After World War II the Bureau of Mines studied methods of producing synthesis gas including a plan to gasify coal in place. Consequently, under a cooperative agreement with the Alabama Power Co., Bureau engineers directed a series of experiments that were carried out on the property of the Alabama Power Co. at Gorgas, Ala. The purpose of underground gasification of coal, regardless of method used, is to obtain the energy contained in the fuel for use on the surface, without mining in the usual sense of the term. Underground gasification can be described as (1) a process where coal, in place, is consumed by partial combustion with air, oxygen, steam, or any combination of these to produce a low calorific value gas (80 to 300 Btu per cu ft) or (2) a complete combustion process in which air is used to produce a gas containing carbon dioxide, nitrogen, and considerable thermal energy.

The design and fabrication of an engineering model and three prototypes of a portable gas analyzer and sapling system is herein described. This design effort has provided a battery operated system which will indicate the degree of explosivity of return air and in the air beyond the seal during the course of fighting, sealing and quenching a mine fire. Performance tests, design criticisms and recommendations for designs are also included. The system is based on two analyzers: the MSA Catalytic Combustible Gas Analyzer for indication of total combustible gas concentration and a modified, totally automated version of an Analytical Instrument Development Corporation Model 622 gas chromatograph (CC) for analysis of individual gases. The system provides continuous monitoring of combustible gas level in the range of 0 to 100% LEL. The GC automatic analysis requires a 5 minute cycle time to update the concentration indications for: hydrogen @ 0 to 10% oxygen @ 0 to 25% nitrogen @ 0 to 100%, methane @ 0 to 10 or 0 to 50%, carbon monoxide @ 0 to 5% and carbon dioxide @ 0 to 10%. CC peak heights are translated into concentration units which are memorized and continuously displayed on Integral meter readouts. The underground analyzer system design was reviewed and tested by the MESA Approval and Certification Group and found to meet intrinsic safety requirements. The three underground packages consists of: a gas chromatograph with dimensions of 11" X 12" X 16" and weighing 25 lbs. , an electronics unit 10" X 14" X 19" in size and weighing 30 lbs., and a power pack 6" X 14" X 16" in size and weighing 45 lbs. Two AC/DC power supplies are provided for aboveground battery charging and system operation in the laboratory. Iran's petroleum industry is nearly 50 years old and the oldest in the Near East. According to published figures, Iran ranks third in production and reserves in the Near East. These reserves (including probable reserves) are estimated at 35 billion barrels and constitute about 11 percent of the world's total. Iran is the sixth largest producer of crude petroleum in the world. The 1961 output of more than 430 million barrels was 5 percent of total world output for the year. In the same year, Iran ranked fourth among world petroleum exporters, providing 8.4 percent of total world exports.

Complying with respirable dust standards is presently a critical problem for many longwall faces equipped with double drum shearers. Results are presented of research performed to increase the quantity and optimize the distribution of the water supplied to the shearer drums to control the shearer operator dust exposure. The effect on the total respirable dust produced by the shearer was also examined. During the research effort, a simple and inexpensive manually controlled valve system was designed and implemented on a shearer to distribute the water supplied to the shearer drums. Research showed that increases in water quantities are beneficial but associated pressure increases may induce respirable dust boilover negating potential advantages. Other essential parameters such as location of shearer operator, outside spray orientation and air quantity were considered in the evaluation.

This bulletin deals with a topic that is exceedingly wide, and will doubtl~ be under consideration and discussion so long as there are enough known deposits of oil and gas remaining in the earth to make their revelopment profitable. The Bureau of Mines has repeatedly called attention to the importance of protecting oil or gas sands from the encroachment of water, and the purpose of this paper is to summarize existing knowledge of methods and devices. Water may gain access to an oil-bearing formation from several sources-from water sands above or below those. containing the oil, or by encroaching through the oil sands as the oil is withdrawn. In short, it may enter a well from the "top, bottom, or side." Such ingress of water is a most serious detriment to the recovery of oil from the ground. As the art of drilling and developing oil properties has progressed, increasing thought, labor, and money have been expended on various methods, devices, and equipment for arresting the migration of water from its normal subsurface position into the porous strata containing valuable oil or gas accumulations. At an early stage in the oil-field development of California, it became evident that considerable modification of accepted drilling practices was necessary in order to meet the conditions imposed by the poorly consolidated shale, clay, sand, and bowlder beds penetrated, as well as the hard layers of sandstone and calcareous shale, which vary greatly in thickness, hardness, and frequency. These hard streaks are commonly called " shell," and are so reported in the well logs. As deeper and deeper territory was prospected, drillers from the older fields of the Ea,st, as well as from Texas and Louisiana fields, took part in the operations. Xhe practice evolved was thus based on the wide experience of a most cosmopolitan group of men who, considered as a group, were not hampered by being limited to the knowledge of the practice at any one locality.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSWA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. metallic mining workforce from March through September 1986. Similar reports have been published for the stone, sand and gravel, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

This report is a study of the impact of Federal laws and regulations on the domestic supply of metallic and nonmetallic minerals. The study was confined to pertinent environmental legislation and the recently enacted Federal Mine Safety and Health Act of 1977. Emphasized were the legal requirements placed on individual selected mineral industries, and the economic impact of these requirements. A certain amount of attention was also directed to the particular environmental and health and safety problems generated by selected mineral industries. The study also pinpointed a list of major problem areas having significant impact on the domestic mineral supply.

Infrared and displacement studies were made of an unsupported roof in Kaiser Steel Corp.'s York Canyon coal mine, Raton, N. Mex. Monitoring of the roof continued until the roof over the area was caved. Loose slabs in the roof, about 6 inches thick, were detected by means of associated thermal anomalies, using remote-sensing infrared instruments. Displacement measurements taken during the study indicate that roof movement was cyclic in nature; the cycles appear to have been related to the mine work cycle (work days to idle days).

The Bureau of Mines analyzed the cycle of secondary gold to determine the quantity of gold not being recovered from scrap, and to identify areas for research to increase the supply of gold from scrap. Secondary gold in 1967 was estimated to be 2.4 million troy ounces; this excludes secondary gold which is recycled within consuming plants. Firms contacted included consumers using about 41 percent of the gold in 1967, And refiners that recovered about 90 percent of the secondary gold. Results of the study indicate that loss of gold is small, and refiners and consumers are accelerating programs designed to reduce recovery costs. With the increasing generation of low-grade industrial scrap, research is needed to improve present recovery techniques and to develop methods to accelerate the flow of secondary gold back to supply.

INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.

This document describes the direction and progress of the Bureau of Mines Oil Shale Mining Environmental Research Program as of January 31, 1979. It is aimed at focusing the Bureau's role in environmental research supporting oil shale development with respect to the activities of other involved government agencies and private industry. Environmental considerations in oil shale extraction, such as ecological disturbances, health and safety hazards, waste management, and socioeconomic impacts, are discussed along with the type of research known to be planned by organizations to ameliorate these problems.

This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

One Bureau of Mines goal is to minimize the undesirable environmental impacts associated with industrial plants emitting waste gases containing S02. To help meet this goal, a regenerable flue gas desulfurization process was developed. This process, known as the citrate process, uses a buffered weak acid solution to absorb S02 from the waste gas. The absorbed S02 is reacted with H2S to precipitate elemental sulfur and regenerate the solution for recycle. The H2S feedstock for the process, if not otherwise available, may be produced by reacting two-thirds of the recovered elemental sulfur with natural gas and steam. Laboratory investigations and pilot plant operations were conducted by the Bureau to determine if H2S from the natural gas, sulfur, and steam reaction was suitable for the citrate process. The laboratory investigations, in which an H2S generator was integrated with other citrate process operations, provided a basis for design and operation of the pilot plant. The objective of the pilot plant was primarily to provide H2S for the citrate pro-cess pilot plant at the Bunker Hill Co. lead smelter in Kellogg, Idaho. The design capacity of the pilot plant was 0.4 to 1.25 tons of H2S per day. The operation demonstrated that (1) a 77-to 79-dry-volume-percent H2S product could be produced from pilot-plant product sulfur, natural gas, and steam; (2) the product R2S regenerated the SO2-loaded citrate solution; and (3) under certain conditions over 95 percent of the natural gas could be converted to H2S.

A Blastcorder4 was calibrated on the Bureau of Mines shaking table in the frequency range of 12 to 40 c.p.s. and in the amplitude range' of 0.25 to 1.0 g. The results of this calibration study show that in the frequency range of 12 to 30 c.p.s. the average accuracy of the Blastcorder is approximately ± 0.1 g.

The Federal Bureau of Mines, under a contract with Ultrasystems, Inc., investigated the thermal oxidative degradation characteristics of conveyor belts used in underground mines. This included the determination of smoke evolution, glow characteristics, char yields, and the identification and quantification of all volatile decomposition products in the form of gram of specific product formed per gram of belt sample tested. In addition to these investigations, degradation studies were conducted on some pure ingredients used in conveyor-belt formulations. Three basic classes of belts were investigated: neoprene, polyvinyl chloride, and styrene-butadiene rubber compositions. The studies indicate that styrene-butadiene-based belts exhibit good flame resistance and are the least hazardous in regard to overall formation of toxic decomposition products. Under this program, thermogravimetric analysis was definitely established as a method of material differentiation.

WHY IS IT that smoke-abatement efforts do not bring more satisfactory results? The main reason is an incorrect estimate of the kind and size of the job. When an industrial community realizes that keeping the air clean is a project of similar magnitude to keeping streets clean, providing clean water, removing city waste, or guarding the moral atmosphere, then there maybe a real hope of success. We usually think of the project in too small terms. It is thought of as is the dog catcher or the boiler inspector--a matter of a man or two, a job or two, a small appropriation of variable and uncertain amount, to be abolished in a fit of economy and reestablished under pressure of a vigorous minority. Even so, it is surprising how much is obtained for the effort; but the community is rarely satisfied, for the job is bigger than it was conceived to be. Continuous, never-ceasing effort is required to clean up a smoky city. A few months of relaxation and the situation slips back some years of effort.

Standard erosion plots (4.6 m by 22.1 m on 9 percent slope) were constructed on the Alston Surface Mine of Peabody Coal Company in Western Kentucky to evaluate the effects of placement technique and density on the erodibility and eroded size distribution from mine spoil and reconstructed topsoil. PLots were constructed with a dozer and scraper pan from shale spoil material, topsoil (A horizon) and subsoil (B and C horizon mixture) using soils stockpiled at the Alston Surface Mine. Plots were evaluated under fallow conditions with a tilled plot surface and two compacted conditions. One compacted condition was generated by tracking the surface with a dozer and rolling with a loaded scraper pan. The second was generated by rolling the surface with a solid wheel compactor. Rainfall was supplied with the Kentucky Rainfall Simulator at a rate of 63.5 mm h-l with the plots in three different soil moisture conditions; dry, field capacity, and very wet. Runoff was evaluated for flow rates, sediment concentrations, and aggregate and primary particle size distributions. Sediment yields and the Universal Soil Loss Equation E130 indexes were calculated from the data for each plot. The erodibility was calculated from the tilled plot data using a weighted soil loss and E130 value from the dry, field capacity and wet runs, and a cover management factor calculated for every other condition. For the topsoil and subsoil plots, sediment yield was greatest for the dozer scraper pan plots and lowest for the tilled plots. For the shale plots, erosion rates from the wheeled compacter plots were the highest and tilled plots the lowest. Average erodibilities were 0.14, 0.38, and 0.41 tons ac h ft-1 tonf-1 in-1 hundred ac-1 for the shale, subsoil, and top-soil plots. Cover management factors for each plot were 1.29, 1.42, and 1.17 for shale, topsoil and subsoil plots compacted with the solid wheeled compacter and 1.29, 3.79, and 2.51 for shale, subsoil, and topsoil plots compacted with the dozer scraper pan conbination. The accuracy of the Wischmeier erodibility nomograph was evaluated on the data collected. Erodibilities were accurately predicted for the topsoil plot and poorly predicted for the sub-soil plot. The accuracy of the CREAMS procedures for predicting the composition (size distribution) of eroded particles was also evaluated. The composition was well predicted for the topsoil plots, moderately well predicted for the shale plots and poorly predicted for the subsoil plots.

The Bureau of Mines used a linear cutting apparatus equipped with a 7-inch disk cutter to cut grooves in marble, limestone, granite, and quartzite under a normal force of 7,000 lb. The size distribution of the muck for various grooves was determined through sieve analysis. A statistical search showed that Weibull distribution describes the size distribution better than other available functions. Results indicate that fineness modulus, chip population, and dimension of the largest chip can be used as indicators of cutting efficiency. The results correlate with those obtained from the boring machines and other lab experiments. This work examined the feasibility of in-mine coal preparation in two phases. Phase I included a survey of previous investigations and a preliminary analysis of the economic and technical feasibility on a selection of representative sites and degrees of cleaning. The contract was terminated at the end of Phase I. The preliminary analysis determined that in-mine preparation systems can be applied using currently available technology. The most likely mines for application will have shaft or slope access and be deeper than 500 feet. The refuse disposal systems technically feasible are (1) pneumatic placement of coarse refuse in room and pillar panels or longwall faces, (2) mechanical placement of coarse and fine fractions in room and pillar panels, and (3) hydraulic placement of fine fractions in room and pillar panels. The economic feasibility is much more dependent on the refuse disposal-system than on the preparation system. It is estimated that the capital cost of an in-mine preparation and disposal system would be $6.00 per clean ton and the operating cost would be $1.24 per clean ton for a 1 million clean ton per year mine.
