To keep the mineral and allied industries informed of trends in the causes of accidents, and to point out the need for corrective measures, the Bureau of Mines collects, analyzes, and periodically publishes health and safety statistics. This report includes data for 1963 on injury experience, with related employment statistics, at coal mines in the United States. These data are presented in tabular form under the following headings: General Injury Experience Tables 1 to 6: Current data on number of injuries, degree of injury, frequency and severity rates, average severity, and related employment and production data by work location.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

Suspended seats perform two functions: Reduce effect of occasional large bumps; Reduce more continuous vibration at a lower level. The former needs high damping. The latter needs low damping. For most mobile work machines the inevitable compromise is generally better than a simple cushion seat, because that amplifies vibration at around 4 Hz which is a sensitive frequency for human vertical WBV. Why have standard tests for seat suspensions? • Seat suspensions are non-linear so any measure of performance depends on operating conditions. For comparison these need to be defined. • Seat manufacturers need benchmarks for product development; • Machine makers choose dynamic characteristics appropriate to their products; • Occupational health specialists wish to control operator exposure to Standard tests should be representative, repeatable and reproducible. These requirements are reviewed in relation to the history of seat test standards and the current position. Current position and history The current position is that we have standard tests for seats for agricultural tractors, earthmoving machinery, industrial (fork-lift) trucks. These tests comprise measurement of vibration transmission and of the rate of damping. Current standards developed as the technology developed, starting around 1960: 1. Test on machine driven over standard surface1. 2. Test on shaker reproducing standard surface. 3. Shaker input replaced by representative spectrum2. 4. Human subject replaced by dynamic dummy. (Not yet settled). Are standard tests representative? The development process has gradually moved seat tests further from reality. 4 hr samples of work exposure suggest that seats do not on average provide large reductions of vertical WBV3. For specific magnitudes of vibration they can work well. For low vibration, performance is reduced by friction and for severe vibration by length of travel. Recent work has led to a new test to quantify how a suspension controls over-travel 9.

One by one new metals come to share the burden of modern industry. Long before the Christian era potters and glass workers employed fine and costly blue pigments that contained cobalt. Cobalt blue class has been found in the tombs of the Egyptians and in the ruins of Troy, and many of the colors used by the ancient Greeks and Romans contained cobalt. The ancients, however, were apparently unaware that the colors they used were caused by cobalt, and it was not until late in the 17th century that the existence of the element was recognized, Writers in the Middle Ages referred to "cobalos" as an evil spirit that haunted mines and caused trouble to the miners. Subsequently the German worms "Kobold," meaning goblin, came to be applied to any baffling mineral and particularly to minerals that resembled ores but failed to yield metal when smelted. Even to-day there is something of an air of mystery about cobalt, and a medieval cloak of secrecy still surrounds many of the metallurgical processes employed in its production. "Zaffre" was mentioned about the middle of the sixteenth century by Biringuccio, and in 1735 the metal war, first prepared by G. Brandt. To preparation of cobalt compounds, however, must have been carried on in at least a small way ever since the opening of the silver-cobalt deposits of Schneeberg in 1470. By 1790 there were 25 works engaged in the industry, rust of them located in Saxony, but the total output of these works probably did not exceed 300 tone of cobalt annually, mostly in the fore of smalt. The smalt which contained approximately 6 per cent cobalt was sold in Venice in 1520 at about 16 cents a pound. A few refineries in Holland supplied the Irish linen trade, contributed a farce amount to the Dutch linen industries, and alto provided smaller quantities for the manufactuer of litmus in Holland. Component failures in the electrical control circuits of mining machines account for a large percentage of the total downtime of the machine, Once a failure has occurred it is always a tedious and usually a time-consuming task to locate the failed component. Moreover, the pressure to quickly locate the cause of a delay can lead to compromises in safety. Thus an onboard diagnostic system, essential for an automated machine, would be a very useful addition to existing machines. This report details U.S. Bureau of Mines development of a generic procedure for synthesizing diagnostic systems for electrical-control-circuit failures in mining machinery. A continuous mining machine is used as the testbed to illustrate the application of the developed methodology. Substantive differences among mining machine control circuits made it impossible to achieve a generic diagnostic system, but a generic approach for the synthesis of the diagnostic system was possible. As the research progressed, it became apparent that an algorithmic approach was better than an expert-system-based implementation. A prototype system was constructed and used to evaluate the diagnostic system. Prototype implementation issues are also examined.

In This Chapter [Measuring the gas emission from the coal Methane at the top of the silo Methane at the load-out area and Actions taken after a silo explosion] Methane accumulations in coal silos have resulted in the occasional silo explosion. These can be quite violent and dangerous because coal dust adds to the strength of the blast. However, with the appropriate precautionary measures, methane accumulations in silos can be greatly reduced. Mine Safety and Health Administration (MSHA) regulations at 30 CFR2 77.201 require that the methane content in the air of any coal silo be maintained below 1.0 vol %.3 Also, MSHA requires that methane tests be conducted before any electrical equipment is energized, unless a continuous monitor capable of deenergizing the electrical equipment is used.4 Measuring the gas emission from the coal. The first necessary step in dealing with silo methane issues is to measure the gas emission from the coal going into the silo. Such measure-ments allow one to estimate the silo ventilation needs and permit a comparison with the methane controls used at other mines that have similar gas levels. The gassiness of the coal can be measured by taking conveyor belt grab samples.5 Matta et al. [1978] measured the gas emission from conveyor belt grab samples using a simple desorption test. To conduct the test, they collected several grab samples of coal, weighing a few pounds each, from the conveyor belt entering the silo.6 They then sealed the coal into an airtight sample container that was equipped with a valve and short hose along with a pressure gauge. Every few hours they opened the valve and bled the emitted gas into a water-filled graduated cylinder that had been inverted and placed in a pan of water (Figure 11–1). The results are shown in Figure 11–2.

Industrial equipment exposes individuals to whole-body vibration (WBV) and mechanical shock. This exposure can negatively impact their health, safety, comfort, and working efficiency and performance. Accordingly, proper seat design is an important consideration in reducing the adverse effects of WBV exposure to vehicle operators. Since the human body is sensitive to low frequency WBV, ride quality is a basic and important element of good seat design. When designing a suitable seat, it is essential to understand vibration exposure environment of workers and how well they can tolerate this environment [1]. This is particularly true in the mining industry. Mayton et al. [2] reported on a low-coal shuttle car seat design that underwent limited, yet successful underground mine trials. Building on this work, a follow-up study compared NIOSH and existing seat designs on low- and mid-coal seam shuttle cars. The NIOSH seat designs included viscoelastic foam, which has properties similar to those found in a mechanical spring/damper suspension system. The seats also included an adjustable lumbar support and a fore-aft seat adjustment. The NIOSH seat designs contrast with the existing seat design, which have little or no lumbar support and include inexpensive foam padding of the type commonly used in furniture. This paper will focus on the seat designs for the mid-coal seam shuttle car and compare subjective comfort data collected from five vehicle operators with ISO 2631 – based reduced comfort boundary (RCB) analysis of recorded vibration levels. Methods Experimental data were collected using three different tools: triaxial accelerometers, pre-amplifiers, and filters connected to a data recorder; a visual analog scale (VAS); and a short questionnaire. Researchers recorded quantitative or objective vehicle vibration data to determine the input and output acceleration at the operator cab floor and operator seat interface. Qualitative or subjective data, collected with the VAS, allowed researchers to obtain the operators’ immediate impressions of shock, vibration, and discomfort levels for the vehicle ride on each of the seat designs. Each shuttle car operator made six round trips with the vehicle each seat. The shuttle car operator marked the VAS on the first, third, and sixth round trip of the trials for each seat. A round trip consisted of traveling to the coal face with no load and returning to the load discharge location with a full load of coal. Results Total overall average ratings for the five vehicle operators of the mid-coal seam shuttle car, showed that operators sensed from 45 to 87% less discomfort with NIOSH seat designs compared to the existing seat design. Using a 95% CI, researchers computed a strong positive correlation for discomfort. Figure 1 illustrates the RCB analysis method for one of two NIOSH seat designs.

The production, use, and emission of vanadium in the United States has been traced for the year 1991. Consumption was 3,300 tons2, exports 1,285 tons, and imports 2,013 tons. About 98% of production was used in metallurgy; the remainder was consumed in chemicals, including catalysts. Total emissions to the environment in 1991 were estimated at about 3,100 tons, including emissions due to the combustion of coal and petroleum products. Emissions resulting from the production of ferrovanadium were 130 tons, and emissions from the production of steel about 6 tons. Dissipative losses, defined as losses that occurred during use or as a result of wear, were estimated to be no more than 3 tons. Disposal losses were estimated to be about 4,600 tons. Most of these losses were steel products that contained 0.1% or less vanadium and mayor may not have been recycled. When these products are recycled by the steel industry, vanadium ends up in the steelmaking slag and does not return to vanadium use cycle. Worldwide emissions due to anthropogenic and natural sources were briefly reviewed. It was concluded that industrial emissions were about three times greater than emissions from natural sources.

BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

Overexposure to noise remains a widespread and serious health hazard in the U.S. service providing and goods producing industries. Excessive noise can lead to poor verbal communication and reduce the ability to recognize warning signals. These dangerous work conditions can also cause stress and fatigue. Occupational hearing loss is a permanent illness, with no recovery currently possible. Method: National Institute for Occupational Safety and Health (NIOSH) has recognized Noise Induced Hearing Loss (NIHL) as one of the ten leading work related diseases and injuries in the United States, and has emphasized its importance as one of the critical areas expressed in the National Occupational Research Agenda. Results: One of the most serious noise problems in the goods producing industries is the operation of continuous mining machines during underground coal mining. In order to minimize occupational hearing loss, noise hazards are “designed out” early in the design process. NIOSH is leading a national initiative called Prevention through Design (PTD) to promote this concept. This paper describes the quiet by design approach of a noise control that reduced noise exposures of continuous mining machine operators by 3dB(A) using the four functional areas of PTD, namely Practice, Policy, Research, and Education.

To improve a miner's chances for survival in an emergency by providing an improved self-rescuer device that functions in a toxic or oxygen-deficient atmosphere. The Approach: Development of a compact, lightweight apparatus which produces oxygen by using the wearer's breath in a chemical reaction. How It Works: The device is designed to cause the user's breath, which contains water vapor and carbon dioxide, to react with potassium superoxide (K02) to produce oxygen in quantities sufficient to sustain the wearer for one hour. A program of investigation of strategic and critical minerals began in 1940 to examine and develop tungsten occurrences in the western United States and Alaska. During the years in which the nation was at war, this work was given special impetus to stimulate domestic production. This report is a compilation of results of the tungsten investigations in Alaska supplemented by certain data made available by the Territorial Department of Mines and is designed to include in its scope descriptions of all known tungsten occurrences in the Territory. Two areas in Alaska warranted special investigation - one at Gilmore Dome, 16 miles northeast of Fairbanks, and the other in the Hyder District, at the head of Portland Canal. Three tungsten properties - the Stepovich, Colbert, and Yellow Pup - are at Gilmore Dome. The Stepovich property, referred to sometimes as the Cleary Hill tungsten deposit, was worked by the Cleary Hill Mines Co. from April 1942 until May 1944 and was first examined by Robert S. Sanford and Norman Ebbley, Jr., engineers of the Bureau of Mines, in September 1942. The Cleary Hill Mines Co. by that time had explored an 800-foot strike length of the ore zone with 10 bulldozer trenches and was sinking an inclined shaft on ore in the central portion of the explored zone. In January 1943, the senior author, in company with Ebbley and Harry C. Doheny, supervising engineer of R.F.C., examined the property. Preliminary work by the Bureau of Mines began in May 1945, but actual exploration did not commence until late in June and continued until the end of October 1943. The deposit was examined by John B. Mortie, Jr., and William C. Overstreet, of the Federal Geological Survey, in 1942, and this study was continued in 1943 by Frank Byors, who also assisted the Bureau’s engineers on geologic problems. A magnetometer survey of this area was undertaken in 1942 by Henry Joosting and Eskil Anderson, engineers of the Territorial Department of Mines, and was completed with Bureau of Mines assistance in 1943. During 1943 the Bureau completed exploratory projects on the Cleary Hill mine and adjacent Colbert prospect. The field work on the Colbert property was begun early in July 1945 and continued intermittently until the end of October 1943, when it was recessed because of subzero weather. During September 1944, the Bureau of Mines established (by means of a few surface trenches) continuity between the Colbert mineralized zone, high on the dome, and the Yellow Pup vein, the lowest known tungsten mineralization in the area. It is generally recognized that any extensive program to develop the area as a whole logically would be carried out from the lower horizon.

A two-constant equation is presented for helium from 30° = T = 1,473° K. This equation is developed by modifying a generalized equation of state originally presented by Redlich and Kwong (20).3 The modification consists of setting B = 0.06372 Tc/PeT. This modified equation represents the compressibility factors of each of 80 isotherms tested in this temperature range to less than 1 percent average deviation.

ISO8662-4, “Hand-held portable power tools - Measurement of vibrations at the handle - Part 4: Grinders” is under revision. The new revision shall harmonize ISO 20643 “Mechanical vibration - Hand-held and hand-guided machinery - Principles for evaluation of vibration emission” which, among others, requires measurements in three directions and declared values related to the upper quartile of real-use vibration. To get the most suitable test method, a round robin test was made for evaluation of the two test methods proposed by the ad-hoc group working with this standard revision. Methods Seven laboratories measured the vibration from four grinders of different sizes, with and without autobalancing units. The laboratories come from universities, health & safety laboratories and grinder manufacturers. Two measurement methods are evaluated with respect to repeatability and reproducibility: 1. Grinding on a well-defined mild steel bar with depressed center wheels according to detailed test instructions. The test sequence starts and ends with 10 seconds of running the grinder in the air, when measuring the unbalance contribution to the vibration coming from the unbalance of the grinding wheel. Between these runs the average vibration during 60 seconds of grinding is measured. Three operators do five grinding tests per grinder. 2. Measurements using an aluminum unbalance disc similar to the one defined in ISO8662-4. Each operator runs the grinder four times, between each run the unbalance is moved 180 degrees to avoid variations caused by the play between the test wheel and the spindle. The averaging time is 10 seconds. Each grinder is tested by three operators. Repeatability is the spread within a lab between operators and over short time period for one machine and reproducibility is the spread between laboratories and over longer time periods for one machine. Instrumentation and transducer location are chosen according to ISO8662-4 and circulated test instructions. Results Both the repeatability and reproducibility is poor for the real grinding test, see figure 1. The coefficient of variation for repeatability is approximately 40% higher for the grinding test and the coefficient of reproducibility is 60% higher for the grinding test than for the unbalance disc test.

The coal-bearing strata of Oklahoma occur in the eastern part of the state over an area of 14,500 square miles, 20.7 percent of the state's total area. Commercially valuable deposits of bituminous coal cover about 8,000 square miles in seams ranging from ten inches to five feet thick. Estimated reserves in Oklahoma are 1.6 billion tons, representing 0.3 percent of U.S. coal reserves. The vast majority of coal mined in Oklahoma used in a single power plant within the state. Oklahoma gained primacy when its regulatory program was conditionally approved January 19, 1981. Authority for the state to administer the Abandoned Mine Land program was granted January21,1982. On April 30,1984, the Office of Surface Mining substituted direct federal enforcement of the inspection and enforcement portions of the Oklahoma program. This substituted enforcement was based upon a finding by OSM that Oklahoma had not operated the inspection and enforcement portions of its program effectively. As of January 1, 1986, Oklahoma inspection and enforcement authority was reinstated. Full program authority was granted to Oklahoma on January 14, 1986.

"The Jewell tunnel property, situated 3/miles north of Garfield, Chaffee County, Colo., was examined by an engineer3 of the Bureau of Mines in June 1943. Field work began September 16, 1944, but was recessed from December 26, 1944, to gay 15, 1945, because of heavy snows, and was suspended July 12, 1945, when rehabilitation of the New York tunnel workings was completed to the point desired.In its program of exploration of Mineral deposits, the Bureau of Lines has as its promary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as seen .as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.For their supervision of the project and their help in revising the report, particular acknowledgment is due Wm. P. Huleatt, district engineer, Denver, Colo., and Paul T. Allsman, chief, Salt Lake City Division, Mining Branch.The property is situated in secs. 15 and 22, T. 40 N., R. 6 E., N.R.F.M. Salida, the county seat, is on the main line of the Denver & Rio Grande Western Railroad. The property is reached from Salida by following U. S. Highway 50 westward for 18 miles to the village of Garfield, near Monarch Pass, then northward for 3 miles by a very steep mine-access road up Taylor Gulch (fig. 1).The highway to Garfield is accessible throughout the year, but the access road from Garfield is generally impassable from December until June because of snow."

This report is principally concerned with the engineering and economic feasibility of area surface coal mining systems other than draglines. This analysis evaluates shovel/ trucks, shovel/crusher/conveyors, and shovel/rail excavation and haulage systems for an assortment of geologic environments and production rates in the Powder River Basin (PRB) Shovel/trucks, front-end loaders/ trucks, and shovel/crusher/conveyors were studied in a multi-seam, dipping geologic area of the Four Corners Region. The Texas lignite engineering and economic research involved bucket-wheel excavators (BWE), BWE/backhoes, and scraper/backhoe combinations for overburden and coal excavation. The PRE truck/shovel study utilized the most recent computer simulation available in both the design and cost analyses. Detailed engineering analysis, followed by in-depth operating costs (operating and depreciation) result in a complete evaluation of each mining system. Cost comparisons of the different mining systems under similar geologic and production constraints are presented in the report to illustrate the estimated capital investment and production costs per ton of coal and bank cubic yard of overburden.

Late in the nineteenth century en active coal-mining industry was begun in the Lower Freeport bed near Reynoldsville, Pa., where the bed thickened to more than 10 feet in places . The coal was readily accepted as an excellent steam fuel. Much of the thick coal his been depleted, but there are many areas where the deposit averages about 14 feet in thickness. As the more desirable mining sites were worked out in the Lower Freeport bed, other beds were exposed from which will come the county's major cowl production in future. The Lower Freeport bed is still the most important bed in Jefferson County from a production standpoint. The Lower Kittanning bed is second. Sporadic mining is being done in the Upper Freeport, Upper Kittanning, Middle Kittanning, Clarion, and Brookville beds. Strip mining has permitted recovery of much coal that could not be mined profitably by conventional underground methods.
