oriented programs. The second group encompasses analysis programs. For each program the following items are provided: a description of the program's capabilities, the solution technique used, instructions on how to use the program, a worked out example with data and results and, finally, listings of the programs for the HP-97 and TI-59 programmable calculators. Typical problems that can be attacked with these programs include ground bed design, selection of contactor size, fuse size, relay settings, instantaneous overcurrent trip settings for trailing cables, allowable cyclic cable loading, short circuit analyses, prediction of transient voltages and others.

The Carson Hill mine of the Carson Hill Gold Mining Corporation is at Melones, Calaveras County, Calif. It is one of the numerous mines on the Mother Lode of California. The property extends for 8,400 feet along the outcrop of that important vein system. The elevation at the haulage level is about 1,000 feet above sea level. The increasing demands for petroleum and its products and the steadily increasing cost of discovering and developing new oil fields are factors that emphasize the importance of increasing the recovery of oil from known petroleum reserves. Water flooding is a valuable conservation measure, not only preventing premature abandonment of stripper leases but also reviving interest in many areas previously abandoned. The use of water flooding as a means for recovering additional oil from partly depleted oil-bearing formations was first tried in Oklahoma in 1931. Early water-flooding operations were confined to the area of shallow Bartlesville-sand formations in Nowata and Rogers Counties, where many of the projects were outstandingly successful. The results of these operations stimulated activities in other pools in Oklahoma, and by the end of 1949 water flooding had been tried in 25 of the 49 oil-producing counties in the State (fig. 1). Approximately 33 million barrels of oil, or 1,806 barrels per acre, had been recovered by December 31, 1949, from 18,221 productive acres included in the 162 active and abandoned projects in Oklahoma by injection of approximately 449 million barrels of water.

The blast -hole method for drilling and breaking ground is not new to the mining industry . For several years it has been used rather extensively in Canada , particularly in the gold mines , where it was first developed and where the major advances in the technique as applied to present - day mining problems have been made . At present , 40 mines in Canada and the United States are using the method in one form or another , and from all indications its use will increase in the future . In two California mines , blast -hole diamond drilling is now used for a part of or for all stoping operations , and in one of these it is used to some extent in development work . At the Mountain Copper Co.'s Hornet mine in Shasta County, about 50 percent of the pyritic sulfide ore produced is mined by the blast - hole method , and the U. S. Vanadium Corp. mines 80 percent of the ore produced at its Pine Creek tungsten mine in Inyo County by this method . At Pine Creek , long -hole drilling and blasting is used for mining pillars also , and in pre - stoping development . The blast -hole diamond - drilling method is not applicable to all types of ore bodies . A third property in California , the El Dorado Limestone Company , El Dorado County, tried the method for several months in 1943 and 1944 , but , owing to certain factors that greatly increased mining cost , the company soon returned to conventional mining methods .
